Beginning Monday, April 15, the Kansas Department of Transportation plans to begin work on the first of two phases of a resurfacing project on K-57 and U.S. 77 in Geary County.

During the first phase, the contractor will patch concrete on the four-lane section of K-57, just north of 18th street in Junction City. Work during this phase of construction is scheduled for completion in early May.

HUTCHINSON, Kan.&nbsp;— The 2024 National Work Zone Awareness Week is April 15-19.

"The reason we talk about Work Zone safety is because it's really, truly, for the safety of everybody," said Tim Potter with the Kansas Department of Transportation."About 90% of the time, or nine in ten times, the people who are injured in work zone crashes are motorists themselves."

There were more injuries in work zone crashes last year than the year before.

"Last year, in Kansas, we had nine people who died in work zone crashes," Potter said. "Five hundred and eight were injured. We'd like to get that number down. That's part of the reason we try to raise awareness to this."

Please be focused if you see a work zone ahead.

"The top contributing circumstance of work zone crashes is inattention," Potter said. "People are following the vehicle in front of them too closely. They are driving too fast for the conditions. We do typically have reduced speed signs in the work zones. It's double fines in all Kansas work zones, whether that's a major construction project or a short term maintenance project."

Orange is the primary color in work zones. Go Orange Day in Kansas is Wednesday, April 17. Everyone is encouraged to wear orange and show highway workers and everyone who works along the roadways how much their efforts are appreciated.&nbsp;

KDOT: Work Zone awareness important for drivers, too

Let’s begin this week with streets as they are always a “hot” topic. There are certain streets in Junction City and in many other Kansas communities that are also Kansas Department of Transportation (KDOT) Connecting Links. These fall in 2 groups. In one, are the Highways of Interstate 70, US 77, K-18 west of 77 to the City limits and K-57 from the City limits to the intersection of 18th Street and Jackson. These run within the City limits but are totally maintained by KDOT. The City does maintain the traffic lights, but mowing is within the KDOT right of Way and is done at their direction. They also set the speed limits. We often get complaints about the speed limit on 77 in the Ash and McFarland area. The City has no control of that.

The other connecting links are highways in the City, but the maintenance is done by the City with funds the City receives from KDOT. These include Washington Street from the Interstate to 6th Street and then east to the City limits as Business 40; and then 18th Street from Jackson and 18th street to Washinton and then south on Washington to 6th and Washington. Each year the City receives $5,000 per lane mile in funding from the State. (One mile of 4 lane equates to 4 lane miles). The bridge on East Sixth is part of a connecting link and the replacement is done in full by KDOT. (We have not heard when it will be competed, but still be told later this summer. Would love to be wrong on that one). When the City needs to do a major project on a connecting link, such as a mill and overlay, the City applies and has received Connecting Link grant funds which cover 90% of the cost. The City will be applying for more of these funds this year for projects on Washington Street.

The downside on a Connecting Link is that KDOT has some control in issues such as curb cuts, signs, and where traffic signals are located. Some of you may remember a Stop Light at 10th and Washington. KDOT took it out due to their traffic counts. It may be difficult to ever get them to agree to putting one back at that location. The other one we hear much about is the need for a traffic signal at Washington and Ash. Yes, it has been asked for more than once, but KDOT does not agree so far. I am sure the City will continue to request that and even a resident down the street from that intersection has reached out to KDOT on behalf of the City. I am sure KDOT would be more than happy to allow the City to end that Connecting Link agreement, however would the loss of funding be wise? KDOT funds now allow local funds to be used elsewhere.

We have received word that the replacement of the roundabout at Washington Street and Interstate 70 will be started in late June. By that time, the Kansas Department of Transportation (KDOT) will have opened the west bound “off” ramps at Grandview Plaza and Chestnut Street. The closing of those ramps has had a toll on some businesses, but KDOT has no other choice as they make much needed improvements on I-70. The roundabout I mentioned will not be made any bigger due to the area but will be smoother and easier to travel around. Hopefully it will have a 20-to-25-year life span.

I have seen some posts regarding sewer rates. The amount of each bill for sewer is based on the amount of water that goes through the City water meter, however for residential customers it is the average monthly water use for 3 winter months where there is no “outside” watering. For new customers without a winter usage history, a City average for residences is used the first year. Commercial customers are charged based on the amount of water used, but some have a separate meter for “irrigation” and subsequentially are not charged for sewer.

