Pawnee Mental Health has announced the successful completion of the first year of its Mental Health Awareness Training (MHAT) grant, funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). In less than a year, the program has trained 1,042 community members, significantly impacting the community through various mental health initiatives aimed at fostering a more informed and resilient population.

This achievement comes through the organization’s efforts in providing essential training programs, including Mental Health First Aid, Question, Persuade and Refer (QPR), De-Escalation and Self-Care. The participation numbers highlight the community’s strong commitment to mental health awareness:

Guest Speaker, Dr. Sarah Robey, will virtually discuss Ike's famous "Atoms for Peace" speech. In December 1953, President Eisenhower spoke before the United Nations to unveil his vision for a peaceful nuclear future. This speech, known as the Atoms for Peace speech, pledged that the United States would commit its “entire heart and mind to finding the way by which the miraculous inventiveness of man shall not be dedicated to his death, but consecrated to his life.” Atoms for Peace led to a series of changes in nuclear policy and diplomacy, but what did it all mean to everyday Americans? This program will examine the historical context for Atoms for Peace and explore its impact on American life.

RILEY COUNTY —Law enforcement are investigating alleged theft by deception in Manhattan.

Just after 3:30p.m. Wednesday, officers filed a report of theft by deception and making false information in the 1100 block of Vattier Street, according to the Riley County Police Department activity report.

A 31-year-old man when&nbsp; reported a known subject fraudulently issued a lease to the victim and secured a deposit from him falsely. Total loss associated with this report is $1,500.

The traditional parade begins at 5:30 p.m. and runs on North Washington Street from 10th to 6th Street. Children of all ages and their parents can march behind the JCHS Marching Band. After the parade children can trick or treat at businesses along the parade route.

To participate in the parade meet on Washington between 10th and 9th Streets at 5:15 p.m.

Organizations planning to pass out candy need to register at www.jc.org/all-treats-day.

Also, the 12th Street Community Center is participating in All Treats Day on Oct 24 from 6-7:30 p.m. once again.&nbsp;

Geary County Emergency Management said that the National Weather Service in Topeka has issued a Red Flag Warning for gusty winds, low humidity, and dry fuels, which is ineffect from 11 AM to 8 PM CDT Thursday. 

South/southwest winds sustained between 20-30 mph with   gusts to 40 mph could occur. Humidity is forecast from 19-25 percent. Any fires that develop will likely spread rapidly.  Outdoor burning is not recommende

JUNCTION CITY, Kan.&nbsp;– Four Junction City High School culinary students were recently awarded ServSafe® Manager National Certification by passing a 90-question, multiple-choice managers exam.The ServSafe® Manager Certification verifies that a manager or person-in-charge has sufficient food safety knowledge to protect the public from foodborne illness. 

Earning certification were seniors Alexandra Lapinsky, Marcelo Payne, Abigail Pedlar and Jordis Serrano. By earning certification, the Blue Jays have now had at least four individuals claim national certification each of the last two years.&nbsp;In addition, Junction City High School also had a program record of 130 culinary students receive a 75% or higher on the ServSafe® Food Handler Examination to earn certification as a food handler. 

In the last two years alone, JCHS has combined to have 215 students claim certification as a food handler.&nbsp;The ServSafe® Food Handler Examination is a national certification program designed to teach safe handling practices to foodservice employees and others who handle and serve food to the public.

This year’s presidential campaign has featured shocking statements and dramatic moments, including two assassination attempts. More recently, former President Trump made alarming comments about “enemies within” that hint at the use of military force against his political opponents, while Vice President Harris is struggling with a reticence among men of color to vote for her. Despite all this, the election itself may come down to a far more traditional, pocketbook issue.

