RILEY COUNTY—Law enforcement are investigating a burglary and arson fire in Manhattan.

Just before 5p.m. Tuesday, officers filed a report of burglary and aggravated arson in the 700 block of Humboldt Street, according to the Riley County Police Department activity report.

Officers report an unknown subject entered the apartment and lit the carpet on fire. Total estimated loss is unknown at this time.

Police listed a 70-year-old woman, 44-year-old woman, 26-year-old man, 47-year old woman, 28-year-old woman, 37-year-old man, 38-year-old man, 25-year-old man and a 17-year old girl as victims.

Geary County Emergency Management has announced that a&nbsp; bitterly cold air mass is forecast to move into the region early next week. The coldest periods will be from Monday through Wednesday mornings. Wind chill values are expected to fall as low as 15 degrees below zero across the area. Be prepared for the cold weather.

MORRIS COUNTY—One person was injured in an accident just before 6:30p.m. Thursday in Morris County.

The Kansas Highway Patrol reported a 2011 GMC Acadia driven by Harold F. Hutton, 59, Henderson, Nevada, was eastbound&nbsp; on Kansas 209 two miles east of Woodbine. 

The driver failed to stop at the stop sign at U.S. 77. A northbound 2014 Ford Fiesta driven by Isaac N. Doolittle, 34, Manhattan, struck the passenger side of the SUV. After impact SUV entered the east ditch and rolled onto its roof.

EMS transported Hutton to the Geary County Hospital.&nbsp;&nbsp;Doolittle and a passenger in the SUV Heather&nbsp;Britto, 36, Junction City were not injured. All three were properly restrained, according to the KHP.

Matt started his radio career at KJCK-FM in Junction City in 2003 as an on-air talent and later, music director.

In 2009 Matt joined Hull Broadcasting in Great Bend where he had the opportunity to be exposed to every facet of the business. From traffic logs and programming, to engineering, and later Operations Manager and Digital Sales Manager for Eagle Communications.

He was also Program Director for KBGL-FM from 2012 until 2021 when he accepted the position of General Manager for Eagle Communications in Great Bend. In his first year of station management, Matt and his sales team hit all but one of their monthly quotas. He’s successfully navigated the replacement of an operations manager and news director and orchestrated the successful and profitable giveaway of a brand-new car for Great Bend radio’s summer promotion.

Matt sees himself&nbsp;as a problem solver. He enjoys helping clients and staff members solve their problems,and says, “There is no shortage of problems out there.” He looks back with pride on some successful cases, such as the plumber who showed up at the office as a one-man operation with a single truck who now runs a large fleet with storefronts in multiple communities–proof of the power of radio and a strategic advertising campaign.

Matt is also passionate about enriching the next generation of media professionals. He works hard to enable young people with opportunities to grow and succeed in the broadcast industry.

Away from the office, Matt has successfully navigated some challenges as well. As a single dad with two young children (Lucas and Emma) work/life balance is a top priority and a challenge that he has conquered.

Matt will continue his leadership role in the Hutchinson Market and will begin meetings with the individual market teams in Kansas over the next week.

Meat Works of Kansas reported the business was deceived by email for the purchase of 15,000 pounds of ground beef by an unknown subject. 

Total estimated loss associated with this report is $60,000.

RCPD: Email scam involving 15,000 pounds of ground beef

JACKSON COUNTY—Two people were injured in an accident just after 6p.m. Wednesday in Jackson County.

The Kansas Highway Patrol reported a 2017 GMC Acadia driven by&nbsp; Maria&nbsp;Flores, 83, Eagle Pass, Texas,&nbsp;was westbound on 158th Road at U.S. 75. The driver failed to yield to southbound traffic before proceeding across U.S. 75.

State lawmakers want to cut property taxes after doing so last year. The governor worries about the cost of another cut

Kansas lawmakers started debating tax plans in early 2024 and didn’t agree to a cut until the summer sun shone all across Kansas. The governor vetoed three tax cut bills, and lawmakers returned for a special session where they came to terms on $1.2 billion in cuts over three years.&nbsp;

But lawmakers still left disappointed.&nbsp;

“I’ll be back (next year) to work on real property tax relief that our citizens deserve,” Rep. Bill Clifford, a Garden City Republican, said at the&nbsp;<a href="https://thebeaconnews.org/stories/2024/06/14/taxes-in-kansas-governor-and-leadership-agree-to-tax-cuts/">end of the 2024 special session on taxes</a>.&nbsp;

Lawmakers return to Topeka in January, and property tax cuts are a top priority for the Republicans who control the Legislature. The tax fight could again be contentious because Democratic Gov. Laura Kelly has already said she won’t support property tax cuts in 2025.&nbsp;

