We have been alerted to a concerning scam in our community. Scammers are impersonating a detective from the Junction City Police Department (JCPD) to exploit individuals financially.

Initial Contact: Victims match with a profile on dating platforms. The profile soon asks to switch to text messaging.

False Claim: Victims receive a call from someone claiming to be a JCPD detective, alleging the individual they interacted with was a minor.

Demand for Money: The scammer then demands a significant sum of money to prevent criminal charges.

Important Reminder: JCPD Will Never Request Money Over the Phone: It's crucial to understand that no legitimate law enforcement officer, including anyone from JCPD, will ever call citizens to request money or offer a chance to pay to avoid criminal charges.

What Should You Do? End the Call: If you receive such a call, do not engage. Hang up immediately.

Report: Contact JCPD or your local law enforcement to report the incident.

WASHINGTON — The Internal Revenue Service today issued the 2024 optional standard mileage rates used to calculate the deductible costs of operating an automobile for business, charitable, medical or moving purposes.

Beginning on Jan. 1, 2024, the standard mileage rates for the use of a car (also vans, pickups or panel trucks) will be:

These rates apply to electric and hybrid-electric automobiles as well as gasoline and diesel-powered vehicles.

The standard mileage rate for business use is based on an annual study of the fixed and variable costs of operating an automobile. The rate for medical and moving purposes is based on the variable costs.

It is important to note that under the Tax Cuts and Jobs Act, taxpayers cannot claim a miscellaneous itemized deduction for unreimbursed employee travel expenses. Taxpayers also cannot claim a deduction for moving expenses, unless they are members of the Armed Forces on active duty moving under orders to a permanent change of station. Kansas State Parks to offer New Year's Day hikes

&nbsp;There has been a lot of recent interest in Land Bank lots in Junction City Manager Allen Dinkel noted that more 300 lots have been sold in the last four months. New developers are coming in to build housing.

Dinkel said you see a lot more growth to the west. "Those lots that are kind of northeast of the new high school are selling. As you drive through there right now there's probably 10 to 15 houses being built in that area there. " Dinkel added that's also good for the community.

According to Dinkel the normal residential Land Bank lot sells for $5,000 and there have been some deals made with contractors and developers as well. Some lots will be given to the city for a future park in the northwest part of town and a possible future fire station.

JC Post recently visited with Junction City Manager Allen Dinkel and asked about the Taylor Road interchange proposal on the west side town near Interstate 70.

Dinkel noted that KDOT identified the interchange idea as one of the top prospects in the state for economic development. "Ideally the city needs to move to the west." Dinkel also acknowledged that there is some opposition. He noted it will ultimately will take local money to build roads and utilities out to Taylor Road, and the area would have to be annexed into the city. He added that there is a lot to be discussed.&nbsp;

There is no timetable on the project although thinks the project could possibly be due in 2027-2028. The timeline will have a lot to do with KDOT.

RILEY COUNTY —Law enforcement authorities are actively investigating multiple cases of fraud in the Manhattan area. Police are seeking assistance in identifying the individuals captured in surveillance photos they released Tuesday.

Just after 10a.m. Dec. 20, officers filed a report for theft and criminal use of a financial card in the 1100 block of Bluemont Avenue in Manhattan, according to the Riley County Police Department activity report. Rickels Liquor and a 58-year-old woman reported two unknown suspects fraudulently bought liquor with the victim’s credit card. The estimated total loss associated with this case is approximately $709.40.&nbsp;

Just before 11:30a.m. the same day, officers filed a report for theft and criminal use of a financial card in the 1100 block of Westport Drive in Manhattan. Fridge Wholesale Liquor and a 58-year-old woman reported two unknown suspects fraudulently bought liquor with the victim’s credit card. The estimated total loss associated with this case is approximately $2,605.12.

Later that afternoon, officers filed a report for theft and criminal use of a financial card in the 500 block of North 12th Street in Manhattan. Library Liquor reported two unknown suspects fraudulently bought liquor from the business. The estimated total loss associated with this case is approximately $703.36.&nbsp;

A short time later, officers filed a report for theft and criminal use of a financial card in the 100 block of Riley Avenue in Ogden. Liquor Well reported two unknown suspects fraudulently bought liquor from the business. The estimated total loss associated with this case is approximately $370.55.

Saturday, January 13th is 4-H Day with the Kansas State Wildcats Women's basketball team.&nbsp;

The Wildcats will host the Texas Women's basketball team in Bramlage Coliseum. Tip-off is set for 1:00 p.m.&nbsp;

There are two different ticket options available. For $30,&nbsp; a game ticket, t-shirt, and a $10 meal voucher is included. (The meal voucher can be used at the main concession stand).&nbsp;

Tips on how to dispose of and utilize Christmas trees at the end of the season

Christmas trees bring Christmas glee, but they can bring even more than that once the holiday season is past, says Kansas State University forester Charlie Barden.

“An old Christmas tree can be used to benefit birds, fish and the landscape by placing it in a corner of your deck, and spreading some birdseed nearby, or tying it to a deciduous tree or post near a bird feeder,” he said.

