Commissary CLICK2GO, the Defense Commissary Agency’s new online ordering and curbside delivery service, is now available at the Fort Riley Commissary.

According to Mr. Edmund Keifer, the store director, “This service really speaks to the needs of our customers who can now plan, order and pay for their purchases on-line and then just drive to the store to get them without having to get out of their vehicle.”

In step with grocery shopping trends, DeCA is working to bring on-line ordering, payment and pick-up options to all commissary-eligible patrons. In early June the agency announced plans to expand Commissary CLICK2GO to all 236 commissaries worldwide, and the rollout status can be found on the agency’s web site.

Customers use a computer or mobile device to make their orders online where they select from commissary products offered based on the store’s stock assortment. Fort Riley Commissary now offering online ordering/curbside delivery

MANHATTAN, Kan. – The Kansas 4-H program will be hosting two training sessions for those who are interested in volunteering to help with their local club programs.&nbsp;

Diane Mack, the northeast area youth development specialist, said the first of the online workshops is scheduled for 7 p.m. on Aug. 24 and is free to attend. Interested volunteers can contact their local extension office to register.&nbsp;

“One of the things we’ve been working on is support for local clubs,” Mack said. “And one of the things we wanted to do as we near a new 4-H year in October was to plan training sessions for our club leaders and volunteers. We also have resources and encourage volunteers to visit the&nbsp;<a href="http://www.kansas4-h.org/4-h-programs/clubs/index.html" target="_blank">Club Corner on the Kansas 4-H web page</a>.”&nbsp;

“We’re excited to recognize the work that volunteers have done because we know that throughout the pandemic, they’ve had to do work differently than ever before,” said Jill Martinson, a 4-H youth development agent in the Chisholm Trail Extension District. “We want to thank them for that and then also kick off the new 4-H year by showing them that we appreciate what they have done during a difficult time.”&nbsp;

All Kansas 4-H volunteers – or those who wish to volunteer – are encouraged to take part in the approximately 1 ½ hour training session, Martinson said.&nbsp;

Nora Rhoades, a 4-H youth development agent in the Post Rock Extension District, said the workshops will capitalize on some of the research that has been learned regarding positive youth development.&nbsp;

“One of our objectives is to empower our volunteers with valuable resources and knowledge gained so they can make sure that the programs they are implementing at the local level are strong and are going to be powerful impact tools for our youth,” Rhoades said.&nbsp;

Martinson added: “The science behind youth development is always developing, and that’s an area where we want to stay current for our 4-H volunteers, because we know that the more information they have, the more successful they can be in (helping) 4-H youth.”&nbsp;

Mack notes that the Kansas 4-H program is capitalizing on research and work put forward by the&nbsp;<a href="https://searchinstitute.org/" target="_blank">Search Institute</a>, a&nbsp;&nbsp;non-profit organization that focuses on unlocking the power of relationships that promote positive youth development through research and practical solutions.&nbsp;

“We are using the most current research to help our leaders and volunteers across the state to build relationships with our young people,” Mack said.&nbsp;

Martinson said more information on the Aug. 24 training – and on another session scheduled for Sept. 23 – will be published in social media channels maintained by the Kansas 4-H program. JUNCTION CITY, Kan. — Geary County Commissioners met Monday discussing a variety of topics, ranging from the 2022 budget, to potential mask requirements.&nbsp;

County Commission Chair Trish Giordano said the county is working closely with a variety of health professionals in the area in an effort to mitigate Coronavirus cases in the area.&nbsp;

Neighboring cities, like Manhattan, have put into place new restrictions for masks in City buildings regardless of vaccination status, and currently Geary County does not have plans for similar restrictions, but of course, that could change any time with any severe increase in cases.&nbsp;

"That is a real possibility," said Giordano of potential mask requirements. "We do visit with our Health Director and also talk to either the hospital, Health Department or Konza (Prairie Community Health Center), just to get an idea. I know right now we have several people in the hospital and that's a concern because those numbers are going up, but vaccinations are helpful and we do urge people to get vaccinated."

