HUTCHINSON Kan. — As clocks fall back to standard time Sunday morning, be prepared for the change in how you see the road on Monday.

"It's going to give us lighter morning commutes and the darker evening commutes," said Shawn Steward with AAA of Kansas. "Overall, it just throws people's sleep patterns off a little bit and can lead to drowsy driving. We like to remind people this time of year, just be aware how this time change is affecting you."

If your usual route is eastward in the morning, or westward in the evening, be prepared for the sun to be in a different place than it has been.

"Be prepared to drive," Steward said. "Be prepared to focus on driving. Focus on the road, not your phone. Get plenty of sleep, especially if you're taking a longer trip. Just be aware when your body is starting to get tired. Maybe stop off and grab a cup of coffee or take a little break from the road."

According to AAA, 16% to 21% of all police-reported fatal vehicle crashes likely involve drowsy driving, a factor likely underreported in government statistics.

"A lot of the new Advanced Driver Assistance Systems in newer vehicles do help you keep it in the lane," Steward said. "It will notify you when you start to head over to the lines on the side. They'll help brake in case of something coming up more quickly than you expect. Those technologies are great, but they're not a complete substitution for the driver being focused on the road."

According to AAA, drivers who have slept for less than 5 hours have a crash risk comparable to someone driving drunk.

AAA: Watch out for drowsy drivers

The Junction City High School USD 475 JROTC Raider Team claimed a National Championship on Saturday at the 2023 U.S. Army Cadet Command Junior ROTC Raider Challenge National Competition.

According to USD 475, by winning another title, JCHS has now won three-straight National Championships.&nbsp; &nbsp;

JCHS JROTC Raiders win a national title

The Junction City Blue Jays had their best performance on the field on Friday night but were defeated by number one seeded Washburn Rural 27-20 in the second round of the playoffs. 

Washburn Rural took an early 7-0 lead over Junction City, but the Blue Jays battled back and eventually held a 10-7 lead for most of the second quarter. A late interception in the second quarter led to a short field for the Junior Blues, and Washburn Rural led 13-10 at halftime. 

Rural scored on a deep pass from senior quarterback Branton Deweese to wide receiver Titan Osburn to go up 20-10 early in the third quarter. Again, the Blue Jays fought back, scoring on a 37-yard touchdown connection from senior quarterback Brock Bazan to senior Cooper Bogenhagen. A field goal later in the quarter tied the score at 20-20 going into the final quarter. 

Junction City had several opportunities and a chance to take the lead, but after forcing a punt from the Blue Jay offense, Washburn Rural scored on 70-yard swing pass to Calvin Hayes in what ended up being the game winning touchdown. The Blue Jays had a chance to tie late in the game, but turned the ball over on downs at the Junior Blue 35 yard line. 

It was by far the best performance of the year by the Blue Jays, but Washburn Rural, the only undefeated team in class 6A and the number one seed, escaped and defeated the Blue Jays by a final score of 27-20.

Junction City head football coach Randall Zimmerman expressed how proud he was of his team and how hard they fought throughout the game. "I am just so proud of our kids," Zimmerman said. "I told the kids I love them, and I tell them that everyday. Our mission is to build champions for life. It's all about helping these kids grow up to be great people." 

Zimmerman continued talking about his teams performance, "Tonight we were so close, very close. Just a play or two away from really gaining the momentum, but the what ifs don't get it done."

Junction City finished the year with a final record of 6-4.

Junction City High School USD 475 and Junction City FFA Chapter standouts Emma Hinds and Keiondrae Wilcox placed seventh overall, nationally, in the 2023 National FFA Agriscience Fair Division Six Finals on Friday at the 96th National FFA Convention and Expo in Indianapolis, Ind. 

Hinds and Wilcox, who competed in the food products and processing systems division, were the only duo from the state of Kansas to place in their division. &nbsp;Other highlights included, the JCHS Ag Issues team consisting of Wilcox, Hinds, Jamie Amerson, Isabel Huddleston and Ethan Goodyear wrapping-up competition in the Bronze Division. Other JCHS representatives included Kourtney Dibben, Ava Oentrich and Katlyn Mohler.&nbsp;&nbsp;

The Kansas Department of Transportation has announced that K-177 work continues for phase 2 of reconstruction&nbsp;<a>for approximately 13.5 miles; K-177 remains closed from the north side of the K-4 junctions, continuing north to I-70.</a>

Following delays in bridge construction, the contractor has rescheduled the reopening of K-177 to November 22, weather permitting.

Through traffic can follow the state detour from Council Grove to Herington to Junction City (See attached map).

