DICKINSON COUNTY— Law enforcement authorities are investigating two suspects on multiple allegations after a chase on Interstate 70.

Just after noon Thursday, a sheriff's deputy attempted to conduct a traffic stop with a 2021 Toyota passenger car for traffic infractions on Interstate 70 in Dickinson County, according to Sheriff Jerry Davis.

The Toyota accelerated rapidly in an attempt to flee and the deputy initiated a pursuit. The Toyota swerved toward patrol vehicles during the pursuit and then exited Interstate 70 and went south on Jeep Road. 

The Toyota attempted to turn onto a gravel driveway in the 2000 block of Jeep Road but crashed into the ditch and then proceeded to drive into a field. 

The vehicle eventually came to a stop and the male driver later identified as 37-year-old Joel Edward Hayes of Colorado Springs, Colo., exited the vehicle and ran but was apprehended after a short distance.

&nbsp;A passenger in the vehicle identified as 29-year-old Brenna Alison Fitzgerald of Peyton, Colo., was taken into custody and transported to the Abilene hospital due to injuries received when the Toyota traveled through the ditch.&nbsp;

Further investigation resulted in the recovery of numerous stolen tools from Colorado Springs, two firearms, more than 9,000 counterfeit oxycodone pills believed to contain fentanyl, 1.4 lbs of methamphetamine, 84 grams of heroin, 34 grams of marijuana, and numerous items of drug paraphernalia.

Deputies booked Hayes into the Dickinson County Jail on requested charges of flee or attempt to elude law enforcement, possession with intent to distribute heroin, possession with intent to distribute opioids, possession of marijuana, possession of drug paraphernalia, aggravated battery, possession of a firearm by a convicted felon, possession of stolen property, criminal damage to property, and aggravated assault on a Law Enforcement Office. Hayes was also arrested on a warrant that was issued in El Paso County, Colorado for fail to appear on drug and weapon related charges.

After her treatment at the hospital, Fitzgerald was booked into the Dickinson County jail on requested charges of possession with intent to distribute heroin, possession with intent to distribute opioids, possession of marijuana, possession of drug paraphernalia, criminal possession of a weapon, possession of stolen property.

Five music students, inluding two from Junction City, were awared a total of  $2,500  in scholarship money Saturday at the General Federated Women's Clubs of Kansas Music Auditions at the First Baptist Church in Junction City.

The students each receiving $500 scholarships were Kora Muniz-Lorenzo and Daphne Brown, Junction City, KS, vocal music; Jeremiah Young, Minneapolis, KS, piano; Rebekah Pickering, Manhattan, KS , Cello; and Scarlett Pfister, Hutchinson, KS, Piccolo.

According to GFWC State Music Chair Florence Whitebread the auditions were started in 1925 by Mrs. J. Abbie Clark Hogan, a local Junction City violinist and member of the Junction City Ladies Reading Club. She was also a noted violinist over Europe and the United States and wanted to recognize and promote local music students, Whitebread said.

Monday kicks off Severe Weather Preparedness Week in Kansas.

The week is scheduled to include a statewide tornado drill at 10 a.m. Tuesday.

In 2022, 56 tornadoes were recorded in Kansas, according to information from the National Weather Service. That number was five below the 1950-2022 average of 61, 29 below the 30-year average of 85, and 11 below the 10-year average of 67, yet higher than 2021 and 2020 combined.

According to the weather service, the longest tracking tornado was an EF1 tornado that was on the ground for 21.76 miles in Dickinson and Morris counties on April 29. The strongest tornado, an EF3, also was recorded on April 29 in Sedgwick and Butler counties. 

In fact, 14 tornadoes were recorded on April 29, the most prolific tornado-producing day in 2022 for Kansas. June saw the most tornadoes - 22 - for one month in 2022, and Kansas had 17 days in 2020 with at least one tornado. 

Thomas County in northwest Kansas holds the record for most 2022 tornadoes in one county: eight.

The length of the 2022 tornado season in Kansas was 154 days, from March 29 to Aug. 29.

While the bulk of spring severe and tornadic weather is still ahead of us this year, Kansas has already seen tornadoes in 2023.

