RILEY COUNTY—Law enforcement authorities are investigating a suspect on an active warrant for violation of a bond for aggravated kidnapping, aggravated intimidation of a witness/victim, domestic battery and criminal damage to property. On Wednesday, the Riley County Police Department asked fore help to locate 26-year-old Kurtis Rich of Manhattan.

On Thursday morning, the RCPD reported officers arrested Rich in the 100 block of Courthouse Plaza in Manhattan for his warrant.

He is being held in Riley County Jail with no bond, according to the RCPD.

Junction City Fire Department has confirmed that the break in the 4-inch natural gas line main has been fixed.

At approximately 4:36 p.m. a 4-inch natural gas line main was broken at 16th and North Madison. At 7:30 p.m. the Junction City Police Department, Junction City Fire Department, Junction City Public Works, and Kansas Gas Service are on scene. Kansas Gas Service Crews estimate the repairs will take at a minimum 4 hours to complete. All residents within a half block radius from the leak have been evacuated and no one is allowed within 1 block of the leak until the line is restored. Public Work Crews have blocked off the roads surrounding the leak at the following locations:

Crews are asking that members of the public avoid the area until the line is repaired.&nbsp;

JCFD responded to Gas line main that had been struck at 16th and Madison St. around 3:36 p.m. Thursday.&nbsp; Dispatch advised that a 4-inch gas line was struck and that Kansas Gas was already on scene.

There was evacuation of the 1600 block of N. Madison, part of 1500 block of N. Madison, and 400 Block of W. 16th St. Current roads are barricaded at 15th and Madison, 17th and Madison along with 16th and Adams St. The Fire Department said stay clear of the scene. The estimated time of repairs will be 3 hours.

Games, a parade and trick or treating are all part of the annual All Treats Day in Junction City. The parade led by the Junction City High School Marching Band begins at 5:30 p.m. and follows a route from 10th to 6th Street on Washington. Participants in the parade can include children of all ages and their parents in costume. After the parade kids can trick or treat at businesses set up along the parade route. Participants in the parade can meet on Washington between 10th and 9th Streets at 5:15 p.m.

Flint Hills Church will provide balloon animals at 9th &amp; Washington.

There will also be games and treats from 6-7:30 p.m. at the 12th Street Community Center.

GEARY COUNTY —A man died in an accident just before 7a.m. Wednesday in Geary County.

The Kansas Highway Patrol reported a 2009 Peterbilt started rolling forward in the 3200 Block of South U.S. 77 in Junction City.

The driver identified as 71-year-old Major Willie Washington of Kansas City, Missouri, was outside the vehicle. As he attempted to reenter the vehicle, he became pinned between the power unit and another semi trailer.&nbsp;

Washington was pronounced dead at the scene and was transported to Johnson Funeral Home.

Tami Robison, Geary County Financial Officer, was the guest speaker at the October 26 meeting of the JC Breakfast Optimist Club. Tami told the Optimists that she had worked as a public tax account for 12 years before working as a private accountant and later responsible for Manhattan’s budget and accounting department. “I have always loved working with numbers and like to help people” she said.

Mrs. Robison is the first Financial Officer in Geary County. On March 21 she learned about the situation with the Geary County Hospital and efforts to keep it open. Since then, she has worked with others to help make a smooth transition with Stormont-Vail.

Tami has been working with all of the Geary County Departments and refined policies and procedures; developed a five year Capital Improvement Plan; created revenue reports for Commissioners to know what money has been spent and is currently available for projects; improved transparency for the public to view documents being used at Commission meetings; created more efficiency in reporting and is working to update the software being used for financial reporting and make it easier to track information.

“More unity, understanding and communication between departments” is important to a team approach to get the (important) work done in the county. We must go beyond our doors and unite”, she said.

The JC Breakfast Optimist Club’s Student of the Month is Madilyn Waugh, a sophomore at Junction City High School who is in the Fine Arts and Human Services Academy.&nbsp; She is active in the Art Club, JROTC and, &nbsp;Music and Drama Departments at her school. Some of Madilyn’s teachers stated “Madilyn is friendly to all students, is a positive role model and respects differences in cultures and opinions.&nbsp; She is a wonderful leader and peer model, who leads by example.” Madilyn received a $25.00 gift certificate from JC’s BBQ &amp; Grill, a movie pass to B&amp;B Theater and a certificate from the Optimist Club.

UPDATE: The Clay Center Police Department reported that Bobby Bulk, 84, of Clay Center, was located by law enforcement Tuesday night in Norton, Kansas. Bulk was being assessed and will soon be reunited with his family.

