Median crossovers will carry one lane of westbound traffic through construction on EB I-70 while deteriorated pavement is replaced. "The numbers are actually far higher than official government statistics," Steward said. "We analyzed the data in different ways and found that 18% of all traffic fatalities over a five year period from 2017 to 2021 were estimated to involve a drowsy driver."

The Foundation says that drowsy driving is a factor in roughly ten times as many traffic fatalities as traditional crash data indicates.

"One of the symptoms that we cite of drowsy driving is that you just, you may not remember a portion of your drive," Steward said. "You know you got there, but you just can't recall passing that landmark or going through that intersection that you know you did. That's definitely a symptom of drowsy driving."

Get enough sleep before driving. Aim for at least seven hours of sleep per night.

Operation Clean Sweep will be April 27th

RILEY COUNTY —Law enforcement authorities are investigating the death of 1-year-old girl and have arrested her parents.

On Thursday, officers with the Riley County Police arrested 24-year-old Matthew Paul Wesley Miller of Junction City and 26-year-old Sonya Simone Monae Lark Williams of Ogden in connection with the death of their one-year-old daughter, Ziya Miller, according to a media release from the RCPD.

In April of 2023, officers with the Junction City Police Department responded to a call for a report of a child not breathing. &nbsp;Upon arrival, they discovered the child had died in Manhattan but had been transported to Junction City by Miller. 

As a result of the investigation into the circumstances surrounding the death, both parents of the deceased child have been charged with first-degree murder, among other charges.

Miller has been charged with murder in the first degree, aggravated endangering a child, and distribution of opiates while Williams is charged with murder in the first degree and aggravated endangering a child. &nbsp;

Miller who has previous felony convictions for aggravated battery and burglary is being held on a total bond of $1,250,000 and is currently confined at Riley County Jail (RCJ). The total bond set for Williams is $1,100,00 and she too is currently confined in Riley County.

Just before 4:30p.m. Thursday, officers filed a report of theft in the 300 block of Thurston Street in Manhattan. A 60-year-old woman reported that a check was used without her permission to withdraw cash. The estimated total loss associated with this case is $5,121.00&nbsp;

The Junction City Area Chamber of Commerce presented a number of awards during their annual dinner Thursday evening at the Geary County Convention Center.

The Chamber includes 320 member businesses.

Michelin was presented with the Eldon L. Hoyle Economic Development Award. The company has made a contribution to the Geary County Food Pantry, sponsored the Junction City Brigade and purchased banners for display on Main Street. Chris Uhler, Plant Manager, noted that over five years an investment of $5 million will create 200 new jobs. A total of 290 people already work for Michelin in Junction City, where they manufacture rubber agricultural tracks.&nbsp;

The Outstanding Citizenship Award was presented to Henry Petty, a 1977 Junction City High School graduate. He stressed how great it was to grow up in Junction City and added that he had a wonderful childhood. He thanked the audience, calling the award a humbling experience.

Anthony Gibson received the Seitz Military Community Award and recognition for helping local veterans. He noted although retired there is still much work to do building relationships, and urged dedication to helping find solutions to difficult situations around the community.

The Business Excellence Award went to Konza Prairie Community Health Center. Konza employs more than 125 employees on staff. CEO Danielle Hallgren indicated that access to quality and affordable healthcare is a fundamental right.

The Tourism Advocate Award went to Oktoberfest, the annual early fall celebration in Junction City. The event attendance grew to 16,000 this past year. Oktoberfest Founder Justin Hoover accepted the award.

Past Chamber of Commerce Chairman Graham Foust received recognition during the event.

Appropriations package would provide federal funding

Nathan Butler has filed for reelection to the 68th District seat in the Kansas House of Representatives. A portion of Junction City is included in his district.

Nathan Butler will seek another term

HUTCHINSON, Kan. — Kansas State University President Richard Linton and Connected 'Cats Students visited Reno County this week. This is the second year of regional&nbsp; community visits for the college. More specifically, t<a href="https://www.k-state.edu/105/">he K-State 105.</a>

"K-State 105 is about taking the advantage of the networks we have and the relationships that we have with the extension and every single county and community in the state," Linton said. "And it's about business development, it's about economic growth and its about job creation and it's also about how do we build partnerships to able to make it attractive for industry and companies to want to build more in Kansas or want to come to Kansas to be able to build out their businesses."&nbsp;

Linton also emphasized the importance of visiting Kansas&nbsp; due to Kansas State's status as a land grant university. <a href="https://www.aplu.org/about-us/history-of-aplu/what-is-a-land-grant-university/">A land grant university</a> has been designated by its state's legislature or Congress to receive the benefits of the Morrill Acts of 1862 and 1890 or the Equity in Educational Land-Grant Status Act of 1994.&nbsp; The purpose of the Morrill Act is to teach tactics of a practical education which include agriculture, military tactics and mechanical arts.&nbsp;

<a href="https://k-state.com/about/kstatehistory.php#:~:text=On%20July%202%2C%201862%2C%20President,colleges%20in%20eligible%20U.S.%20territories.">Kansas State</a> became the first operational school created under the Morrill Act on Feb. 16 of 1863.

