Homecoming is scheduled for Saint Francis Xavier School

Dr. Reginald Eggleston, Geary County Schools USD 475 Superintendent of Schools, has received notification that the U.S. Department of Defense Office of Local Defense Community Cooperation has approved a USD 475 grant application. It will pay 80 percent of the cost of expanding Morris Hill Elementary on Fort Riley. The school district confirmed that the grant totals $8.6 million.

The brand-new Morris Hill Elementary opened in August of 2023. The USD 475 Board of Education committed to the expansion of the school, which enabled the closure of an aged, nearby elementary school. The expansion project will provide Morris Hill with a student capacity equivalent to two former schools

“We presented the concept of one larger school to the OLDCC and demonstrated that the cost of expansion was one-fourth the cost of building a new facility that would be necessary to replace the school closed at the end of the 2023 school year,” said Eggleston.&nbsp;

The announcement of the grant approval ensures that the expansion project will be completed in time for opening in August of 2024. The project includes a 200kw solar array that will supply 20 percent of the school electrical service requirements. The solar field, which was approved by Fort Riley, is to be constructed on-site right next to the facility.&nbsp;

Since 2014, USD 475’s and Fort Riley’s partnership with the OLDCC has produced two new grade schools and a new middle school.&nbsp;

Geary County Schools USD 475 Receives Facilities Grant

Eric Coffman is the new Geary County Sheriff. He was sworn in during a ceremony before a large audience at the Geary County Office Building Monday morning.

Coffman issued a thank you for the appointment to serve as sheriff. He said, "Looking forward to the adventures ahead. It's going to be good times."

Coffman, who previously served as undersheriff,&nbsp; will fill an unexpired term following the retirement of former Geary County Sheriff Dan Jackson.

David Gilbert has become the new undersheriff. He has been serving as a captain in the Sheriff's Department.

RILEY COUNTY—Law enforcement authorities are investigating an alleged sex crime and have reported an arrest.

Just after 4a.m. Friday, police arrested 26-year-old Jacob Thompson of Ogden in the 200 block of E. 9th Street in Junction City, Kansas, according to the Riley County Police Department activity report.

 Thompson was arrested on a requested charge of rape. He is being held on a issued a total bond of $250,000, according to the RCPD.

Thompson has two previous convictions for burglary, according to the Kansas Department of Corrections.

MANHATTAN — Kansas State University will celebrate its enduring commitment to the people of Kansas with&nbsp;<a href="https://www.k-state.edu/engagement/kstate-impact-day/" target="_blank">K-State Impact Day</a>&nbsp;on Wednesday, Feb. 21, at the Kansas State Capitol in Topeka. The event will take place between 9 a.m. and 2 p.m. in the first-floor rotunda and will showcase K-State's positive force in shaping the state of Kansas.

"Kansas State University has been the university for Kansans for more than 160 years, setting the standard for inspiring learning, creativity, discovery and engagement," President Richard Linton said. "This event will honor our legacy and demonstrate how we, as&nbsp;<a href="https://www.k-state.edu/next-gen/" target="_blank">the next-generation land-grant university</a>, are poised to grow and advance Kansas."

Formal remarks by K-State leaders will begin at 10 a.m. and will focus on the university's impact on the state's past, present and future. The event will unveil the university’s research-based and data-driven economic impact, highlight the progress of the&nbsp;<a href="https://www.k-state.edu/105/" target="_blank">K-State 105 initiative</a>&nbsp;and introduce a new dashboard that provides valuable insights into all 105 counties of the Sunflower State.

More than 300 people attended the Opera House Gala in Junction City Saturday night. One highlight of the event was the Junction City can Dance competition which saw the Teachers Pet entry capture first place.

The Gala was a fundraiser for the new Education Building project adjacent to the C. L. Hoover Opera House.&nbsp;

More than $20,000 was raised between silent and live auctions combined. That total did not include ticket sales and sponsor profits. Those numbers still have to be tallied.&nbsp;

 To share in this celebration, St. Francis Xavier Catholic School will participate in a variety of activities including a food drive to support the local food pantry, learn about different vocations, get involved in Catholic faith activities, show school spirit with dress up days, teacher and student appreciation, and a Mass celebration.

