Konza Prairie Community Health Center will host their annual Back to School Health Fair on Friday, July 30 at their 361 Grant Ave. location. The hours will be 9 a.m. to 1 p.m.

Tahni Leonguerrero, Clinic Coordinator at Konza, said COVID-19 vaccine will be available for all ages 12 and up including parents and guardians who may want to get vaccinated that day. "COVID vaccines are free, no out of pocket expense. We also have the Pfizer vaccine authorized for 12 and older. The vaccine is also given in two doses spaced about three weeks apart."

There will also be childhood vaccines for all school age children, sports physicals for $20 or a donation of five canned goods and dental oral health screening.

For those interested in vaccinations bring shot records and your insurance card if you have one. Insurance is not required and there is not any out of pocket cost for vaccines.

All medical services will be provided on a first come, first served basis.

Community organizations will also provide information on health, wellness and community activities, Each participant will receive a free goodie bag, lunch and a chance to win one of many door prizes.

MANHATTAN —Law enforcement authorities are investigating an alleged battery that sent a woman to the hospital.

Just before 3a.m. Friday, police&nbsp;filed a report for aggravated battery in the 500 block of Pierre Street in Manhattan, according to the Riley County Police Department activity report.

&nbsp;A 19-year-old woman reported an unknown suspect stabbed her in the leg and hand with a piece of glass. 

EMS transported the victim to Via Christi for treatment of her injuries.

Geary Community Hospital officials are urging the public to get COVID-19 vaccinations. Director of Communications Ashley King stated that recent statistics showed the county had the lowest percentage for vaccination rates in the state and hospitalizations have also been up recently.

Republican Kansas State Treasurer candidate Michael Austin sees an opportunity for tax relief from local jurisdictions through federal ARP money.

"Despite the legislative effort on property taxes, I think it's clear that more work needs to be done," Austin said. "Inflation is rising. Kansans, especially those on retirement, seem to be paying more and more in property taxes. Meanwhile, the Biden administration is gifting our tax dollars to governments to support higher local government spending. Something has to give. What I'm doing is, I'm making a call for localities to give back our federal tax dollars in the form of a federal tax rebate."

It appeared to be the intent of Congress not to allow that at some levels of government.

"There are provisions in that, that kind of limited what state governments could use that money for," Austin said. "Obviously, there are plenty of attorneys general who are pushing back, saying, no, state governments, if they wish, can use this money to provide tax relief. At the local level, for city and county governments, there is no such restriction."

Austin wants to be sure that presumably one-time money is used for a one-time solution.

"When you have this type of federal tax dollar infusion, you don't want to put it into an ongoing expense," Austin said. "Here in Kansas, we learned a good while ago, after the onset of the great recession, that if you take federal money and you just put it into the budget, you're going to leave yourself a big, gaping hole to fill once that federal money dries away."

Austin is one of at least three Republican candidates who have declared their intent to run for State Treasurer, an office currently held by Democrat Lynn Rogers after his appointment by Gov. Laura Kelly.

Fort Riley reported via social media that as part of the 1st Infantry Division's Big Red One Year of Honor, Estes Road has been renamed Parker Road. The change commemorates Medal of Honor recipient 2nd Lt Samuel I. Parker. Estes Gate on the west side of&nbsp; the installation was also renamed Parker Gate.&nbsp;

Another street on the installation was also renamed Edwards Road after Medal of Honor recipient Pfc. Daniel Edwards.

Parker and Edwards were honored for their gallantry during World War I.

JUNCTION CITY, Kan. – The negotiations team met on July 21st via Zoom at 1:00 p.m. The topic of discussion was compensation. The team was able to resolve all issues and reach a tentative agreement.

New window treatment in the form of perfs have been added at the C. L. Hoover Opera House. Perfs are sheets of perforated plastic that stick to the outside of a window. They can be customized for advertising shows for the upcoming season and act as a sun shade from the inside.

Current perfs advertise the upcoming shows for the 2021-2022 Season. The window treatments provide color, shade and information for those who pass by. If you haven't seen the windows yet, definitely take a drive by the West and North sides of the Opera House.

The Opera House re-opens with it's first show, The Quebe Sisters,&nbsp; Friday, July 30th at 7pm. A FREE Picnic Style PRE SHOW Dinner will begin at 5:30pm. Admission to the Dinner will require a purchased show ticket and a Vaccination.&nbsp; &nbsp;

There have been a total of 73 Delta variant cases in the county and 42 were identified in July. Von Busch added emphasis to the importance of vaccinations. "Of those 42&nbsp; 18 are less than 20 years old and 3 are over 65." Von Busch said 42.9% of the Geary County population has been vaccinated but in the 65 and older 81.4% have received COVID-19 vaccinations. "That speaks volumes to the importance of vaccination."

Get vaccinated for COVID-19

Premiums bid for 4-H livestock and projects Thursday night at the Geary County 4-H Livestock and Project Auction totaled a new record of $56,825. That shattered the old record of $45,660 set in 2019. Extension Agent Chuck Otte said 77 items were sold compared to 83 in 2019.

Otte stated that the 38 project sold averaged $423 for a total of $16,075. The 39 head of livestock had an average premium of nearly $1,045 for a total of $40,750. Both totals were new records.

Archers of all ages, military or civilian, are invited to take on the nearly two-mile course , featuring three-dimensional targets, including the "Bigfoot of the Flint Hills."

