Barry Flinchbaugh, a beloved figure during a 49-year career in agricultural policy at Kansas State University and in national farm politics, was inducted posthumously into the&nbsp;<a href="https://www.aghalloffame.com/">National Agriculture Hall of Fame</a>&nbsp;on Oct. 5.

Flinchbaugh, who passed away in November 2020, was represented by his wife, Cathy, during ceremonies held in Bonner Springs, Kansas.

Flinchbaugh was well known as one of the country’s leading experts on agricultural policy and agricultural economics. For more than four decades, he was a top advisor to politicians of both major political parties, including Secretaries of Agriculture, chairs of the House and Senate Agriculture committees, and numerous senators and state governors.

He was involved to some degree in every U.S. Farm Bill written since 1968 and served on many national boards, advisory groups and task forces, providing input on domestic food and agricultural policy.

“When it comes to agricultural policy in Kansas, the United States and internationally, say one word -- Flinchbaugh -- and anyone who has been involved in any way with or studied agricultural policy in the last half century knows exactly who you are talking about," said Mike Seyfert, a former Flinchbaugh student who is currently the president and Chief Executive Officer of the National Grain and Feed Association.

"Barry was not political with a capital 'P', but his fingerprints were on virtually every piece of major agricultural legislationfor a 50-year period."

Kansas Secretary of Agriculture Mike Beam called Flinchbaugh "a continuous student of the current financial status of the American farmer."

"He was a shining example of being non-partisan and fact-based when reacting to agricultural policy concepts. His authority on agricultural issues made him a trusted advisor to many people in the policy arena."

Flinchbaugh served as chair of the Commission on 21st Century Production Agriculture, which was authorized in the 1996 Federal Activities Inventory Reform (FAIR) Act, also known as the Freedom to Farm Act.

"There were leaders who loved Barry and there were some who he made mad as hell," Seyfert remembers. "But they all agreed that he was one of the brightest minds he ever met."

Since coming to Kansas State University in 1971, Flinchbaugh taught a 400-level course in agricultural policy and served as an agricultural economist for extension. He taught more than 5,000 students, and his former students include governors, members of the house and senate, staff for agricultural trade organizations, lobbyists, professors, deans, county commissioners and school board members.

He is remembered for his impactful storytelling style and his tremendous commitment to his students and those he served throughout the state. Until his death in 2020, Flinchbaugh received approximately 100 speaking invitations a year and authored 100-plus publications, including an agricultural policy textbook.

"He was one of a kind; there will never be another Barry Flinchbaugh," said Ernie Minton, the Eldon Gideon Dean of K-State's College of Agriculture. "I don't believe any incoming faculty member would be able to pull off what Barry pulled off so expertly for so many years."

Flinchbaugh was inducted into this year’s National Agriculture Hall of Fame class alongside fellow Kansan Junius Groves, who was born into slavery but built a successful farm and other other businesses near Edwardsville, Kansas in the early 1900s; and Fabiola Cabeza de Baca, a Spanish-speaking pioneer in agriculture and the cooperative extension service in New Mexico prior to her death in 1991.

Cathy Flinchbaugh said her late husband "would just love" being recognized by the Hall of Fame.

"He was so involved with agriculture that this would be the highlight of his career," she said.

The National Agricultural Center and Hall of Fame was chartered by the U.S. Congress in 1960 to serve as the national agricultural museum and memorial to farming leaders. Its mission is to provide education on the historical and present value of American agriculture, and to honor leadership in agribusiness and academia.

