Junction City police issue scam alert

August continued the ongoing trend of above average temperatures. Unfortunately, unlike the previous three months that had near average or above average precipitation, August was also dry!Geary County Exension Agent Chuck Otte. The average daily high, during August, was 90.9, 2.9 degrees above normal. The average overnight low was 68.2, 1.9 degrees above normal. This resulted in a monthly mean temperature of 79.5, 2.3 degrees above average. 

While it was above average, it was slightly cooler than July which is what we would normally expect. The highest temperature for the month was 101 degrees reached on the 6th, 7th, and 13th of the month. The lowest temperature for the month was 62, achieved on the 11th, 18th, and 31st. While it was above average it was a long ways from being record setting. The hottest August on record was in 2000 when we had a monthly mean temperature of 85.0 degrees. Even last year was warmer with a monthly mean temperature of 80.7. The coolest August on record was in 1981 with a very comfortable monthly mean temperature of 71.5. 

There was one temperature record set in August. The daily high of 72 on the 16th broke the record for the low high temperature for that date. The old record was 74 set in 1964. A lot of locations around the state have been comparing the number of days of 100 or higher to the long term average. Looking back to 1949 (over 70 years of records we find that our area has an average of 9 days per summer with temperatures of 100 or higher. This summer we have had 8 to date. We could still have high temperatures over 100 though so stay tuned! In looking at days with temperatures of 90 or above we find that the long term average is 52 days per year. As of August 31, we were at 52 days. Given the early September forecast, we will likely end up a little over 52 days this year of 90 or higher. The summer with the most days over 100 was in 1954 when the mercury hit 100 or above on 42 days.

Both Junction City and Milford Lake recorded well below average rainfall for August. Average August rainfall is 4.55 inches. Milford Lake recorded 1.08 inches for the month and Junction City 1.38 inches. Normal precipitation year to date is 25.65 inches. Year to date Junction City has received 23.61 inches and Milford Lake 22.81 inches. While it was drier than normal for the month, it wasn’t record dry. That honor goes to 1971 when there was no rainfall recorded in August. The wettest August was in 2013 when 10.33 inches of rain deluged the region! September is a month of changes. It brings us the official start of autumn and cooler temperatures. 

Average daily highs for the month drop from 85 on the 1st to 75 on the 30th. Overnight lows drop even further going from 64 at the start of September to 51 by the end. While we have seen frost in September, it is not an expected occurrence. With the end of summer we head into the drier parts of the year. September has a long term average rainfall of 2.85 inches. For those who can’t wait for snowy mornings, you’ve got a ways to go yet as we don’t expect even early snows until late October.&nbsp;&nbsp;

American Girl Tea party that will hosted by the Library on Sept. 10 at the C.L. Hoover Opera House from 2-3 p.m. This is for infant to 17 years and a parent or adult. There will be activities and games. There is no cost to attend. There will be a doll auction and tickets for the auction are $2. Those planning to attend can sign up in the Young People's Department at the Library. Registration is required by Sept. 5.

All Geary County Offices will be closed on Monday, September 5, in observance of Labor Day. County Clerk Rebecca Nordyke said regular hours will resume Tuesday, September 6.

In observance of the Labor Day Holiday, the Geary County Public Works Department and the Geary County Landfill will also be closed Monday. They will resume normal business hours starting Tuesday, September 6.

