CLAY COUNTY —One person was injured in an accident just after 4:30p.m. Thursday in Clay County.

The Kansas Highway Patrol reported a 1999 Toyota Rav4 driven by&nbsp;Dean, David Michael Dean, 64, Clay Center, was northbound on Kansas 15 five miles north of Clay Center.

The SUV crossed left of center and struck a southbound 2008 Dodge Grand Caravan driven by Max Martin, 80, Clay Center. After impact, a southbound 1989 Freightliner semi driven by&nbsp;Aaron Michael&nbsp;Wulff, 49, Persia, Iowa, struck the Toyota.

EMS transported Dean to the Clay County Medical Center.&nbsp; The KHP reported no additional injuries that required transport for treatment. All three drivers were properly restrained, according to the KHP.&nbsp;

The JCHS Music Department received a $600 dollar check from the JC Breakfast Optimist Club this week to support their work with students.  Two hundred dollars each will go to the vocal, band and orchestra programs at the high school.

Optimists support JCHS music students

USD 475 has announced that Junction City High School, H.D. Karns, Junction City Middle School and Fort Riley Middle School JAG-K programs participated in the JAG-K State Career Development Conference in Hays.&nbsp; They qualified a total of 11 students for the National Career Development Conference.“I’m extremely proud of our students and all their hard work. They have bought into this program and exemplify what it means to be a teammate and a part of JAG-K at Junction City High School,” said James Denton, Junction City High School JAG-K Specialist.&nbsp;

By placing in the top-two at the state conference, students will now represent USD 475 at the national conference in St. Louis, Mo., on April 17-21.&nbsp;USD 475 students qualifying for nationals include: Noah Maldonado, Jonae Conover, Alani Burks, Jaden Exantus, James Lamar, Jae’lynn Dennard, Jackson Waters, Bethany Wells, John Seamans, Ruben Solis and Alisia Martinez.&nbsp;

Leading the way for the Blue Jays on Wednesday were Maldonado, Conover and Burks who wrapped-up competition first overall in the Project Based Learning Division. Wells of the H.D. Karns Innovations Academy also claimed state championship honors by placing first overall in the Career Preparation Division.&nbsp;As a team, the JCHS two program placed third overall, while H.D. Karns claimed second-place honors. Other highlights included junior Noah Maldonado being named the JAG-K State Vice President. 

In the middle school division, Junction City Middle School brought home runner-up accolades in Hays. The Wildcats saw Cayden Buchenau, Liliona Martinez and Ava Hammond earn second-place honors in their respective divisions. Fort Riley Middle School’s Annabelle Wahl, Gabriel Laureano Mendez and Natalie Jakubowski also had a strong showing in Hays posting a runner-up performance.&nbsp;

The second annual Geary County Youth Fundraiser 4-person scramble golf tournament will be held June 1st at Rolling Meadows Golf Course. There will be a shotgun start at 10 a.m. with an entry fee of $80 per player or $320 per team. The entry fee includes cart rental, course fees and lunch.

All proceeds will benefit Geary County Big Brothers / Big Sisters.

MANHATTAN, Kan. – In the United States, screens are everywhere.

Televisions, laptops, tablets, electronic bulletin boards and – of course – cell phones.

“Yet, what we know about positive childhood development,” said K-State Research and Extension child development specialist Bradford Wiles, “is that screens are not very helpful. Often, they are simply a mindless activity that doesn’t grow children’s brains or their social-emotional or physical development.”

Many healthcare authorities and pediatricians – among them the American Academy of Pediatrics – have published guidelines indicating children under age 2 should have no screen time, while everyone else should limit screen time outside of work or school to 1-2 hours per day.

Wiles, who has authored a K-State Research and Extension publication on the topic, says that there is an “opportunity cost” associated with screen time. “If you’re engaging in screen time, you’re not doing things that can help you with skill building in multiple domains – physical, mental and social.”

Screens, he said, are often substituted for babysitters, or a break for parents or other caregivers to get other tasks done.

“If that’s for a limited time, that’s fine; I understand the need to perform your household duties,” Wiles said. “You’re not harming your child by doing that, but be mindful of how much time is going by and do your very best to make up for that by being intentional in engaging with your children before and after screen time.”

Wiles is careful to indicate that technology, itself, is not the problem. “The problem is when you use that tool to isolate yourself or your children,” he said.

“If that tool is being used for engagement, then great. That is how children of all ages learn…through dialogue, discussion and shared experience. The ability to talk, and learn with and from each other is really a benefit to human development.”

Other things to keep in mind, according to Wiles, include:

Screen time should be severely limited for those under age 2 – ideally they should have none. Wiles said screen time is not nearly as stimulating as interaction with other humans. Spend time playing with young children instead.