Wildcat Construction Co. Inc. and Subsidiaries of Wichita is the primary contractor for this $52.3 million project.

JUNCTION CITY, Kan.&nbsp;-&nbsp;The Junction City High School FCCLA Chapter will have five students compete at the National FCCLA LifeSmarts Competition on Nov. 10-12 in Birmingham, Ala.&nbsp;

Competing at the national competition, which will take place during the&nbsp;National FCCLA Fall Conference,&nbsp;will be&nbsp;juniors Nicole Green, Gracie Erichsen,&nbsp; Shevy Olson and Kourtney Dibben, as well as freshman Brittney Dibben.&nbsp;To qualify for the competition, the quintet had to finish in the top-40 in the nation to advance. 

By placing in the top-40 nationally out of 80 teams, the Blue Jays, who are the first national qualifying FCCLA team from JCHS,&nbsp;are the only team from the state of Kansas to advance to compete at the fall conference.“ I am so proud of them for devoting extra time and using their expertise to qualify for the national competition. They really support each other and have worked so hard to accomplish their goals. I cannot wait to see how they do on the national level against teams from across the nation,” said Joanna Erichsen, JCHS FCCLA advisor

.In order to qualify, JCHS took a combined exam over family and consumer science knowledge in six areas:&nbsp;personal finance, consumer rights and responsibilities, technology, health and safety, environment and FCCLA knowledge .Junction City High School will open competition in Alabama on Friday, Nov. 10. Cold temperatures came on quickly in Kansas, and leaves have begun to drop.

While keeping up with leaves every fall is a challenge, Kansas State University horticulture expert Cynthia Domenghini says the amount of leaf cover on the ground has an impact on the underlying plants.

“Photosynthesis will be restricted in a lawn covered with a dense layer of leaves, preventing it from storing enough energy to survive winter,” Domenghini said.

Leaves can be added to a compost heap, but Domenghini recommends shredding them first. This can be done by mowing over them on the lawn and collecting them in the mower bag or they can be added directly into the planters.

“Incorporate 2-3 inches of shredded leaves to the soil at a time,” Domenghini said. “This can be repeated until the leaves are gone or the soil is frozen and cannot be worked. Shredded leaves can be used as mulch around trees, shrubs and perennials as well.”

Leaf mulch incorporated into lawns can help prevent weeds from germinating between grass plants. Leaf mulch has not been shown to negatively effect turf quality, color or soil pH, she said.

Shredded leaves can be left on the lawn if they are not too dense, Domenghini adds. As the lawn is mowed, the leaf pieces will fall in between the blades of grass and eventually break down into the soil.

“It may require multiple passes with the lawn mower to get the leaf size small enough. It is also necessary to mow frequently to keep up with the leaf drop,” Domenghini said.

If incorporating leaves into a cool-season lawn, Domenghini said it makes sense to be on a fall nitrogen fertilization program and core-aerate in the fall as well. You can mow leaves into a warm-season lawn but wait until late May or early June to fertilize and core-aerate, she said.

Domenghini and her colleagues in K-State's Department of Horticulture and Natural Resources produce a weekly&nbsp;<a href="https://hnr.k-state.edu/extension/info-center/newsletters/index.html">Horticulture Newsletter</a>&nbsp;with tips for maintaining home landscapes and gardens. The newsletter is available to view online or can be delivered by email each week.

USD 475 Board of Education candidate focus

Geary County Emergency Management said this week that they have been notified by the contractor that K-177 Highway is closed and to not be used by the general public. 

 The contractors are trying to finish up the project so it can be opened back up as a normal traffic route. The only traffic that will be allowed on the roadway while it is closed is for the residents who live in the immediate area getting to and from their homes.

There will be flaggers on the roadway, stopping all traffic from using the road. Avoid the the area, so the final parts of the project can take place and the roadway can open back up.&nbsp;&nbsp;

The vision that I have for the future of Junction City is one that is bright, vibrant, and most importantly thriving.&nbsp;&nbsp;I envision a place where the people who are born here are proud to say they’re from here and the ones who come here (like myself) make this their permanent residence. A place where businesses both small and large are not just surviving but succeeding on a level that inspires others. Where streets are fixed/cleaned, sidewalks are repaired, and unsafe structures are demolished or restored for proper use. I have a vision for getting us back to common sense government, unity in the leadership groups, and giving the community a safe haven to speak up and voice their opinions.

I believe the biggest priorities that need to be addressed are one, the truancy and discipline issues going on with our children. Two, the drug and homelessness epidemic plaguing our city. Three, the debt that still needs to be paid while creating a plan for staying out of debt and never making the same decisions to lead us back down that path. I also believe we have to give the community their voice back.

