SHAWNEE COUNTY —Law enforcement authorities investigating a&nbsp;series of burglaries to a car wash in the 6100 block of SW 29th Street in Topeka have made two arrests.

On Friday, police arrested Kip L. Lehman, 49, and Sonny J. Blanton, 52, both of Topeka and booked into the Shawnee County Department of Corrections, according to Police Lt. Shane Hilton.

&nbsp;Lehman is being held on requested charges that include counts 7 of Burglary and 7 counts of Theft.&nbsp;Blanton remains jailed on requested charges that include 5 counts of Burglary and 5 counts of Theft.

Police make arrest in series of Kansas burglaries

NEOSHO COUNTY –&nbsp;Brandon Lee Schlichting, the 28-year-old Chanute man injured in an officer-involved shooting on Friday died of his injuries at 1:15 a.m. Sunday at the University of Kansas Medical Center, according to the Kansas Bureau of Investigation.

Preliminary information indicates that the Chanute Police Department received a report of a suspicious person who was looking into vehicle windows in the area of 4th&nbsp;Street and Evergreen Avenue in Chanute, according to a media release from the KBI.

An officer from the Chanute Police Department responded to the area and located the man, later identified as Brandon Lee Schlichting, 28, of Chanute. 

When the officer tried to make contact with Schlichting, he pulled a weapon from a holster and pointed it at the officer. The officer fired one time striking Schlichting in the head. The shooting occurred just before 7:30 p.m. The officer was not injured in the incident.

Life-saving measures were attempted by the officer. Additional law enforcement officers and EMS responded to the scene and continued life-saving measures. 

Schlichting was taken to the Neosho Memorial Regional Medical Center and was later transported to the University of Kansas Medical Center. He is currently in critical condition.

KBI Update: Man shot by police officer has died

SEDGWICK COUNTY —A Kansas man arrested after a fatal weekend shooting at a birthday party has made his first court appearance.

 Marcello Ibarra,  42 of Wichita, was charged with 2nd degree murder and aggravated assault, according to the Sedgwick County District Attorney's office.

Just before 9 p.m. August 15, police were dispatched to a shooting call in the 2300 block of South Laura in Wichita, according to Officer Trevor Macy.

 Upon arrival, they located a victim – identified as 25-year-old Robertino Gomez of Wichita. He was pronounced deceased on scene.

Through the investigation, officers learned that 42-year-old Marcello Ibarra and Gomez were at a birthday party together, and Ibarra decided to leave. When Gomez went to check on Ibarra outside the party, witnesses reported hearing gunshots.&nbsp;

Police arrested Ibarra and his&nbsp;next court appearance is Sept. 2.&nbsp; His bond is $200,000, according to the district attorney's office.

Kansas man charged for birthday party killing

PHILLIPS COUNTY —Law enforcement authorities are investigating three out-of-state suspects after a traffic stop led to the discovery of a large quantity of marijuana in Phillips County, according to a social media report from the sheriff's office.

Just before 9:30 a.m., Saturday, deputies were dispatched to assist a Kansas Highway Patrol trooper on Highway 383 near West 1300 Road.

A trooper had stopped an out-of-state vehicle for speeding and discovered a large quantity of marijuana in the vehicle. While taking one of the subjects into custody, the subject resisted arrest and fled into an adjacent cornfield.  The other two subjects were taken into custody without incident.

State troopers from all over northwest Kansas responded including the KHP aircraft.  Phillips County deputies, K9 Fritz and a drone were deployed searching for the subject who fled.

At approximately 10:50 a.m. the suspect was located in a creek near West 1300 and Granite Road and was taken into custody without further incident, according to the department.

All three suspects including 37-year-old&nbsp; Jesus Javier Llanna-Rodriguez 20-year-old Eduardo Vasquezperez and 21-year-old Andely-Salvador Oliva Zamora, according to online booking records, were transported to the Phillips County Jail on requested charges of possession of marijuana with intent to distribute and no drug tax stamp. The suspect who fled faces additional charges of interference of a law enforcement officer and battery of a law enforcement officer.