A&nbsp;<a target="_blank" href="https://www.bankrate.com/personal-finance/2024-election-and-the-economy-survey/?tpt=a">new Bankrate survey</a>&nbsp;shows that 41% of Americans are concerned about inflation.&nbsp; More generally,&nbsp;&nbsp;<a target="_blank" href="https://news.gallup.com/poll/651719/economy-important-issue-2024-presidential-vote.aspx">Gallup</a>&nbsp;finds that the economy is the top issue this year, with 52% of voters calling it “extremely important.”&nbsp;

Inflation&nbsp;<a target="_blank" href="https://www.stlouisfed.org/publications/page-one-economics/2023/08/25/the-rise-and-fall-of-inflation-during-the-early-2020s#:~:text=Economists%20suggested%20both%20supply%20and,and%20higher%20over%20this%20period.&amp;text=See%2C%20for%20example%2C%20the%20San,and%20continued%20acceleration%20in%20inflation.">surged after the covid pandemic</a>&nbsp;due a variety of factors including clogged supply chains, worker shortages, and pent-up consumer demand.&nbsp;&nbsp;<a target="_blank" href="https://mitsloan.mit.edu/ideas-made-to-matter/federal-spending-was-responsible-2022-spike-inflation-research-shows">One study by MIT researchers</a>&nbsp;found that federal spending was the biggest driver.&nbsp; This included stimulus checks and support for state governments. That spending also had positive effects, likely averting a recession and possibly even a depression.&nbsp; After their spike, inflation rates today are&nbsp;<a target="_blank" href="https://www.bankrate.com/banking/federal-reserve/latest-inflation-statistics/?tpt=a">back down to 2.4% annually,</a>&nbsp;a level last seen in February 2021.&nbsp; Most economists attribute this control primarily to the Federal Reserve’s policy of&nbsp;<a target="_blank" href="https://www.clevelandfed.org/center-for-inflation-research/inflation-101/why-does-the-fed-care-start">raising interest rates</a>.&nbsp; So, why are voters still upset?

First is the fact that controlling interest rates does not return prices to pre-inflationary levels.&nbsp; Instead, Fed policy has slowed the&nbsp;increase&nbsp;in prices, causing them to stabilize at a point that is 21.4% more expensive than before February 2020.&nbsp; The last time Americans experienced high inflation was in the 1970s. Many older Americans have forgotten, while many younger Americans were not around to experience it.&nbsp; Should the Fed keep going and fight inflation even harder– perhaps even starting a cycle of deflation?&nbsp; If they did, the result could be traumatic.&nbsp; When the Fed finally&nbsp;<a target="_blank" href="https://www.federalreservehistory.org/essays/great-inflation">brought inflation to heel in the early 1980s</a>, interest rates were far higher than they are now, unemployment was in the double digits, and the<a target="_blank" href="https://www.iowapbs.org/iowapathways/mypath/2422/farm-crisis-1980s">&nbsp;farm economy was absolutely devastated</a>.&nbsp; By contrast,<a target="_blank" href="https://fred.stlouisfed.org/series/LNS14000024">&nbsp;today’s unemployment rates</a>&nbsp;are historically low.

