RILEY COUNTY—Law enforcement authorities are investigating an alleged burglary in Manhattan.

Just after 7p.m. Tuesday, officers filed a report for burglary in the 300 block of N. 16th Street in Manhattan.

A 20-year-old man reported his unlocked truck was entered and his Canik SF 9mm pistol and ammunition inside were stolen. 

The estimated total loss associated with this case is approximately $470.

On May 26, RCPD filed a report for burglary involving&nbsp; a.38 revolver and 20 rounds of ammunition taken from an unlocked vehicle in the 2700 block of Brittany Terrace in Manhattan.

RILEY COUNTY—Law enforcement authorities are investigating alleged forgery in Manhattan.

On Tuesday afternoon, officers filed a report for forgery and making false information in the 2300 block of Stagg Hill Road in Manhattan, according to the Riley County Police Department activity report.

&nbsp;A 42-year-old man, Briggs Auto Group and Consumer Portfolio Services reported a 41-year-old man forged the victim's signature in January 2023 to purchase a vehicle worth approximately $18,000 through Briggs to include a loan contract and financing for the vehicle through Consumer Portfolio Services.

JC Breakfast Optimist Club members were told by Cecil Aska, Junction City Brigade General Manager, that the first game will be played at the historic Rathert Field in Junction City on June 1. The game will begin at 7:00 PM . Rather Field was a W.P.A. Project built in 1937 as a part of President Franklin D. Roosevelt’s New Deal.

The Brigade was originally formed in 2012 and played their first game in 2013.&nbsp; Cecil stated that “since 2013 the Brigade has won the Cowdin Cup six times. The Cowdin Cup is like the Super Bowl for our level of baseball.”

The Junction City Brigade is in the Mid-Plains League. Some of the teams in the league include the Midwest A’s, Topeka Jacks, Hays Larks, Topeka Warhawks, the Sabetha Bravos, and others. This season’s schedule is found on the <a href="https://www.facebook.com/JCBrigade">Junction City Brigade Facebook page</a>.

The opposing team on June 1 will be the KC Knights. Tickets may be purchased at the gate.

Optimist hear about Brigade; make band donation

FORT RILEY - On Monday, Fort Riley and the 1st Infantry Division observed Memorial Day with a wreath-laying and ceremony at the Fort Riley Post Cemetery.

1st Infantry Division, Command Sgt. Maj. Chris Mullinax and US Senator Roger Marshall, recognized the importance of continuing Memorial Day observances while addressing the crowd.

Command Sgt. Maj. Mullinax spoke of his experience during his first deployment to Afghanistan, which began in December 2001, and his thoughts following the loss of three Soldiers from his unit just a few months later.

Sen. Marshall spoke about the more than 13,000 fallen Big Red One Soldiers who have lost their lives during the 106 years the 1st Infantry Division has been in existence.

Maj. Gen. John V. Meyer, Commanding General of the 1st Infantry Division and Fort Riley, then joined Command Sgt. Maj. Mullinax and Senator Marshall to place a wreath in honor of those who died in service to the United States and are buried at Fort Riley.

Fort Riley honors fallen soldiers at Memorial Day observance

RILEY COUNTY—Law enforcement authorities are investigating a motorcycle theft and continue to look for the suspect.

Officers recovered a 2003 Kawasaki ZX900F2 motorcycle on May 26, 2023, in the 2100 block of Casement Road in Manhattan.

The motorcycle had been reported stolen from the 500 block of N. 5th Street in Manhattan on May 23.&nbsp;

A 38-year-old man was listed as the suspect when officers observed him riding the motorcycle in the area of Casement Road after officers engaged him, he abandoned the motorcycle and ran. 

Officers were unable to locate him but found marijuana, cocaine, and drug paraphernalia in a box on the motorcycle.

RCPD reports another gun taken from unlocked car

Due to a vote on the debt limit deal, Rep. Jake LaTurner announced Monday evening that he is postponing his "Coffee With Your Legislator" event that was scheduled for Tuesday in Junction City.&nbsp;

According to LaTurner's office the event will be rescheduled on a date that is to be decided.

KONZA Prairie Community Health Center&nbsp; All are invited to Family Fun &amp; Fit Day on Friday, June 2 from 9 am to Noon at Playground Park – 5th &amp; Eisenhower in Junction City.

