MANHATTAN — Adelaide Easter, senior in agricultural economics and global food systems leadership with minors in leadership and international agriculture,&nbsp;Salina, is Kansas State University's 39th&nbsp;<a href="https://www.truman.gov/">Harry S. Truman scholar</a>.

The Truman scholarship is a highly competitive national award that provides up to $30,000 for graduate studies, leadership training, career counseling, and special internship and fellowship opportunities in the federal government.

Truman scholars demonstrate outstanding leadership potential, a commitment to a career in government or the nonprofit sector, and academic excellence.According to the Truman Foundation, 60 scholarships were awarded this year from a candidate pool of 709 students nominated by 285 colleges and universities.

"Adelaide epitomizes K-State's commitment to excellence and service," said President Richard Linton. "Her dedication to addressing global food insecurity and promoting agricultural equity embodies the essence of our land-grant mission. Adelaide represents the next generation of leaders who will drive positive change, and we are immensely proud of her and confident in her ability to make a meaningful impact on the world."

Easter will attend the Truman Foundation's 2025 Summer Institute program, where she hopes to work as a Zero Hunger Intern for the Congressional Hunger Center in Washington, D.C., to address food insecurity. Through the summer institute, she will also participate in a seminar series focused on domestic and global hunger, advocacy, and the root causes of hunger and poverty. Easter said to end the summer, she will complete a research project examining hunger in her local community and present potential solutions to address the problem.In the summer of 2024, she will participate in Truman Leadership Week in Liberty, Missouri, where she will meet other Truman scholars. She will also work with K-State Research and Extension as a Local Food Fellow to establish a food recovery network at K-State.

"I am passionate about combating global hunger and committed to meeting basic needs through advocacy for education and innovation," Easter said. "I am dedicated to working to build capacity that creates long-term solutions for food security and agriculture worldwide."Before graduate study, she plans to gain field experience working in the policy and development sector, potentially with the Food Research and Action Center, the World Food Programme or the Peace Corps.

Easter intends to pursue a master's in food and agriculture law to work at the intersection of policy and development, making agriculture more equitable and addressing the root causes of hunger.She is interested in one day being a U.S. Foreign Service Officer for the U.S. Agency for International Development or serving on the congressional Senate Agriculture Committee."I want to do on-the-ground work involving intentionally and ethically interacting in communities to establish sustainable projects," Easter said.

"Ultimately, I hope to work towards addressing global food insecurity through making agriculture more accessible to women, people of color, and small-holder farmers."She has already made strides toward this goal. Through 4-H, she presented the problem of feeding an estimated 10 billion people by 2050 to the U.S. Department of Agriculture. As a Flinchbaugh Food and Agriculture Policy Fellow, she interned at the state and federal levels, including with Kansas Grain Sorghum, National Sorghum Producers and U.S. Sen. Jerry Moran's office, furthering her knowledge of agricultural policy and international food assistance issues.

Easter holds leadership positions in several campus organizations, including director of leadership programming, Blue Key Senior Honorary; director of stakeholders and public relations, Food Security Scholars; student coordinator, Global Food Systems Leadership Program; founder and president, Student Basic Needs Coalition; and For Sophomores Only co-chair, Student Alumni Board.

She is a member of the Staley School of Leadership Ambassadors, the Cats' Cupboard Advisory Board, and the University Honors Program. Easter is also a Connected 'Cat intern for the president's&nbsp;<a href="https://www.k-state.edu/president/initiatives/regional-community-visits/">regional community visits</a>.Easter's undergraduate research experience includes an in-depth desk review analyzing Kenyan women farmers' barriers to success for the Global Food Systems Leadership in Action course.

She also traveled to Orvieto, Italy, for the Culture and Context in Leadership program, where she learned about local and global advocacy and completed a research paper about how food insecurity disproportionately affects marginalized groups.The daughter of Monica Bachamp, D.O., and Jeff Easter, Adelaide is a graduate of Sacred Heart Junior-Senior High School in Salina."As a Truman scholar, I am excited to join a community of changemakers making progress on all issues across the world, and I cannot wait for the experiences I will gain being a part of this network," Easter said.

