RILEY COUNTY —Law enforcement authorities are investigating alleged criminal damage to property in Manhattan.&nbsp;

Just before 10a.m. Tuesday, officers filed a report for criminal damage to property in the 2100 block of Poyntz Avenue in Manhattan, according to the Riley County Police Department activity report.

&nbsp;Manhattan High School reported an unknown suspect damaged the boy's bathroom by tagging items. 

The estimated total loss is estimated to be $1,500 for damage done in the last 2 weeks. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Pawnee Mental Health is hosting an event called "Survivors of Suicide Loss Gathering" on Saturday, November 18, from 10:00 a.m. to Noon. 

The event is an opportunity for anyone affected by suicide to come together and find connections, understanding, and hope through their shared experiences. 

There will be three in-person locations: in Concordia at 210 W. 21st St., in Junction City at 814 Caroline Ave., and in Manhattan at 2001 Claflin Rd. 

According to Robbin Cole, CEO of Pawnee Mental health, "Our goal through this event is to foster healing, provide support, and initiate important conversations surrounding mental health and suicide prevention. We believe that by sharing stories, resources, and coping strategies, we can help survivors find hope in the midst of their grief." 

The event is free and open to everyone. Pawnee Mental Health said it will be a safe, welcoming environment that will allow the attendees to share their experiences, gain knowledge about mental health, and connect with others.

<a></a><a></a><a>On Monday, Nov. 13, I-70 traffic through Junction City is scheduled to open to unrestricted winter travel through March 2024, following the completion of Phase One construction.</a>

Following the opening of I-70, KDOT plans to temporarily close K-57 from Flint Hills Boulevard to the ramps south of I-70 for pavement replacement. Traffic will need to detour on I-70, access ramps to I-70 will remain open. (See attached map.) K-57 is scheduled to reopen in December, weather permitting.

Phase Two of I-70 construction is scheduled to begin in mid-March 2024. Traffic will again be reduced to one lane in each direction and carried through construction via the westbound lanes while about 3 miles of pavement is replaced in the eastbound lanes.

The multi-phase $30 million project includes construction of temporary crossovers, pavement and drainage structure replacement, bridge rehabilitation and resurfacing of some local routes. The project is scheduled to be completed by December of 2025, weather permitting.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone.&nbsp;

A 2020 Nissan Pathfinder driven by Thomas Reust, 51, of Manhattan and a&nbsp; 2005 Suzuki Boulevard driven by Albert Huerta, 57, of Manhattan, crashed near the intersection of Murray Road and Skyway Drive in Manhattan, according to the Riley County Police Department activity report.

EMS transported Huerta to Via Christi for treatment of his injuries. The RCPD released no additional details.

JUNCTION CITY, Kan.&nbsp;– Geary County Schools USD 475 is proud to announce that Spring Valley Elementary early childhood teacher Kelsey Mann and Fort Riley Middle School math teacher Sara Elliott have been named the district’s nominees for the&nbsp;Kansas Teacher of the Year Award Program.&nbsp;

Mann was named the USD 475 Elementary Teacher of the Year, while Elliott claimed USD 475 Secondary Teacher of the Year honors. Both will be recognized at the Monday, Nov. 6 Board of Education meeting.&nbsp;&nbsp;&nbsp;

The Kansas Teacher of the Year Award Program, sponsored by the Kansas State Department of Education, recognizes, and utilizes representatives of excellent teaching in the elementary and secondary classrooms of the state. Its mission is to build and utilize a network of exemplary teachers who are leaders in the improvement of schools, student performance and the teaching profession.&nbsp;

“School districts burst with pride when their own graduates return to teach and serve students in their home district. We are extremely proud of Kelsey and her efforts in the classroom. She was chosen by a group of colleagues for this nomination, and we look forward to her future contributions,” said Dr. Debra Gustafson, Associate Superintendent of Geary County Schools USD 475.&nbsp;

Mann, who is in her 10th year of teaching in USD 475 and is a 2009 Junction City High School graduate, brings a wealth of knowledge to the classroom as she has taught both kindergarten and pre-k at both Spring Valley and Seitz Elementary.&nbsp;&nbsp;

“I was completely shocked to hear the news that I was nominated for this honor and didn’t expect it. I see so many other teachers in our district that I am inspired by every day, so I’m really proud that I was the one that was chosen and grateful that my hometown sees the value in educators,” said Mann.&nbsp;&nbsp;&nbsp;

