Kim Wagenblast of Milford was traveling south on US 77 in her 2019 Honda Ridgeline when she attempted to negotiate a tun on Lakeview Terrace. When Mark Todd of South Dakota, who was also traveling south on US 77 in his 2016 Jeep Wrangler began to pass Kim when both vehicles collided.

Grant Avenue was also mentioned as a location where local funds are needed. "That money can o to Grant Avenue. Now it's a main thoroughfare. It's in crisis for the amount of traffic it's traveled, " said Noriega.

During discussion Tuesday night Commissioner Richard Pinaire responded by saying he agreed, a roundabout is not needed and the City needs to use money targeted for the roundabout elsewhere on roads.

For Grant Avenue, Pinaire noted that local officials are hoping to get some assistance from a federal grant for communities next to a federal reservation. A lot of people locally are working on that effort.

The conversation occurred during the city commission meeting.

Potential roundabout project draws criticism

MANHATTAN —&nbsp;Veterinary and public health officials are urging cat owners to remain vigilant as cases of Highly Pathogenic Avian Influenza, or&nbsp;H5N1, commonly known as bird flu, have been detected in domestic cats.

Kansas State University's&nbsp;Susan Nelson, clinical professor and veterinarian in the&nbsp;<a target="_blank" href="https://ksvhc.org/services/pet-health-center/">Hill's Pet Health and Nutrition Center</a>, emphasized that&nbsp;there is no need for panic but cautioned&nbsp;that proactive measures should be taken to prevent infections.

H5N1, a strain of avian influenza type A, has been a growing concern in the poultry industry for nearly four years, leading to the culling of thousands of infected birds. The virus has also been detected in wild bird populations and,&nbsp;most recently, in U.S. dairy cattle as of March 2024. Alongside these outbreaks, reports have emerged of domestic and wild cats becoming infected, with many cases resulting in fatalities.

According to the&nbsp;<a target="_blank" href="https://www.avma.org/resources-tools/animal-health-and-welfare/animal-health/avian-influenza/avian-influenza-h5n1-cats">American Veterinary Medical Association</a>, one of the primary sources of transmission in cats is through food, specifically raw poultry and unpasteurized dairy products.

"There have been several reports of cats becoming infected from consuming raw poultry or unpasteurized milk,"&nbsp;Nelson explained.&nbsp;"Other possible exposure routes include contact with infected birds, livestock&nbsp;or contaminated surfaces, as well as interaction with humans who have worked on affected farms."

Nelson said infected cats often exhibit severe respiratory symptoms, including loss of appetite, fever, large amounts of eye and nasal discharge, coughing, and labored breathing. Neurological signs, such as tremors, seizures and blindness, have also been reported."

Symptoms of H5N1 can sometimes mimic rabies, making prompt veterinary assessment critical,"&nbsp;Nelson&nbsp;said.

Pet owners who suspect their sick cat may have been exposed should contact their veterinarian immediately.&nbsp;Nelson recommends limiting&nbsp;exposure to other pets and people in the house, especially anyone who is immunocompromised, and wearing&nbsp;a mask and gloves when handling them.

"It is important to call ahead before bringing your cat in,"&nbsp;Nelson said. "While no cat-to-human transmission has been reported, precautionary measures need to be taken to protect staff and other patients.

"To minimize the risk of H5N1 infection, veterinary professionals recommend the following preventive measures:&nbsp; 

•&nbsp;Do not feed&nbsp;cats&nbsp;raw meat, especially poultry or unpasteurized dairy&nbsp;products. •&nbsp;Keep cats indoors to prevent contact with infected birds and wildlife. •&nbsp;Do not handle dead birds;&nbsp;report them to local health authorities instead. If you must handle one, wear protective&nbsp;gear, including a mask and disposable gloves.&nbsp; • Keep cats away from livestock, poultry and their environments, especially in areas with known H5N1 outbreaks. Change your clothes and wash hands thoroughly after handling these species before interacting with your cat. •&nbsp;Ensure rabies vaccinations are up to date, as H5N1 symptoms can resemble rabies.