KHP aircraft assists in arrest of 3 in NW Kan. pot bust

BUTLER COUNTY –&nbsp;The Kansas Bureau of Investigation (KBI) responded to investigate an officer-involved shooting that occurred Friday night in Augusta, according to a media release from the agency.

Preliminary information indicates that the Augusta Police Department received a 911 call where no report was made, but the caller did not hang up the phone. They tracked the call to the Phillips 66 at 610 W 7th&nbsp;St. in Augusta. Once an officer from Augusta Police Department arrived he made contact with the subject who called 911 and learned that a man inside the convenience store had felony warrants for his arrest. The man was identified as 49-year-old Barrye W. Lightner, of Augusta.

The officer entered the store and attempted to make contact with Lightner, who pulled out a knife. The officer gave several commands to Lightner which were not followed. Lightner took steps toward the officer who fired once striking Lightner in his hands. Lightner then used the knife to cut his own throat. The shooting occurred at approximately 8:25 p.m. No law enforcement officers were injured during the incident.

EMS arrived on scene and provided life-saving measures. Lightner was then transported to Wesley Medical Center in Wichita where he is currently in serious, but stable condition.

Just before 9 p.m. Friday, an officer with Augusta Dept. of Public Safety was investigating an open 911 call from a cell phone, according to a media release.

The cell phone was traced to a convenience store in the 700 block of W. 7th Street in Augusta. When the officer arrived at the store, he learned there was a man wanted for a felony probation violation in the store. The man identified as 49-year-old Barrye Lightner&nbsp; brandished a knife and was shot by the officer. 

Lightner also suffered an intentional, self-inflicted, knife wound. He was transported to Wesley Medical Center by Butler County EMS in critical condition.&nbsp; The Kansas Bureau of Investigation (KBI) is handling the investigation.&nbsp;

Update: Wanted Kan. felon injured in officer-involved shooting

SHAWNEE COUNTY— A man traveling the country to raise awareness for veteran suicide assisted Topeka Police in finding a kidnapping suspect Thursday night.

Just before 9 p.m. police were notified that a 86-year-old woman had been kidnapped in a vehicle in the 800 block of SW Harrison Street in Topeka, according to police spokesperson Gretchen Spiker.

The witness, Darren Hafford, who’s doing pushups to combat veteran suicide, told officers that he saw a man enter the driver’s side of a vehicle. He then witnessed the woman in the passenger seat of the vehicle in distress. 

The driver of the vehicle then drove away and Hafford notified police.

Officers located the vehicle, the woman and the suspect later identified as 54-year-old David Baker a short time later in the 300 block of SW 10th Avenue in Topeka.

 The woman was not injured in the incident. The suspect and woman are not known to one another.

Police arrested Baker and booked him into the Shawnee County Department of Corrections on requested charges of Kidnapping, Aggravated burglary, Theft &gt;$1,500 &lt;$25,000 Pocket-Picking, Driving while suspended and Assault.

Vet advocate helps police rescue 86-year-old kidnap victim

SHAWNEE COUNTY—Law enforcement authorities are investigating a man and woman for the abuse of two young children.

On Monday, a Topeka area hospital notified the Shawnee County Sheriff’s Office of the alleged abuse of a five-year-old girl, according to Deputy Abigail Christian.

During the investigation, it was discovered that two siblings, a five-year-old girl and a three-year-old boy had both sustained serious injuries during the events. 

Both children were placed into police protective custody. Deputies arrested 28-year-old Ryan D. Wayman and 25-year-old Ellen R. Wayman booked them into the Shawnee County Department of Corrections.

Ryan Wayman has been charged with the felony crimes of abuse of a child; torture or cruel beating a child and aggravated battery, according to the sheriff's office. Ellen Wayman has been charged with the felony crime of aggravated endangering a child.

Kansas couple charged with violent abuse of 2 children

SHAWNEE COUNTY —Law enforcement authorities are investigating a series of business robberies and offering a reward of up to $2500 for information that leads to an arrest, according to a media release from the Federal Bureau of Investigation.

Just before 9p.m. August 8, the Dollar General at 1920 SW 10th Street in Topeka was robbed at gunpoint. The suspect entered the business with a gun and demanded money from the clerks. The suspect is described as light skinned, 5-foot-8 to 5-foot-10 inches tall and approximately 150 pounds.