Establish “screen free” zones in the home, including bedrooms. It may seem like punishment – and difficult to enforce – but the payoffs are great. If families choose to incorporate more screens into their lives, seek ways to use them in active ways, such as singing or dancing along to a favorite music video.

Tablets and smartphones may provide an opportunity for families to play interactive games, such as puzzles. Less-skilled family members learn more by asking questions, receiving instruction and getting feedback.

Decide in advance what you will view as a family. Avoid watching TV during meals or leaving the TV on for background noise. In addition, avoid texting or talking on a phone during meals or when outside with your family.

Leaders from multiple organizations ranging from the city and county to the public library met this week to talk about the future course for the community. They heard from author Peter Kageyama and discussed multiple ideas received from participants.

One idea for the future that received attention involved a proposal to bookend Grant Ave. from the Bramlage Skate Park to the boat ramp on the north near the Republican River. Clean up of the Skate Park was a topic.

According to Terry Butler, Vice President with Main Street, there will be an effort to reconnect with all of the people who attended to determine what they want to do going forward. Essentially that involves what happens next and who wants to participate in deciding on projects for future development.

Kageyama informed those at the forum about unleashing the power of citizen engagement and nurturing grass roots efforts.

Volunteers have been providing assistance in preparing the site for a new Food Pantry building at 7th and Clay in Junction City.&nbsp;

According to Buck Gibson with the Food Pantry, the Church of the Nazarene through&nbsp; their community outreach assistance program, helped remove a massive Elm tree from the new building site. The Food Pantry thanked the church outreach assistance program and Randy Heldstab (Heldstab Construction) for their efforts with this important community project.

There were 888 voters in Geary County during the Presidential Preference Primary Election. County Clerk Courtney Gilbert said that the election Tuesday went smoothly.

Joseph Biden Jr. led the Democrats with 242 votes. Marianne Williamson was second with 15 votes. For the Republicans Donald Trump received 469 votes while Nikki Haley was second with 88.

Provisional ballots will be canvassed March 25th.

When my wife and I went to vote last Tuesday, the polling station was nearly empty. One of the election workers told me it was the least busy election she’d ever seen, and as a political junkie, that did make me a little sad. Not sad enough to wish things had been entirely different, though.

Not that the results of the first state-wide presidential primary held in more than 30 years covered Kansas voters with glory. Overall, barely over 8% of all registered Democrats in the whole state participated, with the Republicans doing only slightly better, with not quite 11% turning out. Cleary, Kansas voters weren’t fired up by the choices available to them.

But then, no one expected them to be. President Biden and Donald Trump had already secured more than enough delegates to win their parties’ presidential nominations. So what substantive reason was there to participate, anyway? Why did my wife and I, along with thousands of others?

First, because the substantive results aren’t the whole story; sometimes, voters have symbolic goals in mind. Some Republicans wanted to run up Trump’s totals as show of support in the midst of all his legal penalties and controversies. (He received 75% of the Republican vote, which wasn’t a record.) And some Democrats cast protest votes as a way of communicating their disapproval of some of Biden’s policy choices. (About 10% of Democrats chose “None of these names”; Biden won 84%.) But second, there is also the civic value of the procedure itself.

True, the civic process of this primary election was pretty tame. Some, including Governor Laura Kelly, have talked wistfully about how they prefer the “energy and excitement” of the caucus system of selecting presidential delegates, with voters and activists and party leaders crowding into rooms at an appointed date and time, arguing and yelling, sometimes literally pulling on one another as supporters of different candidates line up and get counted.

I attended the Democratic presidential caucuses in Kansas in 2008 and 2016, and the Kansas Republican caucus in 2012, and I agree—the level of engagement on display there is appealing. But with blocks of voters shouting down their opponents, making the halls that parties rent out to handle the crush of voters who show up confusing and cacophonous, the process is alienating as well—and not good for those who are in the minority, yet still have a symbolic stand they wish to take.

In truth, caucuses emerged in the context of a more rural and spatially intact political environment; for all the direct democracy caucuses supposedly provide, in our more divided and urban social contexts, allowing for simple voting in a statewide primary makes more sense.

Except, of course, that if it comes down to just casting a ballot for a preferred candidate, you’re only going to get a large turnout if the results are expected to have an impact.

Moving the Kansas primary earlier in the election year calendar would make some difference; adding our state to the 16 others that vote on Super Tuesday, inching the country closer to an unofficial nation-wide presidential primary, might make even more.

Either way, though, I was glad for this primary, and I hope the legislature will organize it again in four years’ time. True, a straight-up primary vote isn’t an exciting, participatory democratic process, and this year was especially predictable. But giving citizens broadly the chance to democratically express themselves doesn’t have to be exciting; sometimes, it just needs to be.