While H5N1 cases in domestic cats remain low, experts stress the importance of awareness and precautionary measures.

Lieutenant Governor and Secretary of Commerce David Toland today announced $4.13 million in tax credits will be made available under the Kansas Department of Commerce’s Community Service Tax Credit Program (CSP).

“Revitalizing our communities and state requires targeted investments that make people want to live and work in Kansas,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “CSP supports communities by substantially reducing the cost for donors to make contributions to charitable organizations that help fund important local projects.”

The Community Service Tax Credit Program provides an opportunity for private, non-profit organizations and public healthcare entities to improve their ability to undertake major capital campaigns involving community service, non-governmental crime prevention, youth apprenticeship and technical training, and healthcare services.

Under the program, the state authorizes nonprofit organizations to offer tax credits to donors who contribute to approved projects. Organizations are chosen through a competitive selection process in which applications are thoroughly analyzed to determine award sizes and final awardees.

Proposed projects must be unique or one-time in nature while creating lasting value for charitable organizations. Projects could include a capital campaign, major equipment purchase, major renovation, capacity building and more.

Applications will be open from March 1 through April 30. Those applying may request up to $200,000 in tax credits. Applicants in rural communities with a population of less than 15,000 are eligible for a 70% credit. Those applicants not located in rural areas are eligible for a 50% credit.

Lt. Gov. Toland announces more than $4M for Community Service Tax Credit Program

On average, January is our coldest month of the year and is tied with February for the snowiest. January 2025 didn’t disappoint in those aspects. Temperatures were below normal and it was incredibly snowy/wet.

The average daily high for January was 34 degrees. 5.8 degrees below average. The average overnight low was 17.2, 2.2 degrees below average. This gave us a monthly mean temperature of 25.6, 4 degrees below average. In fact, January 2025 was the coldest January since January 2011's 24.1 monthly mean temperature. The coldest temperature for the month was the morning low of -15 on the 21st, which tied the record low for that date, first set in 1985. The highest temperature for the month was the afternoon high of 54 on the 29th. That was the only daily high of 50 or above in January and the first daily high above 50 since we hit 55 on December 29th! 

One other temperature record was set in January. The overnight low of 38 on the 30th set a new record high daily low temperature for that date. The old record was 37 set in 2017. 

The coldest January on record was in 1979 with a brutal monthly mean temperature of only 12.1 degrees. The warmest January on record was in 2006 when we had a monthly mean temperature of a balmy 43.9 degrees. Daily high temperatures, compared to average for their date, showed that we were only at or above long term average daily highs on 10 days during the month. We also had three days when the daily high was lower than the average low for that date!

January, and February, are typically our snowiest months of the year with average monthly snowfall of 4.7 inches each month. Monthly liquid precipitation average for January is only 0.73 inches, making January the snowiest, yet driest, month of the year. A significant snowstorm event moved through the area the first weekend of January hitting the area with a foot plus of snowfall. Milford Lake Corps of Engineers Office recorded 16 inches of snow for that one event and a monthly total of 18.2 inches of snow. Our average annual snowfall is only 18 inches. When all that snow was melted down, along with some rain at the very end of the month, the region received 1.80 inches of liquid precipitation, roughly 250% of normal! 

In fact, the past three Januarys have all received 1.80 inches or more of precipitation. This January will enter the record books as the eighth wettest January on record (2024 was the seventh wettest and 2023 was the sixth wettest.) The wettest January was 1949 with a whopping 4.28 inches of liquid precipitation. The driest January was in 1986 when no precipitation was recorded for the month.

