HUTCHINSON, Kan. — Kansas Director of Broadband Development Jade Piros de Carvalho wants to be sure low-income Kansans know of a way to reduce or eliminate their cost for internet service through the Affordable Connectivity Program.

"We are embarking on a robust outreach campaign to help low-income Kansans recognize that this program exists,"&nbsp;Piros de Carvalho said. "This program can reduce the cost of your internet service by $30, or, for some providers who have offered high speed 100 megabit speeds for only $30, you can get it free. This is available to anybody who has household income that falls below 200% of the federal poverty guidelines."

The graphic below represents 100% of the guidelines, so, based on your family size, if you make less than twice these amounts annually, you would likely qualify for ACP.

For example, a family of four that makes less than $60,000 a year would likely be eligible.

"Additionally, a lot of people aren't aware of this, it also provides a $100 discount on a tablet or a computer,"&nbsp;Piros de Carvalho said. "You could also get a device with this program."

There are many programs like Lifeline, SNAP and Free and Reduced Lunch that have, in some manner, income guidelines already below the 200% of FPL level, so if you qualify for those, you qualify for this.

"If you are trying to access the internet only from your phone, you are probably not as able to apply for a job, or take advantage of telehealth with your health care provider or work remotely or further your education,"&nbsp;Piros de Carvalho said. "That device is just as important as the access."

To sign up for the ACP program, the state has a wizard at&nbsp;<a href="https://getacp.org/kansas">https://getacp.org/kansas&nbsp;</a>that will walk you through some questions to find out if you are eligible.

Broadband director: Low-income Kansans can save on internet

MANHATTAN — Kansas State University is opening its doors to the public for the exploration of endless possibilities at the <a href="https://www.k-state.edu/openhouse/">All-University Open House</a> from 9 a.m. to 3 p.m. Saturday, April 1. Open
 House will take place on the Manhattan campus with activities, 
learning, fun and food. This event for all ages is an opportunity to 
explore K-State while getting an insider's look at the university's 
academic programs, student organizations and campus life.

"K-State Open House is a popular tradition that showcases all K-State
 has to offer," said Karen Goos, vice provost for enrollment management 
at K-State. "As an educational and research leader, K-State offers great
 value to students, and this event is an opportunity for their work and 
passions to shine."

The event offers a mix of activities, projects, displays, 
demonstrations, food and entertainment. Tours of campus and on-campus 
housing are available throughout the day.

The Carl R. Ice College of Engineering invites visitors to get a 
sneak peek of this year's student-built formula car and watch several 
student competitions. Don't miss the College of Agriculture's bug 
petting zoo, and take the shuttle to the grain science department's 
north complex to enjoy a free lunch. Many additional dining and snack 
options are available across campus.

Test your balance and coordination with the College of Health and 
Human Sciences, and tour the nursing program facilities. Graduate 
students in communications sciences and disorders will provide free 
hearing screenings at 127 Campus Creek Complex.

The College of Arts and Sciences will feature many displays 
throughout campus, including interactive art projects and the English 
department's custom poetry from the Poet-in-a-Box. While visiting the 
College of Business Administration, grab a snack and take a turn at the 
bounce house obstacle course.

Test your paper airplane skills and explore a living wax museum with 
the College of Education. The College of Architecture, Planning &amp; 
Design's events include BOXhattan, which offers visitors a chance to try
 their hand at city planning.

Take a stroll to the College of Veterinary Medicine complex to see a 
variety of exhibits and activities. Children may bring their stuffed 
animals in for "treatment," and visitors of all ages can learn about pet
 first aid and how to diagnose sick patients.

Shaka Smart has packed an entire career's worth of experiences into 14 years as a college head coach. He led VCU to an improbable Final Four as a 30-something wunderkind in 2011, guided mighty Texas to a Big 12 Tournament title during six otherwise tepid years in Austin, and now has turned Marquette into a Big East beast.

It's sometimes easy to forget he's still just 45 years old.

Yet his work with the Golden Eagles this season might have been his best: Picked ninth in the 11-team league by its coaches, they won the regular-season title going away, then beat Xavier to win&nbsp;<a href="https://apnews.com/article/big-east-marquette-xavier-df67d940335f3a9d69f2f6e7b626beaf">their first Big East Tournament championship</a>.