“Why do we have to continue to have to pay for what happened back then?” As I sat and thought about what I was going to write about his week, I decided to consider a statement I often read and hear. Most everyone knows just 13 years ago this City was in extreme financial trouble and a plan was developed to return the City to a sound financial status. No doubt, if a Kansas city could have filed bankruptcy, that could have been an option for this community. A plan was put into place by the City Commission to address the debt and the path has been steady but had an impact on other decisions as well as many people both over the past few years, but into the future.

My goal this week is not to focus and deal with the debt or how it occurred, but to discuss the impact that any decision made has in both the present and in the future. We can even look back at our personal lives and consider decisions we each have made and how they have affected our lives, but we also can also consider a decision we did not make and now look back at how it may have also changed our lives. No doubt there are always a number of “Would’ve, Could’ve and Should’ve” moments in both our lives and also in the operation of a local government.

In the case of the debt crisis, those decisions that were made had this effect that we now know. Special State Legislation was needed, a 1% sales tax had to be created for a 20-year period and City funds had to be diverted to cover the debt and interest and other City projects have been delayed or lessoned. Even though I was not here at the time, there was a great influence

of many people that pushed for decisions to be made and I am certain at some point and time, many felt this was the “way to go”. However, there were factors that changed what the initial plan was and the results expected were not achieved. It is easy to be a “Monday Morning” Quarterback, but there also was a chance everything would have worked as planned and things would be much different, and those decisions would be touted by all. There have been other projects or investments made in the community that did not “go as planned” , but let’s give credit to companies such as Smithfield Foods, Foot Locker (including what the building was originally built for), New Horizons who has now retired the Industrial Revenue Bonds (IRB’s) the City issued on their behalf, and new projects such as Eagle Railcar Services and Michelin that continues to grow. I am sure there were questions raised when the Chestnut Street area was developed as well. And we know there are many other examples. On many of these projects, along with the new High School, the City had decisions to and costs to be paid, but it is easy to agree when there is a success.

However, I also hear that in the past Junction City has not taken the correct actions to make certain “things” happen. I have heard that there should have been a mall here and other retail stores and yes, I still am reminded there is no casino here even though the voters approved having one at that time. Don’t know all the details, but some say there were opportunities that were missed and not pursued.

When I first was a City Administrator in Northwest Kansas, I would sometimes look around the town and wonder why certain decisions were made and why some were not. However, I learned quickly that I did not know all the “Why” and I now understand that someday someone may have the same questions about what occurred when I lived and worked in that community. I served as a Manager in a City in South Central Kansas that was struck by an F-4 tornado and destroyed about 1/4th of the homes including the one I lived in. Even though we had training for disasters such as this, there is much unknown and in some ways it was “learn as you go”. Looking back the community did well, but we were never totally sure we were heading in the best direction in the ”heat of the moment”.

Decisions made today are for both the present and for future generations. If it goes well, we all benefit, but like the City debt issue all did not go as planned, and the community “stayed tough” and moved ahead. There is no changing that. Yes, you can find places to put blame, but that really doesn’t accomplish anything. Even though there is still debt to pay, there is “light at the end of the tunnel” and if we stay the course 2027 and 2028 the ball will be very near the endzone.

Local governments always have to face many decisions. Naturally there will never be 100% agreement. The new high school was not approved by everyone, but the majority approved. You can agree or disagree, but the fact is that it was built and is a part of our community. Yes there will be decisions to be made in the future. Many factors have to be considered, but taking no action may not be the best choice either for the community and those who will call Junction City home now, and many years in the future.

Junction City/Geary County residents can attend the Community Forum 2024 –Coming Together, on March 18th to provide input on the future growth of the community. You will learn of a top-down model and be a part of a bottom-up approach.

Those attending will engage in a brainstorming workshop about making the city and county a better, more interesting, and more lovable community. Two of the proposed projects from the workshop will receive a $500 grant to implement their project that encourages the whole community to come&nbsp;together on.

The event is limited to 200 people. So far 84 people have registered.&nbsp;

The forum is funded by a Heartland Challenge Grant from the Ewing Marion Kaufman Foundation. It will be held at the Eagles. 203 East 10th Street, from 5:30 - 8:30 p.m.

WASHINGTON — Bipartisan U.S. senators are sounding the alarm on cost, workforce shortages and dangerous incidents at assisted living facilities across the country as the needs of aging Americans are&nbsp;<a target="_blank" href="https://www.prb.org/resources/fact-sheet-aging-in-the-united-states/#:~:text=The%20number%20of%20Americans%20ages,from%2017%25%20to%2023%25.&amp;text=The%20U.S%20population%20is%20older%20today%20than%20it%20has%20ever%20been.">forecast</a>&nbsp;to sharply increase.

