Kansas State University will welcome more than 3,000 students into its ranks of alumni as degree candidates are recognized at&nbsp;<a href="https://www.k-state.edu/graduation/" target="_blank">commencement&nbsp;ceremonies</a>&nbsp;set for Saturday, May 4, at the Salina campus and Friday, May 10, and Saturday, May 11, at the Manhattan campus.

The class of 2024, the 157th from K-State, includes approximately 2,347 bachelor's degrees, 644 master's degrees, 92 doctorates and 118 Doctor of Veterinary Medicine degrees. Of those students, about 140 will be earning multiple degrees. The graduates-to-be also include 422 students who are earning their degrees through a K-State Online program. These students will be recognized in a&nbsp;<a href="https://online.k-state.edu/student-support/virtual-commencement/" target="_blank">virtual&nbsp;commencement&nbsp;ceremony</a>.

Ceremonies kick off with K-State Salina's&nbsp;commencement&nbsp;at 10 a.m. on May 4 in the campus's Student Life Center. Joshua Wexler — a producer, visionary and entrepreneur who founded Pure Imagination, a full-service script-to-screen entertainment company — will be the speaker.

At the Manhattan campus, ceremonies begin on May 10 with K-State's Army and Air Force ROTC commissioning ceremonies, followed by&nbsp;commencements for the Graduate School and the College of Veterinary Medicine.• The Air Force ROTC Detachment 270 ceremony will be commissioning 13 new 2nd Lieutenants at 8 a.m. in Forum Hall at the K-State Student Union. The guest speaker will be Col. Shirley Black, USAF, retired.

 The Army ROTC Wildcat Battalion ceremony will be at 10:30 a.m. in Forum Hall at the K-State Student Union. The commissioning officer and guest speaker will be U.S. Army Maj. Gen. John V. Meyer III, Fort Riley commanding general.•

 The Graduate School&nbsp;commencement&nbsp;ceremony will begin at 1 p.m. in Bramlage Coliseum. The speaker is Tim Taylor, an accomplished chemical engineer who held several executive leadership positions for companies like Chevron Phillips and Phillips 66.&nbsp; The Veterinary Medicine&nbsp;commencement&nbsp;ceremony will follow at 3:30 p.m., also in Bramlage Coliseum. Erin and Ben Schroeder, co-owners of a veterinarian practice in rural Nebraska, will be the speakers. Both are graduates of the College of Veterinary Medicine and currently star on the National Geographic show "Heartland Docs, DVM," about their rural practice.

--College of Arts and Sciences, 8:30 a.m., Bramlage Coliseum. Frank Tracz, K-State director of bands, will be the speaker. Under his direction, K-State's band ensembles have performed in venues around the world, and in 2015, the Kansas State University Marching Band earned the John Philip Sousa Foundation's Sudler Trophy, widely considered the highest honor in collegiate marching..

--College of Architecture, Planning &amp; Design, 10 a.m., McCain Auditorium. The speaker is Clemente Jaquez, co-founder of MODUS architecture, a firm with a portfolio of projects in the health care, commercial and hospitality industries. As an architect, Jacquez has led various projects with an approach that touches on the excitement of the human experience.

--College of Education, 11 a.m., Bramlage Coliseum. Debbie K. Mercer, K-State's interim provost and executive vice president, will be the speaker. Mercer began her career as a teacher in a rural Kansas kindergarten classroom but quickly ascended through the faculty ranks at Fort Hays State University and K-State, where she has most recently served as dean of the College of Education.

-- College of Business Administration, 12:30 p.m., Bramlage Coliseum. The speaker is Bill Keller, president of Stanion Wholesale Electric Co. since 1990. Keller also serves on the K-State Alumni Association board of directors, two advisory boards for K-State Athletics and the&nbsp;KSU&nbsp;Foundation board of trustees.

-- College of Agriculture, 2:30 p.m., Bramlage Coliseum. Jerry L. Hatfield, retired director of the U.S. Department of Agriculture—Agriculture Research Service, will be the speaker. A Kansas native, Hatfield helped develop the research program of the National Soil Tilth Laboratory, which has since been renamed the National Laboratory for Agriculture and the Environment.

