The JC Breakfast Optimist Club recognizes community members who have made a significant contribution to youth in Geary County. The person being recognizes must have volunteered to work with and for youth and their families for at least five years and be someone who is respectful to themselves and others in words and actions; is a person of integrity and is respected by others; is enthusiastic about the success of youth and strives to help them be successful and has demonstrated volunteer work that makes a difference in youth as a priority. Joe Handlos lives The Optimist Creed. Even though he has worked with youth as a teacher and Principal at Fort Riley Middle School, there have been many different volunteer opportunities in which he participated that benefited not only the young people in Geary County, but also their families.

The JC Breakfast Optimist Club appreciates our colleague who has given so much time to help create safe bike routes in Junction City; provided bicycle training at schools; was an integral part of the important work of Live Well Geary County; served and/or delivered meals to needy families and helped create and develop the greenhouse and plant sales at Westwood School. Even on the hottest of Kansas days he helped manage and serve others by carrying bags of fresh fruits and vegetables to cars at the Farmer’s Market. He is an advocate for eating healthy foods and models that advocacy not only for youth, but anyone who will listen.

Joe Handlos has been the Treasurer of the JC Breakfast Optimist Club since 2015. He is most deserving of recognition as a person who makes a difference for youth.

RILEY COUNTY—Law enforcement authorities are investigating a suspect for alleged sex crimes in Manhattan.

Just before 1:30p.m. Thursday, police arrested 22-year-old Joshue Serrano of Manhattan in the 1000 block of S. Seth Child Road, according to the Riley County Police Department activity report.

&nbsp;Serrano was arrested on a Riley County District Court warrant for rape- sexual intercourse with a mentally deficient victim and aggravated sexual battery of a mentally deficient victim. 

He met the requirement of a $25,000 bond and is no longer in custody, according to the RCPD.

HUTCHINSON, Kan. — Kansas Economist and former Republican State Treasurer candidate Michael Austin said Democratic Gov. Laura Kelly's veto of the tax plan that literally was unanimous in the Kansas House is easy to explain.

"I can explain it as a betrayal of the people's trust," Austin said. "Governor Kelly has turned her back on not only the constituents that put her in office, but even her own party. If you have a bill where both Republicans and Democrats are supporting this tax compromise, why would you decide that the best thing to do is to get in the way?"

Governor Kelly appears to want to keep three income tax brackets. The plan she vetoed would have reduced that number to two.

"While that might sound okay, at a deeper look, what you realize is that she's proposing a 3% tax on the lowest income Kansans, whereas the bipartisan measure had a 0% tax on the lowest income," Austin said.&nbsp;

Austin believes there will be an effort to override this veto.

"Laura Kelly claims that the bipartisan bill is too expensive," Austin said. "In reality, what she's talking about is roughly a 10% difference. What she has proposed is only 10% cheaper than what the House and Senate put out there. If you took a look at that over a longer horizon, we're still having a state savings of roughly $2 billion, that's after the tax plans would be put into place."

Usually, the first plan that both parties can agree on ends up being the most reasonable legislation that can get across the line.

Geary Undersheriff David Gilbert confirmed that one person, Marlow Williams Jr., was transported to Stormont Vail Health Flint Hills Campus Thursday for treatment of minor injuries following an accident on I-70. Williams was traveling east near mile marker 302 when the rollover accident occurred. The accident occurred just before noon during a thunderstorm.

Multiple other accidents occurred during the thunderstorm that was moving through the area, but no other injuries were reported.

DICKINSON COUNTY—Law enforcement authorities are investigating two boys for an incident in Chapman.

On the afternoon of April 22, police responded to an incident involving three juveniles and knives at Sherran Park, 517, Marshall Avenue in Chapman, according to a media release.

A video of the incident is circulating among students. Police arrested two boys. A 14-year-old victim was not injured. Police have made a report to the Dickinson County Attorney's office for possible charges.

WABAUNSEE COUNTY —Law enforcement authorities are investigating a suspect on multiple allegations after an arrest.

Just after 4a.m. Wednesday, Cpl. Jon Sumner of the Wabaunsee County Sheriff’s Office was on active patrol when he encountered a suspicious vehicle parked directly within the middle of the Kansas and Kansas 99 intersection south of Alma, according to a media release.

Sumner observed the driver slouched over the steering wheel and summoned EMS. Realizing the vehicle was running and still in drive&nbsp; Sumner immediately returned to his patrol vehicle and gently set his push bar in direct contact with the suspect vehicle grill in a head to head to prevent it from rolling off road, into traffic or suddenly being able to flee or elude. 

