The Geary County Sheriff's Department said Deputies responded Friday evening to the 6500 block of Old Milford Road for a single vehicle injury accident. Nathaniel M. Ford of Milford was traveling east bound in the 6500 block of Old Milford Road in his 2009 Honda Civic. 

While negotiating a curve, Ford lost control of the vehicle. It ran off of the road to the right, overturned and came to rest on the roof. All occupants were evaluated by EMS on scene, and refused transportation to Stormont Vail Hospital. The vehicle was towed away by a wrecker service due to damage.

Driver hospitalized after semi crash

The bridge is located on U.S. 40 Business/6th&nbsp;Street over the Union Pacific Railroad and Monroe Street, just east of Washington Street in Junction City.

Motorists should anticipate an occasional lane closure in each direction as the contractor wraps up the final stages of construction. Final completion of all work is anticipated to be completed by June 2024, weather permitting.

King Construction, Inc. of Hesston is the primary contractor for this $15.9 million project.

U.S. 40 Business bridge opens to traffic in Junction City

United Way of Junction City/Geary County held their annual event honoring their volunteers and naming their Ben Kitchens Volunteer of the Year award winner on Friday afternoon. Several partner agencies and volunteers were in attendance.&nbsp;

&nbsp;This year's Ben Kitchens Volunteer of the Year Award winner was Rosemary Woods.&nbsp;

Woods has volunteered at the food pantry for the last eight and a half years. She began volunteering because her daughter wanted to find a way to help out the community through Girl Scouts. Her daughter has since graduated, but Woods, and now her husband continue volunteering.

Debbie Johns, Director of the Geary County Food Pantry submitted the nomination of Woods for the Volunteer of the Year award.&nbsp;

The nomination letter read, "Rosemary Woods serves many roles at the food pantry. All of them are unpaid and essential to our mission of providing food to those in our community who are underserved. She is always cheerful and courteous and is able to put everyone at ease in what for many is a stressful situation. She goes the extra mile to secure proper documentation and provides helpful information of our many services along with contacts to other agencies that can help."&nbsp;

United Way Executive Director Nichole Mader spoke at the event and expressed they could not do what they do without the volunteers and partners.&nbsp;&nbsp;

Mader spoke of the many impacts that United Way has made in the last year. She noted that over 700 pounds of food was donated to the Food Pantry following the "Stuff the Pantry" effort. She also said that the VITA (Volunteer Income Tax Assistance) Program filed over 400 taxes for families. 

"Thank you so much for everything you all do; Our volunteers are priceless," Mader said.&nbsp;

Rosemary Woods named United Way JC/GC Ben Kitchens Volunteer of the Year

FORT RILEY —Two soldiers are recovering from injuries in a helicopter crash that occurred on Tuesday at Fort Riley, according to Fort Riley Public Affairs Officer, LTC Jefferson Grimes.

The incident involved a Boeing AH-64 took place during Combat Aviation Brigade’s gunnery training.

The injured crew members are receiving the necessary medical treatment, according to Grimes.&nbsp; Their names have not been released.

The cause of the crash remains under investigation.

Light appetizers and beverages will be available at select locations, and attendees can pick up maps at any participating venue to guide their journey through the Art Walk. Passports can be stamped at each location visited and returned to the JC Arts office for a chance to win raffle prizes.

Arts Council will celebrate 50 years

The Eisenhower Foundation invites all World War II veterans to the Eisenhower Presidential Library and Museum in Abilene, Kan., on June 6, to commemorate the 80th anniversary of D-Day.

The D-Day+80 Years event will include a Meet a World War II Veteran Reception, Remembrance Ceremony, Veterans Panel, free admission to the Eisenhower Presidential Museum, speakers, military reenactors and hands-on education programs. This historic event is free and open to the public.

With a deep commitment to serving those who have served, Buso brings experience and expertise in supporting active duty, reserves, national guard, and prior service members. She will offer tailored treatment plans to meet the unique needs of each consumer, fostering collaboration both within and outside the network.

