MANHATTAN— K-State has been experiencing a disruption to certain network systems, including VPN, K-State Today emails, and videos on Canvas, or Mediasite, according to a statement from the university.

Upon detection, university IT took immediate steps to investigate the disruption, isolating the areas of concern. The university confirmed Tuesday evening that these disruptions are the result of a recent cybersecurity incident.

The impacted systems were taken offline and will remain offline for the immediate future as the investigation continues. This will also include select shared drives and printers, as well as university listservs.&nbsp;

Junction City Commissioners have approved a motion by Commissioner Jeff Underhill telling the County to pay all of their bills for the EMS services due in 203 in full and pay $165,000 per month for 2024 until there is a permanent contract in place.&nbsp; "If this can't be agreed on by the County then we'll need to discontinue service outside of the city limits on Feb. 20 at 11:59 pm. which is what we had said in December," said Underhill.

Underhill said that gives everybody more than enough time to fix their agreements or continue to operate at the $165,000 level. The commissioner added that's what the city budgeted to operate the Fire and EMS Services.....approximately $2 million for the year. "They need to pay their bills, and I don't want to discontinue service but last time I made a motion they came up with a check in four days. Hopefully they can do it again." The commission vote was four in favor with Commissioner Richard Pinaire abstaining.

The dispute over the amount the County should pay for EMS Services has now stretched out over several weeks.

Microsoft Teams will be a topic during the first Geary County Employee Task Force meeting of the year at 8 a.m. Wednesday.

HR Director Crystal Malchose told the Geary County Commission that County Clerk Courtney Gilbert would discuss the use of Microsoft Teams, which is accessible to all county employees that have a computer. Training will then be scheduled.

During a recent meeting with Nex-Tech on such topics as cyber-security the use of Teams was recommended to officials as the best way to get notices out.

&nbsp;A group of Junction City High School students learned what goes on behind the pharmacy counter during their visit to Kollhoff Pharmacy as part of the Medical Adventures program. About 10 students were welcomed by Kollhoff Pharmacy staff to spend an evening learning about the pharmacy profession. This has become an annual event for Kollhoff Pharmacy and the Medical Adventures group.

Students rotated through several experiences. They had the opportunity to practice prescription entry and fill a prescription. Next, they had a tour of the prescription compounding lab and learned to prepare some common formulations. Finally, students had the opportunity to learn the process of vaccine administration.

“We started the evening with a discussion of the diverse career opportunities within the pharmacy profession,” Sue Kollhoff, owner and co-CEO of Kollhoff Pharmacy said. “Then we demonstrated the different roles of staff in the prescription-fulfillment process, and explained other services our pharmacy provides such as unit-dose drug packaging, immunizations, medication review appointments, and custom prescription compounding.” Kollhoff explained how pharmacists work as part of the healthcare team to get the best outcomes for patients.

The Medical Explorers program began in 2016, as a way to increase exposure to occupations in the healthcare industry. “This is a great way for students to see the number of career opportunities available in Junction City,” Kollhoff said. “We are excited to educate our youth about the pharmacy profession.”

Kollhoff Pharmacy was opened in 2014 by pharmacists Sue and John Kollhoff. As the only family-owned retail and compounding pharmacy in the area, they have the ability to provide creative pharmacy solutions with compassion and skill. They provide services for people and pets and free delivery in Junction City and Chapman.

Approximately 350 people attended the Martin Luther King Jr. ceremony at the C.L. Hoover Opera House in Junction City on Monday. It included guest speaker, 12 year old Kenyon 'KJ' Ladson. His comments brought members of the audience to their feet with clapping and applause.

Two Coretta Scott King Awards were presented. Recipients included Daisy McTavish, an Army nurse during the Civil Rights movement and owner of Daisy Lou's Boutique, and Linda Gibson, of the House of Ruth in Junction City.

This was the 39th year for the Martin Luther King Jr. celebration in Junction City.

The rescue occurred Sunday, when Manhattan Fire Department crews responded to an elevator malfunction at the Hoeflin Stone House&nbsp; 1701 N. Manhattan Avenue, home to the university police department.&nbsp;

There were no injuries reported. The elevator is getting necessary repairs.

The Kansas Highway Patrol reported a 2009 Sterling snow plow driven by Joshua D. Resto, 41, Junction City,&nbsp;&nbsp;was plowing the roadway in300 block of K244 spur on half mile south of Kansas 57.&nbsp;

The rear tires started to slide on the snow and into the ditch and the vehicle rolled over.

EMS transported Resto to Via Christi Manhattan. He was properly restrained, according to the KHP.

The inclement winter weather once again has caused a change in the schedule for the Junction City Blue Jay basketball team.&nbsp;

The Blue Jays were set to travel to Spring Hill High School on Tuesday, to compete in the Spring Hill Invitational Basketball Tournament. Instead, due to Junction City and Spring Hill both being out of school on Tuesday, the tournament games have been moved to Wednesday, Jan. 17.&nbsp;

The Blue Jays will face Sumner Academy at 4:45 p.m. on Wednesday afternoon at Spring Hill High School. Junction City is 7-1 on the season, while Sumner Academy is 2-6.&nbsp;

Local Health Equity Action Team  provided over $19,000 in funding in 2023

There will be discussion about potential Devin Center renovations in 2024. During the recent Board of Education meeting the Superintendent of Schools, Dr. Reginald Eggleston, noted that there have been conversations about what the District Administration building could look like if renovations were undertaken.