That earned Smart the AP coach of the year award Friday. He garnered 24 of 58 votes from a&nbsp;<a href="https://apnews.com/article/ap-college-basketball-player-of-year-b2820fee259952b664327b49a112f193">national media panel</a>&nbsp;to edge&nbsp;<a href="https://apnews.com/article/march-madness-sweet-16-kansas-tang-63e449c8d08c70b3726732c7246bb7a5">Kansas State's Jerome Tang</a>, who received 13 votes before guiding the Wildcats to the Elite Eight of the&nbsp;<a href="https://apnews.com/hub/march-madness">NCAA Tournament</a>, and Houston's Kelvin Sampson, who earned 10 before taking the Cougars to the Sweet 16.

Voting opened after the regular season and closed at the start of the NCAA Tournament, where the No. 2 seed Golden Eagles were&nbsp;<a href="https://apnews.com/article/march-madness-michigan-state-marquette-izzo-690d24a67256a2bf187353c0bfed577a">knocked out in the second round</a>&nbsp;by Michigan State and Smart's&nbsp;<a href="https://apnews.com/article/march-madness-east-regionalmichigan-state-marquette-shaka-smart-405b0ccc948ec1480a2749496b3c5ef8">longtime mentor, Tom Izzo</a>.

“I'm very grateful to win this award," said Smart, the second Marquette coach to take it home after Hall of Famer Al McGuire in 1971, "but obviously it always comes back to the guys you have on your team.

“Early on,” Smart said, “we had a real sense the guys had genuine care and concern for one another, and we had a very good foundation for relationships that we could continue to build on. And over the course of seasons, you go through so many different experiences as a team. And those experiences either bring you closer together or further apart. Our guys did a great job, even through adverse experiences, even through challenges, becoming closer together.”

It's hardly surprising such cohesion is what Smart would choose to remember most from a most memorable season.

The native of Madison, Wisconsin, who holds a master's degree in social science from California University of Pennsylvania, long ago earned a reputation for building close bonds with players and a tight-knit camaraderie within his teams.

No matter how high or low the Golden Eagles were this season, those traits carried them through.

“Everything that we go through, whether it be the retreat that we went on before the season, all the workouts in the summer, he’s preaching his culture,” said Tyler Kolek,&nbsp;<a href="https://apnews.com/article/ap-all-america-mens-basketball-team-2ab037abcde5157ad840f7dcd22cc8a4">a third-team All-American</a>. “And he's showing his leadership every single day, and just trying to impart that on us, and kind of put it in our DNA. Because it's definitely in his DNA.”

That's reflected in the way Smart, who&nbsp;<a href="https://apnews.com/article/nba-basketball-wisconsin-coronavirus-pandemic-texas-longhorns-mens-basketball-972b7ad63710f78f34b9a35797ed031c">accepted the Marquette job</a>&nbsp;two years ago after an often bumpy tenure at Texas, has rebuilt the Golden Eagles program after it had begun to languish under Steve Wojciechowski.

Sure, Smart landed his share of transfers — Kolek among them — in an era in which the portal has become so prevalent. But he largely built a team that finished 29-7 this season around high school recruits, eschewing a quick fix in the hopes of long-term stability. Among those prospects were Kam Jones, their leading scorer, and do-everything forward David Joplin.

“He teaches us lots of things about the importance of each other,” Joplin said. “He lets us know, time and time again, that we can’t do anything without each other, but together we can do anything.”

That sounds like a decidedly old-school approach to building a college basketball program.

One embraced by a still-youthful head coach.

“I think being a head coach has never been more complicated, never been more nuanced, and never more all-encompassing," Smart told the AP in a wide-ranging interview last week. "Does that mean it's harder? You could say that.

“What makes your job less hard," Smart said, "is having a captive audience in your players, and guys that truly understand and own what goes into winning, and that's what we had this past year. But those things just don't happen. There are a lot of steps that have to occur on the part of a lot of people, not just the coach, to get to where you have a winning environment.”