Kansas Severe Weather Preparedness Week begins Monday

RILEY COUNTY—Law enforcement authorities are investigating another theft of a firearm from an unlocked vehicle.

Just after 2p.m. Friday, officers filed a report for theft in the 700 block of Pottawatomie Avenue in Manhattan, according to the Riley County Police Department activity report.

 A 31-year-old man reported his Rock Island 1911 handgun was stolen from his unlocked car. The estimated total loss associated with this case is approximately $575.&nbsp;

Anyone with information can contact RCPD or the&nbsp;<a href="https://www.p3tips.com/tipform.aspx?ID=353#">Manhattan Riley County Crime Stoppers</a>. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

The high Monday is expected to reach the mid- to upper-50s, dropping to a high in the low-40s by Tuesday.

There is a 50 percent to 70 percent chance of rain starting after noon Tuesday and continuing&nbsp; into Thursday night, the NWS said.&nbsp;

The daytime highs will be in the low- to upper-40s through the work week.

The low bid for the series of project is Manhattan-based Bayer Construction Co. at a cost of $1.66 million.

The other bidder was APAC, whose bid came in at $1.9 million.

While the low bid came in over the city's original estimate, staff will recommend to the commission Bayer's bid be accepted.

•&nbsp;Consider selling 8 acres of city property off of Ethan Drive to Joaquin and Ann Contreras (pictured).

•&nbsp;Consider the purchase of a 2021 ambulance at a price of $190,398 from Braun Northwest. The vehicle would replace one totaled in a September accident.

No fooling: Fort Riley's annual Easter egg hunt is April 1

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said even though he expects another rate hike from the Federal Reserve, he's a little more optimistic now than he was last month.

"The recession probabilities are lower, much lower than they were for the year of 2023," Goss said. "Inflation, the numbers there, tending to be much higher and the employment number, that's definitely a good thing. Normally, we have purchasing managers, supply managers telling us they have difficulty finding and hiring workers. Now, it seems like, at least for the month of February, they had less."

Goss is still concerned about the staring contest Congress and the administration appear to be ready to engage in regarding the debt ceiling.

"$31.5 trillion, we've reached the debt ceiling," Goss said. "If we don't see some raising of the debt ceiling in June, the first week of June, we're going to have some not so good consequences, if we don't raise that debt ceiling."

Republicans have insisted that a debt limit increase must be paired with spending cuts, but they are not looking to cut Social Security or Medicare.

"I do think there will be a solution to the debt ceiling," Goss said. "That would be madness, to not raise the debt ceiling, in my judgment. Jay Powell, head of the Federal Reserve, said the same thing."

How close to June the two sides will come before getting to that solution remains to be seen.

Junction City honors workers for March service anniversaries

An 8- foot-tall tomato plant? It sounds like a gardener’s dream, but one innovative young rural Kansas couple is making it become reality using a gardening technique known as hydroponics.&nbsp;&nbsp;&nbsp;

Samuel and MaryAnn Beachy are the founders and owners of Beachy’s Flowers and Produce. They were living in Kentucky and then moved to Kansas to be closer to MaryAnn’s parents in Lyndon.&nbsp;

Samuel was operating a locker plant in Osage City until he sold that business. The Beachys’ church was looking to expand in the Wamego and Manhattan area, and Samuel wanted to pursue a new enterprise there.&nbsp;

“I’ve always been intrigued with growing things,” Samuel said. “I loved to grow things in the garden.”&nbsp;

As he and MaryAnn considered a move, they thought about the type of produce operation that could work best in northeast Kansas and decided to try an indoor, hydroponic system. “He did a lot of studying,” MaryAnn said.&nbsp;

As the Beachys prepared to relocate, they told the realtor they were looking for a location that was served by natural gas and was next to a major highway. The realtor identified just one location. It was the first place the Beachys looked at, and they bought it. “This was a Godsend,” Samuel said.&nbsp;

The location was next to Highway 24 east of Manhattan. It already had a house with a large shop. The Beachys built a state-of-the-art polycarbonate truss-style greenhouse that connected to the shop. It is fully hydroponic, so the plants are raised in recycled water with the precise nutrients needed.&nbsp;