The changes that I believe need to be made is getting back to common sense government, doing what’s best for the entire city and not just one group or certain groups of individuals, also giving the people a say in the decisions being made. With that being said we have to appoint the right people with the right motives to the appropriate positions. I would implement this by holding public community forums, opening up the floor for dialogue at townhall meetings, and having referendums on political decisions/question.

There are a few solutions I propose for paying off the debt. These solutions include sticking to a strict budget while continuing to implement the plan already set to pay debt off. Prioritizing debt payments by allocating a significant portion of the budget to pay of the debt. Also, economic development to encourage economic growth, job creation, and increase revenue to bring in more tax dollars and decrease reliance on debt.

When it comes to the Taylor Road Interchange, I definitely want to see growth and expansion of our city in the future. As for now I believe that we need to focus on fixing/improving our current city’s conditions. Such as repairing our streets including potholes, cracks, and divots. Our sidewalks need work in certain areas of the city as well. Also, we have to address the unsafe structures, either demolish and rebuild or repair and reestablish them. I believe we need to maintain what we have already before adding more to our plate.

My approach to landowners on Taylor Road would be to present them with an offer that includes a proper plan drawn off of extensive knowledge and research allowing them to make a calculated decision. This offer would benefit the entire city and not a certain group of individuals. If their answer is still the same, then I would try to come up with a better agreement or simply just honor the decision.

The slaughterhouse situation is one of those deals that I believe needs to be brought to a referendum. I am a firm believer in doing what’s best for the community as a whole. With that being said the community needs to have a say in this decision as well as others.

I would include the public by having open discussions at the commission meetings allowing for dialogue between commissioners and the citizens. These discussions would not be exclusive to the public comment section but other matters as well so that the people understand what is going on and can give their opinion on matters.&nbsp;&nbsp;This would also allow city officials to give feedback and answer any questions proposed by the public to the best of their ability. As mentioned earlier I would also implement referendums that allow voting on plans, decisions, and issues in our community.

Junction City Commission Candidates air their views

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, began November 1 and remains in effect through March 31.

While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.

The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.

The Junction City Blue Jay football team will travel to Topeka to take on Washburn Rural in the second round of the playoffs on Friday night.

Both teams had home games in the first round of the playoffs and both teams defeated Wichita schools. Junction City defeated Wichita Heights 27-18 in round one of the playoffs last week, while Washburn Rural defeated Wichita North 48-7.

The Blue Jays and Junior Blues will face each other for the second time this season. Washburn Rural won the first matchup  28-7 back on September 29th at Blue Jay Stadium. Despite the 21-point victory for the Junior Blues, Junction City had more offensive plays, more offensive yards, and more first downs in the game as well.

Washburn Rural's offense only scored one touchdown on the night. The other three scores came off Junction City miscues or a great play by the Junior Blue defense and special teams units. Junction City attempted to punt out of their endzone, but the ball was dropped and recovered by Washburn Rural for a touchdown. Another score came off a blocked punt scoop-and-score in the third quarter. Lastly, to cap off the game, the Junior Blues sacked Junction City quarterback Brock Bazan and Rurals JC Heim scooped the football and ran it in for a 78-yard touchdown.

Junction City head football coach Randall Zimmerman described that just a couple of plays described that first meeting between the two teams. “We always tell our kids that in every football game, especially close games, you can point to five or six different plays that affect the outcome,” Zimmerman said. “Washburn Rural is tough enough. We cannot compete against Washburn Rural and ourselves. That has been our theme all year long. We had a great week of practice, and I look forward to getting this thing kicked off."

Tom Brungardt is seeking election to the USD 475 Board of Education. 

Brungardt is a retired history and government teacher, and served two terms on the school board.&nbsp; He believes there is a problem involving not having enough teachers in the district, where where are 35 of them in classrooms who are not fully licensed. Some are student teachers in classrooms "without a cooperating teacher." There are others that are fully licensed but are not teaching in their subject matter area. "They are not teaching in the area of endorsement on their license. So we have a problem attracting people and retaining those people. We have a retention problem in our district and that's why I am running to try to solve that problem."

Brungardt noted that some have left the district and have gone to other places to teach or become an administrator even though they have a lower salary than they had in USD 475. They left this district and went someplace else. "That means there's something structurally wrong." He added that teachers can be attracted with the USD 475 salary schedule.

"Once you get them here you have to treat them in a way that they want to stay here. That's not being done." Brungardt added that there is a problem with morale in the District, and noted that morale is everything.

