Free fishing this weekend at Kansas public waters; no license required

&nbsp; &nbsp; Airplanes will dot the sky over Freeman Field as pilots fly in for the 2022 Kansas Aviation Expo in Junction City this weekend. Many of the pilots will arrive on Friday and others on Saturday, which is the busy day for the public at the airport.

Marvin Hornbostel, Junction City, has been affiliated with fly-in's at Freeman Field for many years. "People love to see airplanes land and take off. Even if you've been around a long time you still get that feeling."

Gates open to the public at 7 a.m. Saturday with admission and parking $5 per carload. There will be a pancake and sausage breakfast from 7 - 10 a.m. and then lunch will also be served at the airport. Hornbostel noted this event is being hosted by the Experimental Aircraft Association ( Chapter 1364 ). "Normally you expect to see a lot of the home-built's, experimental category airplanes, and there are some beautiful ones." There could also be some older antique planes. 'The Cubs, ( Piper ) Tri-Pacer and I wouldn't be a bit surprised if you don't see a few of the old biplanes too."

Friday night will be movie night at the airport, which will be open to the pilots and public at dusk.

The expo is making a return to Junction City after a COVID-19 induced absence last year.

Aviation Expo comes to Freeman Field this weekend

GEARY COUNTY—A Kansas teen was injured in an accident during a police chase just before 1p.m. Thursday in Geary County.

The Kansas Highway Patrol reported a 2000 Pontiac Grand Am driven by 15-year-old Kuis S. Sampson of Junction City was being pursued by law enforcement westbound on Interstate 70 at a high rate of speed and attempted to exit at Milford Lake Road

The driver could not maneuver the right turn on the exit and crashed down into the east ditch.

EMS transported a 15-year-old passenger identified as Lillith Morrison of Junction City to Geary Community Hospital. Sampson and two other 15-year-old female passengers were not injured. All four were not wearing seat belts, according to the KHP.

GEARY COUNTY —Law enforcement authorities are investigating the Deputy Chief of&nbsp;<a href="https://home.army.mil/riley/index.php/about/dir-staff/directorate-emergency-services/law-enforcement" target="_blank">Police for Fort Rile</a>y for alleged&nbsp;domestic battery.

Just after 4:30p.m. Monday, police arrested 51-year-old Shannon Wilson at his home in Wakefield, according to&nbsp;Steve Elstrom, Director of Public Affairs with Fort Riley.

Wilson was booked into the Clay Co. Jail on a requested charge of domestic battery, according to the sheriff's department and is no longer in custody, according to online jail records.

Wilson has been employed as a Department of the Army Civilian employee since 2014. He has been Deputy Chief since 2016. 

During the investigation, Wilson has been assigned duties without law enforcement authority.

Fort Riley Deputy Chief of Police accused of domestic battery

POTTAWATOMIE COUNTY—A Kansas woman died in an accident just before 11a.m. Thursday in Pottawatomie County.

The Kansas Highway Patrol reported a 2001 Toyota Avalon driven by Tyra A. Anderson, 28, St. George, was eastbound on Military Trail Road just east of Railway Road.

The car left the roadway to the right and struck a tree.

Anderson was pronounced dead at the scene and transported to Frontier Forensics. EMS transported a 1-year-old boy in the car to the hospital in Wamego for treatment of serious injuries, according to the KHP. A 3-year-old boy in the car was not injured. All three were properly restrained, according to the KHP.

Saint George woman dead, 1-year-old injured in crash

MANHATTAN, Kan. (WIBW) - The Riley Co. Police Department has warned residents of an old scam that has recently resurfaced.

The&nbsp;<a href="https://www.rileycountypolice.org/" target="_blank">Riley Co. Police Department</a>&nbsp;says a familiar scam in which a caller claims to be an officer calling about warrants has resurfaced. The caller states their name is “Sergeant Kyle” and has been notifying residents of warrants.

RCPD said this is weird - because there is no Sgt. Kyle with the department.

RCPD noted that Cpt. Kyle has not been a Sergeant for quite a while, and even if he was, he would not be calling about payments to clear warrants - because the department does not do that.

The Department also said the scammer has been calling with their number, 785-537-2112, so residents should be aware that even if it is a correct phone number, it may not be from RCPD. It also noted:

If residents do receive a call like this, RCPD said they should hang up immediately and call the department - even if that is the same number the scammer used - to verify it was not an officer who called in the first place.

Six new vehicles will be leased from Enterprise Fleet Management for the Junction City High School Athletic Department use. The Board of Education gave their approval Wednesday night.

The Board renewed a current transportation contract for the upcoming year with JC Transportation and B &amp; B Busing at an estimated cost increase of $166,365.

