"Whistleblower claims must be taken seriously – especially regarding issues concerning our nation’s heroes,” Rep. Mann said. “As members of the House Veterans' Affairs Committee, we have a duty to address problems like the lack of structure and support for whistleblowers that could hinder veterans. Our legislation will create checks and balances for offices managing whistleblower complaints – an effort that will simultaneously use taxpayer dollars more efficiently and protect whistleblowers. Today’s legislation would not only require OAWP to refer whistleblower allegations to OSC but would also require OAWP to track settlement negotiations and agreements between the VA’s Office of General Counsel and VA employees.

Numerous Geary Community Hospital doctors, nurses and staff are out sick due to COVID-19. 

Margaret Grismer, Interim Hospital Administrator, told JC Post that Dr. Tom Craig "is holding down the fort for us and we're very appreciative of that. " She noted that one doctor is away on drill and another one is on vacation. "And the remaining physicians all have COVID, so we have five providers out this week with COVID." 

Grismer also confirmed that many nurses and support staff are also out. "We have many of our staff in every department that are currently experiencing COVID right now."

The absences will impact treatment of patients and the financial bottom line for the hospital. "Luckily those services are remaining open and available due to Stormont Vail stepping in and sending us help, "said Grismer.

There was a review for the Geary Community Hospital Board of Trustees Tuesday about the positions where COVID-19 was causing absences. In attendance was Dr. Rob Kenagy, the President and CEO of Stormont Vail Health, who noted that Stormont Vail was also in the midst of a COVID-19 outbreak and a lot of their workforce and providers were out.&nbsp;

Former Governor Jeff Colyer told a Grandview Plaza audience Tuesday that Kansans should make their own decisions on abortions. He spoke about the proposed Value Them Both amendment that will be on the Aug. 2 primary election ballot. "It's important that Kansans make their own decisions on this, not out of state interest groups. What the amendment does is it just allows the state legislature to pass the common sense laws that Kansans want. That's what this is about so we can make our own decisions."

Colyer supports no government funding for abortions. "There are tri-member abortions, dismemberment abortions. Those are things that have very common sense, have wide acceptance across the state."

Colyer told the audience at Stacy's Restaurant in Grandview Plaza that in Kansas politics a large amount of money is being seen from out of state interests that would favor unfettered abortion rules and want to make Kansas a destination for abortions in the United States. "Without the Value Them Both amendment we will have the most liberal abortion laws not only in the midwest, not even more liberal than California or New York, but more liberal than places like the United Kingdom or Germany or France." Colyer added it's important to get out and vote.

The state Supreme Court has ruled the current constitutional language protects abortion rights. It’s the first such vote in the nation since the U.S. Supreme Court declared last month that states can prohibit abortion.&nbsp;The proposal on the Kansas ballot Aug. 2 would amend the Kansas Constitution to allow the Legislature to further restrict or ban abortion. There is concern from opponents of the Kansas measure that it could lead to an abortion ban.

USD 475 career fairs are Tuesday and Wednesday

Junction City Fire Department has announced the retirement of firefighter / paramedic Billy Thomas on July 29th. He has served the community for 24 years.

Thomas was hired as a firefighter / EMT on Dec. 14, 1998. During his career with the Junction City Fire Department, he obtained his Paramedic certification. The public is invited to celebrate his retirement at a reception on Tuesday, Aug. 2 from 2-4 p.m. at the C.L. Hoover Opera House in the upstairs meeting room.

That will then be presented to the commission.&nbsp; This is part of the effort to support GCH operations this year going forward toward a Jan. 1 agreement with Stormont Vail Health where that entity will assume oversight of the operations at the hospital.

Negotiations continue between the city and county on some possible funding help from the city to meet operational expenses&nbsp; for GCH this year, but Tyson made one point clear. "The county is still going to push forward and make sure that we get to the finish line. We have to see this through." Tyson added that the county needs true, good health care and the partnership with Stormont Vail puts that plan in action.

According to a release from Live Well the event will also highlight the new 7th&nbsp;St. Bicycle&nbsp;Boulevard&nbsp;in Junction City.&nbsp;Live Well Geary County received a Blue Cross Blue Shield of Kansas Pathways to a Healthy Kansas grant to provide the City of Junction City with matching funds to complete the 7th St. Bicycle Blvd.&nbsp;This is a KDOT Transportation Alternatives grant-funded project. The new boulevard is aimed to&nbsp;improve pedestrian and bicycle transportation systems,&nbsp;increase the safety of walkers and bicyclists, and&nbsp;enhance connectivity within a community.&nbsp;

Bike Safety Day will be held at the Farmer's Market

In collaboration with the Wabaunsee County Sheriff’s Office, the Junction City Police Department announced on Monday that over the weekend they participated in a 3-day special operation that targeted major criminals. This operation occurred in Wabaunsee County, and over the 3-day span, multiple arrests were made. 