Elliott has been in the district and Fort Riley Middle School for 13 years. She spends her days in the classroom teaching math to eighth grade students, while also overseeing the efforts of the Troopers’ advanced seventh grade math class.&nbsp;&nbsp;

“In the years Sara Elliott has served the students in USD 475, she has proven herself to be not only an exemplary teacher of mathematics, but also an outstanding coach and leader,” said Gustafson. “Sara repeatedly challenges herself with more and more responsibilities and we could not be prouder than to congratulate her as the USD 475 Kansas Teacher of the Year nominee for secondary education. Sara is truly changing the world one student at a time.”&nbsp;

“It is a great honor, and I wasn’t expecting it at all. I know there have been a lot of great teachers before me and I just hope to fill their shoes,” said Elliott, who is originally from Hiawatha, Kansas. “There is no way I would be where I am today without my co-workers and admin team here at Fort Riley Middle School. They are always there to support me and help. I am really blessed.”&nbsp;

The Kansas State Department of Education will appoint regional selection committees responsible for reviewing the nomination forms and selecting six semifinalists, three elementary teachers and three secondary teachers, for recognition at the regional level. Two regional finalists, one elementary teacher and one secondary teacher, will be chosen from among these six teachers.

Regional selection committees will be comprised primarily of education administrators and teachers. Each regional finalist will receive a $2,000 cash award from Security Benefit in Topeka. They also will be the state finalists for the Kansas Teacher of the Year.&nbsp;

Each regional finalist will receive a $2,000 cash award from Security Benefit in Topeka. Two USD 475 teachers receive District recognition

For the seventh consecutive month, the Junction City/Geary County region has experienced above average temperatures and for seven of the last eight months we’ve also received below average rainfall. The average daily high for October was 68.2 degrees, only three tenths of a degree above normal. The average overnight low, however, was 50.5, 5.5 degrees above normal. This resulted in a monthly mean temperature of 59.3, 2.9 degrees above normal. 

All ten months of 2023 have had overnight low temperatures above normal. The highest temperature for the month was 91 degrees on October 1st. The lowest temperature was 28 degrees on the mornings of October 29th and 30th. Two temperature records were set during October. The overnight low of 70 on the 1st broke the record high low temperature. The old record was 68 set in 2017. Likewise, the low of 66 on the 26th broke the previous high low temperature record of 63 set in 2014 and reached again in 2016. 

While the month was above normal it was fortunately far from record setting. The warmest October was in 1963 with a monthly mean temperature of 69 degrees. The coldest October on record is a tie between 2002 and 2009 when the monthly mean temperature was 49.1 degrees. October often brings us the end of our growing season and so it was this year. The low temperature of 29 on the morning of the 28th, froze most tender plants except for the more protected areas. Our last frost in the spring was earlier than normal, April 6th. Normal last frost is on the 14th of April. Normal first fall frost is on the 20th of October.

2023 had a longer than average growing season at 205 days, compared to the 70 year average of 188 days. The 30 year average is a 193 day growing season. The moving 30 year average length of growing season has been slowly increasing over the last 40 years, now being ten days longer than it was in 1983.

Rainfall in October was closer to normal than recent months, but still only about three fourths of normal. Four rainfall events for the month yielded 1.90 inches, which is below the long term average of 2.48 inches. While the late month precipitation event did bring some light frozen precipitation, it could not be classified as snow and would be more accurately described as graupel. 

The ongoing dry weather has pushed most of Geary County into the severe drought category. Year to date we are at 75% of our normal precipitation, eight inches below average. Through October, average rainfall should be 30.98 inches and we have received 22.94 inches. The driest October on record was in 1938 when 0.02 inches of rain was all that was recorded. A few years later, 1941 we set the record for the wettest October when 12.12 inches of rain was recorded. November typically really brings autumn into focus as we head towards December and the start of winter. Average daily highs start the month at 60 and by the end of November are down to 48. Average morning lows on November 1st are 38 degrees and by the 30th are 27. 

November through February are our driest months of the year. Average November precipitation is only 1.42 inches. Chance for snow does increase in November, given the colder temperatures, but long term average November snowfall is still just 1 inch.&nbsp;&nbsp;

On Saturday November 18 there will be a celebration of Haitian independence in Junction City.

The organizer of the event is Martine Chery-Hilaire and she is calling the event "Bataille Des Vertieres". The celebration symbolizes the last battle that Haiti fought and won against France in 1803, that led to their independence. 

According to Martine Chery-Hilaire, "This event is to bring together a growing community while at the same time teaching people about Haitian history. Haiti is more than just one of the poorest countries in the western hemisphere. It holds a very important place in world history, including in the United States." 

