Winter is a “watch and see” season for Kansas wheat producers as their fall-planted stands wait in dormancy. Thanks to a combination of good stand establishment and moisture events, the coffee shop chatter remains optimistic thus far that this harvest will be better than the last, even as recent freezing temperatures threatened the crop with winterkill damage.&nbsp;

Richard Cott, who farms in north central Kansas, shared during the recent Kansas Wheat board meetings, that there is lots of hope, thanks to good stands established in the fall and more than a foot of snow that lay evenly on fields.&nbsp;

Still, it’s no secret to anyone who wandered outside, it got cold in Kansas from January 18 through January 21, with temperatures dropping as low as -15 degrees Fahrenheit. According to an eUpdate from K-State Agronomy issued on January 23, air temperatures were low enough to cause leaf burn but soil temperatures at two inches down never dropped below 20 degrees Fahrenheit.&nbsp;

The crop was further protected from snow cover following winter storms on January 6. According to the eUpdate, just two to three inches of snow should be sufficient to insulate the wheat crop from the coldest temperatures.&nbsp;

John Hildebrand, near Stafford, reported receiving nearly a foot of snow that stuck around for days and had rain come on top. Stands look good in his area in central Kansas.&nbsp;

But even the crops left without a blanket of snow still had good stand establishment from moisture this fall, especially for fields planted early. In fact, some of these early-planted fields were considered “too big” going into dormancy. Armed with a large number of tillers and good root development, the crop was and is set up to withstand a Kansas winter.&nbsp;

Jason Ochs from Syracuse and Mike McClellan from Rooks County both shared that their early planted wheat, planted as early as September 15, might fall into that “too big” for winter category, but the stands are up across the board and look loads better than the past couple of years.&nbsp;

According to the eUpdate, “A well-developed crop with three to five tillers can handle air temperatures in the single digits fairly well. Over 60 percent of the Kansas wheat crop emerged by mid-October and likely falls in this category. However, soil temperatures in the single digits can cause significant damage and winterkill, especially to less developed crops, such as the fields that emerged after November (about 25 percent of the Kansas crop), which will be more sensitive to winterkill with higher temperature thresholds for damage.”

Late-planted fields without snow cover are the most susceptible to winterkill damage, and there are parts of the state that will need more moisture than anything else as the crop emerges from dormancy. Kyler Millershaski, who farms near Lakin in southwest Kansas, reported he had to redrill some wheat, but it doesn’t look “too terribly bad.” While the top layer of soil is still dry and rain totals are still counted in hundredths, the crop still looks better than the past couple of years.

In the monthly winter crop progress and condition report, USDA’s National Agricultural Statistics Service reported winter wheat conditions with slight improvements from the month prior at 50 percent good to excellent, 36 percent fair and 14 percent poor to very poor, as of the week ending February 2.&nbsp;

The true impact of the combined winter weather will not be seen until the crop comes out of dormancy, which K-State estimates will be in another 50 to 60 days. Until then, producers will continue to monitor fields and count the drops or flakes that fall into the rain gauge.&nbsp;

Winter homecoming candidates recognized at JCHS

The Topeka Hayden Wildcats swept Junction City on homecoming night at Blue Jay Event Center.

The Topeka Hayden Lady Wildcats jumped on the Junction City Lady Jays right from the opening tip and took a quick 18-0 lead. Junction City responded with a 6-0 run to trim the lead to 18-6, but Hayden pulled away and led 23-9 at the end of the first quarter. 

The second quarter was all Hayden, as JC did not score, and the Lady Wildcats led 42-9 at the half. The third quarter was very similar, with JC only scoring two points, and trailing 53-11. 

In the fourth quarter, the Lady Jays showed some fight and continued to play with energy, but the Lady Wildcats beat JC 61-14. 

In the game, only three JC players scored. Morgan Nabus made two three-pointers for six points, Bella Pruitt scored five, and Breya Allen had three. 

With the loss, Junction City goes to 1-13 on the season. 

In a surprise upset, the Hayden Wildcats knocked off Junction City 64-55 on Friday night in JC. 

The Blue Jays won the opening tip and got off to a fast start, and senior Jayden Mears banked in a three-pointer at the buzzer to end the first quarter leading 22-15. 

The second quarter was all about the Wildcats outscoring JC 18-5. Similar to the end of the first quarter, JC's Jeremias Cruz banked in a three from the opposite wing to cut the Hayden lead down to 33-27 at the half. 

The third quarter featured several opportunities for JC to tie the game, or take the lead, but Hayden held onto a three-point lead at 46-43 going into the final quarter. 

The Wildcats hit clutch three-pointers and made free throws down the stretch, and beat the Blue Jays 64-55 on homecoming night. 