Beachy’s Flowers and Produce opened on November 30, 2022. For now, the flowers are coming from Council Grove, but the produce is homegrown and booming.&nbsp;

The Beachys produce tomatoes, lettuce, broccoli, peppers, cauliflower, spring onions, kale, spinach, cilantro and cucumbers. In the future, they plan to also grow carrots, beets, potatoes and strawberries. The climate-controlled greenhouse enables produce to be grown year-round.&nbsp;

“My goal is to provide a place where people can buy produce at the same place that it is grown,” Samuel said. That would definitely seem to shorten the supply chain.&nbsp;

“I want to raise enough that you can make a good salad with what we produce.”&nbsp;

The production process is highly scientific, with probes used to control pH and nutrient levels. No soil is needed. Water is constantly recirculated. A retractable ceiling curtain helps control the climate naturally.&nbsp;

“We can open the curtain to let the sun in, and close it when we want to hold in the warmth,” Samuel said.&nbsp;

Lettuce seedlings, for example, are started under growlights. The rooted seedlings, in peat pellets, are placed in rows of watertight PVC trays through which the water and nutrients are pumped and recirculated. The trays are placed on waist-high metal frames and, with time, moved farther apart to make room for the plants to grow.&nbsp;&nbsp;&nbsp;

“We have to plan ahead,” Samuel said. “We plant 200 seeds per week of lettuce, and harvest in two months.”&nbsp;

The Beachys’ butterhead lettuce, with just a hint of sweetness, is a variety that has proven especially popular.&nbsp;

For tomatoes, the truss ceiling makes it possible to use string to hold up the tops of the plants, enabling them to grow to their full potential. With proper trimming and treatment, these plants can grow eight feet tall and produce extraordinary tomatoes. “Our goal is three-quarter pound tomatoes,” Samuel said.&nbsp;

Their produce is available for sale at grocery stores in Wamego, Westmoreland, and Holton; at Manhattan farmer’s market; and direct from the greenhouse. “I would like to grow the business so that people can come right here for their produce,” Samuel said.&nbsp;

Their location is along Highway 24 northwest of the rural community of St. George, population 1,054 people.&nbsp;&nbsp;Now, that’s rural.&nbsp;

Now That’s Rural: Beachy’s Flowers and Produce 

Although there is a slight chance of sprinkles or flurries Saturday morning, a weekend warmup is right around the corner, the National Weather Service in Topeka said.

After Friday and Saturday highs in the upper-50s, the mercury will jump to nearly 70 on Sunday.

The warm air Sunday will be accompanied by strong winds, sustained at 15 to 25 mph and gusting to 35 mph — increasing the risk of wildfires.

The work week will begin warm as well, with a Monday high in the upper-50s. By Tuesday, the chance of rain or snow returns to the Junction City area.

'Cars & Careers' Car Show coming April 1st at JCHS

MANHATTAN, Kan. — Agricultural producers who have not yet enrolled in the Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) programs for the 2023 crop year have until March 15, 2023, to elect and enroll a contract. The U.S. Department of Agriculture (USDA) offers these two safety net programs to provide vital income support to farmers experiencing substantial declines in crop prices or revenues.    

“The Agriculture Risk Coverage and Price Loss Coverage programs provide critical protection to many American farmers. As producers across the country deal with market volatility and natural disasters, these programs offer much-needed stability,” said Dennis McKinney, State Executive Director for FSA in Kansas. “I am encouraging producers to reach out to their county offices to learn about program eligibility and election options today, so that they can begin the enrollment process as soon as possible.”  

Producers can elect coverage and enroll in ARC-County or PLC, which are both commodity-by-commodity, or ARC-Individual, which covers the entire farm. Although election changes for 2023 are optional, producers must enroll through a signed contract each year. Additionally, if a producer has a multi-year contract on their farm and makes an election change for 2023, they will need to sign a new contract.    

If producers do not submit an election by the March 15, 2023, deadline, the election remains the same as the 2022 election for commodities on the farm. Farm owners cannot enroll in either program unless they have a share interest in the commodity.     

