The 29th of March was National Vietnam War Veterans Day, a day to honor 
all veterans of the conflict, including those who prisoners of war or 
were reported missing in action. 
According to the United States of America Vietnam War Commemoration, 
March 29 was chosen by the U.S. Military Assistance Command, Vietnam was
 disestablished, and the day the last U.S. combat troops departed 
Vietnam in 1973. The Vietnam War Commemoration was authorized by 
Congress, established under the Secretary of Defense and launched by 
President Barack Obama in 2012. 
On this day, Americans celebrate individuals who, despite their personal
 convictions or obligations to their families, enlisted in the military 
and gave their lives in service to their country when it needed them 
most. According to the Vietnam Veterans of America, Chapter 310, more 
than 2.7 million Americans served in Vietnam. 
The federal government committed to collaborating with local communities
 and organizations to honor and remember the more than 58,000 patriots 
who gave their lives in service to their country throughout a 13-year 
period. 
“Every service member of the Vietnam generation should know that their 
sacrifices mattered and that their service made a difference,” said 
Jermaine Wilson, General Manager, Fort Riley Army and Air Force Exchange
 Service. “To the families, caregivers and survivors of the more than 
58,000 service members whose names are memorialized in black granite, we
 pledge to never forget the eternal sacrifice of your loved ones and 
what you have sacrificed for the Nation. To the families of the over 
1,500 service members who remain missing and unaccounted for, know that 
our Nation's efforts to bring them home will never stop.”

March 29, 2023, Fort Riley Garrison Commander, Col. Michael Foote and 
Garrison Command Sgt. Maj., Jason Poulin, paid tribute to local Vietnam 
veterans who were attended a commemoration hosted at the Fort Riley Main
 Exchange. 
“I trust that all of us gathered here today already know that freedom 
isn’t free,” Foote said. “It’s up to us to make sure that our nation 
never forgets and never takes for granted the sacrifices of those who 
have served this great country.” 
The Vietnam veterans received tribute from the Fort Riley Garrison 
Command Team, Fort Riley Exchange staff and local community members.

50-year commemoration: A day to honor those who served in Vietnam

MANHATTAN — Won Min Park, assistant professor in the <a href="https://che.k-state.edu/">Tim Taylor Department of Chemical Engineering</a>
 at Kansas State University, has received a $550,000 National Science 
Foundation Faculty Early Career Development Program award, known as a 
CAREER award, to develop a simple, modular and versatile technology to 
direct the folding and assembly of protein biomaterials using a 
molecular version of origami. The five-year project, "CAREER: 
Modular Protein Origami to Building Genetically Programmable 
Biomaterials," will study the genetic programming of complex 
functionalities into the biomaterials created from this process and 
assess their capabilities in solving challenging and unique engineering 
problems.

"Protein origami is a method of creating shapes by folding and 
assembling engineered protein building blocks," Park said. "This process
 focuses on doing a molecular version of origami at the nanometer scale,
 using the modular tools of biological molecules such as proteins."

Park said the project also aims to produce educational activities that will train students in protein biomaterials engineering.

"The technology of modular protein origami will create 
next-generation tools for the advancements in biomanufacturing and 
health care," he said. "Additionally, the educational plans will 
contribute to producing students with multidisciplinary mindsets at the 
interface of engineering, biology and materials science."

K-State chemical engineer Won Min Park receives NSF CAREER award

The Dorothy Bramlage Public Library is seeking public input on a proposed new library and asking resident what they would like to see in a new space.

The library is in the process of attempting to procure the funds for a new facility in the Junction City / Fort Riley / Geary County area.

Junction City library seeking public input on proposed new space

“Nothing changes if nothing changes.”&nbsp;

That quote was cited by K-State sportswriter D. Scott Fritchen in an article about a young ballplayer who used the transfer portal and became an impact player at her new school. The young player posted that quote on her mirror to remind herself that sometimes we have to make a change if we are to better our situation.&nbsp;

Is this true for communities as well? Today we’ll meet another woman who has been a leading force for positive change in her community.&nbsp;&nbsp;&nbsp;

Carolyn Dunn is president of the Stafford County Port Authority and past director of economic development in Stafford County. She has seen change firsthand.&nbsp;

Dunn grew up on a farm near the rural community of Ottawa, population 12,625 people. Now, that’s rural. She studied agricultural economics at K-State and worked in Washington, D.C. before meeting and marrying Brian Dunn and moving back to his farm in Stafford County, Kansas.&nbsp;

By 2011, she was the mother of three boys and serving on the local school board. 