While average temperatures bottom out in early January and then slowly start to rise, February brings us nicely warming temperatures. But keep in mind that it is still winter and we can also experience some brutally cold weather during the month. Average daily highs start the month at 40 and by the end of the month we are nearly to 50 degrees. Overnight lows on the 1st are around 19 and by the end of the month they have risen to 26 degrees. As previously mentioned, average snowfall for February is 4.7 inches and total average precipitation for the month is 1.10 inches, making February our second driest month of the year.&nbsp;

Daily high temperatures, compared to average for their date, showed that we were only at or above long term average daily highs on 10 days during the month. We also had three days when the daily high was lower than the average low for that date!January, and February, are typically our snowiest months of the year with average monthly snowfall of 4.7 inches each month. Monthly liquid precipitation average for January is only 0.73 inches, making January the snowiest, yet driest, month of the year. A significant snowstorm event moved through the area the first weekend of January hitting the area with a foot plus of snowfall. Milford Lake Corps of Engineers Office recorded 16 inches of snow for that one event and a monthly total of 18.2 inches of snow. Our average annual snowfall is only 18 inches. When all that snow was melted down, along with some rain at the very end of the month, the region received 1.80 inches of liquid precipitation, roughly 250% of normal! In fact, the past three Januarys have all received 1.80 inches or more of precipitation. This January will enter the record books as the eighth wettest January on record (2024 was the seventh wettest and 2023 was the sixth wettest.) The wettest January was 1949 with a whopping 4.28 inches of liquid precipitation. The driest January was in 1986 when no precipitation was recorded for the month.While average temperatures bottom out in early January and then slowly start to rise, February brings us nicely warming temperatures. But keep in mind that it is still winter and we can also experience some brutally cold weather during the month. Average daily highs start the month at 40 and by the end of the month we are nearly to 50 degrees. Overnight lows on the 1st are around 19 and by the end of the month they have risen to 26 degrees. As previously mentioned, average snowfall for February is 4.7 inches and total average precipitation for the month is 1.10 inches, making February our second driest month of the year.&nbsp;

Register of Deeds issues a scam alert

Steve Hammond is a regular visitor at the Geary County Historical Society Museum and has many stories to share about his family’s contributions to our community. Family members worked as teachers, lawyers, ministers, law enforcement officers, musicians, farmers, and businessmen. Some had PhD’s.

The following is some background information on the Hammond’s. Pascal Hammond was freed black man from South Carolina, who was born in 1842. He married Elizzie (last name unknown) and they had four children, who were born before the move to Junction City after the Civil War. Pascal worked as a sorghum maker who evaluated the readiness of the sorghum syrup for use in other products and as a truck farmer, who raised vegetables, strawberries and pigeons. He sold these to the officer’s families and soldiers at Fort Riley.

Susan Franzen wrote in her book Beyond the Facade of Fort Riley’s Hometown: The Inside Story of Junction City, Kansas that “The marriage of Mary Johnson and Joseph C. Hammond in 1889 marks the real beginning of the Hammond dynasty in Junction City. They were the parents of fourteen children. The children also raised large families. Whites knew them primarily as reliable workers or businesspeople, talented musicians and skilled athletes. In the 1930s Robert Hammond, one of Joseph and Mary Hammond’s sons, shined shoes in the Bartell House lobby.”

According to Franzen, “Blacks were more likely to be aware of the Hammond’s activities through the Church of God Chapel at 117 East 3rd Street, just a block from the Hammond home.

Mervyn recalled that his great grandfathers, Alex Johnson and Pascal Hammond built the first black church in Junction City. Then around 1902, his grandmother Mary Hammond, who had a gift of healing started a mission on 3rd Street, which late became the First Church of God.”

The Hammond quartet, consisting of Howard, Bob, John and Paul sang gospel songs on the radio station in Abilene and around town on Christmas Eve. Loretta Hammond had a gospel hour on the radio. Other Hammonds who shared their music with our community in the 1950s were Mervyn, Gilbert, Robert Lee, Mervyn Sr., Laren Dale, Joseph, Roger, Buford and Selwyn Hammond. Gilbert recalled that people would say “It isn’t Christmas Eve until the Hammonds come by to sing Christmas Carols.” In the 1960s John, Carl, James and Ronald Hammond sang together in a variety of performances.