Americans are also, specifically concerned about housing.&nbsp; Post-pandemic&nbsp;<a target="_blank" href="https://www.goldmansachs.com/insights/articles/us-house-prices-are-forecast-to-rise-more-than-4-percent-next-year">demand for housing is surging</a>, but supply is not keeping up. Loosening up building restrictions and zoning codes seem like good answers, but the American system of government throws up a roadblock:&nbsp; state laws– including here in Kansas– delegate most of these regulations to local governments, creating a patchwork of codes and zoning laws that builders and rehabbers must navigate in order to create and rehabilitate more housing.&nbsp; The recent&nbsp;<a target="_blank" href="https://johnsoncountypost.com/2023/10/05/prairie-village-housing-timeline-214778/">rejection of Accessory Dwelling Units (ADUs) in Prairie Village</a>, and&nbsp;<a target="_blank" href="https://www.kshb.com/news/local-news/lenexa-city-council-votes-down-controversial-proposal-for-homeless-shelter-in-city">denial of rezoning for a homeless shelter in Lenexa</a>, are both examples of the Not In My Backyard (NIMBY) politics that keeps housing choices limited.&nbsp; In addition, when developers do move in, they often prefer to build upscale apartments or large, single-family units in exclusive neighborhoods where the profit margin is greatest, doing little to relieve the shortage of&nbsp;affordable&nbsp;homes.&nbsp; The&nbsp;<a target="_blank" href="https://immigrationforum.org/article/immigrant-construction-workers-in-the-united-states/">current anti-immigration political climate also contributes to the problem</a>&nbsp;by threatening to limit the number of workers in the construction industry.&nbsp; If Trump is elected and proceeds with plans for mass deportations, the problem will only worsen.&nbsp; Of course, immigrants need homes, too, but research shows that they contribute far more to&nbsp;lowering&nbsp;the cost of housing by working in construction, than they contribute to&nbsp;<a target="_blank" href="https://www.cbsnews.com/news/jd-vance-debate-immigration-housing-prices-real-estate-federal-reserve/#:~:text=Still%2C%20there%20is%20some%20evidence,but%20although%20a%20small%20one.">raising it through increased demand.</a>&nbsp;

That spending also had positive effects, likely averting a recession and possibly even a depression.&nbsp; After their spike, inflation rates today are&nbsp;<a target="_blank" href="https://www.bankrate.com/banking/federal-reserve/latest-inflation-statistics/?tpt=a">back down to 2.4% annually,</a>&nbsp;a level last seen in February 2021.&nbsp; Most economists attribute this control primarily to the Federal Reserve’s policy of&nbsp;<a target="_blank" href="https://www.clevelandfed.org/center-for-inflation-research/inflation-101/why-does-the-fed-care-start">raising interest rates</a>.&nbsp; So, why are voters still upset?First is the fact that controlling interest rates does not return prices to pre-inflationary levels.&nbsp; Instead, Fed policy has slowed the&nbsp;increase&nbsp;in prices, causing them to stabilize at a point that is 21.4% more expensive than before February 2020.&nbsp; The last time Americans experienced high inflation was in the 1970s. Many older Americans have forgotten, while many younger Americans were not around to experience it.&nbsp; Should the Fed keep going and fight inflation even harder– perhaps even starting a cycle of deflation?&nbsp; If they did, the result could be traumatic.&nbsp; When the Fed finally&nbsp;<a target="_blank" href="https://www.federalreservehistory.org/essays/great-inflation">brought inflation to heel in the early 1980s</a>, interest rates were far higher than they are now, unemployment was in the double digits, and the<a target="_blank" href="https://www.iowapbs.org/iowapathways/mypath/2422/farm-crisis-1980s">&nbsp;farm economy was absolutely devastated</a>.&nbsp; By contrast,<a target="_blank" href="https://fred.stlouisfed.org/series/LNS14000024">&nbsp;today’s unemployment rates</a>&nbsp;are historically low.Americans are also, specifically concerned about housing.&nbsp; Post-pandemic&nbsp;<a target="_blank" href="https://www.goldmansachs.com/insights/articles/us-house-prices-are-forecast-to-rise-more-than-4-percent-next-year">demand for housing is surging</a>, but supply is not keeping up. Loosening up building restrictions and zoning codes seem like good answers, but the American system of government throws up a roadblock:&nbsp; state laws– including here in Kansas– delegate most of these regulations to local governments, creating a patchwork of codes and zoning laws that builders and rehabbers must navigate in order to create and rehabilitate more housing.&nbsp; The recent&nbsp;<a target="_blank" href="https://johnsoncountypost.com/2023/10/05/prairie-village-housing-timeline-214778/">rejection of Accessory Dwelling Units (ADUs) in Prairie Village</a>, and&nbsp;<a target="_blank" href="https://www.kshb.com/news/local-news/lenexa-city-council-votes-down-controversial-proposal-for-homeless-shelter-in-city">denial of rezoning for a homeless shelter in Lenexa</a>, are both examples of the Not In My Backyard (NIMBY) politics that keeps housing choices limited.&nbsp; In addition, when developers do move in, they often prefer to build upscale apartments or large, single-family units in exclusive neighborhoods where the profit margin is greatest, doing little to relieve the shortage of&nbsp;affordable&nbsp;homes.&nbsp; The&nbsp;<a target="_blank" href="https://immigrationforum.org/article/immigrant-construction-workers-in-the-united-states/">current anti-immigration political climate also contributes to the problem</a>&nbsp;by threatening to limit the number of workers in the construction industry.&nbsp; If Trump is elected and proceeds with plans for mass deportations, the problem will only worsen.&nbsp; Of course, immigrants need homes, too, but research shows that they contribute far more to&nbsp;lowering&nbsp;the cost of housing by working in construction, than they contribute to&nbsp;<a target="_blank" href="https://www.cbsnews.com/news/jd-vance-debate-immigration-housing-prices-real-estate-federal-reserve/#:~:text=Still%2C%20there%20is%20some%20evidence,but%20although%20a%20small%20one.">raising it through increased demand.</a>&nbsp;Inflation is a tough problem.&nbsp; Prices are not going back to pre-pandemic levels–the cost of doing so is simply too high.&nbsp; Popular policies like exclusive NIMBY zoning and anti-immigration legislation make the problem worse.&nbsp; Having been confronted with high inflation for the first time since the early 1980s, Americans are now re-learning what to do–and what not to do–in response.&nbsp;