The event is free and open to the public. According to Konza Prairie Community Health Center WIC dietitian and event organizer Kalie Brownlee, Family Fun-n-Fit Day will promote community events and resources, offer fun family fitness activities, inspire healthy choices for all ages, and encourage safety awareness.

Attendees will find 35 community organizations with games, crafts, and information, a fitness activity area, and local first responder vehicles. Kids can get a free bike helmet or life jacket, and free lunch – while supplies last.

Whether you’re new to the community or have been here a while, Brownlee feels that this event is a great opportunity for families to learn what’s available. “There are so many great ways to stay active, get healthy, and be involved in the community and we’re glad to help make these connections,” she said.

Family Fun-n-Fit Day at Playground Park planned

Allen Dinkel, City Manager Over the past two or so months we have discussed different parts of the financial side of the City. No doubt we will get back to that over the next few weeks as we enter the “Meat” of the Budget season as we put together the 2024 City Budget. &nbsp;However, today we will take a break and cover a couple of topics that are being focused on to a greater level at this time of the year. &nbsp;

Even though we are not in any sort of “Monsoon Season” there has been some recent rains here and the grass and weeds are taking off and growing. Sara and Steve in the City Codes Department have been busy and are “out and about” in the City finding the unsightly vegetation. &nbsp;This is no easy task as there have been a few hundred “abatement” letters being sent out to property owners who need to cut and take care of their properties. &nbsp;Of course, it is pretty easy to see if the grass and weeds need to be addressed, but for staff the work just begins there. They also grab picture of the nuisance to add to their documentation. &nbsp;

When they get back to the office, they have to identify who owns the property. They use the County parcel map to determine the owner and prepare a letter. This letter, in accordance to City Code and State Statute, is sent via certified letter. Yes, it is an added expense, but first of all is required and secondly, there has been more than one occasion when a person says they did not receive notice and the staff whips out the receipt the letter was received and signed for. Yes, there are letters which are returned. In some cases, the owners have moved and did not&nbsp;have their mail forwarded. Then there are a few who think if they don’t&nbsp;sign for their letter,&nbsp;they don’t have to address the problem. However, when the letter is returned by the post office, the City may move forward as well. &nbsp;Once a letter is received by the property owner, they have 7 days to mow the weeds. &nbsp;Of course, the weeds are even taller by then. If it is not done by that time, the City has the parcel mowed and the bill is sent to the property owner. If it is not paid, the fee is sent to the county to be added as an assessment on the property taxes. &nbsp;

Not only is the cost of the mowing billed, but there is also an administrative fee. Someone complained to me the other day about this fee. Simply take care of your property and the City does not have to spend the time and effort to address the code violation.&nbsp;No one in our office wants to take of your property, but we will take action if you fail to do so.&nbsp;In &nbsp;the case of tall weeds and grass only one notice has to be sent each calendar &nbsp;year. So once a notice is received as mentioned above, a second notice is not needed if the owner allows the weeds to get tall again and mowing can be ordered to be done.&nbsp;

The other nuisance which staff deals with is basically junk and debris on a property. &nbsp;The same process for weeds is followed. &nbsp;Again, pictures are taken, and a file of the property is kept. If the nuisance is not taken care of, the items are removed from the property and the costs are billed to the property owner. &nbsp; Again, pictures are taken at the time when the abatement is made and also if the property is cleaned and the items are hauled away. These type of nuisances can be expensive. In the past couple of years, we have had properties where over $5,000 was spent to remove the nuisances. &nbsp;Yes, the costs are billed to the property owner and if not paid assessed to the property taxes, However at times the taxes are not paid, and the property ultimately goes to a “Tax Sale” and is sold for much less than the assessments. &nbsp;Then, we as taxpayers have to “foot” the bill for those who did not take care of their property. The Codes Department also takes action if there are vehicles on properties that are not current with their registration.&nbsp;And don’t forget trees and shrubs that are causing issues and have to be addressed.&nbsp;