Gaylynn Childs wrote in Set In Stone, that in 1984 the vast and expanded Hamond family began the practice of returning to Junction City every three years for a family reunion. Mervyn Hammond attributed the family values instilled in each of the children to those who came before when he stated that “They taught us about the Lord, and they taught us how to respect work. We couldn’t get into college very easy at that time, but we all learned to maintain. We learned that contentment and peace are the most important things in the world.”

Hammond Family Contributions to the Community

On Tuesday night Junction City Commissioner Al Gordon addressed the case involving his recent arrest and misdemeanor Domestic Battery charge against him. "I know people have been looking for a statement for events that's gone on my behalf. I want to say that I maintain my innocence and look forward to presenting my case in court."

The Geary USD 475 Board of Education has approved the 2026-2027 school year calendar for the district.&nbsp;

In 2026-2027 the first day for educators would be August 5 and the first full day for students August 12. The last day for winter break would be December 18 and students would return to the classroom on January 5. There would be eight professional development days.

The last half day for students would be May 21, but there would not be any school for students that day at JCHS.

The Board approved the 2025-2026 school year calendar in December. The first full day of school would be August 11. The first day of kindergarten and early childhood is scheduled August 14. Winter break is scheduled December 22 through January 2. The last half day of school for elementary, early childhood and middle school .is May 21. There will not be any high school that day.

School board gives calendar approval

The Junction City Commission has voted 4-0 to accept the resignation of Mayor Jeff Underhill.

The City will now seek to fill the seat. According to City Manager Kim Zimmerman if you are interested in serving bring your resume to his office by next Tuesday. That provides time for the current commissioners to review the resumes.&nbsp;

According to City Attorney Britain Stites the City has until March 3rd to fill the vacancy. There are approximately 11 months remaining on the term.

Underhill submitted his resignation after a blank recall petition was submitted last week alleging&nbsp; misconduct while in office,&nbsp; revoking of his insurance license due to fraud and deception. Underhill resigned before action to verify the petition and collect signatures had been taken.

The vice mayor, Pat Landes, can fill in as mayor while the commissioner vacancy is being filled. The mayor's spot will be filled in the future by a vote of the city commission.

For decades, there has been a general understanding of the coalitions that define the two parties.

The wealthy and college educated leaned Republican, while the less educated, working class, and the disadvantaged supported Democrats.

We knew generally what to expect from both sides.

The college educated and affluent are drifting leftward. The working class and those without a college degree are moving right. The so-called “diploma divide” has arrived.

The divide first took shape in 2008, when Obama carried college educated voters and McCain won those without a college degree.

Since then, the split has expanded considerably. College educated whites now comprise a plurality of the Democrat coalition, reaching nearly 40 percent of the total Democrat presidential vote. A majority of the college educated, in fact, voted for Kamala Harris in 2024 while a majority without a college degree voted for Donald Trump. And, for the first time since the advent of reliable exit polling, the Republican candidate won the lowest income group – under $50,000 while the Democrat secured the highest income category – $100,000 plus.

This helps explain why Biden pushed so hard for student loan forgiveness and approved tax credits for electric vehicles.

It also sheds light on Trump’s support for tariffs and a no tax on tips plan.

As new coalition members join, they shape the parties’ cultures which are showcased every four years during party conventions.

In 2020, Democrats choose Pulitzer Prize winning author and presidential historian Jon Meacham and former Surgeon General Vivek Murthy, MD to deliver remarks on the final evening of their convention. By contrast, Republicans featured Franklin Graham, son of Christian evangelist Billy Graham, and Dana White CEO of the Ultimate Fighting Championship.

White was spotlighted again in 2024, this time presenting Trump to convention delegates. Former professional wrestler Hulk Hogan and Teamster president Sean O’ Brien also received coveted primetime slots.

The party transformations have impacted Kansans as well. Wealthy and well educated Kansas counties now represent opportunities for Democrats.

