MANHATTAN—Law enforcement authorities are investigating a case of alleged theft in Manhattan.

Just after 4:30p.m. Wednesday, officers filed a report for theft at Walmart in the 100 block of Bluemont Ave. in Manhattan, according to the Riley County Police Department activity report.

The store reported a 20-year-old female stole cash over the span of two weeks. The estimated total loss associated with this case is approximately $1,055.

Police issued Sheryl Beeman, 20, of Manhattan a Notice to Appear for petty theft.

20-year-old accused of $1055 theft over 2-weeks

MANHATTAN, Kan. (WIBW) - Fort Riley will soon offer more access to civilians. Civilians will be allowed for pre-approved access to Fort Riley’s Family, Morale, Welfare and Recreation program facilities.

Programs Director, Tod Scalf, announced on Wednesday at the Manhattan Military Relations luncheon, a new program called the MWR card.

The MWR card will allow approved civilians access to seven MWR facilities including the Outdoor Adventure Park, Automotive skills center, personal firearms range, SpareTime Entertainment, Museum, Equipment Checkout Center, and special events.

Starting September 20, 2021, civilians interested in getting the MWR card can start the application process.

Lisa Shappee, director of instructional design and faculty support, is the recipient of the 2021 Wagner Award for Outstanding Instructional Support from Kansas State University Salina. The Wagner Award recognizes an outstanding individual in distance learning administration innovation, excellent instructional support and leadership. "Lisa demonstrates outstanding instructional support in the way she interacts with her colleagues, through her continuous exploration of new ideas, and by her dedication to the discipline of instructional design in higher education," said Kirsten Zoller, director of K-State Salina professional education and outreach. "Lisa's talent for understanding those she is working with, her commitment to quality work, and her practical approach to challenges to get to the best solution for all shows that she is an exceptional instructional design professional." Shappee has been at K-State Salina for 10 years. Before her current role, she worked as the library director/instructional designer and served as the director of library services. She earned Bachelor of Science in journalism from the University of Kansas and master's degrees in library science and instructional design and technology from Emporia State University. She is currently enrolled in the curriculum and instruction doctoral program at K-State. "Staying true to our campus mission, my way to support being student-centered is by making sure that students have a quality learning experience through technology," Shappee said. "I can do this by being a resource for faculty to make their jobs easier — allowing them more time to focus on teaching." Besides developing technology support for courses at K-State Salina, she successfully implemented a project with the Kansas Department of Transportation's certified inspector training program. The campus has worked with the department for 20 years by providing on-campus training. Shappee made 20 courses into an online format. This endeavor required her to support and edit 200 videos focused on lecture and lab experiences and organized them into learning management systems. "My passion for instructional design emerged when the need for it grew on campus," Shappee said. "Ever since then, I've been dedicated to continuing to advance in my field. The end result is always how we can keep improving student learning that benefits them as they move forward in their academic and professional careers."&nbsp; &nbsp;

K-State Salina's Lisa Shappee receives prestigious Wagner Award

For three hours Wednesday evening Heritage Park in downtown Junction City was full of businesses and organization vendors along with a substantial number of community members enjoying the Junction City Expo. A total of 77 vendors participated in the event.

It was an opportunity to learn what different businesses offer, enjoy food and entertainment, and visit with fellow community members.

Junction City Mayor Jeff Underhill called the turnout fantastic. "I think combining the Business Expo with the Grub and Grooves atmosphere with the bands and food vendors was a brilliant idea by the Chamber staff.

Ashley King, Director of Communications at Geary Community Hospital operated a booth at the Expo. "It's good, a great turnout. It's nice to see everybody back out in the community.

Chamber of Commerce Member Relations Coordinator Dawn Stephens credited the effort to share information ahead of the event, while Chamber President Mickey Fornaro Dean said there was gorgeous weather, and people liked the vendor attendance.

Junction City Expo produces a strong business turnout

There was a bomb threat at Spring&nbsp; Valley Elementary School on the morning of Aug. 11. Fortunately no bomb was ever found, but Junction City police did not arrive on the scene until 30 minutes after what they termed an unsubstantiated bomb threat came in from the school district. They did not respond with a lights and sirens running during morning traffic because they did not want to endanger the community traveling across town.