One other&nbsp;task&nbsp;this department&nbsp;deals withis structures that are “Unsafe or Dangerous and Unfit for Human Use or Habitation”. Last year there were 10 structures that were addressed and this year the list grew to 16. This process has more steps that have to be taken. &nbsp;Structures are evaluated and then when a list is made, not only are the owners of the property identified, but also anyone who may have an interest in the property such as a lien holder. &nbsp;Again, many pictures are taken. A report is made to the city Commission and a Resolution is adopted &nbsp;for each property which sets a Public hearing. &nbsp;This resolution is sent, again by certified mail to all parties and also have to be published twice, two weeks in a row, in the official City newspaper. &nbsp;A public hearing is then held by the City Commission where the property owner has the ability to give their side of the “story”. &nbsp;The commission then decides is the structure needs to be demolished or repaired and a time table is put into place.&nbsp;Another resolution is adopted for each priority, sent by certified letter, but only has to be published 1 time.&nbsp;Again, this is not an inexpensive process. &nbsp;Of course, some property owners do take care of the issue, but others don’t, and the costs become that of the City. As the City’s financial status improves, more can be done. In 2024, $200,000 is budgeted for unsafe and dangerous structures.&nbsp;

Yes, we get complaints that the City does not address nuisance and structures as it should, but you also have to be able to budget the process. On the other hand, we have those property owners &nbsp;and residents who feel they are being “picked on”. &nbsp;

It all boils down to one thing, if property owners acted responsibly, we would not have to worry about taking care of these issues. Remember, it is “Your” tax dollars have to pay to do what the property owner fails to do. &nbsp;

RILEY COUNTY—Law enforcement authorities are investigating alleged criminal damage in Manhattan.

Just after 7a.m. Thursday, officers filed a report for criminal damage to property in the 700 block of Midland Avenue in Manhattan, according to the Riley County Police Department activity report.

Three men reported a known suspect damaged multiple walls, ceilings, and electrical outlets at a home in that location. 

The estimated total loss associated with this case is approximately $30,000, according to the RCPD.

MANHATTAN - On Thursday, the Fort Riley Education Services hosted the 2023 Combined Graduation Ceremony at the Hilton Garden Inn in Manhattan.

More than 60 graduates walked across the stage receiving their diplomas.

Higher educations institutions represented at the ceremony will include&nbsp;Barton Community College,&nbsp;&nbsp;Central Texas College,&nbsp;Kansas State University, Southwestern College, Upper Iowa University and various other distance learning colleges.&nbsp; &nbsp;

The Combined Graduation Ceremony is hosted by Fort Riley Education Services to honor those who have accomplished a personal standard of excellence; inspire Soldiers, family members and Army civilians to continue pursuing higher education; showcase the many educational opportunities available at Fort Riley; and emphasize the importance of continuing education.

Graduates received certificates or associates, bachelor’s or master’s degree from their respective colleges and universities. Col. John B. Mountford, Deputy Commanding Officer for Maneuver, 1st Infantry Division, will deliver the commencement address.

Fort Riley plans to reopen the U.S. Cavalry and 1st Infantry Division Museums with a ribbon cutting June 13 at 10:30 a.m. The museum complex is at 205 Henry Drive on Fort Riley. 

The museums have been closed for renovations since January 2018. The renovations included structural improvements, updated lighting and technology, and provided museum staff the opportunity to redesign the display spaces. 

The building that houses the U.S. Cavalry Museum is one of the oldest structures on Fort Riley and was built in 1855 to serve as the post hospital. It was renovated and a clock tower was added in 1890, when the building became the Cavalry School administration building. In 1957 it became the Fort Riley Historical Museum and was renamed the U.S. Cavalry Museum in 1962. 

The Cavalry Museum tells the story of the U.S. Cavalry from 1775 to present day, highlighting life on the Great Plains prior to the arrival of settlers, the role of Fort Riley and the cavalry, the life of the cavalry Soldier, and traces the history of the cavalry from the days of the horse soldier to the modern era of the air cavalry. 

The 1st Infantry Division Museum occupies a structure that was built as a barracks in 1905. The building was later used for office space and as the post library. It reopened in 1992 as the 1st Infantry Division Museum and tells the story of the division from its beginning in 1917 through the division’s campaigns in World Wars I and II, the post-war occupation of Germany, the Vietnam Conflict, Desert Storm and the Global War on Terror. 

Both museums feature state-of-the-art displays and technology that will allow visitors to fully experience the stories the museums tell. 