"If you want experience, passion and dedication to the school board, I believe in our teachers and administration and most importantly our students. I would like to continue the great programs that we have done."

We are running the candidate comments the next few days. Thursday the candidate is Richard Pinaire.

Richard Pinaire said his number one priority will be to seek a change in the form of city government from a city manager form to an elected mayor form with five commission districts divided based on population, as opposed to at-large elections. A change in the form of government would require a vote of the people by referendum sponsored by a majority vote of the commission or a petition from the people.

Pinaire said that items that need to be addressed include:

Replacement of curbs and sidewalks from Grant Avenue to 10th Street.

Curbs on city streets are full of debris and grass at various locations in Junction City.

Provide city services to the residents who have had their property annexed by the City who have never been provided city water or sewer services over the past 17 years, specifically including, but not limited to those residences along Old 40 and Spring Valley Road that were annexed almost 17 years ago.

If authorized by law, remove the obstacles from the streets which are an impediment to the flow of traffic which have never been there for the entire history of the community.

Become more responsive and transparent to the citizens at city commission meetings.

Maintain city parking facilities; i.e.. the parking lot located at the corner of 9th and Washington Streets which has been neglected this summer.

Consider implementing a Youth Employment Program in the summer to paint various city facilities including bathrooms in the parks and possibly mowing services in the parks and other public right-of-way.

Provide a more receptive attitude towards investors who want to renovate houses and buildings who seek to purchase property in Junction City, including those who want to do so who come from within the community, as well as those who do not live in Junction City who want to do so within the community.

Hold a public referendum for a vote of the people regarding changing the form of government to elect a full-time mayor to serve as the CEO of Junction City and create five separate commission districts within the city based upon population of approximately 5,000 citizens each.

Hold a public referendum for a vote of the people to determine whether or not the citizens want to borrow additional money to fund the extension of city streets, water and sewer lines to the slaughterhouse and .or to engage additional borrowing to finance any matching funds needed to construct an interchange.

Maintain the Montgomery Plaza fountain, including replacing the missing letters which are missing on the north and south side of the fountain regarding the name of Junction City.

Paint all of the faded curbs and handicap parking spaces throughout the City.

Cut down the dead trees on City property on Grant Avenue to include the three dead trees adjacent to Bramlage Park on Grant Avenue.

Approximately 80 people attended a Junction City Commission candidate forum where they were asked questions.&nbsp; The forum at the Geary County 4-H / Senior Center was organized by Christy Upham for an Informed Citizens of Geary County group.We are running the candidate comments the next few days. Junction City Commission candidates air their views

JUNCTION CITY, Kan.&nbsp;– The USD 475 Board of Education recently authorized the district to start construction on a new Early Childhood Center during the 2023-24 school year.“I am very excited about the decision to move forward with a new Early Childhood Center. This will allow us to continue to grow as a program and provide early intervention to more students, which will benefit our students, families, and community,” said Amber Cook, Early Childhood Center Principal.

The facility, which will be built at 820 North Eisenhower Drive, will feature 24 classrooms, and will allow for more space for students and staff for collaboration, professional development and community outreach. It will also allow for the district to open space in classrooms in each of its Junction City elementary schools, while helping grow and improve the early childhood program in USD 475.“I am thrilled that we will have a new Early Childhood Center soon, so we are able to offer a high-quality pre-school experience to our community’s children. The new center will not only allow us to expand our program, but also improve the services we offer,” said Stephanie Waterman, Early Childhood Program Coordinator.&nbsp;

The early childhood program offers educational services through a variety of programs for children ages three through five at no cost to families. USD 475 serves children with identified developmental needs and typically developing pre-school age children by utilizing research-based instructional programs.&nbsp;“We are grateful for the spaces that we have been allowed to use throughout the district, however utilizing facilities and classrooms that were not intended for our young learners does present a variety of challenges. The new center will be intentionally designed and built for our students and the specialized services we provide,” said Waterman. In addition to the center’s classrooms being led by state-licensed staff, the USD 475 Early Childhood Program has specialized staff available to support the unique developmental and learning needs of children included in the program. The specialized staff includes English Language Learner personnel to support bilingual learners, speech and language therapists, motor therapists, social workers, and special education teachers.&nbsp;

The Early Childhood Center, which currently sits off Elmdale Avenue in Junction City, moved from 14 to 15 classrooms at the beginning of the 2023 school year because of the growth in the number of early childhood students in the district. Each classroom serves two half-day sessions and is fully staffed. ECC staff is currently on year two of the implementation of structured teaching, allowing small group and individualized instruction of students to be met more effectively.&nbsp; This has included training and professional development for para-educators.
