Employee anniversary recipients are being recognized

Longtime Geary County Extension Agent Chuck Otte is retiring in September. His accomplishments, connections and commitment to Geary County and the KSRE system will be honored during a retirement celebration Saturday, Aug. 27th from 2-5 p.m. at the 4-H / Senior Citizens Center.&nbsp;

The afternoon will begin with a casual come-and-go type reception at 2 p.m. and will transition to a more formal event, "The Chuck Roast," at 4 p.m.&nbsp; Otte will be seated front and center as the man of the hour with guests being asked to share stories and puns honoring his work. Recently retired broadcaster Mark Ediger will emcee the roast with added humor of his own.

The Geary County K-State Research and Extension staff would like to invite colleagues, friends and family to join them in celebrating Otte's 40-year career in Extension and contributions to individuals and families in Geary County and across the state.

Republicans Nathan Butler, Junction City and John Seibel, Burdick,&nbsp; ran in the Republican primary election race for the 68th District seat in the Kansas House of Representatives. The winner will meet Michael Seymour II, Council Grove, in the November general election.

Final vote totals on Tuesday found Butler with 1,228 votes and Seibel with 1,089.

Votes still have to be canvassed in the district that includes Geary, Riley and Morris counties. At that time provisional ballots will be reviewed and counted so the Tuesday night election results are still unofficial.

68th District Kansas House race election results

WASHINGTON (AP) — A bill enhancing health care and disability benefits for millions of veterans exposed to toxic burn pits won final approval in the Senate on Tuesday, ending a brief stalemate over the measure that had infuriated advocates and inspired some to camp outside the Capitol.

The Senate approved the bill by a vote of 86-11. It now goes to President Joe Biden’s desk to be signed into law. Biden described the legislation as the biggest expansion of benefits for service-connected health issues in 30 years and the largest single bill ever to address exposure to burn pits.

“I look forward to signing this bill, so that veterans and their families and caregivers impacted by toxic exposures finally get the benefits and comprehensive health care they earned and deserve," Biden said.

The Senate had overwhelming approved the legislation back in June, but a do-over was required to make a technical fix. That process derailed when Republicans made a late attempt to change another aspect of the bill last week and blocked it from advancing.

The abrupt delay outraged veterans groups and advocates, including comedian Jon Stewart. It also placed GOP senators in the uncomfortable position of delaying the top legislative priority of service organizations this session of Congress.

A group of veterans and their families have been camping out at the Capitol since that vote. They had endured thunderstorms and Washington's notorious summer humidity, but they were in the galleries as senators cast their votes.

“You can go home knowing the good and great thing you have done and accomplished for the United States of America," Senate Majority Leader Chuck Schumer, D-N.Y., told them.

The legislation expands access to health care through the Department of Veterans Affairs for millions who served near burn pits. It also directs the VA to presume that certain respiratory illnesses and cancers were related to burn pit exposure, allowing veterans to obtain disability payments to compensate for their injury without having to prove the illness was a result of their service.

Roughly 70% of disability claims related to burn pit exposure are denied by the VA due to lack of evidence, scientific data and information from the Defense Department.

The military used burn pits to dispose of such things as chemicals, cans, tires, plastics and medical and human waste.

Hundreds of thousands of Vietnam War era veterans and survivors also stand to benefit from the legislation. The bill adds hypertension, or high blood pressure, as a presumptive disease associated with Agent Orange exposure.

The Congressional Budget Office projected that about 600,000 of 1.6 million living Vietnam vets would be eligible for increased compensation, though only about half would have severe enough diagnoses to warrant more compensation.

Also, veterans who served in Thailand, Cambodia, Laos, Guam, American Samoa and Johnston Atoll will be presumed to have been exposed to Agent Orange. That’s another 50,000 veterans and survivors of deceased veterans who would get compensation for illnesses presumed to have been caused by their exposure to the herbicide, the CBO projected.

The bill also authorizes 31 major medical VA health clinics and research facilities in 19 states.

The bill is projected to increase federal deficits by about $277 billion over 10 years.