Child development expert says it’s OK for parents to express their own anxiety&nbsp;

MANHATTAN — The transition back to school during the past year’s pandemic was tough on a lot of people, but just in case you think last year’s challenges are behind us, we have some bad news.&nbsp;

In fact, this year’s transition could be equally demanding, even in cases where mask mandates, social distancing and hybrid learning are not in play.&nbsp;

For starters, Kansas State University child development specialist Bradford Wiles notes that more children than normal could be experiencing in-class school for the first time. Whereas in most years, it’s the preschoolers and kindergarteners heading off to their first day in a strange place, this year creates that same challenge for first graders – some of whom may have spent last year learning entirely from home.&nbsp;

“There’s going to be differences when children return to school,” Wiles said. “They already have this generalized, underlying anxiety about going back to school. We all had that when we were young. It’s new. It’s different.&nbsp;

“But then layering on top of that is the uncertainty of what school is going to look like, who’s going to be there, who’s not. That can really cause some difficulties for children to process what’s going on.”&nbsp;

This is the time for parents to continue being diligent about talking with their children, Wiles said. “Of all the times that we need parents to be really responsive and really invested in what their children are feeling, it’s right now,” he said.&nbsp;

“As adults, we tend to think about thoughts as opposed to emotions, a little bit more. But&nbsp;&nbsp;now is the time when, as parents, we need to have conversations with our children about their feelings.”

"Anxiety" appropriately describes what children may be feeling as the first day of school approaches, “but we don’t want to call it anxieties” when talking with children, Wiles said.&nbsp;

“You want to ask, ‘What are you afraid of?’ or ‘Is there something I can do to help you understand what’s going on?’ ” he said.&nbsp;

Parents who feel anxious don’t need to hide those emotions. Wiles said it’s OK for parents to admit that they, too, feel anxiety or have certain fears in sending their children back to school.&nbsp;

“You don’t want to go overboard, of course,” Wiles said. “You want to talk about how you’re feeling, but not so much show that anxiety. If that happens and your child notices that you’re running around the kitchen re-organizing everything because you’re feeling anxious, then fine, you can address that.&nbsp;

“But really children can learn a ton through age-appropriate conversations. Being able to tell your three-year-old that you’re a little scared too is okay. It’s OK to be scared, but then what do we do when we’re scared? Well, we try to take deep breaths, we try to think of things that aren’t scary; we try to work through and talk through the things that are making us scared and figure out what we’ll do when we get to those things.”&nbsp;

“The best response if you’re scared (as a parent) is to say, ‘I’m scared too. We’ll get through this together.’ ”&nbsp;

Wiles adds that children take very seriously the things that their parents or primary caregiver tell them: “If you say it’s going to be OK, then it’s going to be OK,” he said.&nbsp;

“For parents of younger children, you don’t want to burden them with your own emotional state, but I would recommend that you offer the recognition of a shared understanding.”&nbsp;

Once school begins, Wiles said a good strategy for parents is to ask open-ended questions of children, such as “What was your favorite part of school today?” And, perhaps also share with your child what your favorite part of the day has been.&nbsp;

“You’re connecting,” Wiles said. “And if we approach this new school year that way, we’re going to be in really good shape.”&nbsp;

K-State expert: Talk to children before they head back to school

(JUNCTION CITY, KS) Konza Prairie Community Health Center is celebrating National Health Center Week from August 8 – August 14 with a food drive to stock the Konza Cupboard, a free blessing box located outside the clinic at 361 Grant Ave in Junction City. The food drive will also benefit patients of the Konza clinic in Manhattan. Konza staff are contributing to this effort with an internal competition to see which department can donate the most items.

Each year, Konza’s not-for-profit community health centers (CHCs) in Junction City and Manhattan provide affordable, high quality primary medical, dental, and behavioral health care services to more than 13,000 patients from ten counties and have continued to do so while facing a global pandemic. CHCs are not ordinary medical clinics; they are also problem-solvers who reach beyond the exam room to care for the whole person by providing access to necessities like food and housing resources. CHCs care for everyone, regardless of insurance status; we are not just healers, we are innovators who look beyond medical charts to address the factors that may cause poor health, such as poverty, homelessness, substance use, mental illness, lack of nutrition, and unemployment.

