Temporary delay confirmed on sale of Home Medical Equipment

UPDATE: The Clay Center Police Department reported that Bobby Bulk, 84, of Clay Center, was located by law enforcement Tuesday night in Norton, Kansas. Bulk was being assessed and will soon be reunited with his family.

CLAY COUNTY – The Kansas Bureau of Investigation (KBI) issued a statewide Silver Alert Tuesday afternoon for a missing Clay Center man.

The whereabouts of 84-year-old Bobby Bulk are unknown, and the public’s assistance is requested to help locate him.

Bulk is believed to have left his home in Clay Center around 5:30 a.m. on Tuesday, Oct. 25. He was traveling in a 1998 purple Dodge Dakota with Kansas tag 434AXK. The paint on the hood of the pickup truck is faded.

Bulk is a white male, around 5 ft. 7 in. tall, weighing 190 pounds. He has gray hair, a gray beard, and brown eyes. He is possibly wearing blue jeans, a blue coat, and a baseball cap. Bulk has recently experienced memory impairment, and his family is concerned for his safety.

Blakeslee notes rise in&nbsp;E. coli&nbsp;outbreaks related to bagged salads&nbsp;

MANHATTAN, Kan. —&nbsp;Salads make a nutritious meal or an easy addition of green color into the daily diet and can be found at almost any restaurant or grocery store.&nbsp;

But Kansas State University food scientist Karen Blakeslee said consumers also know packaged lettuce for&nbsp;E. coli&nbsp;outbreaks and a cause of foodborne illness.&nbsp;

“Between 1998 and 2019, 36 outbreaks have occurred linked to mostly romaine lettuce,” said, Blakeslee, who is also coordinator of&nbsp;<a href="https://www.rrc.k-state.edu/" target="_blank">K-State’s Rapid Response Center for food science</a>.&nbsp;

According to a recent USDA study, E. Coli was more likely to be found on lettuce harvested in the fall than on lettuce harvested in the late spring. Overall bacterial contamination, E. Coli survival rate, and lettuce deterioration varied by season.&nbsp;

Although romaine lettuce is more commonly linked to&nbsp;E. coli&nbsp;outbreaks, it hasn’t impacted domestic consumption.&nbsp;

She said darker greens have more nutritional benefits, while leafy greens are overall a great low-calorie food with fiber, folate and vitamins.&nbsp;

“Because most leafy greens are grown near the ground, it is important to rinse fresh produce under running water before consumption,” Blakeslee said. “It is best to rinse leafy greens just before use and rub leaves with your fingers to remove visible contamination.”&nbsp;

Geary County Sheriff's Deputies responded to a single vehicle injury accident involving a deer. Marissa Hulsey, S. Peters, MO, was westbound on the interstate at mile marker 310 in a 2020 Volkswagen Jetta when a deer entered the roadway and her vehicle struck the deer head on.

Emergency services responded and checked the driver, an adult passenger and a juvenile for minor injuries.&nbsp;

Geary County Sheriff Dan Jackson has announced the plan to form a Sheriff's Citizens Advisory Council. Jackson will serve as an ex-officio nonvoting member. "We plan to meet every two months or as needed. The primary purpose of this council is to provide the sheriff with a diverse community perspective regarding crime, public safety, neighborhood geographic areas of concern and how the sheriff's office can improve our core service delivery."

The council will be one of the topics covered during a town hall meeting at 6:30 p.m. Wednesday at the Geary County 4-H / Senior Center. The meeting is being hosted by the sheriff and the department's command staff,

Alex Tyson, who chairs the county commission, said a $500,000 payment was authorized, with that funding coming from bond proceeds. Payments are expected approximately every two weeks.

The goal is to fund Geary Community Hospital operations until Jan. 1 when Stormont Vail Health assumes oversight of hospital operations.

The Riley County Police Department reported a 2021 Ford Mustang driven by Tyler Boyd, 32, Wamego, was northbound on North 4th at Laramie in Manhattan.&nbsp;

The Ford and a southbound 2004 Volkswagen Bug driven by Aiden Baldridge, 20, of Overland Park, collided head-on.

Riley County EMS transported Boyd and a passenger, Breanna White, 22, of Manhattan to Via Christi for treatment.  Baldridge was issued a citation for failure to yield.

