A Special Olympics Kansas basketball tournament will be held this Saturday, Feb. 24, at Junction City High School.

In total, 327 athletes will be playing on 33 teams from around the North Central part of the state.

&nbsp;North Central Region Director&nbsp;Krystin Guggisberg said they are still looking for volunteers as several roles still need to be filled. The volunteers would be cheerleading judges, scorekeepers, referees, and individuals to help with skills competitions.

The tournament starts at 9:00 a.m. and runs until 4:00 p.m.

Junction City Commissioners have accepted final payment from Geary County for EMS Services in fiscal year 2023. The payments total $1,514.698.39

This is a major step forward in resolving the dispute between the city and county over the county's payment of EMS fees. Now work will proceed on a 2024 interim agreement. In the meantime pending a final agreement the city will submit itemized&nbsp; bills to the county for the actual cost of the services per a current agreement.&nbsp;

Junction City has been prevented from suspending EMS Services outside city limits and the County must keep paying for the service per a recent court ruling.&nbsp;Judge W. Lee Fowler of the 5th Judicial District had allowed the two entities to continue negotiations or determine a new contract.

The properties included 2701, 2707 and 2623 Liberty Hall Road, 506 South Spring Valley Road, 604 and 224 North Spring Valley Road plus 2508 Glenn Dean Road.&nbsp;The property owners protested the possible annexations.&nbsp;

Commissioners also want to hear from Rural Water District Two west of Junction City.

Same story, different night for the Junction City Blue Jays as they clawed their way back and won a thrilling overtime game over Topeka High School by a final score of 67-64. 

Junction City led the majority of the first three quarters and even led by as many as twelve on the night, but that lead vanished late in the fourth quarter as the Trojans roared back and eventually took the lead with less than 15 seconds to go in regulation. 

After a timeout by Junction City head coach Nick Perez, Sophomore Lovell Autry drove to the basket, missed the shot, and Junior Larkin Turner missed the putback, but, with less than a second to go, senior Tre Ruffin delivered the game-tying basket to tie the game and sent it to overtime on senior night. 

Overtime was another back-and-forth affair that saw Topeka lead by as many as four. The Blue Jays stormed back and took the lead on a corner three-pointer by Junior Jackson Austin with 13 seconds remaining. The Trojans had a three-point shot miss and then fouled Austin, who delivered two free throws with 2.8 seconds left in the game. A half-court heave was no good, and the Blue Jays won the game and the Centennial League Championship. 

It is the first Centennial League Championship for Junction City and their first league title since the 2001-2002 season. At that time, Junction City was still in the I-70 League. 

In the victory over the Trojans on Tuesday night, Larkin Turner led the way with 24 points, Jackson Austin added 12 points, and Ja'Twaan Williams scored 11. Senior Stewart Mitchell also added 10 points on senior night.

With the win, the Blue Jays secured the Centennial League title and improved to 18-2. Next up for Junction City is hosting Substate next Wednesday, Feb. 28.

The Junction City Lady Jays honored their two seniors Amyah O'Neal and Sara Rexrode on the final night of the regular season. The Lady Jays trailed 9-5 at the end of the first quarter, and then things unraveled from there, losing by a final score of 40-17. 

Junction City was led in scoring by Sara Rexrode, who scored 10 of the 17 points. 

With the loss, the Lady Jays fall to 1-19 to wrap up their regular season. Up next is their Substate matchup next Tuesday, Feb. 27.

The Junction City Commission has decided to have the city participate in the Flint Hills Regional Council this year, 2024.&nbsp;

On Feb. 6 the governing body heard from multiple area residents asking them to reconsider keeping the City as a member of the Council.

On Jan. 3rd the city commission had let die for lack of a second a motion renewing the annual membership to the Council. The City had not budgeted for membership this year.&nbsp;

Tuesday night the commission vote to continue membership was 4-1 with Jeff Underhill voting no. Commissioner Ronna Larson favored having a seat at the table, noting the importance of being part of the region now.

On a separate note, Geary County Commissioner Trish Giordano has been elected the chair of the Flint Hills Regional Council.

City agrees to remain in the Flint Hills Regional Council

I-70 traffic will be reduced to one lane in each direction at a reduced speed through Junction City beginning on March 18. This marks a plan to begin Phase Two of the I-70 pavement replacement project.