What is Really Going On With Inflation?

There will be a different route for the 29th annual Junction City Area Chamber of Commerce Christmas Parade on Nov. 29.&nbsp;

The staging area for the parade will be the parking lot of Konza Prairie Community Health Center on Grant Ave. The parade will proceed from Grant Ave. to North Washington Street. From there it will go south and end at 6th &amp; Washington. The parade will begin at 5:30 p.m.

A check with the Chamber of Commerce revealed the parking area used for staging in the past on the site of the former Junction City High School will not be available. That location is under construction for the new USD 475 Early Childhood Center. There is also construction currently under way on West 6th Street where past parades traveled, but that work is expected to be completed by the end of November.

Christmas Parade will follow a different route

Dr. Deb Gustafson, Associate Superintendent of Geary County USD 475 Schools, spoke to the JC Breakfast Optimist Club members Wednesday in Jim Clark’s Chevrolet showroom. She attended USD 475 schools for 12 years and graduated from Junction City High School. Dr. Gustafson has worked in the school district as a secretary, custodian, paraprofessional, teacher, principal and now is the Associate Superintendent.

“Education continually evolves and changes”, she said. “Nineteen seventy-seven was the first time computerized enrollment was used in the district. There was a large computer in the old Deever building at the corner of 8th and Eisenhower, in which punch cards had to be run to enroll students and make a schedule of classes. It is now possible to enroll students using a cellphone. There were no official enrollment days this year. Enrollment was done online. Counselors at the high school still checked student’s enrollment to be sure requirements for graduation were being met.

There are currently 7,300 students enrolled in USD 475, which is 50 students below the official count last year. However, there have been no cuts in staff and there are still challenges in trying to meet the needs of special needs students on Individualized Education Plans as well as those without a learning disability”, Dr. Gustafson said.

COVID changed education. Deb continued to share that “There was a mass exodus of teachers nationwide during that time period, but the numbers of teachers are starting to build back up again.” However, she believes it may take a decade.

At the beginning of COVID-19 schools were shut down for two weeks, but after the second week USD 475 students were taught online for the rest of the school year. Buildings were opened back up the following August in the district, but only 20% of Kansas schools were opened. Parents were given the option to have their child return to the school building assigned for that child after one additional year of continuing to learn online. There were 1,400 of 7,000 students who stayed home, but by January 600 returned to school. During the second year of COVID all students were to return. “I don’t believe students learn best at home. Students need interactions with their peers and teachers. Relationships are important and relationships are void online”, she stated.