BOE members renewed the custodial, facilities and ground maintenance contract with ABM for an adjusted annual price of $5,000, 314.59.

The Board also approved new positions. They include:

--part-time McKinney Vento Coordinator. This person would be housed at Junction City High School to assist incoming families. According to the District, the number of transitional living students in USD 475 continues to climb so the assistant position was requested.

--and a Construction Grants Program Manager&nbsp;

Lisa Caitlin Highsmith will has been hired to become the new Programs and Education Director for the Geary County Historical Society. She is a Doctoral Candidate at Kansas State University who studies the commercialization of death in nineteenth-century America, Spiritualism and the role of print media in the emerging funeral industry.

Historical Society Director Heather Hagedorn made the announcement, noting that over the past ten years, Highsmith has worked in cultural and academic sectors promoting art, history and STEM education and programming.

Highsmith's professional record includes work for Angelo State University's Mayer Museum, Kansas History: A Journal of the Central Plain, Kansas State University, the Buddy Holly Center, Texas Tech University and the Natural Science Research Laboratory at the Museum of Texas Tech.&nbsp;

Highsmith will assume the role vacated by Patsy Johnson, who recently relocated to North Carolina with her husband.

Highsmith will begin her work with the Geary County Historical Society at the end of June.

MANHATTAN, KS – Katie Hagenmaier has been named the principal of College Hill Early Learning Center School in USD 383. She currently serves as a 1st grade teacher for Valley Heights USD 498 in Waterville, KS. Hagenmaier has served in that position since 2018. Prior to that, she served as a 4th grade teacher for USD 475 in Junction City.

Hagenmaier has a Bachelor of Science degree in Elementary Education from Bethany College, Lindsborg and a Master’s degree in Educational Administration from Kansas State University.

"I am incredibly excited to join the Manhattan-Ogden School District and community,” states Hagenmaier. “I feel very fortunate to serve this community and support the staff, students, and families next year at College Hill Early Learning Center.”

Olivarez, Manhattan, was driving southbound on U.S. 77 in a Ford F-150 when an SUV entered his lane and struck the front end of his vehicle. Olivarez was transported to Irwin Army Community Hospital for a head injury. This accident was reported at 5:15 p.m.

Organizations can have key people that help make them run, someone who can provide the timely information and reminders, and coordinates efforts.&nbsp; In USD 475 one of those people is Tina Kausler, Assistant to the Superintendent and the Clerk of the Board.

She noted on social media Wednesday that she had reached an anniversary with the school district. Board of Education member and former Interim Superintendent of schools Dr. Beth Hudson picked up on that. "Mrs. Kausler said she was celebrating her anniversary with the District in the meeting tonight. I just want to say a big thank you to her. I had the opportunity to work with her multiple times as well.&nbsp;She kept the District afloat literally at times because she knows all the working parts to it."

Kausler noted she has also worked with superintendents Ron Walker, Corbin Witt and Reginald Eggleston during her time with USD 475.

Kausler's 16th year in the superintendent's office was noted&nbsp; Wednesday night. She is in her 31st year with the school district.&nbsp; Aug. 1 will mark the beginning of her 32nd year.&nbsp;

Longtime key USD 475 employee is recognized

School security and safety is one important area of emphasis for Geary USD 475.

Following the recent school shooting tragedy in Texas, Superintendent Dr. Reginald Eggleston said Wednesday evening that he held a Zoom meeting with all of the administrators in USD 475. "In light of the tragic event that took place in Texas I wanted to make sure that safety is a priority for us."

Eggleston said there were discussions about topics such as making sure all doors are secured, "making sure that everyone buzz to go in and that we vet them to make sure that they have official business when entering into a school."&nbsp;

The superintendent noted that table top exercises will be set up with local officials such as the police chief and sheriff's department to ensure protocols and procedures are in place. "And we're going to invite our administrators to be part of that so that they will have kind of big perspective as far as how to respond and what they need to do."

There will also be discussions about command and control center for the district to ensure that if the district has to be prepared to respond to an incident everyone knows the proper protocol.

USD 475 puts emphasis on security

What started out as a concerningly dry weather pattern changed course during the month and gave us significantly above average rainfall for May. One thing that didn’t change however was above average temperatures. For the 12th consecutive month, the Junction City area had monthly average temperatures that were above the recent 30-year average. While there were daily records set and some quite warm temperatures, the average daily high of 75.4 was only 0.2 of a degree above average. However, the average overnight low of 58.5 was 4.4 degrees above normal leaving us with a monthly mean temperature of 67.0, 2.3 degrees above average.&nbsp;

While it was warmer than average it fortunately was not record setting. The warmest May on record was in 1962 with a monthly mean temperature of 74.3. More recently, May of 2018 was a warm one as well with a monthly mean temperature of 73.4. The coldest May on record was in 1995 when we shivered through a monthly average temperature of only 57.8 degrees. There were several temperature records set during May. The high of 94 on the 10th broke the old record for that date of 92, set in 1963. The overnight lows of 74, 75, and 73 on the 9th, 10th, and 11th respectively all set new record high low temperatures. The old records for those respective dates were 73 set in 2011, 72 set in 1956, and 69 set in 2018. The overnight low of 73 on the 29th tied the record high low for that date first set in 1956 and reached again in 1989.