Another comment I have seen is that the price of water varies during the day. No, the price per gallon is the same 24/7. For those who want to follow their water use, just call Customer Service and they can sign you up on a portal where you can be view your usage. The City only bills once a month, but the meters record a reading each hour. A good service that you all have access to.

City Manager Allen Dinkel authors the 515 Report

Junction City Commissioners will talk Tuesday night about completing a feasibility study to analyze Spin City as an event center. The study, if done, would provide officials with an idea on cost and needs. It would give a sketch of what challenges could be faced, possible solutions, and an estimate of costs. The study would help in determining if making Spin City an event center is feasible and within a manageable cost. 

Commissioners will be in session at 7 p.m. Tuesday at 701 North Jefferson.

The proposal would have architect Bruce McMillan conduct a feasibility study for $15,750.&nbsp;Payment would be made from the General Fund.

&nbsp;Staff recommends approving the feasibility study so they can properly evaluate before committing additional resources, time, and funding for this project.

The Junction City Little Theater production of Footloose is coming to the C.L. Hoover Opera House the next two weekends, Friday through Sunday April 19-21 and April 26-28.&nbsp;This is a musical production

Footloose opens Friday in Junction City

The Junction City Family YMCA will seek to raise funds for a new basketball floor. YMCA Executive Director Amber Stanley tells community supporters in a letter that the YMCA is old but has served the community well the last 55 years. Funds are being raised for necessary repairs&nbsp; and updates. "One of the needed updates is a new basketball floor. We currently have a rubber floor but over the years it has split in multiple places," said Stanley.

The gym is used on a daily basis for activities ranging from aerobics and taekwondo to the heaviest usage, youth basketball. K-6th grade leagues, plus middle and high school kids come in after school to play.

Stanley said she has priced flooring which can be installed over the existing floor. "The price for new ProGym plank materials including installation will be $40,000 - 43,000." Stanley added that she realizes it is a lofty goal but believes keeping the YMCA a safe place where children want to come will benefit the community. She noted that kids can change the world and change can happen. "I want to leave this community bigger and better!"

The YMCA membership base totals more than 1,500, and offers youth sports for Kindergarten through 6th grade. They will be expanding into intramural sports programs at the middle and high school level. They also run a Parents as Teachers program and a YMCA Before &amp; After School program.

A committee has chosen to go with Blue Cross Blue Shield with a GAP plan for the 2024-2025 insurance year. Staff recommends that the Board approve the renewal of the Blue Cross Blue Shield with the added GAP plan for the 2024-2025 plan year as presented.

Agenda is set for Special USD 475 BOE meeting

A 1994 Junction City High School graduate, Bobby Lashley, will be the guest speaker for the USD 475 Celebration of Teaching Banquet on May 6th at the Geary County Convention Center.

Geary Community Schools Foundation Executive Director Margie Pinaire said Franklin Roberto (Bobby) Lashley attended Ware Elementary, Fort Riley Middle School and JCHS. While at Fort Riley Middle School his career seemed to have begun when he was introduced to amateur wrestling as an off-season alternative to football. He continued at JCHS where he was a 4-yr varsity athlete on the wrestling team, a 6A state champion runner-up his junior year and claimed a 6A state championship title his senior year. He competed at the National High School Senior Wrestling Championship, placing eighth in the nation, and was recognized as a High School All-American Athlete. When not wrestling for JCHS, he participated in Freestyle and Greco Roman wrestling where he also excelled.

Lashley continued his education and successful wrestling career at Missouri Valley College where he was a 4-time NAIA All American and a 3-time NAIA National Champion. He was inducted into both the Kansas Sports Hall of Fame and the Missouri Valley Athletic Hall of Fame. He graduated from college in 1999 with a bachelor’s degree in human-service agency management and recreation administration. 

Lashley joined the United States Army for 4 years and continued to compete in amateur wrestling. He was a world champion in the International Military Sports Council Armed Forces Senior Freestyle, winning the gold in 2003. 

After the military, Lashley made his professional debut in WWE as Buster Lashley in 2005. He has been a WWE Champion, ECW Champion, TNA Champion, wrestled on the International Circuit in Japan, Italy, Puerto Rico, and other places. He has been in movies, in video games, on TV. He is currently with the WWE. 