-- College of Health and Human Sciences, 4:30 p.m., Bramlage Coliseum. David C. Poole, university distinguished professor of kinesiology and director of the Cardiorespiratory Exercise Lab, is the speaker. Poole is a world-renowned cardiorespiratory researcher and is a leading expert on the body's use of oxygen during exercise.

--• Carl R. Ice College of Engineering, 6:30 p.m., Bramlage Coliseum. The speaker is Gabriel "Gabe" Hernandez, vice president in the Transmission &amp; Distribution Group, or T&amp;D, at Burns &amp; McDonnell. Hernandez has more than 28 years of experience in the electric transmission and distribution industry in design, project management and business development and also serves as the executive sponsor for T&amp;D's international business ventures.

Zetta's has opened at 112 W. 7th Street in downtown Junction City.

The shelves include items ranging from trinkets and antique dishes, to upcycled furniture, and fun decor.&nbsp; Zetta's aims to repurpose, upcycle and promote Made in America products, while also supporting handmade, local artists. The business is owned by Kari Crump-Underhill and is named after her grandmother, Zetta

&nbsp;Zetta inspired the range of items that stretch along the walls at 112 E 7th Street. She had traveled the world, collecting treasures.

Kari also noted that there is nothing else like this business in Junction City, and she has had 10 years of experience running a similar store in Emporia.

Crump-Underhill said that her ultimate goal is to make this both a brick and mortar store but also by this fall a click and mortar store where customers can purchase items online. Store hours are 11 a.m. to 6 p.m. Thursday and Friday,&nbsp; 11 a.m. to 4 p.m. on Saturday, and by appointment. The store logo was designed by Kari Crump-Underhill's daughter, Madison Bailey.

Zetta's also plans to support local and regional artists who showcase Kansas products.

U.S. Senator Roger Marshall, M.D., a member of the Senate Agriculture, Nutrition, and Forestry Committee, issued the following statement after the Chairwoman, Debbie Stabenow (D-MI), released the&nbsp;<a href="https://www.agriculture.senate.gov/newsroom/dem/press/release/chairwoman-stabenow-unveils-the-rural-prosperity-and-food-security-act" target="_blank">Democrats' Farm Bill framework</a>&nbsp;unexpectedly without Republicans input.

“Putting pen to paper on the Farm Bill is long overdue and is welcomed by our farmers and ranchers as the next step in negotiations. As you might expect, the proposal, in its current form, largely reflects the Democrat priorities of more spending in the nutrition title and the addition of many new climate change provisions. Unfortunately, it doesn't put the ‘Farm’ back in the Farm Bill and falls short on the crop insurance and commodity reference price needs of the farmer,"&nbsp;Senator Marshall said.&nbsp;

"We generally support nutrition programs, but they have grown from $60B a year under the last Farm Bill to a staggering $180B yearly, with minimal accountability. On the other hand, while farmers have seen exploding input costs, high-interest rates, and a record drop in farm income, it appears my colleagues across the aisle still did not include a modest $400M a year request to help the farmer."

"We are more than willing to negotiate, but we need a partner that wants to focus on the full-time farm family and comes to the table to discuss our shared priorities,"&nbsp;Marshall said.&nbsp;"Beyond these issues, there remains overly prescriptive conservation policies that will block many producers from using successful programs like EQIP. We've got work to do, and I have confidence we can succeed, but I want a bill that will best support producers for the next five years.”

RILEY COUNTY —Law enforcement authorities are investigating another fentanyl related death and have made an arrest.

On Thursday, officers with the Riley County Police Department secured the arrest of Luke Patrick Johnson,21, of Manhattan, in cooperation with the Pottawattamie County Sherriff’s Office, according to a media release from the Riley County Police Department.

Johnson was located in Pottawattamie County and taken into custody on the Riley County District Court warrant by the Pottawattamie County Sherriff’s Office.&nbsp;

Johnson was arrested on four separate warrants. The requested charges include distribution of a controlled substance causing death, aggravated battery, distribution of opiate/opium/ narcotic/ stimulant/ heroin dosage &lt;10 units x2, use of a communication facility, distribution of a controlled substance causing great bodily harm and aggravated endangering a child.

