The Junction City Lady Jay softball team was in Derby on Tuesday night for regional softball.&nbsp;

The Lady Jays played Wichita Northwest in a survive-and-advance game, and a resilient, come-from-behind, 18-13 victory in extra innings propelled Junction City into the regional championship game for the first time since 2002.&nbsp;

Junction City then squared off against the number one seed in 6A West, the Derby Panthers. The Panthers won the game 11-1 and advanced to the 6A State Softball Tournament in Lawrence next week.&nbsp;&nbsp;

The loss wraps up the 2023-2024 softball season for Junction City. The Lady Jays finished the season with an even 11-11 record. It was the most wins in a season since 2002.&nbsp;

JUNCTION CITY — July 4, 2024 marks the 48th year for the Junction City Freedom Run, which will take place as part of the Freedom Fest celebration. Registration is now open for the 1-mile, 5K and 10K. This year's run will begin in downtown Junction City with the finish remaining in Heritage Park. All races will begin at 7:30 a.m.

The Freedom Run Independence Day tradition, now in its 48 year, was founded on the idea of community connections, where freedom is celebrated and honored.&nbsp;Runners will simultaneously depart for all three courses at the intersection of 6th and Washington.

RILEY COUNTY —Law enforcement authorities in Riley County have captured an inmate who&nbsp;did not arrive at the workforce center and&nbsp; did not return to the jail. Just after 3:30p.m. Tuesday, the Riley County Police Department reported Justin Brown, 34, escaped from custody.

Brown was located at City Park and booked back into jail just before 2a.m. Wednesday, according to online jail records.&nbsp; The RCPD released no additional details.

The Geary County Sheriff's Department said on Tuesday at 0808 a.m. Deputies responded to the westbound I-70 mile marker 310 rest area for an injured female. The female was found on the sidewalk with facial injuries and transported to Stormont Vail for evaluation.

Participants on the northern routes of this year’s Hard Winter Wheat Tour saw some of the better-looking wheat that they’ve seen in years, while participants on the southern routes saw drought-stricken fields. They calculated yields based on head counts and number of spikelets in the heads; however, tour scouts saw stripe rust, wheat streak mosaic virus and freeze damage.

About 69 people from 19 U.S. states, traveled in 18 cars on six routes between Manhattan and Colby, Kan., Tuesday, stopping at wheat fields every 15-20 miles along the routes, as part of the Wheat Quality Council’s 66th Annual Hard Winter Wheat Evaluation Tour.

About half the participants had not been on the tour before. They were shown how to take yield measurements from tour alumni, using the formula provided by USDA’s National Agricultural Statistics Service (NASS). This formula is based on 2014-2023 Kansas wheat objective yield data. Farmers can calculate their own field estimates using the same formula with instructions at kswheat.com.

Every tour participant makes yield calculations at each stop based on three to four different area samplings per field. These individual estimates are averaged with the rest of their route mates, and eventually added to a formula that produces a final yield estimate for the areas along the routes. While yields tend to be the spotlight of the Wheat Quality Tour, the real benefit is the ability to network among the ‘grain chain.’ This tour gives Kansas farmers the chance to interact with and influence their customers around the globe, on the tour, as well as at the #wheattour24 hashtag.

Tuesday’s cars of wheat tour scouts made 206 stops at wheat fields across north central, central and northwest Kansas, and into southern counties in Nebraska. The calculated yield is based on what scouts saw at this point in time. A lot can happen between now and harvest. The calculated yield from all cars was 49.9 bushels per acre, which was above trendline yields and is representative of areas of the state that are not most impacted by drought conditions. Day 2 of the tour will travel through southwest and south central Kansas, areas that have missed out on any recent precipitation.

Statewide, based on May 1 conditions, Kansas' 2024 winter wheat crop is forecast at 267.9 million bushels, up 66 million bushels from last year's crop, according to NASS. Average yield is forecast at 38 bushels per acre, up 3 bushels from last year. Acreage to be harvested for grain is estimated at 7.05 million acres, up from last year’s 5.75 million acres.

