Fitzgerald said among those participating were Soldiers and family members from C, 1-16 Infantry, veterans, Intrust Bank, Lions Creek 4-H club, Soldier Recovery Unit Ft Riley, cake Artist, high School students, middle school students, Junction City Parks, JC Military Affairs Council Director, friends and the mayor.

JACKSON COUNTY —Law enforcement authorities are investigating a Manhattan man on drug allegations.

&nbsp;Just after 9p.m.&nbsp; April 16, a Sheriff’s Deputy conducted a traffic stop on a 2014 Nissan Altima for a traffic infraction near 150th and Q. Road in rural Jackson County, according to a Saturday morning report from Jackson County Sheriff Tim Morse.

 The driver, Clay Kendal Neville, 27, of Manhattan, was arrested on requested charges of possession of a controlled substance and possession of drug paraphernalia. Neville was booked into the Jackson County Jail and has met the bond requirement. He is no longer in custody.

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.7% in March. This is unchanged from 2.7% in February and unchanged from 2.7% in March 2023, according to a media release from KDOL.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 6,400 from February. Total nonfarm includes private sector and government employers. Private sector jobs increased by 5,500 over the month, while government increased by 900.

The unemployment rate in Geary County is down from 4.4 percent in February&nbsp; to 4.1 percent in March. The rate in Riley County is also down from 3 percent to 2.7 percent.&nbsp; The rate in Pottawatomie and Wabaunsee counties also saw a decline.

Since March 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 21,800. This change is due to an increase of 16,400 private sector jobs and an increase of 5,400 government jobs.

“Preliminary estimates for March 2024 indicate strong job growth in Kansas, with total nonfarm jobs increasing 1.5% over the year, a gain of 21,800,” said labor economist, Nathan Kessler. “Private education and health services added 9,000 jobs, while government jobs increased by 5,400 since March 2023.”

This year’s ALBSK will be Sunday, June 2, through Saturday, June 8, on KSU’s campus in Manhattan. This will be the program’s 32nd consecutive session at KSU and 86th overall.

Kansas State is offering two sections of Introduction to Political Science (POLSC 110) specifically for Kansas Boys State attendees. Attending KBS will fulfill a portion of the course requirements with additional course work assigned by the instructor, Nate Birkhead, Ph.D., associate professor of political science. KBS attendees wishing to take advantage of this course will be enrolled as a KSU student, but they do not have to attend K-State as the credit hours will be transferable. The tuition for the course will be $366 (payable to K-State), a nearly 70 percent savings over the regular three-hour online tuition rate of $1,181.25. KBS attendees should contact their school guidance counselor to enroll in the course.

In addition, Kansas Boys State attendees also have the opportunity to earn two scholarships — the Samsung American Legion Scholarship, worth up to $10,000, and the Boys State of Kansas Director’s Scholarship, worth up to $1,500. Boys State of Kansas offering college credit, scholarships for attendees

TOPEKA&nbsp;– Governor Laura Kelly and the Kansas Water Office have announced an $18 million investment into 34 municipalities and special districts related to water across Kansas. Nineteen Technical Assistance Grants and 15 Water Project Grants are being awarded.

Milford will receive $388,000 as one of the technical assistance grant recipients.&nbsp;Flint Hills Regional Council member Trish Giordano noted that the Council helped Milford with the grant funding that they received.

“This investment is vital to the water resources and livelihoods of Kansans in these rural communities,”&nbsp;Governor Laura Kelly said. “By working together, we are making progress on our water crisis while ensuring communities have access to the resources they need to address their pressing water issues.”

That bipartisan legislation invested a record $35 million into the State Water Plan. It added $18 million on top of the annual $8 million for the State Water Plan and $17 million for the two grant funds. This year, the Kansas Legislature added $1 million to the program to meet the needs of additional requests that were made.

The first round of funding, which was released on November 1, 2023, received over 122 Technical Assistance applications and 187 Water Project applications. Applicants with emergent water issues, socioeconomic and community factors, conservation plans, and populations of fewer than 2,000 residents were prioritized in the review process.