K-State climatologist describes typical weather changes from beginning to end of school semester&nbsp;

MANHATTAN, Kan. – While college students move into dormitories – and younger children head to school -- wearing t-shirts and shorts, they likely will be a bit more bundled up come the end of the fall semester.&nbsp;

Average temperatures drop by 40-45 degrees Fahrenheit from August to December, and rain in August becomes snow by December.&nbsp;

Using data from 1991-2020, let’s take a look at some facts and figures that illustrate the change of seasons in the Sunflower State, keying in on some of the state’s college towns.&nbsp;

In the first days of school, temperatures in Kansas range from a high of 91 in Dodge City to lows of 59 in Goodland.&nbsp;

By the time students are taking mid-term exams in October, those temps are coming down to highs of 72 in Dodge City and Wichita, to lows of 38 in Goodland and mid-40s in Manhattan, Emporia and Salina.&nbsp;

And by semester’s end, the lowest of the average highs is in Lawrence (41 F), while Goodland’s average low gets to a frigid 17 F. In addition to late night studies, students will need a nice warm jacket to get through Finals Week.&nbsp;

Goodland tends to get cold sooner than many of the state’s other college towns. There’s a 64% chance that the first frost of the season will occur in Goodland by Oct. 1. Emporia and Wichita have just a 12% and 11% chance of frost by that same date.&nbsp;

By mid-October, nearly every college town in Kansas has a better than 80% chance of a first frost. Wichita is the outlier; during the 30 years studied, Wichita’s chances of frost by Oct. 16 was just 46%, and doesn’t climb to over 80% until Halloween – when everyone else is at or near 100%.&nbsp;

Everyone thinks it snows by Halloween, right? On average, there’s a very small chance that is true. In Goodland, the average snowfall between 1991-2020 (from Aug. 22 through Halloween) was 2.2 inches, while in other Kansas college towns, the average snowfall was just a few tenths of an inch.&nbsp;

Thanksgiving break is more typical for snowfall, ranging from 5.5 inches in Goodland to 2.0 inches in Dodge City, 1.9 inches in Salina and 1.7 inches in Hays. Only Emporia (0.7 inches) doesn’t top at least an inch of snowfall, on average.&nbsp;

White Christmas? You can normally expect that in Kansas’ college towns. Goodland gets an average 10.7 inches from Aug. 22 through late December, while Salina and Dodge are at 6.0, Manhattan at 5.9, and Hays at 5.0. Lawrence and Wichita have an average snowfall at 4.1 by the Christmas season, and Emporia is at 3.8.&nbsp;

RILEY COUNTY—A Manhattan man was injured in an accident just after 4:30p.m. Wednesday in Manhattan.

&nbsp;A 2000 GMC Sonoma driven by Lyle Phinney, 70, of Manhattan was eastbound on Allen at Casement Road in Manhattan, according to the Riley County Police Department activity report.

A 2012 Toyota Camry driven by Rebecca Coates, 39, Manhattan, struck the back driver side area of the pickup as it entered the intersection, according to the RCPD.

EMS transported Phinney&nbsp; to Via Christi for treatment of his injuries and later released. Police also issued Phinney a citation for failure to yield the right of way at a stop sign.

Manhattan man hospitalized after 2-vehicle crash

MANHATTAN–&nbsp;&nbsp;After further investigation into a July 28, robbery on Waterway Place in Manhattan, police have identified and arrested a third suspect.

On Wednesday, police arrested Evan Megaw, 19, of Junction City on requested charges of aggravated robbery after it was reported he and two other suspects robbed a 17-year-old at gunpoint.

Just before 2p.m. July 28, a 17-year-old boy and a 45-year-old woman reported a 15-year-old and an 18-year-old robbed the 17-year-old victim at gunpoint of his iPhone then shot at the teen and woman in their car as they followed the suspects driving away from the scene.&nbsp; No injuries were reported.&nbsp;

Terriundis Toliver, 15, and Malachi Fielder, 18, both of Manhattan were previously arrested in July and August, respectively, for their roles in the incident.

Megaw remains confined in the Riley County Jail on a total bond of $85,000.

Police arrest 3rd suspect for alleged armed robbery in Manhattan

FORT RILEY (AP) —A Kansas school district will pay a former middle school teacher $95,000 to settle a lawsuit she filed after she was disciplined for refusing to use a student's preferred pronouns, her attorneys announced Wednesday.