Sen. Bob Casey, chair of the Senate Committee on Aging, led a hearing Thursday to highlight the panel’s fact finding mission. Unlike nursing homes, assisted living care is largely unregulated at the federal level.

“It is long past time for Congress to re-examine this model and ensure that it’s meeting our nation’s needs,” the Pennsylvania Democrat said in his opening remarks.

Citing a&nbsp;<a target="_blank" href="https://www.ncoa.org/article/80-percent-of-older-americans-cannot-pay-for-long-term-care-or-withstand-a-financial-shock-new-study-shows">recent survey</a>&nbsp;that found 80% of adults would not be able to afford four years in an assisted living facility, Casey appealed directly to the public to share their experiences.

“I want to hear from you about the true cost of assisted living,” Casey said, holding a sign that urged people to submit stories to&nbsp;<a target="_blank" href="https://www.aging.senate.gov/assistedlivingbills">aging.senate.gov/assistedlivingbills</a>.

“I think it’s very important that we hear from people — hear from people about their own experience as family members, as people who are paying the bill and also expecting the promises that are made when someone becomes a resident of an assisted living facility,” Casey said.

“It is only by hearing those stories, only by hearing about those experiences, can we bring the needed change that I know we all agree has to come.”

Residents and family members recall poor care

Among those who testified was a Virginia woman who said she witnessed alarming situations due to short staffing and poor training in a facility where her husband lived with&nbsp;<a target="_blank" href="https://www.nia.nih.gov/health/lewy-body-dementia/what-lewy-body-dementia-causes-symptoms-and-treatments#:~:text=Lewy%20body%20dementia%20(LBD)%20is,movement%2C%20behavior%2C%20and%20mood.">Lewy Body Dementia</a>.

Patty Vessenmeyer, of Gainesville, Virginia, described an “extremely loud” central group room at the facility and finding a resident “bloody and staggering down a hallway” after she tripped on a raised area of the floor covered by a rug.

“A company knowledgeable about dementia care would not design a facility this way,” she said.

She also told lawmakers about having to break up a physical altercation when one resident was beating another with his cane, and of finding her husband had soiled himself when staff was not around to help him reach the bathroom.

Without identifying the Warrenton, Virginia, facility, Vessenmeyer told the committee’s ranking member, Sen. Mike Braun, that the base cost for her husband’s room was $7,900 a month, but that her monthly bill eventually totaled $13,000.

“That sounds unaffordable,” Braun, an Indiana Republican, said.

“If he hadn’t passed away rather quickly … it would have used up all of my nest egg,” Vessenmeyer said.

“That’s the kind of stuff I’ve been appalled by,” Braun responded.

Jennifer Craft Morgan, director of the Gerontology Institute at the University of Georgia, told the panel that assisted living costs across the nation average $4,500 a month, making it “inaccessible to most Americans.”

In addition to breaking down cost barriers, Morgan recommended the industry consistently educate and train workers, reward companies that deliver high-quality care, and standardize monitoring and resources to increase state-based oversight and transparency.

But care is not as costly in all states, and operators can choose to go beyond state requirements, Julie Simpkins, co-president of Gardant Management Solutions, told the lawmakers.

The Illinois-based company is the fifth largest assisted living care provider in the U.S. Gardant operates services aimed at low-income seniors in Indiana, Illinois, Maryland, Ohio and West Virginia.

Simpkins told Braun that in states like Illinois and Indiana, low-income families see limited out-of-pocket expenses because of the states’ arrangements with federal Medicaid waiver programs.

When asked if that situation stretches across the country for low- and middle-income families, Simpkins told Braun: “Nationally, there needs to be programs in each state to provide access to affordable assisted living. They’re not all there yet.”

Simpkins also testified that Gardant’s facilities exceed state requirements “when we believe it is in the best interest of our residents.”

Those instances include immediately reporting to the state when residents wander out of the facilities, a situation the industry calls “elopement.”

“Even something as technical as a resident walking out the door and instantly returning with a staff member — we know they didn’t leave our community and our staff immediately addressed the situation, but we still report it,” Simpkins said.