JC Post has asked Sheriff Dan Jackson for his department's side of the story. He noted there was never a call dispatched out but he was notified from other sources that there was a bomb threat with no police presence at the school. Jackson ordered his day shift to immediately respond and they went to the scene with police responding soon after. The Sheriff noted that when the S-O personnel went to the school they notified dispatch and asked if there was any information about the threat. Police then responded as well.

Multiple searches were also done of the building including some K-9's from other agencies. 

Jackson noted that you hear about an unsubstantiated or substantiated threat. "If a bomb threat gets called in I will treat it as it's substantiated until we unsubstantiate it by getting everybody out of the school, doing a search, bringing in bomb dogs. I don't think we can just say because it came in over social media that we don't have to take it seriously."

Following an earlier police report that a small number of sheriff's personnel had earlier been at the school&nbsp; leaving their children to attend classes, the Sheriff's Department confirmed no Deputies have children attending there.

Police Captain Cory Odell did note that students were not allowed into the school and were kept at a safe distance.&nbsp; Police Chief John Lamb said that police have assessed their policies and there are things that have been identified where changes need to be made. He also stated, "There are some things that we have identified that we can improve on." The chief issued his comments after an after action review of the matter.

Union Pacific 'Big Boy' No. 4014 locomotive moves through the region Thursday

More than $1.3 million will be spent on the 2021 street maintenance program in Junction City. Ray Ibarra, Public Works Director, said the total of $1,379,498 will be the largest amount of money spent on the program.&nbsp;

The program will consist of a two-inch mill and overlay of 86,296 square yards of streets and 12,126 tons of hot mix asphalt.

One of the major projects will involve the mill and overlay of a prominent east-west roadway through the city, Ash Street from Spring Valley Road to Washington Street.

Bayers Construction has begun work on Franklin Street from Grant Ave. to 6th Street, Madison from 18th to 15th, and 13th Street from Jackson to Madison Street.

Beware of the road construction and use caution when driving through work zones.

LaDonna Junghans State Farm participates in Bucks for Buckles Program 

RILEY COUNTY —For the second time in August, the Riley County Police Department issued an alert for a runaway juvenile identified as 14-year-old Patrick Chizek of Manhattan.

Just before 2p.m. Tuesday he was reported missing from Blue Valley High School in Randolph, according to a social media report from the RCPD. 

Around 8:00 p.m., officers obtained a video of Chizek heading south from the school on foot around the time he was last seen. 

Chizek was spotted around the same time in a cornfield near Riley. Shortly after midnight, Chizek was located safely at the Short Stop gas station in Riley.

He was processed through juvenile intake and released into the care of his parents.&nbsp; On August 8, he was also reported missing and located just before 9p.m. that evening, according to the RCPD.

The RCPD thanked the Riley County Fire District #1, Pottawatomie County Sheriff's Office, U.S. Army Corp of Engineers and all the citizen volunteers who helped during the search.

2nd time this month RCPD helps locate runaway teen

Junction City First Board of Directors, a group focused on economic development business expansion and attraction, has voted to donate $20,000 to Aging Well at the Spring Valley Campus.

Sue Kollhoff, chairman of JC First, commented, “Aging Well will bring 40 additional jobs, revenue, and infrastructure to Junction City. This falls right in line with our mission to promote the development of the community through the attraction and retention of industry and business by providing the necessary resources that will enable local growth in investments, jobs, infrastructure, and education.”

Phase 1 of the plan for Aging Well includes building three small homes providing skilled nursing services and an additional home providing assisted living services. Phase 2 will include independent housing options, a clubhouse, and other opportunities to incorporate other supportive services. The campus will be built on donated land located on the northwest corner of the intersection of Hwy 77 and Hwy 18.&nbsp;

The non-profit organization is community-based and lead by a volunteer Board of Directors.

