When I first became City Manager here over 8 years, we continued with the weekly report we call the 5/15 Report. The purpose of the report at the time was to let the Governing Body know what was all “happening” in the City. Over the years this report has changed, and we now send the report to a number of people who request it and recently my portion of the report has been disseminated by the local media. &nbsp;I have changed my portion of the report over time to the point where I try to inform abut City issues or topics that are related to City Government. I used to do a weekly column in a “former life”, so I enjoy doing it this way.

We are going to continue to discuss more about the various City owned Utilities and this week begin with more on the wastewater or sanitary sewer division. &nbsp;I did find out last week that someone reads what I write &nbsp;as I received a question about regarding the wastewater utility. &nbsp;I told him he was a week ahead and I planned to cover that portion this week.&nbsp;

His question dealt with how wastewater rates are calculated. Last week I wrote about the improvements being made at the two sewer plants and this week the City Commission approved the low bid of more than $56 million to serve as contractor for the Phase II project. On top of that, engineering fees for the work that was done in design engineering and in the upcoming months for construction engineering and inspection are near the $9 million mark. We all can agree that is a lot of money and yes, the rates for that service come into play. In addition, funds&nbsp;are needed to do maintenance on older lines and manholes throughout the community. &nbsp; &nbsp; &nbsp;

Basically, wastewater or sewer rates are based on the amount of water that a resident or a business uses each month. That is based on the fact that most of the water that enters into the sewer collection system and then to the plants comes from water that is purchased from the City. So, for every gallon of water that is used, a gallon is also charged &nbsp;on the waste water side as well.&nbsp;

Now before you get excited and say “Hey Allen, that is not fair as I water my lawn, so I have an attractive home in the community. This helps City look like a more attractive place to live and work in” there is more to the “Rest of the Story”. &nbsp;Remember, I as well have a large lawn and yes, I do irrigate it as well. For residential customers the wastewater charge is set each April and remains at the same amount for the next 12 months. This rate is based on the average number of gallons &nbsp;of water used during the &nbsp;3 previous winter months. We can all agree all of the water used in the winter goes to the sewer plants. So, whatever your rate is in April it will be the same for the next 12 months. &nbsp;Nearly every City utilizes a similar system for residential accounts.&nbsp;

So, what happens to someone that is a new resident of Junction City? As you&nbsp;know&nbsp;that occurs quite often here in Junction City. &nbsp;That person or family has no water use to base the waste water rate on. &nbsp;In that case that account will be billed at the average amount of a residential customer that lives here. &nbsp;At the present time that is $56.17 per month. It will remain that amount until the next April and then it is recalculated on actual water usage for the 3 winter months.

Commercial customers rates are based on the actual amount of water used each month. &nbsp;Now there are some businesses who have a separate meter for irrigation. &nbsp;In that case that meter is not subject to wastewater charges, but the other meters for water in the building is.&nbsp;

The rate structure itself for all customers, residential or commercial and industrial, &nbsp;is the same. The base or minimum charge for any customer is $37.64 per month. &nbsp;Then a volumetric&nbsp;rate is charge based on water usage. &nbsp;That rate is 47 cents per 100 gallons. So, let’s do the math for a customer that used 5,000 gallons of water. &nbsp;Divide the 5K by 100 and you get 50. Multiply that by $.47 and that equals $23.50. &nbsp;Add that and the $37.64 and your bill will total $61.14. &nbsp;Remember, I said above the average residential amount in Junction is 56.17 so the average residential consumption of water per month during those 3 winter months is about 3,950 gallons. &nbsp;There is an old rule of thumb that water use per person per day is 50 gallons. &nbsp;So, in a 4-person household it is 4 x 50 x 30 days and that will bring you to 6,000 gallons per month per household. &nbsp;Of course, that is just an estimate so every household will vary some. &nbsp;When Paula and I had 2 daughters in sports in High school along with our youngest who was in pre-school, our average usage per person exceeded the 50 gallons per day.&nbsp;

Rates for commercial customers is the same but based on actual water use. We do have a few industrial customers where they are charge extra if they have a measure of Biochemical Oxygen Demand (BOD) or Total Suspended Solids (TSS). &nbsp;I am not going to go over the science, but these fees are added due to the quality of water the sewage plants will have to handle.