Junction City had four players in double-digits. Senior Larkin Turner led the way with 14 points, senior Ja'Twaan Williams had 12, senior Jeremias Cruz added 11, and junior Lovell Autry had 10. 

With the loss, the Blue Jays have lost five of their last six games and fall to 9-5 on the season. 

Next up for Junction City is hosting Emporia High on Tuesday night at Blue Jay Event Center.

Most nurses, doctors and other staff caring for military veterans through the Department of Veterans Affairs are not eligible for the Trump administration's deferred resignation offer, according to an email sent Friday by VA leadership to staff.

Nurses had been among those who received the original offer, but their&nbsp;<a href="https://apnews.com/article/nurses-military-veterans-affairs-trump-deferred-resignation-c6b6969c49038bf1359d6980cd1cae0d">unions had discouraged them</a>&nbsp;from accepting, saying an exodus would directly and immediately affect the care of its 9.1 million enrolled veterans.

The new email, which was reviewed by The Associated Press, included an attached letter from VA's human resources department and a spreadsheet with a list of more than 130 occupations labeled “VA EXEMPTION REQUESTS.”

“It seems like it's almost everyone,” said Mary-Jean Burke, a physical therapist and American Federation of Government Employees leader. "We are trying to figure out who is eligible."

The occupations the VA deemed ineligible for the offer range from laundry workers and cooks to nurses, pharmacists and physicians. Those eligible, according to the VA's letter, include full-time probationary employees and possibly some employees who were going to retire in 2025. “The rules are changing day to day," said Irma Westmoreland, a registered nurse who heads the Veterans Affairs unit for National Nurses United. “What we do know is that the VA is already dealing with a serious shortage of nurses and we would never abandon our veterans.”

A VA spokesperson said the agency worked closely with the White House and the Office of Personnel Management to identify the occupations that aren't eligible for the resignation program. “Exempting these occupations from the program will ensure VA continues providing mission-critical health care, benefits and memorial services to our nation’s veterans, their families, caregivers and survivors,” the spokesperson said.

On Thursday, a federal judge temporarily blocked the deferred resignation program, which was orchestrated by&nbsp;<a href="https://apnews.com/hub/elon-musk">Trump adviser Elon Musk</a>. The judge ordered the Republican administration to extend the deadline until Monday.

Four Blue Jays sign football letters of intent

Junction city police have provided an update on a case that occurred on Friday.

Police are reporting an incident in the area of South Garfield and McClure has been resolved with no injuries reported. The situation began with a police pursuit on U.S. 77 that ended in this area, where officers successfully apprehended the suspect without injury to the suspect or any officers.

While police maintained a presence in the area, there was no threat to the community. JCPD officials were in contact with USD 475, and police confirmed that all bus routes were able to run as normal.&nbsp;

Assistant Police Chief Cory Odell confirms a suspect identified as Derek Watson, 39, Junction City, was apprehended on requested charges of deprivation of property and intimidation of a witness.

The 1000 block of McClure was closed temporarily and there was a brief barricade before the suspect surrendered peacefully.

USD 475 announced that on Monday Dr. Deb Gustafson, Geary County Schools USD 475 Associate Superintendent, recognized exemplary students with the 3R Award. The award is given to students who demonstrate excellence in the areas of respect, responsibility and building positive relationships.

Earning recognition on Monday were Cade McCallum of Junction City Middle School and Junction City High School’s Julia Cho, Jaelynn Rhone, Myah Waliyaya and Makayla Smith.

A Purple Star Commemorative Vase was awarded to Junction City Middle School, Fort Riley Middle School and Junction City High School at Monday night’s school board meeting for demonstrating a major commitment to supporting students and their families connected to the United States military.

Geary County Schools USD 475 recognized Westwood Elementary kindergarten teacher Stephanie Sowell and Fort Riley Middle School sixth grade language arts teacher Mary McConnell for being named the district’s nominees for the Kansas Master Teacher Award.

Sowell was named the USD 475 Elementary Master Teacher Award nominee, while McConnell claimed the Secondary

 Flint Hills Regional Leadership Program Class Completes Course

Moving thousands of KPERS’ members from tier 3 to tier 2 may cost state $220M

TOPEKA — Blue Valley school district superintendent Tonya Merrigan could simply look to a group of classroom teachers for reasons the Kansas Legislature should transfer thousands of public school educators to a more financially advantageous retirement plan.

A proposal examined by a House committee would shift certified teachers — but not all school employees — from the modest tier 3 plan in the Kansas Public Employee Retirement System to the more robust tier 2 plan in KPERS.

The difference in terms of retiree benefits would be significant because a tier 3 member leaving the profession at age 60 with 30 years of teaching experience could receive $26,000 to $36,000 annually from KPERS. A teacher enrolled in KPERS’ tier 2 with the same combination of age and service would earn $45,000 per year in retirement.