In addition to the arrests, there were several cases where large amounts of narcotics were seized. As a result of this operation over 120 pounds of Methamphetamine (street value of over $4,400,000), were seized and removed from circulation. This operation was a great example of inter-agency collaboration, working together on a common goal, making communities safer.  </figure>In collaboration with the Wabaunsee County Sheriff’s Office, the Junction City Police Department announced on Monday that over the weekend they participated in a 3-day special operation that targeted major criminals. This operation occurred in Wabaunsee County, and over the 3-day span, multiple arrests were made. In addition to the arrests, there were several cases where large amounts of narcotics were seized. As a result of this operation over 120 pounds of Methamphetamine (street value of over $4,400,000), were seized and removed from circulation. This operation was a great example of inter-agency collaboration, working together on a common goal, making communities safer. Authorities participate in special operation in Wabaunsee County

MANHATTAN —A Junction City man was injured in an accident just after 3:30p.m. Friday in Manhattan.

According to the Riley County Police Department activity report, a 2006 Suzuki motorcycle driven by Theron Shoenrock, 21, Junction City, was southbound in the 1100 Block on Garden Way in Manhttan.

The motorcycle crossed the center of the road and hit a parked 2010 Ford Escape.&nbsp; EMS transported Shoenrock to Via Christi and later to a Topeka hospital for treatment of internal injuries and possible broken bones.

RILEY COUNTY—Law enforcement authorities investigating a shooting in Manhattan have made an arrest.

Just before 3p.m. July 22, police arrested 25-year-old Tyrell Harper of Manhattan on requested charges of aggravated assault and aggravated battery, according to Riley County Police Department activity report.

On June 5, it was reported Harper shot a 21-year-old woman in the leg, then shot multiple rounds in the air before leaving the scene. 

The victim was treated at Via Christi for a minor gunshot leg wound and was released later the same day. Harper is currently confined in the Riley County Jail with a total bond of $500,000.

What I love about this rule is it doesn’t hinge on predisposed talent or having the right connections. The only way to unlock the potential of this rule is to just keep showing up.&nbsp;&nbsp;&nbsp; Showing up has been on my mind as I contemplate the upcoming primary. Over the years, I have heard many people dismiss primaries as unimportant. They may say their vote doesn’t matter or claim they will vote when the “real” election happens. That type of thinking is flawed because often the primary election is the real race. If you live in an area that is largely affiliated with one party, the primary likely determines the front runner or the only name that will be on the ballot in the general election. In our state, there are dozens of state and local races where only one party has candidates who have filed for election. This is your chance to show up for your community. If you hesitate to vote because you aren’t sure who to vote for, I invite you to visit KFB.org to see a list of the candidates endorsed by Kansas Farm Bureau’s Voters Organized To Elect Farm Bureau Friends. These candidates have been recommended by our local members through a grassroots process. KFB’s political action committee takes local feedback and, in cases of incumbents’, voting histories into consideration to make endorsements for candidates who understand, value and support agriculture in our state. If that is not enough of a reason to show up for the primary, here an important question: Do you have an opinion on abortion? This is such a heated and prominent issue on the national stage that I am guessing most people do. This primary election is your opportunity to share that opinion without having to put a sign in your yard and jeopardize any relationships. The primary will feature a proposed constitutional amendment that would affirm there is no Kansas constitutional right to abortion, and the right to pass laws to regulate abortion. If the amendment fails, the constitution would not change leaving in place the recently recognized right to abortion. I am not advocating for or against the amendment. However, I am advocating for you to show up and cast a ballot for your beliefs and values. If I haven’t convinced you in any of my previous points, let me try one more. You probably already knew an election was coming from the seemingly endless advertisements on social media, TV, streaming services and in your mailbox. These advertisements are overly sensational, meant to vilify one candidate while making a hero out of another, and often make claims that are irrelevant to the position in question. The reason we are bombarded with these advertisement is because organizations, many outside the state, are spending millions of dollars to sway your vote. All that money is spent in hope that an unengaged voter will show up to the poll and pick someone based on the faint memory they have of an advertisement. If you don’t want our elections to be determined by the highest bidder, show up as an informed voter for the primary. Politics can be overwhelming and it is easy to feel like your vote doesn’t matter, but it does. The world and elections belong to those who show up and I hope you will on Aug. 2.