The 2024 plan would cut state revenue just under $2 billion over five years, and Kelly wants more time to see how the latest slew of cuts tests the state’s ability to pay for public services.&nbsp;

“While it’s politically attractive to (cut property taxes) right now, in the long run, they would have to do some things that are politically very unattractive, like cut school funding,” she&nbsp;<a href="https://www.kcur.org/podcast/up-to-date/2024-11-23/kansas-gov-laura-kelly-says-shes-absolutely-not-running-for-another-political-office">told KCUR’s “Up to Date</a>.”&nbsp;

Kansas imposes a type of tax on homes called mill levies. House Speaker Dan Hawkins, a Wichita Republican, said he expects to cut a few mills, or varying fractions of the tax rates, that fund education and construction, and he expects this proposal to be introduced in the first weeks of the session.&nbsp;

Hawkins said the proposal to cut funds will also come with a proposal to use state general funds to make up for the lost money. He wants to cut taxes, but he doesn’t want to leave schools or construction projects shortchanged.&nbsp;

Hawkins said he knows the governor opposes the idea, but he and every lawmaker were knocking on doors during the campaign trail in 2024. Property taxes were a major focus.&nbsp;

“People are getting pounded with this property tax,” he said.&nbsp;

The 2024 tax cut raised property tax exemptions from $40,000 to $75,000. Previous proposals, which failed, would have raised the exemption to $100,000 of appraised value. But Kelly blocked that larger tax cut to limit the cost to state revenues to no more than $425 million a year. Plans with the higher property tax relief had a $630 million price tag in the first year and $430 million each year after that.&nbsp;

Lawmakers fought for tax cuts amid a multibillion-dollar budget surplus, and they wanted a multibillion-dollar tax cut. There were no major cuts to state spending.&nbsp;

Hawkins is trying to limit spending, though. State agencies have already proposed their budgets for 2025. In total, state agencies asked lawmakers for about $1 billion in new job openings, pay raises, building enhancements and more.&nbsp;

Hawkins made a motion to remove every enhancement request during a budget hearing in December. That doesn’t mean nobody gets new jobs or pay raises, but the budget committees just need to fund only their priorities.&nbsp;

Hawkins said in a November press release that he isn’t going to pause on tax cuts like Kelly wants.&nbsp;

“Kansans don’t have time for us to drag our feet or take a breath,” Hawkins said in the statement. “Instead, they need breathing room from the burden of sky-high property taxes.”&nbsp;

Kelly was able to convince enough Senate conservatives to oppose high-cost tax cuts. Some of those lawmakers didn’t run for reelection, and one lost a primary race.&nbsp;

Hawkins said property tax relief is such a priority that some Democrats might support the proposal.&nbsp;

Kelly is the main opponent of property tax cuts. She said on KCUR’s “Up to Date” that local counties are a main source of property tax money, and she wants more time to see how the 2024 plan works.&nbsp;

It isn’t clear what the property tax proposal could look like, but Senate Minority Leader Dinah Sykes, a Lenexa Democrat, said she will oppose any cuts that go too far.&nbsp;

Though Republicans hold a supermajority in the House and Senate, Sykes said that “Kansas voters did not give Republicans a mandate to pass fiscally irresponsible tax legislation that takes our state back to the days of chronically underfunded schools, crumbling roads and bridges, and crippling debt.”

TOPEKA –&nbsp;Governor Laura Kelly&nbsp; has signed Executive Order 24-05 declaring Thursday, Jan. 9, 2025, as a Day of Mourning in honor of Former President Jimmy Carter and ordering that State of Kansas offices be closed. This coincides with the National Day of Mourning declared by President Joe Biden. State offices will reopen and resume normal operations on Friday, Jan. 10, 2025.

In addition to the Day of Mourning, Governor Kelly on Monday directed flags throughout the State of Kansas to be flown at half-staff until sunset on Jan. 28, 2025.

GEARY COUNTY —Law enforcement are investigating a bank robbery in Junction City and continue to search for a suspect.

Just after 4:30p.m. Friday, a man entered the Sunflower Bank, 510 North Jefferson Street in Junction City, according to a media release from the Federal Bureau of Investigation.

The suspect showed a firearm and demanded cash and ran from the bank with an undisclosed amount of money.&nbsp; There were no injuries reported.

The Junction City Police Department urges anyone with information about this individual to contact the Junction City Police Department at (785) 762-5912, Crime Stoppers at (785) 762-8477, the FBI tip line at 1-800-CALL-FBI (225-5324), or submit a tip online at tips.fbi.gov. Tipsters can remain anonymous.

