The concept of a new logo for the entire county received discussion at the Convention &amp; Visitors Bureau Advisory Committee meeting on Tuesday at the CVB offices. Donna Price, CVB Director, explained it could start with the county and then go across the local area. "Anybody that wants to be involved we would love to have them."&nbsp; The idea is to have one logo that allows people to understand that represents Junction City and Geary County. Grandview Plaza, Milford and USD 475 could be included if there is interest.

Input will be sought on this idea from potential stakeholders such as the cities and school district, plus the public.

The CVB is also considering a new sign on the outside of the building at 222 West 6th Street where they are located.&nbsp; It was clear from discussion at their meeting on Tuesday that they plan to remain at that site. 

County Commissioner Trish Giordano noted that the two CVB employees both enjoy working in that building and have worked well with the Chamber of Commerce and EDC in that facility. She confirmed that the County wants the CVB to stay at&nbsp; their current location. "Yes, yes, they're doing well here, and I think it's a good place, it's good visibility, and once we get that sign up I think that will help things as well. Annual Float Your Boat races are being scheduled Aug. 20th at the swimming beach area near the South Boat Ramp at Milford State Park by the Geary County Convention &amp; Visitor's Bureau.

Float Your Boat is where participants build cardboard boats and compete in timed events.&nbsp;

The CVB Advisory Committee is also recommending that $500 in funding should be provided to support the Junction City Rodeo. The rodeo is held in July.

Police have identified the 9-year old victim as Terrance&nbsp; Resto. He was reported stable and alert following surgery at a Wichita hospital.

Junction City Police Captain Cory Odell confirms that two brothers, ages 9 and 11,"were messing around in some capacity with a loaded firearm and it appears that one accidently shot the other."

Odell said the firearm involved was a handgun and the 9-year old suffered a wound to the body. The boy was transported by EMS to Geary Community Hospital and then life flighted to Wesley Medical Center in Wichita for treatment.

Odell indicated that the location where the shooting occurred was outside of the house where the boys lived at 2007 Northwind Drive.

The name of the 9-year old has not yet been released by authorities.

Junction City police responded to the 2000 block of Northwind Drive on the north side of Junction City early Tuesday evening to what Police Captain Corey Odell termed a "likely accidental shooting," resulting from children playing with firearms.

Odell noted that authorities received a call just after 7 p.m. about a 9-year old boy that had suffered a possible gunshot wound.&nbsp; The boy suffered a serious injury, was stabilized and flown to a hospital.&nbsp;Another boy, a sibling, was not injured in the incident.

Authorities are still conducting an investigation at the scene.&nbsp;

Rick Dykstra will serve as Chair of the new Geary County CVB Advisory Committee. He was elected by committee members during the initial meeting of the new board on Tuesday. "Well I'm excited. I think there's great future in convention and visitors for this community, and I'm excited to work with the board and the community."

Dykstra served as an assistant director for the CVB for multiple years before his retirement from that job. Tyler Downey will serve as the vice chairman of the new committee and Ty Arneson will be the secretary / treasurer.

During their organization the members were asked and did sign&nbsp; code of conduct and conflict of interest policies.&nbsp; The goal is good decorum and transparency.

The committee was formed after the Geary County Commission disbanded the previous CVB advisory panel. Commissioner Trish Giordano, who now sits as an ex-officio member on the new panel, noted that there were issues the last time there were board members. She stated that the CVB has to work with their partners. "In the past&nbsp; we've had some members vocally talk bad about city commissioners or the chamber, and I just feel like we're representing the county and trying to work on repairing and building bridges, and that kind of conduct is not acceptable."

Giordano said she also wanted new CVB Director Donna Price to choose her committee. "Let her choose her board, and I think she has done a great job with that. We have a lot of people in the tourism industry, not just hotels but destinations like the fish hatchery, the historical society, as well as the people involved in airbnb's. I think that is a new industry that is up and coming and&nbsp; they do pay transient guest tax so I do think they should have a voice at the table."