Beloved K-State professor Flinchbaugh honored posthumously 

MANHATTAN — The United States Economic Development Administration has selected Kansas State University's&nbsp;<a href="https://www.k-state.edu/tdi/">Technology Development Institute</a>&nbsp;for continued participation in the nationwide&nbsp;<a href="https://www.eda.gov/funding/programs/university-centers">University Center</a>&nbsp;program.As a designated University Center since 2004, the Technology Development Institute, or TDI, in the&nbsp;<a href="https://engg.k-state.edu/">Carl R. Ice College of Engineering</a>&nbsp;will continue to engage in a wide range of technology-based economic development activities across the region with partners to provide a positive economic impact for the state of Kansas."We are extremely pleased that the Economic Development Administration and the Kauffman Foundation have chosen to support our efforts to become increasingly engaged with organizations across the region to provide new levels of statewide connectivity and technology-based business development services," said Jeff Tucker, executive director of the Technology Development Institute.The $2 million University Center initiative is a five-year project sponsored by the Economic Development Administration, or EDA, with matching funds provided by the Ewing Marion Kauffman Foundation. The continuation of this designation enables TDI to expand its business and technical assistance service offerings and introduce new initiatives intended to support community and business growth across the region."K-State serves rural Kansas through a number of its initiatives, including the Technology Development Institute, which receives funding from the EDA to help provide practical assistance to regional businesses and organizations," said U.S. Sen. U.S. Economic Development Admin. selects KSU's Tech Development Institute 

The rivalry game between the Junction City Blue Jays and the Manhattan Indians is set for Friday night at Bishop Stadium in Manhattan.&nbsp;

Junction City is 3-2 heading into the matchup, with Manhattan's record being 4-1. Both teams have been defeated by Washburn Rural this season, with Junction City losing to the Junior Blues last week by a score of 28-7, and Manhattan lost to Rural two weeks ago by a score of 35-28.&nbsp;

Manhattan brings a high-powered offense into the game, led by quarterback Carter Aslin who has thrown for 611 yards on the year and also rushed the football for nearly 700 yards and eight touchdowns. Aslin and the Indian's offense will go up against a strong Blue Jay defense led by Michael Boganowski. Junction City has only given up two touchdowns in the past three games. (Last Friday, Washburn Rural had two special teams scores and a defensive score to go along with one offensive score.)

Manhattan has won the past two meetings, with Junction City picking up their last win in the rivalry in the 2020 season.&nbsp;

The recent Bassmaster College College Series Classic Bracket fishing tournament  at Milford Lake generated a lot of media coverage. According to Rick Dykstra there were 10 hours of coverage on Fox Sports One plus 19 hours of live stream at Bassmaster.com. Sports Destination Management was a publication that also provided coverage. Rick Dykstra provided the information to the Junction City Commission this week.

In other news from the commission meeting:

--Police Chief John Lamb reminded the public of the Touch A Truck event on Saturday. It will run from 10 a.m. until noon on Saturday at 435 East Chestnut Street.

--More than 300 people attended the recent JCPD sponsored block party.

--$8,700 was the fundraising total from the Police Department's Shop with a Cop golf tournament. The funds will support the law enforcement effort to help needy children at Christmas time. The $8,700 total was up from $6,300 a year ago.

--There will be new income based housing structures built in the future at 14th and Jackson.

--Junction City firefighters will be at local schools this month providing fire prevention education to children. This is Fire Prevention Month.

--And six more picnic tables have been made for Rathert Field.

MANHATTAN —One person was injured in an accident just after 9:30a.m. Wednesday in Manhattan.

According to the Riley County Police Department activity report,&nbsp;a 2019&nbsp; Honda Odyssey driven by Paola Ames, 36, Manhattan and a 2010 Honda Pilot driven by Michael Beebe, 61, Manhattan, crashed near the intersection of Gary Avenue and North Seth Child Road in Manhattan.

Police issued Ames a citation for failure to yield the right of way at a stop sign. Beebe was issued a citation for no driver’s license. EMS also transported Ames to Via Christi for treatment of her injuries.

Geary County Commission cancels Oct. 10 meeting

The general election for school board, city commission and city council races is scheduled Nov. 7.&nbsp;

There are candidate forums scheduled in Junction City in the near future. They include the Democratic Party sponsored forum Oct. 12 from 6-8 p.m. at the 4-H / Senior Center, Chamber of Commerce forum Oct. 12 on Oct. 16 from 6-8 p.m., and the NAACP and Geary-Riley-Saline alumni chapter of the Delta Sigma Theta Sorority will collaborate on a school board - Junction City Commission forum Oct. 19 from 6:30 - 8:30 p.m. at the Church of the Covenant in Junction City.

There are four seats up for election on the USD 475 Board of Education, and three on each of the Junction City Commission, Grandview Plaza City Council and Milford City Council.

MANHATTAN —One person was injured in an accident just before 8p.m. Wednesday in Manhattan.

