Emergency Preparedness Fair is planned in Junction City

Teens from Lyons and Junction City High Schools are representing Kansas at the 2024 National LifeSmarts competition Thursday through Sunday ( April 18-21 ) in San Diego.

LifeSmarts is a consumer education and life skills competition that challenges teens in grades 6-8 (Junior Varsity) and 9-12 (Varsity) about personal finance, health &amp; safety, the environment, technology &amp; workforce preparation, and consumer rights &amp; responsibilities. It's a program of the National Consumers League (NCL).

The Lyons team qualified as winners of the Kansas competition held at Wichita State University on February 13. Junction City earned its spot through a competitive Wild Card process. A total of 48 teams will gather to compete.

The Junction City team, comprised of FCCLA members, is coached by Joanna Ericson. Students include: Armani Coleman, Grace Erichsen, Rilynn Hotard, and Macie Muto.

The Lyons team is coached by Tiffanie Arthur and Angela Holmes. Students include: Dale Loughridge, Will Miller, Deacon Showalter, Greta Showalter and Ricardo Tapia.

In 30 years, LifeSmarts has educated more than 1.7 million students about core consumer topics, helped students develop critical thinking skills, and provided state and national leadership opportunities. LifeSmarts students also give back through a variety of community service projects.

JCHS team will participate in National LifeSmarts competition

Junction City Manager Allen Dinkel reported this week that City Finance Director Lindsay Miller is resigning, effective April 26. Miller plans to take a job in Manhattan. She has been employed by the City for almost six years.

Dinkel noted Miller has been remarkable for the City and great to work with. He credited Miller's partnership with helping to reduce City debt and on projects.

Miller told the Commission thank you and noted that the City has the most amazing staff. She called public service a labor of love and noted that everyone on the team loves what they do.

Finance Director is resigning

St. Francis Xavier Catholic School is holding its annual fundraiser auction this Saturday, April 20. The fundraiser will be from 5:00-9:00 p.m. in the Bradley Gymnasium. 

Shawn Augustine, the principal of St. Francis Xavier Catholic School, said this year’s theme for the fundraiser is “Run for the Roses.” He noted the theme has to do with the Kentucky Derby and they will have different games and events throughout the evening, including some horse-related activities. 

A silent auction and live auction will take place throughout the evening. Some of the items on the live auction include get-away trips. Along with the auctions, there will be numerous ways to give and show support to the school. “One of the biggest ways to show support is to our item-less item,” Augustine said. “This year has to do with student scholarships.”  Attending a private school can be expensive for families, so Augustine noted that donations to student scholarships will allow families in this community to attend the catholic school. 

To attend the auction, you must buy a ticket. There are several options available. Single tickets are $60 each, a table of six is $300, or a table of eight is $420. A ticket purchased includes a meal from Hog Wild Pit Bar-B-Q and an open bar.

This auction is the biggest fundraiser for the school every year.

The Junction City Commission has voted 3-2 to authorize a&nbsp; feasibility study that will be used to analyze Spin City, 915 South Washington,&nbsp; as a possible event center.&nbsp;The plan will have architect Bruce McMillan conduct a feasibility study for $15,750.

Commissioner Richard Pinaire said he didn't think that the City needed to get into the business of providing a center for the food service. He noted the discussion was about having a center to host events beyond the skating rink. But Mayor Pat Landes countered by saying this isn't about having a kitchen and cooking. There could be cooking with warmers but that would be it.

Commissioner Al Gordon asked why the City needed to spend $15,750 for someone to do a study to tell them what the City can do or needs to do anyway. Landes stated that people want something for kids to do and this is it. Al Gordon and Richard Pinaire voted no on the proposal. Pat Landes, Ronna Larson and Jeff Underhill voted yes.

Junction City Commission authorizes a feasibility study for Spin City

JC Breakfast Optimist Club Secretary / Programs Chairperson

On April 17 in the Jim Clark’s Chevrolet showroom, JC Breakfast Optimist Club members learned about the McKinney/Vento Act and how it is being delivered to help homeless children and their families in Geary County. Windy Hancock, McKinney/Vento Coordinator in USD 475, was the guest speaker.

Windy told the Optimist’s she is currently working with 260 students and their families who qualify for services. The McKinney/Vento Act was originally approved by Congress in 1987. It defines homeless children as “individuals who lack fixed, regular, and adequate nighttime residence; share housing due to economic hardship or loss of housing; live in motels, hotels, trailer parks or camp grounds due to lack of alternative accommodations; live in emergency or transitional shelters; whose primary nighttime residence is not ordinarily used as a regular sleeping accommodation (e.g. Park benches, etc.); children living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations.” The act also “ensures homeless children have transportation to and from school free of charge and allows children to attend their school of origin (last school attended enrolled or the school they attended when they first became homeless) regardless of what district the family resides in. It further requires schools to register homeless children even if they lack normally required documents, such as immunization records or proof of residence. School districts must appoint a Local Education Liaison or Coordinator to ensure that homeless children’s needs are met.”