"The next generation land grant university is about really how can we create a land grant university as if we were doing it from scratch," Linton said. "Taking into account what we have done over the last 160 years, but thinking forward about what's going to be important for communities in the future."

The Connected 'Cats students for the Reno County tour were senior animal science and industry major Taylor Hedrick&nbsp; and senior biology student Kyser Meninger. Hedrick is a graduate of Pretty Prairie High School and Meninger graduated from Hutchinson High School.&nbsp; Hedrick and Meninger made a visit to StartUp Hutch on Tuesday, March 5. Linton joined the students on Tuesday, March 6 at Hutchinson Correctional Facility.&nbsp;

Linton said he learned about Hutch Correctional's master gardening program. More specifically, the program is called Garden for Good. Inmates are taught by Reno County Extension Master Gardener volunteers from K-State Research Extension office.

Linton said his visit to Hutchinson Correctional is one of the most inspiring visits he's had in the last two years of K-State 105. He said the master gardening program is more than just learning how to teach and be successful in gardening. It's about teaching life skills.

&nbsp;"I had an opportunity at the end of the program to be able to say I've now been to all 105 counties and communities and I don't know of a program that's more life changing than what I saw today," Linton said.&nbsp;

The community visit ended with an open forum on Wednesday, March 6 at the Kansas Cosmosphere where Hedrick and Meninger got to share about the impact Kansas State has had on their education and personal life. Hedrick and Meninger also had the opportunity to present the Connected Cats Spirit Award. The award recognizes teachers who made a positive impact on their lives. The recipients of the spirit award receive a $1,000 scholarship.

Hedrick chose to present Jon Johnson, Social Studies teacher at Pretty Prairie with the Connected Cats Spirit Award.&nbsp; Hedrick, whose dad is the principal at Pretty Prairie High School, said it was special to go back. Hedrick said Johnson plans to retire from teaching this year.&nbsp;

"So to be able to give back, to a teacher who had a big impact on me and encouraged me to go to K-State when none of my other classmates were going to a big four-year university," Hedrick said.&nbsp;&nbsp;

Meninger chose to present the Connected Cats Spirit Award to Judy Goetz, an English teacher at Hutchinson High School.&nbsp;

"I picked her because I was a senior when COVID hit, so school had been canceled and she just did a really amazing job at trying to keep the students and her connected," Meninger said. "She reached out. Told us all what we needed to do homework wise. How to graduate on time still so she just really did an amazing job at that."&nbsp;&nbsp;

This is the second year of regional&nbsp; community visits for the college. More specifically, t<a href="https://www.k-state.edu/105/">he K-State 105.</a>"K-State 105 is about taking the advantage of the networks we have and the relationships that we have with the extension and every single county and community in the state," Linton said. "And it's about business development, it's about economic growth and its about job creation and it's also about how do we build partnerships to able to make it attractive for industry and companies to want to build more in Kansas or want to come to Kansas to be able to build out their businesses."&nbsp;Linton also emphasized the importance of visiting Kansas&nbsp; due to Kansas State's status as a land grant university. <a href="https://www.aplu.org/about-us/history-of-aplu/what-is-a-land-grant-university/">A land grant university</a> has been designated by its state's legislature or Congress to receive the benefits of the Morrill Acts of 1862 and 1890 or the Equity in Educational Land-Grant Status Act of 1994.&nbsp; The purpose of the Morrill Act is to teach tactics of a practical education which include agriculture, military tactics and mechanical arts.&nbsp;<a href="https://k-state.com/about/kstatehistory.php#:~:text=On%20July%202%2C%201862%2C%20President,colleges%20in%20eligible%20U.S.%20territories.">Kansas State</a> became the first operational school created under the Morrill Act on Feb. 16 of 1863."The next generation land grant university is about really how can we create a land grant university as if we were doing it from scratch," Linton said. "Taking into account what we have done over the last 160 years, but thinking forward about what's going to be important for communities in the future."The Connected 'Cats students for the Reno County tour were senior animal science and industry major Taylor Hedrick&nbsp; and senior biology student Kyser Meninger. Hedrick is a graduate of Pretty Prairie High School and Meninger graduated from Hutchinson High School.&nbsp; Hedrick and Meninger made a visit to StartUp Hutch on Tuesday, March 5. Linton joined the students on Tuesday, March 6 at Hutchinson Correctional Facility.&nbsp;Linton said he learned about Hutch Correctional's master gardening program. More specifically, the program is called Garden for Good. Inmates are taught by Reno County Extension Master Gardener volunteers from K-State Research Extension office. Linton said his visit to Hutchinson Correctional is one of the most inspiring visits he's had in the last two years of K-State 105. He said the master gardening program is more than just learning how to teach and be successful in gardening. It's about teaching life skills.&nbsp;"I had an opportunity at the end of the program to be able to say I've now been to all 105 counties and communities and I don't know of a program that's more life changing than what I saw today," Linton said.&nbsp;The community visit ended with an open forum on Wednesday, March 6 at the Kansas Cosmosphere where Hedrick and Meninger got to share about the impact Kansas State has had on their education and personal life. Hedrick and Meninger also had the opportunity to present the Connected Cats Spirit Award. The award recognizes teachers who made a positive impact on their lives. The recipients of the spirit award receive a $1,000 scholarship.Hedrick chose to present Jon Johnson, Social Studies teacher at Pretty Prairie with the Connected Cats Spirit Award.&nbsp; Hedrick, whose dad is the principal at Pretty Prairie High School, said it was special to go back. Hedrick said Johnson plans to retire from teaching this year.&nbsp;"So to be able to give back, to a teacher who had a big impact on me and encouraged me to go to K-State when none of my other classmates were going to a big four-year university," Hedrick said.&nbsp;&nbsp;Meninger chose to present the Connected Cats Spirit Award to Judy Goetz, an English teacher at Hutchinson High School.&nbsp;"I picked her because I was a senior when COVID hit, so school had been canceled and she just did a really amazing job at trying to keep the students and her connected," Meninger said. "She reached out. Told us all what we needed to do homework wise. RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged fraud.

