RILEY COUNTY—One person was injured in an accident just after 4p.m. Wednesday at the intersection of Anderson and Dennison Avenue in Manhattan.

A 2008 Ford F-150 driven by Ashley Teneyck, 29, of Manhattan had been waiting at a traffic light to head south on Denison Avenue, according to the Riley County Police Department activity report.

As the light turned green, the pickup struck a 2018 Kia Sportage driven by Angela Gura, 40, of Manhattan, who had been waiting on the cars in front of her to start driving 

EMS transported Gura to Via Christi for treatment of head, neck, and back pain. Teneyck was issued a citation for inattentive driving.

Manhattan woman hospitalized after 2-vehicle crash

WABAUNSEE COUNTY—Law enforcement authorities are investigating a suspect for alleged sex crimes.

On Monday, the Wabaunsee County Sheriff's office was alerted to possible exploitation of a child, according to a media release.

Deputies responded to investigate at a residence in the 400 Block of East Flint Hills Drive, Lake Wabaunsee.&nbsp; Investigators made contact with 20-year-old Derrick Yarnell Mayfield of Henderson North Carolina.

Mayfield is alleged to have flown from North Carolina to meet a young Wabaunsee County girl. Mayfield allegedly made contact with her online. Evidence discovered at the home led to Mayfield's arrest.

Mayfield is being held on requested charges of aggravated indecent liberties w/ child, intercourse with child, Unlawful possession of visual depiction of child and Contribute to a child's misconduct, according to online jail records.

Deputies took the child into protective custody.

Sheriff: Man flew from North Carolina to meet underage Kan. girl

There were a substantial number of residents at the Tuesday night Junction City Commission meeting that sought information from city officials on a proposed slaughterhouse. They got very little.&nbsp; Disclosure agreements signed by officials, lack of any concrete proposals and a guarantee that the public will have opportunities for public hearings and forums on this topic in the future were responses.

Scott Kellogg pointed to research that has been done pointing to lower property values. 

"Within one mile you have residential neighborhoods, within two-mile radius of the proposed site there are approximately 3,000 residences when you include the apartment complexes that are also located within that radius," he said.

Potential problems with increased crime rates and taxes, water support for the facility and costs of infrastructure installation were topics mentioned but the argument for the facility included more jobs.

Kellogg said the average turnover rate for these facilities ranged from 85% to more than 100%. Employee injuries were higher than the national average and there is local employee turnover.

Buck Gibson asked the commission when they make decisions are they making one for the community or people in the community. "Is it really worth jobs, is that what's it's really about. I think there are a lot of quality life issues to be considered here. " Gibson told the governing body when they make decisions "make them for the best interests of the people and not necessarily the money or the jobs. There's a lot of things to consider. I might ask you to also consider not to make agreements with people when you're visiting about things&nbsp; that's going to limit you from sharing information with the folks out here."

Kelsey Mann wondered why the commission was not being open with information. She asked Mayor Jeff Underhill if he toured a slaughterhouse, and he responded by saying that he did. Mann then posed a questions about his thoughts on that tour, to which Underhill replied. "We're putting all of that together." Mann asked if it would be shared with the community to which Underhill replied absolutely and it was all part of the city's due diligence process.

Underhill noted that he is for bringing jobs to the community but there have not been any proposals.&nbsp;

The Friends of the Dorothy Bramlage Public Library plans to return a community tradition to the calendar with their annual fall book sale.

Library Director Susan Moyer said that the Book Lover’s Paradise sale will be open from Noon on Friday, November 11th&nbsp;until the library closes at 6:00 p.m. It will resume on Saturday, November 12th from 9:00 a.m. to 1:00 p.m.&nbsp;&nbsp;&nbsp;A bag sale may be offered during the last hour and some of the remaining inventory may be shifted to the main room of the library so the sale can continue through the end of the year.

Most of the inventory will be like new, coming from the home libraries of patrons across town and likely read only once.&nbsp;&nbsp;This will include those that have been recently given through the friends book sale donation Saturday events.&nbsp;&nbsp;Some of the titles withdrawn from the library’s collection will also be in the sale, but only those deemed in excellent condition.&nbsp;&nbsp;All will be reasonably priced to fit every budget with most of them selling at one to two dollars apiece.&nbsp;

Friends members will receive the added benefit of a twenty-five percent discount of the sale price upon presentation of their current membership card.&nbsp;&nbsp;This discount is actually available year round and can be used anytime at the daily book sale as well as at the annual sale.