Commissioner Richard Pinaire indicated he wants to know the cost of plans for possible projects including the Taylor Road interchange and a slaughter house. Pinaire said he wrote a letter seeking the information and did not receive a good response. He added that he was hopeful that his questions would get answers in the future. He also asked that people be allowed to speak on an item on the agenda in the future, even if it's not a public hearing. Pinaire noted that it makes more sense, and has been done in the past.

Commissioner Al Gordon said in the past week he has reached out to city staff and has not received a response or what he asked for on multiple occasions. Gordon said many people come to him because they don't feel like they have a voice or are heard. He said if he is being treated that way he could only imagine what his constituents and citizens feel in the community. Gordon called it unacceptable. "We signed up for these positions, we got into these positions so this is the call of duty. If you're not with it I think you need to resign or alleviate yourself from being in this position."

JC Post contacted City manager Allen Dinkel who addressed the cost issue by noting that there no plans for a slaughter house. The Taylor Road interchange including discussion of costs will come up at a future commission meeting. Dinkel confirmed that staff do respond too messages and inquiries. He noted Commissioner Gordon wants people to get the answer they want and not the right answer. The city manager added that the staff works for the City including all five commissioners, and not one.

Gordon talked with JC Post and noted that he is not looking for the answers they want but&nbsp; wants people to be answered. Gordon said he has reached out to multiple staff and has had constituents reach out but staff has not responded. "We want him to give an answer. I want full transparency."

During the months of September through May, the JC Breakfast Optimist Club recognizes one JCHS student as their Student of the Month. Students are nominated by their JCHS Academy teachers/staff and from those nominations, one name is sent forth as the Optimist’s Student of the Month to the club’s coordinator, Dana Wiegand. The student receives a certificate from the club and a $25.00 gift certificate from JC’s BBQ &amp; Grill. The March Student of the Month is Luke Nelson.

Luke’s mother, Melissa Bradfield, is a teacher at Spring Valley Elementary School. His stepfather MSG Eric Bradfield shared their pride in Luke’s how much they appreciate Luke for the person he is becoming. Melissa said, “Luke is fun and is doing well in school. We are so appreciative of the club’s recognition and for the people in this community.” MSG Bradfield stated that “he is a tanker and has served for 26 years.” The family plans to retire in Junction City.

Luke is a Sophomore at Junction City High School and is in the Science, Engineering and Health Academy. He has participated in football and track and is an Academic letter recipient.

Some of Luke’s teachers wrote that Luke personifies “The Optimist Creed” upon which the JC Breakfast Optimist Club Student of the Month is based. “He is hardworking, motivated and goal oriented as a student who knows what he wants in his life and his future. He is a witty young man, who makes sure there is never a dull moment with him. He brings a positive attitude and collaborative spirit to any room he is in. Luke has a love for learning and leaves not a single open space in the margins, between the lines, attached sticky notes, or any white space considered to be a viable location to take notes.”

Luke plans to attend the University of Michigan in Ann Arbor upon graduation.

Seven west side Junction City home properties were up for proposed annexation into the city Tuesday night but after hearing opposition and concerns from property owners the Junction City commission took no formal action on the ordinances, meaning the annexation proposals did not gain approval. Among the concerns were property owners already paying for years for city services that they did not receive. The entire problem dates back many years.

Comments from commissioners ranged from years ago the city ran out of money but now that there are funds corrections can be made, to doing the moral and lawful thing, to putting together a plan to go forward to extend utilities promised 20 years ago.&nbsp;

The properties involved included locations at 2707 Liberty Hall Road. 2701 Liberty Hall Road,&nbsp; 506 South Spring Valley Road, 604 North Spring Valley Road, 224 North Spring Valley Road, 2623Liberty Hall Road.&nbsp; 2508 and Glenn Dean Road.&nbsp;

Junction City Commission takes no action on annexation proposals

The newest building in the C.L. Hoover Opera House complex was the site of a ribbon cutting Tuesday afternoon. The Munson Arts Education Building is located at 131 W. 7th Street.

According to C.L. Hoover Opera House Co-Director Joe Markley, this project undertaken by Junction City Opera House Inc. carries a cost of just over $2.5 million. As of now most of the funds have been raised.&nbsp;

Markley confirmed that Michelle Munson was one of the major  contributors to the project and the building is named in honor of her parents, Chuck and Deanna Munson, and her grandparents Ralph and Bernice Munson.

Three $500 grants will go toward proposals outlined during a community forum Monday in Junction City.

One came from a group of Junction City High School students and included an idea for a burn pit for bonfires&nbsp; at the senior high school. Landscaping would be done by a gardening club at JCHS. The location on the JCHS property will be determined after a meeting with JCHS principal, G.G. Booth.