There will be a meet and greet for the public at the Fresh Start Shelter, 136 W. 3rd Street on July 30 from 3-5 p.m. Hot dogs, chips and music will be provided.

Efforts have been under way to get the facility back up and running after it had been closed for a few months. The shelter is now open four hours per day for assistance, explained Todd Kyle. "We still will provide specific needs as far as maybe job help or food help or maybe medical help, things of that nature."

Officials hope to open it fulltime in late September. Tonette Hammond noted that there is a big need for the facility in the community. "We do have people variously staying in parks, staying on church benches and stuff like that."&nbsp;

Lack of funding was a problem for the 17-room shelter that led to the earlier closure but now efforts are under way to seek funding and get organizations that provided help in the past to resume those efforts.&nbsp;

There is a new 13-member board of directors working to help get the shelter back open full time by late September.&nbsp;

Junction City firefighters responded to a residential structure fire at 9:47 p.m. Saturday at 215 E. 3rd Street. According to the Fire Department three detached garages and multiple vehicles were fully involved on arrival.&nbsp;

 Live power lines were found down throughout the scene. Firefighters went defensive on the backyard garages and vehicles while others went offensive on the main occupancy stopping the fire spread in the house.&nbsp;

The house was saved but a detached garage behind it and property between the house and garage burned along with multiple vehicles. The preliminary damage estimate was put at $10,000 for property losses and $500 for contents.

The cause of the fire is under investigation.

Community members shared their memories of Being Black in Junction City during a Memories at the Museum session on Saturday.&nbsp;

One topic that surfaced involved the lack of photos of the East Ninth Street area that was torn down many years ago, explained Geary County Historical Society Executive Director Heather Hagedorn. "We have no known photos of E. 9th Street prior to it being torn down in the 70's. " Hagedorn said Museum officials are looking for any and all photos of E. 9th as a whole." They would also like to find photos&nbsp; of E. 9th buildings, businesses and people."

Hagedorn said that's generally true of black history photos. "We just don't have many photos of the black community throughout Junction City history. " Hagedorn added there is the possibility the Museum was not previously viewed as a safe space for that history for those communities. "So we want people to know that we are a safe place for those stories, those photos, those artifacts because black history is Junction City history."

Noted during&nbsp; the conversation by those attending the session were the fact that there were African American owned businesses on E. 9th Street, and when that area was closed down it hurt those businesses that couldn't afford to relocate.&nbsp; It was noted that the reputation of the E. 9th Street area was negative because of prostitution and drugs in that area but there were also good businesses there ranging from a barbershop to a liquor store.&nbsp;One comment by Melanie Laster was that you lose stories once the people are gone.

Other topics included lack of accessibility to the Municipal Swimming Pool at times for African Americans...blacks had only limited access.&nbsp; There was some belief that while schools were overall integrated, internally there was segregation. One participant in the session, Leonetta Chaves Bibby, remembered her time in school in the early 1950's. "The one that I will never forget was when I was trying out for cheerleader when I was freshman in high school, wanted so badly to do that and I wanted to play the piano for the choir as some of my fellow students were doing and I was unable to do that." Bibby noted that she's sure she was unable to do those activities because she was black and those decisions were made by teachers. Bibby added that she did have the opportunity to be in the school play and school musicals were not segregated. 

Other topics included one where blacks could only enter the back door of a cafe on Washington Street, and there were memories about segregation in housing for black Fort Riley Soldiers that received a brief mention.

Steve Hammond remembered that his father, the late Gilbert Hammond, was into the civil rights movement, but Steve noted that he did not experience prejudice in school and his childhood in Junction City was a positive experience.

Local NAACP Chapter Vice President Teresa Dixon reported that the organization will be building back up.

The Black History Trail that is being developed locally will include sites ranging from the Historical Museum and Rathert Field to the Ward Chapel and the VFW Post 8773. There will eventually be 12 stops on the trail.

There will be a Black History Day at the museum from 1-4 p.m. on Aug. 27. The community is being asked to bring in photos to the museum so that those photos can be digitized. There will also be a recording ability available so oral histories can be gathered. Museum officials are hoping to open a new Black History exhibit next year.

Campbell, Junction City, on I70 westbound at mile marker 290 on requested charges including Flee or Attempt to Elude, Possession of a Controlled Substance, Possession of Drug Paraphernalia and Possession of Stolen Property. According to the Sheriff's Department the arrest occurred at 5:32 p.m. Friday. The I-70 290 mile marker is about four miles west of Junction City.