“We find there are so many gaps in student learning (from having experienced the online learning process) during the COVID period. Parents recognize the gaps in their child’s learning and want them tested for Special Education services, but the student does not have a disability. Our strategy was (and continues to be) to improve the curriculum and replicate services provided special needs students for regular education students in a Multi-tiered System of Support (MTSS). We have also hired teachers to implement this “catch up” process for students.”

Associate Superintendent Spoke To The Optimists

TOPEKA — Some of Kansas’ largest cities are struggling to gain full returns on tax increment financing districts meant to help bolster development activity and property values, a recent state&nbsp;<a href="https://www.kslpa.gov/audit-report-library/estimating-the-economic-impacts-of-tax-increment-financing-districts/" target="_blank">audit</a>&nbsp;found.

<a href="https://www.kansascommerce.gov/program/taxes-and-financing/tif/" target="_blank">TIF districts</a>, as they are called, are intended to fund real estate projects that otherwise wouldn’t exist. The idea is that the development will increase property values in the designated district, resulting in higher property tax collections that are used to pay off the bonds that financed the project.

State auditors surveyed six TIF districts from Kansas’ largest cities and found that half did not recover their costs in a timely manner. Most experienced construction delays and recorded increased crime rates after development finished. At least one city calculated its TIF collection incorrectly.

Auditors presented their findings to legislators at an Oct. 7 committee hearing. Most of the districts surveyed saw benefits, but whether those benefits were worth the investment is subjective, the audit found.

Two cities, Wichita and Topeka, aren’t likely to recover the costs of three projects through TIF revenue by the end of the districts’ lifetimes.

In Topeka, the general fund is covering an estimated 40% of the city costs associated with the College Hill TIF project, the audit found. In Wichita, two projects have experienced construction delays and the projects haven’t generated as much TIF revenue as anticipated. One of those projects, the Douglas and Hillside TIF district, was $1.8 million behind on debt service payments as of 2022, but the city said the debt will be fully financed by 2027, according to the audit. The other project, the Ken Mar TIF district, was $420,000 behind on payments as of 2022 and developers have been tied up in litigation with the city.

“If a city cannot pay off debt obligations on time, then its overall cost from the TIF project may increase as it accrues additional interest,” according to the audit. “The use of other city funds to help cover shortfalls may leave less funding for other purposes.”

Lawmakers expressed frustrations with the lack of comprehensive statewide data measuring the success of economic initiatives and said they’d like to see the Kansas Department of Commerce take up the task to enhance transparency. State law doesn’t currently have any data collection or goal requirements for TIF districts, the audit found.

Sen. Mike Thompson, a Republican who represents parts of Johnson and Wyandotte counties, said he’s in favor of a database that includes a measurement of the burden TIF districts impose on taxpayers to help in local government decision-making.

“It would be nice if we asked the commerce department to include this so when we’re looking at our various communities it becomes much easier for our budget people to see what kind of burden we’re putting on the taxpayers,” Thompson said.

Stan Longhofer, a Wichita State University professor and finance director for the&nbsp;<a href="https://realestate.wichita.edu/" target="_blank">WSU Center for Real Estate</a>, said TIF districts work well when a locale, a neighborhood or a piece of property is in decline or on the verge of decline.

When property values in an area are stagnated or flat, and a developer can’t make a project viable, TIF fills the gaps. Longhofer believes redevelopment projects are the most appropriate contenders for TIF districts, but redevelopment isn’t a requirement under Kansas’ TIF statute.

“If it’s a green field development, it shouldn’t be a TIF,” he said.

The nature of TIF districts and their “but for” standard, which refers to the idea that a development wouldn’t occur but for incentives, made it difficult for auditors to gauge the full success of the districts surveyed. It’s difficult to know for certain whether property values surrounding a TIF district increased because of the district or because of other factors, Longhofer said.

“It relies almost entirely on what-ifs,” he said.