The following is a statement released by Geary County Commission Chair Trish Giordano:

One of my platforms while running for County Commission was transparency. Transparency on our finances and transparency on actions taken by the board. We have been going through our budget process and if I had any doubt of whether we needed a financial officer, I have no doubt now. I made it clear to my fellow commissioners I was not going to support a mil levy increase until we can track where every tax dollar goes.

In late 2021, the past commission approved 6 new positions AFTER the 2021 budget was approved. No questions were asked on how this would affect the benefits budget line or the 2022 general budget. What responsible commission does this??? This caused a huge increase in the proposed 2022 budget.

An elected department head recently requested an additional position because her office was behind in paperwork. She did not provide any numbers or documentation to justify this position. We advised her we would think about it, but we were having to cut 1.2 million to not raise the mil levy. The next day she sent an email stating she was disturbed we had not approved her request. Then sent an additional email saying she was offended she was asked to cut her budget when we were adding a financial officer. Its obvious to me some department heads are not used to being told no.

Another elected official threatened to sue the commission if we did not fund what their department needed. Well, I want to know who decides that NEED??

Another elected official called me a hypocrite for asking the departments to cut their budgets to pay for the luxury of a financial officer. Her actual quote was, “Quit being a hypocrite and acting like you care about the county. If you cared, you would listen to those that have the knowledge and true passion that has kept the county in the position they are in.” The position they are in???? We have one the highest county taxes in the state!! That is not something to be proud of. Don’t get me wrong, we have great employees that keep this county going, but we lacking in efficiencies. The money saved from having a part time county counselor and being able to use ARPA money to pay part of the financial officer’s salary will make his a minimal cost and in the long run the position will pay for itself and then some.

I was also told that that the financial officer is going to tell the department heads how to run their department and tell them what to cut. I don’t know how many&nbsp; times I have to say this. The financial officer will provide the commission the information to make educated informed decisions. Not like now&nbsp; where we are just randomly cutting things, which in some cases is just kicking the can down the road.

One of my fellow commissioners made the comment in budget session that Riley Co was raising their mil levy, we could raise ours a little. ABOSOLUTELY NOT!

In the request for the departments to see what other cuts they could make I made the comment we were in crisis mode. Several department heads wanted to know why I thought we were in crisis mode because they did not feel that way. In my opinion we are in crisis mode because we have one of the highest county taxes in the state and nothing to show for it. We are in crisis mode because we are nickel and diming every single department, along with our retirement and sick leave accounts to try and cut the budget. We are in crisis mode because our computer system is so outdated, our department heads don’t have access to their own budgets, We are in crisis mode because our past audits tell us our internal controls are seriously lacking. And last, but not least, we are in crisis mode because the taxpayers of this county are sick and tired of their taxes being so high.

This isn’t as simple as cutting $100,000 for afford a financial officer. We have to cut 1.2 million to not burden our taxpayers!! Apparently, some of our elected officials don’t see an issue with this!! I don’t know how we can afford not to get a financial officer.

One of my favorite quotes is by Paul Curtman, “If you are going to stand up, expect to get hit.” I will continue to fight for financial responsibility and transparency and will not be intimidated, so keep the hits coming.

I am sorry that people are offended on my stance on needing a financial officer, that is not my intention at all. I hope they will come to see that this position will help every department.

We are close to finishing the budget and I do appreciate those departments who assisted in helping make the cuts needed. I truly appreciate all our hard-working&nbsp;employees who are the backbone of our county.

We have been going through our budget process and if I had any doubt of whether we needed a financial officer, I have no doubt now. I made it clear to my fellow commissioners I was not going to support a mil levy increase until we can track where every tax dollar goes.In late 2021, the past commission approved 6 new positions AFTER the 2021 budget was approved. No questions were asked on how this would affect the benefits budget line or the 2022 general budget. What responsible commission does this??? This caused a huge increase in the proposed 2022 budget.An elected department head recently requested an additional position because her office was behind in paperwork. She did not provide any numbers or documentation to justify this position. We advised her we would think about it, but we were having to cut 1.2 million to not raise the mil levy. The next day she sent an email stating she was disturbed we had not approved her request. Then sent an additional email saying she was offended she was asked to cut her budget when we were adding a financial officer. Its obvious to me some department heads are not used to being told no.Another elected official threatened to sue the commission if we did not fund what their department needed. Well, I want to know who decides that NEED??Another elected official called me a hypocrite for asking the departments to cut their budgets to pay for the luxury of a financial officer. Giordano releases statement on financial officer issue

MANHATTAN—The first redistricting town halls are underway in Kansas.&nbsp; The first of 14 meetings across the state was held in Manhattan Monday morning&nbsp;to gather opinions on how the Legislature should redraw political boundaries next year.