“We were talking about declining enrollments,” Dunn said. “I commented that we didn’t even have an economic development program in the county and we need one.”&nbsp;

She was also consulting on a Kansas Farm Bureau project to assist three other rural communities in the state. “I asked myself, `Why am I working on these other towns when we need this here?’”&nbsp;&nbsp;Dunn said.&nbsp;

Stafford County Farm Bureau approached the county commissioners and pledged to commit funds if the county would create a full-time economic development director position. They did so. Dunn took the job.&nbsp;

In 2019, a crisis hit the Stafford County community of St. John: Dillons closed the only grocery store in town. “The immediate thought was, we need somebody else to come in and run that (same) store,” Dunn said. The city established a committee of citizens to consider the matter.&nbsp;

“To their credit, the committee stepped back to look at the big picture,” Dunn said. More alternatives were considered. An outside consultant provided input.&nbsp;

A study concluded that rather than reopening the cramped store downtown, a new, more spacious highway location would be more successful.&nbsp;&nbsp;After all, nothing changes if nothing changes.&nbsp;

Ultimately, Stafford County Economic Development built a new building near the highway and rented the space to White’s Foodliner, which operates the grocery store today. Space is also rented to Stafford County Drug, which operates a pharmacy.&nbsp;

“We needed more space to sell more things, especially those things that the consumer wants today, such as a deli,” Dunn said. Fuel pumps were also added, including ethanol pumps with support from Kansas Corn Commission.&nbsp;

“This was a $3.8 million project,” Dunn said. Talk about a heavy lift.&nbsp;

“Fourteen different sources of financing went into the project, including loans and grants,” she said. “We used a tax increment financing district so the city didn’t have to raise taxes to do this.”&nbsp;

“The president of the economic development board at the time was a 26-year-old young professional,” Dunn said. “As he was signing these two million dollar loan documents, I felt proud that he was stepping into this leadership role at such a young age.”&nbsp;

The store is doing well, but that is not the only accomplishment in Dunn’s eyes.&nbsp;

“The grocery store is important, and it could be a template for other rural communities,” she said. “The schools say you can’t recruit teachers without a store in town, for example, but I think it goes deeper than that. (Accomplishing this project) shifted our mentality. It told us that we could do bigger, harder things.”&nbsp;

Now That’s Rural: Carolyn Dunn, rural grocer

Red flag warnings are in effect in the Flint Hills region Friday as the National Weather Service in Topeka is warning of a very high fire danger.

A red flag warning has been issued for Geary and Riley counties from noon to 8 p.m.Saturday.

Skies will remain sunny and clear, with a 5 to 15 mph south wind. That wind will pick up Saturday, sustained at 10 to 15 mph and gusting to 25 mph.

Highs through the weekend will be in the upper-60s to low-70s. BY Tuesday, the high temperature is expected to be near 80 degrees.

There is a 40 percent chance of showers or thunderstorms in the early morning hours Monday, the only precipitation in the long-term forecast.

UPDATE: Red flag warning extended to Riley, Geary counties

TOPEKA — The Kansas Department of Health and Environment is issuing an air quality advisory for the Flint Hill region, through Manhattan toward Nebraska.

The computer models use fire data and current weather conditions to predict the potential contribution of smoke to downwind air quality problems.

Modeling has predicted conditions will worsen because of existing smoke combined with weather inversion patterns starting at 10 p.m. - 10 a.m. with a brief reprieve possible between noon and 5 p.m. and may continue for several days. The advisory took effect on April 7 for central and north-central counties in Kansas due to smoke from the Flint Hill seasonal burning between Topeka, Manhattan, and Salina, Kansas. When human health impacts are reduced, KDHE will rescind the advisory.