KDOT said during this phase, median crossovers will carry one lane of westbound traffic through construction on the eastbound lanes as deteriorated pavement will be replaced on the westbound lanes of I-70 from mile marker 296 to mile marker 300.<a></a><a></a>

Westbound I-70 ramps will be closed at times to allow for pavement replacement.&nbsp;

In late June or July, when the project reaches the ramps at Exit 296, KDOT and the City of Junction City will replace all pavement on the Washington Street roundabout.

Phase Two is scheduled to be completed in November 2024. Phase Three will replace the deteriorated pavement in the eastbound lanes and is scheduled to begin in March 2025. All three phases of the project are to be completed by December 2025.&nbsp; Wildcat Construction Co. Inc. and Subsidiaries, of Wichita, is the prime contractor of this $30 million project.

In Person Advance Voting is scheduled for the Presidential Preference Primary which is March 19th.&nbsp;

Geary County Clerk Courtney Gilbert said that In Person Advance Voting will be at the County Office Building located at 200 E. 8th St. in Junction City. It will run&nbsp;&nbsp;February 28th - March 8th from 8:30am to 5:00pm, March 11th- March 15th from 8:30am to 6:00pm and&nbsp; March 18th from 8:30am to Noon.

WABAUNSEE COUNTY—One person was injured in an accident Tuesday in Wabaunsee County.

The Kansas Highway Patrol reported a 1998 Jeep Cherokee driven by Travis Wayne Wolverton, 31, Topeka, was westbound on Kansas 4 Highway just west of Gladden Rord.

RILEY COUNTY —Law enforcement authorities are investigating alleged criminal damage to property.

Just after 1p.m. Monday, officers filed a report for criminal damage to property in the 6900 block of Tuttle Cove Road in Manhattan, according to the Riley County Police Department activity report.

The Corps of Engineers reported an unknown suspect damaged a John Deere gator. The estimated total loss associated with this case is approximately $1,500.

Junction City Middle School girls wrestling finished second at league meet

RILEY COUNTY —Law enforcement authorities are investigating a Manhattan teen for alleged sex crimes.

Just before 10a.m. Monday,&nbsp; Tyler Staatz, 18, turned himself in connection with multiple incidents involving a 14-year-old female victim known to him, according to a media release from the Riley County Police Department.

The offenses are said to have occurred around September of 2023. Staatz was jailed on requested charges of rape, aggravated indecent liberties with a child; intercourse with a child 14 &lt; 16 years of age, and indecent liberties with a child 14 &lt; 16; lewd fondling.

Staatz was issued a total bond of $75,000 and is no longer in custody, according to the RCPD.

"That's everything from our payrolls for our service members and our DA civilians to our construction contracts." Funds impact in the Flint Hills and across Kansas.

Foote noted the strong workforce in the Flint Hills, calling it "unmatched."

For the third time in five years Fort Riley received the Army Community Award. Construction on the first phase of the Morris Hill Elementary School project was completed. It was a final elementary school rebuild, although there will be an expansion supported by an $8.6 million grant received by USD 475.

In the area of troop deployments Foote noted that the Combat Aviation Brigade is scattered at locations across Europe. The Second Brigade Combat Team and the 1st Infantry Division Headquarters will deploy for a stint at the National Training Center.

Foote noted that when all Soldiers are on Post there are about 15,000 Soldiers on the installation.

Fort Riley puts big money into the economy

Approximately 40 acres of a combination of grassland and cedar trees burned in a fire Monday afternoon northwest of Junction City at a location adjacent to&nbsp; K-244 Highway. Geary County Rural Fire Chief Garry Berges confirmed that there were no injuries.

For a time two outbuildings for the Geary County Fish and Game Association's Sportsman's Acres were threatened but they were saved. The ground where the fire occurred belonged to the Corps of Engineers.

Geary County sent six units and Dickinson County five units to battle the blaze.

Junction City Public Works has identified March 18th as the date that KDOT will begin Phase Two of the I-70 replacement project. The goal will be to replace deteriorated mainline pavement on westbound I-70 from mile marker 296 to mile marker 300.

The Exit 296/Washington westbound&nbsp; I-70 Off Ramp, Exit 298/Chestnut westbound I-70 Off Ramp and Exit 299/J-Hill Road westbound I-70 on ramp will be closed when work starts in March through the end of Phase two.

The car&nbsp;left the roadway to the right. The driver overcorrected and the car re-entered the roadway, rotated counterclockwise, crossed the centerline, exited the roadway to the left, struck the rock embankment on the passenger side in the west ditch and overturned.