Six legislative leaders agreed to have the same number of town hall meetings that lawmakers held ahead of the last redistricting in 2012. Their first three sessions Monday came ahead of the release of the census data they need to do the job and with Republicans facing accusations that they are rushing the hearings.&nbsp;

Democrats have complained the GOP-controlled Legislature is stifling participation by scheduling the hearings over just five days. Republicans say the meetings are just a first step. Census data for cities and counties is to be released Thursday.

Lawmakers begin meetings on redistricting in Manhattan

RILEY COUNTY—Law enforcement authorities are investigating a vehicle theft in Manhattan.

Just after 8a.m. Friday, officers filed a report for theft in the 1200 block of Poyntz Ave. in Manhattan.

A 27-year-old woman reported an unknown suspect stole her blue 2017 Volkswagon Jetta that was unlocked with the keys in the ignition. 

The estimated total loss associated with this case is approximately $18,000.&nbsp;

Just after 10a.m. Sunday officers filed a report for theft in the 300 block of N. Delaware Ave. in Manhattan. A 35-year-old man reported an unknown suspect stole his red 2011 Chevrolet Impala that was unlocked with the keys in the ignition. 

The estimated total loss associated with this case is approximately $4,000. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

It’s an excellent way to learn dove hunting basics, with plenty of birds flying at close range. The hunt will take place at Jeffrey Energy Center in St. Marys, KS. Wednesday through Friday, Sept. 1-3 (afternoons only) and Saturday and Sunday, Sept. 4 and 5 (mornings and afternoons).

Youths 16 and younger may participate in the hunt. They must bring their own shotguns, be accompanied by a non-hunting adult and have a license and Harvest Information Program (HIP) stamp, if age 16. Nontoxic shells will be provided. &nbsp;Local recommendations regarding masks and social distancing will be followed. &nbsp;

The spacious wheat and sunflower fields have been prepared to draw plenty of doves, so the action should be lively. Hunters will be accepted on a first-come, first-served basis. Hunts will be scheduled as requests dictate and hunting groups can be formed. JUNCTION CITY, Kan. – Geary County Schools USD 475 Board of Education voted unanimously on Monday, Aug. 2, to extend the current Superintendent Dr. Reginald Eggleston’s&nbsp;contract with the district to three years, the maximum length allowed by Kansas statute.


This decision was made based on the results of Dr. Eggleston’s leadership in keeping the district’s schools open during the 2020-2021 school year considering the pandemic, as well as the financial stability of the district, the opening of the new Junction City High School on Aug. 25, the partnership between the district and Fort Riley, as well Cloud County Community College, and the continued focus on student achievement, according to Board Vice President Jim Schmidt.

“We are looking forward to the implementation and execution of the Strategic Plan to include gains in both academic standing amongst our peers and graduation rates, along with a commitment to locate, hire and retain highly qualified staff, while requalifying for Impact Aid,” Schmidt said regarding the plan Dr. Eggleston has been at the forefront of creating. “All of which will only further the benefits to our students, our district and our community.”

The board extended Dr. Eggleston’s contract to June 30, 2024.

“I am grateful for the opportunity to continue serving as superintendent of the district and excited about the work we have begun,” Eggleston said. “I look forward to continuing our focus on academic achievement.”

TOPEKA, Kan. (WIBW) - Kansans that are not fully vaccinated against COVID-19 and headed to see Garth Brooks on Saturday night will be required to quarantine.

According to the&nbsp;<a href="https://www.coronavirus.kdheks.gov/175/Travel-Exposure-Related-Isolation-Quaran" target="_blank">Kansas Department of Health and Environment’s Travel &amp; Exposure Related Isolation and Quarantine</a>&nbsp;states that any Kansans that is unvaccinated and has attended any out-of-state mass gatherings of 500 or more where social distancing cannot be maintained is required to follow the 10 Day quarantine following a positive test.