KDHE reminds Kansans that March and April are when large areas of the state’s rangelands are burned, especially within the Flint Hills. These burns help preserve the tallgrass prairie ecosystem, control invasive species, reduce woody encroachment from species such as Eastern Red Cedar, and provide better forage for cattle. Prescribed burning also reduces the risk of wildfires and effectively manages rangeland resources. Smoke from the burns can influence the air quality of downwind areas.

Smoke management techniques are vital to reduce air quality and health impacts for the most vulnerable individuals, including those with respiratory issues, pre-existing heart or lung diseases, children, and the elderly.

“Because air quality levels can change quickly, we are asking people to remain vigilant,”&nbsp;Doug Watson, meteorologist, said. “Prescribed burns release large amounts of particulate matter and other pollutants that can form ozone. Particulate matter and ozone can cause health problems, even in healthy individuals.”

Common health problems include burning eyes, runny nose, coughing, and illnesses such as bronchitis.

The computer models use fire data and current weather conditions to predict the potential contribution of smoke to downwind air quality problems.Modeling has predicted conditions will worsen because of existing smoke combined with weather inversion patterns starting at 10 p.m. - 10 a.m. with a brief reprieve possible between noon and 5 p.m. and may continue for several days. The advisory took effect on April 7 for central and north-central counties in Kansas due to smoke from the Flint Hill seasonal burning between Topeka, Manhattan, and Salina, Kansas. When human health impacts are reduced, KDHE will rescind the advisory.<figure>

 </figure>KDHE reminds Kansans that March and April are when large areas of the state’s rangelands are burned, especially within the Flint Hills. These burns help preserve the tallgrass prairie ecosystem, control invasive species, reduce woody encroachment from species such as Eastern Red Cedar, and provide better forage for cattle. Prescribed burning also reduces the risk of wildfires and effectively manages rangeland resources. Smoke from the burns can influence the air quality of downwind areas.Smoke management techniques are vital to reduce air quality and health impacts for the most vulnerable individuals, including those with respiratory issues, pre-existing heart or lung diseases, children, and the elderly.“Because air quality levels can change quickly, we are asking people to remain vigilant,”&nbsp;Doug Watson, meteorologist, said. “Prescribed burns release large amounts of particulate matter and other pollutants that can form ozone. Particulate matter and ozone can cause health problems, even in healthy individuals.”Common health problems include burning eyes, runny nose, coughing, and illnesses such as bronchitis.If individuals live or have activities near these areas, they can take these steps to protect themselves when smoke is present:<ul>

ABILENE — Julie Roller Weeks, Abilene Convention and Visitors Bureau director was recently named to&nbsp;Ingram’s Magazine’s&nbsp;list of&nbsp;50 Kansans You Should Know.

According to the magazine’s March 2023 edition, from agriculture and aviation to zoonotic-disease research, Kansas is awash with companies, universities and non-profit organizations that are pushing the state’s economy forward. In doing so, they elevate the quality of life for nearly 3 million residents. Kansas, it’s been said, is small enough for everyone to know everyone else. Obviously, not true. But here are 50 people who, if you don’t know them, you should know about, because in many ways, they are touching your life today.

Julie Roller Weeks,&nbsp;Abilene Convention &amp; Visitors Bureau, Abilene Although she calls herself a “proud ruby-sneaker-wearing Kansan,” Julie Roller Weeks knows the state has a lot more to offer than just Dorothy and Toto. “We have so many stories to tell,” she said. “Tourism is the most rewarding because all economic development activities start with a visit. Tourism is a value-add to communities, and my goal is to generate economic growth in Abilene through tourism.”

Originally from nearby Woodbine in Dickinson County, she earned her journalism and mass communication degree from Kansas State, then immediately began working to promote Kansas communities—serving as a Main Street director in Augusta, working in economic development in Pottawatomie County, and marketing Kansas products for the Department of Agriculture in Manhattan. Now, she’s back in her home county and leading Abilene’s convention visitors office, a task abetted by the presence of a presidential library. She’s helping the town garner increasingly noteworthy national attention: Destination of the Year by the Midwest Travel Network, Best Historic Small Town by USA TODAY, Friendliest Small Town in the U.S. by&nbsp;TravelAwaits, Best Small Town to Visit by Smithsonian Magazine, and many others. “From Eisenhower to the Chisholm Trail, worldwide entrepreneurs, incredible architecture … we are rich with attractions,” she said. “The goal is to keep Abilene’s name front of mind as a community that’s doing great things. Just before 2p.m. Thursday, officers filed a report for theft in the 1100 block of Central Park Road in Manhattan, according to the Riley County Police Department activity report.

