 As a precaution, victims in a previous case involving the juvenile, members of the public at the Chapman ball field complex and the Chapman swimming pool were notified and those facilities were evacuated.

The juvenile is described as a 17-year-old white boy, approximately 5-foot-10, 140 pounds with shaggy brown hair. He was last seen wearing a black and white sweat shirt on foot near 1400 Ave. and Fair Road south of Abilene at about 9 p.m. Monday.

Update: Dickinson Co. teen who allegedly made threats is in custody

RILEY COUNTY—Authorities are investigating the cause of an accident that shut down a rural road for several hours on Monday.

Just after 9a.m., police responded to the report of an overturned semi-truck near the intersection of Fancy Creek Road and Winkler Mills Road near Randolph, according to Riley County Fire District 1.

The driver of a 2016 Peterbuilt truck with an attached livestock trailer carrying cattle lost control of the vehicle.&nbsp; It traveled down an embankment and overturned.

The driver received minor cuts and scrapes while exiting the truck and was treated on scene.

Riley County Fire District #1 responded to assist with extrication of cattle from the trailer and Riley County Emergency Medical Service (EMS) arrived on scene to monitor responders for heat-related illness. Kansas Highway Patrol (KHP) was also on scene to evaluate the truck.

“This was quite an ordeal,” said RCFD #1 Deputy Chief John Martens. “There were over 60 head of cattle in the trailer when it overturned. Crews were out in the heat for about five hours using the jaws of life to get the cattle out. Unfortunately, at least 10 cows were either killed during the crash or had to be put down because of injuries. Neighbors and local farmers helped round up the cattle while we worked on the trailer.”&nbsp;

A total of 15 RCFD#1 volunteers and personnel responded to the call. RCPD’s Unmanned Aerial Systems (UAS) Team was also on scene assisting in the location of some missing cattle.

“Today has been a great example of how people in Riley County pull together and help when needed,” said Martens.

First responders use jaws of life to save cattle after crash

Flint Hills Regional Council has received a $360,000 grant from the Ewing and Marion Kauffman Foundation with Council Director Jerry Lonergan explaining they will work with Junction City Main Street. The grant funds will be used to focus on home-based businesses including what they can do to grow, get started and what can be done to help them get better and expand their markets.

The funds will be spread over a three-year period and will tie in with Junction City Main Street. "We think Junction City can take the lead in making this a national initiative," said Lonergan.

Michaela Self, Main Street Director, also said the funds will focus on entrepreneurship in Geary County and across the region, "But specifically in downtown Junction City. It's to encourage entrepreneurs to hopefully get a business going." Step one will focus on research and focus groups in Junction City followed by a statewide survey. Also in year one there will be a community forum focusing on women entrepreneurship. The second part in year one will include an eight-week business course dealing with how to start your own business. Self also said years two and three will focus on implementing actions based on the findings of the research.

We have turned the calendar to July, and that means different things to different people. For students and teachers July means summer is at the halfway point, and the first day of school is near. For those of us in agriculture it means haying season and watching fall crops grow. In the Farm Bureau world, July is the start of county Farm Bureau annual meetings. County Farm Bureau meetings in Kansas are as unique as the counties themselves. They are held anytime from July until October; the only stipulation is that they have to be done in time to get the voting delegates for that county registered for the Kansas Farm Bureau annual meeting in December. The meetings vary in the type of meal served – anything from catered affairs to hotdog and hamburger feeds or even ice cream socials. Some have entertainment, others feature educational speakers while some are bare bones, business-only gatherings. Recently some counties have gone with more family friendly activities with their annual meeting tagged on at the end. Yes, there is no cookie-cutter county Farm Bureau Annual meeting template. That is the beauty of Kansas Farm Bureau, each county organization is its own unique entity. That is what makes me proud to be a member of Kansas Farm Bureau and the Pottawatomie County Farm Bureau specifically. I have never been involved with an organization that was so grassroots driven and responsive to its members. Every annual meeting reflects the unique personality of an individual county and the members on the board. I have seen traditions developed over many years in some counties and other counties like to mix it up with something new each year. The COVID-19 years saw a lot of change in our county annual meeting with many being held virtual, thank goodness that isn’t the case anymore. One thing that all county annual meetings share is great fellowship among the members. That is where I want to make the plea to you. If you are a member and you have not been to one of your annual meetings, please change that this year. You should receive notice of the meeting from your respective county. Some will be a simple postcard while others will be a newsletter touting what your county has done during the year. If you have not received your notice yet or think you might have missed it, just call your local office and they will be happy to give you the details. I hope you will consider attending, this is a good way to get your toes wet and see what your organization has to offer. I don’t know of a single county that isn’t looking for members who want to be active and this is a good way to find out what it is all about. Who knows you might at least have a great meal or some other experience?

RILEY COUNTY— Authorities have made an arrested in connection with a house fire Sunday in Manhattan.

