MANHATTAN&nbsp;–&nbsp;Additional charges have been filed by the Riley County Attorney’s office for Joshua Penabaz, 44, of Manhattan as a result of ongoing investigations into two child sex crime cases, according to a media release from the Riley County Police Department.

Penabaz is charged with aggravated criminal sodomy, two counts of rape, and four counts of aggravated indecent liberties with a child that were reported to have occurred between 2009 and 2011 involving a female victim between the ages of 2 and 4 at the time.

 The relationship between Penabaz and this victim is unrelated to his previous employment&nbsp;as a school nurse with USD 383 Manhattan/Odgen.

An additional charge of rape has also been filed for Penabaz after new information was discovered connecting him to a reported September 2021 incident involving a 5-year-old female student at a preschool within the USD 383 school district where he was employed at the time.

These additional charges are unrelated to his Feb. 18 arrest for numerous rape, aggravated indecent liberties with a child, and aggravated criminal sodomy charges. 

Those sex crimes were reported to have occurred over several years and were unrelated to his previous employment. Penabaz remains confined in the Riley County Jail on a $1 million bond.

Just after 10:30a.m. Thursday, officers filed a report for burglary and criminal damage to property in the 200 block of Tenth St. in Ogden, according to the Riley County Police Department activity report.

A 60-year-old man reported his fifth-wheel camper was broken into and property was stolen. The estimated total loss associated with this case is approximately $650.&nbsp;

Hot weather is expected to blanket the region this weekend

Geary USD 475 said this week that the federal Office of Local Defense Community Cooperation has agreed with a district concept plan to expand the current grade school project under construction. It was initially intended to replace the former Jefferson Elementary School, but with a proposed expansion of student capacity the new school would increase from 390 to more than 500 while meeting needs of nearby housing areas previously served by both Jefferson and Morris Hill Elementary Schools.

"This will allow the district to raze Morris Hill, expand the current project, and reduce overhead expenditures at 20 percent of&nbsp; the cost of a replacement school. It's a solution that is good for the District, Army families, taxpayers and OLDCC," said David Wild, USD 475 Chief Operations Officer.

As a result of&nbsp; recent meetings in Virginia attended by USD 475 and Fort Riley representatives, OLDCC will invite the District to submit an expansion project matching grant application. If approved the federal government would provide 80 percent of the funds needed for the expansion. The school district is currently holding sufficient funds to cover its share of the initiative. Construction of the expansion portion of the new school will continue after the school opens in the summer of 2023.

Morris Hill Elementary was cited in a 2018 Department of Defense schools audit as being at the end of its functional life. The school was built in 1957.

There is a demand for childcare in Geary County. That was a topic for members of the Economic Development Commission Thursday.

Board member Trish Giordano reported on the desire to form a task force to address the issue. She noted that a local Health Action Team has expressed interest along with the Extension Office with serving on it.

It was pointed out that businesses and other organizations have a problem with childcare, primarily due to the high cost for employees to obtain that service. From the standpoint of operating a childcare there are facility and certification challenges.

Giordano also referred to a recent report received by the county that said only 10% of the people who live in Geary County are 60 or older.

On a separate subject EDC Director Mickey Fornaro-Dean reported to the board that a recent mega project for the county had to be turned down because Evergy could not provide service within the 18-24 month timeline wanted by local officials for the project.

Washington, D.C.– U.S. Senators Roger Marshall and Michael Bennet (D-CO) co-led a hearing on building drought resiliency in the U.S. Senate Committee on Agriculture, Nutrition, and Forestry’s Subcommittee on Conservation, Climate, Forestry, and Natural Resources, according to a media release from Marshall's office.

The hearing, which featured two Kansans, comes amid published reports that wheat crop yield in Kansas is expected to drop by more than 100 million bushels from last year's harvest. During his opening statement, Senator Marshall summarized how recent droughts in the United States are hurting Kansas’ agricultural industry, saying in part,

“Just last month, the National Oceanic and Atmospheric Administration deemed April as one of the driest months on record in the last 100 years. Currently, over half of the state is in a designated moderate drought, and over a third of the state is designated as severe. Just last week, the Topeka Capital Journal reported that the projected wheat yield in Kansas is expected to drop by over 100 million bushels, a value of over one billion dollars. This lack of rain not only hurts farm production at its most crucial time, but also adversely affects ranchers and families who fall victim to raging wildfires across the plains, incurring hundreds of thousands of dollars lost in assets, and at their worst, homes and lives.”

