Strain will help Kansas ages 55 or older who are seeking help and support in finding employment, and will also connect area employers who seek qualified applicants for their workforce.

“Farmers are deciding what to plant not on market fundamentals, but on the cost of fertilizer,” said Mann said. “The conditions surrounding on-farm expenses in the United States have dramatically changed since the U.S. International Trade Commission’s determination to impose duties on fertilizer from Morocco and Trinidad and Tobago.”

The members write that eliminating these duties on fertilizer imports provides the most immediate opportunity for a near-term, partial remedy to the high costs of fertilizer facing U.S. farmers before the end of the 2022 planting season.

MANHATTAN— Authorities investigating the cause of a fire in an apartment in Manhattan have&nbsp;filed a report for aggravated arson and criminal damage to property 

Just before 4:30 a.m. Thursday, the Manhattan Fire Department was dispatched to 2215 College Avenue building Q for a report of a structure fire, according to Assistant Chief Sam Dameron.

Upon arrival, crews found a three-story apartment building with smoke coming from the second floor.

The fire was controlled by the sprinkler system and crews finished the extinguishment. No one was home in the apartment at the time of the fire however, one cat was found deceased due to smoke inhalation.

&nbsp;According to the Riley County Police Department activity report, a 35-year-old man is considered a suspect after it was reported the fire started inside an apartment.

The total estimated loss has been increased to $10,000 to the structure and $1,000 to contents according to the&nbsp;<a href="https://www.cityofmhk.com/232/Manhattan-Fire-Department">Manhattan Fire Department</a>&nbsp;(MFD).&nbsp;

Geary Community Hospital will get a boost from the Geary Community Healthcare Foundation totaling $328,624. The money will be used as matching funds for a grant for a network refresh.&nbsp;

Allen Dinkel, Healthcare Foundation Board Chair, said the mission of the Foundation is to help all health in the community. "Of course the hospital is the cornerstone of that. Something we try to do make sure we keep healthy care available for everybody."

Tracy Geisler, Foundation Executive Director, said the hospital needs to upgrade the nursing electronic charting, and just try to get more efficient in all areas. "That's been a need for over eight years now. So they've applied for a grant and they received the grant, but they need the matching funds."

Junction City High School students could participate in an entrepreneurial class under a proposal outlined by the Chamber of Commerce Military Affairs Council Director Craig Bender.

Bender said the program is called CEO, Creating Entrepreneurial Opportunities. 'It's an organization that partners with schools to provide an entrepreneurial type class for high schools." 

Bender noted that there would be an instructor and 20 students in the class for the first semester. They would work on two projects start to finish. "What's the product we're going to d, how are we going to put together a business plan, what's our service or plan and then trying to sell it." In the second semester each of the students would have their own project and go through the same process.

The program self-started in Illinois and there is now one in Abilene, Kansas. Bender is waiting to hear from JCHS about the idea. There has not been any final action at this point.

GEARY COUNTY —Law enforcement authorities are investigating&nbsp; an evolving situation involving the sale of fake gold jewelry.

According to a social media report, Jack and Dick's Pawn Shop, 1434 North Washington Street in Junction City, is cautioning&nbsp; the public about&nbsp; buying gold looking jewelry from strangers at a gas station or a parking lot. "It is always fake." The store, according to police, has seen a large influx of fake gold jewelry in the past week.

The store reported that sellers approach buyers with a story meant to tug on your heart strings. "I am trying to get home to my sick Mother but ran out of gas money. She may not make it through the night." Then they offer what looks to be valuable gold necklaces and rings for a fraction of what you think they must be worth. "A customer just left, furious, after being robbed for $140," the store reported.

These items are usually stamped "18k", are magnetic, and have a brassy hue. These people are currently working both WalMart parking lots and convenience stores in Junction City&nbsp;

Junction City Police asked the public to file a police report if you have been victimized.

After that, the office said that Kelly will then sign two proclamations designating March 24 as Armed Forces Appreciation Day and Vietnam War Veterans Day in Kansas.

“The people of Kansas and the nation owe a great debt of gratitude to the men and women in uniform who have stepped forward to serve and protect us,” said Governor Laura Kelly. “I have personally seen the great work they do when responding to emergencies within the state to preserve life and property.”

The office further explained that Kelly will also meet with members of the Governor’s Military Council, recipients of the State of Kansas Vietnam Veteran’s Medallion, and leaders of veteran support organizations.

According to the Fort Riley Garrison Public Affairs Office the 2nd Battalion, 134th Infantry Regiment (2-134 IN) of the Nebraska Army National Guard will culminate its annual training at Fort Riley with an air drop on March 19. The exercise is scheduled to include four passes, with approximately 160 Soldiers jumping. The operation will take aircraft near the towns of Riley and Milford at low altitude and will create increased noise over the vicinity. This training is scheduled from 2 – 9 p.m. Saturday, weather permitting.