A red flag warning remains in effect for the Flint Hills through 9 p.m. Friday, the National Weather Service in Topeka said, moving the risk of wildfires to "extreme."

Southwest winds will be sustained through the day at 20 to 30 mph, with gusts up to 55 mph possible.

The high temperature Friday is expected to be near 70.&nbsp;

By Saturday morning the winds will calm and the mercury will drop, with a high around 60 expected. The cool spell will be short-lived, as the NWS is calling for a Sunday high in the mid- to upper-70s on a sunny Sunday.

The next chance of precipitation in the long-term forecast is a slight chance of rain after midnight Tuesday.

'Extreme' fire danger on a warm and windy Friday, NWS warns

MANHATTAN - Large-scale active shooter training will be held at Kansas State University on Tuesday, April 4, through Thursday, April 6, in Edwards Hall.

Kansas State University Police Department along with Kansas Highway Patrol, Wamego Police Department, Manhattan Fire Department and Riley County EMS will participate in this multi-day training.

The training include scenarios intended to mimic potential real-life situations with sounds of gunfire and realistic looking victims and perpetrators.

On Wednesday, April 5th the Kansas Highway Patrol will conduct tactical training in Edwards Hall, including sounds of gunfire, as well as potentially alarming noises.

Beginning April 3rd the parking lot for Edwards Hall will not be available to the public and will be closed throughout the duration of the training.

Kansas State University posted an announcement of the training for public awareness, so the training scenarios are not interpreted as real events.

We have all heard that taxes in Junction City are high. In fact, if you read comments on social media, you realize there are those who believe we have the highest taxes in the area, state and the "nation."&nbsp; Sometimes I think there are those that would say we have the highest taxes in the "world" or even perhaps the "universe." Of course, &nbsp;when we talk about taxes, most look at the property taxes that are paid.&nbsp;

I recently received the 2023 Edition of the Kansas Tax Rate &amp; Fiscal Data that is published by the League of Kansas Municipalities. Call me a “Nerd” if you wish, but I wait for this publication each year to see what is happening with other local government units. This includes 625 cities, 105 counties, 286 Unified School Districts, and 19 Community Colleges. &nbsp;The publication shows the tax rates for the 2022 property taxes. Remember the 2002 property taxes fund the 2023 budgets. I will make mentions to the other units of local government, but I will mostly focus on cities. &nbsp;As City Manager I have some input for &nbsp;a City budget but not for others. Now, I know it is somewhat dangerous to compare cities for tax levies as we often don’t know the “Rest of the Story”. &nbsp;In other words, other cities did not have the debt issue this City has been moving through for the past 15 or so years, but there also may be a “Back Story” in other communities. &nbsp;Some cities have a municipal electric utility and profits supplement property taxes. &nbsp;However, it is good to know where one ranks, and we often have to defend ourselves from the believers that Junction City has the highest taxes ever levied.&nbsp;

Your property taxes in Junction City are a total of 4 sources. &nbsp;The State of Kansas levies a total of 1.5 mills for two building funds. &nbsp;The other 3 are the City, County, and the School District. However, in other cities in Kansas there are other taxing entities. &nbsp;In the nearby City of &nbsp;Abilene tax payers have a mill levy for a Cemetery District and some cities may have a mill levy for a District owned Hospital.

Then we have the 19 Community Colleges. &nbsp;They have a mill levy that is paid by tax payers in that district. &nbsp;We all know that Cloud County Community College has a campus here in Junction City. Since their &nbsp;main campus is in Concordia, the property owners in Cloud County paid a mill levy of 29.105 mills in their 2022 taxes. &nbsp;The $200,000 home I mentioned about would pay $699.42 more in property taxes. &nbsp;However, for us in Geary County that have the campus here, there are no property taxes paid for the Community College. Then we have Washburn University in Topeka for those property owners in that City. &nbsp;This is the only 4-year institution that receives local property taxes. &nbsp;Most of the 3.451 is used for capital outlay.&nbsp;