Windy also told club members that during the two years she has been in her position she has seen children and families in some desperate situations. Examples she gave are witnessing “poor living conditions with six children in a hotel room with no kitchen; windows on a trailer that have been boarded up and entrance doors to the trailer, which are falling off. Sometimes families get behind in their bills for a variety of reasons. There was one case where the electricity and water bill total $8,000. It is my responsibility to find resources to help pay bills and find other resources to teach parents how to manage their finances to pay for their rent, food, and other bills in a timely manner.”

Money is needed to help families with school-aged children so the child can perhaps better focus on learning and less on the needs at home as well as people to teach finance management, cooking, and cleaning skills. There will be a Black Start Exercise this Friday, April 19, from 4:00 a.m. to 1:00 p.m. on Fort Riley.

According to a social media release by Fort Riley, Black Start will test the installation’s emergency and standby energy generation systems, key infrastructure, and equipment. Congress has mandated that the Department of Defense services test the ability to operate without power in an emergency.

There will be a Black Start Exercise this Friday, April 19, from 4:00 a.m. to 1:00 p.m. on Fort Riley.According to a social media release by Fort Riley, Black Start will test the installation’s emergency and standby energy generation systems, key infrastructure, and equipment. Junction City Commissioners have voted 3-2 to do a request for proposals ( RFP ) to seek a firm to assist with the city manager hiring process. Commissioners Richard Pinaire and Al Gordon voted no. Current city manager Allen Dinkel has announced that he is retiring / resigning no later than Sept. 27.

Before that motion Commissioner Richard Pinaire made it clear that he wants to look at a change in the form of city government, and there are two ways that can be done. One could involve a referendum or, two, 10% of the voters in the community can sign a petition.&nbsp;

Pinaire mentioned his ideas including dividing into districts with&nbsp; five commissioners and an elected mayor serving as the CEO. State law allows the city manager form of government to be abandoned and if you go to the mayor council form there could be two at-large and four commissioners by district. "I don't know if the commission is willing to study this and come up with a task force with a little bit different model. If you're not I'm going to circulate a petition. I'm going to ask others in the community to do so and I think it's going to be easy to get 10% of the community to look at a different model."

Pinaire wants the model studied to be something that the commission can support. He indicated that's why he asked the governing to consider hiring an interim city manager. "Because no good city manager's going to come here if there's a possibility that they won't have a job."

Pinaire went on to say, " I want to see a different model presented to the public, essentially your mayor-council form of government. The mayor is the CEO. " If this is going to be undertaken Pinaire called for an interim approach. He wants the referendum on the ballot in November and before then have a task force appointed to look at the model. Pinaire added he would like some modifications to the state model on this topic but if there is no consensus the mayor - council&nbsp; form is what the city would get. "My hope is that we would come up with our own model in a charter ordinance to be submitted."

Mayor Pat Landes asked why? "What is wrong with what we do? We've had a time honored tradition of&nbsp; doing this. We're just creating more bureaucracy. You're going to have more commissioners, or more council men or whatever you're going to call it. You're going to have a mayor. Just because you've been elected to this office guarantee me, doesn't mean you know everything at all." Landes continued to defend the city manager form of government. "We have benefitted for having someone with experience and intelligence and knows the field, knows the state,&nbsp; knows many other city managers. We come up with solutions by working together as a commission with the city manager. "

The mayor added thought the issue was a waste of time when the governing body could be doing other work.

Pinaire said he would circulate a petition, and added he just wanted to give the commission a heads up. Landes noted that to him the commissioners are advisors.

Geary County Emergency Management has announced that another round of severe storms will be possible this evening through Thursday morning. Very Large hail will be possible with these storms. Tornadoes and damaging winds remain unlikely.

According to the Weather Service the storm threat is at slight risk. The threat for severe weather exists area wide with the best chance in far northeastern and eastern Kansas.

Geary County Emergency Management has announced that another round of severe storms will be possible this evening through Thursday morning. Very Large hail will be possible with these storms. Tornadoes and damaging winds remain unlikely.According to the Weather Service the storm threat is at slight risk. The threat for severe weather exists area wide with the best chance in far northeastern and eastern Kansas.