Pre-register by Aug. 20 at <a href="http://riley.armymwr.com">riley.armymwr.com</a>&nbsp;or in person at Fort Riley's Outdoor Adventure Park, 5202 Normandy Drive. Registration fees are $45 for active duty Soldiers, $35 for youth age $17 and under, and $45-$55 for all other adults depending on the category. Youth categories are ages 8-11, 12-14, and 15-17 years old. Youth will compete on Aug. 21 and adults will compete on Aug. 22.&nbsp;

Top five shooters from each category with 10 or more shooters will compete in a class shoot-off for cash prizes. Check-in begins at 7a.m. each day, with a mandatory meeting for all shooters at 8:30. The tournament slings into action at 9. Food will be available for purchase and the event should wrap up by 2p.m..&nbsp;

Archers without Department of Defense ID cards who wish to take on the challenge can get a day pass at the Visitor Control Center at the Marshall Army Airfield Gate located off I-70, exit 301. Junction City Commissioners have adopted a resolution and given ordinance approval for the refinancing of general obligation bonds. Over the life of the bond issue there will be a savings of about $980,000.

Tava Gustafson had the grand champion market hog and Jewels Williams the reserve grand champion in the 4-H Swine Show at the Geary County Free Fair.

The grand champion award is named after the late Grady Erichsen, who lost his life in a shooting accident in 2020. Gustafson said the purple ribbon meant a great deal to her. "It means a lot to me. I've worked really hard with this hog and I know that Grady would be happy for me. " Grady Erichsen had entered hogs in 4-H swine shows.&nbsp;

Tava also credits her own family for support in raising livestock. "Yes it is a lot of work but I could not do it without my mom and my grandparents. They're the biggest supporters I have."

Since 1994,&nbsp;when the state took over a larger share of school&nbsp;finance&nbsp;to lower property taxes and provide more equitable&nbsp;funding, Kansas has spent&nbsp;about 50 percent of&nbsp;the state general funding budget on K-12 state aid.&nbsp;That will continue next year,&nbsp;when&nbsp;school district&nbsp;aid&nbsp;will&nbsp;account for 51.2 percent of total SGF expenditures next year, down from&nbsp;52.6&nbsp;percent in the past two years.&nbsp;

The&nbsp;Legislature&nbsp;approved $4.17 billion in&nbsp;K-12 state aid from SFG expenditures of $8.14 billion.&nbsp;

The&nbsp;latest&nbsp;data is part of the Kansas Budget Division’s&nbsp;<a href="https://budget.kansas.gov/wp-content/uploads/FY2022_Comparison_Report-6.29.2021.pdf" target="_blank">Fiscal Year 2022 Comparison Report</a>, which compares the Governor’s budget proposals from the beginning of the Legislative session with appropriations&nbsp;actually approved.&nbsp;

Since&nbsp;Kansas phased in a new school finance system&nbsp;between 1992 and 1994,&nbsp;school funding has consistently averaged&nbsp;about 50 percent of the state general fund.&nbsp;This means a larger&nbsp;share of the state budget goes to K-12 schools, but&nbsp;it also means less reliance on local property taxes.&nbsp;Kansas&nbsp;provides a higher share of school funding from state sources than most other states, even though total school funding in Kansas is&nbsp;below the U.S. average.&nbsp;

Although the state&nbsp;has been&nbsp;increasing aid for school budgets&nbsp;as part of a six-year&nbsp;plan to settle the&nbsp;Gannon&nbsp;school finance&nbsp;case, the major school finance formula programs addressed by&nbsp;Gannon&nbsp;– base state aid and student weightings, special education&nbsp;aid, and equalization aid for local option budgets, bond and interest payments and capital outlay – have&nbsp;actually been&nbsp;declining compared to the SGF.&nbsp;These&nbsp;and most other aid&nbsp;programs&nbsp;dropped from just under 50 percent of SGF spending in 2002 to 44.3 percent in 2022.&nbsp;

That decline has been made up by funding for the&nbsp;School&nbsp;group of the Kansas Public Employees Retirement System, which increased from 2 percent of SGF spending in 2002 to an average of about 7 percent in 2020, 2021, and 2022. Higher employer contributions are partly due to the funding plan, but this increase is also partly due to past underfunding of the system, which has required higher annual contributions.&nbsp;

This means KPERS funding over the past two decades was lower than necessary to cover actuarial costs and required annual contributions are now higher to make up the past underfunding. Unlike other school district aid programs, these funds simply “pass-through” school district budgets and have no impact&nbsp;on&nbsp;school operations.&nbsp;

(The KPERS School group includes contributions for some non-school district employers, such&nbsp;as&nbsp;community and technical colleges that previously were under the State Board of Education. Since 2015, the non-USD group has been appropriated separately, but for consistency, these funds have been included in the total for school aid.)&nbsp;

Governor Laura Kelly has proposed “re-amortizing” the KPERS school group, which would basically extend the time to&nbsp;fully fund the system’s costs. Such a move would reduce annual contributions to the system, and lower the total spent on K-12 education.&nbsp;However, Legislators have so far rejected this&nbsp;plan, which would add to the long-term cost of the KPERS system (the state would pay less per year, but more over a longer&nbsp;period of time).&nbsp;

These amounts do&nbsp;not&nbsp;include all state spending or all school district funding. The approved state budget for all funds is $21.5 billion for Fiscal Year 2020. A large portion of this funding is federal aid. KASB estimates that total school district spending next year will be&nbsp;nearly&nbsp;$7.9 billion&nbsp;when including federal aid, local revenues, and state funding that is not part of the state general fund. The largest school aid program not included in the state general fund is&nbsp;revenue from the&nbsp;20-mill&nbsp;statewide levy,&nbsp;estimated next year at $750 million.&nbsp;These funds are collected at the local level and send to the state, then redistributed to school districts as part of&nbsp;state foundation aid.&nbsp;