Another example, Simpkins said, is that every employee at Gardant’s memory care facilities trains beyond the required levels to become certified dementia practitioners.

Still, “it’s important to note that every state, every community, and every resident is different,” Simpkins said in her testimony.

“Efforts to standardize all assisted living communities would be both unworkable and irresponsible for resident care,” she said.

Richard Mollot, executive director of the Long Term Care Community Coalition in New York City, disagreed.

As needs of aging adults have evolved since assisted living dawned in the 1980s, Mollot advocates for national standards and a national database of assisted living caregivers and companies.

“The absence of any federal quality or safety standards, coupled with a virtual absence of reliable public information on the quality, safety and cost of assisted living, have made assisted living a sector ripe for investment by sophisticated private enterprises who can shuffle around resources and take profits with little regard to the promises made to seniors and their family,” Mollot said in his opening statement.

Later, during questioning, Mollot told Casey: “Essentially, there’s no independent validated information on assisted living for the consumers, for policymakers, or for the general public. So families, as you noted, have to rely on facilities and facility marketing materials.”

Casey responded to Mollot, saying he thinks it’s “pretty fundamental that people should have the opportunity to place reliance upon a source that is objective and, to use your word, independent.”

Braun also criticized Simpkins’ argument against standardization, particularly when it comes to transparency.

“I don’t know how you could say that wouldn’t be good,” he said to Simpkins.

“I’ve been the most vocal senator that our health care system is broken,” Braun later continued. “We do not have transparency. We do not have competition.

“It’s kind of almost like an unregulated utility and you get your bill after you had a significant health care scrape or a bad accident. You gotta hold your breath to see how much it’s gonna cost or if you can afford it,” he said.

The hearing did not focus on pushing a particular piece of legislation forward. Rather, the senators said they will be gathering information to assess the industry.

K-4 bridge replacement to begin Monday in Morris County

The Flint Hills Regional Council has announced that Michael (Mike) Couch is the organization’s new executive director.

Prior to joining the Flint Hills Regional Council, Couch held positions as the superintendent in Kansas USD 364, 109 and 474, as well as a principal and teacher in more than five Kansas communities. Couch holds a Master’s Degree in School Administration from Northwestern Oklahoma State University and a Bachelor’s Degree in Education from Oklahoma Christian University.

RILEY COUNTY—Law enforcement authorities are investigating alleged sex crimes in the city of Riley.

Just before 7p.m. Thursday, officers filed a report for rape in Ogden. A 19-year-old-woman and a 22-year-old woman were listed as the victims and a 26-year-old man known to them was listed as the suspect.

Police released no additional details and have not reported an arrest..

Seven times in the past ten years the Junction City Brigade have won the Mid Plains League's Cowdin Cup championship. One of those titles was achieved in 2023.

During a sponsor thank you dinner Thursday night the Brigade General Manager Cecil Aska noted that attendance and spending for Brigade games at Rathert Field were up. Total attendance was calculated at 5,742, the third highest ever for a Brigade season.&nbsp;

According to the numbers compiled for the summer collegiate baseball team game day revenue totaled $42,813, salaries paid $25,234 and purchases made totaling $130,891. An average out of town visitor spends $70 a day which creates $356,790 in new dollars. There were approximately 230 of those visitors that stayed overnight.

Over the 11 years of the Brigade's existence the fan count for attending their games at Rathert Field has totaled a combined 50,962.

There will be a new head coach for the Brigade in 2024. Aska confirmed that the new coach will be Chandler Bloomer, an assistant coach for Barton County Community College in Great Bend. He will succeed Garret Francis who received a promotion at Coffeyville Community College.

Aska reported that two teams will not play in the Mid Plains League in 2024 including the Sabetha Bravos and Topeka Farmers. That leaves the conference with five teams. As a result some other teams have been added to the Brigade schedule such as the U.S. Military WarDogs and the Great Bend Bat Cats.

You can expect to see improvements at Rathert Field this summer, with the beer garden looking a little different, hopefully with some shade. There have been preliminary conversations between Brigade and city officials on that topic.

Aska also indicated that the University of Kansas wants to send three or four players to compete for the Brigade this summer.

Brigade celebrate their 2023 year

WASHINGTON — Congress has spent more than six years avoiding its responsibility to reauthorize the National Flood Insurance Program, using a series of stopgap bills to extend the life of the program that has issued nearly 5 million policies.

