&nbsp;Thirteen people have applied to fill two district judge vacancies in the 8th Judicial District.&nbsp;The vacancies are due to two retirements. Judge Steven Hornbaker, who served in Geary County, retired June 1. Chief Judge Michael Powers will retire August 20. His position is based in Marion County.

The nominating commission will meet to interview nominees at 9 a.m. Wednesday, August 18. Interviews will take place at the Geary County Courthouse, 138 E 8th Street, Junction City.

Anyone who attends the interviews must follow minimum standard health protocols set by the Supreme Court. These include answering questions at check-in about symptoms of or possible exposure to COVID-19, wearing a face mask while in the building, and maintaining six feet of physical distance from others.

Army issues a road closure notice

Junction City Police cut the ribbon for their new mural in front of the Police Department building on Wednesday. Police Chief John Lamb said the mural is a statement and a matter of pride of the employees and the officers of the JCPD. "It's such a large, bold statement of our commitment to the community that we wanted to have something that everybody could see, enjoy, beautify the community."

Trish Giordano, retired police captain and current county commissioner, said the mural beautifies the southwest corner of the Police Department property at Ninth and Franklin. "Truly represents what JCPD stands for. That includes integrity, community and keeping our citizens safe." Giordano worked for the JCPD for 28 years.

Landscaping and lighting improvements at the mural will be done in the future.

This training will focus on streamlining interagency cooperation during crisis situations.

The training will take place at the Manhattan Catholic School from July 20 - 22, 2021.&nbsp;&nbsp;Signs designating the area as a temporary training site will be placed near the training scenario to remind the surrounding community that there is no danger to the public.

A&nbsp; 19-year-old woman and a 47-year-old man reported an 18-year-old male known to them injured the woman victim, damaged her shirt and necklace, restrained her, then stole a 2013 Ford Fusion and a green Apple iPhone 11 Pro Max, according to the Riley County Police Department activity report.

The estimated total loss associated with this case is approximately $11,114. 

Police arrested Luke Patrick Johnson, 18, of Manhattan on requested charges of domestic battery, criminal damage to property, criminal restraint, criminal deprivation of property and theft.&nbsp;

RCPD: Manhattan teen accused of car theft, domestic battery

Brandon Martino, a former athletic trainer at Junction City High School, has entered a no contest plea in Geary County District Court and has been found guilty of one felony count of Sexual Exploitation of a Child.&nbsp; Krista Blaisdell, County Attorney, confirmed that Martino entered the no contest plea on Tuesday in District Court as part of a&nbsp; plea agreement. As part of that agreement other charges, including one count of Sexual Exploitation of a Child and two counts of Promoting Obscenity to Minors, were dismissed.

Sentencing in the case is scheduled for 11:30 a.m. on Aug. 16th.&nbsp;

The Kansas Board of Healing Arts reported earlier in July that they had&nbsp;<a href="http://www.ksbha.org/boardactions/Documents/martino_21.pdf">indefinitely suspended</a>&nbsp;the license of Brandon M. Martino.&nbsp; According to the order from the Board a student patient under the age of 18 had received sexually explicit text messages from Martino, including a nude image of himself.

At the time of his arrest, USD 475 suspended Martino from all duties and responsibilities.&nbsp;

Former JCHS athletic trainer is convicted of one count

Geary Community Schools Foundation’s (GCSF) “Supporting A Diverse Staff: Loans For Aspiring Educators” provides loans to support aspiring educators who can be part of the effort to increase the diversity of teachers in the classroom. The Foundation recognizes that the single most important factor for student success in the classroom is the teacher.&nbsp; Loans are available for JCHS graduates, who are at least college sophomores majoring in education and who apply for a forgivable loan up to $15,000. Applications are reviewed by a committee and awarded based on a set of criteria.

Loans are forgiven after three years of teaching in USD 475, when an awardee has completed a teacher education program, become licensed in the state of Kansas, interviews, and is hired by USD 475.