Aging Well receives support from JC First

<a href="https://salina.k-state.edu/" target="_blank">Kansas State University Salina</a>&nbsp;has honored former longtime CEO and Dean Dennis Kuhlman with the renaming of a campus building in his honor. The Welcome Center, which formerly housed the Office of Admissions and now is home to administration offices, has been renamed the Kuhlman Center. The move not only honors Kuhlman's legacy on campus but also aligns with the campus master plan initiatives. Kuhlman began his tenure as CEO and dean in 1997. An educational innovator, he had a vision for the transformation of the campus. Kuhlman led the strategic growth of the K-State Salina campus from offering degrees at the associate level only to bachelor's and master's degrees. He was the longest-serving CEO and dean of the campus, retiring in 2012.&nbsp;<a href="https://www.k-state.edu/today/announcement/?id=71556" target="_blank">Kuhlman died in 2020</a>&nbsp;from complications of COVID-19. "From the first time Dennis set foot on campus, he didn't just see what the campus was — he saw what it could be, and he never stopped seeing its future," said Carol Kuhlman, Kuhlman's widow. "Dr. Kuhlman was instrumental in developing the campus into what it is today," said Alysia Starkey, CEO and dean of K-State Salina. His passion for aviation, engineering and most importantly, students still influences many of our decisions. This building will serve as an enduring testament to a visionary leader, influential mentor and a genuinely remarkable human being." The campus master plan is realigning spaces on campus into more efficient zones for students, including an academic zone, student life zone and administration zone. The Kuhlman Center will be the heart of the administration zone. "We inherited the campus after the closure of Schilling Air Force Base in 1965," Starkey said. "The site plan and facilities are remnants built for that original purpose. Our facility needs have evolved because of our growth in enrollment and the expansion of expertise in aviation, unmanned systems and advanced manufacturing." Starkey said the campus master plan affords K-State Salina the opportunity to be fiscally strategic in managing its growth and to be good stewards of the land and focus on how to best serve the changing needs of its students. "The campus is honored to keep Kuhlman's legacy in the forefront of its mission and continue his vision of continual educational innovation and transformation," Starkey said. The Welcome Center, which formerly housed the Office of Admissions and now is home to administration offices, has been renamed the Kuhlman Center. The move not only honors Kuhlman's legacy on campus but also aligns with the campus master plan initiatives. Kuhlman began his tenure as CEO and dean in 1997. An educational innovator, he had a vision for the transformation of the campus. Kuhlman led the strategic growth of the K-State Salina campus from offering degrees at the associate level only to bachelor's and master's degrees. He was the longest-serving CEO and dean of the campus, retiring in 2012.&nbsp;<a href="https://www.k-state.edu/today/announcement/?id=71556" target="_blank">Kuhlman died in 2020</a>&nbsp;from complications of COVID-19. "From the first time Dennis set foot on campus, he didn't just see what the campus was — he saw what it could be, and he never stopped seeing its future," said Carol Kuhlman, Kuhlman's widow. "Dr. Kuhlman was instrumental in developing the campus into what it is today," said Alysia Starkey, CEO and dean of K-State Salina. His passion for aviation, engineering and most importantly, students still influences many of our decisions. This building will serve as an enduring testament to a visionary leader, influential mentor and a genuinely remarkable human being." The campus master plan is realigning spaces on campus into more efficient zones for students, including an academic zone, student life zone and administration zone. The Kuhlman Center will be the heart of the administration zone. "We inherited the campus after the closure of Schilling Air Force Base in 1965," Starkey said. "The site plan and facilities are remnants built for that original purpose. Our facility needs have evolved because of our growth in enrollment and the expansion of expertise in aviation, unmanned systems and advanced manufacturing." Starkey said the campus master plan affords K-State Salina the opportunity to be fiscally strategic in managing its growth and to be good stewards of the land and focus on how to best serve the changing needs of its students. "The campus is honored to keep Kuhlman's legacy in the forefront of its mission and continue his vision of continual educational innovation and transformation," Starkey said. "We have some restaurants, some of the culinary collective people will be there, we have a couple food trucks. I also have someone like Mathis Physical Therapy, Geary Community Hospital, Next Home Unlimited, we're talking realtors, healthcare, people selling their wares."