CLAY COUNTY – The Kansas Bureau of Investigation (KBI) issued a statewide Silver Alert Tuesday afternoon for a missing Clay Center man.

The whereabouts of 84-year-old Bobby Bulk are unknown, and the public’s assistance is requested to help locate him.

Bulk is believed to have left his home in Clay Center around 5:30 a.m. on Tuesday, Oct. 25. He was traveling in a 1998 purple Dodge Dakota with Kansas tag 434AXK. The paint on the hood of the pickup truck is faded.

Bulk is a white male, around 5 ft. 7 in. tall, weighing 190 pounds. He has gray hair, a gray beard, and brown eyes. He is possibly wearing blue jeans, a blue coat, and a baseball cap. Bulk has recently experienced memory impairment, and his family is concerned for his safety.

MANHATTAN, Kan. —&nbsp;Salads make a nutritious meal or an easy addition of green color into the daily diet and can be found at almost any restaurant or grocery store.&nbsp;

But Kansas State University food scientist Karen Blakeslee said consumers also know packaged lettuce for&nbsp;E. coli&nbsp;outbreaks and a cause of foodborne illness.&nbsp;

“Between 1998 and 2019, 36 outbreaks have occurred linked to mostly romaine lettuce,” said, Blakeslee, who is also coordinator of&nbsp;<a href="https://www.rrc.k-state.edu/" target="_blank">K-State’s Rapid Response Center for food science</a>.&nbsp;

According to a recent USDA study, E. Coli was more likely to be found on lettuce harvested in the fall than on lettuce harvested in the late spring. Overall bacterial contamination, E. Coli survival rate, and lettuce deterioration varied by season.&nbsp;

Although romaine lettuce is more commonly linked to&nbsp;E. coli&nbsp;outbreaks, it hasn’t impacted domestic consumption.&nbsp;

She said darker greens have more nutritional benefits, while leafy greens are overall a great low-calorie food with fiber, folate and vitamins.&nbsp;

“Because most leafy greens are grown near the ground, it is important to rinse fresh produce under running water before consumption,” Blakeslee said. “It is best to rinse leafy greens just before use and rub leaves with your fingers to remove visible contamination.”&nbsp;

Geary County Sheriff's Deputies responded to a single vehicle injury accident involving a deer. Marissa Hulsey, S. Peters, MO, was westbound on the interstate at mile marker 310 in a 2020 Volkswagen Jetta when a deer entered the roadway and her vehicle struck the deer head on.

Emergency services responded and checked the driver, an adult passenger and a juvenile for minor injuries.&nbsp;

Junction City Entrepreneur 101 class culminated Monday evening with a reception hosted at Six on Sixth to celebrate not only the completion of the class for the nine students, but also the announcement of the three winners for the $4,000 grants of the First Investment Competition.

Main Street Development Director Terry Butler said the grants were provided as part of the $360,000 Ewing Marion Kauffman Foundation Heartland Challenge. Recipients included Edisha Coleman, Sonia Garcia, and Jonna Magnussen.

First Investment Competition grants are announced

Geary County Sheriff Dan Jackson has announced the plan to form a Sheriff's Citizens Advisory Council. Jackson will serve as an ex-officio nonvoting member. "We plan to meet every two months or as needed. The primary purpose of this council is to provide the sheriff with a diverse community perspective regarding crime, public safety, neighborhood geographic areas of concern and how the sheriff's office can improve our core service delivery."

The council will be one of the topics covered during a town hall meeting at 6:30 p.m. Wednesday at the Geary County 4-H / Senior Center. The meeting is being hosted by the sheriff and the department's command staff,

Geary County Commissioners and the County Public Building Commission held a joint meeting Monday to approve shortfall funding for Geary Community Hospital. Alex Tyson, who chairs the county commission, said a $500,000 payment was authorized, with that funding coming from bond proceeds. Payments are expected approximately every two weeks.

The goal is to fund Geary Community Hospital operations until Jan. 1 when Stormont Vail Health assumes oversight of hospital operations.

House of Ruth is conducting a coat drive through Nov. 18 in Junction City. You can join in the drive by purchasing a new coat to help keep local elementary age school children warm this winter. This effort will serve students attending Spring Valley, Washington, Grandview, Westwood and Lincoln Elementary Schools.

Drop-off times at Church of the Living God will be Wednesdays 6-8 p.m., Saturdays 10 a.m. to 1 p.m. and Sundays 10 a.m. until noon.

There will be game booths and concessions, and a $5 cost for a wristband for unlimited bounce house usage.

RILEY COUNTY —Two people were injured in an crash just after 8:30 a.m. Saturday in Riley County.