If that person meets those requirements and teaches in Geary County Schools for one year, 25% of the loan is forgiven; after two years in our district the 35% of the loan is forgiven and after the third year 100% of the loan is forgiven.

The guest speaker at the July 14 JC Breakfast Optimist Club meeting at the Hampton Inn was Makayla Powell. Makayla has twice received the GCSF’s loan for aspiring teachers. She is enrolled in a teacher education program at Emporia State University and will be a junior when classes resume in the fall.

Makayla attended schools in USD 475 and is a graduate of Junction City High School. She stated she was inspired by teachers she had in elementary, middle, and high school and liked the way the district prepared students for success after graduation.&nbsp;

Makayla will graduate from Emporia State University May of 2023 and intends to apply to be a teacher in her home school district. Makayla also said “I am anxious to be a colleague with some of the teachers I had as a student in USD 475. My goal is to teach students in the third-grade but will teach where needed.”

The grant will continue work begun in 2009 and will provide for the ongoing sale of short- and long-term radon test kits to citizens wanting to test their home — with more than 7,000 sold in the last program year; a radon hotline that processed more than 16,000 calls during the last program year; maintenance of a website that had more than 160,000 unique visits last year; and technical assistance to other federal agencies such as HUD and EPA regional offices, state radon programs, the radon industry and private citizens. "The specific goal of the project is to prevent future lung cancer deaths by increasing the public's knowledge of radon and the need to test and mitigate homes and schools," said Bruce Snead, director of Engineering Extension and lead on the grant. "We will also increase the number of homes, schools and other structures built with radon-reducing features; build state and tribal technical capacity in radon; and support radon policy implementation for radon risk reduction."

TOPEKA, Kan. (WIBW) - Amid increased debate over Critical Race Theory and its place in classrooms, Kansas Education Commissioner Randy Watson stressed it is not a part of the Kansas curriculum.

In comments at the start of&nbsp;<a href="https://youtu.be/K65XQ-Fr13w" target="_blank">Tuesday’s State Board of Education</a>&nbsp;meeting, Watson said the K-thru-12 history, government, and social studies standards have “never, ever included Critical Race Theory, nor does it today.”

Board Chairman Jim Porter, R-Fredonia, requested the clarification from Watson after reading statements from candidates for public office he called “both inaccurate and irresponsible.”

In addition, Porter ended Tuesday’s session by presenting board members a draft of a letter he’d like to the board to send Gov. Laura Kelly and Kansas legislators. He described it as “a statement that accurately talks about the standards for social studies in Kansas.”

Porter asked board members to review the letter, and said they would discuss if further during Wednesday’s meeting during time slated to talk about legislative priorities and stakeholder engagement.

Legal and academic scholars define critical race theory as studying how racism may be embedded in various aspects of American life.

Junction City business man Todd Godfrey is working on a proposed project to turn a vacant lot at 10th and Washington downtown into a future event center. "We're looking at potentially five or six restaurants, having food trucks and trailers along the alley side." During the week the site could serve as a big food court but at other times would be an event center. "

Concerts, fights, comedy shows and even possibly some church services are possibilities for the site.&nbsp;

On the event center Godfrey said it's a need for the community. "Definitely a need for our community as well with the Main Street program now taking off, to bring that stuff downtown."

Godfrey is hopeful the project can be open sometime in 2021. "It would be a huge attraction for Junction City, just locally, state but even on a national level to bring music acts in here."&nbsp;

Godfrey said based on square footage and general construction costs the initial price tag for the project is about $10 million. "I know that there are people committed to making this project happens pretty&nbsp; much with an all-in attitude, " said Godfrey.

Godfrey already operates a successful indoor shooting range and other businesses in the 1000 block of North Washington.

There will be big change in this lot at 10th and Washington

TOPEKA, Kan. (WIBW) - Kansas has ranked 29th for states recovering quickest from the COVID-19 pandemic, which is better than three of its four border states.