The celebration is at D'z Lounge on November 18 beginning at 5:00 p.m. with information about the local nonprofit organization 1st Thousand Members and then important information about the battle of Vertieres. 

Food and raffle tickets are available for purchase. To RSVP for food, call 240-898-8120. Reservations must be made by Wednesday, November 8th. Prizes from the raffle include Tumblr mugs, and catering gift certificates.

TOPEKA, Nov. 6, 2023 – U.S. Department of Agriculture (USDA) Rural Development Kansas State Director Christy Davis today announced that Rural Development is awarding $4.21 million in grants to help agricultural producers and rural small business owners make energy efficiency improvements and renewable energy investments to lower energy costs, generate new income and strengthen the resiliency of their operations.

“Rural Development is ensuring small businesses in rural Kansas are part of the clean energy economy,” Christy Davis said. “The investments announced today expand access to renewable energy infrastructure and help Kansans save money on their energy costs.”

These Kansas projects are part of a larger national announcement which includes 44 other states and one territory. The Department is awarding these loans and grants through the Rural Energy for America Program (REAP).

&nbsp; · A $233,856 grant will help purchase and install a 201.6-kilowatt solar array for&nbsp;Pestinger Distribution Company Inc. of Salina.&nbsp;The project is estimated to replace 284,835 kilowatt hours per year, enough energy to power 26 homes. Pestinger Distribution currently has 38 employees.&nbsp;&nbsp;

· An $11,987 grant will help purchase and install an 8.6-kilowatt rooftop solar system for CTB West 15th LLC of Emporia. The project will replace 13,416 kilowatt hours of electricity per year, over 100 percent of the company's electricity use, and enough to power more than one home.

· A $448,440 grant will help purchase and install 149-kilowatt total in solar arrays for Carrico Implement Company Inc. in Beloit, Hays, and Ellsworth. The project is estimated to annually replace 862,996 kilowatt hours, enough energy to power 81 homes. Carrico Implement has 90 employees.

· A $79,914 grant will help purchase and install replacement energy efficient refrigeration and freezers at Clasen LLC's Gene's Heartland Foods store in Eudora. The project is expected to save 170,912 kilowatt hours per year, which is 25.4 percent of the facility's usage, enough to power 16 homes. The project is expected to save the company $17,785 per year in electrical costs.

· A $55,600 grant will help purchase and install a 64.2-kilowatt solar photovoltaic system for of Jayco Vent Valve Inc. in Parsons. The project is expected to replace 71,585 kilowatt hours per year, 74 percent of Jayco Vent Valve's usage and enough energy to power six homes. The project is expected to save the company $10,659 per year in electrical costs.

· A $20,000 grant will help purchase and install a 15.5-kilowatt solar photovoltaic system for Town Royal LLC of Emporia. The project is expected to replace 23,876 kilowatt hours per year, nearly half of Town Royal's usage and enough energy to power two homes. The project is expected to save the company $3,106 per year in electrical costs.

· A $79,987 grant will help purchase and install a 67.1-kilowatt solar photovoltaic system for Blue Water SC LLC in Emporia. The project is expected to replace 87,822 kilowatt hours per year, which is 91.6 percent of Blue Water’s usage and enough to power eight homes. The project is expected to save the company $14,246 per year in electrical costs.

· A $48,787 grant will help purchase and install a 36.6-kilowatt solar photovoltaic system for Kress LLC in Emporia. The project is expected to replace 55,840 kilowatt hours per year, 51.3 percent of Kress's usage and enough to power five homes. The project is expected to save the company $8,090 per year in electrical costs.

· A $23,284 grant will help purchase and install a 21.56-kilowatt solar photovoltaic system for Carl’s Sales &amp; Service Inc. in Thayer. The project is expected to replace 33,331 kilowatt hours per year, which is 99.8 percent of Carl’s Sales &amp; Service's usage and enough to power three homes. The project is expected to save the company $5,322 per year in electrical costs.

· A $247,250 grant will help purchase and install a 308-kilowatt solar array for Central Electropolishing Company Inc. of Anthony. The project is estimated to replace 421,670 kilowatt hours per year, which is enough energy to power 39 homes. Central Electropolishing currently has 29 employees.

· A $79,995 grant will help purchase and install a 62.72-kilowatt solar array for Barkman Honey LLC of Hillsboro. The project is estimated to replace 98,633 kilowatt hours per year, enough energy to power nine homes. Barkman Honey currently has 185 employees.