At 12:21 a.m. on August 15, a suspect described as a medium to light skinned African American male, 5-foot-8 to 5-foot-11 and 175 pounds, entered the KWIK shop at&nbsp; 102 SW 37th in Topeka. The suspect demanded money and assaulted the clerk.

The suspect took cash from each robbery and left the business on foot.

There were several patrons in the business at the time of the KWIK shop robbery, according to the FBI. They fled after the robbery. Police would like to speak to them or anyone else who may have information in the case.&nbsp;Call 816-512-8200&nbsp;

BARTON—Law enforcement authorities are investigating a Kansas teen on drug charges.

Just before 8p.m. Tuesday, an officer with the Great Bend Police Department made a traffic stop on a 2004 Chevy Monte Carlo in the 1900 block of Odell in Great Bend for a traffic violation, according to a media release.

The Barton County Sheriff's Office K-9 "Maxx" was requested to respond. Maxx indicated to the presence of an illegal drug coming from the vehicle. A large amount of methamphetamine, drug paraphernalia, and marijuana were located in the vehicle. 

Braden Holley, age 18, was arrested and booked at the Barton County Detention Center in lieu of a $300,000 bond.

Sheriff's K9 determines Kan. teen had meth, marijuana

DOUGLAS COUNTY—Law enforcement authorities investigating a fatal stabbing of a man in the parking lot of a grocery store in Lawrence have identified the victim as 66-year-old Daniel Evan Brooks of Lawrence. His dog 'Bear' was also critically injured.

Just before 8:30a.m. Wednesday, police responded to report of a stabbing in the parking lot of Dillons, 1015 West 23rd Street in Lawrence, according to police spokesman Patrick Compton.

When officers arrived they encountered a suspect still holding a knife. Officers spoke to the suspect and convinced him to drop the weapon.

First responders also located a Brooks. He was pronounced deceased at the scene, according to Compton.

Authorities arrested 54-year-old Robert Earl Davis of Lawrence and booked him on requested charges of second-degree murder and cruelty to animals after victim’s dog was also injured during the incident. Animal Control officers transported the dog to the Lawrence Humane Society. The dog was stabilized and subsequently transported to a local animal hospital.

The Humane Society said in a social media post Thursday&nbsp; that the dog, named Bear, sustained a stab wound to his side. The dog initially was in shock, but his wound had been repaired and his prognosis is good.&nbsp;

DOUGLAS COUNTY— Law enforcement authorities are investigating the death of a man in the parking lot of the Dillons grocery store in Lawrence.

Just before 8:30a.m. Wednesday, police responded to report of a stabbing in the parking lot at&nbsp; 1015 West 23rd Street in Lawrence, according to police spokesman Patrick Compton.

First responders also located a male victim. He was pronounced deceased at the scene, according to Compton.

Police have not released the&nbsp; victim's name.

JUNCTION CITY —Law enforcement authorities are investigating a Kansas felon on new charges after an arrest.

On Thursday, the Junction City Police Department attempted to apprehend 35-year-old Carlton Wayne Solton Jr. for an outstanding felony warrant from the Kansas Department of Corrections, according to a media release.

Solton fled on foot and with the assistance of the Geary County Sheriff’s Department, Dickinson County Sheriff’s Department, and the Kansas Highway a perimeter was established. The search efforts resulted in the apprehension of Mr. Solton and he was taken into custody without incident. The pursuit started on North East St. just past Cracker Barrel and ended when Mr. Solton was taken into custody at the USA Inn. Mr. Solton is currently being held with no bond at the Geary County Detention Center. JCPD apprehends suspect after brief search

A Salina man was arrested in Concordia after an alleged incident with a family member west of Salina.

At noon Wednesday, A 51-year-old woman&nbsp; was driving a 2012 Ford Focus in the 4400 block of State Street when a passenger in the car, Joseph Tholstrup, 31, of Salina, began to argue with her, according to Saline County Undersheriff Brent Melander.&nbsp;

During the argument, Tholstrup began asking for family members addresses. He allegedly held a knife to the woman's throat and then kicked her out of the car, Melander said. A witness saw the incident and called 911.