With 48% of the population fully vaccinated,&nbsp;<a href="http://wallethub.com/" target="_blank">WalletHub.com</a>&nbsp;says it has released its updated rankings for&nbsp;<a href="https://wallethub.com/edu/states-covid-recovery/90947" target="_blank">States That Are Recovering the Quickest From COVID-19.</a>&nbsp;It said to find the states with the most successful recoveries, it compared the 50 states and Washington, D.C., across metrics that include the share of the population fully vaccinated and real GDP vs. pre-COVID levels.

According to the Study, Kansas has ranked 29th for states with the quickest recoveries. It said the state ranked 35th for COVID Health, 24th for Lesuire and Travel and 14th for Economy and Labor Market, accounting for its overall score of 51.37.

However, the study showed that Colorado came in at 34th for states recovering the quickest, Oklahoma came in at 43rd and Missouri ranked 51st. The only border state that came ahead of Kansas was Nebraska, which ranked fourth in the nation.

WalletHub said Missouri ranked second for the highest death rate due to COVID-19 and tied Arkansas, Kentucky and Nevada for the highest hospitalization rate. It said Colorado had the fifth highest GDP vs. Pre-COVID levels. It also said Nebraska had the third-lowest unemployment rate vs. Pre-COVID levels while Colorado had the second-highest unemployment rate vs Pre-COVID levels. Lastly, it said Colorado also had the fifth-highest real estate active listings vs. Pre-COVID levels.

(WIBW) - Kansas has ranked 29th for states recovering quickest from the COVID-19 pandemic, which is better than three of its four border states.With 48% of the population fully vaccinated,&nbsp;<a href="http://wallethub.com/" target="_blank">WalletHub.com</a>&nbsp;says it has released its updated rankings for&nbsp;<a href="https://wallethub.com/edu/states-covid-recovery/90947" target="_blank">States That Are Recovering the Quickest From COVID-19.</a>&nbsp;It said to find the states with the most successful recoveries, it compared the 50 states and Washington, D.C., across metrics that include the share of the population fully vaccinated and real GDP vs. pre-COVID levels.According to the Study, Kansas has ranked 29th for states with the quickest recoveries. It said the state ranked 35th for COVID Health, 24th for Lesuire and Travel and 14th for Economy and Labor Market, accounting for its overall score of 51.37.However, the study showed that Colorado came in at 34th for states recovering the quickest, Oklahoma came in at 43rd and Missouri ranked 51st. Kansas recovering from pandemic quicker than bordering states

R. Ben Bennett passed away in Dec. 2019. He wore many hats in the community ranging from county commissioner and wrestling coach to rodeo association member president over the years. Now he will be remembered with a tribute at the rodeo arena on the west side of Junction City.

During the Junction City Rodeo this week activities honoring Bennett are planned, said Association member Joyce Jensen. "We're planning on putting up a metal poster at the west end of the arena with his picture on it." 

That photo will be unveiled Friday evening before the rodeo begins, and there will be a riderless horse tribute on both nights as well. The rodeo begins at 7:30 p.m. both Friday and Saturday.&nbsp;

Bennett was among those who helped start the rodeo in 1993.

TOPEKA, Kan. (WIBW) - A recent study found that Kansas has more pet adoptions than its neighboring states Oklahoma, Missouri and Nebraska.

<a href="https://www.honestpaws.com/blog/pet-adoption-statistics-by-state/" target="_blank">Honest Paws</a>&nbsp;says pet the number of pet adoptions rose throughout the COVID-19 pandemic and Kansas has more pet adoptions than most other states. It said it analyzed the adoption rate of cats and dogs in each state.

First, Honest Paws said it looked at the number of adjusted live outcomes in each state to find those with the most adoptions from shelters in 2020. From this view, Kansas in the bottom 25 with 32,554 live outcomes. However, when population size is taken into account, the ranks shift a bit.

When looking at adoptions per 100,000 residents, Kansas ranked as ninth with 1,117 live outcomes per 100,000 people. It said the state edged out Missouri, Nebraska and Oklahoma, but lost to Colorado.

