TOPEKA, KAN. – A Kansas man has been charged through criminal complaint in Topeka, Kansas, following an incident on a federal military installation, according to the United State's Attorney.

According to court documents, Jordan Thompson, 24, of Galena is charged with two counts of assault with a deadly weapon for allegedly assaulting two people on November 24, 2023, while at Fort Riley.

The defendant made his initial court appearance Monday before U.S. Magistrate Judge Rachel E. Schwartz of the U.S. District Court for the District of Kansas. If convicted, he faces a maximum penalty of 10 years in prison on each count.

The Department of Army Criminal Investigation Division, Fort Riley Department of the Army Civilian Police, Kansas Bureau of Investigation, Federal Bureau of Investigation, and the Butler County Sheriff’s Office are investigating the case.

Assistant U.S. Attorney Stephen Hunting and Special Assistant U.S. Attorney Robin Graham are prosecuting the case.

&nbsp;It’s time to decorate your home for the holidays! Before pulling those holiday lights out of storage,&nbsp;Evergy wants to remind customers to be safe with both indoor and outdoor holiday lights.

This year, it’s easier and more common that people are buying cheap power strips and extension cords from discount online shopping sites. While it may save money up front, it could cost families when it comes to safety; the U.S. Fire Administration says about 24,000 electrical fires occur per year. Evergy reminds customers that decorations should all have labels from independent testing laboratories such as&nbsp;Underwriters Laboratories (UL), Canadian Standards Association (CSA) or Intertek (ETL). If they don’t, they haven’t been tested for safety and could be a fire hazard.

Once customers have properly certified electrical equipment, there are some other important steps surrounding holiday light safety:

Not all lights are built to handle winter weather.</li><li>Don’t overload outlets:&nbsp;Overloaded outlets are a common cause of fires. Only plug one power strip or one high-wattage appliance into each outlet at a time.</li><li>Don’t connect more than three strings of lights:&nbsp;This could blow a fuse and start a fire.</li><li>Use battery-operated candles:&nbsp;Almost half of all decoration fires are started by candles.</li><li>Protect your electrical cords from damage:&nbsp;Don’t pinch them through doorways, windows or under furniture. Don’t place them under rugs or near heat sources.</li><li>When you go to sleep, so should your decorations:&nbsp;Turn off, unplug, and extinguish all decorations when they aren’t attended. Unattended candles are the cause of one in five home candle fires. Half of home fire deaths occur between the hours of 11 p.m. and 7 a.m.</li>

Evergy Urges Holiday Light/Decoration Safety

JUNCTION CITY - On Wednesday, November 29th at&nbsp;6:00 pm at the CL Hoover Opera House,&nbsp;'The First Day' film screening will be free to attend.

The Geary County Health Department has partnered with the Riley and Pottawatomie County Health Departments,&nbsp;along with the City of Manhattan and the City of Wamego to bring a free screening of the film, 'The First Day' to residents in the area.

'The First Day' is a film to raise awareness about substance misuse.

According to the Riley County Health Department, raising awareness is the first step towards making meaningful change.

This powerful, emotional film challenges the idea of who is vulnerable to substance misuse and addiction.

Working together and supporting each other will give the opportunity to change the outcome of someone's life.

The film is 45 minutes long, and there will be a brief discussion following the film.

The film is intended for community members who are middle school aged students and older.

No reservations or tickets are needed to attend.

If you cannot attend the Wednesday night viewing, there a free screening in Manhattan on Monday, November 27th at 6:00 pm at the Crestview Christian Church.

City, County, BOE joint meeting is scheduled Monday

Manhattan— Authorities are investigating the cause of a fire in Manhattan.

Just before 5 p.m. Sunday, the Manhattan Fire Department was dispatched to a fire at 422 Redwood Place, according to a media release.

 Upon arrival, crews found a mobile home with smoke showing. The fire was contained within 10 minutes.&nbsp; The mobile home was not occupiable after the fire.The structure was a 1977 single-wide mobile home.&nbsp; No one was home at the time of the fire. Loss is estimated at $10,000 to contents and $10,000 to the structure.&nbsp; 

The owner is Benjamin Harmon of the same address. There were no injuries reported.

No injuries after mobile home fire in Manhattan

In early November property owners in Kansas received the property tax statements for 2023. These taxes, of which the first one-half is due on or before December 20th of this year and the second portion is due by May 10th next spring, are used to fund the 2024 budget. As we have discussed before, the 2024 budget began in about mid-March and by July 5 the city budget had been completed. It was then published shortly after that, and the required budget hearing was held in early September. At that time, it was announced the City mill levy was going to stay the same as the final mill levy of a year earlier at 48.311 mills.