Bobby is also, successful in the MMA (Mixed Martial Arts) world. He is the proud father of three children and can often be seen at their events.

Teacher and para scholarships will be presented and USD 475 Retirees will be honored during the banquet.&nbsp; Doors will open at 5:30 p.m. and the banquet begins at 6 p.m. This event is covered soley by donations to the Geary Community Schools Foundation.&nbsp;

Operation Clean Sweep is planned in Junction City

Dorothy Bramlage Public Library officials have been working with architects on a plan to expand the structure at its current location.&nbsp; According to Susan Moyer, Library Director, the plan would increase the current facility size by almost 50% or approximately 7,000 square feet. Expansion would occur on one level.

The next step is to search for money for the project. A total of $1.1 million has been set aside but the estimate on the amount needed is in the $8-10 million range. Private funding including public and private grants will be sought but there is not a timeline.&nbsp; Library officials have been working with BBN Architects of Manhattan. 

Dorothy Bramlage Public Library is located at 230 W. 7th Street.

Earlier plans included building a new library at a location on the site of the former Junction City High School but that has changed. There was an effort to obtain a federal DCIP grant for that project but that grant was not received

Library effort focuses on expansion at the current location

TOPEKA, KAN. – A man pleaded guilty to taking part in a $1 million fraudulent customer refund scheme involving more than a dozen defendants, according to a release from the U.S. Attorney's office for the District of Kansas.

According to court documents, Mercele Brooks, 28, of Harker Heights, Texas, pleaded guilty to one count of accessory after the fact to laundering monetary instruments.

Kanesha Mercer, Darius Polite, Rudy Hunt, and Veronica Kilman were employees at Advanced Call Center Technologies ("ACCT") in Junction City, Kansas. Their duties included processing customer refunds for AT&amp;T Digital Life home security systems. Between December 2016 and August 2018, they processed fraudulent refund claims totaling approximately $1 million. They deposited the funds into the bank accounts of co-conspirators who would return a portion of the money to the employees. Accounts owned or controlled by Brooks received $100,317 in wire fraud proceeds.

“This type of fraud, put simply is greed driven. These crimes are not victimless, as ultimately costs are passed on to the consumer. This investigation determined that multiple bad actors took part in this scheme, and this plea demonstrates that these individuals are being held accountable for their actions,” said Stephen A. Cyrus, FBI Kansas City Special Agent in Charge.

Kanesha Mercer, 35, pleaded guilty to one count of conspiracy to commit wire fraud and was sentenced to 14 months in prison.

Kory Epps Jr., 25, pleaded guilty to one count of wire fraud and was sentenced to 10 months in prison.

Caylon McCormick pleaded guilty to one count of wire fraud and was sentenced to six months in prison.

Darius Polite, 30, pleaded guilty to one count of conspiracy to commit wire fraud and is awaiting sentencing.

Anthony Charite, 33, Kiondra Armstrong, 30, Fontelle Jolly, 26, Veronica Kilman, 33, Rudy Hunt, 32, and Sharika Pope, 42, pleaded guilty to one count of wire fraud. Erica Jackson, 41, and Shunqureau Gilbert, 30, pleaded guilty to laundering of monetary instruments.

The Federal Bureau of Investigation (FBI) is investigating the case. and Assistant U.S. Attorney Skip Jacobs is prosecuting the case.

Join Milford State Park staff at the south boat ramp day use area near splash pad for an Earth Day park clean-up and tree planting on Saturday, April 20th. Bring your work gloves and water. Other supplies or tools will be provided.

According to a social media post from the state park the clean-up will begin at 10 a.m. on the 20th.

JC Breakfast Optimist Club’s guest speaker at their April 10 meeting in Jim Clark’s Chevrolet showroom was Vaughn de Guzman. He is the Eighth Judicial District’s Intensive Supervision Officer. The Eighth Judicial District consists of Geary, Dickinson, Marion, and Morris Counties.

Vaughn has been a resident of Junction City since 1986 and is a graduate of Junction City High School. He currently works with juveniles who are first time offenders. These are young people “who make a mistake, are willing to do what they need to do (to make restitution or correct their behavior) and change their behavior, they are not prosecuted and there is no record of the offense” , he said.

