Junction City Commissioners have reached a 5-0 consensus not to allow a change in city code so chickens could be allowed in residential backyards.

There were requests from the public but commissioners expressed their opinions Tuesday night. 

Commissioner Nate Butler said he had conversations with people on the subject and responses were mixed. "I'm not certain that we need to go down that road." Ronna Larson said she was not in favor, and had talked to animal shelter and blight department officials where there were concerns about the negative impact.&nbsp; "I don't feel like we need to pass it on."

While noting that he was not saying that there was not a good group of people that would take of them, Matthew Bea said he was more "worried about what happens if somebody does not take care of those chickens and the burden we are putting on our animal control people or blight people. " He also pointed out concerns about housing lots where the backyards are located close to one another.

Pat Landes said he had concerns about people considering moving to Junction City. "And they see what's going next door and they don't like that. They're going to go somewhere else." Jeff Underhill said consensus of the board is that they do not want staff to move&nbsp; forward with pursuing an ordinance allowing chickens.

Geary County Commissioners have approved the donation of $50,000 to a Building Fund for the Food Pantry. Commissioner Trish Giordano said the funds will come from over budget sales tax revenues from 2021.

Giordano said the food pantry desperately needs more storage. "I volunteer down there one day a month for commodities where they give out a month's worth of food to families. Last year at this time they were giving out about 56 boxes and this year, this last time, they had 72. So the need is there, and they definitely need more room. All that's done outside."

Giordano said Food Pantry officials are looking to buy a current building or possibly build somewhere, depending what is cheaper. "Their goal is to instead of just giving people boxes of food, allowing people to be able to come in and basically shop for what they are needing and what their family will eat so there's&nbsp; less waste.

Giordano added that this is something that the community needs.

County authorizes money for Food Pantry Building Fund

Program encourages innovation, careers in agriculture&nbsp;

MANHATTAN, Kan. – Kansas youth are getting a head start toward new innovations in agriculture thanks to a program now underway through the state’s 4-H program.&nbsp;

<a href="https://www.kansas4-h.org/" target="_blank">Kansas 4-H</a>&nbsp;was selected by the National 4-H Council to implement Ag Innovators Experience, a program that encourages youth to take an interest in agricultural innovation and careers.&nbsp;

Kansas is one of six states awarded an Ag Innovators grant by Bayer Sciences this year. Each state trains youth leaders who aim to involve 1,000 youth in challenges that incorporate science, technology, engineering and math (STEM) skills; teamwork; communication; and workforce development.&nbsp;

Kelsey Nordyke, the Kansas 4-H ag sciences specialist, said Kansas’ youth leaders received training in early March.&nbsp;

“Our goal as adults is not only to teach teens how to teach the challenge to other kids, but also expose them to what’s available in agriculture, and the technology associated with careers in agriculture,” she said.&nbsp;

Nordyke said Kansas’ program is an ‘escape room’ challenge with the theme, Unlock Ag Innovations. An escape room challenge is one in which youth are given a clue or code to begin with, and must figure it out in order to know where they go for the next step in the challenge.&nbsp;

Along the way, they learn more about the convergence of innovations in such areas as seed and animal genetics, biologics, crop protection, digital tools, precision equipment and agronomic practices.&nbsp;

“We want to let youth know about technology and careers available in agriculture,” Nordyke said, adding that teens will help other youth understand where food comes from and ways to produce it.&nbsp;

“It becomes increasingly important that consumers know where their food comes from; not only that, but understand what goes into producing their food.”&nbsp;

Nordyke said 27 Kansas youth have currently been trained to present the challenge.&nbsp;&nbsp;The primary site for the program is the West Plains District with 4-H Youth Development agent, Janet Harkness.&nbsp;

Additional teen leaders from across the state were selected to be a part of the Ag Innovators Experience. The program gives those teen leaders further exposure to agriculture; they will travel as a group to a diversified farm operation in Kansas, as well as to Bayer Science’s labs in Kansas City to learn about technology careers in agriculture.&nbsp;

They will also be teaching the program throughout their communities. “In some counties,” Nordyke said, “this is an opportunity for new partnerships to be established between the teens, their local extension agents and local school officials or other local small groups.”&nbsp;

Those interested in having the Unlock Ag Innovation challenge taught to youth in their communities can&nbsp;<a href="https://www.ksre.k-state.edu/about/statewide-locations.html" target="_blank">contact their local extension office</a>.&nbsp;

&nbsp;Nemechek was entrapped in the car and removed by Riley County Fire Department personnel, then transported to Via Christi for treatment.