Fall book sale returns to DBPL

RILEY COUNTY—One person was injured in an accident just after 8:30a.m. Wednesday in Riley County.

The Kansas Highway Patrol reported a 2012 Infiniti G driven by Thedore Thomas, 66, Junction City, was eastbound on Kansas 18 approximately a mile west of Seth Child Road.

The driver lost control of the car attempting to pass a 2017 Jeep Wrangler driven by Clinton&nbsp;Schulte, 53, Haysville, on the left shoulder.

The Infiniti struck the Jeep and then spun across the left lane and into the right lane striking a 2013 Chevy Sonic driven by Ashley Bradley, 22, Junction City.

After impact, the Infiniti traveled off the south edge of the road, rolled, and came to rest in the ditch.

EMS transported Thomas to Via Christi. Schulte was not injured and Bradley was not transported for treatment. All three drivers were properly restrained, according to the KHP.

Geary County Commission Chair Alex Tyson issued a statement Wednesday morning.

"As Chair of the Board of County Commissioners of Geary County I feel it is my duty to dispel and correct misinformation that has been stated in public forums in recent days. As an elected official I take my duty to the citizens of Geary County seriously, and part of that duty is to make certain that the people have access to the facts.

I have been on the Commission for two years. In that time we implemented recorded meetings giving all citizens access to BOCC meetings via our Youtube page. This Commission believes in transparency. We adhere to the Kansas Open Meetings Act. When the Commission moves to go into an executive session to discuss a matter authorized by statute, we follow the statute. As one can imagine executive sessions for legal matters were necessary this past year to achieve our agreement with Stormont Vail. However, the Commission endeavored to provide the public with information as soon as possible throughout this process. As a member and now Chair of the Commission I can assure the public that we have NEVER taken action in an executive session during my time on the Commission.

The current Commission has worked tirelessly to ensure that our community has access to quality healthcare. The County made a commitment to preserve a hospital in Geary County. This commitment did not waiver when the City refused to provide support. This commitment has remained steadfast and Stormont Vail Flint Hills Campus is the result of this commitment. Stormont Vail has likewise made a commitment to Geary County. This is not simply a lease for the short-term. Stormont Vail is investing in our community for the long-term. The future of health care in Geary County is bright!

The current County Commission knows that the County’s greatest asset is its employees. I personally employ an open-door policy and make myself available to speak to employees without appointment. I share my contact information so that employees can easily contact me. I take employee concerns seriously. My fellow commissioners share my belief that open communication between offices, employees, and the commission is essential to the success of Geary County. This Commission has arranged for meetings to occur between department heads and the Commissioners to discuss concerns that they might be having in their departments and possible solutions in a collaborative environment.

Finally, in the face of creating a new finance position and providing financial support to the hospital the County did in fact LOWER Taxes in Geary County. While it has been noted spending has increased, I would like to add perspective to this. The dollars going out are for much needed repairs and maintenance. Those dollars being spent today will save us additional dollars in the future. This has clearly been demonstrated with the hospital deferred maintenance. To understand how taxes have decreased, the taxpayer needs to understand the basics of the revenue neutral rate. Revenue neutral means the County has the authority to levy the exact same dollar amount as was levied in the previous year without additional steps being taken to notify the taxpayers. Staying revenue neutral keeps overall valuation adjustments out of the formula as the overall dollar amount being taxed would not change. While taxes may be redistributed based on valuation adjustments, the dollar amount levied would remain constant.

In previous years, there were 20 levied funds. In 2023 there are 2 levied funds. These two levied funds are the only funds that affect taxpayer contributions. Budgeting does NOT equal spending. The County operates with a balanced budget which means when budgeting each fund, total carryover cash plus revenue budget will equal total expenditures budgeted. This basis for budgeting provides authority to spend every estimated dollar in the fund but does NOT mean it is the intent to spend every dollar.

The County ad valorem tax levy in 2022 was $17,546,224. In 2023 the levy is set at $16,436,835. Regardless of levied expenditures increasing by $61,289 which was a 0.17% increase, the County was still able to save taxpayer dollars $1,109,389 and the County was below the authorized revenue neutral mill rate by 4.061 mills for the 2023 budget year. The adjustments that were made to the 2023 budget allowed implementation of a wage study and KPF as a retirement benefit to the Sheriff’s department, the creation of an identifiable fund reserve and CIP program, and the ability to finance the hospital debt without increasing the citizen’s tax burden.