CVB Director Donna Prince confirmed that the code of conduct was her idea. "We need a code of conduct so that people just understand that the CVB is being as transparent as they can be, and so that everybody around the board table as well as the county commissioners understand that we're doing things to the best of our ability." The idea is to be positive and work together as opposed to&nbsp; the criticism in the past. "That is absolutely correct. We want everybody to work together and we want everybody to be proud of the CVB and the work they put into it," said Price.

Price informed the new board if there is yelling or screaming at the Geary County Commission in an open meeting, at the next meeting she would probably ask for them to be removed from the CVB Advisory Committee. Transparency is being sought as well with the conflict of interest policy.&nbsp;

Members of the new panel also received books and printouts with information on Roberts Rules of Order and conducting a public meeting.

The Geary County Historical Society will host the “Raise the Roof” Fitness Fair on May 21st from 10am-3pm. The event, which is intended to raise money for the museum’s new roof, is in partnership with local gyms and fitness centers who are offering hour long classes throughout the day, as well as raffle prizes. Among the classes offered is: Yoga, Zumba, Martial Arts, Boxing, Ballroom Dancing and a kid’s gymnastics class. 

Wristbands for the event will be sold through the month of May for $15 or purchased at the gate for $20. Food trucks and vendors will also be present. The event is sponsored by D.E.L. Motors and Subway and all proceeds directly benefit the Historical Society.

Geary County is on the precipice of positive change. Look around, if you are not seeing it then your eyes have been closed.

In the past 12 months, the school district celebrated the grand opening of Junction City High School, ground breaking of a new elementary on Fort Riley, and the sell and soon to be demolition of the old high school facilities.

After being designated one of three new Main Street America cities in Kansas, JC Main Street set a precedence illustrating how Main Street cities should grow. Within one year of this selection, Junction City has seen growth of current downtown businesses and the development of several new industries. We have seen the opening of G. Thomas Jewelers, The Furniture Store and Maple &amp; Birch. There is currently renovation on the Bartell house where in the next few weeks we will see the opening of a completely renovated first floor and new restaurant. Maybe most is the new initiative to open a Microbrewery at the corner of 8th and Washington; look out summer of 2023!

If business development was not enough, last year’s Oktoberfest hosted over 4,000 people and promises to have an even greater showing this year. Most recently the spotlight has transitioned to the successful expansion of Fourth of July activities to include the Sundown Salute’s inaugural opening in Milford City, while Junction City is hosting their inaugural event now known as Freedom Fest.

Junction City has seen record sales’ tax revenue, continued debt reduction, increased cash on hand while progressively increasing its spending on city improvements.

Between business development, city revenue and ever expanding local events, the economics of Geary County seem promising now; but where is our future? The short-term future is now solely dependent on Geary County’s third largest economic sector; healthcare.

From a macroeconomic perspective, healthcare weighs heavily on business decisions while having an economic ripple effect across all industries. When businesses expand to new locations they weigh several options but in many cases healthcare can be the tie breaker.

A community that provides high quality, compassionate health care has healthier citizens and a substantially better quality of life. A healthy citizenry from the youngest child to oldest retirees will be active and engaged in the community, leading to a growing and vibrant Junction City. People will want to stay and be attracted to the region.

Being co-located with Fort Riley, Home to the Big Red One, the county has a large retiree population who are an essential backbone of our eco-system. Retirees typically spend a substantial amount of money in our community. The absence of good healthcare is equivalent to the absence of these incredible retirees.

Finally, to emphasize the impact of a hospital on a community you do not have to look far to see a real-life community who lost their local hospital. In 2015, Independence Kansas’ hospital closed. Residents today still vividly recall the panic, fear, and grief that accompanied the closing announcement.

The Kansas Leadership Center’s publication, The Journal, writing about the hospital closing, detailed the initial impact noting that the transition unfolds chaotically. Finding regional providers to fill in the gaps is possible, but filling every hole left by the absence of a hospital is difficult, if not impossible, to do on the fly. It sets up a scramble.