KDOT said this week that beginning Monday, March 21st, the eastbound ramp on 70 at Rain Road, exit 286, in Dickinson County will be closed for replacement of the eastbound bridge over Chapman Creek. Traffic will follow a signed detour utilizing exit 281.

Reece Construction, Salina, is the primary contractor and has scheduled the work to be completed by November of 2022.

Doors will open at 5 p.m. with dinner from 6 to 6:45 p.m. There will be a silent auction and raffle, and following the dinner a live auction. Proceeds will go toward painting the interior of the building and other pandemic deferred maintenance.&nbsp;&nbsp;

County Commissioner Trish Giordano said representatives from the committee reported on Monday about goals that they want to accomplish. "They just talked about painting the inside and eventually getting some more storage for the area." The governing body was also briefed on the fundraiser.

Tickets for that event are $10 for age 12 and under, and $13 for age 13 and over. Get them at the Geary County Extension Office ( 785-238-4161 ) or at the Senior Citizens Center Office ( 785-238-4015 ). The Kansas Highway Patrol reported a 2005 Dodge Stratus driven by Cornelia R. Jasper, 42,&nbsp; Kansas City, Mo., was eastbound on 32nd Street one mile south of Ogden.

The driver lost control of the vehicle. It entered the west ditch, rolled and struck a tree.

Jasper and a passenger 9-year-old&nbsp; Gavin Jasper, Kansas City, Mo, were pronounced dead at the scene and transported to Carlson's Irvin-Parkview Funeral HomeThey were properly restrained, according to the KHP.

Manhattan— Sunset Zoo is taking prevention protocol measures to protect the animals in their care at Sunset Zoo, according to a media release from the zoo. Members of the zoo's veterinary Exotic Animal Care Team from Kansas State University are working closely with the animal care staff at Sunset Zoo to implement procedures necessary to protect the animals in our care. Currently, there is no active outbreak of HPNAI within Riley and Geary County; however, positive cases have been reported within Kansas and as close as Franklin County. "We take the health and safety of every animal at Sunset Zoo very seriously. We are taking the necessary precautions to keep them safe. Therefore some of our areas of Sunset Zoo may be closed to the public, such as the Australian Walkabout, which houses our enclosed aviary and our Emus. We additionally are closing the viewing area of the Caribbean Flamingos. Our South American birds will remain indoors as well," said Savannah Brethauer, Head Keeper for Sunset Zoo.&nbsp; Both will still be visible from outside their habitats and will remain closed&nbsp;while the animal care team monitors the situation closely. Highly Pathogenic Avian Influenza (HPNAI), otherwise known as "bird flu," is a viral infection that is mostly found in migratory waterfowl such as ducks and geese; though any wild bird and several species of wild mammals can carry the disease and spread it. Most often, wild birds will carry the virus but show no external symptoms, making it difficult to determine where the disease is coming from. HPNAI generally poses a larger threat to poultry operations and game farms. This current strain of Avian Influenza is not believed to pose a risk to human health, and the CDC states that the virus does not spread easily from animals to humans. Even though the name of the virus leads one to believe that only birds are infected, many zoo animals are susceptible to the disease beyond our bird collection, such as primates and various cat species. Therefore, as part of some preventative measures, in unison with closing viewing areas and bringing birds inside, animal care staff will add additional disinfectant protocols, increase personal protective equipment use, change current feeding practices, and adjust diets as necessary. "We are working closely with our veterinary team and ensuring we know all the signs and symptoms to look for and what isolation policies will be necessary should we have a positive case on grounds," says Brethauer. "It is part of our protocol overall and as part of the Association of Zoos and Aquariums to provide the best care possible to all the animals we provide homes for at Sunset Zoo. Our care team is taking great precaution and preventive measures to keep our animal communities safe," said Sunset Zoo Director Scott Shoemaker.&nbsp;

Sunset Zoo takes action to protect animals  from Avian Influenza

KDOT has announced that a pavement marking project has begun on K-18 in Riley County for an approximate nine mile stretch from just west of Manhattan to the Geary / Riley County line.&nbsp;

Eastbound lanes will be completed first and will take about two weeks. Then work will be switched to the westbound lanes. After K-18 is finished, ramps and sideroads to the area will be restriped. Access to those locations will remain open.