Sumner roused awake and made contact with the driver, identified as 25-year-old Dustin Marquarndt of Dwight, Kansas. Marquarndt was asked to step out of the vehicle after&nbsp; Sumner noticed signs of impairment and the presence of a firearm. 

Assisting the driver from the vehicle, Sumner observed illegal narcotics in plain view. The subsequent lawful probable cause search of the vehicle resulted in the discovery of approximately 1 gram of Methamphetamine, 4 grams of Cocaine &amp; other associated illicit narcotics paraphernalia. 

Due to the totality of circumstances &amp; objective reasonableness to include the driver exhibiting signs of impairment, Cpl Sumner placed Mr. Marquarndt under arrest without incident transported him to the county jail where he was booked in on requested charges of possession of opiates/narcotic or certain stimulant, possession of marijuana, possession of narcotics paraphernalia, possession of firearm while under the influence of alcohol or drugs, illegal parking on highway and not wearing his seat belt. 

Upon driver refusal to voluntarily submit to chemical testing, Sumner applied for, was granted and then executed a lawful blood draw search warrant upon the accused.&nbsp;

Kan. man jailed after he passed out in running vehicle at intersection

Aeriana Cazee is the JC Breakfast Optimist Club’s Junction City High School Student of the Month for April 2024. Aeriana is a sophomore in the Fine Arts and Human Services (FAHS) Academy and is a Cadet Sergeant Major and captain of the Marksmanship Team after only having been in the program for two years.

LTC Richard Hodgson, JCHS Blue Jay Battalion’s Senior Army Instructor, stated that “she always has a smile on her face – even when repelling sixty feet in a training exercise”.

Other instructors stated that “I do not think she ever has a bad day. Even if she does, she does not let it show. She is always so cheerful and exuberant. Aeriana is dedicated and completes all tasks to the best of her ability. She is persistent and will do whatever it takes to improve herself and her peers”.

Aeriana is the daughter of SGT Carl and Misty Cazee.

On Thursday at 2:39 p.m. Deputies responded to MM95 K-177 Highway for a single motor vehicle roll over accident. The Sheriff's Department reported that Kerry Jo Fessler of Americas&nbsp; was traveling South on K-177 Highway when she lost consciousness and drifted off the roadway. Her 2008 Honda Odyssey collided with a rock wall causing the vehicle to rollover onto its side. 

Kerry sustained minor injuries. Homestead wrecker towed the totaled vehicle.

Geary County Sheriff's Deputies respond to an accident

MANHATTAN, Kan.&nbsp;–&nbsp;K-State Nation is headed to The Emerald Isle as the Wildcats will open the 2025 season against Iowa State in the Aer Lingus College Football Classic on Saturday, August 23, 2025, at Aviva Stadium in Dublin, Ireland.

<a>“We are thrilled that Kansas State University and our football program have been selected to play Iowa State in the annual Aer Lingus College Football Classic,” Athletics Director&nbsp;Gene Taylor&nbsp;said. “The opportunity for our student-athletes, coaches, staff, alumni and fans to visit one of the world’s top travel destinations and to showcase our football program and brand on a global stage was one we could not pass up. We appreciate John Anthony and his staff for making this unbelievable experience possible, and I know our team, coaches and fans are eager to begin preparations for the trip to Dublin.”</a>

This will be just the second time ever that K-State will play a football game outside the United States as the Wildcats played Nebraska in Tokyo, Japan, on December 5, 1992.

K-State Football to Open 2025 Season in Ireland against Iowa State

Junction City Animal Shelter officials are working with an architect on plans for a new shelter. A new building is needed to provide more space, explained Shelter Director Vanessa Gray. "We're just excited to get that ball rolling finally." Once plans are completed the city commission will be approached to see what can be done.

Gray noted that since COVID-19 it has been an uphill battle at the Shelter. "Every day we're dealing with probably 10 to 15 calls for surrender. We've not been able to assist people that much with surrenders due to how full we've been." She added that the Shelter does push adoption of animals but there are a lot of stipulations by landlords and Fort Riley.

Gray noted that the space issue is tough. There are 22 large runs but the Shelter has about 40 to 45 dogs at any given time in crates, pens or whatever can be devised to keep them safe and care for them.

Adoption fees at the Shelter are $145 for dogs and $95 for cats. That includes such things as spayed and neutered, vaccinated, dewormed, given preventions plus such tests as a heartworm test.