We have to remember we just to have only sewage go into the sewer system. &nbsp;So, we attempt to keep stormwater out of the wastewater system. There is no need to have those extra gallons enter the sewer plant. &nbsp;Remember are sewer mains are not a “closed system” as there are “entries” at every manhole. &nbsp;As with many other cities, we need to continue to address the manholesand other infrastructure, especially the older&nbsp;areas&nbsp;in the City.

No doubt wastewater is not real “glamorous”, but a very important component in the infrastructure of any City.&nbsp;

City of Junction City Five/Fifteen report

CLAY COUNTY—The driver accused in a fatal DUI crash that occurred just after 7a.m. Thursday in Clay County has been moved from the hospital to jail.

The Kansas Highway Patrol reported a 1998 Chevy Silverado driven by&nbsp; Jacob Tyler&nbsp;Zelinski, 27, Beloit, was&nbsp;was eastbound on U.S. 24 one mile east of Clay Center.

The pickup crossed the westbound lane, entered the north ditch and struck a 2001 Buick Park Avenue driven by Dale Hammond, 82, Clay Center, who was northbound on a driveway just North of U.S. 24.

Hammond was pronounced dead at the scene.

After the collision Zelinski fled the scene on foot. He was located and placed under arrest a short time later and transported to the Clay County Hospital. 

He is being held on requested charges that include Involuntary Manslaughter, Fail to stop at crash resulting in death, DUI, Expired registration, Fail to maintain a lane and Failure to wear seatbelt, according to the KHP.

Suspect in fatal hit-and-run moved from hospital to jail

RILEY COUNTY - The Kansas Department of Transportation(KDOT) will close the outside(right) lane of K-18 at the 56th Avenue exit ramp on Monday morning at 9:00 am.

Crews will be working near mile marker 183, near the Manhattan Regional Airport, and the exit ramp will also be closed during this project.

KDOT will remove a sign structure on westbound K-18, traffic will be stopped for approximately 10-15 minutes while crews move the sign.

Drivers are asked to pay attention to signage and traffic cones in the area, and expect delays up to 15 minutes through the area.

The project is expected to be completed by 1:30 pm on Monday.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone. To stay aware of highway construction projects across Kansas, go to&nbsp;<a href="http://www.kandrive.org/" target="_blank">www.kandrive.org</a>&nbsp;or call 5-1-1.&nbsp;

KDOT to close one lane of westbound K18 on Monday morning

TOPEKA — The leaders of Kansas State University and the University of Kansas endorsed legislation overturning a federal ban on collection of student-level data on higher education enrollment rates, degree completion and post-college success across institutions and majors.

Support from KU chancellor Doug Girod and KSU president Richard Linton coincided with a commitment from U.S. Sen. Roger Marshall, a Kansas Republican, to advocate for approval by Congress of a measure expanding availability of practical information for use by individuals deciding where to enroll in college.

The U.S. House approved a version of the College Transparency Act in 2022, but the U.S. Senate didn’t concur. On Monday, a bipartisan group of senators introduced a bill aimed at closing gaps in U.S. college data reporting.

“Families and students should have access to all relevant information as they consider their higher education opportunities,” Girod said. “The understanding of student success at universities and a comparison between the cost to attend a university and potential job placement and lifetime earnings are important factors in the value of a degree.”

Linton said the proposal enabling the National Center for Education Statistics to securely report privacy-protected, student-level data would be helpful to students and their families.

“As a land-grant university,” Linton said, “K-State strives to be accessible to all Kansans and the data this bill provides to students, families, universities and others will help tell a complete story of student outcomes.”