For the 2022 taxes the mill levy in Junction City was 48.311 mills. Manhattan levied 52.154 mills. Abilene to our west levied&nbsp;50.162 mills. Newton, a city of about 4,000 less people than Junction City levies 70.383 mills.&nbsp;Liberal a city of our size in far Southwest Kansas levied 55.625 mills and the City of ElDorado about 80 miles south of here was at 58.664 mills. &nbsp;These latter 2 cities also have levies for Community Collegesas well. &nbsp;

Yes, there are cities of our size that have a lower mill levy. The lowest in our population range would be the City of Hays with 25.247 mills. &nbsp;Yes,&nbsp;there are small cities in this state with very low levies, but they don’t have a swimming pool or playgrounds or paved streets or many other things. &nbsp;I think you get it.&nbsp;

Yes, there are some cities with the city mill levy over 100 mills. Yes, you can argue that the value of their homes is less, so the total amount of taxes is different. However, that community has little chance of growth at this time.

We you can compare all we want, but it boils down to what is right for your given city. In my 34 years of City management, I have yet to figure out how to do&nbsp;more but&nbsp;do it with less dollars. I don’t think I will live long enough to ever do that.&nbsp;

In fact, if you read comments on social media, you realize there are those who believe we have the highest taxes in the area, state and the "nation."&nbsp; Sometimes I think there are those that would say we have the highest taxes in the "world" or even perhaps the "universe." Of course, &nbsp;when we talk about taxes, most look at the property taxes that are paid.&nbsp;I recently received the 2023 Edition of the Kansas Tax Rate &amp; Fiscal Data that is published by the League of Kansas Municipalities. Call me a “Nerd” if you wish, but I wait for this publication each year to see what is happening with other local government units. This includes 625 cities, 105 counties, 286 Unified School Districts, and 19 Community Colleges. &nbsp;The publication shows the tax rates for the 2022 property taxes. Remember the 2002 property taxes fund the 2023 budgets. I will make mentions to the other units of local government, but I will mostly focus on cities. &nbsp;As City Manager I have some input for &nbsp;a City budget but not for others. DINKEL: A closer look at property tax in Junction City

Nathan Downs has served as the Director of Special Education in USD 475 Geary County Schools for the past five years. He is originally from Joplin, Missouri. He has had positions as a Mental Health Crisis Case Manager for adults and children; a school psychologist in Wamego; worked in special education at Junction City High School and is currently the Director of Special Education.

“Special education services in USD 475 are provided for students age 0 through 21 years. One of the services most recently expanded is for three and four years old children. The Board of Education approved an Early Childhood Center to be built to serve more children in that age group who will be taught by a licensed teacher. This is not a day care”, he said. “The purpose of the program is to prepare the children for kindergarten and identify any special needs at an early age to get them help with academics and behavior skills.

Individual Education Plans (IEP’s) are built by the staff and parents to collaboratively create goals and strategies for instruction in the classroom, monitor progress and be flexible enough to make changes when needed. Last year there were 1800 students ages 3 through 21 with IEP’s in USD 475. There are 150 licensed staff and 300 paraprofessionals who work directly with students in classrooms. For the last 5 years, the district has met all federal and state standards when audited.”

Nathan stated that his biggest challenge is “recruiting and retaining staff. Fifty-five percent of our students are connected to the military stationed at Fort Riley. We hire spouses of soldiers, but often after 2 or 3 years there is turnover. We will likely hire 60 people to work in the Special Education Department this year.”

He also stated that “the district has a “Grow Our Own” program to encourage paraprofessionals to enroll in and complete a bachelor’s degree program, work with a licensed teacher of record, become licensed themselves and seek employment in USD 475. There have been at least a dozen people involved in this program last year. We are also working with the Geary Community Schools Foundation to provide more scholarships for staff in a similar way.”

Next year, Nathan will be an Assistant Superintendent in USD 383 Manhattan/Ogden School District. He plans to continue focusing on doing what is best for students and staff.

Next week’s meeting will be a Board of Directors meeting. All JC Breakfast Optimist members are encouraged to attend. Meetings are open to the public. Those who attend their first meeting of the club at the Hampton Inn will receive a free breakfast buffet. Breakfast is served at 6:30 AM and the meetings begin at 6:50 AM.