For the week ending May 12, 2024, Kansas winter wheat condition rated 13% very poor, 22% poor, 34% fair, 28% good and 3% excellent. Kansas winter wheat jointed was 97%, ahead of 84% last year and 89% for the five-year average. Headed was 73%, well ahead of 48% last year and 43% average. Coloring was 1%.

In addition to Kansas reports, scouts from Nebraska and Colorado met the group in Colby to give reports from their states.

Royce Schaneman from Nebraska Wheat Board reported that USDA estimates the Nebraska crop at 40.8 million bushels, which is up from 36.96 million bushels last year. Yield is estimated at 48 bushels per acre.

A report from Colorado estimated the crop at 72 million bushels, based on a yield of 44 bushels per acre and 2.1 million acres planted. This is lower than the May 1 USDA estimate of 81.4 million bushels, based on slightly higher abandonment. Last year’s production was 74.62 million bushels.

These estimates are for this year’s hard winter wheat crop during this current snapshot in time.

Wheat Tour 24 continues Wednesday with six routes between Colby and Wichita, Kansas.

Wheat Tour 2024, Day 1

(JUNCTION CITY, Kan., May 10, 2024) — Stormont Vail Health&nbsp; announced that the Flint Hills Campus has received funding to purchase a new jaundice meter for the Birthplace. Adding this in the Flint Hills Birthplace offers immediate benefits for patients and team members alike.

“The jaundice meter will allow our Birthplace team to quickly and easily screen newborns for jaundice without causing them more stress and, in turn, keep our moms as stress-free as possible,” said Nicole Graham, Nurse Manager of the Flint Hills Campus Birthplace. “Once confirmed, we can treat jaundice in newborns with a blanket that shines a special blue light, helping to break down the cause of their jaundice.”

Jaundice is a condition found commonly in newborns. According to the National Library of Medicine, “Most jaundice is not harmful to your baby…In some situations, however, there is so much bilirubin in a baby’s blood that it can be harmful.” The purchase of the jaundice meter will ensure timely and more efficient care for newborns born with jaundice in Geary County and surrounding communities.

The acquisition of the jaundice meter was made possible through the support of various organizations in the Junction City, Manhattan, and Topeka communities, Walmart, Stormont Vail Flint Hills Campus Auxiliary, Geary Community Healthcare Foundation, R2B4 Bramlage Family Foundation, and the Greater Geary Community Foundation.

Geary County Convention and Visitor's Bureau Director Donna Price updated the Geary County Commission on a number of topics this week. One of those involves a possible effort to form a sports complex committee. Price confirmed that the committee, if formed, would report back to the CVB on their work. She would like a member of the county commission to serve on the committee.

--The appointment of Jordan McCann and Henry Petty to one year terms on the CVB Board of Directors.

--The CVB staff will be painting the kiosk at Freedom Park east of Junction City. Part of the improvement at that location will also involve telling the story of Atomic Annie, the large cannon in the park on the bluff above the Marshall Army Airfield.

The Kansas Department of Transportation has submitted a letter to Junction City and Geary County officials updating the Taylor Road project. That includes replacement of an aging bridge over I-70 with the potential opportunity for a new interchange.

KDOT Deputy Secretary Vanessa Lamoreaux said that they continue to work with Junction City and Geary County on future planning and local infrastructure needs in this area but they are not not aware of any confirmed developments within the project area.

She noted that due to the aging condition of the Taylor Road bridge, replacement is necessary. Plans for the replacement are moving forward and if development of the area occurs there is the opportunity to prepare a future interchange. However no decision regarding an interchange has been made.

Lamoreaux said that they recognize the impact this work may have on nearby landowners and will stay engaged as the project moves forward. The proposed bridge replacement and preparation for a future interchange could require the acquisition of additional property. That could include right-of-way, access control and permanent and / or temporary easements. If your property is impacted you will be contacted by a KDOT right-of-way representative once the design footprint has been established. That outreach is expected to occur in late 2025.