Johnson County, a historical stronghold of Republicans, is experiencing a noticeable shift toward Democrats. In 2008, Obama secured nearly 45 percent of the county’s vote, reaching the highest percentage by a Democrat since FDR in 1932.

Hillary Clinton nearly equaled that percentage in 2016 and Biden surpassed it with 52.7 percent in 2020, marking the first time a Democrat had won Johnson County in over 100 years.

Kamala Harris then improved on Biden’s percentage and won Riley County as well.

Less affluent and less educated counties are moving rightward.

Crawford County for example in the southeast quadrant voted for Carter in 1976, Dukakis in 1988, Clinton in 1992 and 1996. And then in 2008, Crawford joined Douglas and Wyandotte as the only counties to support Obama. But over the last four presidential contests, Crawford turned red.

Hillary Clinton’s 35 percent was the worst performance by a Democrat since 1924 – Biden and Harris managed only a modest uptick.

A grant from the Kansas State Historical Society that was announced over the weekend will help the Abilene and Smoky Valley Railroad’s efforts to get its prized steam locomotive back on the rails as soon as possible.The grant in the amount of $79,152 will cover part of the cost of rebuilding Santa Fe 3415, which is out of service this season as work crews rebuild the engine, a maintenance procedure required every 15 years by the Federal Railroad Administration.&nbsp;

The KSHS Heritage Trust Fund provides matching funds to help preserve properties listed in the National Record of Historic Places. Santa Fe 3415 was placed on the national record in 2011.The grant will help cover the cost of inspecting the locomotive’s boiler and replacing an intricate system of flue tubes, a process that requires outside consulting and skilled labor.&nbsp;

A crew from the Durango and Silverton steam railroad in Colorado was in Abilene last month to supervise a group of volunteers on the process of removing the old tubing and other construction tasks. About 15 volunteers from four states were in Abilene for January’s work weekend. The railroad plans to conduct organized work weekends every month until the project is completed.

A&amp;SV President and General Manager Ross Boelling said that the railroad will need more money and volunteer hours to complete the rebuild, but work crews have done a remarkable job of dismantling the engine and carefully cataloging and storing parts. “We would like to have the engine back in service late this year,” Boelling explained. “Santa Fe 3415 figures to play a major role in Abilene’s observance of America’s 250th&nbsp;birthday in 2026, so we need to get the engine up and running. This grant will make us one step closer to completing that goal.”

A good crowd attended the Geary County Conservation District Annual Meeting on January 23, 2025 at the Senior Center.&nbsp; A delicious free meal was sponsored by Central National Bank, Intrust Bank, KS State Bank and Landmark Bank.&nbsp;

The meeting portion of the meeting consisted of a report of the District’s activity since the last meeting, the 2024 Financial Report and the election of Shelby Richling to serve a three year term on the Board of Supervisors.

The awarding of a Grassland Award to the Geary County Rural Fire Department.&nbsp; Chief Garry Berges and Assistant Fire Chief Curt Janke accepted the award from Board of Supervisors member Shelby Richling.&nbsp; The Fire Department was commended for backing up landowners as they conduct prescribed burns of native rangeland and the protection of rural properties during wildfire events.&nbsp;

Derby Panthers sweep Junction City Blue Jays.

The Derby Panthers rolled the Junction City Lady Jays Monday night at Blue Jay Event Center, beating Junction City 80-26.

The Panthers won the opening tip and scored on their first possession and then jumped out to a 29-0 lead before Junction City freshman A'niyah Henry-Rivers made two free throws to break the scoring drought for the Lady Jay’s late in the first quarter. At the end of the first quarter, Derby led 41-4.

In the second quarter, another freshman for Junction City got on the scoreboard. Isabel Pruitt scored all 13 points in the quarter, including a shot at the buzzer to end the first half. Derby led at halftime 62-19.  

The entire second half was a continuously running clock, and the Panthers cruised to victory, beating the Lady Jays by a final score of 80-26.