Vaughn’s first case in Geary County was with a youth who stole hygiene products from a local store. When working with the youth, Vaughn realized that to change behaviors, it would take a holistic approach. He needed to try to understand the WHY or the reason for the theft. This has been a part of his strategies in working with young people. Vaughn sees his role as one who helps youth learn skills to be better people and be positive contributors to our society and less on the punitive aspects in dealing with young people.

“We use evidence-based practices in working with our clients”. These are practices that use the current research and best data to guide decisions so preferred outcomes are achieved.

Vaughn told the Optimist Club members that sometimes people from other communities talk negatively about our community – that we teach youth to lie, cheat, steal, fight and drink. Vaugh’s response to that negativity is “Yes! We teach them to lie on their back and dream their future as they would like it to be; cheat death; steal someone’s heart and fall in love; fight for those who can’t and drink from the cup of truth”.

Next week’s guest speakers will be Windy Hancock and Jasmine Metcalf, who work with the USD 475 McKinney/Vento Homeless Program.

Geary County, Grandview Plaza and Junction City firefighters responded to a garage - shop fire about 9:45 a.m. Thursday in the 100 block of East Flint Hills. There were no injuries.

According to Grandview Plaza Fire Chief Jeremy Bramwell the cause of the blaze was accidental. The damage estimate is s till undetermined. The property was owned by Ricky Parker.

According to Geary County Rural Fire Chief Garry Berges the blaze was brought under control. During the fire the wind blew smoke across Interstate 70.

Fire units work in Grandview Plaza

United Way and LHEAT will work to Stuff the Food Pantry. They will be collecting food and baby items with donations shared with the Geary County Food Pantry, JC Pregnancy Center, Konza Cupboard and other food pantries. Each month&nbsp; the food pantries provide food for more than 2,000 people.

Items are also being collected for the JC Pregnancy Center. Often when a new or expecting parent comes to the center it is to get help with items for their little one such as diapers and baby towels.

Junction City High School sophomore Jamarcus Tyson was named one of six new members to the Kansas State High School Activities Association Student Advisory Team on Wednesday. Tyson, who was the KSHSAA Class 6A selection, was joined by Jadyn Bollin (Lansing High School), Trista Welty (Clearwater High School), Charlie Budke (Beloit High School), Shaliah Ensley (Marion High School) and Lee Holopirek (Canton Galva High School).

Tyson’s service to his fellow students will begin in August of 2024. He will work together with Dodge City High School student Tatum Steiner to best represent Class 6A.&nbsp; The six students, one from each of the six classifications of member schools, have been selected for a term of two years. There are six carryover seniors from last year’s team as well that will continue to serve on the 2024-25 Student Advisory Team.

There will be a rotation of six new members on the team each year. The role of the team will be to receive information and to provide input to the Executive Board, Board of Directors, and Association staff regarding Kansas State High School Activities Association issues. The SAT will also serve as a sounding board on proposals affecting students.&nbsp;&nbsp;

Tyson Named to KSHSAA Student Advisory Team

Geary County Rural Fire Chief Garry Berges has confirmed that a barbecue grill was the cause of a fire that destroyed a house in the 13000 block of Lower McDowell Creek Road and three nearby vehicles Monday evening. The residents, Mike and Teresa Tulley,&nbsp; got out. They did have insurance coverage on the property.

Berges said the house was totally engulfed when firefighters arrived on the scene.

According to Black History Trail President Jim Sands on Friday, April 26th there will be “An Evening with Kevin Willmott” at the&nbsp; Larry Dixon Center, 920 W 6th St. in Junction City.&nbsp; Doors open at 6 p.m. There will be a reception at 7 p.m. followed by a&nbsp; screening of “The 24th,” a Kevin Willmott film about the Buffalo Soldiers’ historic 24th Infantry Regiment. A discussion led by Kevin Willmott will follow..

On Saturday, April 27, a “Dedication and Dinner” is planned at the Buffalo Soldier Memorial Park, 18th &amp; Adams in Junction City at 11:00 a.m. The dedication of three Buffalo Soldier sites will be added to the Black History Trail, with Phil Dixon presenting “Buffalo Soldier Stories”.&nbsp; A luncheon will follow Immediately at VFW Post #8773, 1215 S. Washington St. in Junction City.

All events on both days are free and open to the public, thanks to support from the Geary County Convention and Visitors Bureau.