Investigators have determined the fire was intentional, according to Deputy Fire Chief Ryan Almes. Police arrested Mahbooba Babrakzai, 37, of Manhattan on requested charges that include four counts of aggravated arson.

 Babrakzai remains confined in the Riley County Jail on a total bond of $50,000.

Just before 4p.m. on Sunday, fire crews were dispatched to a fire at a home a 903 Thurston Street in Manhattan, according Almes.

As crews arrived, they found a 1-story duplex with heavy smoke showing from the front.&nbsp; One occupant received smoke inhalation but refused treatment by Riley County EMS on scene.&nbsp; Two lizards were rescued from 901 Thurston by firefighters.&nbsp;The fire was extinguished within 20 minutes. Four adults and one child were displaced from 901 Thurston Street and one adult was displaced from 903 Thurston Street.&nbsp;

Loss is estimated at $10,000 to contents and $50,000 to the structure.&nbsp;

Early school years are important to lifelong success, Wiles says&nbsp;

MANHATTAN, Kan. – When it comes to helping their children achieve academic success, it sure doesn’t hurt if parents remember how to multiply fractions and diagram sentences.&nbsp;

But Kansas State University child development specialist Bradford Wiles said there is a more basic way that parents can spur their children’s growth.&nbsp;

“First and foremost,” he said, “parents need to be present with their children.”&nbsp;

“Parents are children’s first teacher (but) as they get into formal schooling, you don’t want to maintain that primary teaching role; you want that to be an in-classroom experience. But the support from the child’s family – or, the home and school congruence -- is really critical to success.”&nbsp;

Wiles describes parent involvement as an effort to understand what is happening in their children’s lives.&nbsp;

“It really starts with an environment where what happens at school is something that adults are inquisitive about; that is, they want to know what’s going on,” he said. “That includes being able to have discussions with children about what’s happening at school. Parents should be engaged with their children’s lives.”&nbsp;

Parents should consider volunteering at school activities and boards, such as PTO. They should talk to the child’s homeroom teacher regularly, as well as other school personnel such as administrators, coaches, librarians and non-homeroom teachers.&nbsp;

Wiles said: “Ask them questions like, ‘are they paying attention and doing what they’re supposed to do?’ And then involve your child in those discussions. Learn to develop a comprehensive lens that includes your own view, your child’s view and the teacher’s view in order to understand the full picture.”&nbsp;

“Success in school really does start with having an open line of communication with your child’s classroom and the school at large.”&nbsp;

Wiles said the early years of a child’s education are especially important: “A lot of children are really anxious to get older, and yet there’s a lack of appreciation for what it takes to be older and successful which are -- in my view -- the things you learn in kindergarten through sixth or seventh grade. We need to recognize that is part of the developmental process. All the things they will learn after that are built on that foundation.”&nbsp;

Wiles encourages parents to establish a “family culture” that centers around two things: “My child is important and what they’re learning is important for their future.”&nbsp;

“Even if they are telling you they are doing things they shouldn’t be doing, that is not the time to be upset, angry or disappointed,” he said.&nbsp;

“The important thing is to let them know you care about them and you’re glad they shared with you. Once you’ve had a chance to process what they’ve said, you can figure out what needs to change. But being grateful and encouraging your child to share with you is the foundation of really solid adult-child relationships through late childhood, early adolescence and all the way through to emerging adulthood.”&nbsp;

But the support from the child’s family – or, the home and school congruence -- is really critical to success.”&nbsp;Wiles describes parent involvement as an effort to understand what is happening in their children’s lives.&nbsp;“It really starts with an environment where what happens at school is something that adults are inquisitive about; that is, they want to know what’s going on,” he said. “That includes being able to have discussions with children about what’s happening at school. Parents should be engaged with their children’s lives.”&nbsp;Parents should consider volunteering at school activities and boards, such as PTO. They should talk to the child’s homeroom teacher regularly, as well as other school personnel such as administrators, coaches, librarians and non-homeroom teachers.&nbsp;Wiles said: “Ask them questions like, ‘are they paying attention and doing what they’re supposed to do?’ And then involve your child in those discussions. Learn to develop a comprehensive lens that includes your own view, your child’s view and the teacher’s view in order to understand the full picture.”&nbsp;“Success in school really does start with having an open line of communication with your child’s classroom and the school at large.”&nbsp;Wiles said the early years of a child’s education are especially important: “A lot of children are really anxious to get older, and yet there’s a lack of appreciation for what it takes to be older and successful which are -- in my view -- the things you learn in kindergarten through sixth or seventh grade. We need to recognize that is part of the developmental process. All the things they will learn after that are built on that foundation.”&nbsp;Wiles encourages parents to establish a “family culture” that centers around two things: “My child is important and what they’re learning is important for their future.”&nbsp;“Even if they are telling you they are doing things they shouldn’t be doing, that is not the time to be upset, angry or disappointed,” he said.&nbsp;“The important thing is to let them know you care about them and you’re glad they shared with you. Once you’ve had a chance to process what they’ve said, you can figure out what needs to change. But being grateful and encouraging your child to share with you is the foundation of really solid adult-child relationships through late childhood, early adolescence and all the way through to emerging adulthood.”&nbsp;

Geary USD 475 is doing well when it comes to hiring teachers for the upcoming school year, but there are still some shortages. That was the assessment by USD 475 Superintendent of Schools Dr. Reginald Eggleston late last week. "We're out there promoting the district and doing all the recruiting we possibly can to make sure that we have teachers in place."