Anstey was pronounced dead at at the scene and was transported to Frontier Forensics. He was not wearing a seat belt, according to the KHP.

The potential renovation of the Devin Center in USD 475 was a topic updated for the Board of Education this past week. If the District proceeds with this project in the future the Chief Operations Officer for the District, Karl DeArmond, noted that step one would involve working with the architects on programming space that would be needed.

Technology, IRC, the print shop, safety and security were functions moved out some time ago but, perhaps, could be put back in the Devin Center. That could all receive study.&nbsp;

DeArmond noted the roof on the building needs to be taken off and repaired, plus the HVAC needs to be swapped out. He favors putting personnel service and accounts payable near the front door.&nbsp;

On Saturday at 1:32 p.m. Geary County Sheriff's Deputies responded to a multiple vehicle accident at mile marker 178,K18 Bypass Highway. Gin T. Mung of Manhattan was driving eastbound in a 2010 Mazda 3 when a tire ruptured causing Mung to lose control, strike a guardrail and end up in the median. 

Occupants of Mung’s vehicle excited and ran towards the westbound lanes. The occupants running towards the roadway caused Heidie L. Martin of Junction City in her 2023 Trailblazer to come to a halt. Maffie H. Anderson in his 1999 GMC Truck was unable to stop in time and struck Martin’s vehicle from the rear. Minor injuries were reported. 

Vehicles were removed from the scene by owners and tow services.

Sheriff's Deputies work two accidents

Preliminary discussions have been under way about the location for a potential new elementary school in Junction City. During a school board meeting last week at the Devin Center there were different viewpoints expressed.

Board of Education President Kristy Haden supported having a neighborhood school and observed that many elementary students walk to school. She also does not want to see anything near the Junction City Middle School or the new Junction City High School.

A facilities committee has also talked about this issue. Board member Jason Butler pointed out that conversation there has included putting the new elementary school near the new high school area. Student tardy concerns in some neighborhoods with walkability were noted.&nbsp; 

"When you put the school outside of what you would traditionally think&nbsp; as a walkability thing then you are required to bus kids.&nbsp; All of a sudden if I have a school bus stopped in front of my house it's a lot easier to trust your kid to walk out there than to walk a quarter mile or half mile down the road at 6:30 in the morning when it's 22 degrees outside, "said Butler. He also added in theory you're increasing the ability for attendance,and socio-economic areas are being mixed so students have equality in the education that they're receiving.

&nbsp;Tardiness could still occur with a school out on the west side of town, but Haden also noted she still has an issue with not having a neighborhood elementary school. "So I think I'm going to have to see a lot of things, a lot of surveys going out, a lot of questions from the parents whichever one ( school ) we're going to look towards closing because there is still something&nbsp; about a lot of those kids walking, not wanting to sit on buses even if you're offering it."

Reginald Eggleston, Superintendent of Schools,&nbsp; noted that officials are thinking that growth could potentially occur in the subdivision across from Blue Jay Way near the high school, or in the nearby Olivia Farms area.&nbsp; If a new elementary school were put out there the District would need to purchase up to about 18 acres of land and look at building a facility there. On a list of District facilities and their age Washington Elementary School also received some comment during discussion by Board members.&nbsp;

There have not been any final decisions at this point on a location for a new elementary school. A lease purchase program could be used to help fund a facility.

BOE talks about a location for a potential new elementary school

One of the purposes of my report each week is to give information about the City and issues and topics that arise. This week we will focus on some of the services that residents and businesses utilize from the City. In this case, there are services that are charged for and thus a monthly billing is needed to generate the income to operate and maintain these services. In the case of Junction City this would be the services of water, wastewater, storm water, and sanitation. These services are all included in the monthly bill that the City sends each month. I have managed other cities that also included electric and natural gas as a City utility, but that is not the case here.

Often people call it their water bill, but as mentioned above, it is only 1 of the 4 services included. In some neighboring communities, the City may not provide sanitation or trash services, so if you ever compare your City bill with your friends in another community, keep that in mind. In cities that have municipal electric such as Chapman, Wamego, Herington, and Clay Center I would guess the residents call it the electric bill even though it also includes other services.

This week, the Public Works Department along with the Customer Service Department disconnected water meters for those customers for lack of payment the water bill. As you know the water portion of the bill is based on the amount of water one uses and is read monthly. I will cover the other 3 in the upcoming weeks. Okay, I realize this can be controversial that the services are discontinued. In the case of water, it is a commodity that has been used in the past and there is a cost to provide the service.