The bill has been a years-long effort begun by veterans and their families who viewed the burn pits used in Iraq and Afghanistan as responsible for respiratory problems and other illnesses the veterans experienced after returning home. It was named after Sgt. First Class Heath Robinson from Ohio, who died in 2020 from cancer he attributed to prolonged exposure to burn pits. His widow, Danielle Robinson, was first lady Jill Biden's guest at the president's State of the Union address earlier this year.

Stewart, the former host of Comedy Central's “The Daily Show,” also brought increased exposure to the burn pit maladies veterans were facing. He also was in the gallery watching the vote Tuesday. He wept and held his head in his hand as the final vote began.

“I’m not sure I’ve ever seen a situation where people who have already given so much had to fight so hard to get so little," he said after the vote. “And I hope we learn a lesson.”

The House was the first to act on the burn pits legislation. An earlier version the House approved in March was expected to increase spending by more than $320 billion over 10 years, but senators trimmed some of the costs early on by phasing in certain benefit enhancements. They also added funds for staffing to help the VA keep up with the expected increase in demand for health care and an increase in disability claims.

Some GOP senators are still concerned that the bill will increase delays at the VA because of an increased demand for veterans seeking care or disability compensation.

“What we have learned is that the VA cannot deliver what is promised because it does not have the capacity to handle the increase,” said Sen. Marsha Blackburn, R-Tenn.

Sens. Jon Tester, D-Mont., and Jerry Moran, R-Kan., led the effort to get the bill passed in the Senate. After passage, Tester told reporters he received a call from Biden, thanking him for “taking a big weight” off his shoulder.

For Biden, the issue is very personal. He has raised the prospect that burn pits in Iraq were responsible for the death of his son Beau.

“We don’t know for sure if a burn pit was the cause of his brain cancer, or the diseases of so many of our troops,” Biden said at his State of the Union speech. “But I’m committed to finding out everything we can.”

Moran said that when the bill failed to pass last week, he was disappointed but remembered the strength of the protesters who had sat outside in the scorching heat for days.

“Thanks to the United States Senate for demonstrating when there’s something good and a good cause, this place still works,” Moran said.

DICKINSON COUNTY—Two people were injured in an accident during a&nbsp; law enforcement pursuit just before 10:30a.m. Tuesday in Dickinson County.

The Kansas Highway Patrol reported a 2005 BMW 645 Series driven by Joseph A. Hernandez, 35, Fort Collins, Colorado,&nbsp;&nbsp;was westbound on Interstate 70 actively fleeing and eluding law enforcement.

The car left the roadway and vaulted over Jeep Road. The car came to rest on the west side of Jeep Road just north of the Interstate.

EMS transported Hernandez and a passenger 34-year-old Maria G. Hernandez of Fort Collins to Salina Regional Medical Center. They were not wearing seat belts and the license plate was not displayed on the vehicle, according to the KHP.

Chuck Otte, Geary County Extension Agent, said fortunately, much of the region received nearly normal precipitation during the month although distribution through the month wasn’t necessarily ideal.

The average daily high for July was 89.3, 0.4 of a degree below average. The average overnight low was 71.0, 2.5 degrees above average. This resulted in a monthly mean temperature of 80.1, 1.1 degree above average. (For comparison, May and June were 2.3 and 2.7 degrees above average.) The highest temperature for the month was 101 degrees reached on the 15th, 19th, and 23rd. The lowest temperature for the month, 61 degrees, was reached on the morning of the 30th. Daily high temperature was below average on 14 out of 31 days for the month. Overnight low temperatures were below average on just 8 days during July. 

There were two temperature records set during the month. The high of 76 on the 26th set a new record low daily high. The previous record was 77 set in 2004. The low of 82 on the 14th broke the record high low for that date. The old record was 79 degrees set in 1964. 

When you start talking about hot summers it’s hard to beat the records set in the mid 1950s. The warmest July on record was in 1954 when we had a monthly mean temperature of 87.0 degrees. 2012 came close, though, when we had a monthly mean temperature of 86.1. The coldest July on record was in 1950 and tied in 1967 with a mean temperature of 73.8. And for those who are keeping track, the last time we had a monthly mean temperature below average was May 2021.