· A $26,117 grant will help purchase and install a 21.33-kilowatt solar array for Carl Prather of Beloit. The project is estimated to replace 28,560 kilowatt hours per year, enough energy to power two homes. Carl Prather currently has one employee.

· A $50,494 grant will help purchase and install energy efficient refrigeration units for LaDow's Market of Lebanon. This project will realize $4,978 per year in savings and will replace 56,731 kilowatt hours, enough electricity to power five homes.

· A $22,300 grant will help purchase and install a 16.28-kilowatt solar photovoltaic system for Casey Andersen of Gove County. This project will realize $2,335 per year in savings and will replace 21,358 kilowatt hours, which is enough energy to power two homes.

· A $72,726 grant will help purchase and install a 47.52-kilowatt solar photovoltaic system for Greg Andersen of Gove County. This project will realize $2,946 per year in savings and will replace 33,067 kilowatt hours per year, enough energy to power three homes.

· A $1,000,000 grant will be used to improve an ethanol recovery system for Western Plains Energy LLC of Gove County. This project will generate additional biofuel of 4.8 million gallons each year, enough to fuel 6,534 automobiles per year.

· A $23,264 grant will help purchase and install a 15.91-kilowatt solar photovoltaic system for Shannon Hopson of Thomas County. This project will realize $1,791.30 per year in savings and will replace 20,161 kilowatt hours per year, which is enough energy to power nearly two homes.

The USDA continues to accept REAP applications and will hold funding competitions quarterly through Sept. 30, 2024. The funding includes $144.5 million for underused renewable energy technologies. MARION COUNTY—One person was injured in an accident just before 7:30a.m. Monday in Marion County.

The Kansas Highway Patrol reported a 2018 Freightliner semi driven by Getaneh Alem&nbsp;Damtew, 54, Kansas City, Missouri, was westbound on Kansas 150 one mile west of Wagon Wheel Road.

The driver failed to yield to a northbound 2000 Kenworth semi driven by Manuel&nbsp;Nevarez, 62, Sedgwick, who was traveling around the roundabout. The Freightliner drove through the trailer of the Kenworth semi.&nbsp;

EMS transported Damtew to Wesley Medical Center.&nbsp;Nevarez was not injured. Both drivers were properly restrained, according to the KHP.

Weather conditions did contribute to the collision, according to the KHP.&nbsp;

Kan. man hospitalized after semis collide in roundabout

Geary County Emergency Management Director Garry Berges has been presented with the Life Member Award from the Kansas Emergency Management Association. 

During a presentation at the Geary County Commission meeting on Monday it was noted that over time Berges has given a great deal to the Association. He has been a member of the Association since 2001, is considered a fixture with the organization and is a past president.

Keith Ascher, Geary County Commissioner, praised Berges by calling him the best grant writer that the County has ever had. He also noted that Berges&nbsp; was constantly trying to improve facilities and staff.

Geary County Emergency Management Director is honored

Jackie Mundt, Pratt County farmer and rancher.“ For everything there is a season, and a time to every purpose under heaven ….” Some recognize this phrase from the book of Ecclesiastes in the Bible and others know it from the popular 1960s song by the Byrds. November is a season of Thanksgiving. Practicing gratitude and taking stock of all the blessings we have to be grateful for is the quickest and easiest way to actually become happier. 

Gratitude was engrained early in our household. My parents are volunteer firefighters; my mom is an EMT. I grew up watching them sacrifice time in their lives by leaving the dinner table, basketball games, in the middle of the night or even from church to go save lives. Mom never shared names, but she often told us to be thankful because she saw inside the homes of kids we knew who didn’t have beds to sleep in or other things we took for granted. When you start counting blessing, it’s like gathering a shirt from your closet or pictures of loved ones; seeing things in one place makes me realize how abundant good things are in my life. For me that richness makes it incredibly obvious I have an obligation to be giving and share that abundance with others.&nbsp;

My church is currently in a season focused on giving and generosity in all areas of our lives. Giving and church in the same sentence probably leads you to expect a conversation about money and our pastor makes jokes each week about how disappointed we all will be to learn he’s not going to talk about money. Generosity is so much bigger than making financial contributions; it is the attitude of giving without expecting anything in return. Hospitality, volunteering, teaching, caring and sacrificing are some of the actions that come from generosity. Years ago as an FFA member, I stayed with host families while traveling throughout the state. Stepping into the homes and lives of families was eye opening and humbling. I stayed in fancy houses and meager ones where my mother’s words about people who had less echoed in my mind. Customs and norms were different in each home but they all invited me into their lives and gave what they could to make me feel comfortable.