FORT RILEY — In 2024, more than 1,000 <a href="https://www.facebook.com/oklahomanationalguard">Oklahoma Army National Guardsmen</a>&nbsp;will deploy as Task Force Tomahawk, along with one company from each, Indiana and Nebraska.

<a href="https://twitter.com/OKGuard">Oklahoma National Guard</a> soldiers are currently at Fort Riley undergoing pre-mobilization training before deploying for overseas active duty.

Soldiers are training on various weapons, along with individual troop and squad movements to ensure preparedness for the mission during Task Force Tomahawk.

Conducting training increases soldier readiness for the future deployment in support of operations within U.S. Africa Command's area of responsibility.

"The ability to show that we are ready and prepared to take on any mission. So any element, any type of formation, whether it's active duty, guard, Reserve can come here and we will ensure that they get the best training possible to be able to prepare for any mission." Fort Riley Range Safety Specialist, Nick Johnson says.

These student leaders will share their experiences and support prospective K-State students interested in Agricultural academic programs.&nbsp;

Ag Ambassadors will share resources and cultivate connections with prospective students and their families, assisting with campus tours and building relationships with faculty and current students.

Earth Day clean up scheduled in Junction City

A wind advisory is in place for the Flint Hills from noon Thursday through 7 p.m. Friday, the National Weather Service in Topeka said.

Winds are expected to pick up through the day, sustained at 20 to 30 mph and gusting as high as 50 mph. The high temperature Thursday is expected to be in the low- to mid-70s.

There is a 20 percent chance of rain or thunderstorms after 10 p.m., the NWS said.

Strong wind will continue through the weekend, the NWS said. A high near 70 is expected Friday, falling to around 60 on Saturday. On Sunday and Monday, the high temperature is predicted to be in the mid- to upper-70s.

 is an acronym for the Community Collaborative Rain, Hail and Snow 
Network.  CoCoRaHS is a unique, non-profit, community-based network of 
volunteers of all ages and backgrounds working together to measure and 
map precipitation (rain, hail and snow).   By using low-cost measurement
 tools, stressing training and education, and utilizing an interactive 
website, our aim is to provide the highest quality data for natural 
resource, education and research applications," the organization noted 
on its website.

CoCoRaHS is in the final days of its big March 
volunteer recruiting event. In a good-natured competition, the 
organization's website has a state scoreboard that is updated hourly 
with the number of new volunteers in each state. As this story is being 
written, Kansas is tied with Wyoming for sixth place.

After rain, 
hail, or snow storms, CoCoRaHS volunteers take precipitation

Precipitation reporting organization seeks local, area volunteers

Geary County USD 475 will host an art show from 5 to 7 p.m. Friday and 1 to 4 p.m. Saturday at the Blue Jay Event Center.

Students from kindergarten through 12th grade were chosen by their art teacher to submit and auction their art. Proceeds will benefit a scholarship from the Geary Community Schools Foundation.

RILEY COUNTY—Illegal outdoor burning started a large grass fire in Riley County.

Just before 2p.m. Wednesday, Riley County Fire District #1 was dispatched to an area near High Plains Trail, just southwest of Tuttle Creek Lake dam, for reports of a grass fire, according to Deputy Fire Chief Doug Russell.

Crews found an illegally started outdoor burn that was out of control.&nbsp;

An estimated 60 acres burned and an Evergy electrical transformer junction box was damaged in the fire. No one is without power as a result of the damage to the junction box. Two homes were threatened but no evacuations were issued and no structures were lost. No injuries have been reported.&nbsp;

No injuries were reported with this fire.