The Department said concerts easily fit these criteria.

The KDHE said Kansans that are fully vaccinated are not required to quarantine unless they have tested positive for the virus. In this case, it said vaccinated residents are only required to quarantine for 7 Days.

Those in attendance at the concert will already be required to wear masks per&nbsp;<a href="https://www.wibw.com/2021/08/04/arrowhead-updates-mask-policy-ahead-garth-concert/" target="_blank">Arrowhead Stadium guidelines&nbsp;</a>in areas such as the CommunityAmerica Club Level, Ford Founder’s Club, Foolish Lounge, Broadcast Lounge, Signature Suite Lounge, Locker Room Club and Chiefs Pro Shop.

Earlier in the week, Garth Brooks announced that he would<a href="https://www.wibw.com/2021/08/03/garth-brooks-reassessing-stadium-tour-because-covid-surge/" target="_blank">&nbsp;reassess his stadium tour</a>&nbsp;due to a surge in COVID-19 cases. Brooks said he would go forward with the Kansas City and Lincoln, Neb., shows, however, he will go on a break following the Lincoln show to reassess COVID cases in upcoming cities.

The Kansas City Health Department will host a<a href="https://www.wibw.com/2021/08/07/garth-brooks-asks-fans-mask-up-upcoming-concert/" target="_blank">&nbsp;vaccine clinic</a>&nbsp;before the concert. While asking fans to mask up for the gig, Brooks said he encourages those that have yet to get fully vaccinated to do so as soon as possible. TOPEKA – The Kansas Bureau of Investigation (KBI) has released the 2020 Kansas Crime Index Report. The report compiles crime statistics reported to the KBI by state and local law enforcement agencies throughout Kansas.

The 2020 Kansas Crime Index Report indicated that violent crime in Kansas increased by 9.5% from 2019. A total of 13,896 violent crimes were reported in Kansas in the categories of murder, rape, robbery, and aggravated assault and battery. The violent crime rate is currently 24.4% above the 10-year average.

Notably, in 2020, the number of murders committed in Kansas hit a record at 193, surpassing any year since 1959, when the Federal Bureau of Investigation (FBI) first began publishing national crime statistics.

Aggravated assaults and batteries increased by 13.8% in 2020, while reported rapes and robberies both declined from 2019.

Overall, property crimes declined in 2020 by 1.2%. Kansas experienced a 9.4% increase in motor vehicle thefts, which was the only property crime offense to increase.

KBI releases Crime Index Report

MANHATTAN, Kan. (WIBW) - A 9-year-old from Manhattan is squeezing his way into his dream job.

Tre Glasper is a young entrepreneur who comes from a family with a strong background in business.

“I’ve been around business my entire life and I wasn’t scared because they own their own business,” he said.

This summer Tre was helping out his great uncle, owner of Smokin’ H’s, with his stand at the Manhattan Farmer’s Market and inspiration struck.

Tre said, “I saw that there were no drink vendors at the Farmer’s Market and I asked my mom if I could make a lemonade stand.”

His parents, Jermain and Sheila Glasper, gave Tre their full support.

“He went on his mom’s laptop and designed his logo which is&nbsp;Tre’s Squeeze&nbsp;and we were like wow, you’re pretty into this,” said Jermain. “So, we started looking at shelves and looking at other product, testing it out at home first throughout the summer, and then once he got his ingredients together we were ready to try to sell.”

For the last three months Tre has set up at the Farmer’s Market, freshly squeezing his lemonade for customers.

“We don’t put artificial flavor in our lemonade, we just put actual fruits in our lemonade,” Tre continued saying, “So, like our regular has lemons in it, our strawberry has strawberries in it, and then our watermelon has watermelon in it and we use raw cane sugar.”

The need he aimed to meet paid off and his product quickly became a hit.

“At the beginning of the summer, I never thought I would be owning a business and this business means a lot to me,” Tre added, “The community is very caring, nice and I appreciate all of the support.”

“We’re really thankful for the support,” Jermain continued saying, “It’s teaching him that when you put your dreams out there you can do anything and it inspires people as a whole.”