Following the ribbon cutting, both museums will be open to the public year-round, Sundays, 12 p.m. to 4:30 p.m., and Monday through Saturday, 9 a.m. to 4:30 p.m. The museums will be closed on Federal holidays.

 </figure>Fort Riley Public AffairsFort Riley plans to reopen the U.S. Cavalry and 1st Infantry Division Museums with a ribbon cutting June 13 at 10:30 a.m. The museum complex is at 205 Henry Drive on Fort Riley. The museums have been closed for renovations since January 2018. The renovations included structural improvements, updated lighting and technology, and provided museum staff the opportunity to redesign the display spaces. The building that houses the U.S. Cavalry Museum is one of the oldest structures on Fort Riley and was built in 1855 to serve as the post hospital. It was renovated and a clock tower was added in 1890, when the building became the Cavalry School administration building. In 1957 it became the Fort Riley Historical Museum and was renamed the U.S. Cavalry Museum in 1962. The Cavalry Museum tells the story of the U.S. Cavalry from 1775 to present day, highlighting life on the Great Plains prior to the arrival of settlers, the role of Fort Riley and the cavalry, the life of the cavalry Soldier, and traces the history of the cavalry from the days of the horse soldier to the modern era of the air cavalry. The 1st Infantry Division Museum occupies a structure that was built as a barracks in 1905. The building was later used for office space and as the post library. U.S. Cavalry and 1st Infantry Division Museums at Fort Riley ready to reopen

ABILENE - This weekend as many families venture out to decorate graves in honor of Memorial Day, one family is celebrating its heritage in a different fashion.

The great-great-grandson of Abilene founders Timothy and Eliza Hersey recently visited Abilene. And, thanks to the Abilene Convention and Visitors Bureau Tourism Assistant Sharolyn Adams, he and his new bride enjoyed a small and special wedding ceremony. Geral and Kay Hersey were wed Thursday evening with the Honorable Judge John Barker officiating at the site of Geral’s grandparents’ former dugout home (beneath the present-day Lebold Mansion). Adams and CVB director Julie Roller Weeks served as witnesses to the momentous occasion.

Geral and his new bride, Kay, reside in Washington State and traveled to Abilene as part of their vacation. While in town, they made several stops, including a stay at Abilene’s Victorian Inn Bed &amp; Breakfast and a visit to the Eisenhower Presidential Library and Museum.

“We’re honored they chose Abilene for their special ceremony,” Roller Weeks said. “The CVB is committed to assisting visitors to our five-star community. Thank you to everyone who helped make this a special day for the Herseys.”

Fun fact: Eliza Hersey receives credit for giving Abilene its name from the book of Luke 3:1 in the Bible, where the name Abilene appeared, loosely meaning “city of the plains.”

Great-great-grandson of Abilene founders visits, weds

DICKINSON COUNTY—Law enforcement authorities are investigating a suspect on multiple allegations in connection with arson and theft.

Just before 5:30a.m. Wednesday, police and fire crews responded to a house fire in the 300 block of NE Eighth Street in Abilene, according to a media release.

Moments later, police and fire were dispatched to a second house fire in the 500 block of SE Sixth Street in Abilene. Investigators have determined both fires were intentionally set.

Just before 6a.m. that same morning deputies responded to a burglary at Liberty Store, 601 S. Buckeye Avenue.

Officers determined the two fires and burglary were connected and committed by the same suspect. Just before 8a.m., officer located and arrested 25-year-old&nbsp;Dai’Reese M. Gelinas of Abilene a home in the 100 block of S. Cedar Street.

He is being held on requested charges of aggravated arson, burglary, theft, criminal threat and criminal damage to property.

 The fires caused. approximately $100,000 in damage. The burglary loss is estimated in excess of $500. The Kansas Highway Patrol and State Fire Marshal assisted with the investigation.&nbsp;

JCPD to host 'Movies at the Park' this summer

WASHINGTON —The ESOP Association represents the interests of millions of Employee Owners and their companies across the nation.&nbsp;

On May 18, the organization honored Eagle Communications Chairman Gary Shorman for a career spent helping to grow employee ownership in America, with the Michael Keeling Founder’s Award.&nbsp;

The award honors an individual for their contributions to the founding of Employee Stock Ownership Programs (ESOP) and for working to elevate awareness of the benefit and value of ESOPs.&nbsp;Eagle Communications has been an employee-owned company since 1998 with employees now owning 100 percent of the company.