K-State's 39th Truman scholar aims to address global food security

Geary County Historical Society Executive Director Heather Hagedorn has announced that on&nbsp;April 12th and 13th, the Historical Society welcomed nearly 70 visitors to their second annual murder mystery fundraiser, an event that raises funds for the Historical Society's general budget each year. 

This year's mystery took place in a 1950s diner after a local car dealer and event sponsor was found murdered. The event featured actors Tom Brungardt, Jan Gray, Curtis Gray, Bill Powers, Heather Strafuss and Patti Walker, who were interrogated by event participants throughout the evening. The "crime scene" was also open for participants to look for clues, while actor Andrew Liebau led them through the investigation with a series of evidence for them to consider.

&nbsp;On April 19th and 20th, the Historical Society welcomed visitors to their Spring Valley Historic Site for a weekend of living history. On Friday, 8th graders from Junction City Middle School had the opportunity to explore the buildings, participate in pioneer chores like laundry and chopping wood, play pioneer games and learn from an encampment of reenactors organized by Scott "Moose" Jury. On Saturday, the site was open to the public with similar activities available, along with the addition of the "Merry Cranks," who taught how to use hand-crank sewing machines. The weekend garnered nearly 400 visitors to the site.&nbsp;

Upcoming events for the Historical Society include the next Memories at the Museum on April 27th. This Memories at the Museum is open for anyone who has worked in secondary education in the county, past or present, to come share their memories during the round table discussion. Memories at the Museum will be held at the Museum at 3pm on April 27th. Conversations are recorded and entered into the archives to benefit future historians.&nbsp;

On May 11th from 10am-2pm, a special cemetery cleaning workshop is being held at St. Joseph's Historic Church in partnership with the Riley County Historical Society and Stones of Honor. The cost for the event is $25 and will cover the cost of materials and lunch. Registration is required and limited. Busy time for the Historical Society

Fort Riley has announced via social media that road&nbsp; construction on Trooper Drive is scheduled to begin May 8 and last through July 12. Trooper Drive from the bridge at N. Washington St through the access control point and to the intersection at Brown Road across the Access Control Point will be closed during this time. Please plan alternate routes during this time. Grant access control point will be operating 24 hours during the closure.&nbsp;&nbsp;

Junction City firefighters Local 3309 will host an MDA Golf Tournament at Rolling Meadows Golf Corse on Saturday, May 11th. This will be a 4-person scramble with a shotgun start at 10 a.m.

RILEY COUNTY—Law enforcement authorities are investigating a shooting in Manhattan.

Just before 12:30a.m. Tuesday, the Riley County Communications Center received a 911 call reporting a shooting in the 1400 block of Watson Place in Manhattan, according to a media release.

Riley County Police Officers responded to the scene and found a 20-year-old woman with a single gunshot wound to the abdomen.

The victim was transported via air ambulance to Stormont Vail Hospital in Topeka. Police released no additional details early Tuesday.

Kirt Nichols has been appointed as Police Chief for the City of Junction City effective immediately. Nichols is a 33-year veteran of the Junction City Police Department and has served as Captain of Operations for the past 4 years. He also served as interim Police Chief for four months in the fall of 2019.

City Manager Allen Dinkel said, “Chief Nichols is an obvious choice for this position as he has had a long career of serving Junction City and brings the needed attributes to lead the Police Department at this time. He is well respected by his peers and will serve as a positive leader for the officers that serve the City.”

Cory Odell has been named to serve as the Assistant Police Chief. This role is being recreated after a number of years to provide greater leadership and management of the department. Odell began as an officer with the Department in 2009, and was promoted to Sergeant in 2014, Lieutenant in 2016, and Captain in 2021.

The appointments follow the recent departure of former police chief John Lamb.

WASHINGTON COUNTY —Two people were injured in an accident during a pursuit by law enforcement just after 10a.m. Monday in Washington County.