The majority of healthcare soon falls on the shoulder of a city’s Emergency Management System, quickly absorbing public revenues and straining the capacity of the EMS professionals. Healthcare professionals in Independence have vacated the city not only taking high paying jobs but also cutting into the dynamic of a community’s volunteer and charitable capability.

It is quite possible that the things that helped Independence weather the closing was its proximity to six hospitals within a 20-mile radius but most impactful was the building of an emergency facility by the neighboring Labette County Health System. As residents say, “We were lucky.”

As we bring you back to our local community we want to shift your eye towards the most recent report by the Kansas Hospital Association which lays it all on the line. In summary, health care is economics; and without it, it is unlikely the economic expansion we are enjoying will continue.

This report was completed in cooperation with K-State Research and Extension department and stated healthcare in the United States typically ranks among a regions 5 jobs and income sectors. Healthcare in Geary County is ranked 3rd behind the government sector and services. The Geary County healthcare sector employs 1,918 people which is equivalent to 5.6% percent of all job holders. Our health care sector also ranked 3rd in payer of wages and total income.

To make this more relevant and to give this a dollar value. Geary Community Hospital has a direct income impact of $156,552,000, with an economic multiplier of 1.11 which translates to a total impact of $173,514,000. There is essentially $16,962,000 in ripple effect economics. The hospital has a retail sales impact of $45,784,000 and $572,000 in sales tax. From a jobs

perspective, every 1 job created in our healthcare sector creates another 0.36 jobs. What does that mean? GCH is a massive economic driver for the community.

Over the past nine weeks a transition planning task force composed of a County Commissioner, County Council, GCH Executive Board Members, Interim CEO, GCH physicians and a facilitator have been meeting to evaluate the current status of GCH and to consider potential plans for financial viability going forward. The task force has recognized the crucial financial challenges that Geary Community Hospital is going through with the consistently negative operating margin over the past 5+ years and their depleted cash reserves.

It does not take a Masters level education to understand that more than 5 years of depleted cash reserve leads to financial despair, shuttered doors and ultimately city degradation, bringing all of the recent progress to a halt.

The writing was on the wall and the transition task force made many changes over the past nine weeks and is actively implementing its plan. To date this has included hiring an interim CEO, engaging BKD, LLP to complete a thorough margin improvement analysis which has evaluated the current GCH cost structure and revenue capture. GCH Board has terminated the management contract with CHC. The Interim CEO has secured interim financial leadership to assist in the transition phase and the County Commission has agreed to provide up to $3.5M in financial support to GCH. These funds have been utilized for the BKD assessment and plan, pay down accounts payable and to support operational cash flow needs. The absence of these funds could mean the absence of local healthcare.

Over the next 60 days a plan will be developed from this study to increase net revenue, decrease costs and improve operating margin.

A few strategies for the Task Force over the next 90 to 120 days are key to success for healthcare in Geary County. This begins with implementing the BKD Margin Improvement plan, while forming a leadership team that includes operational, clinical, financial and human resource expertise. Develop a staffing model and recruit/retain critical staff for this model. Conduct and implement a compensation analysis for all GCH staff that leads to a plan for GCH to pay market competitive rates for all job classes. Create and implement a robust, excellent primary care delivery model that addresses the health needs of Geary County and maximizes the Rural Demonstration designation.

The biggest take away includes engaging a robust healthcare partner that can provide the needed corporate infrastructure to make GCH successful in the future. Which may include full integration into another healthcare system to realize the full benefits leading to long term viability.

To achieve economic sustainability and vitality of Geary County, the hospital must remain open because to lose your healthcare is to lose your health and your community.

Geary County Commissioners could not make a final decision on a proposed conditional use for an RV Park on a 50 acre area north of Junction City near the K-57 - U.S. 77 junction. The proposal included an RV Park, boat and RV storage.

The Metropolitan Planning Commission earlier recommended denial on the request, but after receiving more information from the Kansas Department of Health &amp; Environment, the GIC / Planning and Zoning Director, Troy Livingston,&nbsp; recommended that the matter be sent back to the MPC.&nbsp;

Commissioner Alex Tyson wanted the matter be returned to the MPC but Commissioner Trish Giordano wanted the governing body to make a decision on Monday. So, the matter has been tabled until Commissioner Keith Ascher is in attendance. He was not present for the meeting on Monday.