There will be demonstrations on the grandstand, live music and performances by the J-Steppers, cheerleaders and marching band from Junction City High School will perform.

There is no admission to the expo. 107.9 FM / 1420 KJCK AM, Power Hits 97.5 and Q Country 103.5 will be broadcasting live from the expo.

TOPEKA, Kan. (WIBW) - Senator Roger Marshall has urged the Department of Veterans Affairs to provide veteran outreach to prevent suicides as the Afghanistan withdrawal comes to a conclusion.

Senator Roger Marshall (R-Kan.) says he joined a group of over 30 senators to send a bipartisan letter to the Department of Veterans Affairs to urge leaders to quickly provide outreach to veterans of the War on Terrorism regarding available mental health services and resources. The call for action comes as reports find calls to veterans’ suicide hotlines spike as the Taliban claims Kabul. The Senators’ letter highlights the brave men and women that have served in Afghanistan.

“We write in light of the recent events in Afghanistan to encourage the Department of Veterans Affairs (VA) to quickly develop a comprehensive outreach plan to connect Afghanistan and Global War on Terrorism veterans to VA benefits and services,” wrote the Senators. “More than two million veterans served during the Global War on Terrorism, including more than 800,000 in Afghanistan, and these service members deserve and earned the support that they need. We appreciate the VA’s commitment to providing mental health services to all veterans and ask, in light of the current situation, that the Department accelerate its efforts to provide resources – to veterans of these recent conflicts.”

In the letter, Sen. Marshall noted that veterans between 18 and 34 have the highest suicide rate among former service members and that many do not use the Veterans Health Administration services, which provides many resources geared to prevent suicide among service members.

Geary County officials will try to enter into an employment discussion with one of the applicants for the vacant CVB director position. Applications for the post closed last Friday.

County Commission Chair Trish Giordano said there were two good applicants. " We have two top applicants that we're reaching out to one of them, seeing if they're still interested in it."

The CVB offices were recently moved back to the Montgomery Building at 222 West 6th Street. There is one CVB employee working there right now. The CVB had been temporarily out of that building due to air quality concerns, but after checks were done on the air no problems were found.

Geary County Sheriff's Deputies responded to a single vehicle injury accident on Monday at 3:50 p.m. at the intersection of Ritter Road and Liberty Hall Road. According to the Sheriff's Department Brianna Spitzer, Junction City, was westbound on Liberty Hall Road in a 2012 Ford Fiesta when she attempted to turn on Ritter Road at a high rate of speed. The car went out of control and skidded off the roadway, striking a power pole.

There were minor injuries and the vehicle was removed by a wrecker from the scene.

The selection process will favor applicants who demonstrate a strong desire to live and work in rural Kansas, understand the legal issues farmers and ranchers commonly face, have high academic achievements and show a financial need. Rural Kansas is defined as anywhere outside Douglas, Johnson, Sedgwick, Shawnee or Wyandotte counties. Recipients will receive the grant money in three installments, with the first $5,500 paid after passing the bar examination and starting practice in rural Kansas. The remaining installments will be paid after a recipient’s continued practice in rural Kansas for one and two years, respectively. KFB’s Legal Foundation will accept applications on and between Sept. 1 and Nov. 1. Applicants must complete the application and submit it with a résumé, transcript and letter of recommendation. RILEY COUNTY—Law enforcement authorities are investigating a burglary in Manhattan.

Just after 4:30 Monday, officers filed a report for burglary and criminal damage to property in the 500 block of N. Juliette Avenue in Manhattan, according to the Riley County Police Department activity report.

A 43-year-old man&nbsp; reported an unknown suspect broke in his unoccupied home and stole five pistols, three AR-15 rifles and other miscellaneous items. 

The estimated total loss associated with this case is approximately $6,300. 

Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

EMS transported Chavez&nbsp; to Via Christi for treatment of back and neck pain. Dressman was not transported for treatment.

OPEKA, Kan. (WIBW) - Hundreds of workers with Evergy are headed to assist the recovery efforts from Hurricane Ida.