Born and raised in San Diego, California, Buso developed a passion for service early on, participating heavily in the Army JROTC program during high school before joining the Army directly after graduation. With roles ranging from truck driver to human resources specialist, including a deployment to Afghanistan for Operation Enduring Freedom in 2010, Buso brings firsthand knowledge and understanding of military life to her practice.

After retiring from the Army, Buso pursued higher education, earning a bachelor’s degree in psychology and a master's in marriage and family therapy. Her journey included invaluable experiences at an inpatient psychiatric hospital and as an Army Community Service Specialist, honing her skills in mental health support and counseling.

There is a Freedom Fest Fundraiser this Saturday, May 11. The event, called Balloons, Blues, and&nbsp;BBQ&nbsp;will be at Freeman Airport in Junction City.&nbsp;

The fundraiser will feature a car show, three blues bands, barbecue vendors, balloons, and bounce houses.

For the car show, it will run from 2:00-5:00 p.m., with a $35 entry fee per car. There will be a $50 payout per class (car, truck, and motorcycle), and there will also be a $50 best-in-class. Contact Mike Dishman at 785-210-6763 to&nbsp;sign up for the car show.

The fundraiser event will also feature tethered balloon rides. The rides will be at 6:30, weather permitting, and cost $25 each.&nbsp;

The gate entry fee is $10 per person, and children ten years of age and younger are free. The entry fee does not include the BBQ, drinks, or rides.

RILEY COUNTY— The mayor of Manhattan resigned after he was arrested in connection with an alleged DUI crash that occurred just after 8:30 p.m. Wednesday in Manhattan.

According to the Riley County Police Department activity report, an Infinity passenger vehicle driven by 72-year-old <a href="https://cityofmhk.com/1703/Mayor-Wynn-Butler">Winfried Butler,</a> of Manhattan, struck Candlewood Liquor&nbsp;in the 3200 block of Kimball Avenue.

&nbsp;The total estimated loss in this matter is over $1,000. Butler was arrested and cited for driving under the influence.&nbsp; He met the requirement of a $750 bond and is no longer in custody, according to the RCPD.&nbsp;&nbsp;

After his arrest Butler resigned, according to a statement from fellow city commissioner Peter Oppelt.&nbsp; Mayor Pro Tem Susan Adamchak will now take over as mayor.

Butler was first elected to the Manhattan City Commission in April 2011, according to the city web site. He served as Mayor in 2014-2015 and 2021. He was re-elected to the Commission in 2021 for a four-year term.

The Devin Family Scholarship for Teachers was presented to Gina Wagers, the Ron Shandy Memorial Scholarship for USD 475 Teachers to Rixie D. Dillard II, Geary Community Schools Foundation Teacher Scholarships went to Ariana Ahlers, Abigail Barnes, Madison Gritton, Jennifer Hansen, Teresa Palmer, Frederic C. Smith and Erica Testa.

Just before 12:30p.m. Wednesday, officers filed a report of criminal damage to property in the 2100 block of Poyntz Avenuye.

 Manhattan High School reported a known subject threw a rock through a window of the school in the overnight hours breaking the window. Estimated total loss is approximately $1,000.

The appearance of stripe rust adds insult to injury to this year’s wheat crop, but Kansas growers should scout fields and have their management strategy ready for this yield- and quality-limiting disease. “Since the eUpdate&nbsp;was published&nbsp;on May 2, the risk of severe disease has elevated in north-central and northwest Kansas,” said Kelsey Andersen Onofre, K-State assistant professor of plant pathology.&nbsp;“We are&nbsp;keeping a close eye on&nbsp;this part of the state.”&nbsp;

Stripe rust develops in cool, humid weather with rapid disease development between 50 and 60 degrees. The disease slows when nighttime temperatures are above 68 degrees&nbsp;or&nbsp;daytime temperatures&nbsp;have highs above&nbsp;80 degrees for several days.&nbsp;

Stripe rust shows as yellow or orange blister-like lesions arranged in stripes on the plant’s leaves. Timing is&nbsp;important&nbsp;as stripe rust has the highest impact on yield and quality when the crop is still in the flowering or early kernel-filling stages of development. Stripe rust on the upper leaves or flag leaf are of particular concern.&nbsp;