The Kansas Highway Patrol reported a 2008 Jeep Liberty driven by&nbsp;Joshua McCulloch, 17, Junction City,&nbsp;was northbound on Granite Road just south of 4th Road in Clay Count, fleeing law enforcement.

The driver lost control of the vehicle. The Jeep traveled off the right of the roadway and the driver overcorrected. The vehicle veered to the left and crossed the roadway and traveled into a field on the west side of the road. The Jeep then turned sideways, facing east, and began to roll and the driver was ejected.&nbsp;&nbsp;

EMS transported McCullough and a passenger&nbsp;Qwa'Driques Dotson, 21, Salina, to Salina Regional Health Center. They were not wearing seat belts, according to the KHP.&nbsp; Authorities have not reported what prompted the chase.

Junction City teen injured after crash during police chase

Junction City Public Works Director Ray Ibarra has announced that there will be no trash/garbage pick-up by the City of Junction City on Wednesday, January 1st due to the New Year’s Holiday.

However, trash/garbage pick-up will be picked up the next workday as follows:

--Wednesday’s pickup day will be Thursday, January 2nd

--Thursday’s pickup day will be Friday, January 3rd

--Friday’s pickup day will be Saturday, January 4th

Junction City Public Works sanitation schedule for New Years Day

As the Sheriff’s Office heads into the new year, I want to update everyone on the progress of a few of the projects in the Office. Some of these were planned, but a few were dropped on us like a wet ceiling tile (pun intended).

Let’s go back to July when we had a large flood in the office. The administrative portion of the building was soaked in 3 inches of raw sewage due to a blockage in the lines both above the ceiling and below the building. The Office was already in the process of receiving new ceiling tiles and disinfecting due to numerous previous leaks from defective overhead piping.

This was a devastating blow to the Office as it displaced at least 8 employees causing them to move their day-to-day operations all over the building, and for some, completely out of the building into other Office facilities.

I am happy to say that with the hard work of the County Shop’s Maintenance crew, Contractors, KCAMP and the amazing employees of the Office, the repairs are almost complete and a move back into the area will be happening soon. With new drywall, fresh paint, carpet, ceiling tiles, new overhead sewage lines and some replaced furniture, the space is looking great. Even with all this amazing work being done, there is still great concern about future flooding. The underground sewage lines leading away from the Office have some damage and were believed to be a cause of at least one of the floods. Against the recommendations of the command staff in the Office, these repairs were never completed, and a decision was made to attempt a once a month “flushing” of the lines instead.

The CALEA Accreditation project that was started quite some time ago is finally getting to the point of completion. This has been a long, drawn-out process and explains why less than 1 percent of the law enforcement agencies in Kansas are accredited. With that being said, a compliance review, done this past week, shows that the Office is over 98% complete with the process. This could not have been done without the amazing commitment of the employees of the Office. One of the biggest projects of the year was to try and fix the Correction’s Division staffing issues.

After about five months of working on this, we were able to bring Correction’s pay up and make it comparable with other agencies around us. The goal was to hire higher more qualified candidates, increase retention of new and existing staff, and get the staffing to levels that were required to safely run the facility. As we end the year, I am pleased to say we are one employee short from being fully staffed in the Correction’s Division. In addition, implementation of mandatory training was done, and all new staff members are required to attend a week-long training class to be National Institute of Justice certified Correction’s Officers. The staff will also complete a two-week in-house training program to better prepare them for their position.

I want to thank all the great employees of the Sheriff’s Office and appreciate all their hard work in making the Agency what it is today!

The outgoing sheriff provides his final say

The start of a new year is a time for many to set their intentions by making annual resolutions. The Kansas Legislature also has this opportunity as it begins its 2025 session with a new slate of legislators following the November election.

The question remains will this new beginning bring about a legislature focused on the bread-and-butter policies that are a priority for all Kansans, or will they double-down on divisive culture war issues? The legislature should resolve to improve the lives of all Kansans by focusing on three important policy goals.

First, the Kansas legislature should continue to prioritize water policy. In the past few years, Kansas has made important strides developing a collaborative water management vision, which encouraged the use of more efficient irrigation systems and technologies, aimed to improve water quality, and invested in water research at state universities. However, water usage and the preservation of the Ogallala Aquifer are long-term challenges that require continued attention and innovation if Kansas hopes to mitigate climate change’s impact and support the economic health of the state’s agricultural sector.