The Riley County Police Department reported a 2021 Ford Mustang driven by Tyler Boyd, 32, Wamego, was northbound on North 4th at Laramie in Manhattan.&nbsp;

The Ford and a southbound 2004 Volkswagen Bug driven by Aiden Baldridge, 20, of Overland Park, collided head-on.

Riley County EMS transported Boyd and a passenger, Breanna White, 22, of Manhattan to Via Christi for treatment.  Baldridge was issued a citation for failure to yield.

2 hospitalized in Manhattan after head-on crash

RILEY COUNTY—A Manhattan man was injured in an accident just before 11a.m. Friday in Manhattan.

Officer later filed a report for theft after it was reported the scooter was stolen following the crash. The estimated total loss associated with this case is approximately $900.&nbsp;

Truck strikes Manhattan man on electronic scooter

&nbsp; I recently had to fire up the furnace for the first time this season. As painful as it was to switch the thermostat from the off position to heat, Mother Nature forced my hand with a hard freeze about two weeks early. In my mind there’s nothing better than waking up in a chilly house. On the flip side, there’s nothing worse than being awoken by a freezing house. The acorns falling on my roof for the past few weeks were one of the first signals this day was coming. Despite the drought, the oak tree north of my house has had a productive year. We’ve endured what can best be described as an intermittent hailstorm since late August. The seeds land with a thud before rolling into the gutter. Some of the larger acorns get a significant enough bounce off the hipped roof to make it to the patio, which adds an extra bit of excitement to each step once the little ovals are covered by leaves. The leaves and acorns will require some extra work over the coming weeks to remove. Like switching on the heat, raking leaves, disconnecting hoses and cleaning gutters are just some of the season’s many routines. In a couple of weeks my wife and I will participate in what’s become another fall tradition, voting early. Like any good idiosyncratic custom, this habit developed accidentally rather than on purpose. We’ll go out to breakfast on the Saturday before Election Day. On our way home we’ll stop by the county annex building to cast our ballots. I don’t remember exactly how this particular routine got started, but it ranks high on the list for why fall is my favorite season. Even if I’m not fully satisfied with the slate of candidates, I get to talk over the choices with my wife at our favorite breakfast place. Of course, voting early does involve a little risk. There’s always the chance of late-breaking news happening in the hours between Saturday morning and Tuesday evening that would change my vote in a particular race. I think the odds of that happening are up there with delaying my vote, getting busy on the second Tuesday of November and not voting, only to see a race end in a tie all because I didn’t cast my ballot. Both are plausible if highly unlikely scenarios. After voting, we’ll likely spend the rest of the day working outside, picking up acorns that have bounced off the roof and raking leaves into giant piles. At least one of us will probably try to watch a little football and possibly sneak in an afternoon nap. In some ways, elections are the easiest way we control our own governance. The hard work comes later, when you have to ensure winning candidates stick to their campaign promises if you voted for them. Tougher still is convincing someone you didn’t vote for to reconsider their position. That work will come in a different season. Whether you’re starting a tradition or sticking to an old routine, fall is voting season. I encourage you to make the most of it and cast your ballot anytime between now and Nov. 8.&nbsp;&nbsp;

HUTCHINSON, Kan. — Even if you missed the filing deadline for taxes this year, as long as you are due a refund, there is no penalty, and you can even still file for free, if you fit the income guidelines.

"All of the penalties that the IRS talks about are all on an unpaid balance," said Michael Devine with the IRS. "If you filed your tax return and didn't pay what you owed, then penalties and interest are going to be compounding on that. But, if you're due a refund, there's no penalty for you not filing your tax return, but there is a three year statute of limitations in order to file the return and get your money back."

There is a lot of free tax credit money that hasn't been distributed to those who qualify for it, because they have not filed their taxes at all.

"That is critically important to people who may not have filed for the past couple of years," Devine said. "We're talking about 2019 and 2020. There were a lot of credits that were increased because of COVID. The only way to get those is to file the tax return. We're talking about the Child Tax Credit, which could be $3600, the Recovery Rebate Credit, which would be $1400 per adult and child, the Earned Income Tax Credit, if you have three children, almost $7000. If you didn't file, because you're not required to, this is the time to go ahead and get that done."

The IRS is actually sending out reminder letters to those who might qualify.

"We are sending out letters to about 9 million households," Devine said. "These are people that are normally not required to file a return, because they don't make enough money to have to file, but they may be eligible to claim those credits and thousands of dollars in refunds. If you do it yourself, you can go and get the tax form on <a href="https://www.irs.gov/">IRS.gov</a>. Or, for 2019 and 2020, you can go to a registered tax professional and they can file it electronically."