Traffic will be reduced to one lane at the location where&nbsp; the contractor is actively working. The work area and closed lane will be marked with signs, cones, lights and arrow boards.

Drivers should be prepared for slow-moving traffic and use extra caution through the work zone. The project is expected to be completed by late April, weather permitting.

Cillessen and Sons, Inc., of Kechi, is the contractor on the $800,000 project.

Last week I had the privilege of being at my Kansas Farm Bureau district’s issue surfacing meeting. We had a great meeting with very good attendance and a lively discussion of issues affecting farmers and ranchers in northeast Kansas. I would hate to say how many issue surfacing meetings I have attended, but I look forward to them each and every year because they are the very epitome of what Kansas Farm Bureau is about. Just the week before I was explaining to a friend about how Farm Bureau’s policy development process works. It’s an explanation I have given many times over the years, and one I never get tired of sharing. Explaining how we do things also makes me so proud that our organization truly is one that works at a grassroots level. The policy development process for Farm Bureau can be kind of clunky. &nbsp;It is never fast, but it is truly driven by the members in each county. At our meeting last week, I saw fellow members bring forth issues affecting them and their operations each and every day. Some were issues I am familiar with, but others were topics that I had not thought of. &nbsp;Everything discussed was important and relevant to individual members. That every part of our policy started out as an issue surfaced by a member is something we should be proud of, and it should be the core of what we do. We should never lose sight that the most important part of our policy development are the needs of our members at the county level. An idea is brought forth at an issue surfacing meeting and then it is researched, discussed and policy is molded by Kansas Farm Bureau’s Resolutions Committee. Then in the fall, the refined policy proposal is brought to the membership that surfaced it to make sure it meets their expectations and needs. Finally, the proposed policy is discussed and voted on by our delegates at the Kansas Farm Bureau Annual Meeting. Then, and only then, is it part of our policy that will guide our work with legislators and other organizations. I know I am repeating this to most of you involved in Farm Bureau, but it is a good refresher to remind us that all policy comes from our grassroots. Those grassroots are the foundation and the strength of Kansas Farm Bureau. It is what makes us the most powerful general farm organization in Kansas and across the country. It is the power of millions of members coming together to represent agriculture. If you have been part of this process, thank you and keep up the good work. If you are a member and have not participated in the process, I urge you to take part either this spring or next fall. Proposing Policies

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly announced that more than $6 million&nbsp;in funds from the Kansas High Risk Rural Roads (HRRR) Program will go to 10 rural counties&nbsp;to improve the safety&nbsp;and efficiency&nbsp;of roads&nbsp;and local roadways.&nbsp;&nbsp;

“These improvements are vital to maintaining the infrastructure as many Kansans depend on rural roadways,”&nbsp;Governor Laura Kelly&nbsp;said. “Our rural roads are&nbsp;an important component to the local and state economy.&nbsp;Programs like this ensure&nbsp;that&nbsp;commerce flows&nbsp;and&nbsp;Kansas&nbsp;families&nbsp;can&nbsp;travel&nbsp;the state safely.”&nbsp;

The&nbsp;funding will be available through the Kansas High Risk Rural Roads (HRRR) Program&nbsp;which&nbsp;is a federally funded state/local partnership initiative designed to improve safety on rural roads. This year’s 10 HRRR projects were selected from more than 40 applications seeking $21 million in federal funds.&nbsp;Kansas HRRR funds cover 90-100 percent of total project cost with the counties making up the difference if required.&nbsp;

“Recognizing that Kansans use local roads to reach state highways, KDOT partners with cities and counties to help improve local infrastructure,”&nbsp;Transportation&nbsp;Secretary&nbsp;Julie&nbsp;Lorenz&nbsp;said.&nbsp;“Working together provides opportunities for communities to strengthen their local road network to improve connections across the state.”&nbsp;

Governor: Wabaunsee Co. roadway project among ten funded

As a not-for-profit 501©3 organization, Aging Well, Inc is eligible to apply for and receive grants as well as tax deductible donations. At times, there are opportunities to maximize dollars if a Challenge donor has pledged to match other donations received. This matching opportunity currently is available with Aging Well, Inc.