Merrigan said reassigning teachers to the better retirement plan as envisioned in House Bill 2129 would have a positive influence on teacher retention and recruiting.

“As our local economy continues to grow, Blue Valley often finds itself competing with not only other local school districts for employees, but with districts in Missouri as well as the private sector,” she said. “If we want to remain competitive, we must continue to offer robust retirement plans as part of our compensation package.”

The House Financial Institutions and Pensions Committee didn’t attract opponents to the bill at Wednesday’s hearing. Direct endorsements came from superintendents of the Olathe, Topeka, Gardner Edgerton and Blue Valley districts as well as the Kansas Association of School Boards and Kansas PTA.

Conditional support was offered by the Kansas State Board of Education and Kansas-National Education Association, both of which urged lawmakers to relocate other district employees — rather than just certified teachers — from tier 3 to tier 2.

KPERS’ tier 3 was established with a bill signed in 2012 by then-Gov. Sam Brownback. Individuals hired after January 2015 could enroll in tier 3, which was designed to reduce monetary obligations of Kansas taxpayers by raising the mandatory employee contribution and offering newcomers a benefit more akin to a 401(k)-style account.

The resulting benefit gap within KPERS has proven such an irritation that state employees, including House and Senate members, have denounced tier 3 as deeply flawed.

Alan Conroy, executive director of KPERS, said the one-time cost for the state to absorb the unfunded liability of transitioning teachers from tier 3 to tier 2 would be about $220 million. If the state decided to cover that liability over a 20-year period, the cost would be $18 million annually.

Shannon Kimball, who lobbies for the Kansas Association of School Boards, said improving KPERS benefits was important to the future of the teaching profession in Kansas. Local school boards were eager for teachers to make the leap from tier 3 to tier 2, she said.

“An improved retirement benefit would not only attract young people to the profession, but also encourage experienced teachers to remain in the classroom,” she said.

In October 2024, the Kansas State Board of Education reported public school teaching vacancies in the state had risen from 1,600 in the fall of 2022 to 1,950 in fall 2024. The National Center for Education Statistics found Kansas ranked second in the nation in terms of teachers exiting the profession. And, in the past decade, the number of students entering teacher preparation programs nationwide has declined by as much as 45%.

State Board of Education member Cathy Hopkins said the board endorsed HB 2129. However, she requested the measure be amended to include all personnel “essential to the operation of our schools.”

Tim Graham, lobbyist with the state’s chapter of the NEA, said there was widespread agreement the state’s teacher shortage was significant and tier 3 of KPERS was an inadequate retirement option for public employees.

He concurred that school counselors, librarians, nurses, paraprofessionals and other staff ought to be included in the sweeping move away from tier 3.

“There is widespread agreement that something needs to be done, but this issue keeps getting pushed to the bottom,” Graham said.

Kansas legislation transfers certified school teachers to financially preferable retirement plan

The Geary County Convention Center will be the site for the annual Junction City Area Chamber of Commerce Dinner on March 6. The Chamber announced that they will celebrate the achievements of award winners and hear from new City manager Kim Zimmerman.

There will be a reception at 6 p.m. with dinner beginning at 7 p.m.

Annual Chamber of Commerce Dinner is set 

The Army said that a lockdown at Fort Riley has been lifted. ACPs have resumed normal operations.

Earlier today Fort Riley emergency personnel implemented lockdown procedures based on a report of a possible shooting. Further investigation produced no evidence of a shooting and there was no threat to the community. Details are attached and copied below.

Fort Riley, Kansas, emergency services personnel responded this morning to a report of gun shots on Fort Riley. Per standard procedures, units on Custer Hill and the access control points were directed to lock down at 11:42 a.m. The lock down was lifted at 1:04 p.m., and the post and all access control points have resumed normal operations. After a thorough search of the area, there is no evidence of a shooting. There are no injuries and no current threat to the installation.

The safety and security of our community is our top priority, and we take all reports of potential threats extremely seriously. We appreciate the patience and cooperation of the community during this incident.

We would like to extend our appreciation to the law enforcement agencies and emergency medical teams (EMTs) who responded to the situation with professionalism and dedication. Their effective response ensured the safety of everyone involved, and we are incredibly proud of their service.

UPDATE: The Army said that a lockdown at Fort Riley has been lifted. ACPs have resumed normal operations. Earlier today Fort Riley emergency personnel implemented lockdown procedures based on a report of a possible shooting. Further investigation produced no evidence of a shooting and there was no threat to the community. Crime Reduction Plan has been prepared

The Geary County Sheriff's Department said that Deputies were dispatched early Wednesday afternoon to US 77 Highway and Lakeview Terrace for a two-vehicle injury accident. Kim Wagenblast of Milford was traveling south on US 77 in her 2019 Honda Ridgeline when she attempted to negotiate a tun on Lakeview Terrace. When Mark Todd of South Dakota, who was also traveling south on US 77 in his 2016 Jeep Wrangler began to pass Kim when both vehicles collided. 