Junction City Mainstreet wants to put in place a matching grant program to improve facades in the downtown area. According to information provided by city staff $10,000 will be donated by Gesary County, the Mainstreet group will budget $10,000 and there will be a request for $10,000&nbsp; from the city. That request is on the city commission agenda when they meet at 7 p.m. Tuesday at 701 North Jefferson.

The staff recommendation for the commission to consider is to have the governing body make a commitment for up to $10,000 in funding for the project as it moves forward, and the funds will then be drawn upon when needed.

According to the Riley County Police Department activity report, a 2017 Mitsubishi Mirage driven by Philip Clark, 64, Clay Center, was northbound on Tuttle Creek Blvd. at S. Dam Road.

The Mitsubishi struck a 1996 Ford Crown Victoria driven by Eli Smith, 19, St. George when as the the Ford&nbsp; entered the intersection.

EMS transported Clark to Via Christi for treatment of a laceration to the head and chest pain. Smith was arrested on a requested charge of driving under the influence. Smith was issued a total bond of $750 and is no longer confined, according to the RCPD.

Officials are researching how staffing would look, what equipment would need to be in pace, and sustainability of the building for a long term multipurpose / community center for the south side of the city.

According to the City Manager's 515 report the putting green took a beating over the winter because of foot traffic and the drought that is being experienced. It will be slower than other greens waking up this year. This fall officials plan to look at some new grass for the putting green with a bentgrass variety that suits the amount of traffic it receives.

Thirty red maple trees have been planted throughout the course to replace trees that have been cut down in recent years. These trees range from 10 to 15 feet tall. The Friends of Rolling Meadows agreed to purchase half of those trees. This fall, another 30-40 trees of different varieties will be planed. Going forward the goal is to plant a tree after one is removed.

Derek Fairchild was traveling southeast in a Honda Civic too fast for conditions and lost control on a curve. The vehicle rolled over. Minor injuries were reported but medical treatment was declined. Fairchild' vehicle was towed from the scene.

Fort Riley will be burning the River Walk Trail area today ( Monday ) around noon. The Junction City Fire Department advises the public to be cautious on KS-57/N. Jackson St.  This could produce lots of smoke in the Junction City area.

Geary County Emergency Management noted that the heavy smoke covered area will include North Jackson and North Washington. the wind speeds are light so it will not clear quickly. Proceed with caution when traveling and seek a possible alternative route ahead of time.&nbsp;

The River Walk will be closed during this time. More than 790 acres will be burned.

I recently traveled to the United Arab Emirates (UAE) with the Kansas Ag and Rural Leaders (KARL) program. Our trip included unique farm tours like a camel dairy, falcon hospital and the oldest irrigation district in the world. We experienced local traditions and culture by visiting museums, a desert oasis, a camel race training facility, a livestock market, a palace and the grand mosque. 

However, the real reason people visit UAE is to see Dubai.Dubai’s leaders seem to have committed to the “if you build it, they will come” ideal popularized in “Field of Dreams.”. Their vision for Dubai has been to replace oil revenue that will eventually dwindle with money from tourism, business and the financial sectors. They are creating a center of business for the Middle East and the world; a “City of Dreams.”Dubai had been described by many former travelers as the Las Vegas of the Middle East. I expected the Burj Khalifa (currently the world’s tallest building) and the Palm (a manmade island complex) would have a row of sky scrapers connecting the two areas and the city might feel like Chicago or Los Angeles. My mind was not prepared for what the city actually looks like. Everything is new and really tall; high-rise buildings as far as the eye can see. When you emerge from a cluster of them, you can see another cluster of 10 to 20 a few miles away in any direction except downtown, which is more like 100 to 200 high-rise buildings. The city is filled with brand new metro lines, shopping malls, tourist attractions and residential communities. Dubai is a modern city of stunning architecture and the latest technology.