Second, legislators should work across party lines to adequately fund Kansas public schools. It is no secret that Kansas has faced challenges with school funding for years. The state’s education funding formula has been the subject of partisan fights, with legislators weighing calls for more equitable distribution of funds across districts with concerns over the cost of doing so. The state needs to find a way to adjust state funding formulas to provide more targeted resource distribution that prioritizes districts serving large populations of low-income students and students with disabilities. It also needs to invest in infrastructure improvements in aging schools, particularly in rural Kansas. Finally, Kansas teachers need a raise.

The third policy goal should be to expand healthcare access in Kansas. The most straight-forward way to achieve this goal is to expand Medicaid. Several states, including Kansas, were understandably concerned about the financial cost of expansion when the Affordable Care Act of 2010 was first passed by Congress. However, legitimate concern has become poisoned by partisan fights that prioritize scoring political points rather than serving Kansans.

Research has demonstrated that expansion leads to positive outcomes. Medicaid expansion increases access to health care services, particularly preventive care and mental health services, reducing health disparities for individuals and families. Medicaid expansion has not only been a boon for individuals, but also for communities. It has been linked to job creation in the

healthcare sector, especially in rural areas. Given these positive outcomes, it’s time for Kansas to join most states, including neighboring states, and expand Medicaid access.

With pressing issues like water usage and quality, education funding, and healthcare access, Kansans are hoping that their elected officials will work toward improving their lives in the upcoming year. Ultimately, the 2025 legislative session will reveal whether Kansas legislators are willing to rise above the political noise and focus on addressing these core challenges.

Given these positive outcomes, it’s time for Kansas to join most states, including neighboring states, and expand Medicaid access.With pressing issues like water usage and quality, education funding, and healthcare access, Kansans are hoping that their elected officials will work toward improving their lives in the upcoming year. RILEY COUNTY —Law enforcement are investigating a vehicle burglary in Manhattan.

Just after 7p.m. Monday, officers filed a report of vehicle burglary in the 2700 block of Brookpark Drive, according to the Riley County Police Department activity report.

A 39-year-old man reported an unknown subject entered the victim's vehicle and took his Matthew's compound bow and camo Bushnell binoculars. 

Total estimated loss with this report is $2,250.&nbsp;Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

RCPD: Suspect took compound bow, binoculars in burglary

RILEY COUNTY —Law enforcement are investigating an alleged road-rage incident in Manhattan and have made an arrest.

Just before 4p.m. on December 27, officers filed a report of aggravated battery in the 700 block of Fort Riley Blvd., according to the Riley County Police Department activity report.

A 46-year-old man, 20-year-old woman and an 18-year-old woman&nbsp; reported a road-rage incident escalated. Officers report the alleged subject, a 60-year-old man, was also listed as a victim as he reported harm was threatened upon him after he pointed a gun in the direction of the three other victims. 

David Beck of Manhattan was arrested for criminal threat and aggravated assault. Total bond was set at $10,000. Beck is not longer in custody, according to the RCPD.

While the distance and rigor of the hikes will vary, each one aims to create a fun experience for all. Savor the beauty of our state parks' natural, cultural, and historical resources, and be inspired to continue taking advantage of these local treasures throughout 2025.

“This marks our 14th year of offering First Day Hikes in Kansas State Parks, and we’re thrilled to continue the tradition,” said Linda Lanterman, Kansas State Parks director. “These events are a fun, healthy way to kick off the New Year, beat cabin fever, and explore some of the most beautiful areas in our state.”

Limited First Day Hike t-shirts will be available on a first-come, first-served basis. A vehicle permit will be required at all state park entrances; a daily vehicle permit can be purchased for $5 at each park.

First Day Hikes originated at the Blue Hills Reservation State Park in Massachusetts in 1992. The program has since expanded nationwide, with nearly all 50 states now participating.

The 22nd annual New Years Eve celebration in Manhattan's Aggieville district is set for Tuesday night.&nbsp;

There will be a new activity this year called the Little Apple Dance Battle that will run&nbsp; from 11:15 to 11:45 p.m. There will be music by DJ Dan. The set list will include Dancing Queen, Uptown Funk, 24K Magic, Pour Some Sugar On Me and Shout.&nbsp;

The first place winner will receive 500 cash with the winner determined&nbsp; based on the crowd vote.

The Apple Drop at midnight will be from the So Long Saloon.

--Geary County Commissioners have adopted a resolution authorizing the transfer of $60,000 from the Rural Fire Department fire fund to a fire reserve fund.

==The decision by UPU Industries to shut down their Junction City operation received attention. Commissioner Keith Ascher has talked with company leadership and was informed it was strictly a business decision. The plant produced bale net wrap for round hay bales.
