RILEY COUNTY—One person died in a hit-and-run accident just after 5:30a.m. Thursday in Riley County.

According to the Riley County Police Department activity report, a semi driven by 48-year-old Shane Jungemann, Jefferson City, South Dakota, was traveling in the 700 Block of South 4th Street.&nbsp; The vehicle struck a 32-year-old man.

Just after 9p.m.&nbsp; Thursday police arrested Jungemann on requested charges of&nbsp; failure to report an accident involving a fatality. Jungemann if being held on a $15,000 bond, according to the RCPD. Police have not released the name of the victim.

The recognition program honors the top academic one percent of Kansas high school seniors. GEARY COUNTY—Police were dispatched to the area of Michaels Way in Junction City about 7 a.m. Thursday following reports of a suspicious subject wearing all black attempting to gain entry into vehicles. Upon arrival, the JCPD said officers made contact with the reporting parties and began canvassing the surrounding area. During the search, officers located an individual matching the description within the Hathorne Drive loop. When they attempted to detain the suspect, the individual began to physically resist. 

Deputies from the Geary County Sheriff’s Office arrived shortly after and assisted JCPD Officers in safely taking the subject into custody. The suspect was identified as Clayton Mayfield, a 21-year-old man from Junction City. Mayfield was arrested for three counts three counts of requested charges of Vehicle Burglary, one count of Obstruction, and one count of Criminal Damage to City Property. He is currently being held at the Geary County Detention Facility pending his first appearance.

We would like to thank the Geary County Sheriff’s Office for their quick response and support. No injuries were reported.As part of the ongoing investigation, officers have recovered and returned stolen property to four victims, including a juvenile female whose bicycle was being used by the suspect at the time of his arrest.

Residents living between the Michaels Way loop and the Hathorne Drive loop who believe they may have been victims of overnight theft from their vehicles are encouraged to contact the Junction City Police Department at (785) 762-5912 to file a report.

Holdout is Emporia State University, which proposes no increase in tuition

TOPEKA — Administrators of public universities in the Kansas Board of Regents system proposed student tuition increases for undergraduate resident students in the upcoming academic year ranging from 2.5% at Pittsburg State University to 4% at Fort Hays State University.

The outlier was Emporia State University, which responded to steady enrollment declines by requesting no increase in tuition for the second consecutive year.

To varying degrees, the six Board of Regents universities in Kansas grapple with a decline in the college-age population, an ongoing crash in international student enrollment, flat state appropriations, instability in federal research spending as well as inflation in operational costs, pressure to raise employee compensation and demands for substantive direct support of college athletics.

The nine-member Board of Regents has authority over tuition adjustments, but typically recommendations from campus leadership have been adopted.

Here are tuition rate increases proposed by university officials for in-state undergraduate students in the 2025-2026 academic year: University of Kansas, 3%; Kansas State University and Wichita State University, 3.5%; Pittsburg State University, 2.5%; and Fort Hays State University, 4%.

On Wednesday, FHSU President Tisa Mason said during a presentation to the Board of Regents the 4% hike at FHSU would balance financial responsibilities of the university with the capacity of students to afford college.

“We believe that the proposed tuition increase is essential for maintaining our high quality education and our student support services,” she said.

Board member Jon Rolph of Wichita asked whether Mason should consider a more aggressive tuition increase. FHSU historically maintained the state system’s lowest tuition rate due to revenue received from offering instruction to students in China, but the university found it necessary to raise undergraduate tuition by 7% in 2024 and 6% in 2025.

“Our students would loudly say, ‘No,'” Mason told Rolph. “They are feeling these increases right now.”

Ken Hush, president of Emporia State University, defended the decision to request no tuition increase. It meant ESU would go without a tuition rate hike in five of the past seven years. The university projected it would collect 0.4% less revenue from tuition next academic year compared to the current year, a reflection of erosion in enrollment as ESU restructured the university by firing tenured professors and eliminating academic programs.

Since 2016, tuition revenue to ESU has fallen by 26% while the six-university system overall generated an additional $140 million from tuition during that period.

“We are recommending a zero percent increase for the second year in a row,” said Hush, who indicated ESU’s budget factored in a possible 3% enrollment decline in the upcoming year.