Marshall said the objective was to package and deliver information that wasn’t distorted by colleges or universities in a quest to attract students. He said distribution of skewed statistics in the recruiting process would be “immoral and unfair.”

The senator said it made sense to create a central repository of comparative information on graduation rates, average student debt and starting salaries for graduates of every college or university in the nation.

“Deciding whether to attend college or not is one of the biggest choices students will make in their lifetimes, and they should know what they’re getting into before making that choice,” Marshall said. “I’m proud to support this bill and help empower students to make the best possible choice to meet their career goals after high school and beyond.”

Under the new bill introduced by U.S. Sens. Tim Kaine of Virginia, Bill Cassidy of Louisiana and Elizabeth Warren of Massachusetts, the National Center for Education Statistics would be responsible for securely storing student information, working with other federal agencies to generate post-college outcomes reports and presenting summary information on a public user-friendly website.

Information shared by NCES, which is part of the U.S. Department of Education, would allow students to compare colleges and academic programs while also aiding lawmakers attempting to improve U.S. higher education and support businesses searching for sources of potential employees.

Congress has weighed legislation for a half-dozen years that would remove a ban on implementation of a federal data system to track&nbsp; movement through higher education and into the workforce.

Some private colleges have opposed a federal mandate on disclosure of information on a national scale and some federal lawmakers have been skeptical of government prying into the lives of Americans. More than 150 higher education organizations and other groups have endorsed some form of a college transparency law.

In 2022, the U.S. House — not the U.S. Senate — attached a higher education transparency amendment to an economic development measure. The House sought to require systematic reporting of student enrollment, persistence, transfer and completion for all programs and degree levels. Data would have been disaggregated by demographics, including race and ethnicity, gender and age.

In addition, the House’s version would have enabled the Department of Education to share limited data with the Internal Revenue Service and Social Security Administration to calculate postgraduate outcomes, including income and career prospects.

KSU, KU leaders endorse broader federal reporting on post-college success data

The Geary County District Court will be closed for the morning of June 9th, from 8:00 am to 12:00 pm for staff training.

The court will reopen for normal operations in the afternoon.

Junction City Little Theatre

This weekend will be your last chance to see&nbsp;Joseph and the Amazing Technicolor Dreamcoat at the C.L. Hoover Opera House, located at 135 W. Seventh Street in Junction City.

Join the cast of Junction City Little Theatre, with the help of music from Andrew Lloyd Webber and lyrics by Time Rice, in a show told entirely through song with the help of a main character narrator, the musical follows preferred son Joseph. After being sold into slavery by his brothers, he ingratiates himself with Egyptian noble Potiphar, but ends up in jail after refusing the amorous advances of Potiphar’s wife. 

While imprisoned, Joseph discovers his ability to interpret dreams, and he soon finds himself in front of the mighty but troubled, Elvis-inspired, Pharaoh. Joseph’s solution to Egypt’s famine elevates him to Pharaoh’s right-hand man and reunites him with his family.

Based on the "coat of many colors" story within the Bible's Book of Genesis, take a wild journey with Joseph through Ancient Egypt as he and other characters navigate the feelings of love, betrayal, acceptance and revelation.&nbsp;

Showtimes include Friday and Saturday performances at&nbsp; 7:30 p.m. with a matinee show on Sunday at 2:00 p.m.&nbsp;

CLAY COUNTY—One driver died and law enforcement arrested the other driver involved in an accident just before 7a.m. Thursday in Clay County.

 After the collision Zelinski fled the scene on foot. He was located and placed under arrest a short time later and transported to the Clay County Hospital. Zelinski was also not wearing a seat belt, according to the KHP.

FORT RILEY - On Saturday, Fort Riley wrapped up the Month of the Military Child with Kid's Fest at the Riley Community Center.

Since 1986, April has been designated as the Month of the Military Child by the Department of Defense, honoring the commitment and sacrifice made by military children.

Children of military service members typically experience frequent moves and parent with busy training schedules and deployments.