The latest episode of “Wheat’s on Your Mind” is a podcast about a podcast. More specifically, what started as a podcast to teach Brazilian farmers about American agriculture has evolved into a venture that connects people who want to push the boundaries of knowledge about agriculture.&nbsp;

Agro Connection is a team of young Brazilian agriculture scientists that produce podcasts and social media and guide specialized international agriculture tours. Harries sat down with Carlos Pires, one of the founders of Agro Connection, to learn more about the origins of this information-sharing work and a recent trip the group organized for members of the Kansas Agriculture and Rural Leadership (KARL) program to dive deep into the heart of Brazilian agriculture.&nbsp;

The award-winning podcast started as a random thought discussed between friends over a beer. Today, Agro Connection bills itself as an international information portal that connects people who want to push the frontiers of knowledge about agriculture. Agro Connections is an award-winning podcast with&nbsp;more than&nbsp;9,000 downloads of 37 episodes in less than two years. Its YouTube videos have reached 4,600 subscribers and nearly 200,000 views. The group also runs two WhatsApp groups for about 500 Brazilian farmers, answering their daily questions about American agriculture, including crop rotations, soil fertility applications, inputs and technologies.&nbsp;

“There’s a lot of good information out there that we can take back to our country, so that was the main goal,” Pires said. “The idea was communication because I have a passion for that. My dream was always to find a position as a professor in research and extension, and the podcast was just part of that — a way I found to&nbsp;be connected&nbsp;with farmers in my country.”

As an extension of this communications effort, Agro Connection started connecting Brazilian and American farmers — first by taking Brazilians working or studying in the United States to visit farms. More recently, they flipped that work to taking Americans to Brazil, including the Kansas Agricultural and Rural Leadership Program.&nbsp;

“Brazil is one of the leaders in the use of biologicals and regenerative agriculture, so we have a lot of long-term notes with years and years of cover crops and very healthy soils,” Pires said. “So, we want to take Americans there to spend some time.”&nbsp;

Pires&nbsp;was raised&nbsp;in southern Brazil, where several of his family members work in agronomy, tracing back to the original family member who immigrated from Italy to Brazil. He recently received his doctorate in agronomy and soil science from Kansas State University and will take the next step in his career this summer at North Dakota State University. The effort started in 2017 and&nbsp;was designed&nbsp;to bridge the gap between wheat farmers and consumers. In this podcast episode, Marsha Boswell, Kansas Wheat vice president of communications, walked Harries through how this wheat industry effort uses innovative strategies and platforms to educate consumers about wheat, its benefits and the farming process.

“For many years, wheat farmers have done a good job of telling what the health benefits of wheat foods are — folic acid, vitamins and minerals, a lot of that type of information,” Boswell said. “But what we haven’t always done is tell the story of how that wheat gets to your plate and the farmers that grow it. The main reason for EatWheat is to connect consumers and farmers with the food, how it’s grown, how it gets to them — that’s what we’re trying to accomplish with this program.”&nbsp;

A changing media landscape that shifted from print to digital and targeted advertising means it is harder for consumers to separate the wheat from the chaff&nbsp;when it comes to&nbsp;nutrition, farming practices, recipes and more. The combination of storytelling and analysis creates opportunities to create engaging content for challenging platforms like TikTok and Instagram to inspire consumers about wheat foods. ALMA, KS - On Wednesday, the Wabaunsee County Sheriff's Office was dispatched to the area of K-99 just southeast of the Wabaunsee High School practice field on the report of rolled over commercial truck.

A Commercial truck was northbound on K99 when the driver lost control of the vehicle, which caused it to roll onto the passenger side, blocking both lanes of the roadway.

Wabaunsee High School USD 329 SRO(WBSO), Steve Bundy was the first to arrive on scene, followed by Wabaunsee County Undersheriff, Eric Kirsch. Also, responding to the scene were AMR and the Wabaunsee Fire District 6(Alma) .

Undersheriff Kirsch can be <a href="https://fb.watch/rFhEbmCuWZ/">seen in the video</a>&nbsp;breaking out the windshield to get the truck driver out of the truck.

According to Kirsch, due to the contents of the truck, along with the fuel, they needed to get the driver out quickly to ensure his safety.

The driver was not injured in the crash and can be heard on the video asking for water immediately after getting out of the truck. K-99 was closed for just over an hour while crews removed the truck from the roadway.

St. Xavier School will host a roundup and a new summer learning program for preschool and kindergarten age children. Both of these are open to the community.&nbsp;

Saint Xavier School announces a roundup and summer learning program 

RILEY COUNTY—Law enforcement authorities are investigating alleged arson and have a suspect in custody.

Just before 7:30a.m. Wednesday, the Riley County Communication Center received a call of a fire alarm at the&nbsp;Parkwood Inn and Suites in the 500 block of S. Martin Luther King Jr. Drive.