Christmas trees can give birds an escape from hawks or cats and keep them protected from the wind chill on cool nights. Or, Barden said, a tree can improve fish habitat and fishing by sinking it into a pond.

“The tree serves as little coral reef, in that the branches provide substrate for water plants to grow, and cover for minnows and other forms of small aquatic life,” Barden said.

Barden said sinking a tree is simple: Tie a cinder block with a short, stout rope to the base of the tree and drop it in -- with permission from the pond owner.

Christmas trees can also be allowed to dry and used as firewood. But, Barden cautions, “beware that most conifer species tend to spark and pop more than hardwoods, as resin pockets in the wood make tiny explosions.”

Another option, according to Barden: Many municipalities allow Christmas trees to be placed on the curb for pickup, then burned or ground for mulch.

Barden and his colleagues in K-State’s Department of Horticulture and Natural Resources produce a weekly Horticulture Newsletter with more tips on maintaining home landscapes. The newsletter is&nbsp;<a href="https://hnr.k-state.edu/extension/info-center/newsletters/index.html">available to view online</a>&nbsp;or can be delivered by email each week.

Once Christmas is over, what happens to the tree?

DICKINSON COUNTY —In May, the Dickinson County Sheriff's Office Drug Enforcement Unit began an investigation into the distribution of meth in Herrington, according to a media release from the sheriff's office.

On December 22, the sheriff's office with the assistance of Herington Police executed a search warrant at a residence in the 200 Block of South 9th Street in Herington.&nbsp; Officers found 337 grams of meth and a small amount of marijuana and other THC products.

Deputies arrested 46-year-old Sabrina Beardslee of Herington on requested charges of&nbsp; possession with intent to distribute meth, possession with intent to distribute drug paraphernalia, possession of drug paraphernalia, possession of marijuana, no drug tax stamp and aggravated child endangerment.

Kaw Valley is finishing up work on project design of the sidewalk improvements for Spring Valley Road and the City will now work on getting easements from the property owners.

Public Works said that the City approved the KDOT Agreement for the Spring Valley Sidewalk Improvements at an April 4th meeting and received a program packet from KDOT showing the Project Schedule of a bid letting date of 7/17/2024.

The City was selected for the Spring Valley Rd Sidewalk Improvements and KDOT share will be (80%) --$389,000 and the City’s local share (20%) --$97,250

Junction City Parks and Recreation Director Joshua Gray has announced that staff has been working at North Park, South Park and Playground Park removing dead pine trees and grinding stumps. These dead trees are being removed in an effort to help preserve the health of the other existing trees.

Spin City will be open for Winter Break skate December 28th, 29th and January 2nd, 3rd for public skate. Hours will be 1-5p.m. each day and the admission is $7.00 per skater.

TOPEKA, Kan. — The Kansas Chamber released the 19th edition of its Annual Business Leaders Poll on Tuesday, Dec. 19. 

The Chamber commissions Cole Hargrave Snodgrass and Associates (CHS) annually to conduct a scientific poll of 300 Kansas business leaders to gauge their thoughts and concerns regarding the Kansas business and political climates.

"The top concern, still, is to lower taxes on business at 45%," said Pat McFerron with&nbsp; Cole Hargrave Snodgrass and Associates. "We have seen it higher a few times, but it is up five points from last year."

More than one in four Kansas businesses are planning for more people.

"We do have 26% of Kansas businesses saying they plan to increase their workforce next year," McFerron said. "If you look at the long-term trend, dating back to 2005, that's still a pretty decent number, but compared to what we saw coming out of the pandemic, that number has come down quite a bit."

Also, survey participants are generally dissatisfied with the workforce, and this has been a downward trend for some time.

"See what's happened from 2010 to 2023," McFerron said. "In those 14 years, we've gone from 75% satisfaction to 43% satisfied with the workforce. This is not just a post-pandemic trend line that we see. We continue to see it apply among those who are hiring folks, those who need the workforce, who want to grow the workforce."

The Chamber will release its legislative agenda for the 2024 session in January.

On social media Saturday afternoon, Trooper Ben Gardner sent a big thank you to Trooper R. Davis for ensuring safety with a crucial traffic stop. Davis stopped a motorist for driving 119mph in a 75 zone on Interstate 70 eastbound in Dickinson County.&nbsp; The total fine for the speeding violatio is $513, according to Gardner. "Slow down and make our holiday travels safe for everyone."

--Corrections Officer Lt. Damon Artavia Corrections Officer of the Year.&nbsp;

--Corrections Officer Mileyka McAfee was honored with the Life Saving Award of the Year for corrections. McAfee reacted quickly to an unresponsive offender in jail by administering CPR until medical personnel arrived.

--Capt. Justin Stopper, Lt. James Regalado and Deputy Shawn Weeks for their life saving work in late December 2022. The trio went out on Milford Lake in extreme conditions to rescue a hunter whose small watercraft became disabled.