Aging Well is nearing the end of their capital campaign of raising $3.5 million to build a small home, family style senior living campus. In Phase 1 of building, Aging Well will offer long term care and assisted living services. Phase 2 (to be built in the future) will include independent living opportunities.

As part of the fundraising campaign, Aging Well seeks grant funds. Recently, an application was submitted for the Building a Strong Economy (BASE) grant which could result in a grant award of $903,594. This grant requires 25% matching funds, which for Aging Well comes from commitment of donors. Aging Well is also seeking an additional grant that requests matching funds which could result in a $30,000 gift.

In addition to grants that request matching funds, Aging Well is offering a Challenge Donation campaign. This campaign would be initiated by a Challenge Donor offering an amount they would be willing to donate as a match of other donations. Aging Well would then offer the opportunity to other donors to make their donations go further. For example, Joe could offer to make a challenge donation up to $150,000 based on donations received in the next 30 days. Other donors would then have the opportunity to make donations and have the amounts matched by Joe up to the $150,000 amount. The match creates twice the impact!

Matching Funds Opportunity for Aging Well

There is now an alumni association for Junction City High School. Brian Field will serve as president, Jim Pendarvis vice president, GG Booth secretary and Mike Munson as treasurer.

Field said discussions about having an alumni association began&nbsp; a few years ago. "Once we knew that we were going to build a new Junction City High School there was some discussion about having a Hall of Fame inside the high school as a lot of different high schools do throughout the country." Field added in many cases alumni associations serve as the custodian for the Hall of Fame.

Field said discussions and planning for the association picked up about six months ago. They have filed their articles of organization and have held an organizational meeting. The next step will involve development of a website where people could sign up through a membership portal.&nbsp;

Field noted that just some of the other people who have been instrumental in helping form the association include Mike Heldstab, Lonnie Clark, Vaughn DeGuzman, Dana Williamson, Cecil Aska and Kim Milleson. "We're hoping here in the next couple of months to have the membership portal going and then we'll hopefully have a nice event next fall during football season."

Organizers are looking at a one-time membership fee of $50. Donations will be possible as well.&nbsp;

Field commented that some projects have already been discussed. "David Walker has already started working on the Ring of Honor out in front of the football stadium. And that's something that we've talked about where we will honor people who have been a big part of our district, people who have had facilities that were named after them in the past maybe, or some legendary coaches or different people.

Field made it clear that the Hall of Fame will not just be about athletics, but also academics. "People who have made great contributions to USD 475, different faculty members over the years, coaches, athletes of course, all encompassing." The Hall of Fame will be located inside the Junction City High School building at a location to be determined.&nbsp;

There are ideas about potential scholarships. "We just want to do what alumni associations do, we want to support the students of Junction City High School," said Field. " It's always&nbsp; great to have that alumni connection where you can bring people who can set some really good examples for the students."&nbsp; &nbsp;He indicated that&nbsp; &nbsp;there could be future fundraising efforts for the association as well.

RILEY COUNTY—Law enforcement authorities are investigating a case of alleged bank fraud in Manhattan.

On Friday, officers filed a report for theft by deception in the 1000 block of Westloop Place in Manhattan, according to the Riley County Police Department activity report.

&nbsp;Kansas State Bank reported they had loaned money to a vendor which was not returned after discovering the request was possibly fraudulent. 

The estimated total loss associated with this case is approximately $190,000. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

MANHATTAN, Kan. – Once upon a time, it took a face-to-face encounter for a thief to rob you.&nbsp;

“Today, there are a wide variety of large businesses that have been developed to prey on people who have assets,” said Barbara Stockebrand, a family and consumer sciences agent in K-State Research and Extension’s Southwind District.&nbsp;

Technology has opened avenues for people with bad intentions to steal your identity or coax you into a scam simply by gathering your personal information from an email or financial transaction.&nbsp;

“It can happen anytime to anyone,” Stockebrand said. “A lot of it stems around technology and new approaches that scammers, especially, grab on to in order to prey on individuals.”&nbsp;