The study also found that Kansas has an adoption rate of 6.23% for 2020. It found that in the last five years Kansas had an adoption rate of 97.5%.

Geary Community Schools Foundation has announced that Taylor Booth is the second recipient of the "Supporting A Diverse Staff: Loans for Aspiring Educators" award. Booth is a 2019 Junction City High School (JCHS) graduate and is pursuing a degree in Elementary Education with a minor in Special Education at Fort Hays State University. She is the daughter of Jennifer and Chris Booth, of Junction City.

Taylor Booth has demonstrated past commitment to and future interest in service to USD 475. She said, "I have chosen to go into education to give back to the community that has given me so much". Throughout high school she participated in Class Committee each year and played volleyball for 3 years. She was on the Principal's honor roll and a 3-year academic letter winner. She also volunteered in the community with Delivering Change and for the JCFD Local 3309 MDA Fundraisers.

The Foundation said that theirfirst recipient, Makayla Powell, will receive the award for a second year. This past school year, she was on the Dean's Honor Roll at Emporia State University for both semesters. She said her sophomore year was amazingly eventful because she got to look through the lens of a teacher for the classes geared towards her major.

The Foundation's forgivable loan award recipients must have reached college sophomore status or higher in an accredited teacher preparation program. After completing the first year in the program, the recipient may apply for two additional annual awards for a total forgivable loan of up to $15,000, depending on their year of college. After graduation, if the individual is hired and teaches in USD 475 for one year, 25% of the loan will be forgiven; for two years, 35% of the loan is forgiven; and three years, the remainder of the loan is forgiven.

Support for this forgivable loan through the Geary Community Schools Foundation is made possible through gifts from the R2B4 Bramlage Foundation, the Betty Kline Memorial, and an anonymous donor. POTTAWATOMIE COUNTY—Law enforcement authorities are investigating a burglary and asking the public for help to find those involved.

On Sunday, sheriff's deputies responded to the Laclede Baptist Church at 11920 Onaga Road in rural Wamego, with reports of burglary and theft that occurred between 4p.m. July 10 and 10a.m. July 11, according to a media release from the&nbsp;The Pottawatomie Co. Sheriff’s Office.

&nbsp;Suspects entered the church and stole electronic equipment with an estimated value over $1,000.

Anyone with information related to the crime should call Detective Rob Gordon at 785-457-3353 or leave a tip with&nbsp;<a href="https://ptsheriff.com/" target="_blank">CrimeStoppers</a>.

DICKINSON COUNTY —A Kansas woman died in an accident just after 6:30 p.m. Sunday in Dickinson County.

A 2003 Chevy Avalanche driven by Jade E. Waters, 20, Abilene, was eastbound in the 700 block of&nbsp; 2700 Avenue, according to the Dickinson County Sheriff's office.

The driver lost control of the vehicle and it overturned.

A passenger identified as Cheyenne K. Crocker, 21, Abilene, was pronounced dead at the scene. EMS transported Waters and a second passenger Tyler D. Moreland, 18, Chapman, to Salina Regional Health Center.

The accident remains under investigation, according to the sheriff's office.

"Due to the fact that it's not a rush like it was with the Spark money we're going to be working on some policies on how we're going to distribute that, how best it's going to serve the county, to try to help as many people as possible."

Giordano said that there are recommendations or requirements for use of the money such as COVID-19 response, water and sewer. "We have a very big project out at Laurel Canyon that they've been working on. I believe the money is qualified to be used for that. "

Other potential projects could involve Geary Community Hospital and Rural Water District Four. Final decisions have not yet been made.

Construction of the new high school continues to press towards timely completion to support its opening for the fall semester. High school classes are now planned to commence on August 25th. All other schools will commence classes as previously scheduled.

Chief Operations Officer David Wild states that recent developments with the loss of city inspectors are a contributing factor to this decision. The two-week start of school delay affords room on the calendar to complete the inspection process without placing undue stress on its city partner. It also affords an opportunity for construction to proceed in key areas without unnecessary acceleration.