“Hang on a second Allen. What do you mean the City mill levy stayed the same?” Yes, your property tax statement from the Geary County Treasurer showed the City had a mill levy of 49.240 mills of an increase of about 1.92%. “So how can we say the mill levy for the 2024 budget remained unchanged?”

The first thing we need to do as we study this issue is to go back to on or about June 10. At that time, the County Clerk shares with the taxing entities the assessed valuation of properties in their taxing jurisdiction. For the City of Junction City that number was $214,098,235. The City adopted a 2024 budget calling for $10,343,612. If you do the math the mill levy is 48.311 mills.

By the first of November the City valuation had dropped to $210,063,640 of a decrease of $4,034,595. One thing that does not change in this equation is the amount of property taxes needed and remains unchanged from the number above. As the valuation dropped the mill levy had to increase.

The valuation number never remains the same from June until November. There may be some corrections made or perhaps values of some properties were lowered as the values had been protested by the property owner. If the valuation number goes down the levy goes up and vice versa. Last year the opposite happened when the valuation levy moved up and the final mill levy was lower than what had been published in July. It is just going to happen. However, this year was the largest swing I have ever seen in 35 years. There is no way to change that.

If you own property in Geary County, your total mil levy is 151.212. About .9% of your tax dollars go to the State of Kanas. The City of Junction City receives s about 32.6%, USD #475 gets 29 percent and Geary County gets the other 37.5%.

Naturally, 100% of the City property taxes are generated from the property within the City limits. Since the City is in the County, taxes from the same properties are used for the County budget. In fact, about 71.7% of the property taxes that Geary County generates are paid by property tax owners within the City. This means City property owners pay this percentage for County obligations that are used by those of us who live in the City, but also the same percentage is paid for services such as the County roads that someone here in town may never use. This of course will happen as the County is one unit. Likewise, many people my age pay taxes for the School district, but it has been a few years since we had children in school.

Back to the City, Property taxes are collected for the City budget. This includes items we may use, but some will argue they pay taxes for services they do not use. Again, that will always happen as there are many facets to any government operation. For example, I pay property taxes to the City for the Fire Department. I hope that I never have to have a Fire truck come to my house or an ambulance to take me or a family member to the hospital in the case of an emergency. On the other hand, if I ever do, I want to be sure the Fire Department is well-staffed, well-trained, and well-equipped. Yes, there is a cost. Just the way it is.

Junction City Manager delivers his 515 report

A large turnout of parade goers braved the cold weather to kick off the holiday season and enjoy the 28th annual Junction City Area Chamber of Commerce Christmas Parade sponsored by Eagle Radio and the Geary County Convention &amp; Visitors Bureau.

There were approximately 40 entries in the parade which traveled from the former Junction City High School site down Eisenhower Drive, 6th Street and a portion of 8th Street downtown.

Award winners included the Youth Award sponsored by the Junction City YMCA to the Next Step Dance Studio,&nbsp; Chamber of Commerce honor to Michelin,&nbsp; Founders Award sponsored by DEL Motors to JC Naz , Mayors Award sponsored by the Central National Bank to the Humboldt 4-H Club and the Geary Commission Award sponsored by the Geary County CVB to the Clarks Creek 4-H Club.&nbsp;

Some other entries ranged from the Junction City High School J-Steppers, Junction City - Fort Riley Girl Scouts to the Junction City Boy Scouts Pack 62, Junction City Main Street and the American Legion Riders Chapter 45.

The parade was followed by the lighting ceremony in Heritage Park, which included the traditional arrival of Santa Claus.

Christmas Parade kicks off the holiday season in Junction City

DICKINSON COUNTY — One person was injured in an accident just after 8p.m. Friday in Dickinson County.

The Kansas Highway Patrol reported a 2016 International semi driven by Larry B. Pettay, 64, Ohiowa, Nebraska, was westbound on Interstate 70 one mile east of Solomon.

The semi rear-ended a 2005 Chevy Equinox driven by Candace A&nbsp;Johansen, 59, Manhattan, in the driving lane.

EMS transported Johansen to Abilene Memorial Hospital. Pettay was not injured. Both drivers were properly restrained, according to the KHP.

Wine and Wassail Walk rescheduled due to weather 

DICKINSON COUNTY—One person was injured in an accident just before 11a.m. Friday in Dickinson County.