By the time deputies got to the scene, Tholstrup and the car were gone. Deputies were told that Tholstrup had said he was going to kill family members, Melander said. He was believed to be on his way to Concordia.

The Concordia Police Department and the Kansas Highway Patrol assisted in the search for Tholstrup and located him in Concordia, Melander said. The car also was located there.

Tholstrup was brought back to Salina and booked into the Saline County Jail on requested charges of Aggravated robbery, Aggravated assault with a deadly weapon, Aggravated battery, Criminal threat, Theft

The woman was not injured, according to Melander.

Kan. man allegedly threatened woman, stole car

WASHINGTON (AP) — The man who claimed to have bomb in a pickup truck near the U.S. Capitol has surrendered to law enforcement, ending an hourslong standoff.

The man, identified by law enforcement officials as 49-year-old Floyd Ray Roseberry of North Carolina, crawled out of the vehicle and was being taken into custody shortly before 2:30 p.m. He had pulled up outside the library earlier in the day and told police he had a bomb in his truck. 

An officer saw what appeared to be a detonator in the man’s hand. The man had been negotiating with police during a standoff that lasted around five hours.

WASHINGTON (AP) — A man sitting in a black pickup truck parked on the sidewalk outside the Library of Congress told police he had a bomb Thursday, triggering a standoff in the heart of the nation’s capital.

Officials evacuated a number of buildings around the Capitol and sent snipers to the area after officers saw the man holding what looked like a detonator inside the pickup, which had no license plates. Congress is in recess this week, but staffers were seen calmly walking out of the area at the direction of authorities.

Police negotiators were communicating with him as he wrote notes and showed them to authorities from inside the truck, according to three people who were not authorized to publicly discuss the matter and spoke on condition of anonymity. They were trying to determine whether it was an operable bomb, the officials said.

“My negotiators are hard at work trying to have a peaceful resolution to this incident,” U.S. Capitol Police Chief J. Thomas Manger said. “We’re trying to get as much information as we can to find a way to peacefully resolve this.”

The episode began about 9:15 a.m. when the truck drove up the sidewalk outside the library, Manger said. The driver told the responding officer that he had a bomb, and was holding what the officer believed to be a detonator, The truck had no license plates.

The nation’s capital has been tense since the Jan. 6 insurrection at the Capitol by supporters of then-President Donald Trump.

Fencing that had been installed around the Capitol grounds had been up for months but was taken down this summer. A day before thousands of&nbsp;<a href="https://apnews.com/hub/capitol-siege">pro-Trump rioters stormed the Capitol</a>, pipe bombs were left at the headquarters of the Democratic National Committee and the Republican National Committee in Washington.&nbsp;<a href="https://apnews.com/article/donald-trump-joe-biden-inaugurations-capitol-siege-8828a6a920198d0ea1ee0c73a49d8847">No one has been arrested yet for placing the bombs.</a>

The RNC, not far away from where the truck was parked Thursday, was also evacuated over the threat.

The area was blocked off by police cars and barricades, and multiple fire trucks and ambulances were staged nearby. Also responding were the District of Columbia’s Metropolitan Police, FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

The White House said it was monitoring the situation and was being briefed by law enforcement.

EMPORIA —Law enforcement authorities made 5 arrests Wednesday in connection with the September 2017 murder of 19-year-old Jesus Avila-Galvin of Emporia.

On Sept. 6, 2017, Lyon County deputies responded to investigate a suspicious vehicle on a road about five miles east of Emporia. The deputies found the car on fire, with the body of Avila-Galvin Jr. inside, according to a media release from the Lyon County Sheriff.

The Kansas and Oklahoma Highway Patrol assisted with Wednesday's arrests that were made in Tulsa, Oklahoma and various locations in Emporia, according to the Kansas Bureau of Investigation.

Andrew John “AJ” Granado, 21, of Tulsa, Oklahoma was booked into the David L. Moss Criminal Justice Center in Tulsa County, Oklahoma and is being held without bond.

Four other suspects including Jordy Cornejo-Campoverde, 21; Armando Nunez, 20; Alan Alanis, 19, and Jovan Pecina, 22, all of Emporia were arrested throughout Wednesday morning, according to the KBI.