The next community update from KDOT is expected to occur in the spring of 2025.

Longbine has represented the District that includes Junction City and part of rural Geary County, Fort Riley, Grandview Plaza, Lyon County including Emporia and parts of&nbsp; Wabaunsee and Pottawatomie counties for 14 years.

One candidate, Republican Mike Argabright of Olpe, has filed for election to the 17th District seat. He is a former superintendent of schools for USD 252 Southern Lyon County.

RILEY COUNTY—There were no injured in an accident that occurred just after 2:30p.m. Monday&nbsp;at the corner of Colorado and 3rd Streets in Manhattan.

The city of Manhattan reported Issac Griego hit two small light posts causing damage to the posts.  The total estimated loss is $2,600.

The Geary County Sheriff's Deputies responded Monday to the 313 I-70 west bound off ramp for a motor vehicle accident. Charles Cummings of Manhattan was traveling eastbound in his 2005 Chevrolet Classic when he missed his exit. Cummings attempted the exit at the&nbsp; last minute causing him to lose control of the vehicle and collide with a rock wall. Auto Mikes Wrecker removed the vehicle. No injuries were reported.

Tragically, people lose their lives while visiting USACE-managed lands and waters every year. Most of the tragedies are water related. The public’s help is needed to reduce the number of fatalities at the more than 400 USACE-managed lakes and river projects nationwide.&nbsp;

People of all ages are encouraged to practice water safety this summer. Before entering or being around open water (lakes, rivers, ponds, etc.), keep these things in mind because they could save your life or the life of someone you care about.

If you are ejected from a boat, fall, or jump into water that is colder than 70 degrees, you can inhale water from involuntary gasping, hyperventilation, panic, and sometimes vertigo that can cause you to drown. You can also be knocked unconscious if you are ejected from your boat or fall into the water along the shoreline while fishing.&nbsp;</li><li>Wear a life jacket&nbsp;– By providing time to be rescued, it will help ensure you survive an unexpected fall into the water. It can also save your life if you become exhausted due to fatigue, waves, or current while swimming. An adult can drown in 60 seconds, and it takes a strong swimmer 10 minutes to put on a life jacket after entering the water. Statistics show that numerous drownings could have been prevented if a life jacket would have been worn.&nbsp;</li><li>Wear Engine Cutoff Device While Boating&nbsp;– If thrown out of a boat, there is always the danger of being struck by a spinning propeller, especially since an unoccupied boat can often start traveling in circles after the operator is ejected. Wearing an engine cut-off switch lanyard or electronic fob immediately stops the engine after ejection so that the operator can regain control of the boat.</li><li>Know your swimming abilities&nbsp;– Be aware that swimming in open water is different from swimming in a pool, and your swimming ability decreases with age. It is never too late to take swimming lessons and learn to swim well. Several people every year drown while swimming to retrieve boats, hats, and toys. Let those things go because they are not worth losing your life over.</li><li>Alcohol and water are a deadly combination&nbsp;– Alcohol induces an inner ear condition (caloric labyrinthitis) that can cause you to become disoriented when underwater and not realize which way is up. If you jump or fall in the water, you can become disoriented and swim down instead of up to safety, causing you to drown. This is more likely to happen if you have been consuming alcohol.</li><li>Understand “boater’s hypnosis” – It is a condition brought on by the effects of sun, wind, noise, vibration, and motion experienced during a day of boating. Boater’s hypnosis can slow your reaction time almost as much as if you were legally intoxicated. Adding alcohol to this condition intensifies the effects.</li><li>Be Aware of Carbon Monoxide Poisoning While Boating&nbsp;- Carbon monoxide poisoning is not limited to boats with enclosed cabins. It has proven to be deadly on open motorboats too. Carbon monoxide is a colorless, odorless, and tasteless toxic gas produced when a carbon-based fuel burns, such as gasoline, propane, charcoal, and oil. Carbon monoxide can kill you while you are on or in the water near a boat, so use a marine carbon monoxide detector; always maintain fresh air circulation; seat children in the forward-most seating on a boat; shut off boat motors to avoid unnecessary idling; be aware of emissions from other boats; and seek medical attention immediately if you suspect carbon monoxide poisoning.</li><li>Watch Your Children&nbsp;– Constantly supervise your children whenever they’re in, on, or near open water. Always keep them within arm’s reach. To keep them safe keep yourself safe by ensuring you and they wear properly fitted life jackets whenever enjoying your favorite outdoor water recreational activity.</li><li>Air Temperature and Water Temperature are not the same&nbsp;– The water temperature in rivers and lakes can be significantly colder than the air temperature and jumping or falling into cold water can be a dangerous shock to your body, so it’s important to wear a properly fitted life jacket to increase your chances of survival. Keep in mind that although the air temperatures are rising, water temperatures are slow to rise, and some lakes and rivers have cold water temperatures year-round.</li><li>Milford and Tuttle Creek Lakes are the two largest Corps operated reservoirs in Kansas.</li>