Tre’s Squeeze&nbsp;also gained traction on social media and caught the eye of management at Manhattan’s Hy-Vee grocery store.

The store’s Catering Manager, Margot Hutchison said, “We saw a Facebook post about him being interested in hopefully getting in stores in the future and we kind of swooped on that and brought him in.”

After just one taste test, Hy-Vee struck a deal, putting Tre’s business in a whole new playing field.

“Currently he squeezes fresh at the Farmer’s Market, so now we are trying to help him have a shelf-stable product and work with our resources and their resources for labeling,” said Hutchison.

“We’re very grateful and thankful to show him what it looks like when it comes to distribution of a product,” Tre’s father added. “Being in stores, it’s a learning process for us all and we are willing to grow and learn from the staff at Hy-Vee.”

While the Glasper’s and their new business partner recognize Tre’s success and look toward the future, they also want him to enjoy just being a kid.

“I mean who wouldn’t want to partner with a 9-year-old? You know we are trying to help him become a businessman, but also help maintain him being 9-years-old,” said Hutchison.

As Tre lives by his businesses motto, “Squeeze Into Your Dreams,” he recognizes his success would not be possible without the community’s support.

He said, “I wouldn’t be able to be in Hy-Vee if the community didn’t support me, so it means a lot to me.”

”To be nine years old and standing out on his dreams inspiring adults and children, it’s just amazing,” Jermain continued saying, “I’m a very proud father and I learn every day from him as well.”

Hy-Vee will be holding pop-up events at the Manhattan store over the next few months until they get&nbsp;Tre’s Squeeze&nbsp;labeled and ready to go on store shelves.

The first event will be from 11:30 a.m.-2 p.m. Saturday, August 7th inside the front of the store. Manhattan’s Hy-Vee is located at 601 N. 3rd Pl.

9-year-old entrepreneur gets grocery store deal in Manhattan

JUNCTION CITY, Kan. (WIBW) - Junction City Police Department, along with community partners, hosted the annual Summer Block party in Heritage Park on Friday evening.

Welcoming the crowd was Junction City Police Chief John Lamb, before he climbed into the dunk tank. Money raised from the dunk tank will be used to support the Shop with a Cop program.

Officers from JCPD demonstrated a K9 training technique, with one of the officers wearing protective gear, yelled at the K9 to get the dog to chase after him, taking him down, just as the K9 has been trained to do.

Community Partners along with the Police Department offered free supper, and drinks, along with informational booths about local resources.

“My commitment has always been transparency, and community engagement, and as I continue with my Chief’s Advisory meetings and the Chief’s walks I think this is just…just kind of like the icing on the cake.” Junction City Police Department Chief John Lamb says.

“I just really thank this community, after what we’ve been going through, and they support our law enforcement here in town and we love this community very much.” Junction City Police Department, SRO Jay Wigton says.

Just before 4p.m. Thursday, officers filed a report for criminal damage to property in the 1000 block of S. Seth Child Road when the Riley County&nbsp; reported a 32-year-old male inmate damaged a commissary kiosk. 

The estimated total loss associated with this case is approximately $795. Authorities released no additional details including the inmate's name.

The study, commissioned by Kansas Junior Achievement talked to 1,003 students between the ages of 13 and 17.

Their findings show that 39% of respondents feel that they are behind educationally because of the pandemic, and nearly a third of those feel like they are permanently behind.

The study also found that 34% of teens need “emotional support” received from interacting with their peers, teachers, and other adults while attending in-person classes.

“These results indicate that the pandemic may have a profound and long-term impact on today’s young people, not just academically, but emotionally,” said Ashley Charest, President, Junior Achievement of Kansas. “It’s up to all of us, educators, parents, caregivers, counselors, mentors, and youth development professionals, to do what we can this school year and beyond to give young people the support they need.”

The study also found that 34% of teens were concerned about attending in-person school this year, 56% of teens felt that the quality of education last year was “fair/poor” due to the pandemic, and 46% of teens said they were interested in participating in online-only classes in the future.

According to&nbsp;<a href="https://kansas.ja.org/" target="_blank">Junior Achievement of Kansas</a>, the survey was active between July 8, 2021 and July 13, 2021.