--Bradley Rose was presented with Civilian of the Year for his untiring work within the Sheriff's Office

--Sgt. Steven Clarke was given the Deputy of the Year award for his continual work on the road and positive attitude within the department.

The year 2023 is nearly over and we all look forward to the New Year and all of the challenges and opportunities that are ahead. However, before we take the calendar off of the wall and replace it with the 2024 model, we will spend a few minutes looking back at the past 12 months.

As it has been for the past 15 or so years, City finances have been the major focus. The story of the financial crisis of the City is well known. I can visit with the employees who were with the City at that time, and they tell of the “horror” stories of the City financial crisis. I have heard of the employee furloughs and the days there was barely enough money in the City coffers to “make payroll.” It doesn’t pay to rehash what had occurred, but a pathway was found to turn it around. When I arrived here in 2015 to take the job of City Manager, the General Obligation (G.O.) Debt Load was over $115 million. And there was about $12 Million owed from loans made with the Kansas Department of Transportation (KDOT). Now the balance has dropped by about $65 million in G.O. and about $5 million in KDOT debt and we continue to move “South”. When I first arrived here, everyone was “Debt Numb”. Everyone knew that the City had been in a “bankruptcy status” and the road to recovery was long. Each year the City spends about $11 million in principal and interest payments for the debt. This drops about ½ million per year, but in a 2027, the number for annual debt payments drops dramatically and we should be in the “Red Zone” and in position to cross the “goal line”.

The key issue in addressing the debt is to keep focus that it is the most important issue we have to keep our eye on. During this era of paying debt down, we have been able to increase the budget to address street issues. (I know we have much more to do, but you have to find the proper balance of debt service, expenses and keeping property taxes in place.)

Yes the EMS issue is on the “front-burner”. The Junction City Fire Department providing EMS and rescue services in the entire in the entire county is the best option. No argument from anyone and we have heard at the recent City Commission meeting that those living in the rural area feel they are best served that way and they don’t want to change. The argument is how the cost is split between the City property tax payers and those who pay county property taxes. Remember everyone that pays property taxes for City functions, also pay County property taxes, but those in the rural area and in the other 2 cities don’t pay Junction City property taxes. The concern to the City is shifting about ½ million dollars from the County expenses to the City. The shift could mean a 3 mill increase in property taxes to just the those paying Junction City property taxes. The EMS services have grown and are top level. There is a cost for that. Should City property tax payers bear that cost by themselves?

During the past 10 years, the City Commission began and continue to address the water and wastewater systems. Phase I upgrades were made to the Water Plant and the 2 Wastewater Plants and now we are nearing the end of Phase II on the Water side and just getting a good start on the Wastewater side. In addition, the distribution system in water has been addressed and over $3 million has been spent addressing water lines the past 2 years. Yes, there is more to go. All of these upgrades were well overdue but being addressed now. Junction City is not the only City that deferred maintenance and has to catch up. Of course, these improvements cost money and that does cause rates to increase. The will pay dividends for the next 25 to 50 years. Trust me, other cities are facing the same challenges. Junction City is unique in the we have 2 wastewater plants. I don’t know many cities under the population of 75K that has 2 plants. Just the way it us, but basically doubles the cost of maintenance and operation.

One change in the past year was the dissolving of the Metropolitan Planning Commission (MPC). For many years the City and the County used the MPC for all zoning issues. Geary County made the decision to separate and now the City is standing up their own Planning Commission. 5 residents have agreed to be on that Board and will host their first hearings next month. We are working on getting that department developed but getting along right now.

Economic Development is always a topic. Thankful for all employees, but the Michelin Plant which started production years ago is “hitting it out to the park”. Yes there was some City incentives and will be for the next phase of growth, but that is the “game” that has to be played. Of course, the new proposed Taylor Road interchange will be a discussion topic as there will have to be investment for local roads and services. Some will disagree, but we have to decide if it is the path for the future. Yes, we hear there should be resurrection of Grant Avenue, but there are many, many obstacles to work with their. Remember Grant Street accessing Fort Riley is different than 25 years ago.

One change in the last couple of years is the ability to get new vehicles and equipment. Sometimes the biggest question is how soon can we get it? A couple of trash trucks that were ordered over 18 months ago are finally getting here shortly.

City Manager issues his 515 report

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.9% in November, according to a media release from the agency. This is unchanged from 2.9% in October and unchanged from 2.9% in November 2022.

“The Kansas unemployment rate remains near historic lows at 2.9% as the state’s labor market remains tight,” said labor economist, Nathan Kessler. “The unemployment rate has been very stable and was unchanged from last month and from November 2022.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 2,700 from October. Total nonfarm includes private sector and government employers. Private sector jobs increased by 2,100 over the month, while government increased by 600.

The unemployment rate in Geary County is down from 4.2 percent in October to 3.3 percent The rate in Riley County is under 2 percent. The rate also is down significantly in counties across the region.

Since November 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 14,300. This change is due to an increase of 6,600 private sector jobs and an increase of 7,700 government jobs.