The presidential primaries are unfolding quietly.&nbsp; Having&nbsp;<a href="https://www.politico.com/2024-election/results/president/" target="_blank">clinched</a>&nbsp;their party nominations early, Biden and Trump have shifted focus toward the general election.&nbsp; &nbsp;

From the start, a stubborn and sizeable percentage of Democrat and Republican primary voters have refused to endorse the front runners.&nbsp; Instead, they have voted for the alternatives.&nbsp;&nbsp;&nbsp;

The significance of these votes becomes clear in battleground states where lingering inter-party divisions could determine the general election outcome.&nbsp;&nbsp;

In the two crucial swing states of Georgia and Wisconsin, nearly 15 percent of Republican primary voters supported Nikki Haley.&nbsp;

This&nbsp;after&nbsp;she had quit the race.&nbsp;&nbsp; &nbsp;&nbsp;

Prior to that, Haley won 43 percent in New Hampshire, 27 percent in Michigan, and defeated Trump in Vermont.

Haley’s success was credited to open primaries where Independents and Democrats can participate.&nbsp; &nbsp; &nbsp;&nbsp;

However, in Arizona’s closed primary Haley still captured nearly 18 percent.&nbsp; And in the Florida and Kansas closed primaries, she locked up 14 and 16 percent, respectively.&nbsp;&nbsp;&nbsp;

In four of the five most populous Kansas counties, Haley’s percentages increased.&nbsp; She won 22 percent in Johnson, 18 percent in Sedgwick, 22 percent in Shawnee, and 26 percent in Douglas.

Adding in “none of the names shown” category, the statewide anti-Trump Kansas vote reached 21 percent or just over 20,000 GOP voters.&nbsp;&nbsp;&nbsp;

Meanwhile, a parallel trend is taking place among Democrats.&nbsp; &nbsp;

Biden’s decision to skip New Hampshire and award South Carolina the first primary spot disappointed many Granite State voters.&nbsp; As a result, Dean Phillips secured nearly 20 percent of the vote.&nbsp; &nbsp;&nbsp;

A few weeks later, over 100,000 Michigan Democrats casted uncommitted ballots protesting Biden’s handling of the Israel-Hamas war.&nbsp;&nbsp; &nbsp;

In North Carolina the “no preference” option garnered nearly 90,000 votes.&nbsp; And in Kansas the “none of the names shown” option came in second place at 10 percent.&nbsp; The tally included almost 15 percent in solidly blue Douglas County, and 8 percent in Johnson and Sedgwick counties.&nbsp; &nbsp;

More recently, in pivotal swing state Wisconsin, 48,000 Democrats voted “<a href="https://www.msn.com/en-us/news/politics/wisconsin-uninstructed-vote-shows-democratic-frustration-with-joe-biden/ar-BB1l1P41" target="_blank">uninstructed</a>”, twice the goal of the grassroots group&nbsp;<a href="https://www.msn.com/en-us/news/politics/wisconsin-uninstructed-vote-shows-democratic-frustration-with-joe-biden/ar-BB1l1P41" target="_blank">Listen to Wisconsin</a>&nbsp;that demanded policy changes over the war in Gaza.&nbsp; Another 17,000 voted for Phillips, who ended his campaign weeks before.&nbsp;&nbsp;&nbsp;&nbsp; &nbsp; &nbsp; &nbsp;

Clearly, thousands of Democrats and Republicans are using presidential primaries to express their dissatisfaction.&nbsp;

Yet neither nominee appears eager to reach out to the disaffected.&nbsp; &nbsp;

Trump remains steadfast in his unapologetic style that does not sit well with moderate Republicans but resonates with some Democrat leaning groups including&nbsp;<a href="https://www.politico.com/news/magazine/2023/11/04/new-republican-party-working-class-coalition-00122822" target="_blank">working-class whites</a>,&nbsp;<a href="https://www.realclearpolling.com/stories/analysis/will-blacks-vote-republican-a-political-science-perspective" target="_blank">Blacks</a>&nbsp;and&nbsp;<a href="https://www.axios.com/2024/04/09/biden-approval-drops-democrat-popularity-rises-latino-voters" target="_blank">Latinos</a>.&nbsp; &nbsp;

The Biden campaign seems focused on capturing the Haley block, investing in ads that showcase Trump’s offensive comments directed at Haley.&nbsp; &nbsp;

The reality is few disaffected primary voters will cross party lines.&nbsp; In matters of ideology and policy they are still closer to their party nominee than the opposition.&nbsp;

However, it’s possible they stay home on election day or continue to protest by other means.&nbsp;