Rolph, however, reiterated that he was concerned adopting less-than-necessary tuition increases at this juncture could lead to substantial spikes in the future to fill revenue gaps.

“Do you have that mapped out over two, three, four years where it’s stair-stepped?” Rolph said.

Hush said ESU was proud to offer a high-quality education with a tuition rate that moderated financial barriers faced by students.

“Our goal is to keep it flat from here on out,” Hush said. “We believe its moving in the right direction.”

Rick Muma, president at Wichita State University, said the 3.5% surge in tuition recommended to the Board of Regents reflected an attempt to navigate a difficult financial landscape. He pointed to leveling of investment from the state, uncertainty regarding federal appropriations, employee compensation that was 16% below market rates, the need to allocate $3.5 million to athletics programs and the anticipated reduction in international student enrollment.

“We are seeing the effects of decreased enrollment among international students,” he said. “This just didn’t start this year. It’s significant for us.”

Muma said the tuition increase could net WSU about $3.4 million annually, but the decline in international students could reduce revenue by $5.5 million annually. He said the university planned to implement a 4.8% budget reduction.

Kansas State President Richard Linton said tuition for in-state undergraduates would climb by 3.5%, but a 2.5% tuition increase would be applied to veterinary medicine students and an 8% increase would be sought for students on the aviation campus in Salina.

He expected KSU enrollment to climb 2% in the upcoming year, which would be a second consecutive year of growth following nine years of decline.

“The goal is to be working as hard as we can from a student-affordability standpoint,” Linton said.

KU Chancellor Doug Girod said the plan was to raise undergraduate tuition by 3% and boost student fees by 2%. These adjustments were in reaction to a projected 2.4% inflation rate, challenges with faculty salary compression, the flat state budget, reinvention of federal research funding and arrival of the long-anticipated enrollment decline tied to U.S. population trends. He expected KU also would experience a reduction among international students.

He said financial ramifications of these forces on higher education were difficult to fully predict, especially in terms of what could happen to student enrollment.

“I think the next two years are going to answer that question for all of us,” he said.

Tuition at the six universities in the Board of Regents’ system didn’t rise in 2020 and in 2023. In 2022, only KSU raised tuition. KU didn’t adopt a tuition increase from 2020 through 2023 before embracing increases of 5% in 2024 and 3.5% in the current academic year.

Five of six state universities in Kansas seek tuition hikes to grapple with financial obstacles

JUNCTION CITY, Kan. – Stormont Vail Health has welcomed Dr. Julia Gaston, M.D., a board-certified OB/GYN with over 15 years of experience, to the OB/GYN team. She will practice at Stormont Vail OB/GYN-Flint Hills in Junction City.

Dr. Gaston found her interest in medicine while volunteering at a free clinic in college. After completing her undergraduate studies, she earned her medical degree at the University of Kansas School of Medicine.

A turning point came in her third year of medical school in Wichita, Kansas, when she helped deliver 32 babies in 24 hours.

“I got home, and instead of being exhausted, I was in this adrenaline rush,” Dr. Gaston said. “I had to do this every day for the rest of my life.”

As a former undergraduate teaching assistant and program educator for gifted children, Dr. Gaston knows how to communicate effectively with patients and fellow providers of all backgrounds and levels of understanding.

“I want patients to feel that their concerns have been heard,” said Dr. Gaston. “If it’s a concern to them, it’s a concern to me. While we might not address it in that first visit, it will be addressed.

Dorothy Bramlage Public Library Director Susan Moyer has announced her intent to retire on November 1 of this year.&nbsp;&nbsp;She has held this position since July 1, 1992. The Library Board of Trustees will announce its plans to search for a replacement at a later date.&nbsp;

Moyer was born and raised in Junction City, the daughter of Bud and Nila Filby, and is a graduate of Junction City High School. She returned following a fifteen-year absence after being hired for the director position.&nbsp;

She received her Master in Library and Information Science from the University of Texas Graduate School of Library and Information Science.&nbsp;&nbsp;Previous library employment included the General Libraries of the University of Texas Library System, Cody Memorial Library at Southwestern College and the Legislative Reference Library in the Texas State Capitol.&nbsp;

She is married to John Moyer and lives on the family farm in southern Geary County.&nbsp;

Susan Moyer - Director of DBPL announces her plans to Retire this year

Senator Roger Marshall said Thursday morning that Kansas agriculture is beginning to rebound, as trade agreements and ethanol expansion offer new opportunities for farmers across the state.