Johnson’s charges are linked to the death of an 18-year-old female in May of 2023. &nbsp;Other charges stem from 2022 and 2023 cases involving controlled substances which resulted in bodily harm and an aggravated battery incident which occurred in Aggieville in late 2022.

Johnson is being held in Riley County on a bond of $1,575,000.&nbsp;

Manhattan man accused in teen's fentanyl death

The Kansas Corporation Commission (KCC) has scheduled two public hearings in June to give Kansas Gas Service customers an opportunity to learn more about the company’s recent rate increase request, ask questions and to make comments before the Commission.

On March 1, 2024, Kansas Gas Service filed an application with the Kansas Corporation Commission requesting a net rate increase in base rates of $58.1 million. The requested increase would affect the portions of a customer’s bill that relate to the delivery of natural gas by KGS, including the fixed monthly service charge and delivery charge. 

If approved, the average monthly residential bill will increase by approximately $6.71 (10.41%) for customers who use less natural gas (73 Mcf or less per year) and $9.48 (8.25%) for those that use more natural gas (more than 73 Mcf per year).

Kansas Gas Service provides natural gas service to approximately 648,000 homes and businesses in 360 communities in Kansas.

Geary County Sheriff's Deputies responded at 5 a.m. Friday to the 13000 block of Clarks Creek Road for a single vehicle accident. Upon arrival deputies located a 2010 black in color Mercedes GLK-350 that had sustained disabling damage and was resting on a guardrail. 

The Sheriff's Department said that the occupants of the vehicle had departed prior to law enforcements arrival. This case is still under investigation.

The possibility of cleanup days for the rural areas of Geary County surfaced during discussion by Commissioner Trish Giordano this week. She heard about the idea during a recent meeting of commissioners from area counties that was held in Junction City.

Giordano announced this week that many of the counties have a countywide cleanup for residents outside the city limits. She said, "I think that's something that we can look at possibly doing." Some of the counties have cleanup days in both the spring and fall.

Giordano explained that she knew that there would be a cost but it might help with people dumping items and the beautification of the county.

POTTAWATOMIE COUNTY —Authorities in Pottawatomie County have released the name of the woman who died in the tornado on Tuesday.

According to&nbsp;Becky Ryan, Pottawatomie County Public Information Officer, 58-year-old Ann Miller died from injuries in the tornado.

Just after 4:30 p.m. Tuesday, an EF3 tornado struck the Pottawatomie County community of Westmoreland with wind gusts of 140mph, according to a preliminary damage survey by the National Weather Service in Topeka.

&nbsp;Miller was a long term county resident and a county health department employee.

Meanwhile, the American Red Cross is establishing a Multi-Agency Resource Center (MARC) in Westmoreland to aid residents impacted by the tornado.

The MARC will serve both direct victims and those indirectly affected, including families. It will operate from 8:00 a.m. to 5:00 p.m. Friday, May 3 through Sunday, May 5 at the Methodist Church, located at 109 Main Street in Westmoreland. 

Agencies will be located in the education building immediately south of the church.Visitors to the MARC will have access to a wide range of services from various agencies, including but not limited to:• Pawnee Mental Health• American Red Cross• Pottawatomie County Appraiser’s Office• Pottawatomie County Health Department• AT&amp;T• The Salvation ArmyResidents affected by the disaster are encouraged to take advantage of the support available at the MARC, and community members are urged to spread the word about this important resource.

The Dorothy Bramlage Public Library will begin their 2024 Summer Reading Program on Saturday, May 4 from 10:00 a.m. until Noon at the library.&nbsp; 

Library Director Susan Moyer said that this outdoor event will feature two bounce houses, a climbing wall, a DJ, face painting, art tables, and a traveling trunk from the Geary County Historical Society,&nbsp; JCPD will be there to grill hot dogs donated by Smithfield Foods to go along with chips and drinks.&nbsp; Popcorn and snow cones will also be served. 

City commissioner Al Gordon will also be present at 11:00 a.m. to give out the awards to the winners of the summer reading bookmark contest.

While in attendance families can sign up for the summer reading program, Adventure Begins at Your Library, and for all of the companion activities that will be held from now until the program's end on July 27.&nbsp; &nbsp;

Weather permitting, the contractor has scheduled the following ramps to remain open as follows:

Traffic on westbound and eastbound I-70 at Junction City has been updated to be reduced to one lane from mile marker 294.5 to mile marker 300 while median crossovers carry one lane of westbound traffic through construction on the eastbound lanes in Junction City.