Average July precipitation is 4.14 inches. Milford Lake received 4.23 inches for the month and Junction City received 4.98 inches. Unfortunately there was about a three week gap between the early month rainfall and the late month rainfall. This dry spell corresponded with the above average temperatures which led to a lot of stress for area crops, lawns, and gardens. 

Normal January through July precipitation is 21.10 inches. Milford Lake has received 21.73 inches during that period and Junction City 22.23 inches. The wettest July on record was not 1951 or 1993, but 1950 when 13.65 inches of rain was recorded. The driest July was in 1983 when a mere 0.04 inches was all that area rain gauges could collect! On average, July is the hottest month of the year and we expect August to start to cool off. Average daily highs in August start the month at 89 and drop to 87 by the end of the month. Overnight lows range from 68 on the 1st to 65 on the 31st. Decreasing daylight gives everything more time to cool off after sunset and that is a welcome sight for many residents.

Average daily highs in August start the month at 89 and drop to 87 by the end of the month. Overnight lows range from 68 on the 1st to 65 on the 31st. Decreasing daylight gives everything more time to cool off after sunset and that is a welcome sight for many residents. Average rainfall increases slightly in August with average being 4.55 inches. Once we move past August however we expect precipitation to really drop off for the rest of the year. We normally expect to have received 76% of our annual precipitation by the end of August.

As Junction City High School prepares for the new school year there be school-wide expectations implemented to help students remain focused and academic driven.

In an announcement on the school's Facebook page the JCHS administration said all students will be required to wear their student identification card. Those ID's must be visible at all times and will serve multiple purposes ranging from use as lunch and library cards to access to all events. A lanyard will be required for their ID at the start of the school year.

Student cell phones, air pods or Bluetooth headphones will only be allowed before or after school and during their lunch time. During instructional time cell phones must be turned off and stored in the classroom cell phone holder or in the student's book bag. Students may not use their phones for calculators, checking time, music, reading, checking grades or any other reasons. If there is a medical reason to use a cell phone, that may be allowed per a 504 or health plan with prior approval. Phones will not be allowed during P.E. or while in restrooms.

Parents can call the office to relay messages to students or reach them through their school issued email. Some of the difficulties JCHS faces with hundreds of cell phones being used by students include the possibility of:

--Students taking photos in the classroom of other students without prior permission and posting to social media.

--Students continuously taking out their phones during class and not staying on task to lessons.

--Students taking photos/videos and posting on TikToc during the school day.

--Students watching movies or listening to music while in class.

--Students participating in group texts / chats during the day to make fun of other students or staff members.

JCHS will also not accept any outside deliveries to students, including food deliveries.

Not following the procedures will result in administrative action following the District Code of Conduct guidelines.

The administration issued a thank you for support throughout these implementations, and noted at JCHS that they continually strive to educate their students in a safe environment that is free from distractions.&nbsp;

Members of the area community are&nbsp; donating supplies for needy children in the upcoming school term. Nichole Mader, Executive Director, Junction City / Geary County United Way, said on the first collection Saturday July 23rd more than 2,200 items were collected along with about $1,000 in monetary donations. A second collection day was held this past Saturday and there will be another one on Aug. 6th.

Mader said Spin City, 915 South Washington, is being utilized as a location to sort and count supplies in the Stuff the Bus effort. "We'd just like to thank the City of Junction City and Allen Dinkel for allowing us to use Spin City because there's a lot of school supplies, so having that space is really important."

Individual businesses are serving as collection points for school supplies or you can deposit them at Dillons and the Walmart Supercenter this Saturday, Aug. 6 from 10 a.m. to 3 p.m.

Some of the items still in the higher need range from headphones and earbuds to three-ring binders and for high school students, flash drives.

RILEY COUNTY —Law enforcement authorities are investigating a series of crimes involving guns in Manhattan.

On July 29, officers filed a report for aggravated assault in the 1100 block of Bluemont Avenue in Manhattan, according to the Riley County Police Department activity report. A 41-year-old woman and a 41-year-old man reported a 43-year-old woman threatened them with a gun during a road rage incident between the victims and suspect.

