Kim Baldwin, McPherson County farmer and rancher We’ve arrived at another intersection of old and new. A time where we say goodbye to one year while also welcoming another. The singing of “Auld Lang Syne” has been sung, well-wishes have been said, and new goals have been declared. This is also a traditional time of reflection. Whether it’s looking back at the best movies watched, the total number of books read, the overall amount of rainfall measured or the number of acres acquired, we all have something to reflect on from the past year.&nbsp; So many of these reflections tend to gravitate toward numbers as the form of official measurement. Understandably, it’s a fairly easy way to look at a specific period of time and determine the wins and losses; the things that worked and the things we learned from during a year. On our farm, we take many numbers and create many charts and graphs to measure a variety of aspects from the year. From fuel prices, household expenditures, rainfall totals, market changes, sales, purchases and so much more. We can and do create visual measurements throughout the year, which allow us to reflect on a variety of areas.&nbsp; To be honest, the visual measurements, while appreciated, sometimes only provide a small glimpse into the overall area being measured and reflected upon. Some of the things we reflect on might highlight one’s strengths or weaknesses or areas for improvement, while other reflections remind us that we have minimal control. If anything, 2022 has reminded me that measurements and assessments don’t always tell a complete story when it comes to reflecting on one’s declared victories or admitted defeats at the end of a year. Numbers might look good and the means of measurement at a given point might suggest an anticipated positive outcome. But if the rain doesn’t fall, or if it falls all at once, or a windstorm blows through, or hail hits, those numbers and outcomes change in an instant. While I generally declare goals at the start of a new year, I have learned over time I won’t have a hard start and stop time with a straight line in between for the sake of measurement. If needed, adjustments will be made along the way based on routine reflections to help me get to where I want to be.&nbsp; And yes, while we have arrived at another intersection of an old year and a new year, we must recognize that there’s traffic coming from multiple directions. In reality, it is how we react and adjust while mindfully reflecting throughout the year which will allow us the opportunity to continue to move forward, getting closer to our ultimate goals.

Sen. Jerry Moran has announced that the recent omnibus spending contained a 4.6% pay increase for military personnel. "From a local point of view a couple of appropriation items in that bill. One additional dollars to work on the electric grid at Fort Riley but even of greater significance perhaps is money to begin the planning and design of new barracks at Fort. Riley."

Moran thought that for the first time during his time in the U.S. Senate the increase in defense spending exceeded the increase in domestic spending, non-defense spending." Meaning that there was a greater percentage increase in support for our military for defense and veterans than there was in all the other things we spend money on."

Omnibus spending bill provides support for the military

On December 30th at 8:54 p.m. Geary County Sheriff’s Deputies responded to a residence on Humboldt Creek Road for a pre-teen with a gunshot wound.&nbsp; During the investigation it was revealed to Deputies the victim received his wound as an older sibling was attempting to clear a firearm, the firearm was discharged and the victim was struck in the shoulder.&nbsp; 

The victim was transported by ambulance to Via Christie Hospital where he was treated for what appeared to be a non-life threatening injuries.

This incident appears to be accidental and is still under investigation.&nbsp; The Sheriff’s Office will release more information when/if anymore becomes available.

As the year comes to an end Junction City Manager Allen Dinkel looks back in his 515 report at all of the public improvements that have been completed or are still underway. First of all, it is a good sign that the City has moved from the “depth of the debt issues” and the City can afford to make infrastructure improvements. 

Phase II Improvements at the water plant and at the Spruce Street Tower and underground storage tanks have been underway for about 15 months. They have already had to extend the amount of time for that project since getting equipment for the project has also became a challenge. In water distribution, there is a $1.2 million water line and valve replacement project underway and there will be more phases done in the future as they address other portions of the City. They are starting in areas where they have had the most problems. The goal of course is to have less problems in the future.

In the storm water area, there has been a project on Eisenhower along with an erosion problem between the water plant and the Parks Department building. The latter is not a cheap project but the damage being caused would be much worse.

RILEY COUNTY—Law enforcement authorities are investigating a case of alleged financial crime in Manhattan.

Just before 10a.m. Wednesday, officers filed a report for forgery in the 700 block of Poyntz Avenue in Manhattan, according to the Riley County Police Department activity report.

USD 383 -Manhattan-Odgen schools reported a $10,832 check they wrote to Thermal Comfort Air, Inc. was altered by a 25-year-old woman who attempted to cash it at Landmark National Bank in Manhattan.

Police released no additional details early Thursday.

Bob Story is excited to begin serving on the Junction City Commission. He has been appointed by fellow commissioners to fill out the remaining year of Nate Butler's term. Butler is stepping down to serve in the 68th District seat in the Kansas House.

"It is something that I've always considered doing, " said Story. He feels the city commission involves the leaders of the community that have the focus of direction. "When I was with the city before we had a good group and I saw a lot of positive things and just want to keep that stuff going."

On future priorities Story noted, "Making sure the city looks good. Making sure that Junction City is just as good as it can be."

Story, who is a former Junction City police chief,&nbsp; plans to attend his first meeting as a commissioner in mid-January.

MANHATTAN, Kan. (AP) — Edward Seaton, a longtime Kansas newspaper publisher who served as the Pulitzer Prize Board's chair and advocated for international press freedom, has died. He was 79.