A motion by Geary County Commission Chair Trish Giordano to continue with up to $500,000 in community improvement district funding paid by customers for Redfish / LLC - Acorn's Resort and up to 500,000 to Rural Water District 4# has received approval by the governing body. The money would be intended to help encourage economic development. Each entity would receive CID funds until they have been used or the year 2036 is reached, whichever comes first.

The County declined to extend a cumulative benefit amount sought by Acorn's for $500,000 however and instead moved for the CID support. The County pointed out that Acorn's was near a limit of one million for cumulative benefit money set in a ten-year old economic development agreement.

Giordano and Commissioner Keith Ascher voted yes on the motion while Commissioner Alex Tyson voted no. There will be a caveat that Acorn's can expand as desired and the rural water district will continue to provide water to the resort, other&nbsp; developers and the state park could also expand.

Acorn's has until June 5th to decide if they accept the proposal or receipt of CID fund collections by the state would stop on October 1.

A 41-year-old man reported a known suspect used a hatchet to damage the roof of the victim's vehicle.  Total estimated loss in this matter is over $1,000

I have read comments, I have heard it from people, and even the other night a local businessman commented a couple of times at the City Commission meeting, that the taxes in Junction City are higher than anywhere else. Naturally, we are all concerned about the taxes we pay and yes tax dollars are needed to operate units of government, but really how do we compare?

Ironically, the day before the Commission meeting we received the 2024 Edition of an annual report from The League of Kansas Municipalities titled “Kansas Tax Rate &amp; Fiscal Data”. This report shows the property taxes for cities, counties, school districts, and community colleges in the State that were levied in 2023 for the 2024 budgets. There are 625 cities in Kansas ranging from the City with the most population, Wichita, to the cities of Frederick and Waldron, who both are the smallest cities in the state with each having a population of 9.

For each City the mill levy is given and then there is a separate column showing the total levy on each City that is levied by all taxing units. For Junction City, this is the City, Geary County, USD #475, and the State of Kansas. There are 19 Community Colleges in Kansas and property taxes are assessed in the home county for those. For example, there is a Cloud Community College Campus in Junction City, but we are not assessed property taxes for the institution, but those property owners in Cloud County which includes Concordia, there is a levy of 39.869 mills charged to the property owners.

The cities in Kansas are divided into 3 groupings. There are 26 cities of the First Class, 96 cites of the Second Class, and 503 cites of the Third Class. Junction City is a City of the First Class which is basically made up if the largest cities in Kansas in terms of population.

So how do the property taxes charged for a property owner in Junction City compare? For this comparison let’s use a home that is valued by the County Appraiser at $200,000. For this home the taxes for all entities this past year is $3,477,88 based on a combined levy of 151.212 mills. Of the total, $1,132.52 is levied by the City for the 2024 budget.