Just after 4p.m. July 30, a 37-year-old Manhattan woman reported&nbsp;a 37-year-old male suspect battered her, threatened her, pointed a BB gun at her, then shot it over her head, according to the Riley County Police Department activity report.

Just before 4a.m. Sunday, an unknown suspect shot a gun while leaving the Holiday Inn parking lot in the 1600 Block of Anderson Avenue. 

Officers later found the suspect vehicle in the 3100 block of Lundin Drive, according to the RCPD. Police arrested a passenger of the car, Terriundis Toliver Jr., 15, of Manhattan on requested charges of aggravated robbery and aggravated assault in connection to an&nbsp;aggravated robbery in the 20 block of Waterway Place in Manhattan on July 28.

Toliver was transported to the North Central Kansas Regional Juvenile Detention Facility in Junction City.

Just before 7:30p.m. Sunday,&nbsp;a 32-year-old man reported a 26-year-old male suspect threatened him with a gun during a road rage incident near the intersection of N. Martin Luther King Jr. Drive and Laramie Street in Manhattan.

Police&nbsp; also reported they arrested 43-year-old Regina Smith of Ogden on requested charges  aggravated assault in connection with the July 29 road rage incident.

Geary County Food Pantry receives a donation

Trish Giordano will seek election to a four-year term in the 1st District seat on the Geary County Commission. She filed by petition on Monday at the County Office Building. "Running as an Independent (candidate ) I just can't file a fee unlike the Republicans and Democrats, so I had to get a petition signed by four percent of the voters in my district, and that was close to 300." Giordano added that she obtained a few extra signatures.

Giordano is in her second year on the commission. "I ran last time on getting a financial officer in place and getting more fiscal responsibility as well as being more transparent with our money, and both of those have been done."

Giordano said during the next four years she would like to work with the Finance Officer to do a three to five year capital improvement plan, update our purchase policy, do a finance policy and she would like to get a childcare task force up and running.

Giordano will run against Brad Roether, a Republican from Milford, in the November general election.&nbsp;

RILEY COUNTY —Law enforcement authorities are investigating an aggravated assault and burglary in Riley County.

On Friday, officers filed a report for aggravated assault and burglary at a residence n the 500 block of Fifteenth Street in Ogden, according to the Riley County Police Department activity report.

A 19-year-old man and 20-year-old man reported a 16-year-old and a 20-year-old entered the house and stole a Sig Sauer 9mm and AR-15 while an unknown male suspect held the 19-year-old&nbsp; victim at gunpoint outside. The RCPD released no additional details including suspect description.

“Price is what you pay, value is what you get,” Warren Buffet is fond of saying. That line was running through my head recently as my wife and I were preparing to have some flooring replaced in our kitchen and living room. We had moved all the furniture out of the way and thought we might try to speed the process along, and save a little money, by starting the demolition process ourselves. The floating floor we installed in the kitchen when we first moved in came out without any problem. The linoleum underneath was a different story. Actually, it turned out there were two layers of vinyl covering. After working up a sweat removing a small section of flooring that was atomically bonded to the subfloor, we decided the cost savings weren’t as valuable as we initially thought. We left the rest to the professionals. It’s a good reminder that price is only one side of the equation, and it’s difficult to judge the utility of something by only looking at half the calculation. It’s something I hope everyone keeps in the back of their minds as budget season for cities, counties and school districts is in full swing. In the coming weeks the majority of Kansans are likely to receive letters from at least one of these governing bodies of their intent to raise property taxes. These notices will include the value of your property, the tax you paid in the last year and a variety of other information. The date, time and location of a public hearing on the budget also will be included, and that’s where community members can offer their input on the proposed tax increase. The direct notices are relatively new and add an extra layer of transparency to the usual public notices published in a local newspaper and posted on government websites. Hopefully they’ll function as intended and spur more public feedback on budgets. Whether it’s through people attending the public hearings or having private conversations with county commissioners, city councilors or school board members, more engagement in the process will help ensure the taxes levied match the value of services the community desires. I will note that these conversations should be approached with a degree of caution because the public hearing is toward the end of a months-long process of drafting a budget and setting tax rates. If, for some reason, you’re hoping for a larger tax increase than proposed, you’re going to be out of luck since the maximum mill levy will have already been established. But public pressure can still lower the levy and reduce tax bills if elected officials are persuaded to do so. Officials have to strike a balance between the services the public wants at a price they’re willing to pay. The wants are often well intentioned, even reasonable, but they’re also unlimited. The appetite for tax increases is usually more subdued, at least by the public. When offering your opinion on a budget, keep in mind the other side of the equation. Cutting taxes is popular until it results in service reductions. The same way saving money on a new floor sounds like a good idea until you’re on the ground with a pry bar trying to pull off two layers of linoleum. I have no doubt some are willing to pay that price. I, on the other hand, discovered that getting the lowest bid possible isn’t always the greatest value.&nbsp;&nbsp;