Rain at the end of April and first week of May raised our hopes for normal May rainfall, but two weeks of heat and not much rain started to dash those hopes. But a series of storms that rolled through the area in the final week of the month brought several rounds of significant rain. May is our wettest month of the year with 5.14 inches being the long-term average. Milford Lake received 8.13 inches and Junction City 8.22 inches. These rains were more than enough to offset the lagging year to date precipitation totals. 

Average precipitation for January through May is 12.12 inches. Milford Lake has now had 12.76 inches year to date and Junction City 12.80 inches. While we were at 150%+ we were a long way from setting any records for May rainfall. That dubious honor is held by 1995 when 17.23 inches of rain fell during the month, the wettest one-month period all time for the region. The driest May on record was in 2009 when a mere 0.86 inches of rain fell.

June brings the official start of astronomical summer and with it we can often expect some summer like heatwaves. Average high temperatures start the month around 81 and by the end of the month are nudging 90. Overnight lows rise from 60 on June 1st to 68 by the 30th of June. June is our second wettest month of the year average rainfall of 4.84 inches.

Sherri Childs will be the only candidate on the ballot for an unexpired term for Geary County Treasurer. She was the only person to file for election before the filing deadline on Wednesday.

Childs is currently serving in the Treasurer's post following her appointment to succeed Kathy Tremont, who retired.

Filing deadline passes for County Treasurer election

DICKINSON CO., Kan. (WIBW) - Brian Hornaday will no longer serve as the Dickinson Co. undersheriff.

<a href="https://www.dkcoks.gov/" target="_blank">Dickinson County</a>&nbsp;Sheriff Jerry Davis tells 13 NEWS that undersheriff Brian Hornaday is no longer associated with the Dickinson Co. Sheriff’s Office. The departure was effective May 31, 2022.

“I wish him well in his future endeavors,” Sheriff Davis said.

Davis also noted that a replacement for Hornaday has not yet been found.

As this is a personnel matter, Davis said no further information about Hornaday’s departure will be released.

Hornaday is also the former Chief of Police for the City of Herington. He held the position in December 2019 when an officer claimed a Junction City McDonald’s employee had&nbsp;<a href="https://www.wibw.com/content/news/Expletive-written-on-police-officers-coffee-at-Junction-City-McDonalds-566537931.html" target="_blank">written an expletive on his cup</a>&nbsp;and posted it to social media. Hornaday left the police department shortly after.

Davis noted that Hornaday started at the Sheriff’s Office on Jan. 11, 2021.

It was later found that the officer wrote the expletive on his own cup and Hornaday issued a&nbsp;<a href="https://www.wibw.com/content/news/Herington-police-chief-apologizes-for-coffee-cup-incident-566631311.html" target="_blank">public apology.</a>

Hornaday is also a former employee of the Geary County Sheriff's Department.

There will be a change in undersheriff for Dickinson County

Brad Roether, Milford, has filed for election to the 1st District seat on the Geary County Commission. He filed Wednesday morning at the Geary County Clerk's Office.

Roether told JC Post that he thought trust needs to be regained in the employees and for the county. "I think we've lost a little trust over the last few years so hopefully I can bring that to the table."&nbsp;

Roether feels trust needs to be built from the top. "I really do. I think it's the three commissioners that will put that trust back in. " Roether also feels the working relationship between commissioners needs to be restored. "One on one. Just talk to each one of them, see where we want to go with the county."

Roether has served as the mayor of Milford for 14 years and on the Milford City Council for approximately 20 more years.&nbsp;

He will seek to fill the commission seat currently held by Trish Giordano. Wednesday at noon was the filing deadline&nbsp; for members of the Republican, Democrat and Libertarian parties. Roether filed as a Republican. Giordano is an Independent so she has until Aug. 1 to file for the county commission.

RILEY COUNTY—A Manhattan man was injured in an accident just before 8:30p.m. Tuesday in Riley County.

A 2002 Honda motorcycle driven by Jimmy Humbert, 42, of Manhattan, was traveling in the 1700 Block of Vaughn Drive, according to the Riley County Police Department activity report.

The driver lost control of the vehicle after a malfunction and was thrown from the Honda.