“The Kansas House Water Committee, in 2023, introduced HB 2302 to increase the Kansas Water Office funding, with a portion dedicated to helping leverage cost share match with federal funds to study and improve small municipal water systems,”&nbsp;said Chair of House Water Committee, Representative Jim Minnix, House District 188.&nbsp;“The Kansas Water Office did a commendable job of organizing the loan/grant program in a very short time to be able to take applications in just 5 months.&nbsp; Obviously, the volume of applications demonstrates the extreme need.”

The Fiscal Year 2025 solicitation is anticipated to open in Summer 2024.

To receive a grant, you must be a 501c3 organization. The proposed project must address one of the following focus areas: arts and humanities, basic human needs, children and youth, the elderly, community development and leadership, medical care, and mental health. The proposed project should not require ongoing support from the GGCF.

The funds provided for these grants are from individual donations to the Greater Geary Community Foundation and from the Patterson Family Foundation.

According to Calvin Pottberg, the chairman of the Greater Geary Community Foundation, grant awards are contingent on the availability of funds as deemed by the GGCF Board of Directors. Grants will be for no more than $3,000.

If awarded with a local grant,&nbsp;a report on the&nbsp;outcome of the project&nbsp;must be submitted&nbsp;to the Greater Geary Community Foundation.&nbsp;

The I.C.A.R.E. That U Read Project Committee purchased 168 age-appropriate Usborne Books to be presented to 168  “Most Improved Readers”  in PreK- 5th  grade in each grade level. Participants are (12) USD #475 Schools in Junction City, Grandview, Milford, and Fort Riley. 

In addition, they’ve included St. Xavier &amp; Immanuel Lutheran Preschool for book distribution and presentation. This is the 2nd successful school year The I.C.A.R.E. Organization honored these students.

United Way Director Nichole Mader noted that they will be collecting food and baby items. In addition to live days, there will be drop off boxes throughout the community. Hours on Saturday will be 10 a.m. until 2 p.m. at the Walmart Super Center and Dillons. Volunteers are needed on Saturday.

Junction City Main Street appoints new director

DICKINSON COUNTY—Law enforcement in Kansas located an abducted child in Dickinson County.

Just before 8p.m. Thursday, police in Abilene received an alert from a FLOCK license plate reader that a vehicle associated with an abducted 5-month-old child from Minnesota was in Abilene, according to a media release.

Officers located the vehicle and occupants in the 2100 Block of North Buckeye Avenue. Officers learned the child had been taken from Minnesota by a non-custodial parent.

The child was placed into police custody without incident and arrangements are being made for a safe return to Minnesota.

Volunteer driver sought to help deliver meals 

Six Junction City High School advanced culinary students were recently awarded ServSafe® Manager National Certification by passing a 90-question, multiple-choice managers exam .Earning certification for a first time in school history were juniors Alexander Bunch, Emanuel Marquise, Ronald Schnurr and Ethan Sumrall, as well as senior Avery Richardson and sophomore Aubrey Goddard.

The ServSafe® Manager Certification verifies that a manager or person-in-charge has sufficient food safety knowledge to protect the public from foodborne illness.&nbsp;In addition, Junction City High School also had 85 entry level culinary students receive a 75% or higher on the ServSafe® Food Handler Examination to earn certification as a food handler. 

Overall, the high school had 123 entry level students take the exam and by doing so they made history since this was the first year that JCHS has ever given the food handler exam to its entry level students. The ServSafe® Food Handler Examination is a national certification program designed to teach safe handling practices to foodservice employees and others who handle and serve food to the public.&nbsp;

JCHS students earn certification

Kaden Weltmer’s first three words were mom, dad and tractor. That combined passion for agriculture and family has never wavered as he worked on the family operation, took on leadership roles in 4-H and competed in FFA. Now a high school senior, his continued commitment to studying agriculture at Kansas State University and his plans to return to the family operation following college make him an ideal recipient for the 2024 Herb Clutter Memorial Scholarship, administered by the Kansas Association of Wheat Growers.