Pamela Ricard, a former math teacher at Fort Riley Middle School,&nbsp;<a href="https://apnews.com/article/science-religion-education-lawsuits-kansas-9a6a3353779b49ef2bdb2951685fac33">sued the Geary County School District in March</a>&nbsp;after she was reprimanded and suspended for three days in the spring of 2021. She said the district's policies on preferred pronouns violated her religious beliefs.

Ricard said the district denied her request for a religious exemption to its policy that teachers use students' preferred names and pronouns in school. Teachers also were told to conceal a student's preference by using legal names when addressing parents, if that was the student's wish, according to the lawsuit.

“No school district should ever force teachers to willfully deceive parents or engage in any speech that violates their deeply held religious beliefs,” said Tyson Langhofer, the director of the Alliance Defending Freedom Center for Academic Freedom, which filed the lawsuit along with the Kriegshauser Ney Law Group.

Geary County School District officials declined to comment Wednesday and an attorney for the district did not immediately return messages. The school is in Fort Riley, a U.S. Army base about 130 miles west of Kansas City.

Ricard, who taught at the school since 2005, addressed a student as “miss” to avoid using the student’s preferred first name after Picard was told that the student used he/him pronouns.

Ricard believed addressing the student as “Miss (legal/enrolled last name)” respected the student while also upholding Ricard’s religious convictions, according to the lawsuit.

Ricard believes God assigns gender at birth and any policy requiring her to use language that is different from the student’s biological sex “actively violates Ms. Ricard’s religious beliefs,” the lawsuit says.

Neither the school nor the district had a formal policy on gender pronouns at the time. Ricard was suspended under the district’s bullying and diversity and inclusion policies.

The district’s Board of Education last September approved a policy requiring that students’ preferred names and pronouns be used. At that meeting, the board also voted to deny Ricard’s request for a religious accommodation.

A federal judge in May allowed Ricard's lawsuit to proceed, saying she was likely to prevail on her free exercise of religion claim. The judge granted her motion to halt enforcement of the parental communication part of the policy and allowed her to continue addressing students by their preferred names while avoiding pronouns consistent with their preferences.

After that ruling, the school board voted to revoke the parental communications policy, according to Ricard's attorneys.

The school district did not respond to a question Wednesday about its current policy.

Ricard retired in May, in part because of the dispute and partly to be closer to her family in Oklahoma, where she is now teaching, her attorneys said. As part of the settlement, the district agreed to issue a statement that she was in good standing without any disciplinary actions against her.

USD 475 settles lawsuit over student pronouns

Junction City Main Street will unveil the first JC Statue Thursday at 5:15 p.m. in Heritage Park. Terry Butler, Development Director for Main Street, said the event will include an ice cream social.&nbsp;

The City of Junction City is sponsoring the first statue, which is the first of ten to be spread throughout the downtown area. Each one will be painted by a muralist to tell the story of Junction City.

&nbsp; Work is set to begin on a roof replacement at the Geary County Historical Society the first week of September. According to Historical Museum Director Heather Hagedorn the work will be completed by McGee Roofing and work is expected to take less than a week. 

The museum will be closed to the public for the duration of the project, but staff will still be accessible by phone or email throughout the work week. &nbsp;

The Historical Society was a recipient of a Heritage Trust Fund Grant at the start of 2022, which covers up to 80% of the project’s cost. The Historical Society is still raising funds to help cover the remaining balance of the roofing cost (nearly $15,000). &nbsp;Interested donors can call Heather at 785-238-1666 or email&nbsp;<a href="mailto:gearyhistory@gmail.com" target="_blank">gearyhistory@gmail.com</a>.&nbsp;&nbsp;

Junction City police have announced that Wednesday afternoon at approximately 3:25 pm the JCPD received a call about an accident between a motor vehicle and pedestrians at Westwood Elementary school.&nbsp; According to police the driver was at the school for pick up and had one child in the back seat of their car. The driver then suffered an unknown medical condition causing their car to hop the curb, striking 1 child and 1 staff member. 