Of the Cities of the First Class, the City of Overland Park has the lowest combined levy of 104.067 mills. We could discuss differences in appraised values and local sales tax revenue, but the owner of the $200,00 appraised home pays $2,393.54 in property taxes. On the other ended the highest mill levy of all of the Cities on the First Class is the City of Parsons with a levy of 209.651 mills and our sample home would be taxed $4,821.97. Of the 26 Cities of the First Class, 11 cities have a combined levy less than here, but there are 14 cities that are higher.

The Riley County portion of Manhattan is slightly lower than Junction City. Our sample house would have paid $18.58 less than here in Junction City. On just City taxes only, Manhattan City taxes were $7.72 less this past year for our sample home. Since Emporia is in the same Kansas Senate District as Junction City and close in population, I looked at that comparison. Our sample home is $394.91 less in property taxes in Junction City than in Emporia.

Comparing mill levies and property taxes is definitely not an exact science. Certainly, there is no City in Kansas that had the debt issue we had here, but there could be factors that affect them that we don’t have. Never the less, this publication shows us as being more average than at the top end.

Yes, you can bring the sales tax argument to the discussion. The State rate is 6.5% for everyone. Here we have a 2% City sales tax and a 1.25% County sales tax for a total of 3.25%. All local sales taxes were approved by the voters as a result of an election. The 1% sales tax for debt service ends by no later than December 31, 2030. This could be done even sooner if the City Commission chooses to do so. That may be an option to consider by 2028.

Yes, we are all concerned about taxes, but we all want things to happen, and services to be provided by our City and County. Remember the 2 small cities I mentioned above? The properties in Frederick have no City property taxes and there County and USD taxes are low and together total 74.406 mills. I have driven on the gravel streets in that City, and I know there is no house close to being worth $200,000. Waldron tax payers have a 214.193 mill levy for the city. Of course, that only generates $9,912 in property taxes. Their total levy including all units of government is 361.519 mills.

The 1% sales tax for debt service ends by no later than December 31, 2030. This could be done even sooner if the City Commission chooses to do so. That may be an option to consider by 2028.Yes, we are all concerned about taxes, but we all want things to happen, and services to be provided by our City and County. Remember the 2 small cities I mentioned above? The properties in Frederick have no City property taxes and there County and USD taxes are low and together total 74.406 mills. I have driven on the gravel streets in that City, and I know there is no house close to being worth $200,000. Waldron tax payers have a 214.193 mill levy for the city. Of course, that only generates $9,912 in property taxes. Their total levy including all units of government is 361.519 mills.

RILEY COUNTY— Authorities are working to determine the cause of a weekend fire at a rural home in Riley County.

Just before midnight Friday, crews were dispatched to a fire at 4721 Freeman Road near Tuttle Creek Lake, according to a media release from&nbsp;Riley County Fire District #1.

The volunteer fire crews found smoke and flames showing from the residence.

One resident was treated on scene for minor injuries he sustained while exiting the home. No other injuries were reported and no pets were lost in the fire. Unfortunately, the residence and nearby outbuilding were considered a total loss. &nbsp;

The cause of this fire is under investigation by the Kansas Fire Marshal. Foul play is not suspected.&nbsp;

Manhattan Fire Department Battalion 1 and Engine 1 responded as a mutual aid request. Crews remained on scene until 7:00 a.m. Saturday morning performing mop-up operations and monitoring conditions.

"This is an unfortunate loss for the homeowner, but we are thankful no one was seriously injured and the fire didn't spread to neighboring homes," &nbsp;said Doug Russell, Deputy Chief of Operations for Riley County Fire District #1. "We are incredibly grateful to the crews who spent long hours keeping this fire contained to the initial structures.”