&nbsp;The City of Manhattan reported catalytic converters from two City vehicles were cut off and stolen. The estimated total loss associated with this case is approximately $3,000.&nbsp;

MANHATTAN — Kansas State University's Silver Key Sophomore Honorary recently inducted 43 new members into the 2023-2024 cohort.&nbsp;

Junction City student inducted into K-State Silver Key

JUNCTION CITY - Starting on Monday, April 10th, the Junction City Fire Department will begin the annual process of fire hydrant testing.

The hydrants throughout the city will be tested to ensure they continue to be operable and are able to produce the required water pressure to supply water for firefighting.

Hydrant testing will be conducted during normal operational hours.

During testing residents may notice temporary discoloration of water which can be cleared up by running water through the faucets in the house for a couple minutes.

Hydrant testing ensures firefighters will have water pressure needed to fight fires to protect the homes and businesses in Junction City, but it is also used as an evaluation indicator by the Insurance Services Organization, which rates cities according to the fire protection they are able to offer the community.

In 2023, the following areas will have hydrants tested:

1st concentration – Zone 203: 1900 block of Thompson Dr to 2200 block and Everything from Lydia Ln to the North

2nd concentration – Zone 212: Everything South of Liberty Hall Rd to Elm Creek and South Spring Valley Rd 800 block to 1500 block

3rd concentration – Zone 213: South Spring Valley Rd 800 block to 1800 block East to Valley View Dr. and West Ash 1700-1250 block South to 1800 block of Caroline Ave.

4th concentration – Zone 215: 2100 block of South Spring Valley Rd to Smokey Hill Rd.  and everything East to 1400 Block of Goldenbelt Blvd.

FORT RILEY - On Thursday, April 6th, a prescribed burn will be conducted by Fort Riley Fire and Emergency Services, along with the Fort Riley Environmental Division.

The prescribed burn will be along the eastern edge of the installation, and is expected to begin around noon.

The burn is part of the 2023 spring burn plan in an on-post area northwest of the Manhattan Regional Airport.

Smoke will be visible around the Fort Riley, Manhattan and Junction City area.

Areas west of Manhattan, including Wildcat Creek Road can expect smoke to impact visibility in the area until winds shift to the south in the evening.

Fort Riley prescribed burn to begin Thurs. at noon

MANHATTAN — Registration is now open for the&nbsp;<a href="https://www.usd383.org/community/summer-learning">Summer STEM Institute</a>, a collaboration between Manhattan-Ogden USD 383 and Kansas State University's&nbsp;<a href="https://coe.k-state.edu/">College of Education</a>&nbsp;that brings approximately 325 middle schoolers to the K-State campus to experience the wonders of science, technology, engineering and math. The Summer STEM Institute, in its 13th year, provides engaging, hands-on learning for students. Enrollment is open to students in fifth through eighth grade during the 2022-23 school year. Sessions are from 8:30 to 11:30 a.m. Monday through Thursday June 5-8, June 12-15 and June 19-22 and are based at the College of Education in Bluemont Hall at K-State. The institute will offer approximately 25 session topics — several of which are new — including Digital Designs with Canva Creativity, History Hunter, Board Game Madness: Probability is Everywhere and Math Walk. Plus, some favorites return, including Drones and Coding of Spheros, CSI, Music Exploration in a Digital World, Vet Med and Explore Manhattan. "We're excited to offer such creative classes this summer," said Paula Hough, executive director of teaching and learning for USD 383. "Each summer, we try to bring back popular classes plus add some new topics to keep it engaging. This summer, our teachers are providing outstanding options that we believe will provide some great activities for students." Lori Goodson, College of Education assistant professor of curriculum and instruction and STEAM coordinator, said K-State preservice teachers support the institute as part of their Core Teaching Skills class. The course is co-taught by Goodson and Kaylee Myers, instructor. "The program not only offers exciting classes for the middle schoolers, but it also provides an opportunity for our preservice teachers to gain quality experience working with students and collaborating with some of the local district's top classroom teachers," Goodson said. The institute concludes with a STEM Showcase on June 23, International Women in Engineering Day. The showcase begins with the inaugural address of the Roger and Liz STEM Lecture Series presented by Cindy Wallis-Lage, retired executive from Black &amp; Veatch. MANHATTAN — More than 50 Soldiers crossed the threshold from junior enlisted to 
noncommissioned officer during an induction ceremony hosted by the 1st 
Infantry Division at Kansas State University Alumni Center on March 23. 
The ceremony, led by U.S. Army Command Sgt. Maj. Christopher L. 
Mullinax, the command sergeant major of the 1st Infantry Division and 
Fort Riley, highlighted the achievement, responsibilities, and honor of 
joining the corps of the noncommissioned officer. 
"There must be trust which doesn't happen overnight," said Mullinax. 
"With every decision you make, you must always be sincere. Take the time
 to explain the 'why' to your Soldiers. Put their needs above your own; 
be truly selfless."