The vehicle came to a stop after continuing and striking a tree. The driver was transported to the hospital for treatment and all others involved were cleared by EMS on the scene. They suffered minor scrapes and bruises. 

Junction City Police thanked USD 475 staff at Westwood Elementary for their quick reaction to the situation and for assisting personnel on the scene to triage and treat all of the individuals involved.

Junction City police have announced that Wednesday afternoon at approximately 3:25 pm the JCPD received a call about an accident between a motor vehicle and pedestrians at Westwood Elementary school.&nbsp; According to police the driver was at the school for pick up and had one child in the back seat of their car. The driver then suffered an unknown medical condition causing their car to hop the curb, striking 1 child and 1 staff member. The vehicle came to a stop after continuing and striking a tree. The driver was transported to the hospital for treatment and all others involved were cleared by EMS on the scene. They suffered minor scrapes and bruises. Geary County Emergency Management has announced that Rural Water District 4 will be making repairs at the intersection of Old Milford Rd. and Northwood Dr. The water outage may effect customers along Old Milford Rd, Rockwood and McGeorge. 

Water service will return as soon as possible. Also please use caution at the intersection of Old Milford Rd and Northwood. Equipment and workers will be present.

MANHATTAN, Kansas&nbsp;–&nbsp;As K-State football fans prepare to descend upon Manhattan for the home opener Saturday against South Dakota, all major roadways around Bill Snyder Family Stadium will be fully open for gameday traffic.

However, fans who are assigned parking through the Ahearn Fund in the east and west lots of the stadium should note that the ongoing construction of the Shamrock Practice Facility on the east side and the Morgan Family Volleyball Arena/Morris Family Olympic Training Center on the west side have resulted in new parking and traffic arrangements.

Kimball Avenue between Denison Avenue and Manhattan Avenue – which has been closed since October – will have all lanes of traffic open on gamedays allowing access to the stadium from Tuttle Creek Boulevard (US 24). This phase of the North Campus Corridor project resulted in the widening of the street to include a raised center median along the curves of the roadway and the demolition of the old cattle bridge over Kimball.

In addition, Kimball Avenue between Gate 5 and Gate 8 of the stadium has been reopened. This segment of construction includes left turn lanes into Gates 7 and 8, a new traffic signal at Kimball Avenue and Agricultural Road (Gate 8), a bus drop-off lane in front of the Vanier Complex and pedestrian facilities on the north and south sides of Kimball.

Vehicles needing access to the Vanier lot must now use Gate 7 as the old drive lane into the football complex has been removed. Also, fans who utilize the Agronomy Lot north of the stadium should be aware that they may only access the lot as they drive westbound as a new median on Kimball prevents a left-hand turn for eastbound traffic.

As part of the construction on the Shamrock Practice Facility on the east side of the stadium, all the parking lots have been recently paved, including the former grass Lot 9. Fans assigned reserved parking in lots E1, E2 and E3 will enter and exit off Kimball. Those assigned in E4 will enter off Kimball but exit onto Denison Avenue. Fans with VIP parking will enter and exit off Denison.

In the west parking lot, Gate 1 off College Avenue is closed for the 2022 season as arena construction continues in the former Cat Town area on the south end of the lot. Fans may only enter and/or exit the parking lot through Gate 3 off College Ave., or Gate 5 off Kimball Ave.

For exiting traffic, those parking north of the Gate 3 drive lane are highly encouraged to exit through Gate 5 onto Kimball Avenue westbound. With the closure of Gate 1, an additional lane of egress will be available through Gate 3 with three lanes exiting onto College Avenue southbound to Claflin Avenue. Those parking on the south end of the West lot may experience a longer exiting time due to the closure of Gate 1.