Phase Two is scheduled to be completed in November. Phase Three to replace deteriorated pavement in the eastbound lanes is scheduled to begin in March 2025. All project phases are to be completed by December 2025, weather permitting. Wildcat Construction Co. Inc. and Subsidiaries, of Wichita, is the prime contractor of this $30 million project.

RCPD: Suspect threw large rock through business window

K-State horticulture expert shares management tips for homeowners whose trees were damaged by recent storms.

Recent storms across the Midwest left many homeowners with damaged trees from heavy wind&nbsp;and rain. Kansas State University horticulture expert Cynthia Domenghini shares tips to manage storm-damaged trees:

Not all trees should be salvaged.&nbsp;Trees with bark that has split and exposed the cambium or those where the main trunk has split are not likely to survive.

“Trees with so many broken limbs that the structure is altered may best be replaced,” Domenghini said. “Though these trees may produce new growth, they are under such extreme stress they are much more susceptible to diseases/pests and can be dangerous due to increased risk for further breaks.”

Prune broken branches to the next large branch or the trunk. Domenghini cautions against cutting branches flush with the trunk, cut to the collar area where the branch attaches to the trunk.

“Cutting flush to the trunk creates a larger wound that takes longer to heal,” Domenghini said.

Cut back large limbs progressively.&nbsp;The first cut should be made on the underside of the branch about 15 inches away from the trunk. Cut about one-third of the way through the limb.

The second cut should be made on top of the branch but about two inches further away from the trunk, creating an angle when joined with the first cut. This will cause the branch to break away.

The third cut should be made at the collar to remove the resulting stub.

Kansas State University horticulture expert Cynthia Domenghini shares tips to manage storm-damaged trees:Not all trees should be salvaged.&nbsp;Trees with bark that has split and exposed the cambium or those where the main trunk has split are not likely to survive.“Trees with so many broken limbs that the structure is altered may best be replaced,” Domenghini said. “Though these trees may produce new growth, they are under such extreme stress they are much more susceptible to diseases/pests and can be dangerous due to increased risk for further breaks.”Prune broken branches to the next large branch or the trunk. Domenghini cautions against cutting branches flush with the trunk, cut to the collar area where the branch attaches to the trunk.“Cutting flush to the trunk creates a larger wound that takes longer to heal,” Domenghini said.Cut back large limbs progressively.&nbsp;The first cut should be made on the underside of the branch about 15 inches away from the trunk. Cut about one-third of the way through the limb.The second cut should be made on top of the branch but about two inches further away from the trunk, creating an angle when joined with the first cut. KSRE — Tips to managing storm damaged trees

The Kansas Attorney General's Office has declined to pursue formal enforcement action following their decision that there were technical violations of the Kansas Open Meetings Act by a former Junction City Commission. But according to a letter submitted by the AG's Office to City Attorney Britain Stites they are asking for&nbsp; remedial action to resolve the violations.&nbsp;

The Attorney General's Office found that the city commission’s failure to comply with the statutory requirements for recessing into executive session when it did not include the subject to be discussed in its March 1, 2022, motion and other motions for executive session were mere technical violations of the KOMA that did not affect the public’s substantial rights. The pattern of deficient motions showed a need for remedial action. Members of the commission at the time included Pat Landes, Ronna Larson, Matthew Bea, Jeff Underhill and Nate Butler. Butler and Bea have since left the governing body.

Remedial actions listed by the Attorney General's Office included:

"Complete at least one hour of KOMA training within the next 90 days. We strongly encourage you, the clerk, and other city staff who work with the city commission to also attend this training

Provide a copy of the meeting minutes that reflect the training. If the commission does not record the training in its meeting minutes, please&nbsp; submit an affidavit that sets out the date and time of the training, who provided the training, and confirms the commissioner’s attendance;

Provide a copy of any training materials for our review; and

&nbsp;Establish and use a checklist or other similar protocol/process to ensure that the city commission meets all the statutory requirements for recessing into executive session each time it calls for such a session.