The 2-134 Infantry is an airborne infantry battalion activated by the Nebraska Army National Guard in 2019. The Soldiers have been conducting their annual training at Fort Riley this month.

MANHATTAN, Kan. – Home gardeners wanting to add shade to their landscape should plan to do a little research in order to pick the right tree for their particular yard, said Kansas State University horticulture expert Ward Upham.&nbsp;

“Choose trees that are adapted to your location,” he said. “Consider whether the tree produces nuisance fruit, or if there are disease-resistant varieties available. And consider the mature size of the tree to make sure you have enough room.”&nbsp;

K-State has a list of&nbsp;<a href="https://hnr.k-state.edu/extension/info-center/recommended-plants/index.html" target="_blank">trees recommended for Kansas available online</a>. &nbsp;</li><li>Keep the tree well watered and in a shady location until planting. When moving the tree, lift it by the root ball or pot – not by the trunk.</li><li>Before planting, remove all wires, labels, cords or anything else tied to the plant. Plant the tree on solid ground, not in fill dirt.</li><li>Dig a hole deep enough so that the tree sits slightly above nursery level. The width should be three times the width of the root ball.</li><li>Remove all containers from the root ball, including plastic and peat pots. Roll burlap and wire baskets back into the hole, cutting as much of the excess as possible.</li><li>Backfill the hole with soil that was removed. Make sure the soil is loosened, without clods or clumps.</li><li>Don’t cut back branches of the tree after planting except those that are rubbing or damaged.</li><li>Water the tree thoroughly, then once a week for the first season if there is insufficient rainfall.</li><li>Place mulch 2-4 inches deep around the tree, and cover an area 2-3 times the diameter of the root ball.</li><li>Stake only when necessary; trees will establish more quickly and grow faster if they are not staked.&nbsp;</li>

"And then it helps to pay for improvements. Presently that sales tax ( additional 1.75% ) is higher than the rest of the city sales tax because that's what the developers chose."

The new process identifies the building where the store will be located for the new CID and keeps the original CID in place for the remaining structures at that location.&nbsp; The new community improvement district will extend out for 22 years while the original CID is already in process.

United Way will sponsor a Potato Bar fundraiser

Military Affairs Council Director Nate Butler said this week that MAC will be sponsoring banners for first responders. Veterans banners were put up downtown this past September through mid-November. "We're going to be reaching out to first responders, police department, fire department, ambulance, the whole gamut to include Fort Riley's responders. "

Butler noted that if they would like to purchase a banner they will be put up in June and the first half of July so that would extend through the Independence Day period.&nbsp;

Military Affairs Council Director Nate Butler said this week that MAC will be sponsoring banners for first responders. Veterans banners were put up downtown this past September through mid-November. "We're going to be reaching out to first responders, police department, fire department, ambulance, the whole gamut to include Fort Riley's responders. Kansas U.S. Senator Dr. Roger Marshall said the Biden Administration is not trying to keep the U.S. energy independent.

"When President Biden took office, he shut down the pipeline," Marshall said. "That created uncertainty and it decreased supply. But, he went way beyond that. He shut down any new drilling in federal lands and federal waters. The EPA is doing everything it can to make it impossible to get a new permit to be able to actually go ahead and drill."

The administration is cutting off the money supply that helps drillers start work.

"People that I have known that have been very successful drilling oil wells before I was born cannot get loans from banks to do more drilling," Marshall said. "Consequently, only a third of our rigs are actually functioning right now. Despite a $110 a barrel oil price, they're not out there. What is happening is the federal government through the Office of the Comptroller of the Currency and the feds are saying we're going to give an environmental score to your loan."

The Russia-Ukraine conflict and the administration's policy to cut off Russian oil does impact the price at the pump, but the uncertainty of what climate-related rules might be on oil and gas producers is chilling their willingness to take the financial risk to find additional resources.

"If we had different policy out of the White House, it would take us a year to catch back up," Marshall said. "We're probably producing about 2 million less barrels per day. America consumes about 20 million barrels per day, to put it in perspective. We've cut back production for a lot of reasons and haven't replaced it."

Marshall would much rather see domestic drilling encouraged, instead of the administration looking to Iran and Venezuela to meet U.S. energy needs.

Junction City Manager Allen Dinkel announced Tuesday night that he waived the permit fee for the demolition of the former Junction City High School site. "Our staff, police and fire department, have used it greatly, probably tore some things up inside, but it's been good training." Dinkel also added the land is also going to the city for one dollar. USD 475 will pay for the demolition and then there is a plan to sell the property to the city for one dollar.

&nbsp;The city has plans for a future sports complex there, and possibly for a new public library and aquatic facility. As part of the transfer of property there will be development of a memorandum of understanding between the City and USD 475 spelling out details of the project.