Activities for children of all ages, and static displays with the Commanding General's Mounted Color Guard, a Bradley armored vehicle and the Fort Riley Fire Department were available for exploration.

Just before 2p.m. Wednesday, officers filed a report for theft in the 900 block of Pierre Street in Manhattan.

A 67-year-old man reported a package that was delivered to his front porch containing an FM transmitter was stolen. 

The estimated total loss associated with this case is approximately $5,300. RILEY COUNTY—One person was injured in an accident just after 1p.m. Wednesday in Manhattan.

According to the Riley County Police Department activity report, a 2013 BMW 535 driven by Braylee Santana , 29, Manhattan, was northbound on Anderson Avenue from Garden Way.&nbsp;

The car and a bicycle ridden by Frances Swan, 72, Manhattan, entered the intersection at the same time. First responders found Swan&nbsp;laying in the road at the intersection. 

EMS transported Swan to Via Christi for treatment of hand and leg pain. The RCPD released no additional details.

RILEY COUNTY—Authorities are warning residents of a COVID test scam, according to the Riley County Health Department.

If you receive COVID tests in the mail that you did not order, throw them away. 

Scammers are using these mailed tests to target Medicare recipients. When you mail the test back, the scammers steal Medicare information and submit false claims. 

If you would like a COVID test, Riley County Health Department still offers them free of charge. Residents warned to throw out unsolicited COVID-19 tests

On Wednesday Junction City High School announced the hiring of three new coaches.

&nbsp;Shambrea Steele, JCHS's new J-Stepper head coach, is currently finishing up her student teaching in Wamego, KS and will graduate this May from Emporia State University with her bachelor's degree in elementary education. Steele will begin teaching this fall for USD 475 as a kindergarten teacher at Seitz Elementary. 

“I cannot wait to start getting to know the dancers and get back to sharing my passion for dancing with our team," Steele said.&nbsp;

&nbsp;JCHS graduate Aryus Jones is the new Blue Jays wrestling coach. Jones currently teaches and coaches at Blue Valley High School in Overland Park, KS.

&nbsp;“I am very proud to be home in Junction City once again. This is truly a childhood dream of mine to be able to return to my city and lead young people into successful futures. I have coached and wrestled all over the country but there is no place like JC. This community is a big part of who I am today and I am truly blessed and beyond excited to get to work with athletes and students. Go Blue Jays!”

After graduating in 2017 from JCHS, Jones went on to wrestle at Fort Hays State University. Jones was formally ranked 7th in the nation of NCAA Division II, 2020 NCAA Championship qualifier (COVID cancellation year), 3x Academic All-American. 

Jones received his bachelor's degree in criminal justice and is currently finishing up his master’s in special education. Jones will be teaching in the special education department at JCHS at the start of the 2023-2024 school year.&nbsp;&nbsp;

Conor Reilly is the new Lady Jay basketball coach. Reilly has been the head women’s basketball coach at Hutchinson High School where he has focused on building a reputation for creating a positive, supportive, and disciplined team environment. 

 “Throughout my time as head coach, my teams have gone 52-32. I am incredibly proud of the progress we made together and the many accomplishments we achieved. Through hard work, dedication, and a relentless focus on growth and improvement, we became one of the top teams in the league. I look forward to working with the Lady Blue Jays and building something special in Junction City.” 

Reilly holds a bachelor's degree in education from Bethany College and a master's degree in administration from Fort Hays University. Reilly will begin teaching in the Social Studies Department at JCHS at the start of the 2023-2023 school year.&nbsp;&nbsp;

JCHS announces new coaches

The Junction City Main Street Market's inaugural kick off event is this Saturday, May 6, from 8:30 a.m. to 1:30 p.m. in downtown Junction City. I sat down for a conversation with Michaela Joyce, executive director for the Junction City Main Street program, to find out what types of vendors will be showcased at the market and to hear about the other ways the Junction City Main Street program is fostering connection and town pride within the Junction City community.