The ceremony started with first sergeants from across the Division 
lighting the "NCO" candles. These candles represent the noncommissioned 
officer corps’ past, present, and future. 
Staff Sgt. Jesus Espinosa, an Army internment/resettlement specialist 
and drill sergeant assigned to C. Co., 701st Military Police Battalion, 
14th Military Police Brigade, Fort Leonard Wood, Missouri, participated 
in the ceremony as the Drill Sergeant on duty. He set the table of the 
fallen Soldiers and led the NCOs in drill and ceremony from the start of
 the ceremony and thru The Creed of the Noncommissioned Officer. 
"Whether it's a small or big task doesn't matter," Espinosa said. "Be 
the team leader you wish you had and take care of people." 
Four Soldiers took the stage to ask “The Soldier's Request” from the 
newly inducted noncommissioned officers, asking for not just a boss but 
leaders that will provide guidance, mentorship, leadership, and tools 
required to complete the Army's mission.

Before the NCOs could walk through the NCO arch, marking their official 
initiation to the NCO Corps, Mullinax issued the NCO Charge. The newly 
inducted NCOs then raised their right hands and recited the words 
denoting their acceptance of the duties and responsibilities of the NCO.
 Then in unison, they recited the words of The Creed of the 
Noncommissioned Officer. 
The NCO Creed not only represents the yardstick by which NCOs can 
measure themselves, but it is also a continuous reinforcement of the 
values of the noncommissioned officer corps.

Following the charge and the creed, each NCO walked through an archway 
beneath crossed sabers denoting their official transition from follower 
to leader. In doing so, they accepted their position as mentors and role
 models for those they lead. 
“It’s an honor to be a part of something like this; I’ve heard of them 
before but rarely seen or have known anyone to be involved. It’s really 
an honor to be selected to participate in something like this,” said 
Cpl. Karturriegel Eagle, an NCO inductee from 1st Division Sustainment 
Brigade. 
NCOs are responsible for being competent, accomplishing their mission, 
and ensuring the welfare of their Soldiers. They are technically and 
tactically proficient and place their Soldiers' needs above their own. 
“I never experienced anything like this coming up in the Army,” Espinosa
 said. “Being here and seeing the amount of attention and importance the
 Big Red One is giving these new noncommissioned officers are amazing.”&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;

 </figure>Before the NCOs could walk through the NCO arch, marking their official 
initiation to the NCO Corps, Mullinax issued the NCO Charge. The newly 
inducted NCOs then raised their right hands and recited the words 
denoting their acceptance of the duties and responsibilities of the NCO.
 Then in unison, they recited the words of The Creed of the 
Noncommissioned Officer. 
The NCO Creed not only represents the yardstick by which NCOs can 
measure themselves, but it is also a continuous reinforcement of the 
values of the noncommissioned officer corps.<figure>