According to the Riley County Police Department activity report, 50-year-old Mary Ellis of Manhattan, fell off a Harley Davidson motorcycle driven by 43-year-old Jamie Smith of Manhattan, while making a turn at the intersection of Tuttle Creek Boulevard and Marlatt Avenue in Manhattan 

EMS transported&nbsp; Ellis to Via Christi for treatment of her injuries.&nbsp; The RCPD released no additional details.

FORT RILEY, Kansas – On Wednesday the 1st Infantry Division hosted a combined Uncasing and Casing ceremony, where the returning unit, 2nd Armored Brigade Combat Team, 1st Inf. Div. celebrated the completion of a successful rotation by uncasing its colors while the 1st Combat Aviation Brigade, 1st Inf. Div. prepares to deploy by officially casing its colors. Both mission sets build readiness, enhance relationships with partner militaries throughout Europe, support Assure Deter and Reinforce, and Operation Atlantic Resolve.

The significance of the ceremony is evident – for the first time in nearly 24 months, every 1st Inf. Div. brigade was present on the field for a mass division formation. A unique aspect is that 2ABCT has only been back stateside briefly. The CAB's most recent deployment occurred in 2021, and ended a few months shy of the 1st Inf. Div. deploying to Europe after Russia's invasion of Ukraine.

“I’m proud of the resiliency and tenacity of Dagger Brigade Soldiers,” said Col. Bryan Harris, commander of the 2nd Armored Brigade Combat Team, 1st Infantry Division. “During my time here, the brigade has weathered two National Training Center (NTC) rotations, multiple deployments, and countless days training in service and support of this country. I am proud to be their commander.”

The 1ID CAB will deploy to Europe to replace the 3rd&nbsp;Infantry Division Combat Aviation Brigade, where the unit will hit the ground running by participating in Combined Resolve, a recurring USAEUR-AF exercise series held at 7th Army Training Command and Joint Multinational Readiness Center in Bavaria.

“The 1st Combat Aviation Brigade has some of the Army's best Soldiers and Aviators. We have trained diligently over the past year in preparation for our deployment,” said Col. Junction City Commissioners have approved the purchase of a new 20 by 30 foot steel picnic shelter for the Fifth Street Playground Park from Athco. The cost will be $33,025.

The funds will come from those contributed by Quality Play for All and the Parks Department budget. There will also be a water fountain and barbecue grill in the plan.

The company arrived in junction City in January of 2022 and are operating in the northeast sector of the city in the Hoover Road area. The have infused money into a former plant at that site and have been working to obtain tank car certification. The full certification is expected within the next 3-6 weeks. Fifty tank cars are already being sent in and more rail track is being laid down for the project.

A city land grant will support the expansion of jobs and employees at the plant site. There will also be new buildings added at the site in the future, including several facilities of more than 20,000 square feet to support the railcar work in phase one of the project.

The agreement is based on projected growth of the company up to 150 employees.&nbsp;

One of the earliest decisions he faced was whether to support an executive order to ban people who had a “sexual perversion” from working in the federal government. Cutler decided to support the executive order and Ike signed it in April 1953. The order led to a purge of homosexuals from the federal government known as the “Lavender Scare.”

Just before 8:30a.m. Tuesday, the City of Manhattan Parks and Recreation reported an unknown suspect damaged a cement patio rooftop, according to the Riley County Police Department activity report.

The estimated total loss associated with this case is approximately $500. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. FORT RILEY - On Saturday, October 7, 2023, Fort Riley will honor military retirees with the annual Retiree Appreciation Day.

All military retirees from all branches of military service, their spouses, widows or widowers are invited to Riley's Community Center.

Registration begins at 7:30 a.m. with presentations beginning at 8:30 a.m.

Information will be provided throughout the day on TRICARE, Medicare, Irwin Army Community Hospital services and other health issues, veterans' affairs, legislative issues, casualty affairs, long term care insurance and many other topics of concern to military retirees.

Additionally, many veterans service organizations will be on hand providing information to attendees.

Irwin Army Community Hospital will provide vaccinations from 10 a.m. to 1 p.m. for those needing influenza, shingles, pneumonia and tetanus vaccinations.