To ensure that the remedial actions have been taken the AG's Office is asking that the City provide them with a written report within 30 days of the date of this letter, describing the status of efforts to schedule or complete the training and, if not yet completed, the anticipated date of completion. Please also provide a copy of the executive session checklist/procedure."

Following their review, the Attorney General's Office concluded that the city commission’s approval of the $5,000 expenditure on an option to purchase real estate approved at the April 6, 2021 regular meeting did not violate the Kansas Open Meetings Act. However, they concluded that the commission’s motion to recess into executive session on March 1, 2022 failed to comply with the statutory requirements for recessing into executive session because the motion did not adequately describe the subject to be discussed.

The letter to Stites said," that the city commission’s failure to adequately state the subjects to be discussed in its motions violated the KOMA. We note this was not an isolated occurrence. Our review of entire commission’s motions&nbsp;revealed a pattern of omitting&nbsp; a statement describing the subject(s) to be discussed as required by K.S.A. 75-4319(a)."

According to the letter, "With these rules in mind, and based on our review, it is clear that the city commission’s March 1, 2022, motion to recess into executive session falls short of complying with the KOMA. A review of the motion helps to illustrate the lack of compliance with the stattutory requirements:

Commissioner Landes moved that&nbsp; the Commission recess for an executive session for 10 minutes at 8:27 p.m. to include the City Manager, City Attorney, and City Public Works director. The justification for the executive session is to have a preliminary discussion of the acquisition of real property and is provided by K.S.A. 75-4319(b)(6). The open meeting is to resume in this room at 8:37 p.m., seconded by Commissioner Larson. Ayes: Underhill, Landes, Butler, Larson, and Bea. Nays: None. Motion carried. "

City Manager Allen Dinkel confirmed that the March 1, 2022 topic revolved around a public works building and not the proposed slaughterhouse on Taylor Road.

Attorney Generals Office recommends remedial action 

Like many of you, I’ve seen volunteers for the United Kansas Party over the past few months collecting signatures to gain ballot access as a legitimate political party. I’m happy to see them out there, even though their efforts imply something, I think, quite different from their intentions.

Why support them? Not because I think third parties are an effective way to challenge those in power. Outsiders to America’s two-party system face obstacles in the form of both restrictions put in place by the major parties, and also Americans’ attachment to supporting those party candidates they think can win. Small parties usually can’t overcome these challenges.

But there is also the desire to offer voters more choices, to represent points of view that some think are being ignored. Those are civic efforts that show a faith in democracy. But they also lead to the question: what “points of view” are the UKP seeking greater representation for?

In a recent wide-ranging discussion with the Kansas Reflector podcast, Jack Curtis, the founder of the UKP, was asked what “roster of issues” the movement cares most about. He listed a variety of very practical matters—but before any of them, he insisted that the UKP is “pro-democracy and the rule of law.” Normally, you’d consider words like that uncontroversial. But as we look forward to a presidential election that will feature Donald Trump as the Republican nominee, a man facing multiple criminal charges and who waited passively during a violent attempt to disrupt the election of his replacement, we realize that we do not live in normal times.

Curtis also talked about how 10 years ago he would have described himself as a Republican “in a heartbeat,” but added that “as we’ve seen the country change over the past decade,” he’s found himself voting in a more moderate way. The same could be said for the vice chair of the UKP, Sally Cauble; a longtime member of the state board of education and a moderate Republican, she fought frustrating battles to maintain Kansas’s science curriculum standards. And the same could be said for a half-dozen Kansas GOP legislators that have become Democrats in the past 10 years (the number of Kansas politicians that have gone the other direction in the last decade is zero).

In short, I suspect that many in the UKP reflect a well-known type in Kansas: Republicans frustrated by the sharp divides created by the parties, who want to find some space for moderates like themselves and feel they must either switch sides or just escape the parties altogether.

Curtis’s earnest words point to an uncomfortable realization for many Kansas Republicans. Anyone who studies the evolution of political parties knows that their flaws are baked into the way they operate, regardless of ideology. And yet, sometimes there still really are critical elections, where particular parties transform in ways that are deeply troubling. The business of party politics is tawdry, and I respect and wish the best to those who want to find ways to engage without being sucked in. But for now, American politics is inconceivable without competitive parties. If one of those parties changes in ways that you find intolerable, decisions must be made.