The lackadaisical approach to brokering a five-year reauthorization of the program was one of several topics the U.S. Senate Banking, Housing and Urban Affairs Committee discussed Thursday during a&nbsp;<a target="_blank" href="https://www.banking.senate.gov/hearings/reauthorization-of-the-national-flood-insurance-program-local-perspectives-on-challenges-and-solutions">hearing</a>&nbsp;on challenges local communities have with flooding and the federally run insurance program.

“Flooding is the most common and costly natural disaster facing the country,” said Ohio Democratic Sen. Sherrod Brown, chairman of the committee. “It’s devastating to families and businesses and communities in every state.”

The National Flood Insurance Program, he said, is not only responsible for writing policies for homeowners and businesses but for trying to mitigate the impacts of future flooding.

Scott criticizes outdated maps, lack of data

South Carolina Republican Sen. Tim Scott, ranking member on the panel, said that Congress must implement “substantial reforms” when it reauthorizes the NFIP.

“The program is financially insolvent with over $20 billion in debt,” Scott said. “Instead of educating communities and homeowners on the risks they face, the program’s outdated flood maps and lack of transparent data often obscures the risks.”

The NFIP pays out about 30% of its “resources” to roughly 1% of “properties that consistently and repeatedly are flood victims again and again and again,” Scott said.

“That’s an opportunity for us to look to the local communities to create strategies to perhaps not rebuild there,” Scott said, adding that Congress cannot allow the program to lapse.

Scott also noted that at some point lawmakers need to talk about a “comprehensive” approach to catastrophic events, noting that different regions of the country experience different natural disasters like wildfires, tornadoes and hurricanes.

“If you live in America, the fact is simple — we, the taxpayers, have paid out hundreds of billions of dollars over the last 10 years because of catastrophic occurrences,” he said.

Lawmakers need to address how the size and scope of all natural disasters impacting homeowners and the economy, especially when the cost of repairing or rebuilding reaches a level that private insurance companies cannot handle, he said.

“Without that comprehensive approach, we really are missing the target by a mile,” Scott said.

Louisiana GOP Sen. Bill Cassidy said affordability of NFIP policies is becoming increasingly difficult for homeowners or businesses in particularly flood prone areas, including his home state.

“NFIP’s new risk assessment policy called Risk Rating 2.0 has made flood insurance simply impossible to afford; in some cases policies rising over 1,000%,” he said.

“At this point, we know that we’re in an actuarial death spiral, where people will be dropping insurance because they can no longer afford (it); therefore a smaller number of people for whom to put on the risk. Therefore, more expensive premiums and therefore more people drop,” Cassidy added.

Michael Hecht, president &amp; CEO of Greater New Orleans, Inc., testified that the new pricing system for flood insurance has caused some premiums to increase substantially, leading to significant problems for people and business owners who need to operate along the coast.

Hecht told the committee that 50% of U.S. grain exports leave through the port of South Louisiana and that the new pricing should take that into account.

“If our workers cannot live there, this is going to have impacts on our ability to supply America and the world with food,” Hecht said.

The Federal Emergency Management Agency, which manages the NFIP, projects that about 900,000 people will cancel their policies, representing a 20% drop in participants, he said.

Congress should take that into consideration when it reauthorizes the NFIP by requiring a “thorough and holistic analysis of economic impacts, mandating FEMA’s transparency through the release of a usable public facing risk calculator and also a rating appeals process,” Hecht said.

The cap on insurance premium increases should be lowered from 18% to 9%, he said.

Daniel Kaniewski, managing director at Marsh McLennan insurance company, told the committee that hazard mitigation is one of the more important things that Congress can do to address the costs of flooding and recovery.

“Not only does it protect existing homeowners against their existing risk, it helps protect homeowners in the future and …&nbsp; anyone else who purchases that home in the future against future risks,” Kaniewski said. “It also gets at the affordability issue, because if you’ve reduced your risk, you should also be able to reduce your rates.”

Flood insurance out of reach for some families

Steve Patterson, the mayor of Athens, Ohio, told senators that rising prices for some flood insurance policies will price them out of many families’ budgets.

“In Athens and Athens County, the median household income is around $42,000, so it’s much lower than the national average,” Patterson said.

“It is a challenge to have that added burden, especially those who are living within the floodplains within the city and throughout the county,” Patterson added. “It’s going to be an exceptional burden on them to echo the already existing cost of living increases that we’re all experiencing.”