The pickup turned and struck a southbound Segway Ninebot electronic scooter driven by Eli Herrera, 26, of Manhattan who had entered the pedestrian crosswalk. The pickup ran over Herrera and dragged him under the vehicle.

EMS transported Herrera to Via Christi for treatment of a broken hand and broken ankle. 

Officer later filed a report for theft after it was reported the scooter was stolen following the crash. The estimated total loss associated with this case is approximately $900.&nbsp;

Truck strikes Manhattan man on electronic scooter

&nbsp; I recently had to fire up the furnace for the first time this season. As painful as it was to switch the thermostat from the off position to heat, Mother Nature forced my hand with a hard freeze about two weeks early. In my mind there’s nothing better than waking up in a chilly house. On the flip side, there’s nothing worse than being awoken by a freezing house. The acorns falling on my roof for the past few weeks were one of the first signals this day was coming. Despite the drought, the oak tree north of my house has had a productive year. We’ve endured what can best be described as an intermittent hailstorm since late August. The seeds land with a thud before rolling into the gutter. Some of the larger acorns get a significant enough bounce off the hipped roof to make it to the patio, which adds an extra bit of excitement to each step once the little ovals are covered by leaves. The leaves and acorns will require some extra work over the coming weeks to remove. Like switching on the heat, raking leaves, disconnecting hoses and cleaning gutters are just some of the season’s many routines. In a couple of weeks my wife and I will participate in what’s become another fall tradition, voting early. Like any good idiosyncratic custom, this habit developed accidentally rather than on purpose. We’ll go out to breakfast on the Saturday before Election Day. On our way home we’ll stop by the county annex building to cast our ballots. I don’t remember exactly how this particular routine got started, but it ranks high on the list for why fall is my favorite season. Even if I’m not fully satisfied with the slate of candidates, I get to talk over the choices with my wife at our favorite breakfast place. Of course, voting early does involve a little risk. There’s always the chance of late-breaking news happening in the hours between Saturday morning and Tuesday evening that would change my vote in a particular race. I think the odds of that happening are up there with delaying my vote, getting busy on the second Tuesday of November and not voting, only to see a race end in a tie all because I didn’t cast my ballot. Both are plausible if highly unlikely scenarios. After voting, we’ll likely spend the rest of the day working outside, picking up acorns that have bounced off the roof and raking leaves into giant piles. At least one of us will probably try to watch a little football and possibly sneak in an afternoon nap. In some ways, elections are the easiest way we control our own governance. The hard work comes later, when you have to ensure winning candidates stick to their campaign promises if you voted for them. Tougher still is convincing someone you didn’t vote for to reconsider their position. That work will come in a different season. Whether you’re starting a tradition or sticking to an old routine, fall is voting season. I encourage you to make the most of it and cast your ballot anytime between now and Nov. 8.&nbsp;&nbsp;

Some of the larger acorns get a significant enough bounce off the hipped roof to make it to the patio, which adds an extra bit of excitement to each step once the little ovals are covered by leaves. The leaves and acorns will require some extra work over the coming weeks to remove. Like switching on the heat, raking leaves, disconnecting hoses and cleaning gutters are just some of the season’s many routines. In a couple of weeks my wife and I will participate in what’s become another fall tradition, voting early. Like any good idiosyncratic custom, this habit developed accidentally rather than on purpose. We’ll go out to breakfast on the Saturday before Election Day. On our way home we’ll stop by the county annex building to cast our ballots. I don’t remember exactly how this particular routine got started, but it ranks high on the list for why fall is my favorite season. Even if I’m not fully satisfied with the slate of candidates, I get to talk over the choices with my wife at our favorite breakfast place. Of course, voting early does involve a little risk. There’s always the chance of late-breaking news happening in the hours between Saturday morning and Tuesday evening that would change my vote in a particular race. I think the odds of that happening are up there with delaying my vote, getting busy on the second Tuesday of November and not voting, only to see a race end in a tie all because I didn’t cast my ballot. Both are plausible if highly unlikely scenarios. After voting, we’ll likely spend the rest of the day working outside, picking up acorns that have bounced off the roof and raking leaves into giant piles. At least one of us will probably try to watch a little football and possibly sneak in an afternoon nap. In some ways, elections are the easiest way we control our own governance. The hard work comes later, when you have to ensure winning candidates stick to their campaign promises if you voted for them. Tougher still is convincing someone you didn’t vote for to reconsider their position. That work will come in a different season. Whether you’re starting a tradition or sticking to an old routine, fall is voting season. I encourage you to make the most of it and cast your ballot anytime between now and Nov. 8.&nbsp;&nbsp;

"All of the penalties that the IRS talks about are all on an unpaid balance," said Michael Devine with the IRS. "If you filed your tax return and didn't pay what you owed, then penalties and interest are going to be compounding on that. But, if you're due a refund, there's no penalty for you not filing your tax return, but there is a three year statute of limitations in order to file the return and get your money back."