Joyce said the market is made possible thanks to the support of the Junction City community, and both the Kauffman Heartland Challenge grant and the Kansas Office of Rural Prosperity.&nbsp;

"The Kauffman Heartland challenge grant is a way to bring out a lot of the home based businesses we have in the area," Joyce said. "We have a lot of military spouses that have home based businesses, because it's easier to take those and travel if they have to move in a couple years. But we wanted to have an opportunity for them to expand a little bit and start their journey as entrepreneurs."

Since Joyce is the only full-time paid employee for Junction City Main Street, someone needed to be brought on to help manage the weekly market.&nbsp;

"The Kansas Office of Rural prosperity essentially pays our market manager, Autumn McGuffey, she'll be there every single Saturday,” Joyce &nbsp;said. "The market is going to be partially a farmers market, so produce, bread, eggs, and then we are also having a makers market which will bring local entrepreneurs, crafters, artists, designers and much more to our downtown scene."

Joyce also said that each market event will feature a different theme and "micro event" tied into the overall weekend.&nbsp;

"Our first theme on May 6 is tied to our taste of culture," Joyce said. "We wanted to highlight some of the cultural diversity we have here and along with that comes food diversity. Alongside the market, there will be some food vendors set up representing food from all over the all over the world.&nbsp;&nbsp;

Joyce said market goers, community members, or those simply stopping by Junction City can purchase a food tour passport on the<a href="https://junctioncitymainstreet.org/event/international-food-tour/"> Junction City Main Street website</a>. Passports are $10/per adult and $5/per child 12 and under up to the day of the event.&nbsp; The food tour will run from 10 a.m. to 2 p.m. on May 6.&nbsp;

Joyce said there will be a limited number of passports available on the day of and will increase to $15/per adult and $10/per child 12 and under.&nbsp;

It was the 164th birthday of Junction City, Kansas, and just a few days before Valentine’s Day. Community members, business owners and artisans gathered at the corner of Eighth and Washington Street for the unveiling of the newest&nbsp; JC statue titled: The Origin Story of Junction City.

"We received a $10,000 grant to place 10 statues throughout our downtown. And each of those statues is supposed to represent some kind of different theme related to Junction City," Joyce said. "The statue located at the corner of Eighth and Washington Street was placed in front of central bank, because it is one of the longest standing, same business running in downtown. So it's been central bank since that building was built."

There are four additional JC statues in Junction City. They can be found in Heritage Park, Veterans; 7th and Washington Agriculture and Ranching; 8th and Jefferson, Cultural Diversity (not yet permanently installed pending possible parking lot renovation); 9th and Washington, “9th Street District.”

Community members, business owners and artisans gathered at the corner of Eighth and Washington Street for the unveiling of the newest&nbsp; JC statue titled: The Origin Story of Junction City."We received a $10,000 grant to place 10 statues throughout our downtown. And each of those statues is supposed to represent some kind of different theme related to Junction City," Joyce said. "The statue located at the corner of Eighth and Washington Street was placed in front of central bank, because it is one of the longest standing, same business running in downtown. So it's been central bank since that building was built."There are four additional JC statues in Junction City. RILEY COUNTY—Law enforcement authorities are investigating a Manhattan woman on drug charges after an arrest.

Just before 7p.m. Tuesday, police made a traffic stop near the intersection of S. 5th and Houston Streets in Manhattan, according to the Riley County Police Department activity report.

After officers found meth, the driver, later identified as 39-year-old Nichole Costley of Manhattan gave officers a false name.

Officers arrested her on requested charges of possession of meth, possession of drug paraphernalia, driving while suspended, and interference with LEO. Costley was issued a total bond of $8,000. Costley was also arrested on her Shawnee County District Court warrant for possession of an opiate, opium, narcotic, or certain stimulant and possession of drug paraphernalia. She was issued a total bond of $3,500 and is no longer in custody.