 </figure>Following the charge and the creed, each NCO walked through an archway 
beneath crossed sabers denoting their official transition from follower 
to leader. In doing so, they accepted their position as mentors and role
 models for those they lead. 
“It’s an honor to be a part of something like this; I’ve heard of them 
before but rarely seen or have known anyone to be involved. It’s really 
an honor to be selected to participate in something like this,” said 
Cpl. Karturriegel Eagle, an NCO inductee from 1st Division Sustainment 
Brigade. 
NCOs are responsible for being competent, accomplishing their mission, 
and ensuring the welfare of their Soldiers. They are technically and 
tactically proficient and place their Soldiers' needs above their own. 
“I never experienced anything like this coming up in the Army,” Espinosa
 said. “Being here and seeing the amount of attention and importance the
 Big Red One is giving these new noncommissioned officers are amazing.”&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<figure>

1ID welcomes new NCOs during induction ceremony

MANHATTAN — <a href="https://www.k-state.edu/chem/about/people/faculty/gadzikwa/">Tendai Gadzikwa</a>, assistant professor of <a href="https://www.k-state.edu/chem/">chemistry</a>
 in the College of Arts and Sciences at Kansas State University, has 
received a $779,556 National Science Foundation Faculty Early Career 
Development Program award, known as a CAREER award, to study molecular 
reactions in confined spaces with the goal of designing more efficient 
catalysts. According to Gadzikwa, the development of new 
catalysts is integral to the sustainability goals of the chemical 
industry. Catalysts accelerate reactions, minimize unwanted products and
 facilitate more direct routes to chemical products. They also reduce 
energy consumption, environmental waste and expenses related to 
synthesizing pharmaceuticals, agrochemicals, infrastructure materials 
and more.&nbsp;

Gadzikwa's lab studies, designs and synthesizes materials known as 
metal-organic frameworks, or MOFs. Their physical and chemical 
structures are modeled after the active sites of enzymes, which are the 
most efficient catalysts known to researchers.

"These porous materials have nanoscale cavities decorated with 
several chemical functionalities, and when molecules are confined in 
such spaces, they can exhibit surprising reactivity," said Gadzikwa, who
 will be promoted to associate professor in July.

The project, "CAREER: Confinement Effects and Emergent Behavior in 
Multifunctional MOF-Based Catalysts," aims to better understand these 
confinement effects and the molecular origins of the unexpected behavior
 and then to design and construct more efficient catalysts.&nbsp;

Trevor Hefley, associate professor of statistics and consulting 
faculty at the K-State Statistical Consulting Lab, will collaborate on 
advanced statistical analysis of experiment results.

The award will also support outreach efforts of the K-State student 
chapter of the National Organization for the Professional Advancement of
 Black Chemists and Chemical Engineers. Established in 2020 by Gadzikwa,
 who serves as its faculty advisor, the chapter is one of only two in 
the Great Plains region.&nbsp;

"I am very excited about Tendai's CAREER award, which reflects the 
chemistry community's high regard for her proposed research," said Chris
 Culbertson, interim dean of the College of Arts and Sciences. "Awards 
like these not only propel state-of-the-art research but also support 
the training of undergraduate and graduate students, allowing us to

The Kansas Insurance Department's Mobile Office will be in downtown Junction City to answer residents' insurance questions.

The session is scheduled for noon to 2 p.m. April 10 at Six on Sixth, 602 N. Washington.

Big turnout for weekend car show at Junction City High

After waking to below-freezing temperatures Wednesday in the Flint Hills, the National Weather Service in Topeka is predicting a return to spring is right around the corner.

The NWS is calling for clear, sunny skies well into next week as the mercury begins to rise. After a high in the low- to mid-50s Wednesday, a high of 60 is expected Thursday, rising to the low- to upper-70s through the weekend.

By Monday, a high in the mid-80s is expected, with forecasters calling for the high Tuesday to hit 90.

There is no precipitation in the long-term forecast.

NWS: Warm, dry weekend on the way for Flint Hills

The Defense Department issued a new policy to provide 12 weeks of paid, non-chargeable parental leave to service members who have a child through birth, adoption or a long-term foster care placement of at least 24 months.

These 12 weeks of parental leave, which became effective Dec. 27, come in addition to authorized convalescent leave for service members who give birth.