Our tour guide joked that Emiratis’ favorite word is ‘est. They have the tallest building, largest shopping mall, deepest swimming pool, largest dancing fountain, highest Ferris wheel. The list goes longer and makes me think Guinness Book of World Records probably has an office there purely for convenience. The most impressive part is almost none of it existed 20 years ago. Many attractions didn’t exist 10 years ago as lots of the projects were fast tracked to prepare for the World Expo, which was originally scheduled for 2020 and delayed a year because of COVID.

The six-month Expo ended March 31 and was expected to bring 25 million visitors to see the 192 country pavilions focusing on themes of sustainability, mobility and opportunity. If you are picturing the state fair, this expo was about 20 times bigger without the animals, and even though we visited at the end of month six, the place felt fresh; bathrooms were clean, pavilions and facilities were in good working order, and there were no visible signs of staff packing-up. The same feel of quality and pride could be felt throughout all the attractions we saw. Dubai is a city of dreams. It is the manifestation of leader’s vision and ability to motivate others to join in creating something big, something people all over the world will talk about and want to see for themselves.

Goldwater scholarships.&nbsp;Lexe West, junior in psychology,&nbsp;Junction City, and Avanelle Stoltz, sophomore in biological systems engineering,&nbsp;Leawood, have received the prestigious recognition from the Barry Goldwater Scholarship and Excellence in Education Foundation.

Established by Congress in 1986 to honor Sen. Barry M. Goldwater from Arizona, the scholarship was awarded to 417 college students across the country for the 2022 competition. The awardees were selected from a pool of 1,242 applicants from 433 institutions. Awardees receive up to $7,500 annually for college-related expenses. 

Both K-State students have active undergraduate research projects and intend to pursue careers in mathematics, science or engineering — a requirement of the scholarship."When we search for Goldwater candidates, our K-State nominating committee looks for individuals who are outstanding academically," said Jim Hohenbary, director of the K-State Office of Nationally Competitive Scholarships. "However, we are also looking for people who have been passionate participants in undergraduate research — individuals who demonstrate the potential to thrive in future research environments. Both Ava and Lexe fit that description perfectly. It is gratifying to know that the Goldwater selection committee saw those attributes as well."

West researches with Kimberly Kirkpatrick, professor of psychological sciences, in the Reward, Timing and Decision Laboratory. West is studying time-based interventions to improve self-control in rats. In her current project, she is examining if&nbsp;these interventions increase neural activity and promote the growth of synaptic connections between neurons in brain regions associated with self-control. The goal of her project is to determine the relationship between neural activity, synaptic growth and timing ability.West is involved in the McNair Scholars Program and is an undergraduate teaching assistant. She has received a College of Arts and Sciences Undergraduate Research Award.&nbsp;West attended Junction City High School and is the daughter of Stephanie Boyer,&nbsp;Junction City

Stoltz is working with Nicholas Wallace, associate professor of biology, on research involving human papillomavirus, or HPV. She is working on a project involving the E7 oncogene in the alpha-HPV strain. For the past three summers, she also has worked at the University of Kansas Medical Center in a reproductive research lab under the direction of Lane Christenson, professor of molecular and integrative physiology. Her project aims to understand the effects of spaceflight and microgravity on the adrenal gland. She has given both oral and poster presentations on her research for K-INBRE, or the Kansas Idea Network of Biomedical Research Excellence, and at the American Society for Gravitational and Space Research annual conference. She has been a K-INBRE summer scholar two times and received an award of excellence from K-INBRE for her poster presentation during a symposium.

&nbsp;"Alice in Wonderland" will be performed by the Junction City Middle School youth in the Astra program at the C.L. Hoover Opera House on Friday, April 8th.&nbsp; According to&nbsp; the flyer for the event admission will be $5 per person or $10 per&nbsp; family.

There will also be a preshow by students from ACT 1 called Fairy Tale Invasion.

Junction City Manager Allen Dinkel has confirmed that the stop light at 8th and Jefferson is operating again. It was damaged in the big wind storm on Dec. 15th.