In south and south-central Kansas, the wheat crop has progressed past the optimal window for a fungicide application. According to K-State, the risk of yield loss from stripe rust decreases when the disease is spotted in fields already in the dough stages of grain development.&nbsp;In northwest and north-central Kansas,&nbsp;however, the crop is further behind and more vulnerable.&nbsp;

In addition to limiting yield, Onofre noted that K-State research has seen a three to nine percent decrease in test weight in susceptible varieties under high stripe rust disease pressure, varying between wheat varieties and environments. This impact is&nbsp;important&nbsp;for end-use quality as test weight provides an initial&nbsp;indicator of quality&nbsp;and works as a rough estimate of potential flour yield.&nbsp;

While detrimental to yield and quality, producers can effectively treat stripe rust with foliar fungicides,&nbsp;particularly&nbsp;if applied at earlier growth stages. According to the eUpdate, “K-State research demonstrates that if stripe rust&nbsp;is detected&nbsp;on flag leaves at the heading growth stage, there is a 90% chance your fungicide application will pay off.&nbsp;This&nbsp;is a year when scouting will be critical.”&nbsp;

Producers should also pay close attention to labels and information on the pre-harvest intervals for their preferred fungicides. 4.&nbsp;How much moisture has the field received recently?&nbsp;The eUpdate noted stripe rust shows up in fields about&nbsp;10&nbsp;days from&nbsp;when the infection first occurs, so producers should continue scouting fields, especially if they have received rainfall.&nbsp;

5.&nbsp;What is the fusarium head scab risk?&nbsp;If a field has a history of head scab and the current year’s crop is approaching flowering, producers may be able to control both stripe rust and head scab with a single application this year.&nbsp;

Wheat Scoop: K-State recommends scouting and addressing stripe rust

Former Junction City Blue Jay state champion wrestler and 1994 JCHS graduate Bobby Lashley said Wednesday evening that Junction City made him who he is today. "I'm always that kid from Junction City."

Lashley was the keynote speaker for the Geary Community Schools Foundation Celebration of Teaching Banquet at the Geary County Convention Center. This was the 18th year for the annual event. "I love Junction City and I love where I came&nbsp; from."

Lashley had special mention for his coaches that he had while going through the school system, Bob Laster and Don Stevens. When Laster introduced him he noted that as a freshman in high school Lashley was about 5' 4 and 100 pounds. But after years of working hard and competing in college and&nbsp; professional wrestling he estimated Bobby at about 6' 4 and 245 pounds.

Lashley was a four-time All American at Missouri Valley, as a member of the Army National Team finished second World Armed Forces competition, competed in mixed martial arts and professional wrestling. He eventually became a WWE champion.

Although he was unable to be at the convention center after suffering an injury he was able to speak to the audience Wednesday night via zoom. " Lashley told the audience without all of them his life wouldn't be possible.

JC Breakfast Optimist Club recognizes Students of the Quarter

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann talked to Hutch Post Wednesday afternoon after he spoke Wednesday morning about the Farm Bill on the House Floor again and he really does see movement now.

"It's been very frustrating," Mann said. "I went to the floor for the 27th time, calling on Congress to pass a five-year Farm Bill. It's been delayed. It's been very frustrating, but, what's going to happen is, on the House side, the text has been drafted, it's going to be released here in the next few days. Later this month, we'll have a markup at committee, which means that committee will go through it, we'll consider it, we'll vote on it, vote on the amendments that come up and then pass it on to the House floor. It looks like we're finally starting to make some progress on the Farm Bill."

If current schedules hold, that markup is scheduled for May 23.