The Customer Service Department has the City broken into 2 cycles. There are nearly 11,000 accounts so basically split in half for each cycle. For the most part the bills are paid on a timely basis by most customers, and it is only a small amount of the accounts, less than 2 percent, have to be dealt with for collection. The downside of disconnecting a service is that the City Code adopted by the City Commission adds a $50 fee if the account is scheduled to be disconnected.

Last summer the Customer Service Department started a new effort to remind people of their bill being due. The day before “cut-off” door tags are hung at the address. This has greatly reduced the number of services that are disconnected. This past week 191 door tags were hung on Tuesday, however by Wednesday morning only 44 had to be dealt with. This is great in that those who did pay after the door tags were distributed were saved the $50 fee. Secondly, no one likes to see the services disconnected and thirdly, to disconnect the meters pulls away Public Works staff from doing other projects and duties. Before the door tags, the number of disconnects was much higher. When the idea of door tags was first discussed, there were doubters here at the office, but we have found great success for both the customers and for City staff.

“Shut Off” is not a good day for both the customer and the staff. Naturally the customer is not happy this occurred and that they are required to pay the extra fees and are without water. The office staff has to deal with those customers and are often the target of them being upset. Yes, I hear the complaints about the staff, and I know some complain after they even talk to me about their account. Just remember the staff is doing their job and following the polices that have been set. These are all set by ordinances that were approved by the City Commission. City staff would be elated if there were zero disconnects.

A few years ago, Automated Metering Instrumentation (AMI) was installed. In the past each meter was read by City staff monthly. Granted the City had moved to a system where touch pads were used, and the meter readers just had to touch the pad on top of the meter lid. This, however, did take time and took up to 3 days each cycle. With the AMI system, the meters can be read in a matter of minutes from the office. Even though meters are read monthly for billing reasons, they produce data each hour. When staff gets questions about a bill, they can look at the readings to help determine the issue. Likewise, any customer can contact Customer Service and get access to check their own readings. If there is usage every hour, there is a chance that there is a running toilet or perhaps an underground leak.

We often hear some customers say they can’t use that much water. For residential accounts, there is an old “rule of thumb” that an average indoor water use is 50 gallons per person per day. This equates to about 1500 gallons per month. So, a family of 5 would be 7,500 gallons. When Paula and I had the 3 girls at home we would be higher than that number, but they all participated in sports and other activities and more water was used. However, we always stayed near that rule. As we move into the season of outdoor water use, that rule goes “out of the window” and there are many other factors.

Contact the Customer Service Department to find out more about how to be able to see your water meter readings whenever you wish to or about options to pay your bill. Bottom line all customers pay for the use of these services.

This week we will focus on some of the services that residents and businesses utilize from the City. In this case, there are services that are charged for and thus a monthly billing is needed to generate the income to operate and maintain these services. In the case of Junction City this would be the services of water, wastewater, storm water, and sanitation. These services are all included in the monthly bill that the City sends each month. I have managed other cities that also included electric and natural gas as a City utility, but that is not the case here.Often people call it their water bill, but as mentioned above, it is only 1 of the 4 services included. In some neighboring communities, the City may not provide sanitation or trash services, so if you ever compare your City bill with your friends in another community, keep that in mind. In cities that have municipal electric such as Chapman, Wamego, Herington, and Clay Center I would guess the residents call it the electric bill even though it also includes other services.This week, the Public Works Department along with the Customer Service Department disconnected water meters for those customers for lack of payment the water bill. As you know the water portion of the bill is based on the amount of water one uses and is read monthly. I will cover the other 3 in the upcoming weeks. City Manager Allen Dinkel issues the 515 Report

HUTCHINSON, Kan. — According to Dan Murray with NFIB Kansas, a nationwide survey of NFIB members continues to lag behind its historical average.

"Small business owners expectations for higher sales declined in January," Murray said. "They're still concerned about inflation, still having trouble filling job openings that they have, finding qualified applicants. Our Small Business Optimism in January decreased two points."

The level was at 89.9, marking the 25th consecutive month below the 50-year average of 98. Not having good help means small business owners are working at their business, not on their business.

"The small business owner has to get in there and not only run the books and do marketing and all that, but also run the [business] itself," Murray said.&nbsp; "Small business owners are doing what they normally do, which is roll up their sleeves and get to work."&nbsp;