There is a lot of free tax credit money that hasn't been distributed to those who qualify for it, because they have not filed their taxes at all.

"That is critically important to people who may not have filed for the past couple of years," Devine said. "We're talking about 2019 and 2020. There were a lot of credits that were increased because of COVID. The only way to get those is to file the tax return. We're talking about the Child Tax Credit, which could be $3600, the Recovery Rebate Credit, which would be $1400 per adult and child, the Earned Income Tax Credit, if you have three children, almost $7000. If you didn't file, because you're not required to, this is the time to go ahead and get that done."

The IRS is actually sending out reminder letters to those who might qualify.

"We are sending out letters to about 9 million households," Devine said. "These are people that are normally not required to file a return, because they don't make enough money to have to file, but they may be eligible to claim those credits and thousands of dollars in refunds. If you do it yourself, you can go and get the tax form on <a href="https://www.irs.gov/">IRS.gov</a>. Or, for 2019 and 2020, you can go to a registered tax professional and they can file it electronically."

Heartland District Fall workshop recently convened in Junction City Ks. The Pilot Club&nbsp; had their Junction City contingent there representing with 13 other clubs. They were joined by Pilot international Executive Council Representative (ECR) Beverly Shean&nbsp; from Florida. Our District wide giving project was for Pawnee Mental Health.

A highlight is the clubs marketplace shopping and fun for all. They finished with a volunteer "Pick Me Up" for the Kansas City employees Fire Dept. We tied blankets for them to give to families&nbsp; in need when tragedy strikes.&nbsp;

Pilot Club participates in Fall Workshop

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.6&nbsp;percent in September. This was an increase from 2.5 percent in August and a decrease from 3.0% in September 2021.

“The unemployment rate edged up to 2.6&nbsp;percent in September,” said Secretary Amber Shultz. “Despite this small increase, the unemployment rate has remained below pre-pandemic rates each month since last September.”

The Geary County jobless rate fell over half a percent from 4.4 in August to 3.7 percent in September. Riley, Pottawatomie, Dickinson and Clay counties saw a similar drop. The rate in Wabaunsee County is down slightly from 2.6 percent in August to 2.3 in September.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 500 from August. Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,600 over the month, while government decreased by 1,100.

“Kansas job estimates for the private sector indicate 2.5&nbsp;percent growth compared to last September,” said Labor Economist Emilie Doerksen. “The manufacturing and trade, transportation, and utilities industries saw the largest gains during this period.”

Since September 2021 Kansas’ seasonally adjusted total nonfarm jobs have increased by 27,500. This change is due to an increase of 28,300 private sector jobs and a decrease of 800 government jobs.

Dorothy Bramlage Public Library officials are continuing efforts to support a proposed new library project. Library Director Susan Moyer said they're working for a Defense Community Infrastructure Grant program next year, "to cover the lion's share of the cost of the project. "

Friends of the Library were awarded community service tax credits from the State of Kansas. "So we are in the process of selling those," said Moyer.&nbsp; Officials are searching for other pots of money.

FAITH TABERNACLE APOSTOLIC CHURCH, JUNCTION CITY – The 2022 Apostolic Doctrine and Holiness Conference recently held for two days and three nights at Faith Tabernacle in Junction City.

Seven messages from six preachers quickly established then built upon a common theme focusing on the church and its work in this day and hour. Bishop Tom Johnson, Colorado Springs preached the first night using Cavanal Hill in Oklahoma as a simile. Celebrated as the tallest hill in the world, it is one foot short of being a mountain.&nbsp;

Elder John Padget, Enterprise Alabama taught the necessity of using the Word of God and Spirit of God when navigating life. In the ocean, without landmarks, each wave and day looks the same. In searching the heavens and horizon, the knowledge of time allows the sailor to chart his place and navigate the ocean.&nbsp;

&nbsp;The annual Apostolic Doctrine and Holiness Conference, first held in 1995, is a joint venture between Heritage Family Church, Wichita, and Faith Tabernacle. With 1,687 in attendance, Faith Tabernacle hosted meals for ministers and their families at Apostolic Academy on Rucker Road while young people enjoyed evening food and fellowship at the 4H center. A youth lock-in at the HD Karns facility concluded the conference on Friday night.