Grider was named the USD 475 Elementary Teacher of the Year, while Irvine claimed USD 475 Secondary Teacher of the Year honors. By being named USD 475’s Kansas Teacher of the Year Award winners, Grider and Irvine both received a $1,000 check on Tuesday from Exchange Bank of Junction City. The duo will also be recognized at an upcoming Board of Education meeting.

The Kansas Teacher of the Year Award Program, sponsored by the Kansas State Department of Education, recognizes, and utilizes representatives of excellent teaching in the elementary and secondary classrooms of the state. Its mission is to build and utilize a network of exemplary teachers who are leaders in the improvement of schools, student performance and the teaching profession.

Grider, who is in her sixth year of teaching in USD 475, has taught kindergarten at Seitz Elementary the entire time she has worked in the district.&nbsp;“This is just a huge honor and just validates that I am making and having a positive difference in our students' lives at Seitz Elementary and in the district,” said Grider. Irvine has been in the district and at Fort Riley Middle School for 21 years. She spends her days in the classroom not only teaching, but also truly making a difference in her Special Education students by showing compassion and patience because every day is different.&nbsp; &nbsp; The Kansas State Department of Education will appoint regional selection committees responsible for reviewing the nomination forms and selecting six semifinalists, three elementary teachers and three secondary teachers, for recognition at the regional level. Two regional finalists, one elementary teacher and one secondary teacher, will be chosen from among these six teachers.

RILEY COUNTY —Law enforcement are investigating alleged financial crimes in Riley County.

Just before 1:30p.m. Monday, officers filed a report of criminal use of a financial card, according to the Riley County Police Department activity report.

The Manhattan Surgical Center reported that a known subject used a card for unauthorized purposes. Total loss associated with this report is $12,000. The RCPD released no additional details.

House Majority Leader Chris Croft and Rep. Adam Smith blame Republicans for state spending increases

TOPEKA — House Majority Leader Chris Croft told Johnson County Republicans in private Zoom calls in May that he wants to drive the corporate income tax rate to zero next year, and he tempered his enthusiasm for trying to lure the Kansas City Chiefs across state lines with concern about Democratic Gov. Laura Kelly taking credit.

Croft, an Overland Park Republican, touted his success in getting out-of-state financial support to help preserve the GOP supermajority in the Legislature. But he attributed state spending increases to his own party being “drunk” on money.

In a separate call in June, Rep. Adam Smith, a Weskan Republican who chairs the House tax committee, also pointed a finger at Republicans for inserting costly earmarks into the state budget.

Kansas Reflector obtained audio files from Zoom calls on May 10, May 31 and June 21. Screenshots show participants on the calls include GOP candidates for legislative races in Johnson County. Other participants include Karen Crnkovich, a congressional candidate who lost her primary election; Clay Barker, general counsel to Secretary of State Scott Schwab; and Debbie Detmer, a GOP precinct committeewoman in Shawnee who has&nbsp;<a href="https://kansasreflector.com/2023/07/27/kansas-school-system-fights-indoctrination-rumors-continues-dei-training/">protested the “indoctrination”</a>&nbsp;of public school children.

The conversations, led by Croft, focus on legislative priorities, fundraising and campaigning.

“You know, in the last six years that the governor’s been there, and by the way, the six years I’ve been there, we’ve increased spending 56%,” Croft said. “It’s awful. We got to stop this. I mean, we’re just as drunk on that money as anybody else is. We got to stop doing that.”

The conversations foreshadow the GOP effort now underway to wrestle control of the budget process away from the governor and place it solely in the hands of lawmakers.

House Minority Leader Vic Miller, a Topeka Democrat, responded to the audio in a statement and offered a suggestion to Republicans.

“Perhaps instead of seizing power from the executive branch — effectively undermining our democratic system of checks and balances — my colleagues across the aisle should look at removing representatives who pervert the process for personal gain,” Miller said.

In the May 10 call, Croft said Republicans intentionally excluded corporate tax breaks from their efforts to provide individual tax relief.

But, he said, changing the corporate tax formula would be the “big thing” for next year.