“It’s remarkable that Hutton Construction has been able to stay this close to its construction schedule given that the District added approximately $17M in new work, including $3M in the month of June, and in the face of an ongoing pandemic.” Wild added.

Students and staff will safely start school on August 25th while construction on the auditorium, main gym, wrestling, and weight rooms will be completed shortly after Labor Day. Late additions to the project include the orchestra and multi-purpose and fitness rooms which will remain under construction into early October.

MANHATTAN, Kan. – The Grand ‘Ole party that is&nbsp;<a href="https://www.kansas4-h.org/events-activities/fairs/county-fairs/index.html" target="_blank">county fair season in Kansas</a>&nbsp;has begun, and a Kansas State University youth development specialist says the state’s 4-H members are rolling out the welcome mat.&nbsp;

Beth Hinshaw, a youth development specialist for community vitality in southeast Kansas, said 4-H exhibits are a highlight of many county fairs.&nbsp;

“Our young people love it when people from the community come and see their projects,” Hinshaw said.&nbsp;<a href="https://www.kansas4-h.org/" target="_blank">Kansas 4-H</a>&nbsp;members have been preparing their fair exhibits since last fall in one of nearly three dozen projects areas.&nbsp;

“One of the great things about 4-H is that we help people find their spark; we help them find a project that they just love,” Hinshaw said “They work hard to master that project and sometimes it even leads them to a professional career.”&nbsp;

Depending on the size of the fair, dozens or even hundreds of 4-H projects will be on display at the county level. Youth who earn a state fair blue or purple ribbon are eligible to then show their project at the Kansas State Fair in early September.&nbsp;

Some of the projects include making rockets, furniture or clothing; photography; growing flowers or vegetables; caring for livestock; baking; painting and many more.&nbsp;

“If people are thinking, ‘you know, 4-H might be something my family is interested in,’ then the local 4-H fair is the perfect place to go because you get to see so many of the possibilities,” Hinshaw said.&nbsp;

“I think the other thing you see is young people having fun. I can remember, from my own 4-H experience as a youth, getting my projects judged. That was great, but some of my best memories of the fair are just all of the fun I had with my friends.”&nbsp;

Hinshaw said many 4-H youth also are involved in leadership at the local fair, including helping with project judging, working in the concession stand and more.&nbsp;

“Sometimes what we see on the news about young people is negative,” she said. “But a quick walk through a county fair or a 4-H fair somewhere really helps you feel good about what it is that young people are learning and the direction they are going.”&nbsp;

Geary County Commission Chair Trish Giordano has confirmed that officials have learned unofficially that no&nbsp; air quality issues were found in the Montgomery Building where the Convention &amp; Visitor's Bureau has been housed. "We're waiting on an official report. I did mention to the other commissioners that I feel that if there are no issues located with extensive testing that we've done that the CVB can move back into the Montgomery Building ( 222 West 6th Street ) but we will check with workman's comp and see what they say."

CVB staff moved to a temporary location in the Geary County Office Building conference room in April after it was noted that employees were experiencing irritation in their nose, mouth and throat area. Testing done by ISI of Wichita has not found any problems pertaining to carbon dioxide, carbon monoxide, mold or any chemical stemming from carpet that is stored in the building.

The County is currently advertising for a new CVB director. Giordano commented that officials next week will start setting up interviews. Former director Michelle Stimatze resigned to take a job with the Geary County Public Works Department but is providing limited help for five hours per week on financial voucher paperwork for the CVB.

Giordano also confirmed that Rick Dykstra has been appointed to the CVB Advisory Committee. She said that Dykstra has extensive knowledge in tourism and will be an asset to the board. "He's also commented that he would volunteer 10-15 hours a week just to help out the day to day operations, answer any questions that he can and try to keep things going as normal as possible. " Dykstra is a former CVB employee, and also does contract work with Acorns Resort. "So he is qualified to serve on the CVB per statute...the CVB Board, said Giordano.