If protests occur&nbsp; during the summer – possibility at the&nbsp;<a href="https://www.msn.com/en-us/news/politics/democratic-tensions-over-israel-threaten-to-boil-over-at-chicago-convention/ar-BB1ld4K9" target="_blank">party conventions</a>, it could spell real trouble.&nbsp;&nbsp;

So as the primaries near their conclusion, let’s see whether Biden and Trump take the necessary steps to unify their parties.&nbsp;&nbsp;

Protest votes signal troubles for Biden and Trump

WASHINGTON, D.C.&nbsp;– U.S. Senators Jerry Moran (R-Kan.) and Mazie Hirono (D-Hawaii) – members of the Senate Veterans’ Affairs Committee – introduced the&nbsp;Honoring Veterans’ Legacies and Burial Benefits Enhancements Act&nbsp;to improve memorialization and burial benefits for veterans and their families.

This legislation would establish a nonprofit entity that would be able to accept private donations to be used to fund the Veterans Legacy Program (VLP). VLP issues grants to educational partners to conduct historical research projects on veterans buried in national cemeteries in their communities to then share those veteran stories through educational programming. This legislation would also make certain veteran burials are dignified and honorable, while also enhancing current burial benefits for dependents and historical Medal of Honor recipients.

“How we memorialize and honor our veterans, when they have passed, sends a message to their families, our servicemembers and the country that we value the sacrifice or our military men and women even as the years pass,”&nbsp;said Sen. Moran.&nbsp;“The Honoring Veterans’ Legacies and Burial Benefits Enhancement Act would help ensure dignified interment and memorialization in our national cemeteries for veterans and their families, while honoring their service and telling their stories for generations to come.”

“At the National Memorial Cemetery of the Pacific in Honolulu, alone, there are more than 50,000 veterans laid to rest,”&nbsp;said Sen. Hirono.&nbsp;“These veterans have unique, but too often untold stories—stories that deserve to be shared now and into the future. Among other things, the Honoring Veterans’ Legacies and Burial Benefits Enhancements Act will help to ensure those stories are told and preserved, enabling people across the country to better honor the memory of our veterans and their service.”

MANHATTAN, Kan. — The American Legion Boys State of Kansas is accepting applications for its 2024 session. The event is set to be held Sunday, June 2, through Saturday, June 8, at Kansas State University in Manhattan. This will be the program’s 32nd consecutive session at KSU and 86th overall.

Traditionally, Kansas Boys State is for individuals who will complete their junior year of high school in the spring just prior to the start of each session. However, the ALBSK program will again expand the pool of applicants for this year’s session to include those who will complete their sophomore year of high school this spring.

The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility to inculcate a sense of individual obligation to community, state and nation. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy.

The cost to attend the Boys State of Kansas program is $375; however, in many instances, sponsors pay the majority of the fees, with the delegate or his family paying $50. Those wishing to attend the 2024 session should visit ksbstate.org to apply. The deadline to apply for the 2024 program is Tuesday, April 30; applications are accepted after that date, but on a space-available basis.

Boys State sponsorship deadline is April 30

OTTAWA COUNTY —Three people were injured in an accident just before 4:30p.m. Tuesday in Ottawa County.

The Kansas Highway Patrol reported a 2013 Chevy pickup driven by Vera F. Lyne, 71, Clay Center, pulled out of a private driveway at 2653 Treaty Road five miles west of Oak Hill.&nbsp; 

The pickup pulled into the path of a westbound 1987 Mack Dump Truck driven by Michael T.&nbsp;Haney, 56, Salina. After impact both vehicles came to rest in the north ditch.

EMS transported Lyne, Michael Haney and a passenger in the dump truck&nbsp; Peter C. Haney, Jr. 59, Minneapolis, to Salina Regional Health Center.&nbsp; All there were not wearing seat belts, according to the KHP.

There was a juvenile present in the pickup. Juvenile record is protected data, according to the KHP.

All historic buildings including the Spring Valley School House, which is original to the site, the Little Cabin and the Wetzel Cabin will be open for tours. Moose Jury will be on site, teaching visitors about the life of the early plainsmen and there&nbsp; will be&nbsp; demonstrations teaching visitors how to use hand-crank sewing machines.

Friday, April 19th, the Historical Society will be welcoming local middle schoolers to explore the site, so visitors are asked to wait until the public event on Saturday to visit.

Entry to the event is free, though donations are appreciated. Weather permitting, a hot dog roast will be available at the fire pit.

WASHINGTON, D.C. — Monday, Rep. For the twenty fifth&nbsp;time on the House Floor, Rep. Mann stressed the importance of passing a farm bill that is long enough to provide certainty to agricultural producers and short enough to respond to market changes.