RILEY COUNTY —Law enforcement authorities are investigating a 76-year-old woman after shooting Friday night in Ogden.

Just after 9p.m., the Riley County Communications Center received a call from the woman stating she had shot her husband, according to a media release from the Riley County Police Department. When officers arrived on scene, they found a 75-year-old man suffering from a gunshot wound to the head.

The man was transported to Via Christi in critical condition and later life-flighted to Stormont Vail in Topeka for further treatment.

Just before 1a.m. Saturday, officers arrested Bernice Farmer, 76, of Ogden on requested charges of attempted second-degree murder. She is being held on a $100,000 Bond, according to the RCPD.

The Junction City Police Department held its First Shop with A Cop Charity Golf Tournament October 15th at the Rolling Meadows Golf Course. All proceeds from the tournament supported the annual Shop with A Cop charity event put on by the Fraternal Order of Police Lodge 43. 

The tournament had a great turnout having 108 Golfers, several volunteers and raising a little over $9,500.00 for the charity. We are looking forward to next year’s tournament.

“According to a&nbsp;<a href="https://fsi.colostate.edu/romaine-lettuce-2" target="_blank">report from Colorado State University</a>, romaine lettuce accounts for 30% of the lettuce consumed in the U.S.,” Blakeslee said. “From 1990 to 2009, consumption increased from 1.2 to 7.7 pounds per person. In 2017, the consumption of romaine and leaf lettuce increased to 12.5 pounds per person.”&nbsp;

Blakeslee notes rise in&nbsp;E. coli&nbsp;outbreaks related to bagged salads&nbsp;By Maddy Rohr, K-State Research and Extension news service&nbsp;MANHATTAN, Kan. —&nbsp;Salads make a nutritious meal or an easy addition of green color into the daily diet and can be found at almost any restaurant or grocery store.&nbsp;But Kansas State University food scientist Karen Blakeslee said consumers also know packaged lettuce for&nbsp;E. coli&nbsp;outbreaks and a cause of foodborne illness.&nbsp;“Between 1998 and 2019, 36 outbreaks have occurred linked to mostly romaine lettuce,” said, Blakeslee, who is also coordinator of&nbsp;<a href="https://www.rrc.k-state.edu/" target="_blank">K-State’s Rapid Response Center for food science</a>.&nbsp;According to a recent USDA study, E. Coli was more likely to be found on lettuce harvested in the fall than on lettuce harvested in the late spring. Overall bacterial contamination, E. Coli survival rate, and lettuce deterioration varied by season.&nbsp;Blakeslee encourages consumers to:&nbsp;<ul>
 <li>Always look at the package expiration date.&nbsp;&nbsp;</li><li>Keep packages away from raw meats to prevent cross-contamination.&nbsp;&nbsp;</li><li>Check packages for any damage or produce that doesn’t look fresh.</li><li>Store salad greens in the refrigerator in the crisper drawer.&nbsp;</li>
 </ul>Although romaine lettuce is more commonly linked to&nbsp;E. coli&nbsp;outbreaks, it hasn’t impacted domestic consumption.&nbsp;“According to a&nbsp;<a href="https://fsi.colostate.edu/romaine-lettuce-2" target="_blank">report from Colorado State University</a>, romaine lettuce accounts for 30% of the lettuce consumed in the U.S.,” Blakeslee said. “From 1990 to 2009, consumption increased from 1.2 to 7.7 pounds per person. In 2017, the consumption of romaine and leaf lettuce increased to 12.5 pounds per person.”&nbsp;She said darker greens have more nutritional benefits, while leafy greens are overall a great low-calorie food with fiber, folate and vitamins.&nbsp;“Because most leafy greens are grown near the ground, it is important to rinse fresh produce under running water before consumption,” Blakeslee said. “It is best to rinse leafy greens just before use and rub leaves with your fingers to remove visible contamination.”&nbsp;