K-State Athletics officials are encouraging fans to be patient during the first few games as they become acquainted with the new entry and exit points of the east and west parking lots. A free shuttle sponsored by the K-State Union, Housing and Dining Services and K-State Campus Store is available to fans with free parking in the K-State Parking Garage. The shuttle begins two hours prior to kickoff from the south circle on M.L.K. Jr. Drive, between the K-State Parking Garage and the Union. Passengers will be dropped off near the Jardine Plaza Neighborhood. Return trips resume with five minutes remaining in the third quarter, and rides will continue until approximately one hour after the end of the game.

At 10:00 a.m. Wednesday, USD 475 said that the District was notified of suspicious activity in the area around the HD Karns Building. In a social media announcement the District said that the activity was unrelated to the schools and students were never in danger. However, out of an abundance of caution, Washington and Westwood Elementary Schools, HD Karns Building and the Early Childhood Center were placed on secure-in-place. At this time, schools have resumed regular activity.

Junction City police also issued a statement: The schools went on lockdown following an unsubstantiated call reporting shots fired in the area. Officers concluded that there was no threat and there were no shots fired in the area of either school. Following this, both schools resumed classes as normal. A 2000 Yamaha motorcycle driven by Tyler Hodges, 37, of Manhattan was following a 2015 Chevrolet Cruz driven by Haley Hays, 22, of Manhattan&nbsp;near the intersection of Hayes Drive and McCall Road, according to the Riley County Police Department activity report.

Manhattan man hospitalized after motorcycle accident

Lisa Highsmith, Director of Programs and Education at the Geary County Historical Society, was the guest speaker at the August 31 “Celebration of Optimism” held at the Hampton Inn in Junction City.

Lisa has an identical twin and is originally from Texas. She has had extensive experience in museum work and archeological digs. She said “It is exciting to dig up things no one has seen in hundreds of years. History is all around us. It is in stories, scrapbooks, and things found by accident.”

She told club members the story about when some work was being done outside and near the Starcke House at the corner of Fifth and Adams Streets in Junction City. Preparation was being done by workers who dug up an area to repair a pipe outside of the house. A pitcher was found completely intact. The pitcher was believed to have been owned by Mrs. Starcke, but it is unknown why it would have been buried outside the house.

Lisa also said “that a mammoth tusk was recently discovered in a Smokey Hill Riverbed. Mammoths roamed this area about 10,000 years ago.” A mammoth is any extinct elephant like mammals with a trunk and tusks like modern day elephants. Part of a tusk, part of a jawbone, and femur are currently on display at the Geary County Museum at the corner of Sixth and Adams Streets.

Highsmith has experienced two archeological digs. One of those was in Germany and the other on the island of Cypress.

Optimists were given an opportunity to experience a simulated archaeological dig by excavating the chocolate chips out of a cookie using toothpicks. Approximately 70 youth participated in that activity and others at the most recent Hands On History STEAM experience at the Museum. The JC Breakfast Optimist Club helps sponsor Hands On History. Navy Federal Credit Union has presented the Central Kansas Military Community Foundation with a check for $5,000. Terry Resseguie explained that the Foundation makes a donation like this annually. "We try to pick a 501 - C charity that we can donate to that meets up with our guiding principals of service and military."

Christine Benne, Foundation President, noted that they will continue helping Fort Riley and their Soldiers and families. "People who can't get money in certain areas from AER to the Red Cross, this is just another avenue for them to get the services done that they need to have done."

Members of the public had an opportunity to visit business and organization booths, hear music and enjoy food and games at the Junction City Expo.

Junction City Area Chamber of Commerce President Mickey Fornaro-Dean credited the Chamber staff, who put the event together. She noted that there were 70 booths. "It's just a community event to come out, learn about businesses in Junction City and Geary County. "We appreciate all of our members coming out and the support that they give us."

Fornaro-Dean believes the Expo helps with awareness of businesses. "We're a transient community, obviously being a military community. " Fornaro-Dean noted that some people may not know about a certain business or what they do."