There was heavy front-end damage to both vehicles. Kim was transported by EMS to Stormont Vail, and both vehicles were removed from the scene by A Homestead Wrecker

This defining step in the school’s evolution was made possible by alumni and longtime&nbsp;K-State&nbsp;advocates Vern and Joan Herbel, who stepped forward in December of 2024 with a lead gift that established critical, long-term sustainable funding, provided the momentum for immediate success and laid a strong foundation of philanthropic support.

The Herbels are members of the KSU Foundation Board of Trustees and life members of the&nbsp;K-State&nbsp;Alumni Association, with Vern sitting on the College of Business Administration’s accounting advisory and dean’s business cdvisory councils as well. Grant Avenue was also mentioned as a location where local funds are needed. "That money can o to Grant Avenue. Now it's a main thoroughfare. It's in crisis for the amount of traffic it's traveled, " said Noriega.

During discussion Tuesday night Commissioner Richard Pinaire responded by saying he agreed, a roundabout is not needed and the City needs to use money targeted for the roundabout elsewhere on roads.

For Grant Avenue, Pinaire noted that local officials are hoping to get some assistance from a federal grant for communities next to a federal reservation. A lot of people locally are working on that effort.

The conversation occurred during the city commission meeting.

Potential roundabout project draws criticism

MANHATTAN —&nbsp;Veterinary and public health officials are urging cat owners to remain vigilant as cases of Highly Pathogenic Avian Influenza, or&nbsp;H5N1, commonly known as bird flu, have been detected in domestic cats.

Kansas State University's&nbsp;Susan Nelson, clinical professor and veterinarian in the&nbsp;<a target="_blank" href="https://ksvhc.org/services/pet-health-center/">Hill's Pet Health and Nutrition Center</a>, emphasized that&nbsp;there is no need for panic but cautioned&nbsp;that proactive measures should be taken to prevent infections.

H5N1, a strain of avian influenza type A, has been a growing concern in the poultry industry for nearly four years, leading to the culling of thousands of infected birds. The virus has also been detected in wild bird populations and,&nbsp;most recently, in U.S. dairy cattle as of March 2024. Alongside these outbreaks, reports have emerged of domestic and wild cats becoming infected, with many cases resulting in fatalities.

According to the&nbsp;<a target="_blank" href="https://www.avma.org/resources-tools/animal-health-and-welfare/animal-health/avian-influenza/avian-influenza-h5n1-cats">American Veterinary Medical Association</a>, one of the primary sources of transmission in cats is through food, specifically raw poultry and unpasteurized dairy products.

"There have been several reports of cats becoming infected from consuming raw poultry or unpasteurized milk,"&nbsp;Nelson explained.&nbsp;"Other possible exposure routes include contact with infected birds, livestock&nbsp;or contaminated surfaces, as well as interaction with humans who have worked on affected farms."

Nelson said infected cats often exhibit severe respiratory symptoms, including loss of appetite, fever, large amounts of eye and nasal discharge, coughing, and labored breathing. Neurological signs, such as tremors, seizures and blindness, have also been reported."

Symptoms of H5N1 can sometimes mimic rabies, making prompt veterinary assessment critical,"&nbsp;Nelson&nbsp;said.

Pet owners who suspect their sick cat may have been exposed should contact their veterinarian immediately.&nbsp;Nelson recommends limiting&nbsp;exposure to other pets and people in the house, especially anyone who is immunocompromised, and wearing&nbsp;a mask and gloves when handling them.

"It is important to call ahead before bringing your cat in,"&nbsp;Nelson said. "While no cat-to-human transmission has been reported, precautionary measures need to be taken to protect staff and other patients.

"To minimize the risk of H5N1 infection, veterinary professionals recommend the following preventive measures:&nbsp; 

•&nbsp;Do not feed&nbsp;cats&nbsp;raw meat, especially poultry or unpasteurized dairy&nbsp;products. •&nbsp;Keep cats indoors to prevent contact with infected birds and wildlife. •&nbsp;Do not handle dead birds;&nbsp;report them to local health authorities instead. If you must handle one, wear protective&nbsp;gear, including a mask and disposable gloves.&nbsp; • Keep cats away from livestock, poultry and their environments, especially in areas with known H5N1 outbreaks. Change your clothes and wash hands thoroughly after handling these species before interacting with your cat. •&nbsp;Ensure rabies vaccinations are up to date, as H5N1 symptoms can resemble rabies.

While H5N1 cases in domestic cats remain low, experts stress the importance of awareness and precautionary measures.