New Jersey Democratic Sen. Bob Menendez said that pricing people out of the National Flood Insurance Program creates issues for those homeowners if they eventually experience flooding as well as for the policyholders left in the NFIP.

“Insurance is about spreading risk, right?” he said. “The wider the pool, the less the costs. The smaller the pool, the higher the cost. And that drives people out at the end of the day.”

Tim Scott, ranking member on the panel, said that Congress must implement “substantial reforms” when it reauthorizes the NFIP.“The program is financially insolvent with over $20 billion in debt,” Scott said. “Instead of educating communities and homeowners on the risks they face, the program’s outdated flood maps and lack of transparent data often obscures the risks.”The NFIP pays out about 30% of its “resources” to roughly 1% of “properties that consistently and repeatedly are flood victims again and again and again,” Scott said.“That’s an opportunity for us to look to the local communities to create strategies to perhaps not rebuild there,” Scott said, adding that Congress cannot allow the program to lapse.Scott also noted that at some point lawmakers need to talk about a “comprehensive” approach to catastrophic events, noting that different regions of the country experience different natural disasters like wildfires, tornadoes and hurricanes.“If you live in America, the fact is simple — we, the taxpayers, have paid out hundreds of billions of dollars over the last 10 years because of catastrophic occurrences,” he said.Lawmakers need to address how the size and scope of all natural disasters impacting homeowners and the economy, especially when the cost of repairing or rebuilding reaches a level that private insurance companies cannot handle, he said.“Without that comprehensive approach, we really are missing the target by a mile,” Scott said.<h2>Louisiana flooding</h2>Louisiana GOP Sen. Bill Cassidy said affordability of NFIP policies is becoming increasingly difficult for homeowners or businesses in particularly flood prone areas, including his home state.“NFIP’s new risk assessment policy called Risk Rating 2.0 has made flood insurance simply impossible to afford; in some cases policies rising over 1,000%,” he said.“At this point, we know that we’re in an actuarial death spiral, where people will be dropping insurance because they can no longer afford (it); therefore a smaller number of people for whom to put on the risk. Therefore, more expensive premiums and therefore more people drop,” Cassidy added.Michael Hecht, president &amp; CEO of Greater New Orleans, Inc., testified that the new pricing system for flood insurance has caused some premiums to increase substantially, leading to significant problems for people and business owners who need to operate along the coast.Hecht told the committee that 50% of U.S. grain exports leave through the port of South Louisiana and that the new pricing should take that into account.“If our workers cannot live there, this is going to have impacts on our ability to supply America and the world with food,” Hecht said.The Federal Emergency Management Agency, which manages the NFIP, projects that about 900,000 people will cancel their policies, representing a 20% drop in participants, he said.Congress should take that into consideration when it reauthorizes the NFIP by requiring a “thorough and holistic analysis of economic impacts, mandating FEMA’s transparency through the release of a usable public facing risk calculator and also a rating appeals process,” Hecht said.The cap on insurance premium increases should be lowered from 18% to 9%, he said.Daniel Kaniewski, managing director at Marsh McLennan insurance company, told the committee that hazard mitigation is one of the more important things that Congress can do to address the costs of flooding and recovery.“Not only does it protect existing homeowners against their existing risk, it helps protect homeowners in the future and …&nbsp; anyone else who purchases that home in the future against future risks,” Kaniewski said. “It also gets at the affordability issue, because if you’ve reduced your risk, you should also be able to reduce your rates.”<h2>Flood insurance out of reach for some families</h2>Steve Patterson, the mayor of Athens, Ohio, told senators that rising prices for some flood insurance policies will price them out of many families’ budgets.“In Athens and Athens County, the median household income is around $42,000, so it’s much lower than the national average,” Patterson said.“It is a challenge to have that added burden, especially those who are living within the floodplains within the city and throughout the county,” Patterson added. “It’s going to be an exceptional burden on them to echo the already existing cost of living increases that we’re all experiencing.”New Jersey Democratic Sen. Bob Menendez said that pricing people out of the National Flood Insurance Program creates issues for those homeowners if they eventually experience flooding as well as for the policyholders left in the NFIP.“Insurance is about spreading risk, right?” he said. “The wider the pool, the less the costs. The smaller the pool, the higher the cost. And that drives people out at the end of the day.”