My most vivid memories of these stays were the kitchen tables. We often talked far too late into the evening or shared an early breakfast with the families filled with stories and learning about each other. People opened their homes and lives to make me feel welcome. I am still grateful for their kindness two decades later. Most people will never have a host family experience because they are uncomfortable; instead of the hassle of inviting our neighbors over for dinner we meet at restaurants. Money is given instead of time because it is more convenient. There is nothing wrong with any of these things, but I worry that we are letting too many opportunities slip away where a greater connection and impact would come from us giving more of ourselves.

As you practice gratitude this month, look for opportunities to turn your thankfulness into giving that brings you closer to others. Instead of just thanking a veteran, learn about their experiences or find a way to show them a kindness. If you participate in Giving Tuesday, spread awareness by tell others why the charity is close to your heart. When you gather the family around the Thanksgiving table, find a way to give to something you all care about together. This is a time to be grateful, and a time to give of yourself."

Just after 8p.m. Sunday, officers filed a report for criminal damage to property in the 100 block of Manhattan Town Center in Manhattan, according to the Riley County Police Department activity report.

AMC Theaters reported an unknown suspect broke poster display cases. The estimated total loss associated with this case is approximately $750.&nbsp;Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

RCPD: Suspect damaged display cases at AMC Theater

RILEY COUNTY —Four people were injured in three separate accidents on Friday in Riley County.

Just after 8:30a.m., a 1996 Toyota Camry driven by Felicia Jefferson, 52, Manhattan, crashed&nbsp; &nbsp;in the 2000 Block of Fort Riley Boulevard, according to the Riley County Police Department activity report.

EMS transported Jefferson to Via Christi for treatment.

Just before 9a.m. Friday, a 2021 Dodge Durango driven by Lenita glanzer, 69, Randolph, turned in front of a 1999 Dodge 2500 truck driven by Kerwin Mann, 60, Barnes at the intersection of Tuttle Creek Boulevard and West Randolph Street in Randolph, according to the RCPD report.

EMS transported both drivers to Via Christi for treatment of their injuries.&nbsp;

Many parents are not having their say on things that are going on in Geary USD 475, and there are a lot of controversial&nbsp; issues occurring in this country. Those are sentiments expressed by school board candidate Bryan Bliss, who noted that he wants to get a foot in the door to ensure that he can put a stop to a lot of it.

Bliss said he has also talked to a lot of teachers and the main topic people want to talk about is lack of discipline. "We need to get in there and support these teachers. There seems to be little consistency from one school to the next on how they're handling it and reporting it. " Bliss noted that the District needs to come along side of those teachers so they can enjoy their careers, and pull out those students out so they can realize that there are consequences to their actions. "Until their behavior gets taken care of they'll come in later on." Bliss also added that he feels the teachers need to concentrate on the entire class, and&nbsp; not one or two individuals.

Bliss called for more study on both sides of the social emotional learning issue, and noted that a good place to look for additional information is a website called "Courage is a Habit."

USD 475 Board of Education candidate focus

Jim Schmidt is a candidate for reelection to the Geary USD 475 Board of Education. He has spent five-and-a-half years on the BOE. Schmidt noted that during that time the biggest thing he has been a part of has dealt more with operations and facilities, and he described the facilities as fantastic.

Schmidt noted that he was raised, "Don't bring me problems bring me solutions. And that's one thing that I've truly enjoyed to be a part of during my time on USD 475 Board of Education. It's the opportunity to bring solutions and have positive impacts on our students, our staff and our community as a whole."

Schmidt wants to continue putting motion in the future behind academic achievement, social, emotional growth for our students, behavioral health and what he noted as probably the biggest hurdle for the District to cross, parent engagement. "The more parent engagement we can get from our students, with their guardians, their grandparents whoever it may be the better off we're going to be as a school district."

Schmidt said he's enjoyed his time on the Board. "Really enjoyed it. We've got great staff, just love our kids and the diversity, our relationship with the folks at Fort Riley and just looking forward to an opportunity to continue that."

This program aims to engage, activate, and empower entrepreneurial talent in rural communities so that everyone sees themselves reflected on their Main Street. Participants will identify barriers preventing entrepreneurs from starting or growing local businesses and develop action items to address them.

Along with joining a cohort of national thought leaders and partners, communities will receive a $5,000 seed grant and $1,500 toward professional development certification with the International Economic Development Council. There is also an opportunity for communities to receive additional funding as the program expands.