Only two players scored on the night for Junction City, and both were freshmen. Pruitt had 15 points, and Henry-Rivers had 11.

The Lady Jays fall to 1-11 on the season. 

In a game where the Blue Jays were without head coach Nick Perez due to an illness, they fought but fell just short, losing to the Derby Panthers 55-51.

The Blue Jays jumped out to a quick start, taking a 13-6 lead, then leading 13-11 at the end of the first quarter.

Both teams picked it up in the second quarter, and the Blue Jays once again took a lead into halftime, leading 26-20 over the undefeated Derby Panthers.

Right before halftime, Junction City Senior guard Jackson Austin injured his hand on a drive to the basket, where he made the shot and was fouled. Austin left the game and did not return.

The defenses for both teams picked it up in the second half, but the Blue Jays held onto a three-point lead, 37-34 going into the fourth quarter.

The Derby Panthers prevailed down the stretch when sophomore Avant Riley hit the go-ahead shot with just under a minute to go in the game. Derby led 52-51. Junction City had a couple of chances down the stretch, but the Blue Jays were called for a travel on one possession and then missed on a shot by junior Lovell Autry to tie the game with 7 seconds to go. Derby knocked down their free throws and beat Junction City 55-51. 

With the win, Derby stays undefeated and goes 13-0. JC falls to 9-4 on the year. The Blue Jays have now lost four of their last five games. 

Junction City Junior Lovell Autry scored 16 points, Senior Jeremias Cruz added 10, and senior Larkin Turner had 10 points as well. 

The next action for JC will be Friday in Junction City when the boys and girls host Topeka Hayden High School.

Social Security warns about scams, provides scam awareness information 

Measure modeled after federal legislation responding to Trump agenda item

TOPEKA — State and federal lawmakers from Kansas convened Monday at the Celtic Fox pub to celebrate legislation to exempt tipped earnings of service and hospitality workers from income taxation.

The approach at the state level would be modeled after congressional bills promoted by President Donald Trump that ditch the federal income tax on tips received by restaurant workers, servers, valets as well as bellhops, bartenders or caddies.

Kansas Senate President Ty Masterson and state Sen. Caryn Tyson joined U.S. Sen. Roger Marshall, also a Republican, at the pub to talk about ending taxation of tips received in the form of cash, debits or credit cards.

“The intention is to take tax off tips in Kansas,” said Masterson, of Andover. “We love that idea from the federal government. Gratuity is gratitude, right? It’s not ordinary income to somebody.”

Tyson, the Parker chair of the Senate Assessment and Taxation Committee, said matching state law to federal reform made sense. She estimated the reduction in state tax revenue could range from $4 million to $10 million annually.

“It helps simplify the tax code,” she said. “We need to help those in need, and we did that last year with legislation that we passed, especially exempting state income tax from Social Security. I look forward to getting this passed.”

Marshall, an ally of Trump in Washington, D.C., said the federal tipped-income bill should be regarded as a vehicle for making Kansas affordable again. He said the federal measure — likely to pass Congress sometime between March and June — was part of Trump’s broader strategy to promote domestic prosperity and security.

“What he’s done from the security standpoint is very self-evident on his impetus to control the border and get the illegal criminal aliens out of this country,” the U.S. senator said. “We’re here today to talk about the prosperity part of this.”

He said the federal tipped income initiative was one piece of an effort to lend a hand to hard-working taxpayers.

Overall, he said, the congressional priority in 2025 would be renewal of federal tax cuts initiated during Trump’s first term. He also said Congress and the president should consider ending the federal income tax on Social Security income.

“And, how about no taxes on overtime?” Marshall said.

The organization indicated the exemption could prompt employers and employees to reclassify ordinary income as tips to avoid paying federal income taxes.A pending bill in the U.S. Senate would incluce a yearly $25,000 deduction cap as well as occupational limits to the exemption. The U.S. House version would limit the tipped-income exclusion from federal taxes to $20,000 annually.