Thee second $500 grant will be used for a Did You Know campaign which inform the public online about Junction City facts.

The third grant for $500 will support a Growing Together idea for a community floral / fairy garden at the Montgomery Plaza on the north side of town.

Approximately 120 people participated in the forum.

As part of this effort Community leaders will meet Tuesday at 5 p.m. at the Munson Arts Education Building to talk about larger future community projects.

&nbsp; As we move into the major burning season for many of you, Geary County Rural Fire wanted to remind the public on how to contact us for burning along with the rules/regulations of burning. ALL CALLS FOR BURNING need to be called into 785-238-1290. All requests for burning will be the day of the fire and after 8am. Do not call any other number (including our personal cell phones.)

If we are not in the office: out on a calls, after hours and weekends; the phones are forwarded to the 9-1-1 Center. Please listen to the prompt. You will be instructed to dial either 1 or 0. They will take your information or the burn. If you call our cell phones, we have to transfer the information to someone who is logging the information down. 

The Sheriff Department no longer has anything to do with allowing burning after hours or weekends. DO NOT CALL THEM. Do not start your burn until you receive permission. State regulations and County Resolution states nothing to be started or added after dusk. We utilize the National Weather Service Topeka Office to help determine if it is Burn or NO Burn Day. You can see what we are seeing by going to:https://www.weather.gov/top/ Click on the part of Geary County that you want info on. It will bring up Local Conditions. Scroll to the bottom to Zone Area Forecast and click on Hourly Weather Forecast. It will show the next 2 day information for: temperatures; winds including speed, gusts, and direction; relative humidity, and predicted moisture for the next 2 days.

If the fire starts to get away from you, call 9-1-1. Don not call the office or one of our cell phones. That only delays the fire unit responses. Make sure you have enough personnel to manage the fire. You need more than one person to properly manage the fire. The best way to burn is to burn against the wind so the fire does not get away from you. Also make sure you have a good water source to help manage the fire. You should have plenty of water available.

Burn permit regulations in Geary County

An American Red Cross Junction City Blood Drive is scheduled this coming Thursday, March 21st and Friday, March 22nd at the Municipal Building Gymnasium, 700 North Jefferson Street.&nbsp; Thursday hours are 11:30 a.m. to 6:00 p.m. and Friday hours are 8:00 a.m. to 1:00 p.m.&nbsp;

Junction City Manager Allen Dinkel has confirmed for JC Post that six staff members of the Junction City Police Department have been put on administrative leave. It is a personnel issue so Dinkel did not name any of the staff members.

The city manager noted that complaints have been received about a hostile workplace. An outside firm is conducting an investigation and is talking to all police department employees.&nbsp; Dinkel expects to make a partial announcement on the matter in one or two days.

The city manager also made it clear that there's no reason to believe it's criminal.

Dinkel released a statement from the City on the matter. "The City takes concerns reported by its personnel seriously and is working to gather information to respond appropriately.  City policy requires confidentiality to the maximum extent possible under the circumstances.  Accordingly, we are unable to provide any details at this time.

Six JCPD staff members are placed on administrative leave

MANHATTAN - On Monday, March 18th, around 4:00 am, Riley County Police officers responded to a report of an aggressive dog in the northwest part of Manhattan.

Initially dispatchers at the Riley County Communications Center were told the dog had bitten a child.

When officers arrived on the scene they found a dog, which acted aggressively towards an officer, who discharged his firearm at the dog, as a defensive response to the dog's behavior.

City of Manhattan Animal Control personnel promptly took over care of the dog, transfer it to Kansas&nbsp;State University Veterinary Services for necessary medical attention.&nbsp;

After a thorough investigation of the situation, RCPD officers determined the reporting person was under the influence when they reported the incident.

The dog bite incident, referenced while speaking with dispatch, had occurred a year prior and the child was confirmed to be safe within the residence.

The dog is expected to recover from the injuries.&nbsp;

Due to this situation being part of a domestic violence situation, no additional details will be released.

Riley County Police Department wants to&nbsp;assure the public that they are committed to ensuring the safety and well-being of all residents, including valued animal companions.

Tyson urged people to contact their elected officials and ask the questions. Attend meetings, email, make phone calls and send text messages. "I think when you don't have that contact or you don't have that willingness to reach out because of whatever reason, I think that's when you start to get into the rumor mill." Tyson also noted he thought that "the rumor mill was not a good place to sit.

The commissioner encouraged the public to reach out and try to get the answer on their concerns.

"I want to tell people to trust the process, reach out and have that conversation, and try not to listen to the rumor mill because most of the time they're only getting 25-percent of the truth."