“Farming is in my blood, and I’ve loved it from a very young age,” Weltmer said, adding that his first tractor ride planting corn was at three weeks old. “When other people around me are asked what they wanted to be in life, they would say they didn’t know yet. For me, I have always known what I wanted to do; I love to farm.”&nbsp;

“The only thing better to young me than Christmas was getting out of school and getting to go out and ride in the combine with my dad.”&nbsp;

The Herb Clutter Memorial Scholarship was established in 2009 to honor Herb Clutter’s influential role in organizing leadership groups on behalf of Kansas wheat producers and is supported by the generosity of the Herb Clutter family.&nbsp;

Herbert W. Clutter was a farmer from Holcomb and the first president of the National Association of Wheat Growers, which was established in 1948. Clutter encouraged Kansas wheat farmers to organize as a strong, unified voice, which led to the formation of the Kansas Association of Wheat Growers in 1952. He encouraged research in education and industrial uses of wheat, improved variety development and methods to produce the best product at the lowest cost. Clutter’s efforts led to the formation of the Kansas Wheat Commission by the Kansas legislature in 1957.

Like Clutter, Weltmer grew up working on his family farm. On the family operation in Smith Center, they raise wheat, corn, soybeans and sorghum in addition to a cow-calf herd, a registered Angus cow herd and a registered Boer goat herd. The family also runs a small feed yard. Weltmer is already putting his lifetime of experience to work by cash-renting 93 acres of his own ground from his grandfather.&nbsp;

Weltmer is active in Smith County 4-H Council and FFA. His FFA agriscience project — “Digging Deeper: A Study of Stratification of Nutrients in No-till Soils” earned him a trip to nationals, where he placed second — as a high school freshman. He has also competed at the district, state and national FFA levels in multiple career development events including agronomy, agriculture mechanics, livestock judging and employability skills.&nbsp;

Next year, Weltmer plans to attend Kansas State University and pursue a dual major in agronomy and animal science — a combination of both of his parents’ degrees from K-State.

“I’ve always loved to do what any farm kid loves to do — running combines and tractors. But you can’t get a major in running a combine or a tractor,” Weltmer said. “I first started down the path of agronomy because I really liked projects like ‘Digging Deeper.’ That’s where I thought I would fall in love with agronomy. But then I continually worked with our cattle, and I decided I really like that too. That’s what led me down the path of finding the way I could come out with both.”&nbsp;

Following graduation, he wants to put what he learns to work back in Smith County as the next generation on the family operation.&nbsp;

“I plan to supplement our operation with an agronomy business focusing on custom soil sampling and drone work for people around our county,” he wrote in his application essay. “I found my passion at a young age, and I am excited to gain knowledge, connections and experiences and return to Smith County to do what I love — to maintain a sustainable operation and help strengthen our local community.”&nbsp;

KAWG awards Herb Clutter Memorial Scholarship to Kaden Weltmer

Fort Riley will conduct an energy resilience readiness exercise, referred to as Black Start, on Friday.. This is a planned installation-wide power outage designed to test the installation’s emergency and standby energy generation systems, key infrastructure, and equipment. This exercise was postponed from last July.

The exercise will start at 4 a.m. The public works team plans to begin restoring power to most housing areas by 6 a.m. On-post schools can also expect to have power restored by 6 a.m., so schools will operate on normal schedules. Officials anticipate all power will be restored by 1 p.m.

That was one of the items touched on by Main Street Executive Director Michaela Joyce to the Junction City Commission this week. "That's a combination of grant dollars, building improvements between the Brewery and Opera House, and public facade grants."

Joyce said that the Main Street Market is moving&nbsp; locations this year to the corner of Ninth and Washington. Main Street is also partnering with Live Well Geary County this year to hire a combined market manager and coordinator to oversee the Thursday night market in the parking lot of JCNaz and the Main Street market on Saturdays.&nbsp;

Uncertainty still underlies most farm income projections

In an unusual twist, Kansas State University agricultural economists are reporting divergent paths for net farm income and net cash income in the coming year.

Jenny Ifft, the Flinchbaugh Agricultural Policy Chair at K-State, said it is rare that the two measures of farm revenue move in different directions.

“This is one of those annoying situations where an economist says ‘it depends,’” Ifft said, referring to projected farm profitability this year.

Most areas of the state have recovered from drought in 2022, and other areas are currently experiencing moderate drought. Yet, assuming that crop yields follow normal trends, and the fact that economists project lower prices for fertilizer, fuel and oil, 2024 could be similar to 2023 for some farmers. Ifft said Kansas 2024 crop receipts projections show about 6% growth over 2023 if yields are similar to the historical average.

Joe Parcell, director of the Center for Risk Management Education and Research at K-State, said some areas of the livestock sector — dairy and hogs, for example — are expected to do better this year than in 2023, and the cattle dynamics are “a wildcard in Kansas.” Cattle price forecasts are high, but inventories are also down.