Evergy says it has released 400 transmission and distribution line and 100 vegetation contractors who’d been working on other projects for the company. In addition, they’re sending another 100 distribution lineman with management and support who work for Evergy to assist in restoring power in the New Orleans area.

Evergy says some crews headed out Monday, with the rest departing Tuesday.

Hurricane Ida knocked out power along the Gulf Coast of the United States.

Evergy offers its assistance as a member of the Midwest Mutual Assistance Group, which enables utilities and their contractors to assist each other in restoring service after a significant event such as a severe storm.

MANHATTAN — John and Kim Vanier,&nbsp;Salina, have given funds to help&nbsp;<a href="https://salina.k-state.edu/" target="_blank">Kansas State University Salina Aerospace and Technology Campus</a>&nbsp;acquire new airplanes to update the fleet. KSU said the Vaniers' gift, combined with other funds, will enable the Aerospace and Technology Campus to purchase and maintain 15 new planes in the first phase of updating the 30-plane fleet. The fleet is a combination of single-engine and multi-engine planes. A composite aircraft is also included in the new fleet, giving students the experience of flying a plane made of different materials than metal. The fleet will have planes from two manufacturers, so students can diversify their training experience, which better prepares them for future careers. The Vaniers' gift also funds the renovation of the hangars. John Vanier graduated from K-State in 1981 with a degree in agricultural economics. He developed his love of flying while in college under the tutelage of the chief pilot for his grandfather's company, ADM Milling.&nbsp; "K-State is committed to having a state-of-the-art&nbsp;<a href="https://www.salina.k-state.edu/academics/degree-options/professional-aviation/" target="_blank">aviation program</a>," Vanier said. "Everywhere you turn, there's a coming pilot shortage. If you're going to train pilots for airlines, which is most of the students' aspiration, you have to prepare them for it. When students visit to see if they want to enroll in our program, they need to see a good-looking hanger and aircraft that have state-of-the-art avionics. If we aren't continually improving, we're going to be left behind and I don't want to see that happen." The updated fleet and improved facilities are a boon to the Aerospace and Technology Campus and to the future pilots trained there. "The new, modern flight-training fleet provides the diversity of experience employers are looking for from students coming out of a collegiate aviation program," said Alysia Starkey, dean and CEO of Kansas State University Aerospace and Technology Campus. "The gift of an updated fleet means we can provide a consistent student training experience across all aircraft in our flight training program. This enables us to train our pilots to be able to walk into whatever career is waiting for them prepared to work right away."&nbsp;

The fleet is a combination of single-engine and multi-engine planes. A composite aircraft is also included in the new fleet, giving students the experience of flying a plane made of different materials than metal. The fleet will have planes from two manufacturers, so students can diversify their training experience, which better prepares them for future careers. The Vaniers' gift also funds the renovation of the hangars. John Vanier graduated from K-State in 1981 with a degree in agricultural economics. He developed his love of flying while in college under the tutelage of the chief pilot for his grandfather's company, ADM Milling.&nbsp; "K-State is committed to having a state-of-the-art&nbsp;<a href="https://www.salina.k-state.edu/academics/degree-options/professional-aviation/" target="_blank">aviation program</a>," Vanier said. "Everywhere you turn, there's a coming pilot shortage. If you're going to train pilots for airlines, which is most of the students' aspiration, you have to prepare them for it. When students visit to see if they want to enroll in our program, they need to see a good-looking hanger and aircraft that have state-of-the-art avionics. If we aren't continually improving, we're going to be left behind and I don't want to see that happen." The updated fleet and improved facilities are a boon to the Aerospace and Technology Campus and to the future pilots trained there. "The new, modern flight-training fleet provides the diversity of experience employers are looking for from students coming out of a collegiate aviation program," said Alysia Starkey, dean and CEO of Kansas State University Aerospace and Technology Campus. "The gift of an updated fleet means we can provide a consistent student training experience across all aircraft in our flight training program. This enables us to train our pilots to be able to walk into whatever career is waiting for them prepared to work right away."&nbsp;