Officers from RCPD and Quints 2 and 3 from the Manhattan Fire Department responded to the location. &nbsp;Upon arrival, fire crews discovered an activated fire sprinkler head on the fourth floor.&nbsp;

Fire investigators determined an unknown item was ignited near the sprinkler head causing it to activate. Fire loss is estimated to be $500 with the area sustaining significant water damage.

Officers arrested Gerry Phillips, 32, of Manhattan on a probable cause offense of aggravated arson. His bond was set at $20,000.&nbsp; &nbsp;

The RCPD did not release the exact location of the fire. However, an online search&nbsp; indicates the fire occurred at the&nbsp;Parkwood Inn and Suites. at 505 MLK Jr. Drive in Manhattan.

Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Sundown Salute fundraiser is set for May 4th

Recently as I drove my Silent Generation father-in-law on an out-of-town trip along I-70, he made a peculiar observation. “I never noticed this before but there’s plastic bags everywhere. My gosh. It looks terrible!”

Peculiar because he’s typically not a passenger seat guy. Peculiar because he’s the last person I expect to hear pseudo-environmentally conscious commentary from. But knowing he’s a person who takes seriously where his local tax dollars go and his community’s appearance, combined with a newfound passenger seat status, I took heed of a lesson in local self-determination enshrined in the Kansas Constitution otherwise known as “home rule.”

Put simply: his right to solve a local problem locally.

This session, the Kansas Legislature attempted another end run on home rule with House Bill 2446: a wide-ranging, but straightforward, one-page bill designed to prohibit cities and counties from regulating “auxiliary containers” — plastic straws, bags, cups, packages, bottles, etc. for the transportation, consumption, or protection of food, beverage, or merchandise.

Two weeks ago, Kansas Governor Laura Kelly vetoed the “plastic bag” bill, stunningly without a single reference to preserving the environment, spoiling waterways, toxicity of microplastics in our bloodstream, emitting greenhouse gases, or the Great Pacific garbage patch that’s grown bigger than Kansas itself.

Instead, she reserved her 45-word veto to extoll the virtues of local control and accountability enshrined in the 1961 home rule amendment to the Kansas Constitution where “powers and authority granted cities pursuant to this section shall be liberally construed for the purpose of giving cities the largest amount of self-government.”

Cities no longer had to gain approval from the state for their laws. Local government was given power to reflect their citizens’ needs and values free from state interference.

The logic of home rule presupposes a municipality is unique — what makes sense for Dodge City may not make sense for Manhattan — and will ultimately act in its own best interest lest people vote with their feet or for new representation.

The challenge of home rule is abiding by it.

Effective March 1, the City of Lawrence is determining their best interest as they implement a ban on single-use plastic bags, the first of its kind in the state. They affirmed their desire to think globally and act locally about the 29–36 million discarded plastic bags proliferating annually in the nooks and crannies of their city.

Conversely, passage of HB 2446 would have nullified their residents’ wishes and the wishes of any other city’s residents to self-govern.

Slopes are slippery. If the Legislature begins to assert their voice for local issues in one city, it becomes easier the next day to assert their voice on a local issue important to your city. Previous or current slippage into local control includes smoking in public places, age of tobacco purchasers, political sign regulations, zoning to increase housing supply, solar roof panels, homeless camping, and controlling pet populations.

Maybe some of this is dawning on legislators. For being the only Great Plains state not banning plastic bag bans, the bill had a surprisingly comfortable veto-override proof margin in the House (72-51) and Senate (24-16)

Maybe they’re realizing a statewide ban eliminates enough discarded bags annually in Kansas to circle the earth six times.

Or that it’s harder to escape the irony of condemning federal intrusion into state affairs when you do the same to local affairs.

Plastic Bags Test Home Rule More Than Environment

Brad Carlton with the Geary County Food Pantry shared information about the important work being done to help feed those in need in Geary County this week with the Junction City Breakfast Optimists. “The Geary County Food Pantry was established in the mid-1980’s. Space is currently being rented at the former nunnery in Junction City and more room to serve clients is needed. The number of clients has increased since COVID with the cost of food in stores and the philosophy of wanting to preserve the dignity of those being served by providing ‘client choice’ instead of handing them a box of items they may not use requires more space for freezers and refrigeration.”

Carlton also stated that the Geary County Food Pantry Board decided to build on land located at Clay and Seventh Streets "where the old Lutheran School and a Korean church had been located. The cost to build and furnish the building is approximately $50,000. There will be 19 off-street parking slots. "

Fundraising is ongoing with about $300,000 having been collected. The goal includes another $200,000. JC Breakfast Optimist Club donated $200.00 to the Pantry on April 24. For more information or to donate money or food items to the Geary County Food Pantry please call 785-762-8830.