Eggleston said that covers not just teachers, but also support staff. "Very pleased at the progress that we are making." The superintendent noted that there have been several board meetings recently. "A lot of that is to capture the new hires so that they won't go anywhere else."

The district has raised the starting salary for entry-level educators to approximately $43,800, which is helpful. "Definitely something that teachers deserve and something we feel like the district should be pleased with," said Eggleston. "We are competing with districts across the state. We have neighbors who we are competing with. We are all tapping into the same pool of applicants. So we are just trying to do our part to make USD 475 as attractive as possible so individuals will be interested in coming and joining the team. "

USD 475 is looking at a possible future project involving an Early Childhood Center.&nbsp; Some time ago the school board directed David Wild to investigate the need for a facility. An architect prepared schematic designs and District officials visited sites in North Kansas City and Maize.&nbsp;

Wild explained to the Board of Education this week that those visits made him realize this type of project is achievable. "It's something we may seriously want to look into." He suggested starting with phase one of a project with the cost just under $20 million. The school district could provide some matching funds and apply for a federal grant in 2023, "that must be a shovel-ready project and that includes title to property in hand."

Multiple sites have been looked at and one owned by the City on the southwest edge of town south of Strauss Blvd. near Ethan Lane might make a possible location. "We have more than 1,400 students in the current population of three and four-year olds that would qualify for the program that are underserved. That's why I think it would be beneficial for us to take a serious look at this."

Wild added that the attraction of this facility meeting the needs of three and four year olds "would be a magnet for Fort Riley of those soldiers with young families and for the community for school district personnel, for hospital personnel. Just about everybody could benefit from this."

Wild noted that the initial phase of the facility would be a little bit larger than the child population currently being served. He had asked the architects to design a facility that could be expanded in the future as funds become available. A bond issue would not be needed.

Momentum seemed to building during the Board meeting on this topic, but Dorothy Bramlage Public Director Susan Moyer pointed to a Defense Community Program Infrastructure Program grant that the District had some interest in pursuing. The issue is that it's the same grant that Library officials had been looking at for their own new building project.&nbsp;

Moyer noted that the City would have to apply for that grant on behalf of the library, which has been participating in a regional process through the Flint Hills Regional Council that would select one project from the region. Moyer added that USD 475 has been outside the regional process and that she believed that the District could make their own application.

Fort Riley Garrison will host a change of command ceremony at Ware Parade Field at 10 a.m. Tuesday. Col. Michael Foote will succeed Col. William McKannay in the garrison commander's post. McKannay is moving to an assignment in the Colorado Springs area.

Military Community Career Fair coming to Fort Riley

HERINGTON—Law enforcement authorities investigating a drive-by shooting in Herington have made an arrest.

On Wednesday,&nbsp; police were dispatched to a reported shooting at the intersection of S. B Street and Day Street in Herington, according to a media release.

 The suspect has been identified as 26-year-old Travis Richardson of Abilene, confronted another subject that was walking at the intersection following a confrontation at a nearby residence. 

Richardson produced a semi-automatic pistol and fired fourteen times at the victim before fleeing the scene. According to online jail records, Richardson is being held on requested charges that include&nbsp;Criminal damage to property; Without consent value $1000 to $25,000,&nbsp;Criminal discharge of firearm; Public road/public right of way/railroad,&nbsp;Criminal discharge of firearm; Recklessly at occupied dwelling, attempted&nbsp;Murder in the 2nd degree; Intentional.

No one was hurt as a result of the shooting, although some personal property was damaged by the rounds fired in the area.&nbsp;

Police have not released details on the arrest.

The Kansas Highway Patrol reported a 2016 Freightliner semi driven by Danny Liu, 43, Milford, Connecticut, was eastbound in the construction zone on U.S. 50 seven miles east of Florence.&nbsp; Three other vehicles were stopped at the flagger on the south shoulder of the eastbound lane. 

&nbsp;The semi failed to stop and rear-ended a 2017 Harley Davidson motorcycle driven by Joshua L. McCrarey, 39, Waverly, Kansas.

After impact, the motorcycle was lodged into the front of the semi. Both vehicles crossed the center line to the left and came to a stop on the north shoulder facing east.

EMS transported&nbsp;McCrarey to Wesley Medical Center. Liu was not injured and properly restrained.&nbsp;McCrarey was wearing a helmet and glasses, according to the KHP.