He died of natural causes Monday night at his home in Manhattan, his son, Ned, who followed his father as publisher of The Manhattan Mercury,&nbsp;<a href="https://themercury.com/news/seaton-publications-chairman-edward-seaton-dies-at-79/article_10ff9df4-a0b8-5332-ad03-6da140609293.html">told the newspaper.</a>&nbsp;Edward Seaton was chairman of Seaton Publications at the time of his death.

He became The Mercury’s publisher and associate editor in 1969 and its editor-in-chief in 1981. His grandfather had bought the paper in 1915, and his father, uncle and brother were publishers.

Ed Seaton spent much of his career working for democracy and press freedoms, particularly in Latin America. He was president of the Inter American Press Association and of the American Society of Newspaper Editors. He served nine years on the Pulitzer Prize Board.

He and his family built a group of affiliated media companies in Kansas, Colorado, Nebraska, South Dakota and Wyoming. He was inducted into the Kansas Newspaper Hall of Fame in 2013.

He earned a bachelor’s degree with honors at Harvard College in 1965 and was a Fulbright scholar in Ecuador. He also did graduate work in journalism at the University of Missouri.

Born Feb. 5, 1943, in Manhattan, he began his journalism career as a reporter and copy editor at the Louisville, Kentucky, Courier-Journal.

 </figure>MANHATTAN, Kan. (AP) — Edward Seaton, a longtime Kansas newspaper publisher who served as the Pulitzer Prize Board's chair and advocated for international press freedom, has died. He was 79.He died of natural causes Monday night at his home in Manhattan, his son, Ned, who followed his father as publisher of The Manhattan Mercury,&nbsp;<a href="https://themercury.com/news/seaton-publications-chairman-edward-seaton-dies-at-79/article_10ff9df4-a0b8-5332-ad03-6da140609293.html">told the newspaper.</a>&nbsp;Edward Seaton was chairman of Seaton Publications at the time of his death.He became The Mercury’s publisher and associate editor in 1969 and its editor-in-chief in 1981. His grandfather had bought the paper in 1915, and his father, uncle and brother were publishers.Ed Seaton spent much of his career working for democracy and press freedoms, particularly in Latin America. He was president of the Inter American Press Association and of the American Society of Newspaper Editors. He served nine years on the Pulitzer Prize Board.He and his family built a group of affiliated media companies in Kansas, Colorado, Nebraska, South Dakota and Wyoming. He was inducted into the Kansas Newspaper Hall of Fame in 2013.He earned a bachelor’s degree with honors at Harvard College in 1965 and was a Fulbright scholar in Ecuador. He also did graduate work in journalism at the University of Missouri.Born Feb. 5, 1943, in Manhattan, he began his journalism career as a reporter and copy editor at the Louisville, Kentucky, Courier-Journal.

Junction City December anniversaries recipients are honored

Optimists make donations in Junction City

Cesar Martinez, Junction City High School Orchestra Director, was the guest of the JC Breakfast Optimist Club on December 28. He represented the JCHS Music Department.

Mr. Martinez, who is originally from Honduras, told club members that he came to JCHS from Mississippi so he could teach students in the string program. “This is my dream job”, he said.

While growing up in Honduras, his father was a singer and Cesar and his siblings played the violin. After four years of playing the violin, Cesar decided he wanted to play a different and unique instrument. He chose the oboe. “An oboe is a very expensive instrument, and the player must make (or have made) the double reed used to play the oboe. Reeds are affected by temperature changes and other conditions, which adds to the challenge of playing the oboe. But that is my favorite instrument.”

Not only is Mr. Martinez in charge of the orchestra program at JCHS, but he is the principal oboist with the Salina Symphony. Cesar stated that “it is important that students at the high school realize that “they do not have to be a music major to get a scholarship at a university. Students may receive a scholarship to play in the orchestra, but major in another content area. Part of my job is to develop relationships with orchestra directors at various regent and private universities to help students be recognized and be considered for scholarships. In one case a student has been offered $25,000 for four years to play in the orchestra and may or may not be a music major.”

He also told the Optimists that one piece of music for vocal or instrumental music groups to perform costs as much as $75.00. “So, if we perform four pieces of music in a concert that costs us $300.00. We also buy reeds and strings for instrumentalists and keep instruments in good repair. Contributions from clubs like the Optimist Club is appreciated”, he said.

Two hundred dollars each to the vocal, band and orchestra programs at JCHS was donated to help support the important work being done with high school musicians.

JC Breakfast Optimist Club Supports JCHS Music Department

RILEY COUNTY —Law enforcement authorities are investigating a Kansas felon on new charges after an incident while in custody in Riley County.

On Tuesday, the Riley County Police Department reported 36-year-old Daniel Weaver of Larned was arrested on&nbsp; requested charges of battery on law enforcement officers after he spit on three separate Corrections Officers while he was confined in the Riley County Jail.

On Dec. 20, police arrested Weaver for alleged battery on a law enforcement officer; physical contact with county or city officer on duty; criminal threat against law enforcement officer; cause terror evacuation or disruption; Battery on law enforcement; city/county officer/employee on duty; Bond $13,000

Weaver has previous convictions for battery on a county employee, battery on a state corrections officer, indecent solicitation of child; commit or submit to unlawful sexual act and criminal threat.

The estimated total loss associated with this case is approximately $4,500.&nbsp;Anyone with information can contact RCPD or the&nbsp;<a href="https://www.p3tips.com/tipform.aspx?ID=353#">Manhattan Riley County Crime Stoppers</a>. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.