Stockebrand and colleague Janae McNally – an adult development and aging specialist in the Frontier Extension District – will be presenting a webinar titled,&nbsp;Consumers Beware: Avoiding Identity Thefts and Scams, as part of K-State’s&nbsp;<a href="https://www.ksre.k-state.edu/fcs/livingwellwed/" target="_blank">Living Well Wednesday</a>&nbsp;series.&nbsp;

The online session is offered 12:15 p.m. to 1 p.m. on Wednesday, Mar. 23. There is no charge to attend, but interested persons are required to&nbsp;<a href="https://www.ksre.k-state.edu/fcs/livingwellwed/" target="_blank">register in advance</a>.&nbsp;

McNally said common warning signs of scams or other illegal activity include emails or phone calls that request such personal information as social security number, bank account number, credit cards, or similar.&nbsp;

“Another big red flag for a scam is if someone contacts you without your making the initial contact, and tells you that something needs to be done immediately,” Stockebrand said. “Someone on the outside really doesn’t know what’s going on in your life or your home. For them to come along and say something is wrong or urgent…that’s one of those things you need to step back and think about, or just hang up.”&nbsp;

She said scammers often seek opportunities when people feel unsettled – such as during the recent pandemic, or after a natural disaster – and “prey on those vulnerabilities.”&nbsp;

McNally noted that the elderly are especially vulnerable. She urges family members to watch out for the older generation.&nbsp;

“It’s important for you to have a great relationship with the older family member, so that you trust each other,” she said. “Check in with them; be aware of what’s going on in their lives, and know what information they’re giving to others. If something does go wrong, support them.”&nbsp;

The two extension agents say their session is filled with many more ideas and tips to remain safe.&nbsp;

“One of the things I recommend to people when I do this program is to make a policy that you do not make money decisions over the telephone or through an initial email,” Stockebrand said. “Give yourself time to step back, do some research and ask friends about what you’re considering.&nbsp;

“This is just a reminder that if it sounds too good to be true, then it probably is.”&nbsp;

K-State extension agents plan online session on avoiding ID theft, scams 

Geary County Commissioners have appointed 10 people to a new Convention &amp; Visitor's Bureau Advisory Committee. According to information from the CVB the new members include Megan Rusch, Raquel Cinco, Rick Dykstra, Wendy Jensen, Rick Mata, Jason Keilman, Heather Hagedorn, Pat Silovsky, Tyler Downey and Ty Arneson.

There were 11 applicants for the committee.&nbsp;

Last fall the county commission voted 2-1 to dissolve the previous CVB committee. Those members were allowed to reapply if they if they chose to do so, but the new committee includes multiple new members.

TOPEKA — The Kansas House adopted
 legislation last week to promote instruction in computer science among 
prospective and current teachers after abandoning a proposal requiring 
ninth-grade students to complete a computer science course to graduate 
from high school.

Rep. Steve Huebert, a Valley Center Republican, said the legislation 
was equally important as other bills considered by the House on legal 
problems related to COVID-19 and investing $1 billion in the state’s 
pension system.

“It’s about our kids, our grandkids,” said Huebert, sponsor of House Bill 2466. “About their education and jobs of the future.”

Under the bill forwarded on a 115-4 vote to the Kansas Senate, each 
high school in Kansas should offer at least one computer science course 
by start of the 2023-2024 academic year or file a report with the state 
explaining how that mandate would be met. No every district in the state
 offers computer science classes, Huebert said.

House Bill 2466 was unanimously endorsed by a House committee after 
removal of a provision requiring students to complete a computer science
 class to earn a high school diploma.

“I had a graduation requirement in this bill because it’s a road map 
to get us where we need to go,” Huebert said. “I also recognize we’re 
not close to having that discussion.”

The bill contemplated the House and Senate budget committees would 
earmark $1 million to the Kansas Board of Regents for $1,000 
scholarships to college students who take a computer science course as 
part of a teaching degree program. In addition, $1 million would be 
devoted to Kansas Department of Education grants to teachers already in 
the profession to expand knowledge of computer science.

Rep. Jerry Stogsdill, D-Prairie Village, said the legislation was 
part of a solution to the expanding shortfall in educators in Kansas. 
The incentives for students and teachers to improve computer science 
skills ought to be more broadly applied to fill instructional gaps, he 
said.