One injured in fire near Tuttle Creek Lake; home a total loss

The Junction City Athletic Training Center is having their 7th Annual Obstacle Course Race on Saturday, May 18th. Director Rick Bazan said you can sign up at the Junction City Athletic Training Center Facebook page. &nbsp;

Registration for all classes is from 8am-9am.&nbsp; Adult 4K and 2K will begin at 9:00 am and the Kids 2K will start around 9:30.&nbsp; At approximately 10:15 am there will be an awards ceremony&nbsp;for the top 3 finishers in each division.

The 2k will feature 20 obstacles and the 4K will have up to 40 obstacles.&nbsp; All racers will receive&nbsp;a T-shirt, free pork sliders, chips and water. There will be a DJ and MC for morning&nbsp;entertainment. Proceeds go towards future youth programs and events.

Annual Obstacle Course Race will be Saturday

USD 475 said last Tuesday that Junction City High School culinary students prepared a meal for the Board of Education prior to a board meeting. Following the meal, the Blue Jays were not only honored for earning ServSafe Manager National Certification, but for also being the first team ever in school history to compete at the Kansas Restaurant and Hospitality Association ProStart Culinary Invitational.

The school board also recognized the recent music success by Junction City High School. At the KSHSAA Large Ensemble Festival, the JC Singers and chamber orchestra both received Superior Ratings. JCHS had eight band solo, nine vocal solo and three string solo students earn Superior Ratings at the KSHSAA State Solo and Small Ensembles Music Festival. Other musical highlights included five band and percussion small ensembles as well as three vocal ensembles earning Superior Ratings.

The Junction City High School FCCLA team of Armani Coleman, Macie Muto, Rilynn Hotard and Gracie Erichsen were honored at the Board of Education meeting for placing in the top 25 at the 2024 LifeSmarts National Championship in San Diego, Calif.

Individually, Erichsen won the inaugural LifeSmarts pin design contest and also placed second overall, nationally, in health and safety. Muto also had a successful outing in San Diego as she earned runner-up accolades in environment, while Coleman claimed fifth-place honors in technology and workforce preparation. As a team, the quartet placed in the top 10 for both their Anti-Counterfeiting Design poster as well their TikTok/Instagram Over the Counter Medicine Safety video.

Flint Hills Regional Leadership Program&nbsp;

The board of directors for the Flint Hills Regional Leadership announced that the application period for the 2024-25 class offering will take place May 15-July 20.

“The goal of the Flint Hills Regional Leadership Program is to motivate traditional and non-traditional leaders by teaching leadership skills.&nbsp; Through an eight-session intensive training experience the program provides wisdom building opportunities for our emerging regional leaders,” says Jack Lindquist, Executive Director.

Qualified candidates must live within or work within the four counties of Geary, Pottawatomie, Riley and Wabaunsee, or Fort Riley. Sessions for the selected class members are held throughout the region with Orientation beginning at Rock Springs Ranch and Junction City in mid-September. The remaining seven sessions follow, roughly every three weeks, with graduation in February.

New this year, Morris County was added as an Associate Member to FHRLP. Emerging leaders in the county are now able to apply but should contact the county commission for application eligibility.

Elected officers for the junction City Association of Retired School Personnel for 2024-25 were installed on Friday during a meeting in the Fellowship Area of the Zion United Church of Christ. Those officers include Sheila Ritchie, Treasurer; Nita Miller, Secretary; Anita Rogge, Vice President and Dr. Ferrell Miller, President.

&nbsp;This is the 60th year of the organization. Their purpose is to provide a framework through which retired school personnel can continue a life of service to fellow members, their active colleagues, and the community.

Ian Quigley was awarded the JCARSP Scholarship, which is given to a graduating senior from Junction City High School who will pursue a degree in education. Ian plans to attend Fort Hays University and major in music education.

Nita Miller, JCARSP Secretary and monitor of the group’s Community Service Hours reported that members of JCARSP have volunteered 8,322 hours in the community.&nbsp;