&nbsp;Cornejo-Campoverde, Nunez, Alanis, and Pecina were booked into the Lyon County Jail.

All five suspects are being held on requested charges of murder in the first-degree, conspiracy to commit first-degree murder, conspiracy to commit aggravated robbery, aggravated robbery, arson, and interference with a law enforcement officer.

Arrests made: Kan. teen was left to die in burning car

KANSAS CITY (AP) — A man who suffered a compound fracture to his leg when he was hit by a tear gas canister during racial injustice protests last summer has received a $200,000 settlement from the Kansas City police department.

The man did not sue the department and did not want his name publicized.

He said he was about 10 feet from police during demonstrations on the Country Club Plaza on May 30, 2020, when a tear gas canister hit his leg. He said he was hospitalized for several days.

Police spokesman Sgt. Jacob Becchina said the department would not comment on the settlement because there is ongoing litigation in the case.

More than 150 people were arrested during the 2020 protests that were sparked by the death of George Floyd in Minneapolis.

The police response sparked more protests and calls for the resignation of Police Chief Rick Smith. Civil rights groups in July&nbsp;<a href="https://apnews.com/article/police-michael-brown-police-reform-kansas-city-kansas-cbde7742a8a40470fa3a66bcc64e2c85">asked the U.S. Department of Justice to investigate the police department.</a>

Kansas City Police pay $200K settlement to demonstrator

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas teen on drug and theft allegations.

Just before 11p.m. Tuesday, officers responded to the Walmart Store at 1920 U.S.73 in Atchison to investigate a theft, according to Police Chief Mike Wilson.

It was determined that a suspect, later identified as 18-year-old Kaleb Marshall, had stolen $221 in merchandise that included a backpack and clothing. 

The suspect left the area in a vehicle. Authorities issued an alert for that vehicle and a short time later sheriff’s deputies stopped the vehicle at 262nd and Ottawa Road, according to Wilson.

Officers arrested Marshall for the theft at Walmart and subsequently found methamphetamine on his person.

Just before 8:30a.m. authorities arrested Armando Nunez, 20, of Emporia and Alan Alanis, 19, of Emporia, was arrested at approximately 9:30 a.m.

Just before 11a.m., authorities arrested Jovan Pecina, 22, of Emporia.

Following their arrests Cornejo-Campoverde, Nunez, Alanis, and Pecina were booked into the Lyon County Jail.

KBI: 5 accused in 2017 murder of Kansas teen

CHEYENNE, Wyo. (AP) — Yellowstone National Park rangers and Wyoming sheriff’s deputies seeking a murder suspect held a vacationing family at gunpoint for an hour without adequate cause, a lawsuit claims.

Brett and Genalyn Hemry, of Independence, Missouri, say they are victims of false arrest, excessive use of force and false imprisonment. Their lawsuit filed July 19 in U.S. District Court in Cheyenne seeks unspecified damages to be determined at trial.

Law enforcement officers at the time of the 2017 encounter were seeking Gerald Michael Bullinger, a Utah man suspected of killing his wife, his girlfriend and his girlfriend’s daughter in Idaho. Bullinger’s whereabouts remain unknown.

Investigators had found a car Bullinger was driving in Bridger-Teton National Forest outside Moran, near Grand Teton National Park in western Wyoming, on July 12, 2017.

On July 20, 2017, two park rangers in separate vehicles closely followed the Hemrys and their minor child after they drove out of Yellowstone’s east gate, prompting Brett Hemry to pull off U.S. 14-16-20 about 15 miles (24 kilometers) east of the park, according to the lawsuit.

Park rangers allegedly had flagged the family’s car as one Bullinger may have been driving. The rangers allegedly pulled in front of the family’s SUV, blocking it, and held the family at gunpoint, ordering them to drop their car keys outside and keep their hands up.

More officers arrived, including Park County sheriff’s deputies, and officers then held the three family members at gunpoint in separate vehicles, the lawsuit alleges.

About an hour after being pulled over, officers allowed Brett Hemry to show his identification, told him they were seeking a murder suspect and showed him a photo of Bullinger, the lawsuit alleges.

Hemry “bore no resemblance” to Bullinger except for his light hair color, the lawsuit claims.