The objective would be “reducing the corporate tax rate overall with the intent to drive it to zero,” Croft said.

Croft didn’t respond to an email seeking comment for this story.

Pam Shernuk, a former opinion contributor to Kansas Reflector and Democrat who is running against Croft, said she wasn’t surprised by Croft’s behind-the-scenes comments. The plan to drive the corporate tax rate to zero is reminiscent of former Gov. Sam Brownback’s tax experiment, she said, which created budget shortfalls, led to drastic cuts in education and infrastructure, created no return in business investments or jobs, and shifted the tax burden to individuals.

“What my opponent says to voters at the doors and in his mailers is much different than what he says behind closed doors,” Shernuk said. “Voters deserve honesty, accountability and integrity. I support tax relief for working families, seniors and veterans in Kansas — not giant, multinational corporations. Our district has received a number of negative mailers about me in the past few weeks, all paid for by the same dark money groups that are behind the 0% corporate tax rate. Of course, they want Chris to win — he will give them what they want.”

Back in May, Croft voiced frustration with the governor’s repeated vetoes of tax plans during the regular session.

Earlier proposals had tried to establish a single rate, or flat tax, for individual income, which would have overwhelmingly benefited the state’s highest wage earners. By the end of the session, some Democrats had jumped on board with a compromise that provided more balanced income tax relief. Kelly vetoed it in favor of lowering the overall cost and called legislators back for a special session.

“Honestly, one of the things she wants is the Chiefs. She wants that tax bill on the Chiefs,” Croft said. “I cannot see us doing anything without doing something on taxes for the people. I almost want to go back to our original single factor rate.”

During the special session in June, the plan to lure the Chiefs and Kansas City Royals to Kansas took center stage. Lawmakers&nbsp;<a href="https://kansasreflector.com/2024/06/18/kansas-house-passes-incentive-bill-to-lure-kansas-city-chiefs-royals/">adopted legislation</a>&nbsp;to let teams use sales tax and revenue (STAR) bonds to cover up to 75% of the cost of building a new stadium if they decide to cross state lines.

Croft said he was concerned the governor would take credit for both the tax cuts and luring the Chiefs to Kansas. He vowed to make it “painful” for the governor to do so.

Still, he said, “Who wouldn’t want the Chiefs?”

“Honestly, this is what STAR Bonds was created for,” Croft said. “It was created for these kind of engagements, these kind of opportunities. That one where they’re talking about up at the Speedway was the only successful one we’ve really had. So I think it would work. I don’t see it for the Chiefs&nbsp;and&nbsp;the Royals, but I may think it’s for the Chiefs and somebody else. I think the Royals end up in downtown Kansas City. That’s my personal belief.”

Will Lawrence, in his role as senior adviser to the governor’s Middle of the Road PAC, said Croft’s comments were “a prime example of what’s at stake this November.”

He said voters could elect “leaders that will reach across the aisle — regardless of political party — to deliver for Kansas families. Or, we can continue to elect the same partisan extremists, like the current Republican leadership, who admitted out loud they delayed tax cuts for Kansans because it would be a political win for the governor. That’s not leadership.”

Smith, the House tax chairman, highlighted tax cuts that were adopted during the special session and expressed an interest in making more cuts early next year — “before the budget can spend all of our money.”

House Republicans were frustrated with the budget process, Smith said, and a perceived disconnect between spending and taxes.

Currently, the governor reveals her spending blueprint on the fourth day of the session, and lawmakers revise the plan in committee hearings throughout the session. Republicans are now working to alter the process so that lawmakers begin working on a budget in the fall and have their own proposal in hand when the session starts in January.

But Smith pointed to a bigger problem — the tendency by Republicans to insert self-serving and costly earmarks into the budget at the end of the session.

“I’ve got to say this, and it pains me to say this, but Republicans are just as much to blame as anybody,” Smith said.

In the final days of the session, he said, Republicans added $210 million more to the budget.