“The state of Kansas faces a crisis as far as a teacher shortage,” Stogsdill said.

A new study by Kansas State University researchers is looking at ways
 to reduce the risk of exposure to lead in soil in the hope of finding 
affordable methods that could be replicated around the country.

Ganga
 Hettiarachchi, a professor of soil and environmental chemistry, is 
leading the research with her team through a $700,000 grant from the 
U.S. Department of Housing and Urban Development (HUD).

Hettiarachchi said conversations with officials from the health department and <a href="https://www.kcmo.gov/city-hall/departments/city-planning-development/brownfields" target="_blank">Brownfields program</a> in Kansas City, Missouri, made her realize the scope of the issue.

“I
 came to know that the elevated blood lead levels in children in [the] 
urban core in Kansas City is about nine times higher than the national 
average," Hettiarachchi said. "And then nearly 50% of the parcels they 
tested, tested soil lead concentrations greater than 400 parts per 
million.”

Lead levels in bare soil at 400ppm and above on residential property or child-occupied facilities are considered <a href="https://www.epa.gov/sites/default/files/2020-10/documents/lead-in-soil-aug2020.pdf" target="_blank">hazardous by the U.S. Environmental Protection Agency (EPA)</a>.

Children
 aged 6 years old and younger are most susceptible to health issues from
 lead exposure. Even low levels of exposure to lead can affect a child's
 intelligence and behavior.

The three-year study will test different methods to reduce the amount
 of lead bioavailability — the amount able to be absorbed by humans — in
 10-12 vacant lots and about eight residential sites in Kansas City. Of 
the sites selected, Hettiarachchi anticipates not just studying soils 
with lead levels 400ppm and higher but also more mild levels of 100ppm 
to 200ppm.

Excavation is typically the remediation strategy for 
highly elevated lead soil concentrations, but Hettiarachchi said that 
isn’t always a realistic option for areas with lower — but still 
potentially dangerous — soil lead levels.

“Since we have 
widespread mild elevation in urban areas, it is not practical to think 
that we could do the same everywhere, because the mild elevation is 
everywhere and it’s not economical or sustainable to think we could do 
it," she said.

Hettiarachchi's team will use methods that include 
adding phosphorus to prevent the lead in soil from moving. The methods 
tested will look at initial results but also examine how long the 
treatment lasts.

During the study, Hettiarachchi plans to meet 
with the communities where research is being conducted to provide 
information of findings. She believes Kansas City could become a model 
for other cities across the nation and be adopted by the CDC Childhood 
Lead Poisoning prevention program.

“There are a lot of people 
willing to understand,” she said, “and really ready to adopt these kinds
 of treatments to reduce bioavailability.”

K-State team searches for a cheap way to reduce lead in soil

JUNCTION CITY, KAN. – The Geary County Schools USD 475 Board of Education recognized students at their meeting last week.

The meeting started with Superintendent Dr. Reginald Eggleston honoring the Superintendent’s 3R Award recipients. The awards are given to students who demonstrate excellence in respect, responsibility and relationships.

BOE recognizes 3R award recipients

During their meeting earlier this week Geary USD 475 Board of Education members granted approval on a number of action items including the addition of a new position for an alternative program manager. They approved the hiring of Jeff Tanner, a former JCHS assistant principal. The position was added because additional resources are needed to create protocols, standard operating procedures, assist with hiring new and additional staff and assist with developing and training staff for an alternative program.

·The BOE approved a recommendation that teachers who work summer school will be paid $25 per hour, compared to the normal rate of $18.50 per hour. ESSER funds will be used for this expense.

·They approved the purchase of 70 SMART panels at Fort Riley Middle School for $288,850.

·The Guaranteed Maximum Price (GMP) Package #3 for the new elementary school at Fort Riley received approval with the understanding that there will be a GMP Package #4 at a later date due to the rising costs of construction materials. GMP #3 is presented with a price of $20,702,583. This package includes demolition of the existing facility, plus shell and finishes for the new school. The total cost of all three GMP packages is $28,319,000.

They also authorized the adoption of the K-8 Math Curriculum and purchase of the iReady Classroom Mathematics Program materials in the amount of $1,295,467.60.