In Kansas, producers have completed 74,828 contracts to date, representing 72% of the more than 104,000 expected contracts.  

Producers who do not complete enrollment by the deadline will not be enrolled in ARC or PLC for the 2023 year and will not receive a payment if triggered.    

Producers are eligible to enroll farms with base acres for the following commodities:  barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rapeseed, long grain rice, medium and short grain rice, safflower seed, seed cotton, sesame, soybeans, sunflower seed and wheat.    

In partnership with USDA, two web-based decision tools are available to assist producers in making informed, educated decisions using crop data specific to their respective farming operations:    

· <a href="https://farmdocdaily.illinois.edu/2019/08/introducing-the-gardner-farmdoc-payment-calculator">Gardner-farmdoc Payment Calculator, a tool available through the University of Illinois allows producers to estimate payments for farms and counties for ARC-CO and PLC.</a>

· <a href="https://www.afpc.tamu.edu/">ARC and PLC Decision Tool, a tool available through Texas A&amp;M University that allows producers to estimate payments and yield updates and expected payments for 2023</a>.

Crop Insurance Considerations and Decision Deadline

ARC and PLC are part of a broader safety net provided by USDA, which also includes crop insurance and marketing assistance loans.  

Producers are reminded that ARC and PLC elections and enrollments can impact eligibility for some crop insurance products.  

Producers on farms with a PLC election have the option of purchasing Supplemental Coverage Option (SCO) through their Approved Insurance Provider. However, producers on farms where ARC is the election are ineligible for SCO on their planted acres for that crop on that farm.   

Unlike SCO, the Enhanced Coverage Option (ECO) is unaffected by an ARC election. Producers may add ECO regardless of the farm program election.  

Upland cotton farmers who choose to enroll seed cotton base acres in ARC or PLC are ineligible for the stacked income protection plan (STAX) on their planted cotton acres for that farm.    

Producers should contact their crop insurance agent to make certain that the election and enrollment made at FSA follows their intention to participate in STAX or SCO coverage. Producers have until March 15, 2023, to make the appropriate changes or cancel their ARC or PLC contract.

JC chamber banquet deadline is Friday

RILEY COUNTY -Law enforcement authorities investigating a hit-and -run that critically injured a man have made an arrest.

Just after 9:30p.m. Feb. 11, police were called to the 4700 block of Skyway Drive in Riley County, according to a social media report from the Riley County Police Department.

First responders found a 30-year-old man on the side of the road with injuries consistent with being hit by a vehicle.

The man was initially transported by Riley County EMS to Ascension Via Christi in Manhattan and he was later transported to Stormont Vail in Topeka for treatment of his injuries.

Just before 3p.m.&nbsp; March 2, officers with the Riley County Police Department arrested a 34-year-old Kristopher Scott Mackey of Manhattan in connection with the incident. RILEY COUNTY -Law enforcement authorities investigating a hit-and -run that critically injured a man have made an arrest.Just after 9:30p.m. Feb. 11, police were called to the 4700 block of Skyway Drive in Riley County, according to a social media report from the Riley County Police Department.First responders found a 30-year-old man on the side of the road with injuries consistent with being hit by a vehicle.The man was initially transported by Riley County EMS to Ascension Via Christi in Manhattan and he was later transported to Stormont Vail in Topeka for treatment of his injuries.Just before 3p.m.&nbsp; March 2, officers with the Riley County Police Department arrested a 34-year-old Kristopher Scott Mackey of Manhattan in connection with the incident. He is being held without bond&nbsp; on requested charges of&nbsp;Interference with LEO; Falsely report a felony, intending to obstruct; Interference with LEO; Conceal/alter/destroy evidence in felony case;&nbsp; and Failure to stop at accident; Result in great bodily harm.

RILEY COUNTY - More than 60 elk from the herd on Fort Riley has been seen east of Keats near Anderson Avenue over the last couple weeks.

Video by a community member shows the herd as it's headed north towards Anderson Avenue.

Fort Riley's Environmental Division posted on Wednesday about an elk who decided to rest near the Ogden gate.