“We’ve got people on the budget committee that just try to do as much as they can for their area, and nobody ever tells them no, and that stuff gets put into the budget,” Smith said.

During the calls in May, Croft said he was “fired up” by support from the Republican State Leadership Committee, an unnamed “big company” in Raleigh, North Carolina, and GOPAC, which provides training and support for Republicans.

Croft said Kansas Republican legislative candidates would benefit from fundraisers in Washington, D.C., North Carolina, South Carolina and Texas.

He said he had successfully pitched outsiders on the need to preserve the GOP supermajority in the Kansas Legislature as a way of ensuring the state could support Donald Trump if he were elected again as president.

“Trump has talked about the fact states rights matter, that it’s time to make sure we understand that states rights matter, and we got to have the right people in the state,” Croft said. “And that’s a fact. If we have the wrong people, we don’t have the majority, we don’t have the supermajority. The governor wins, and we become a nonfactor for the president.”

That’s not leadership.”<h2>Who’s to blame</h2>Smith, the House tax chairman, highlighted tax cuts that were adopted during the special session and expressed an interest in making more cuts early next year — “before the budget can spend all of our money.”House Republicans were frustrated with the budget process, Smith said, and a perceived disconnect between spending and taxes.Currently, the governor reveals her spending blueprint on the fourth day of the session, and lawmakers revise the plan in committee hearings throughout the session. The Kansas Highway Patrol reported a 2001 Ford Ranger driven by&nbsp;Richard T.&nbsp;Jackson, 18, Clay Center, was eastbound on U.S. 24 seven miles west of Clay Center. 

The pickup crossed over the center line, entered the westbound lane and struck a 2004 Toyota Sienna driven by&nbsp;Johnathan L.&nbsp;Wright, 47, Shawnee,&nbsp;head-on.

Two passenger in the Toyota Robert M.&nbsp;McCollum, 72 and Alma J. Wright, 79, both of Gardner were pronounced dead at the scene and transported to&nbsp;Neill-Schwensen-Rook Funeral Home.

EMS transported&nbsp;Jackson to Salina Regional Health Center and two other passengers in Toyota Sharmen S.&nbsp;McCollum, 55, and Gary W. Wright, 80, both of Gardner to Stormont Vail. Jonathan Wright was not injured. Robert McCollum and Alma Wright were not wearing seat belts, according to the KHP.

The goal of the Quilt of Valor program is to recognize service members and veterans touched by war with comforting and healing quilts..

In this area the Central Kansas Flint Hills Area Quilts of Valor project has been under way for 10 years. During a luncheon program Monday at the United Methodist Church in Chapman one service member, James Woody Jr., Abilene, received a Quilt of Valor.

Woody served 23 years in the Army and was deployed much of that time. Among those tours were four stints in Iraq. He received two Purple Hearts.

Woody stated, "I was surprised. I kind of knew a little bit about it but I didn't know anything about Willie or anything like this, or this many people being here that cared."

There was a good turnout of central Kansas residents for the luncheon. Some of those included members of the Chapman High School volleyball team who led the audience in singing and dancing to the Wabash Cannonball.

The volleyball team members helped serve the meal to those in attendance.

&nbsp; &nbsp; &nbsp; The Coordinator for the event and member of the original committee for the project, Donna Martinson,&nbsp; said approximately 500 quilts made by more than 100 quilters have been presented during the 10-year period.&nbsp;

&nbsp;Donations totaling more than $20,000 have been received to help provide supplies to make the quilts.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;

Woody. thanked the audience for their support and the quilt, He noted following his marriage because of tours of duty it was five years before he was able to be home for Christmas.

James Woody Jr. retired in 2012. His longest stint in the military was spent in the 1st infantry Division.

Internal disciplinary action has been taken against Junction City Police Chief Kirt Nichols and Assistant Police Chief Cory Odell. Interim City Manager Gerry Vernon confirmed the action was taken after the two officials, while representing the City of Junction City, used social media to&nbsp; endorse a political candidate.