The Kansas Republican party is mostly a Trumpist party now. (Props to Senator Jerry Moran for being an exception.) Many Kansan Republicans are fine with that—but for some others, it poses a dilemma. Alternatives are always appealing, but as with many hard things, such Republicans probably don’t have a way around this partisan reality; they can only go through it, as best they can.

Facing Uncomfortable Partisan Realities in Kansas

POTTAWATOMIE COUNTY—A strong storm spawned a deadly tornado in northeast Kansas Tuesday.

The tornado was on the ground for eight minutes, traveled 2.58 miles with a maximum width of 100 yards.

One person died in the storm and three were injured. The tornado also destroyed 22 homes, three RVs and five outbuildings and damaged another 13 homes and one commercial building.

The Kansas Department of Health and Environment has rescinded the boil water advisory issued Monday for portions of Fort Riley. Residents and customers in the affected areas of Historic Main Post, Camp Whitside, Camp Funston and Marshall Army Airfield may resume using water normally.

The advisory was issued because of a line break resulting in a loss of pressure in the system. Water pressure has been restored and laboratory testing samples collected at Fort Riley indicate no evidence of bacteriological contamination, and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.

He confirmed that he has received email copies of letters from the A-G's Office to both himself and the attorney for the Munson's but he still has to review them. Once that is complete he plans to take the issue to the Junction City Commission.

Ranch owners alleged commission violated KOMA to conceal development details

TOPEKA — An investigation by Kansas Attorney General Kris Kobach revealed the Junction City Commission violated the Kansas Open Meetings Act by convening a closed-door meeting to discuss an economic development project that included a livestock slaughter facility on the outskirts of the city.

Public&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/07/26/skeptics-claim-junction-citys-secretive-maneuvering-to-entice-meatpacker-wont-pass-smell-test/">opposition to the once-confidential project</a>, which could have forced sale of farmland for construction of roads and a traffic exit from Interstate 70, appears to have derailed the meatpacking project that was to have been built by Foote Cattle Co.

During debate on the proposal, landowner Michelle Munson filed a two-part complaint in July 2023 with the attorney general containing allegations against the city commission.

Munson, part of the Munson Angus Farms family, said the commission didn’t take steps during a public meeting nearly three years ago to approve expenditure of $5,000 used to secure a right of first refusal for the option to buy 150 acres of real estate for the project. That land on the west side of Junction City was bought by Foote Cattle, but the city had their eyes on adjacent land owned by the Munsons.

In addition, Munson asserted the commission broke the open meetings law two years ago by failing to precisely describe the subject to be discussed in an executive session. That closed session was also about the meatpacking facility project.

Amber Smith, first assistant attorney general in Kobach’s office, issued a letter to Munson’s attorney that said the “preponderance of the evidence” indicated the commission didn’t violate KOMA while considering the $5,000 option.

However, the attorney general’s office found the commission failed to follow the law in the later meeting by trying to limit public knowledge about the project.

“We have determined the commission failed to comply with the statutory requirements for recessing into executive session because its motion did not adequately describe the subject to be discussed,” Smith aid.

She said the city attorney would be informed of the investigation’s result and the commission would be urged to take remedial action to comply with KOMA.

Munson, part of a six-generation farm family in Geary County, said the process of contesting the city’s plan to convert farmland into a manufacturing hub that included an animal slaughter facility had been time consuming and difficult.

“We’re very pleased to see that the attorney general has upheld the Kansas law in terms of transparency and sunshine on the issue,” Munson said.

Allen Dinkel, city manager for Junction City, didn’t return a call Tuesday for comment about the attorney general’s response to Munson’s complaints. In previous interviews, Dinkel said the commission’s objective was to broaden the city’s tax base by creating manufacturing and trade jobs through development of land west of the city.

RILEY COUNTY —Law enforcement authorities are investigating alleged theft in Manhattan.&nbsp;

Just after 7p.m. Tuesday, officers filed a report of theft in the 1200 block of Moro Street in Manhattan, according to the Riley County Police Department activity report.

A 29-year-old woman reported contents of her purse were taken when she was not looking by an unknown subject.&nbsp; The incident is said to have occurred in the early morning hours of April 28.&nbsp;

Total estimated loss is $1,155. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.