The Commission has done a tremendous amount of work in the two years that I have been able to serve. As the chairman I want the electorate to have the facts. I want the public to be aware that county taxes did DECREASE. I want people to know that Stormont Vail Flint Hills Campus is the best possible option to provide high quality healthcare to Geary County. I want the public to know how valuable the employees of Geary County are to me and how much I enjoy working with them. Finally, I want the public to know that I believe in the work that I have done and continue to be excited to serve as a Geary County Commissioner.

Alex Tyson wants to clarify information

&nbsp; (RILEY COUNTY, KS – November 2, 2022) Starting Sunday, November 6th, green lights will be installed and displayed along Poyntz Avenue in Downtown Manhattan to show support for military veterans and their families. The Operation Green Light display will last one week and is part of a national collaboration to support military veterans. The display is intended to raise awareness about the unique challenges veterans face as well as the importance of continued assistance for veterans at the community, state, and federal levels. Riley County Commissioner John Ford learned about Operation Green Light earlier this year through the National Association of Counties (NACo). He approached local agencies in August with the idea of starting a display aligned with the national campaign. “People stepped up quicky to organize the effort and lend their support,” said Commissioner John Ford. “We’re sending the message to our veterans that we’re here for them, and the entire community is here to stand with them. By shining a green light, we let our veterans know they are seen, appreciated, and supported.”&nbsp; Residents and businesses are encouraged to join the effort by displaying green lights at their homes and buildings during the week of November 7th- 13th and all year long. Just after 10a.m. Tuesday, officers filed a report for criminal threat at Eisenhower Middle School, 800 Walters Drive in Manhattan, according to the Riley County Police Department activity report. 

Officials reported a 14-year-old identified as Litzy Rivera of Manhattan had made violent threats against others at the school. Investigation showed the suspect was not in possession of a weapon at the school and didn't have access to weapons. 

Police arrested Rivera on requested charges of&nbsp; criminal threat. She was processed through juvenile intake and released to a guardian.

Hy-Vee announced Tuesday that its more than 285 retail locations will be closed for Thanksgiving Day, Nov. 24, so that the company’s more than 80,000 employees across its eight-state region can enjoy the holiday with their friends and family, according to a media release from the retailer.

This is the first time in Hy-Vee’s 92-year history that its stores will close on Thanksgiving, reflecting Hy-Vee’s commitment to be the best place to work in America. All Hy-Vee grocery stores, Dollar Fresh Markets, Hy-Vee Fast &amp; Fresh locations, Wall to Wall Wine and Spirits locations, and Hy-Vee Wine &amp; Spirits locations will be closed. Customers will still be able to pay at the pump for fuel at all Hy-Vee Fast &amp; Fresh locations on Thanksgiving Day.

“Thanksgiving Day is about gratitude. The last several years have been some of the most challenging our employees have experienced and this is our way of showing our appreciation for everything they do on a daily basis to serve our customers,” said Jeremy Gosch, CEO and president of Hy-Vee. “By closing our stores on Thanksgiving Day, we can give back to our employees by providing them time to focus on their own celebrations.”

Customers who purchase holiday meal packs will be able to schedule a time to pick up their order in-store prior to the Thanksgiving holiday or via curbside pickup from 8 – 11 a.m. on Thanksgiving Day at Hy-Vee grocery stores. RILEY COUNTY— Law enforcement authorities are investigating more counterfeit cash in Kansas.&nbsp;

According to the Riley County Police Department, a fake $100 bill was used in an attempt to make a purchase at a business in Manhattan on Monday.&nbsp;

Police identified 52-year-old David Voter of Manhattan as the individual who used this bill. Police issued him a Notice to Appear for attempted theft.

Even though police identified the responsible party, police advised the public to be aware this fake money may appear at other businesses in the area.

Earlier in October, police in Cowley County arrested a suspect for allegedly spending counterfeit $100 bills.&nbsp; The Norton County sheriff&nbsp; reported counterfeit bills were circulating in portions of northwest Kansas.

In September the sheriff's office in Haskell County reported counterfeit cash. During the month of June, authorities in Finney County took 16 reports of counterfeit money.

The Kansas Department of Transportation is committed to keeping the highways cleared when inclement weather impacts the state, but staffing shortages continue to affect the agency with not enough snowplow operators in many areas. These ongoing shortages could affect&nbsp;KDOT’s ability to clear snow and ice from highways in a timely manner.