JUNCTION CITY- Konza Prairie Community Health Center is offering low-cost sports physicals during May through August, at the Junction City clinic located at 361 Grant Ave, for $20 or a donation of five cans of food.

Appointments are required and are open to all youth who need a sports physical to participate in athletics. Call 785-238-4711 to schedule an exam.

During the sports physical, a Konza medical provider will:

● Review the athlete’s health history

● Review immunizations to ensure they are up-to-date

● Provide a sports physical exam to determine if the athlete can safely participate in their chosen activities

“All school athletes are required to get an annual sports physical before they may participate. We want to expand community access for healthcare overall, providing reduced price sport physicals is just one way to do that,” said Danielle Hallgren, CEO of Konza Prairie Community Health Center. “We want to make the process easy for families so kids can get out there and play.”

The library’s 2023 <a href="https://jclib.org/">Summer Reading program </a>for all ages, All Together Now, will launch on Saturday, May 6 from 8:30 a.m. to 2:00 p.m. at the new Main Street Market.&nbsp;&nbsp;The library booth which will be located at 8th&nbsp;and Jefferson Streets and will feature games, take and make bags and other activities.&nbsp;

There are reading programs for all ages and families will be able to sign up at the kickoff or at the library which will be open for regular business that day.&nbsp;&nbsp;This includes the programs for preschoolers, grade schoolers, teens and adults.&nbsp;&nbsp;It will also include registration for parents, grandparents, etc. for the brand-new Bedtime Book Club where titles read to kids will count toward your adult reading goal.&nbsp;

Anyone who stops by the library booth will get a goodie bag loaded with fun stuff and information.&nbsp;&nbsp;Everyone will also get a coupon to pick up a free popsicle at that library.&nbsp;&nbsp;While there they can also register for summer reading, sign up for the summer programs, and get a library card if they don’t already have one in their pocket.

DBPL Summer Reading Program ready to go

GEARY COUNTY - On Tuesday, May 16, 2023, Ebert Construction will close the existing Old U.S. Highway 77, which currently provides access to Fort Riley's Park Gate.

The newly constructed intersection will be opened .25 miles north for use by travelers to access the new alignment of Old U.S. 77.

Minor delays should be expected as the new road and intersection are completed.

The project is scheduled to be completed in October of 2023, weather permitting.

The JCHS Jazz Band, led by Jared Morris, provided music as teachers, paraeducators, administrators, retirees,&nbsp; those who had previously retired from USD 475, community members and donors were welcomed to the Geary Community Schools Foundation’s 17th Annual Celebration of Teaching Monday&nbsp; at the Junction City Courtyard by Marriott.&nbsp; Justin Aaron, JCHS Class of 2006, and finalist on NBC’s The Voice last season gave the invocation and provided an inspirational song.

Following dinner, Phill Canty, JCHS Class of 1983 and CEO and Founder of Creative Solutions for Youth, LLC, spoke on the impact teachers, a coach and others had on him. Local teachers mentioned were Ligia Paquette, Miss Harmon, and Ruby Stevens. He said “Ruby Stevens once asked me what I wanted to do with my life. I responded that I wanted to be a reporter and work in the media. She set up an interview with Otis Scroggins” and that was the start of learning how to interview people. “I have interviewed two Presidents of the United States, Beyonce, Jay-Z and others having studied at Kansas State University. It’s about the small thing’s teachers do that can have an impact on a student for their entire lives.” He concluded with some thoughts about what we all need in our lives to achieve happiness and grow. Some of those thoughts included: having respect for others; supporting and giving support to others; being cared for and caring for others; being safe and providing safety; to be loved by others and loving others”.&nbsp; Canty currently works as a radio personality and sports analyst for the Washington Commanders NFL football team

Dr. Deb Gustafson, USD 475 Associate Superintendent and Dr. Reginald Eggleston, USD 475 Superintendent presented 12 licensed staff and 8 classified staff who will retire at the end of the current school. Margie Pinaire, Executive Director of the Geary Community Schools Foundation presented scholarships to those who applied for the Devin Family Teacher Scholarship; Ron Shandy Memorial Teacher Scholarship; Geary Community Schools Foundation Teacher and Paraprofessional Scholarships and the Kansas State University Award from the KSU College of Education.