The award was presented at the organization's Annual Awards Ceremony during The ESOP Association’s National Conference in Washington, DC.&nbsp;

The Founder's award was created upon Michael Keeling's retirement from The ESOP Association after 28 years as President. The organization only presented this award one other time, and that was to the founder himself.

"Shorman has set a lifelong example we can all be inspired by," the ESOP Association stated. “Shorman has been a passionate advocate while serving on the organization's Board of Directors, and worked to create the organization's Silver Tsunami video series to encourage ESOP formation."&nbsp;

"It has been an honor to serve the ESOP association and be recognized with this award," said Shorman. "Helping build the Eagle ESOP and being a champion for employee owned companies has been rewarding. Employee ownership creates a unique business environment where everyone shares in the success and shares in the growth of their company."

"Shorman also chaired the organization's search committee for the first leadership transition at TEA in nearly three decades. He chaired the Association during COVID, led the way as we modernized our Board governance procedures, and has helped direct more than one hundred thousand dollars to the Employee Ownership Foundation."

"Any one of these things would be worthy of recognition, but together they exemplify a special dedication to ESOPs and future ESOP formation."

The annual awards honor excellence and achievement in the ESOP community and the people and companies that make significant contributions to The ESOP Association’s cause and membership.

MANHATTAN - Just after 10am on Thursday morning, Manhattan Fire Department was called out to 1006 Pottawatomie Court on the report of a structure fire.

Upon arrival fire crews found a duplex with smoke coming from the building.

After searching the house, the fire was contained within 10 minutes.

The occupant was not home at the time of the fire.&nbsp;

One cat was rescued from the fire and received treatment for smoke inhalation by Manhattan Fire Department firefighters and Riley County EMS personnel.

Eighteen firefighters and 6 fire apparatus responded to the scene, along with Riley County EMS and Riley County Police Department.

The residence is a single story duplex, with damage from the fire and smoke estimated at $20,000 to the contents of the home and $15,000 to the sturcture.

The owner of the property is listed as Housing Authority City of Manhattan.

The cause of the fire remains under investigation.