The JC Breakfast Optimist Club celebrated optimism on March 16 with guest speaker Jennifer Zabokrtsky. Jennifer is the Director of the Cloud County Community College (CCCC) Geary County Campus located at 631 Caroline Avenue in Junction City.

Jennifer is an alum of the CCCC at the Concordia campus and a graduate of Fort Hays State University. She has worked at CCCC as an Assistant Track Coach, a paraprofessional in the Student Success Center, worked in Financial Aid, served as the Coordinator of Student Services and in 2016 became the Geary County Campus Director.

“Our students range from Junction City High School students who take our classes while still in high school to ‘post-traditional’. ‘Post-traditional’ students are those who are working and are perhaps seeking training for a career change. Students who have completed course work at CCCC and are seniors at four-year colleges or universities have a Grade Point Average (GPA) higher than those who only attended a four year post high school program.”

Jennifer also shared that “students are our central focus, and we strive to see every student succeed in the classroom and beyond their time at Cloud through advising; the Student Success Center to help students improve study skills or find a qualified tutor at no cost; a student support services program (TRIO), which is a support network for under-represented students in education: first generation, low-income, and/or student s with documented learning disabilities; a Student Retention Specialist and the Career Center in which students are assisted in determining their career path, successfully accomplishing transfers, and exploring future career options; and Student Accessibility Services, which helps student with documented disabilities to access accommodations to be successful. Scholarships are available to assist with the cost of tuition, which is $123.00 per credit hour.”

Currently, the most popular course at CCCC “is the Associate of Applied Science Degree in Nursing. The nursing program has options students may choose, which include Generic Traditional ADN; LPN to ADN; and a Partnership AAS/BSN. At the completion of a program, students are eligible to take the National Council Licensure Exam to practice as a registered nurse. The average beginning salary for recent graduates is between $40,000 and $46,000 per year.

Another popular program is the Commercial Truck Driving course in which students may earn a CDL Class A Truck Driving Certificate. This is a 16-hour course with a maximum enrollment of 9 students, Jennifer stated.

The burglaries occurred between Friday March 11 and Saturday March 12 in unlocked vehicles in White City, according to the Morris County Sheriff.

The vehicle owners described their vehicles as "being rummaged through and various items stolen."

Anyone with information is asked to contact the sheriff's office.

MANHATTAN – Once upon a time, it took a face-to-face encounter for a thief to rob you.&nbsp;

“Today, there are a wide variety of large businesses that have been developed to prey on people who have assets,” said Barbara Stockebrand, a family and consumer sciences agent in K-State Research and Extension’s Southwind District.&nbsp;

Technology has opened avenues for people with bad intentions to steal your identity or coax you into a scam simply by gathering your personal information from an email or financial transaction.&nbsp;

“It can happen anytime to anyone,” Stockebrand said. “A lot of it stems around technology and new approaches that scammers, especially, grab on to in order to prey on individuals.”&nbsp;

Stockebrand and colleague Janae McNally – an adult development and aging specialist in the Frontier Extension District – will be presenting a webinar titled,&nbsp;Consumers Beware: Avoiding Identity Thefts and Scams, as part of K-State’s&nbsp;<a href="https://www.ksre.k-state.edu/fcs/livingwellwed/" target="_blank">Living Well Wednesday</a>&nbsp;series.&nbsp;

The online session is offered 12:15 p.m. to 1 p.m. on March 23. There is no charge to attend, but interested persons are required to&nbsp;<a href="https://www.ksre.k-state.edu/fcs/livingwellwed/" target="_blank">register in advance</a>.&nbsp;

McNally said common warning signs of scams or other illegal activity include emails or phone calls that request such personal information as social security number, bank account number, credit cards, or similar.&nbsp;

“Another big red flag for a scam is if someone contacts you without your making the initial contact, and tells you that something needs to be done immediately,” Stockebrand said. “Someone on the outside really doesn’t know what’s going on in your life or your home. For them to come along and say something is wrong or urgent…that’s one of those things you need to step back and think about, or just hang up.”&nbsp;

She said scammers often seek opportunities when people feel unsettled – such as during the recent pandemic, or after a natural disaster – and “prey on those vulnerabilities.”&nbsp;

McNally noted that the elderly are especially vulnerable. She urges family members to watch out for the older generation.&nbsp;

“It’s important for you to have a great relationship with the older family member, so that you trust each other,” she said. “Check in with them; be aware of what’s going on in their lives, and know what information they’re giving to others. If something does go wrong, support them.”&nbsp;

The two extension agents say their session is filled with many more ideas and tips to remain safe.&nbsp;

“One of the things I recommend to people when I do this program is to make a policy that you do not make money decisions over the telephone or through an initial email,” Stockebrand said. “Give yourself time to step back, do some research and ask friends about what you’re considering.&nbsp;

“This is just a reminder that if it sounds too good to be true, then it probably is.”&nbsp;