At the end of the celebration, 17 teachers were randomly chosen to receive $100.00 from the Geary Community Schools Foundation. Dr. Eggleston closed the event by thanking the staff and the Geary Community Foundation.

Geary Community Schools Foundation Celebrates Teachers

RILEY COUNTY—Law enforcement authorities are investigating an attempted car theft and crash in Manhattan.

Just after 2:30a.m. Tuesday, officers responded to the report of a crash in the 2600 block of Farm Bureau Road in Manhattan, according to the Riley County Police Department activity report.

At the scene, officers found a 43-year-old man whose 2014 Dodge Ram was stolen while he was working in an attached trailer. 

The man was able to step out of the trailer as the truck and trailer drove away. After traveling a short distance, the truck hit a speed limit sign and stopped. 

The suspect driving the truck, later identified as 28-year-old Jesus Blanco then ran north on Linear Trail.&nbsp;

Officers found Blanco walking back toward the scene on Linear Trail. He was found to be intoxicated. Police arrested him on requested charges of theft and driving while under the influence. He remains confined in the Riley County Jail with a total bond of $9,000.

After taking a week off to allow me to share my thoughts and experiences on tornados and natural disasters, I am moving back to the discussion on the various City utilities. Even though we may have more comments regarding the water utility at some time in the future, this week we are going to move wastewater. Yes, maybe not the most “glamorous “subject, but yet one that is of major importance to any community.

As I mentioned in the with water, the wastewater infrastructure is below ground and often “Out of Site and Out of Mind”. That is until, there are issues. When the toilet doesn’t flush or when there is a backup in your house, we all naturally are concerned. Just as with the water distribution lines, we have sewer collection lines that are newer and made of PVC Plastic, however there are older sewer mains made of clay of other materials. There is nothing wrong with these older pipes, but over the years they may crack and are not like they were when they first were installed. For the most part, any sewer main that was install since the mid-70’s are PVC.

The older day lines are located for the most part in the older areas of the City. In this area there are more and older trees. Over the years, these roots have entered into the sewer lines at joints or where there is a crack. Not these are not big thick roots, but normally groupings of tiny root “hairs. Naturally they cause the sewer lines to have less flow. When roots are found in a sewer lines they can be removed with a “circular saw” that is a “Root Cutter” In recent years, the City has had

chemical root control done in areas where “roots” are a problem. In newer areas of the City the PVC pipe is more resistant to roots, plus not as many trees have been planted near the sewer lines.

As I mentioned above, we can’t see sewer lines as they are in the ground. Over the past five or so years we have had a company hired to clean all of the sewer lines in the City and at the same time they used a camera to take a video footage of the inside of the lines. This has allowed better location of the sewer mains, but also helps to identify if there are any issues with the line. This then allows the Public Works Department to know which areas need maintenance on a routine basis.

You have heard it said the “Water can go uphill, but sewage goes downhill’. Since water is “pumped and there is a pressure of a full line it can go up and down the hills in Junction City. Sewer on the other hand, has to go downhill. This means the sewer main lines are buried much lower than water mains. If you have a basement underneath your house, the sewer line must be lower than any drain in your basement. As the sewer lines always has to continue to slope downward. In some areas of the City, we have lift stations that pump or “lift the sewage to a point where it can gravity flow once again. So, in many cases to replace older sewer lines, it is more difficult than water lines due to the depth and the need to maintain a “downward” flow.