Among the five witnesses were two agricultural experts from Kansas including Tom Willis from Liberal, Owner/Manager of T&amp;O Farms LLC and a farmer with the KSU Water Farm; and Earl Lewis from Manhattan,&nbsp; Chief Engineer with the Kansas Department of Agriculture’s Division of Water Resources and a member of the Western States Water Council. Junction City contingent receives information on KHP services

WABAUNSEE COUNTY—Five people were injured in an accident just before 10p.m. Wednesday in Wabaunsee County.

The Kansas Highway Patrol reported a 2018 Mazda passenger vehicle driven by Jeremy M. Keith, 28, Lakewood, Colorado, was eastbound in the right lane on Interstate 70 at Keene-Eskridge Road.

The Mazda rear ended the trailer of 1999 Ford F350 driven by David E. Ruther, 68, Lebo, that had recently merged on the interstate from Windy Hill Road.

EMS transported&nbsp; Keith and passengers in the Mazda identified as Christina Vogel 54; Isaiah C. Shultz, 16; Noah Shultz, 8, and Xavier&nbsp;Shultz, 6, all of Denver to Stormont Vail. Ruther was not injured.

&nbsp;Keith and Isaiah&nbsp;Shultz were not wearing seat belts and the 6-year-old's car seat was&nbsp;was improperly secured, according to the KHP.

2 adults and 3 children hospitalized after I-70 rear-end crash

Funds from the U.S. Environmental Protection Agency Region 7 for community-wide assessment and development of reuse plans for Junction City, Manhattan and Ogden plus other sites within the Flint Hills.

Jerry Lonegran, Flint Hills Regional Council Executive Director, said the money will be used to conduct follow up research on Brownfields, environmentally dangerous territory and determine ways to help the communities develop the land and make it economically useful.

Priority assessment sites will include the historic downtown in Junction City along the Republican River, east and central core districts in Manhattan and the Riley Avenue Revitalization area in Ogden.

Lonegran said in Junction City that there are two parts of the funding. Efforts will continue to address Phase One from the Grant and Washington Street area down to about 6th Street with Phase Two determining the action necessary to develop the sites.&nbsp;&nbsp;

The second part of the money will cover multiple communities who will determine the projects that they want to undertake.

County sets budget work sessions

GEARY COUNTY&nbsp;-&nbsp;The Kansas Bureau of Investigation (KBI), along with the Topeka Police Department and the Geary County Sheriff’s Office, arrested a man connected to an officer-involved shooting on May 21, according to a media release from the KBI.

Just after 9p.m. Tuesday, police arrested Carlton W. Solton Jr., 36, of Junction City,&nbsp; after he was discharged from Stormont Vail Hospital in Topeka. Solton was arrested on requested charges of two counts of aggravated assault, three counts of aggravated assault of a law enforcement officer, and for criminal use of weapons.

At approximately 5:15 p.m. on May 21, a female subject called 911 to report that a man was outside her home, waving a handgun and threatening her and another female subject with it. She lived in the 700 block of West 11th&nbsp;St. in Junction City.&nbsp;

Minutes later, several officers from the Junction City Police Department responded to the area. As they arrived, officers spotted a man matching the suspect’s description fleeing the area. They chased the man on foot. During the chase, officers saw that the man had a gun, heard gunshots coming from his direction, and observed him pointing the gun at them.

As one officer caught up to the suspect, between two houses in the 600 block of West 11th&nbsp;St., a confrontation occurred and the officer fired at the man striking him multiple times.

Officers then rendered aid to the man. EMS responded and took over life-saving measures. The man was identified as Carlton Solton, Jr., 36, of Junction City. No law enforcement officers were injured during the incident.

EMS transported Solton to the Geary Community Hospital. He was later flown to Stormont Vail Hospital in Topeka. Solton underwent surgery and received further treatment in the intensive care unit.

Following Tuesday's arrest Solton was transported to the Geary County Detention Center. Bond was set at $50,000.

&nbsp;Once the investigation concludes, case findings will be submitted to the Geary County Attorney for review.

Lonnie Clark, 65th District Representative in the Kansas Legislature, was the guest speaker at the June 8 “Celebration of Optimism” at the Hampton Inn in Junction City. Lone shared that he was the first child born in the current Geary Community Hospital in 1944. He is a graduate of Junction City High School and served in the Marine Corps for five years. Lonnie’s Bachelors and Masters degrees are from Emporia State University.

Lonnie served as this area’s Representative in Topeka for eight years and is not seeking re-election. “I was conscious of bills that would positively affect Geary County and the District when I voted. There were 146 bills voted on this session and I feel like we accomplished a lot”, he told the Optimist Club members.

A couple of bills he cited were in which there were steps taken to make it easier for military spouses to get licensed in Kansas after having come to another state and establishing a free toll on the Kansas Turnpike for military veterans above the age of 65. Lonnie also said that he “worked on getting a veteran’s home in Geary County for retired military. That bill was tabled after push-back from Leavenworth and Manhattan. You can only satisfy half of the people half of the time.”