"This initiative supports the well-being and work-life balance of our military families," according to a&nbsp;<a href="https://www.defense.gov/News/Releases/Release/Article/3338023/dod-announces-six-new-measures-to-enhance-well-being-of-military-force-and-thei/">DOD press release on March 22</a>.&nbsp;

Senior Enlisted Advisor to the Chairman Ramón Colón-López said DOD is taking action based on feedback from service members. &nbsp;

"As we receive feedback from our force, we continue to take immediate
 actions to answer their needs as they stand poised to answer their 
nation's call. This is one of many initiatives the department will 
continue to address, and it will not be the last. Our people deserve the
 best care to ensure they and their families are resilient in the 
conduct of our mission," he said.&nbsp;

According to DOD guidance, active-duty service members and Reserve 
members on active duty for more than 12 consecutive months are covered 
by the new policy.

Convalescent leave may be authorized for recovery of the birth parent
 if such leave is specifically recommended, in writing, by the health 
care provider of the birth parent to address a diagnosed medical 
condition and is approved by the birth parent's unit commander. The 
length of the convalescent leave is no longer prescribed in the parental
 leave policy and will be determined on an individual basis, according 
to the guidance.

Birth parents may take 12 weeks of parental leave after they complete the period of convalescent leave, the guidance states.

Parental leave —&nbsp;not convalescent leave —&nbsp;may be taken in multiple, 
nonconsecutive increments of at least one week, subject to command 
approval and mission requirements. Previously, parental leave was to be 
taken in a single, continuous increment.&nbsp;

Parental leave must be used within one year of a qualifying event or 
by the date of separation from active duty, whichever occurs first. The 
new policy creates occasions for exceptions to this limitation, such as 
when attending in-residence professional military education for a 
consecutive period of 90 or more days, performing temporary duty of 90 
or more consecutive days, etc. Unused parental leave is forfeited after 
one year unless an exception is authorized or upon separation from 
active duty, according to the guidance.

Service members who were on maternity convalescent leave or caregiver
 leave prior to Dec. 27, 2022, and who had unused maternity convalescent
 leave or caregiver leave remaining, are transitioned to leave under the
 new policy without any loss of benefit and receive the expanded 
benefit, the guidance states.

Birth parents in a maternity convalescent leave status continue in 
that status, if applicable, until the birth parent completes the 
approved period of maternity convalescent leave, and then are eligible 
for 12 weeks of parental leave. Service members on primary or secondary 
caregiver leave will have that leave extended to provide them with a 
total of 12 weeks of parental leave, the guidance states.&nbsp;

The transition from maternity convalescent leave and/or caregiver 
leave to the expanded parental leave is intended to occur without 
interruption. The guidance provided some examples:&nbsp;

A birth parent who receives six weeks of "maternity convalescent 
leave" will also receive 12 weeks of non-chargeable parental leave 
following birth, for a total of 18 weeks of non-chargeable leave.&nbsp;

A father on three weeks of secondary caregiver leave as of Dec. 27, 2022, will receive a total of 12 weeks of parental leave.&nbsp;

As of Feb. 1, 2023, all military services have published, detailed 
guidance on the required forms, approval authorities and the process to 
request leave under the new program. 

The following is an example of a soldier who plans to take parental leave.&nbsp;

On Aug. 3, Tara Redmond gave birth to George Henry Redmond in Prince Frederick, Maryland.&nbsp;

Husband and father Army Staff Sgt. Kent Redmond works in the Pentagon
 as a mass communications specialist. He said he was happy to hear about
 the policy change and has not yet used his parental leave.&nbsp;

The couple plans to use the parental leave well before Aug. 3, when 
it expires, he said, adding that the new policy provides flexibility for
 his family and for his work because it can be used in more than one 
segment of time.&nbsp;

Over the years, there were small, incremental changes to parental 
leave, he said. When their first child, Lucille Jane, 4, was born, only 
10 days of parental leave were authorized. A year later when John Terry 
was born, 14 days of parental leave were authorized.

Redmond, who has 16 years of service, said female soldiers he's known
 often chose to leave the Army to be with their newborns. He said he 
thinks this new policy will aid in retention, as well as recruitment.&nbsp;

Taking care of people is always good for increasing readiness of the force, he added.