“In the almost five and a half years since the last farm bill was signed into law, the world has drastically changed,”&nbsp;said Rep. There will be an Armed Forces Day celebration on Saturday, May 18, in Junction City at the vacant lot at the northeast corner of 9th and Washington.

According to the MAC Director for the Junction City Area Chamber of Commerce, Isreal Waddell, the hours for the event are 8:30 a.m. to 1:30 p.m.

Activities will include multiple food trucks on site, bouncy houses, military static vehicle display, a DJ, dunk tank and speakers. There will be a swearing in ceremony for a contingent of future Soldiers. 

Scheduled to be in attendance are Sgt. Maj. of the Army ( Ret. ) Michael Grinston, area state representatives and state senators plus city and county commissioners. The 1st Inf. Div. and Ft. Riley Garrison will also be represented.

The event is being coordinated by Isreal Waddell as one of the last major activities before his resignation becomes effective June 1. He will be accompanying his wife, who is active duty military, and has received orders to transfer to another post.&nbsp;Command Sgt. Major Robert Wilson will serve in the post on an interim basis beginning in May. He retires from the Army later this year.

Just before 10:30p.m. Monday, officers filed a report for aggravated assault&nbsp;in the 100 block of Riley Avenue in Ogden, according to the Riley County Police Department activity report.

A 22-year-old man reported individuals in an Infinity rolled down their windows and pointed a gun at him.

RCPD: Suspects allegedly pointed gun at man 

RILEY COUNTY —Three people were injured in an accident just before 9p.m. Monday in Riley County.

The Kansas Highway Patrol reported a 2010 Ford Fusion driven by Jacob&nbsp;Crawford, 24, Fort Gordon, Georgia, was eastbound on Kansas 18&nbsp; three and one half miles west of Manhattan.

The car rear-ended a 2006 Lexus&nbsp;GS300 4-door driven by Jeremy L. Harper, 46, Junction City.

EMS transported&nbsp;Crawford, Harper and a passenger in the Lexus Kristen M.&nbsp;Centlivre, 45, Topeka, to Via Christi in Manhattan. All three were properly restrained, according to the KHP.

Geary County Emergency Management has passed along information from the National Weather Service on the possibility of severe weather.

--Late night storms - north-central into northeast Kansas generally after 10 pm tonight to 3 am Tuesday

--Large hail (up to 2”) and damaging winds (60-70 mph)○ A few tornadoes possible (night-time concerns)

--Overnight/Early morning storms - northeast and east-central KS generally after 3 am through 10 am Tuesday morning

--Tuesday afternoon storm potential - mainly along and North I-70○ Not expected to be severe but isolated storms could develop later in the afternoon along the cold front.&nbsp;&nbsp;

National Weather Service updates storm possibility

Junction City Manager Allen Dinkel issued a statement Monday about the JCPD. He said that the City has received a number of inquiries about the status of the Police Department after the recent announcement of Chief John Lamb’s departure.

Dinkel noted that in late February, workplace concerns came to the attention of officials.&nbsp; "The City engaged a third-party to interview employees, review information and determine whether City policy had been violated. The City placed individuals on paid administrative leave as a precautionary measure - to reduce the possibility of incidental contact between the parties and alleviate any concerns about intimidation and/or retaliation."

&nbsp;The city manager stated, "That although we&nbsp; understand the desire to for details pertaining to the concerns, the information gathered and the third-party’s determinations, maintaining confidentiality is necessary to ensure employees will report any concerning conduct in the future. Prompt reporting is key to prompt resolution and aligns with the City’s strong desire to maintain a positive work environment for all of its employees."

Dinkel stated that the Captain of Investigations Cory Odell and Captain of Operations Kirt Nichols are covering the duties of the Chief of Police until an interim is named or a suitable candidate can be found.

Update Regarding the Junction City Police Department leadership

Just after 1:30a.m. Sunday, police on routine foot patrol in the Aggieville district on Manhattan heard a possible gunshot coming from the 1100 block of Moro Street, according to a media release from the Riley County Police Department.

Officers responded to the scene where they located a 22-year-old&nbsp; being detained by a bouncer. Upon initial assessment of the situation, officers observed the 22-year-old had sustained a head injury to which they called EMS and escorted the subject to the Aggieville Substation for further evaluation. 

Once there, officers discovered the subject also had a gunshot wound to his right thigh. EMS transported the victim/subject to Via Christi for treatment.&nbsp;

Anyone with information is encouraged to contact Crime Stoppers. &nbsp; Crime stoppers allows you to remain anonymous and could qualify you for a reward of up to $1,000.