The Kansas Highway Patrol reported a 2002 Honda Accord driven by Clifford R.&nbsp;Lepak, 38, Wakefield, was&nbsp;eastbound on Kansas 15 six miles northeast of Abilene.

The car drifted left of center and struck a 2022 Ram 2500 driven by Timothy S. Sankey, 52, Salina. After impact the Honda came to rest in the north ditch.

EMS transported Lepak to the hospital in Abilene.&nbsp; Sankey was not injured. Lepak was not wearing a seat belt, according to the KHP.

Raising funds for suicide prevention/awareness and to assist the Junction City Police Department with development and implementation of a Co-Responder program is my topic on Coffee Talk this week.  Joining me for the program are Tracy Geisler, executive director of the Geary Community Healthcare&nbsp; Foundation, JCPD Captain Cory Odell and Brynne Haverkamp, Crisis Service Director for Pawnee Mental Health.  This all ties together because the funds raised at the December 9th GCHF&nbsp; ”Puttin’ on the Glitz Masquerade Ball” will be used to help support Co-Responder. The program joins a licensed mental health professional with Junction City police officers in responding to calls when mental health intervention is needed.  My guests explain how this partnership would be established between Pawnee and the JCPD and the mission of the Geary Community Health Foundation to support the effort.

Geary County Emergency Management winter safety travel tips

Junction City Commissioners addressed different issues this week.

--The governing body authorized the Land Bank to donate lots for a future park and fire station on the west side of town. The new fire station could be years in the future. Members of the city commission also comprise the Land Bank but the two entities operate separately.

--Commissioners scheduled a City budget amendment hearing for Dec. 19th.

The holiday lighting ceremony in Heritage Park will follow the parade.

During the parade from 5-7 p.m. United Way will be serving hot cocoa and sweets in Heritage Park. Donations will be welcome.

The Dickens Christmas at Main Street Market will go from 5:30 - 8:30 p.m. in Heritage Park.

Junction City Commissioners have adopted a resolution&nbsp;authorizing the City to submit an application to the National Fitness Campaign for participation in their 2024 initiative to install and activate Fitness Courts in 200 cities and schools across the country. This would involve trying to obtain a grant through Blue Cross Blue Shield.

According to staff information provided to the commission if the grant is approved the City would receive $50,000 and there would be a local match of up to $135,000. Quality Play for All would provide some funding with the balance paid by the City. APRA funds received by the City could be used for the project which would be a use benefitting the entire community.

This could be an improvement project for the 5th Street or Playground Park. The new project would be located south of the basketball court in the park.

The Kansas Highway Patrol reported a 2010 Ford Edge driven by Briana R. Fisher, 23,&nbsp; Paxico, was southbound on Lake Elbo Road waiting to turn right onto U.S. 24.

The driver failed to yield to westbound traffic and struck a 2012 Toyota Prius driven by Kennetta&nbsp;Nold, 52, Saint George.

After impact both vehicle struck a northbound 2018 Buick Enclave driven by Kera&nbsp;Friesen, 37, Overland Park, who was turning left onto U.S. 24.

EMS transported Fisher to the hospital in Manhattan. Nold and&nbsp;Friesen were not injured. Juveniles were present in the Buick and Toyota; juvenile record protected data, according to the KHP. The drivers were properly restrained, according to the KHP.

The 1st Infantry Division and Fort Riley will host the annual Christmas Tree Lighting Ceremony on Ware Parade Field, 500 Huebner Rd. at 5:30 p.m. on Nov. 30.

There will be guest speakers and carolers, hot cocoa, cider, and cookies.

There will be a visit from Santa Claus. Children will have the opportunity to talk one-on-one with Mr. and Mrs. Claus in Bldg. 500 following the ceremony.&nbsp;

The reconstructed K-177 provides a wider, straighter and flatter roadway with improved shoulders.

Drivers should anticipate occasional lane closures controlled by flaggers and a pilot car for seeding, pavement marking and cleanup. All project work is scheduled to be completed by May 17, 2024, weather permitting.

Wildcat Construction Co. Inc. and Subsidaries of Wichita is the primary contractor for the $52.3 million project to reconstruct K-177.

RILEY COUNTY—Law enforcement authorities are investigating another case of a gun taken from a vehicle in Manhattan.

Just after 9:30a.m. Tuesday, officers filed a report for burglary in the 900 block of Garden Way in Manhattan, according to the Riley County Police Department activity report.

A 55-year-old woman reported an unknown suspect took a Sig Sauer P365 9MM and two magazines containing rounds from her vehicle. 

The estimated total loss associated with this case is approximately $500.&nbsp;Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.