Students at&nbsp;the&nbsp;<a href="http://salina.ksu.edu/" target="_blank">Kansas State University Salina Aerospace and Technology Campus</a>&nbsp;were not only dedicated to their studies this past year but also spent countless hours giving back to the Salina community with a long list of volunteer efforts. At the beginning of the 2022-2023 school year, K-State Salina leadership challenged campus members to become more involved and push themselves to find community-service projects to give back. Many students at K-State Salina took that challenge to heart, and they led or participated in more than 20 community service projects over the academic year. While some projects were small, others took significant time to organize and find student volunteers to complete. Much of that organization came from K-State Salina's Student Governing Association,&nbsp;or SGA, and Charlie Kiehlbauch,&nbsp;sophomore in professional pilot,&nbsp;Fort Worth, Texas, who serves&nbsp;in&nbsp;the community service cabinet position on SGA. While Kiehlbauch&nbsp;participated&nbsp;in many of the outreach efforts, he spent even more time putting together opportunities for students to&nbsp;volunteer&nbsp;by becoming a liaison to the community. "I talked with SGA leadership, and we decided to create a position within the organization to spearhead our campus-led volunteer efforts,"&nbsp;said Kiehlbauch.&nbsp;"If someone in the community needed volunteers, they could reach out to me, and I helped organize the student body to give back and participate. I also wanted to focus on planning big events to make them even more impactful." Many of the efforts that Kiehlbauch&nbsp;organized&nbsp;revolved around the K-State Salina campus and helping fellow students. There were other efforts, however, that allowed the students to get involved in the community. These efforts&nbsp;included assisting students at Sunset Elementary School in Salina&nbsp;and the&nbsp;<a href="https://www.k-state.edu/media/newsreleases/2022-12/salina-giving-tree-project122122.html" target="_blank">Giving Tree</a>&nbsp;volunteer project, where students, faculty and staff at K-State Salina donated gifts to elementary students and their families. Another volunteer effort was STEM Night at&nbsp;Sunset Elementary School.&nbsp;Several&nbsp;of&nbsp;K-State Salina's student clubs&nbsp;visited the school to share more about K-State Salina with the students. Organizations that participated&nbsp;include the&nbsp;Flight Team, Women's Air Race Classic,&nbsp;Women in Aviation, the&nbsp;Uncrewed Aircraft Systems Club&nbsp;and&nbsp;the campus's Upward Bound&nbsp;program. Kiehlbauch said&nbsp;that the&nbsp;February&nbsp;event was a success. "Students came out and cooked some hot dogs and served popcorn with lemonade. We also had hands-on booths where students and their families could see and use some of our flight simulators, UAS equipment and more,"&nbsp;said&nbsp;Kiehlbauch.&nbsp;"The Sunset students got to go to the booths and learn about STEM education. Seeing all the cool things that our students get to use every day, I think, really excited and motivated the younger elementary students." Kiehlbauch wasn't the only one giving back at K-State Salina this past school year. Students from the campus's Alpha Eta Rho, an international co-ed aviation fraternity with more than 40 members on the campus, participated in six different&nbsp;service&nbsp;projects this past year. The projects ranged from helping first-year students move into the residence halls on campus in August to giving back to Salina businesses and organizations. Their tasks included volunteering at the Garage Automotive Museum and the Smoky Hill Museum&nbsp;street&nbsp;fair and&nbsp;parade. "This year, our fraternity members sat down and decided that we wanted to be a fixture in the Salina community more than ever," said&nbsp;Jack Valdez, senior in professional pilot,&nbsp;Olathe.&nbsp;"It was rewarding to get involved in the community this year and be a part of an organization that truly cares." Outside of giving back to the Salina community, these volunteer efforts also helped reinforce time management skills&nbsp;for&nbsp;K-State Salina students. Kiehlbauch&nbsp;said he&nbsp;recalls having to focus on&nbsp;these skills&nbsp;during&nbsp;the school year. On top of organizing numerous volunteer events, he is also a full-time student taking flight blocks and courses to become a pilot. Even with the long hours, Kiehlbauch said&nbsp;his experience from this past year was well worth the effort. With&nbsp;students successfully&nbsp;completing&nbsp;hundreds of hours&nbsp;of service work, the K-State Salina campus is expecting the list of projects to continue to grow into the next academic year. "We have found success in fostering a culture of giving back to our community," said Kyle Chamberlin, assistant dean of student life. "We want our students to feel a sense of ownership in finding and helping with these community service projects. With the sense of pride that has grown from this past year, we expect the number of hours and projects to continue to grow in the future."

"This year, our fraternity members sat down and decided that we wanted to be a fixture in the Salina community more than ever," said&nbsp;Jack Valdez, senior in professional pilot,&nbsp;Olathe.&nbsp;"It was rewarding to get involved in the community this year and be a part of an organization that truly cares." Outside of giving back to the Salina community, these volunteer efforts also helped reinforce time management skills&nbsp;for&nbsp;K-State Salina students. Kiehlbauch&nbsp;said he&nbsp;recalls having to focus on&nbsp;these skills&nbsp;during&nbsp;the school year. On top of organizing numerous volunteer events, he is also a full-time student taking flight blocks and courses to become a pilot. Even with the long hours, Kiehlbauch said&nbsp;his experience from this past year was well worth the effort. With&nbsp;students successfully&nbsp;completing&nbsp;hundreds of hours&nbsp;of service work, the K-State Salina campus is expecting the list of projects to continue to grow into the next academic year. "We have found success in fostering a culture of giving back to our community," said Kyle Chamberlin, assistant dean of student life. "We want our students to feel a sense of ownership in finding and helping with these community service projects. With the sense of pride that has grown from this past year, we expect the number of hours and projects to continue to grow in the future."

RILEY COUNTY—Law enforcement authorities are investigating a suspect for alleged sex crimes.

Just after 5p.m. Wednesday, police arrested 24-year-old Chase Newberry, 24, of Manhattan was on&nbsp; Riley County District Court warrant for rape and two counts of aggravated criminal sodomy, according to the Riley County Police Department activity report.

 This warrant stems from a March 23, 2022, rape in Manhattan involving a now 20-year-old female victim. 

Newberry remains confined in the Riley County Jail with a total bond of $50,000.&nbsp; &nbsp;Police released no additional details.