The Kansas Highway Patrol reported a 2022 Ram 1500 driven by&nbsp; Robert Darius Allen, 22, Bellevue, Washington was northbound fleeing from law enforcement&nbsp; on Kansas 15 Northbound one and one half miles south of U.S. 36.

The pickup traveled into the east ditch. rolled and struck an embankment.

EMS transported Allen and a passenger Rylee Lavern&nbsp;Linders, 22, Bellevue, Washington, to the Washington County, Kansas hospital. They were not wearing seat belt, according to the KHP. One&nbsp; juvenile was present in the vehicle; juvenile protected data, according to the KHP.

RILEY COUNTY—Law enforcement authorities are investigating an alleged arson fire in Riley County.

On April 17, two civilians extinguished a fire that had started in the 6000 block of Stockdale Park Road outside of Manhattan, according to a social media report from the Riley County Police Department.

 The fire is believed to have been set intentionally. The two civilians witnessed a John Deere Gator (UTV) exiting the area and traversing to the east quickly. The driver of the UTV is described as a white male with medium-length gray hair.

Anyone with information can contact Crime Stoppers. Contacting Crime Stoppers allows you to remain anonymous and could qualify you for up to a $1,000 cash reward.

James Lamar, Jae’Lynn Dennard and Jaden Exantus were crowned 2024 National Champions in creative decision making on Saturday, while Noah Maldonado, Jonae Conover and Alani Burks earned third-place honors in their project-based learning showcase.

Other notables included Jackson Waters (fourth overall) and Bethany Wells (seventh overall) placing in the top-10 in career preparation. Finally, Alisia Martinez, John Seamans and Ruben Solis rounded out the USD 475 competitors in St. Louis by showcasing their business plan.

WABAUNSEE COUNTY —Law enforcement authorities are investigating a suspect on drug allegations.

Early Monday, the Wabaunsee County Sheriff's office&nbsp;&nbsp;in partnership with the Dickinson and Marshall County Kansas Sheriff's Offices successfully intercepted five kilos, 11.023 pounds of cocaine on Interstate 70 just east of Tallgrass Road, according to a social media report from the sheriff's office.

Deputies took one suspect was taken into custody without incident and is currently being held in the Wabaunsee County Jail pending bond.

Geary County Commissioners received a report Monday on the 2023 activities of Konza Prairie Community Health Center.

CEO Dani Hallgren said Konza served 13,001 patients in 2023, up five percent from 2022 with most of the increase on the medical side. There are also a lot of dental patients.

Overall visits were up about nine percent and there was employment growth of 9.6%.

Konza is in the second phase of American Rescue Plan funding renovation project. Office space is being added to the front medical reception area.

RILEY COUNTY—Law enforcement authorities are investigating another drug death in Manhattan.

Just after 6:30p.m. Saturday, police arrested 21-year-old Dache Dijon Island Jones, of Aubrey, Texas, according to a media release from the Riley County Police Department.

Jones is being held on&nbsp; a $500,000 bond on requested charges of&nbsp; distribution of a controlled substance resulting in fatality, distribution of opiate/opium/ narcotic/stimulant/heroin dosage &lt;10 units, and the utilization of a communication facility in the commission of a felony drug violation. 

The arrest stems from an incident that occurred in June of 2023 wherein law enforcement officers investigated the overdose death of a 25-year-old individual in Manhattan, Kansas.

The investigation is ongoing. Investigations into all other Fentanyl-related overdoses in our community remain active and ongoing as well. Any individuals possessing pertinent information are urged to come forward and assist law enforcement authorities.

In the next few weeks, the topic of the 2025 City budget will begin to hit “Center Stage”. Even though the process is not completed until late August or early September, the process begins now. We all understand that the budget is a very important as it determines a “pathway” of what the City will do over the next year, but also has an effect on all of us in how much we pay in property taxes.

The budget is a balancing act of having enough funds to pay for the “Wants and Needs”, yet at the same time we do have to consider how to “Pay For It”. This could well be the last City budget I will work on. Of the 35 previous budgets I have worked with, one thing has never changed. In whichever community, everyone felt their taxes are too high. Of course, I hear it all the time and I doubt if that will ever change.