The Kansas Highway Patrol reported a 2015 Volvo semi driven by Yadwinder Singh, 63, Richmond Hills, New York was westbound across Kansas 99 from the off ramp of Interstate 70 westbound. 

The driver failed to yield and struck the drivers side of a northbound 2011 Ford F250 driven by Keith Allen Murphy, 40, McFarland, Kansas.

EMS transported Murphy to Stormont Vail. Singh was not injured. Both drivers were properly restrained, according to the KHP.

Junction City police have reported the arrest of Curtis Manquil McDaniel, 35, Junction City, on requested charges of Aggravated Assault, Aggravated Child Endangerment, Felony Interference with LEO, Felon in Possession of a Firearm and Criminal Threat stemming from the incident at 814 Skyline Dr. on Tuesday.

Tuesday afternoon the Junction City Police Department and Geary County Sheriff’s Office responded to a disturbance between neighbors on the 800 block of Skyline Drive. Upon arrival, an individual barricaded himself within a residence and refused lawful orders given by officers on the scene. At this point, local S.W.A.T. teams were deployed. Following a 4.5-hour long standoff, the barricaded man gave himself up to officers on the scene without further incident. 

There were no injuries resulting from this incident and one individual was taken into custody. There is no longer an ongoing threat to the community. 

The Junction City Police Department thanked the Geary County Sheriff’s Office, Grandview Plaza Police Department, Junction City Fire, and EMS Crews as well as Evergy for their assistance in the incident.

Sanner said the best thing is for the public to avoid the area, the 500 through 1000 blocks of Skyline Drive. "Officers are dealing with the subject and it is not safe for the public to be in the immediate area right now."

JUNCTION CITY - Shortly before 5:45 p.m. Tuesday, August 30th, the Junction City Police Department has asked the public to avoid Skyline Drive from&nbsp;Jackson St. to Crest Hill Dr.

Due to an ongoing incident, where both the Junction City Police Department and the Geary County Sheriff's Office are responding, both entities are asking the public to avoid the 500 to 1000 blocks of Skyline Drive.

All roads surrounding Skyline Drive are also closed to through traffic until law enforcement is finished responding to the incident.

Geary Community Hospital Medical Explorer program is gearing up for its tenth round of classes beginning with orientation Thursday, September 8. The bi-weekly evening program gives area high school students the opportunity to learn more about careers in the medical field ranging from surgery, OB/GYN, Life Star, EMS, Pediatrics, Radiology, and more.

The program began in 2016 with local high school students interested in the healthcare industry. A large number of students have shown a real interest and the classes have grown tremendously,” said Dr. Thomas Craig, GCH physician and Medical Explorer committee member. The practical, hands-on activities by the Medical Explorers program are a natural extension of the students Health Sciences coursework at Junction City High School. As part of the JCHS program, students are also introduced to the Health Occupation Students of America (HOSA) organization, a national organization with prepares secondary and postsecondary collegiate students to enter the healthcare field. 

“We have found the Medical Explorer program to be a perfect partnership with our local high school students wanting to learn more and prepare for the healthcare world,” said Margaret Grismer, GCH Interim Chief Executive Officer. “Our long-term vision is to connect with our youth and show them the wide array of career opportunities and benefits of being in the medical industry. With so many career options, we collaborate with health and safety oriented partner organizations in the community as well. “

Students do not need to pre-register, but must attend the orientation session at 6:30 p.m. Thursday, September 8, in the GCH cafeteria. The program is open to all high school students in the community. This program is in partnership with the Boy Scouts Explorer Program Post 2102. Dues are $45.00 a year. Scholarships are available.

Catholic Charities Outreach Services will be at JC Naz Church on Sept. 7 from 9-10 a.m. That same day they will visit Herington from 1-2 p.m.

Families who qualify can receive a large box of food, hygiene items, diapers and wipes upon request, and other supplies and services as needed.&nbsp;