Lonnie shared that it is “challenging to work with the divisions in the House when it came to the differences in thinking between urban and rural communities.” Their needs and wants are different. “The goal is to work with people and not be so concerned about personalities.” However, he also said he “enjoyed the positive relationship with Governor Kelly, his fellow Marine veterans, and others from across the state.”

When asked what he will do with more time now? Lonnie responded that he and his wife Beth “have a small farm on which they will not farm but enjoy fishing in the pond, relaxing and spending more time together.”

In other business, Ryan Norton, the new Geary County Schools Athletic Director, has become a member and the club has been nominated for the One Degree More Award at the Optimist International Convention in Las Vegas. This award is for clubs who have gone above the expectations of Optimist International and for reflecting The Optimist Creed in the work they do as a Friend of Youth and for Making A Difference For Youth

Phase two consists of the construction of new 740 square feet that will be located directly west of the Courthouse. While this phase is ongoing, pedestrian foot traffic into the courthouse will be rerouted to the south of the courthouse for ingress / egress into the building. ADA access will be available and routed to the north employee entrance and escorted in and out of the building by security. 

Other construction during this phase will also include replacing deteriorated concrete landings / steps and interior renovation repairs to the east and west entries of the building.

RILEY COUNTY—Law enforcement authorities are investigating another gun theft in Manhattan.

Just after 8:30a.m. Tuesday, officers a filed report for theft in the 1700 block of Laramie St. in Manhattan, according to the Riley County Police Department activity report.

A 44-year-old man reported his black Ruger LCR .38 Special revolver was stolen out of his unlocked car. 

The estimated total loss associated with this case is approximately $450. 

Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

City Manager Allen Dinkel confirmed no funding was committed Tuesday night but there was a resolution of support and commitment of staff to help the hospital during the transition. "The commission wants everyone to look at their planning."

Hospital Board of Trustees Vice Chair, Cecil Aska, said as they move forward hopefully GCH will not have to ask for that funding. "That's kind of trying to put some stuff in place that we may need to help us get to Jan. 1, maybe up to $3 million from the City."

City pledges support but no money at this time for GCH

ATCHISON COUNTY —Law enforcement authorities are investigating a man on felony charges.

On Monday, police arrested 37-year-old Matthew G. Bryan, 37,&nbsp; of St. Marys, on a Wabaunsee County warrant for bond revocation, according to Police Chief Mike Wilson.

He was tranfered from in Atchison County on Tuesday.

The board of directors for the Flint Hills Regional Leadership Program has announced that the application period for the 2022-23 class offering, which will be open through July 16. The cooperative effort among Geary, Riley, Pottawatomie &amp; Wabaunsee Counties, identifies and motivates leaders in the area to ensure growth in the northern Flint Hills region.

Jack Lindquist, Program Executive Director, said sessions for the selected class members are held throughout the region with Orientation beginning in early September at Rock Springs and Junction City focusing on Team Engagement.

In late September, Pottawatomie County’s theme is Community Collaboration to Adapt to Opportunities and Challenges. Immediately following is Wabaunsee County with the objective of Advocacy and Awareness. The Wabaunsee County addition, new for our 2022-23 class, will add a deeper dive into the regions natural environment, specifically prairie utilization and preservation. It will also greatly increase engagement in rural community entrepreneurship and the agricultural / beef production economy, all critical to the future of the Flint Hills.

Kansas State University’s session, focusing on Visioning, is in October with a two day session at Fort Riley in mid November. That experience underscores Servant Leadership. The Manhattan/Riley County session theme is on Entrepreneurship and Topeka is the capstone in January with a day at the Statehouse to reinforce the importance of Economic Literacy, Collaboration &amp; Compromise. The class graduation, Celebration, is a reflection of the experience and challenge for a refocused lifetime of servant leadership. Executive Director Jack Lindquist says, “The Flint Hills Regional Leadership Program’s primary focus is to create a ‘Pathway to Purpose’. We help create a more engaged Citizen that is morally grounded in Servant Leadership.”

Following a board evaluation of applications a tuition fee of $600 is charged to applicants selected for participation. The Ailleen Cray Memorial Scholarship Fund is available for those selected who need financial assistance. Participants are responsible for their own transportation to the sessions. Transportation and meals during the sessions are provided thanks to session Underwriters and sponsors.

All applicants must complete the online application during the application period by visiting www.fhrlp.org/. Qualified candidates must live within or work within the four counties of Geary, Pottawatomie, Riley and Wabaunsee, or at Fort Riley.