EMS transported Humbert to Via Christi and he was later transferred to Stormont Vail in Topeka for treatment of a significant head injury. He was not wearing a helmet, according to the RCPD.

RILEY COUNTY—A Manhattan man arrested in connection with a violent pocket knife attack faces attempted murder charges, according to the Riley County Police Department arrest report. 

Mark Nicholas Rickenbaker, 32, is being held without bond on requested charges of&nbsp;&nbsp;Attempted murder in the 2nd degree; Intentional Aggravated battery; Knowingly use physical contact in angry/rude manner w/weapon, according to the RCPD.

RILEY COUNTY—Law enforcement authorities investigating a violent crime in Manhattan and have a suspect in custody.

Just before 2:30 p.m. Saturday, officers filed a report for aggravated battery in the 1300 block of Flint Hills Pl. in Manhattan, according to the Riley County Police Department activity report.

A 27-year-old man reported a 32-year-old male suspect identified&nbsp; as Mark Rickenbacker stabbed him in the neck with a pocket knife.

The victim was treated at Via Christi and later released.&nbsp;

On Tuesday, police asked the public for help to locate Rickenbacker in connection with the case. Just after 2p.m. the RCPD reported they had him in custody.&nbsp; Police have not released any requested charges.

Police would like to speak to Rickenbacker in connection with the case. He is 5-foot-9, weighs 170 pounds, has&nbsp; brown eyes and brown hair.

City employee anniversaries are recognized

Kansas Department of Transportation will begin patching and resurfacing the westbound lanes and shoulders of I-70 in Dickinson County on Wednesday. Work&nbsp; will begin at mile marker 289, just west of the Geary/Dickinson County line, and continue west about three miles to mile marker 286, just east of Chapman Creek.

Westbound traffic on I-70 will be reduced to one 16-foot lane at a reduced speed through the work zone. Drivers should expect minimal delays, not exceeding five minutes.

APAC-Kansas Inc. Shears Division of Hutchinson is the prime contractor and has scheduled this $1.6 million project to be completed in August.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone.

Pavement patching and resurfacing begins Wednesday in Dickinson County.

Noon Wednesday is the filing deadline at the local level if you are planning to run for the 1st District seat on the Geary County Commission, an unexpired term for Geary County Treasurer, or township clerk or precinct officer committee men and women.

Geary County Clerk Rebecca Nordyke provided the information. As of now there have not been any filings in the commission race from the Republican, Democrat or Libertarian parties. In the race for the unexpired treasurer's term, Sherri Childs has filed for election. She is currently serving in the post after being appointed following the retirement of Kathy Tremont.

Current 1st District county commissioner, Trish Giordano, Independent, has said that she intends to file for election. Nordyke provided an explanation. "That filing deadline when you run as an Independent you can only file by petition, and that deadline would be on Aug. 1 at noon.

There is a June 10 at noon filing deadline at the Secretary of State's Office and that is for state representative and state board of education. She is currently serving in the post after being appointed following the retirement of Kathy Tremont.Current 1st District county commissioner, Trish Giordano, Independent, has said that she intends to file for election. Nordyke provided an explanation. "That filing deadline when you run as an Independent you can only file by petition, and that deadline would be on Aug. 1 at noon.There is a June 10 at noon filing deadline at the Secretary of State's Office and that is for state representative and state board of education. Boy Scouts of America Coronado Area Council will benefit from an Adult Corporate Pinewood Derby on June 17 from 7 - 10 p.m.&nbsp; in Junction City. The title sponsors for the event are Jim Clark Chevrolet and Kaw Valley Engineering.

Willie Thornberg, Jim Clark Chevrolet, noted that there will be Pinewood Derby cars but this is an adult event.&nbsp; "The official track, the timers, the photo finish, all with beer, barbeque and chips hopefully with a lot of good camaraderie as we raise funds for the Coronado Boy Scouts. " In the Derby a block of wood is whittled down into a car, and it is then timed going down a track. "The twist that we're doing at our event is if you don't have a car one will be provided." Those are already built pinewood derby cars&nbsp; that will be called rental rockets.

Thornberg noted at the beginning of the event there will be an auction for first pick of the cars. "But after that if you just want a car we'll just hand you a car and wish you well."

Leon Osburn expects this to be an awesome event. "It's just getting it started. This will be the first year for several years and we hope we keep going."&nbsp;

Thornberg emphasized that all the funds raised will go to the Boy Scouts. "Leon, myself and the Bramlage Foundation have all chipped in . Everything is paid for."

There will be a test and tune event this Thursday, June 2, at Jim Clark Chevrolet from 6-8 p.m.&nbsp; For example a car can weigh no more than five ounces and the axles must be a certain width. During the test and tune the track will be set up and you can bring your car to the dealership for test runs and inspections.&nbsp;