Just after 3p.m. Wednesday, police arrested 26-year-old Autson Korszeniewski of Manhattan, in the 1000 block of South Seth Child Road in Manhattan, according to the Riley County Police Department activity report.

Korszeniewski was arrested on a Riley County District Court warrant for an alleged probation violation. The original charges in this matter was identity theft, unlawful possession of a controlled substance, flee and elude, possession of drug paraphernalia, and theft. Korszeniewski is being held on a bond of $150,000.

This week the Geary USD 475 Board of Education approved a recommendation to increase the Lincoln Elementary and Sheridan Elementary cafeteria projects to full gymnasiums.&nbsp; The District said by approving the project, both schools will now have two separate spaces to conduct lunch and PE activities. 

The budget for Sheridan Elementary’s space is approximately $4,200,000, while the budget for Lincoln Elementary is $4,500,000.

On another topic JCHS talked about its student-based enterprises, including its auto shop, IRS tax site, Blue Jay Café and J-Store.

JCHS had 29 students who were OSHA-10 certified in 2023.

&nbsp;In 2023, the Blue Jays had three students receive 911 Dispatch National Emergency Communications certification.

Junction City Commissioners heard Tuesday night about the need to renovate the existing Junction City Animal Shelter or build a new one. Mayor Pat Landes responded to&nbsp; Animal Shelter Director Vanessa Gray on the topic. "Help is coming. Develop a plan and come back to us."

Commissioner Jeff Underhill felt that a new facility is needed. He urged development of a plan and a look at funding options.

Vanessa Gray informed the governing body that the current shelter was built in the 1970s. Some projects were done but some major projects are needed ranging the cat doors to the lobby. She noted workers have to constantly move space around to make room in the shelter and dogs have had to live in crates, doors are rusting, locks freezing and there have been water leaks.

There is not any office privacy for meetings or interviews. The parking lot is small so staff have to park along a nearby roadway. The washer and dryer are located far apart and there is poor lighting in the dog room.

Gray said the options could include renovating the existing building or build a new one. "No matter what something needs to be done." Recent numbers included 45 dogs in a place that holds 22, and for dogs the shelter was at 214% capacity two weeks ago.

Just before 2p.m. Tuesday, police arrested 56-year-old Robert Stanley, 56, of New Albany, Iowa, in the 100 block of Courthouse Place in Manhattan, according to the Riley County Police Department activity report.

&nbsp;Stanley was arrested on a Riley County District Court warrant for failure to appear. The original charge was for aggravated assault with a deadly weapon. Stanley was issued a total bond of $50,000 and was confined at the time of this report.&nbsp;

Just after 6:30p.m. Friday, police arrested 45-year-old Henry Lee Morgan of Manhattan on requested charges of aggravated battery- knowingly using physical contact in an angry/rude manner with a weapon, according to a media release.

Earlier Friday, officers responded to a call for service in the 200 block of N. 9th in Manhattan. Once on the scene officers found a 34-year-old man had been stabbed. &nbsp;The victim was transported to Via Christie via EMS and was later transferred to a larger hospital for more acute care.&nbsp;

Morgan is being held on a bond of $100,000.&nbsp;

Small food producers should follow safety guidelines when preparing and selling food

MANHATTAN, Kan.&nbsp;–&nbsp;As farmers markets in Kansas continue to grow and local foods sold directly to consumers increase, food safety should be prioritized among producers, says Kansas State University food scientist Karen Blakeslee.