If you have property within the City limits of Junction City, you pay property taxes to the City, Geary County, USD #475, and a little to the State of Kansas. For the 2024 budget, which is funded by the 2023 property taxes, about 32.5% of you tax dollar is paid to the City. If you go back 10 or ever 15 years, that percentage has stayed somewhat the same. In fact, for the 2009 budget, the City percentage of your property taxes was about 34.5% and 10 years ago it was about 32%. Yes, the total mill levy you pay now is about 12 mills more than 15 years ago, but the City mill levy is really unchanged. That 12 mill increase goes to the other agencies and not the City.

Now yes, the value of the properties has increased over the years with the largest portion of that increase being the last couple of years after staying flat for quite some time. Yes, if the mill levy stays the same and value goes up there are more taxes. Can’t argue that. However, we all do want the value of our homes to increase. When I first came here 9 years ago, some realtors told me our values were to low here as it cost more to build a house than what it was appraised at. That has changed.

The City still spends way to much of your property taxes on General Obligation Debt. This year it is about 18%, but way better than in 2014 when about 61% of the taxes went to debt service. In about 3 years that will drop even more.

Yes in 2010, the residents of Junction City voted for a 1% sales tax for debt service for a 10-year period. In 2019, voters again chose to keep that sales tax which “Sunsets” on December 31, 2020. We don’t know what the next few years hold, but I can see that tax ending sooner. That will be a City Commission decision in a few years. Now yes, when that sales tax goes away it will be gone, however I have no idea if a future Governing Body may choose to ask voters to approve a sales tax for other purposes at that time. No doubt, if this sales tax did not exist, there would be more pressure on property taxes. Also, all local sales taxes are approved by the voters. The Governing Body just puts it on the ballot.

The tough part about this debt is that it was accumulated more than 15 years ago. Those decisions were not made by the present City staff or Governing Body, but still has to be dealt with. Those debt payments don’t pay to repair streets or for any other use. It is just used for that obligation that was created and must be addressed.

Naturally we all want the City to do more but do it for less. Over the past few years, the City has needed to increase salaries to attract and keep employees. That will not change. Luckily, we have been able to stabilize health insurance costs over the past few years and have not had to increase those costs.

Staff is now working on the budget and in June this discussion will move to the Governing Body with the goal of having the budget completed by July 2. It does come down to making choices. That is where there will be some disagreement, as what one person sees as a need, others will see as a waste of funds. The trick is to find that “Balance”.

Junction City Manager issues the 515 Report

Fort Riley plans to reopen the 1st Infantry Division Museum with a ribbon cutting Friday, April 26 at 3 p.m.

The 1st Infantry Division Museum tells the story of the division from its beginning in 1917, through two world wars, the Vietnam Conflict, the Gulf War, and the Global War on Terror.

Kansas native Jim Sharp is featured in the story of the division’s duties at the Nuremberg trials following the second world war. The exhibit includes a door from Nuremberg, a mannequin of Sharp standing guard, and a video interview with Sharp.

Extensive renovations of both the 1st Infantry Division and U.S. Cavalry museums began in 2018 and included structural improvements, updated lighting and technology, and provided museum staff the opportunity to redesign the display spaces. The Cavalry Museum reopened last summer. Both museums feature state-of-the-art displays and technology that will allow visitors to fully experience the stories the museums tell.

Following the ribbon cutting, both museums will be open to the public year-round, Sundays, 12 p.m. to 4:30 p.m., and Monday through Saturday, 9 a.m. to 4:30 p.m.

Fort Riley plans to reopen the 1st Infantry Division Museum with a ribbon cutting Friday, April 26 at 3 p.m.The 1st Infantry Division Museum tells the story of the division from its beginning in 1917, through two world wars, the Vietnam Conflict, the Gulf War, and the Global War on Terror.Kansas native Jim Sharp is featured in the story of the division’s duties at the Nuremberg trials following the second world war.