“The terrified family went on its way, without receiving an apology or additional explanation,” the lawsuit states.

Park County Sheriff Scott Steward and Yellowstone spokeswoman Linda Veress declined to comment on the pending litigation.

Lawsuit: Mixup kept KC-area family at gunpoint near Yellowstone

SHAWNEE COUNTY —Law enforcement authorities are investigating a wanted Kansas man after a traffic stop.

Just after&nbsp;2:30a.m. Monday, a deputy conducted a traffic stop on a 1999 Chevrolet Silverado 1500 near NW US 24 Highway and NW Stover Road, according to Deputy Abigail Christian.

During the investigation, a Topeka Police Department K9 Unit assisted and illegal narcotics were located.

They arrested the driver 41-year-old Joshua D. Baker of Topeka and booked him into the Shawnee County Department of Corrections on requested charges that include possession of methamphetamine, possession of drug paraphernalia, possession of marijuana, expired registration, no vehicle liability insurance and expired driver’s license. Baker also had a narcotics warrant for his arrest, according to Christian.

On Friday, police conducted an investigation involving a female victim under the age of 14 and crimes committed when the victim was under the age of 16, according to Police Chief Mike Wilson.

Police arrested&nbsp;CJ Lonnie McPhie, 36, Atchison, on requested charges of rape, aggravated criminal sodomy, aggravated indecent liberties with a child, indecent liberties with a child, criminal sodomy, and electronic solicitation, according to Wilson. McPhie is being held on a $100,000 bond.

Kansas man jailed for alleged child sex crimes

SEDGWICK COUNTY—Law enforcement authorities investigating a fatal shooting have made an arrest.

Just before 9 p.m. Sunday, police were dispatched to a shooting call in the 2300 block of South Laura in Wichita, according to Officer Trevor Macy.

Police arrested Ibarra on requested&nbsp;charges of 2nd-degree murder, aggravated assault, criminal possession of a firearm, and an active warrant, according to Macy.

When Gomez went to check on Ibarra outside the party, witnesses reported hearing gunshots.&nbsp;Police arrested Ibarra on requested&nbsp;charges of 2nd-degree murder, aggravated assault, criminal possession of a firearm, and an active warrant, according to Macy.

Kansas man accused in birthday party killing

Former Junction City High School Athletic Trainer Brandon Martino on Monday received a 32-month sentence in the Kansas Department of Corrections, but it was suspended. Martino was placed on probation for 36 months after he immediately serves 60 days in the Geary County Detention Center.&nbsp;

According to Geary County Attorney Krista Blaisdell, Martino was remanded into custody to begin serving the time immediately following Monday's hearing. The Court also ordered that the defendant was subject to a life-time post release period and in addition, must register as a sex offender for 25 years. The Court ordered Martino not to have any contact with the minor in the case and ordered him to have no unsupervised contact with any female under the age of 18 for the duration of his probation. The sentence was handed down in Geary County District Court.

In July Martino had entered a no contest plea and was found guilty of one felony count of Sexual Exploitation of a Child.&nbsp;

The Kansas Board of Healing Arts had reported&nbsp; earlier in July that they had&nbsp;<a href="http://www.ksbha.org/boardactions/Documents/martino_21.pdf">indefinitely suspended</a>&nbsp;Martino's license.&nbsp;A student patient under age 18 received sexually explicit text messages from Martino, including a nude image of himself,&nbsp;<a href="http://www.ksbha.org/boardactions/Documents/martino_21.pdf">according to the order&nbsp;</a>from the Kansas Board of Healing Arts.&nbsp;

At the time of his arrest, USD 475 suspended Martino from all duties and responsibilities. "Any behavior that jeopardizes the safety and integrity of our students and staff is unacceptable."

Former JCHS Athletic trainer is sentenced in District Court

NORTON COUNTY—Law enforcement authorities are investigating a suspect for allegedly endangering a child.

On Friday, police arrested 24-year-old&nbsp;Mykayla Forsberg on a&nbsp;Norton County District Court Warrant for Unlawful Tattooing, Tattooing Minor without Consent and Endangering a Child, according to a social media report from police. She posted bond and is no longer in custody.