Eggleston mentioned that a roof, parking and potential internal improvements such as upgraded carpeting, spacing in some areas, and another area for a Board room, and he posed the question what would it look like? Staff have been working on that issue. "If that becomes something we act on then we know we would need to move the District office over to ( the former ) Franklin Elementary School and while the renovations are taking place here ( Devin Center ) operations would occur there."

Eggleston added that's an item that will be brought to the Board's attention as officials move forward through the 2024 school year.&nbsp;

Questions such as whether the project is needed would have to be addressed and a lengthy process is anticipated before the Board makes any final decision. Eggleston plans to meet with the facilities committee to look at all of the details with information then being brought back to the Board as progress is made in discussion.

There were questions from Board members. One involved whether there has been or could be future discussion about whether the District should abandon the Devin Center and move operations to the former Franklin Elementary building, with the Superintendent confirming that could also be part of the discussion.

Also noted during BOE conversation was that little has been done to the Devin Center since the District moved into the building in the late 1980s.

Daphne Maxwell, Event Coordinator, discussed the motivation for Dr. King. "As a young man for him to accept and acknowledge that he had a special call on his life for ministry at an early age." King heeded that call and faith was his motivation.&nbsp;

The ceremony will be youth focused. Kenyon 'KJ' Ladson Jr., Fort Riley, will serve as the guest speaker for the ceremony. He is a youth minister and musician, and attends the New Church of the Living God in Junction City.

Other speakers will include Brewel Currie and Daphne Maxwell. The Coretta Scott King Award will be presented to two recipients that will be named during the ceremony.&nbsp;

The march that normally occurs downtown after the ceremony will not be held this year due to the cold weather.

Plans for the Martin Luther King Jr. Ceremony

There is no doubt that “winter” weather has arrived. The snow earlier in the week and now the frigid temperatures are going to take a toll on all of us. I have been in the “City” business for a number of years and “winter weather” is always a great challenge. Naturally we all want to be the top priority, but of course that is not the case. Regardless how much work City crews do, someone will always have other thoughts and opinions.

Last week I wrote about how everyone wants less in taxes, but yet wants the City to deliver more goods and services. From the beginning of the snow the Public Works crews went to work and stayed at it to address the road conditions. There were 4 different crews covering various portions of the City addressing the streets and moving snow and using salt as needed. Like most cities they begin on the arterial and collector streets and move out to other areas as time permits. With the blowing conditions some of the passes made by each unit had to be repeated a time or two as the wind kept blowing snow back on the streets. A large amount of salt was used and more has been ordered for future needs so that there is an adequate amount on hand. With just the arterial and collector streets there are about 144 lane miles of streets that are addressed. Public Works Director Ray Ibarra also rotates crews so that no one is working more than 12 hours, Yes some will say the employees need to be “out there” longer, but it is important to limit fatigue and the workers can be productive and also remain safe and lower the chance of accidents. These employees are citizens too and we want to ensure that they can go home to their families.

One solution of course would be to have more equipment and more employees, but that would mean more expense. Those expenses are then tied to the taxes we all pay.

The City offices were open each day. I have always felt the office needs to remain open as our job is to serve the public. To allow that to occur, member of the parks crews address the sidewalks and the concrete around the City buildings, so it is safe for the employees to get to work and also for anyone coming to the office. Ok, someone will say these employees could be out on the streets, but there were other duties that had to be done as well. I believe the employees did a great job and did so in a professional and responsible manner.

The cold temperatures are causing problems with some water meters and as normal in this type of weather, that will have to be dealt with. Again, I am proud of the employees as they work in less-than-ideal conditions.

We have had questions about what many call “Special Taxes” this week. Of course, these are Special Assessments and not a tax. A tax is levied by the governing body, but a Special Assessment is the result of an agreement between the City and the property owner at the time the Special Benefit District was approved. When the property sells, the assessment goes with it and to the buyer. Most of the Specials are 20 years in length and in a couple of years many of those in Junction City will be completed. Some buyers are surprised there are Specials on a property, but they all are recorded at the Register of Deeds office are discoverable during a title search.

The new City Planning Commission had their first meeting with hearings on zoning issues this week. This group was formed by the City Commission after the Metropolitan Planning Commission (MPC) was discontinued by Geary County. These 5 newly appointed commissioners did a great job dealing with the 7 different hearings.

Speaking of zoning, the City Planning Commission only deals with issues inside of the City limits as the City of Junction City doed not have any extra-territorial zoning. Any area outside of the City is handled by the Geary County Planning Commission as the County is zoned.

In checking out the forecast for the next week, it looks like we may get a break from the bitter cold, but still temps are well below average. Simply we all have to have to work though the issues, delays, cancellation and postponements. We will have a bit larger natural gas or electric bills, but we live with the fact that spring is around the corner.