"It's important that we get a fiscally responsible Farm Bill," Mann said. "Within that, top priorities for me are crop insurance, trade and research, as well as oversight. Specifically, on crop insurance, and we've talked about this over the last few months, crop insurance is such an important risk management tool for our ag producers and a very successful public private partnership. There will be efforts to weaken, diminish, chip away at crop insurance. I think we need to be strengthening it, fortifying it and making it better. That will be a big priority, also, on trade, when you talk about a fiscally responsible Farm Bill, if you look at the dollars, as a nation, that we spend, in promoting trade and opening up other markets overseas, it's an incredibly high return on that investment. That warrants further investment to make sure that we have robust international markets for ag products, those are going to be big focuses for me at the markup here in a couple weeks."

The extension of the current Farm Bill expires Sept. 30.

Mann: Farm Bill markup 'in a couple weeks'

MANHATTAN - On Wednesday, Kansas State University announced the pledge of $1 million from ADM, a global leader in human and animal nutrition to&nbsp;Kansas State University’s Global Center for Grain and Food Innovation.

Kansas State University’s Global Center for Grain and Food Innovation includes one of four new or renovated facilities in the University's College of Agriculture's Agriculture Innovation Initiative.

K-State students will experience elevated academic experiences, find support in food product development, food safety and security, and continue sparking innovation within the industry with the help of this investment by ADM.

“I want to thank ADM for its investment in our Global Center for Grain and Food Innovation,” said Ernie Minton, Eldon Gideon Dean for the College of Agriculture and Director of K-State Research and Extension. “The College of Agriculture is consistently ranked as one of the top 10 higher education ag programs in the nation, and this donation will help ensure we remain at the top in educating students, leading in research and helping our partners feed a hungry world.” &nbsp;

Within the Global Center, thirty percent will be dedicated to on-site collaboration between private enterprises and public resources with state-of-the-art laboratories, classrooms and interdisciplinary partner spaces.

“ADM is excited to support the development of the Global Center for Grain and Food Innovation at Kansas State University. The facility will not only foster new collaborations across the university, but it will enhance the student experience by way of research, creativity and innovation,” said Tedd Kruse, president of ADM Milling. “ADM’s purpose is to unlock the power of nature to enrich the quality of life, and as a milling and baking solutions leader, we are proud to support K-State’s Agricultural Innovation Initiative to help deliver a pathway for highly trained students to lead the advancement of new technologies and change within the industry.”

The Agriculture Innovation Initiative also includes the&nbsp;Agronomy Research and Innovation Center, the Bilbrey Family Event Center, and Call and Weber halls.&nbsp;

The upgrades to the Global Center will support continued grain, food, animal and agronomy research at K-State.

“Our Agriculture Innovation Initiative marks a significant milestone for land-grant universities, especially in K-State’s commitment to interdisciplinary research and development,” said university President Richard Linton. “By fostering greater collaboration across departments and colleges, we’ll broaden the university’s research opportunities and outcomes while working alongside other organizations and private industry partners. This represents an exciting new chapter for K-State, solidifying its position as the next-generation university in education, research and industry.”

A groundbreaking ceremony for the facility is scheduled for May 17.

Junction City Commissioners and select staff are expected to meet in June for about one hour before a regular commission meeting to hold remedial training. It will deal with making motions under the Kansas Open Meetings Act to go into executive session. The plan is to try and bring in outside counsel to conduct the training.

The Kansas Attorney's General's Office declined to pursue formal enforcement action following their recent decision that there were technical violations of the Kansas Open Meetings Act by a former Junction City Commission. But they did ask for  remedial action to resolve the issue.&nbsp;&nbsp;

They provided a letter&nbsp; noting the city commission’s failure to comply with the statutory requirements for recessing into executive session when it did not include the subject to be discussed in its March 1, 2022, motion, and other motions for executive session were mere technical violations of the KOMA that did not affect the public’s substantial rights. The pattern of deficient motions showed a need for remedial action. 

Members of the commission at the time included Pat Landes, Ronna Larson, Matthew Bea, Jeff Underhill and Nate Butler. Butler and Bea have since left the governing body. All five members of the current city commission have been encouraged by the city attorney to attend the remedial training session.

Even though public concern about a proposed slaughterhouse led to the A-G's Office investigation, City manager Allen Dinkel has observed that&nbsp; the March 1, 2022 executive session actually dealt with possible purchase of a building for the city's Public Works Department.