“We want motorists to know ahead of time - it’s not a matter of if the highways will be cleared this winter, but when,” said Transportation Secretary Julie Lorenz. “KDOT&nbsp;crews will be proactive by shifting crews and pretreating surfaces whenever possible but having fewer employees could cause delays in removing snow and ice from all the affected roadways.”&nbsp;

The agency is about 24% short of snowplow operators needed to be fully staffed in offices across the state. However, all&nbsp;KDOT&nbsp;field offices have made preparations in September and October to be ready for winter - employees participated in regional meetings with several days of hands-on snowfighter training exercises. Salt, sand and other materials are fully stocked, and pre-maintenance work on snowplows and other equipment is complete.

“Our maintenance crews always do their best to serve the public as they work 12-hour shifts in their efforts to clear the highways,” said Secretary Lorenz. “But motorists can help by checking on road conditions and weather forecasts in advance and possibly delaying travel plans. It’s important to plan ahead, stay informed and travel safe.”

Continued KDOT staffing shortages could impact  highway snow, ice removal efforts

Junction City fire Department personnel responded to what turned out to be a false alarm at Geary Community Hospital Tuesday afternoon. There were not any injuries or damage. According to a check with the Fire Marshall the false alarm was caused by a faulty detector.

MANHATTAN, KAN. –&nbsp;Brian R. Peete has been selected by the Riley County Law Enforcement Agency (Law Board) as the next Director of the Riley County Police Department.

Peete will be the 6th&nbsp;Director since the RCPD was established in 1974.

He currently serves as the Chief of Police in Montpelier, Vt. where he leads a dedicated department of 27 full-time members of officers, administration, parking enforcement, and a regional emergency communications dispatch personnel for a daytime population of over twenty thousand.

Prior to his current role, he served as Chief for the Alamogordo Police Department in N.M. Before becoming Chief in Alamogordo, Brian served in the City of Chicago’s Inspector General’s Office as the Chief Forensic Audit Investigator for Public Safety (Police Accountability) and as a Chief Investigator. He was also a Patrolman, Field Training Officer, and Fusion Center Analyst for the Chicago Police Department.

Peete has also served in federal law enforcement in the Air Force Office of Special Investigations as the Assistant Special Agent-In-Charge (Operations Officer), Detachment 206 Las Vegas, Nev., where he deployed to Afghanistan in support of Operation Enduring Freedom and coordinated U.S. and Afghan forces in over 150 counter espionage, counterterrorism/counterintelligence, and force protection missions. He also was the Regional Manager for Operations Enhancement, 2nd&nbsp;Field Investigations Region at Langley Air Force Base responsible for the investigations and operations for over 400 Special Agents in 31 AFOSI offices worldwide to include Iraq and Afghanistan.

Prior to a career in law enforcement, Peete was an Air Force aircraft maintenance officer who commanded three separate Maintenance Flights.

Peete has an M.A. in Police Psychology, a B.S. in Sociology with an emphasis on Employment Relations and has collectively managed over 1,000 people, 14 facilities, and over $1 billion of assets and operating budgets throughout his career.

Just after 9:30p.m. Monday, officers filed a report for aggravated assault, battery, criminal damage to property, and criminal trespass in the 2000 block of College Heights Road in Manhattan, according to the Riley County Police Department activity report.

Just after 9:30 p.m., a 17-year-old boy, a 19-year-old man and a 30-year-old woman reported a 26-year-old man and a 30-year-old man broke into a house and threatened the victims with guns following a fight between the parties earlier in the evening.

Police identified Vanda Vereen, 26, and Christopher Sims, 30, both of Fort Riley as the suspects and arrested them on requested charges of aggravated assault. Both remain confined in the Riley County Jail on total bonds of $10,000 each.

TOPEKA&nbsp;– The&nbsp;Cold&nbsp;Weather&nbsp;Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Tuesday, November 1 and remain in effect through March 31.&nbsp;

With energy costs expected to rise this winter, the protections offered by the&nbsp;Cold&nbsp;Weather&nbsp;Rule&nbsp;could be more critical than ever in keeping individuals and families safe and connected. According to the U.S. Energy Information Administration (EIA), Midwest households heating with natural gas could see their bills increase by 33%. Those using electric heat could pay 8% more. If the&nbsp;weather&nbsp;is&nbsp;colder than expected, those numbers could be higher.

While the&nbsp;Cold&nbsp;Weather&nbsp;Rule&nbsp;is in effect, utility companies cannot disconnect a customer's service when local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The&nbsp;Kansas&nbsp;Corporation Commission, the agency that regulates public utilities in the state, implemented the&nbsp;rule&nbsp;in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme&nbsp;cold.

The&nbsp;Cold&nbsp;Weather&nbsp;Rule&nbsp;also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.