“This was a difficult fire to fight and I called for mutual aid from the Manhattan Fire Department because I knew we would need additional help to get it under control,” said Deputy Chief Doug Russell. “The terrain was steep and the strong wind swirled in the valleys, creating small fire tornadoes. I’m grateful we had enough personnel available to attack this fire quickly and protect the neighboring homes.”&nbsp;

Outdoor burning was not allowed in Riley County Wednesday afternoon due to high winds and dangerous fire conditions. Riley County Fire District #1 sent multiple public notifications about the burn ban and dangerous conditions. Riley County regulations require all burn permit holders to notify local authorities before outdoor burning begins, and to only burn when weather conditions allow. Permit holders are also required to have adequate equipment and manpower to conduct the burn safely. The property owner failed to follow the terms of the burn permit process. Riley County Police Department issued a citation to the property owner for the violation. “The first step in the process to conduct an outdoor burn is to contact Riley County Emergency Management or visit our website to apply for a free burn permit. Staff will share advice and information for conducting the burn safely,” said Russell. Dangerous fire conditions are expected to continue for the next few days. The National Weather Service issued a Wind Advisory in many areas of the state.

Starting with the Summer 2023 semester, high school students enrolling in face-to-face classes on the Barton County campus, in person at their partnered high school, or through a Partnered Online partnership will qualify for the new rate.

Previously, high school students paid the same tuition rate as post-secondary students. This new $50 tuition rate is a significant step toward providing more accessible courses for high school students across the state. In addition to this rate change, Barton recently added a scholarship for Barton Online classes for Kansas high school students to bring the cost down to $75 per credit hour.

Director of Early College Opportunities Karly Little said the new rate and online scholarship will allow more students to get ahead and take advantage of Barton’s early college opportunities including general education courses. High school students that qualify for the new rate may be able to take the courses as dual credit, but she said students should check with their high school counselor to see whether their school is an early college partner and if the class would count on their high school transcript or impact their class schedules.

“With the new tuition rate for high school students, taking classes on the Barton County campus or at our partnered schools, either in person or via Partnered Online, we hope to give more students access to coursework at a price they can afford,” she said.&nbsp;

Little said in addition to the new credit hour rate and scholarship for online classes, some classes utilize low-cost (under $50) or no-cost textbooks, helping students in these classes save even more money. &nbsp; A state-approved list of career technical education (CTE) courses is still being offered at no tuition charged for Kansas high school students through a state program called Excel in CTE.&nbsp;&nbsp;Students may also qualify to use the Barton Online $75 per credit hour scholarship to complete career technical classes not included on the fully funded list to make greater progress toward their college and career plans.

“Students can take individual classes or work toward earning an associate degree or certificate,” she said.&nbsp;“They can even mix and match with&nbsp;scholarship or reduced rate&nbsp;general education courses, career technical&nbsp;courses, and tuition-free Excel in CTE courses to reduce their overall cost.”

NWS: Warm, windy end to the week in the Flint Hills

RILEY COUNTY —Law enforcement authorities are investigating a violent altercation in Manhattan.

Just after 11a.m. Tuesday, officers filed a report for aggravated kidnapping, domestic battery, criminal deprivation of property, aggravated intimidation of a victim and criminal damage to property in Manhattan, according to the Riley County Police Department activity report.

 A 35-year-old woman and a 41-year-old man known to each other were listed as both the victims and the suspects when it was reported the man wouldn't let the woman leave his home for approximately 8 to 9 hours.

 During this time it was reported the man took her phone and hit her. It was also reported the woman threw a table at the man and hit him.

Police have not reported an arrest in the case and released no additional details early Wednesday.

RILEY COUNTY —Law enforcement authorities are investigating a violent altercation in Manhattan.Just after 11a.m. Tuesday, officers filed a report for aggravated kidnapping, domestic battery, criminal deprivation of property, aggravated intimidation of a victim and criminal damage to property in Manhattan, according to the Riley County Police Department activity report. A 35-year-old woman and a 41-year-old man known to each other were listed as both the victims and the suspects when it was reported the man wouldn't let the woman leave his home for approximately 8 to 9 hours. During this time it was reported the man took her phone and hit her. It was also reported the woman threw a table at the man and hit him.Police have not reported an arrest in the case and released no additional details early Wednesday.

Junction City High Schools inaugural Cars &amp; Careers car show and CTSO showcase is scheduled for 11 a.m. to 3 p.m. April 1 at the high school, 1100 Blue Jay Way.

Car entry will be 9 to 11 a.m., and cars will be on display from 11 a.m. to 3 p.m. Awards will be presented at 2 p.m.