On the BW Morning Show, Marshall expressed optimism about recent developments on the trade front and praised the Trump administration’s tariff strategy as a long-term investment in American manufacturing and farming.

“This is my favorite time of year,” Marshall said. “The turkeys are gobbling, the fish are biting, and the grass is green.”

Marshall, who has spent the past month touring Kansas and visiting more than 40 counties, said he’s seeing positive signs in both the fields and the factories. “Dozens of manufacturing plants across the state have seen sales spike,” he said, attributing the growth to the use of American-made aluminum and steel. “People want the stability of knowing what they’re ordering today won’t be affected by tariffs six months from now.”

On the issue of international trade, Marshall pointed to a new agreement between the United States and the United Kingdom as a win for Kansas agriculture.

“This is the first of many,” he said, noting over 80 countries are interested in pursuing trade deals. “This opens the door for beef and ethanol exports — two of the brightest spots in Kansas ag right now.”

Marshall emphasized that removing non-tariff barriers in Europe would allow Kansas-grown beef and corn-based ethanol to enter new markets. He also advocated for expanded production of ethanol and renewable fuels made from soybeans, particularly jet fuel.

“We’re pushing for year-round E15 sales and a long-term extension of the 45Z tax credit,” he said. “Those moves would be game-changers for corn and soybean producers.”

The senator also addressed the challenges farmers have faced under the Biden administration, citing a sharp drop in net farm income and rising interest rates.

“Fertilizer, diesel — those input costs skyrocketed,” he said. “But we’re starting to see interest rates and input prices come down. I think we’re going to be in better shape this year than we were last year.”

Marshall praised the U.S.-Japan trade relationship as another key win, particularly for Kansas beef producers. He recalled attending the signing of a beef trade agreement during the Trump administration — the only member of Congress invited by the president.

“Nobody in the world can make beef that tastes as good as Kansas beef,” Marshall said. “Once people taste it, they want more.”

He also pointed to growing ties between Kansas and Japan in aerospace, including partnerships in satellite and chip production. “Japan continues to be a strong ally — not just in trade, but in keeping pressure on China,” he said.

As he continues his tour of Kansas, Marshall said he remains committed to advocating for stable, long-term solutions for farmers and manufacturers alike.

“Everybody, take a deep breath,” he said. “Let’s come back in two months and see where we are. I think we’re going to be in a better place.”

The Felix Snipes Foundation is hosting an end-of-school skate this Saturday, May 17. The skate will be held at Spin City from 6-8 p.m.

The cost is $1 for middle school students and $2 for high school students. A valid school ID is required. Concessions will be available for purchase at the event.

The Class of 2025 at Junction City High School earned more than $2.6 million in scholarships.

The awards ranging in size from $250 to $105,920 were presented during a Senior Night awards ceremony in the JCHS auditorium.

The JCEA Scholarship for the Class Salutatorian totaling $500 was presented to Kaitlyn Brady and the Bonecutter-Geary Community Schools Foundation Scholarship for the Valedictorian totaling $1,000 to Ethan Fontaine.

The State of Kansas Governor's Scholars Top 1% of the Senior Class included Kaitlyn Brady, Kourtney Dibben, Gracie Erichsen, Ethan Fontaine and Cole Nelson.

The Kansas Department of Transportation plans to begin a crack sealing project on K-15 in Clay and Dickinson counties on Monday, May 19.

Project work on K-15 will occur south of Clay Center, from the south city limits of Clay Center in Clay County to the east K-18 junction in Dickinson County.

During construction, flaggers and a pilot car will guide one lane of traffic through construction at a reduced speed. Drivers should be prepared for a delay of up to 15 minutes and plan extra time in their travel schedules.

Pavement Pros, LLC, of McPherson, is the prime contractor for this $130,670 project, which is scheduled to be completed in June, weather permitting.

The 64th Combined Graduation Ceremony presented by Fort Riley Education Services is scheduled at Riley’s Community Center, 446 Seitz Dr., Fort Riley on Friday at 11 a.m.