Junction City is different than any City in the State with a population of at less than 75,000 people that has two sewer plants. One is located on Grant Avenue and the second is located in the far southwest portion of the City to the south of Interstate 70. As I understand this plant was put in place when a sausage manufacturing plant was located here. Even though there is other sewage that flows to the southwest plant the “lion’s’ share is from the plant. Having two plants also means twice the overhead. That means more costs. That is not necessarily a bad thing as this industry creates many jobs and provides many benefits to the City. Simply to bring industry and jobs to this community, there has to be investment in the infrastructure. Both plants treat the sewage and then water is released to the rivers. The East Plant water enters the

Republican River, and the Southwest Plant water is pumped into the Smokey Hill River. Of course, the two rivers merge on the east side of the City to together to form the Kansas River. This water of course has to meet environmental standards.

In recent years, just like with the Water Plant, the City has embarked on making needed improvements that in some cases had been “put off” in the past or need to be done so that Federal and State requirements are met. Presently the City is under a mandate or a “Consent Order” from the Kansas Department of Health and Environment (KHDE) to make improvements to allow requirements to be met. Phase I of the sewer plant improvements was recently completed and now we are moving on to Phase II. The City Commission will be reviewing the bids at their next meeting with the apparent low bid to be over $56 Million. On top of that there were engineering costs in design and then in construction engineering and inspection that will near the $9 Million dollar mark. Simply, not cheap, but must be done. Unfortunately, that has caused the need to look at the sewage rates and adjust upward accordingly. Simply, “It Is What It Is”.

Also, we need to look at the collection system and identify areas where improvements are needed. Again, this is a combination of aging infrastructure and maybe some deferred maintenance in the past.

From Allen Dinkel, City ManagerAfter taking a week off to allow me to share my thoughts and experiences on tornados and natural disasters, I am moving back to the discussion on the various City utilities. Even though we may have more comments regarding the water utility at some time in the future, this week we are going to move wastewater. Yes, maybe not the most “glamorous “subject, but yet one that is of major importance to any community.As I mentioned in the with water, the wastewater infrastructure is below ground and often “Out of Site and Out of Mind”. That is until, there are issues. When the toilet doesn’t flush or when there is a backup in your house, we all naturally are concerned. Just as with the water distribution lines, we have sewer collection lines that are newer and made of PVC Plastic, however there are older sewer mains made of clay of other materials. There is nothing wrong with these older pipes, but over the years they may crack and are not like they were when they first were installed. For the most part, any sewer main that was install since the mid-70’s are PVC.The older day lines are located for the most part in the older areas of the City. In this area there are more and older trees. Over the years, these roots have entered into the sewer lines at joints or where there is a crack. Not these are not big thick roots, but normally groupings of tiny root “hairs. Naturally they cause the sewer lines to have less flow. When roots are found in a sewer lines they can be removed with a “circular saw” that is a “Root Cutter” In recent years, the City has hadchemical root control done in areas where “roots” are a problem. In newer areas of the City the PVC pipe is more resistant to roots, plus not as many trees have been planted near the sewer lines.As I mentioned above, we can’t see sewer lines as they are in the ground. Over the past five or so years we have had a company hired to clean all of the sewer lines in the City and at the same time they used a camera to take a video footage of the inside of the lines. This has allowed better location of the sewer mains, but also helps to identify if there are any issues with the line. This then allows the Public Works Department to know which areas need maintenance on a routine basis.You have heard it said the “Water can go uphill, but sewage goes downhill’. Since water is “pumped and there is a pressure of a full line it can go up and down the hills in Junction City. Sewer on the other hand, has to go downhill. This means the sewer main lines are buried much lower than water mains. If you have a basement underneath your house, the sewer line must be lower than any drain in your basement. As the sewer lines always has to continue to slope downward. In some areas of the City, we have lift stations that pump or “lift the sewage to a point where it can gravity flow once again. So, in many cases to replace older sewer lines, it is more difficult than water lines due to the depth and the need to maintain a “downward” flow.Junction City is different than any City in the State with a population of at less than 75,000 people that has two sewer plants. One is located on Grant Avenue and the second is located in the far southwest portion of the City to the south of Interstate 70.