Blakeslee added that it is the producer's responsibility to make sure they are preparing and producing food safely so they can sell the best products to their customers.

“Selling safe food should be the most important factor for any food business,” Blakeslee said. “Whether you are selling fresh produce, canned foods, frozen meat or other food products, making the effort to handle and produce the food safely will show your customers you care they are buying safe food.”

Blakeslee said knowing and using safe food handling procedures should become a habit throughout the entire business. One of the most important food-handling principles: Making a habit of washing your hands.

She added that maintaining knowledge of food storage is another important component of keeping products safe.

“If you have to keep your food refrigerated or frozen, use food thermometers to verify the food is stored properly,” Blakeslee said.

Record-keeping includes maintaining temperature logs, ingredients supplies, and more is also helpful. Blakeslee said the more information you track, the better.

“It only takes one food safety issue to be detrimental to a food business,” Blakeslee said. “In some communities, selling food locally can reduce food deserts and provide easy access to food.”

When debating if a farmers' market is best for local food sales, Blakeslee urged producers to &nbsp;be prepared to sell food in an ever-changing climate. Many farmers markets are open air, so a tent to provide shade, ice in ice chests, a portable generator, and other equipment may be required to keep food safe.

“Have a portable hand washing station to keep hands clean and a portable three-compartment sink set up to wash and clean equipment,” Blakeslee said.

USD 475 teachers and programs are recognized

It’s not unusual to see homeless people drifting outside of businesses, lingering near public transportation, sleeping under bridges, or camping in city parks.

But sometimes we pause and consider what in fact happened. What personal setbacks or tragic circumstances caused this?

The answers are important because the causes people assign directly impact their support for government solutions. According to a 2023 report from U.S. Department of Housing and Urban Development, the number of people living on the streets or in shelters on a single night in January was more than 650K, a 12% increase from 2022. The count is the highest recorded since the inception of the annual report in 2007. It also marked the sixth consecutive year of growth.

Homelessness also rose in forty-one states. The largest increases were in New York (29,022 more homeless), California (9,878), Florida (4,797), Colorado (4,042), and Massachusetts (3,634). States with the highest homeless population per 10,000 residents were New York (52), Vermont (51), Oregon (48), and California (46). In Kansas, the homeless population was 2,636, or a rate of 9 per 10,000 residents. It’s the fifth year in a row Kansas’s homeless rate increased, and the largest total number since 2014. Scholars and homeless advocates typically identify structural or systemic factors as root causes. Persistent system level challenges like the absence of affordable housing, particularly in low-income neighborhoods, and the grind of poverty are frequently cited.

In addition, individual causes are mentioned – such as lack of personal responsibility, poor finance skills, mental illness, and substance abuse. Recent polling shows most Americans recognize homelessness as a very serious problem. And the public names both systemic and individual causes.

However, Democrats prefer systemic causes and Republicans individual ones. Democrats, for example, are more likely than Republicans to identify lack of affordable housing and poverty. Republicans are more likely than Democrats to name drugs and alcohol addiction and personal responsibility. Consequently Democrats strongly support government programs that build housing for the chronically homeless, boosting funding for subsidized housing, and allocating more resources to social services.

Republicans prioritize funding for people with addictions and for veterans. They also support incentivizing developers to build low income housing, architecture that prevents homeless from sleeping or camping in public and banning homeless encampments.

Though the parties may never agree on the causes of homelessness, the unfolding humanitarian and administrative crisis at the U.S. Mexico border threatens to ensnare homelessness in the immense tangle of immigration politics.

Thousands of migrants have traveled to various cities across the country. Local governments and non-profits, already dealing with the challenges of homelessness, face extraordinary financial strains in housing and feeding the new arrivals. Federal funds allocated for this purpose are increasingly scarce, which means many shelters may soon close and migrants will be forced onto the streets. The two crises are coming together, one effectively magnifying the other. Immigration now leads the latest Gallup poll as the most pressing problem in the nation – surpassing inflation and the economy. Homelessness ranks fifth, moving up from past surveys and ahead of key issues like race relations, crime, democracy, and healthcare.

The Geary USD 475 Board of Education has approved the 2024-2025 school year calendar. The first teacher work day will be Aug. 6 and the first school day for students will be a half day session on Aug. 12.

The last day before winter break will be Dec. 19 and the second semester start day will be Jan.6. There will be eight professional development days and the final day of school will be May 21.

The school board has also approved the purchase of six 10-passenger vans from Shawnee Mission Ford for $327,762. They will be used to transport high school students to events.