“The big question in the cattle market is how fast can cow-calf producers rebuild the herd that they sold off last year as a result of high prices and the drought,” Parcell said. “The other thing we see is that feed yards have been extremely resilient. Compared to five years ago, (feed yards) are spending $1,000 more per head in costs. If you take $1,000 for every 1,000 animals, that’s $1 million more they are putting through that feed yard.

“We’re still projecting for all cattle receipts to be even year-over-year, and that’s really holding up Kansas farm income right now.”

Ifft said that combining factors weighing on crop and livestock production, “we expect net farm income to increase 21%, but net cash income to decrease by 14%.”

She added that economists often focus on net farm income because that measure reflects the totality of the producer’s income in a given year. Net farm income includes income as well as changes to materials and inventory.

“And so if we’re talking about a return to normal crop yields this year, producers are going to have more crops; they are going to have higher inventories at the end of 2024,” Ifft said.

But, she adds, “you can also look at net cash income, and this is something that lenders like to look at because they’re interested in producers' ability to repay loans. Cash is what you can see easily…what’s in your bank account. And we expect net cash income to be down about 14% in 2024.”

The net cash income forecast puts Kansas closer to what is projected nationally, according to Ifft.

“It looks like we’re moving into a period of tighter profit margins after some years where a lot of producers, though not everybody, did well,” Ifft said “We’re not below historical average farm income yet, but unfortunately, the normal in agriculture is a fairly tight profit margin.”

The Kansas Farm Income Outlook was put together by the Rural and Farm Finance Policy Analysis Center, which has its headquarters at the University of Missouri but publishes the farm income outlook for seven Midwest states. Parcell and Ifft are among the K-State faculty members who contribute to Kansas’ report.

Report: Kansas Farm Income Outlook comparable to 2023, say K-State economists

Junction City Commissioners did not take any action during their meeting this week to support a community development block grant application for Deanna Pearson. City Manager Allen Dinkel recommended that the governing body not move forward with the block grant application. He noted that there were issues there "and more importantly she has not secured the building. "

On April 2 Pearson explained to the commission that she wanted to acquire an existing cookie cutter manufacturing facility that's been in business for 30 years, and that is for sale. It would be brought from Missouri to Junction City.

Pearson wanted the City to sponsor a community development block grant application which, if awarded, would be in the form of a loan where she would have to make repayment. She would get 25% forgiveness if she created about 20 jobs that she had proposed.

Pearson would seek $700,000 in grant funding&nbsp; and raise just under $1.2 million on her own. She proposed use of the Montgomery Building at 222 West 6th Street for her operation.&nbsp;

Commission does not act on CDBG application

The Geary County 4-H Ambassadors are sponsoring a Youth Activity Day on Sunday, April 21 from 2:00-3:30pm.&nbsp; Extension Agent Ginger Kopfer said that the event will be held at the 4-H/Senior Citizens Center at 1025 S. Spring Valley Road in Junction City.&nbsp; All youth 5 to 18 years old are invited to attend to participate in fun, hands-on activities and learn more about the 4-H program.

RILEY COUNTY—Law enforcement authorities are investigating a non-injury accident.

Just before 3p.m. Tuesday, officers filed a non-injury accident report at the intersection of Pillsbury Drive and Stadel Road in Manhattan, according to the Riley County Police Department activity report.

Officers listed the public/tax payers at large as the victims when it was reported a vehicle drove through wet concrete causing between $6,200 and $29,000 worth of damage.

RCPD: Another vehicle traveled through wet concrete in Manhattan

WABAUNSEE COUNTY —Two people were injured in an accident just after 3:30p.m. Wednesday in Wabaunsee County.

The Kansas Highway Patrol reported a 2012 Chrysler 300 driven by Kayla F. Pennington, 34, Independence, Missouri, was eastbound on Interstate 70 twelve miles west of Topeka.

The car left the roadway from the ramp at Ranch Road. It traveled in the ditch for approximately 500 feet, traveled off a drop off and rolled onto its roof.

EMS transported Pennington and a passenger Curtis L&nbsp;Metro, 53, Spring Hill, Kansas, to Stormont Vail. Both were properly restrained, according to the KHP.