John Seibel, Burdick, is seeking election on the Republican ticket for the 68th District seat in the Kansas House.&nbsp;

Seibel felt the 68th District needed a clear conservative choice. "We wanted to bring that choice with generally conservative stances but with a passion, a passion to fight and be reliable for the conservative causes like pro-life stance." He also cited the Fairness in Women's Sports Acts. "We failed to override by a few votes, the Parents Bill of Rights and of course conservative fiscal policy."

Seibel wanted to run A For the People campaign. He studied the funding being poured into campaigns. "And we came to the conclusion that if we wanted to run for the people we would have to finance our own campaign, a philosophy we hoped to maintain."

Seibel, a retired teacher, has conducted a heavy emphasis on door-to-door visits and on meeting small groups in his campaign.&nbsp;Parts of Junction City and Geary County, Riley and Morris Counties are in his district.

In the parts of Junction City in the 68th District, Seibel thinks housing is an issue. "Economic development money that would have an effect on housing. I think that would be something that could help that part of Junction City."

Butler wants&nbsp; to work on inflation. "We've got farmers and ranchers in the communities that are paying high costs for fertilizer and fuel. Is there something we can do for that, to be able to stop that." As a retired military member he also wants to serve on the military affairs committee.

Butler currently serves on the Junction City Commission but confirmed he would step down from that seat in January 2023 if he is elected to the Kansas House. He is opposed in the Republican primary by John Seibel, Burdick. Michael Seymour II is running for the 68th District seat on the Democratic ticket. He is unopposed in the primary election on Tuesday.. The general election will be held in November.

LaDonna Junghans, Junction City, wrapped up a 31-year career as a State Farm Insurance Agent on Friday. "I feel really good looking back and my heart is full. "

Junghans referred to her brother&nbsp; who was a State Farm agent, as she remembered her start in the business. "It seems like every time I saw him I had more questions for him. " He eventually steered her to State Farm's human resources department.

Junghans noted her career has been a journey. "Amazing, challenging, it's been good for my family, it's been challenging for my family, it was the perfect job because I like to help people." She tried to give those she was helping choices, "so they could make informed decisions."

Junghans remembers several major events where insurance assistance was needed including several tornadoes. "That was devastating. I found out that the pictures of the homes in my office were really vital to show up in that yard, and there wasn't a house but I had a picture to show claims what was there before and this is what we needed to come back to." 

The flood of 1993, a big hail storm in 1995 and the tornado of 2008 were other major events cited by LaDonna. She noted that when someone loses their home to a tornado or fire she felt like that was a report card time for her to be there to assist people. People were essentially grateful for the help, something that proved to be rewarding for LaDonna.

She does't need to use it just yet but on Friday as she prepared to retire Junghans received a gift from a client. "He always comes in with a huge smile and a joke and he had a beautiful bow on my cane to start using it. "

As for her future, LaDonna said trips with her husband, time spent with the grandchildren, golf, pickleball and volunteering in the community were among her plans.

During her interview with JC Post she noted that for the right people being an insurance agent is very rewarding and it was for her. "I just want to thank everybody in our community for supporting me and giving me that confidence to carry on and to take care of them."
