There will be a memorial honoring World War II Veteran Levi "Sarge" Nelson on Saturday, March 5th from 2-4 p.m. at the American Legion, 201 East 4th Street in Junction City.

Nelson, 99,&nbsp; passed away just a few days before his 100th birthday.

Those who attend the memorial service are encouraged to wear something green in honor of Sarge.

SHAWNEE COUNTY—Law enforcement authorities are investigating a hit-and-run accident and after asking the public for help to locate a vehicle have made an arrest.

On Tuesday night,&nbsp;deputies were able to gather information that led to the arrest of 50-year-old James R. Cunningham of Alma, according to Deputy Abigail Christian.

Deputies located Cunningham at his residence and he was taken into custody without incident.&nbsp; He remains jailed on requested charges of failure to stop at an accident resulting in great bodily harm and failure to stop at accident causing injury or damage over $1000.

Just before 2p.m. Monday, the Shawnee County Emergency Communications Center received a 911 call regarding a vehicle versus a bicycle accident in the 5500 block of SW Burlingame Road. 

The driver of the vehicle fled the scene southbound after striking the bicyclist.&nbsp;The bicyclist was transported to a local hospital by American Medical Response with non-life-threatening injuries.

Milford Lake Corps of Engineers Park Manger Ken Wenger said this week that the winter draw down for the reservoir is complete. Outflow has been reduced to 100 cubic&nbsp; feet per second.

The draw down has eradicated many zebra mussels that are exposed and visible along the shoreline above the waterline. From now until May 1st the Corps plans to maintain the lake elevation at 1141.40, and hope&nbsp; for a spring recharge.

As part of the new high school's bond campaign in 2016, the project cost estimate included a $2 million line item for demolition of the old school. 

After instruction from the Board to accelerate the demolition process in November, district staff received a proposed guaranteed maximum price near $2.8 million. That included a $300,000 allowance for asbestos contingencies and other unforseen site conditions. According to the District the price increase is a result of&nbsp; the approximately 40-point inflationary spread of the Producer Price Index over the past six years.

The JC Breakfast Optimist Club was recognized by Optimist International at the Kansas District Optimist Club 2nd Quarter Meeting held in Topeka on February 18 and 19. A 2005 Chevrolet Trailblazer driven by Jason Holley, 48 of Junction City, made a left turn in front of a northbound 2016 Ford Fusion driven by Batuel Salazar, 63, of Manhattan, at the intersection of&nbsp;Fairchild Avenue and Martin Luther King Jr. Drive, according to the Riley County Police Department activity.

The car struck the SUV.&nbsp; EMS transported&nbsp;Salazar and his passenger&nbsp; to Via Christi for treatment of their injuries. The passenger had a possible broken arm, according to the RCPD. Holley was issued a citation for failure to yield.

2 from Manhattan hospitalized after 2-vehicle crash

Thirty Soldiers will become U.S. citizens

Three researchers from Kansas State University have received the&nbsp;<a href="https://invesbrain.com/bial-award-in-biomedicine-distinguishes-research-which-is-the-basis-of-two-of-the-vaccines-against-covid-19/">BIAL Award in Biomedicine</a>&nbsp;for a publication focused on mRNA technology, which is now used in the two vaccines approved by the Food and Drug Administration to prevent COVID-19.

The award recognizes the work of a team including Stephen Higgs, associate vice president for research and director of the Biosecurity Research Institute; and Yan-Jang "Scott" Huang, research assistant professor of arbovirology and Dana Vanlandingham, professor of arbovirology, both in the College of Veterinary Medicine at K-State. The team was comprised of 36 co-authors, including researchers from Duke University, Harvard Medical School, National Institutes of Health and several private companies.

"It is a tremendous honor for the three of us at K-State to share this award that exemplifies the power and importance of collaborative research by so many researchers at so many institutes," Higgs said. "We are indebted to the BIAL Foundation and to Drew Weissman who spearheaded the innovative research and assembled the team."

The winning work was chosen from 47 papers nominated among the most important research reports in the last 10 years in biomedicine. Applications included basic research studies, clinical trials, work in neurodegenerative disorders, cancer and infectious diseases. The award is worth $339,522 and aims to distinguish a work in biomedicine of exceptional quality and scientific relevance.

The award recognizes an important breakthrough of a technology for vaccine creation, published in Nature in 2017 in the research report "<a href="https://www.nature.com/articles/nature21428">Zika virus protection by a single low-dose nucleoside-modified mRNA vaccination.</a>"&nbsp;The paper describes the complex work to engineer an mRNA vaccine to treat a disease and demonstrates its efficacy.

While traditional vaccines often use a modified virus to provoke a reaction in the immune system, the technology investigated by the award-winning team uses a synthetic mRNA to allow the body to prepare itself against the disease. To do so, it uses an mRNA that makes the body’s own cells synthesize a viral protein that stimulates the body's immune response.

The pandemic caused by SARS-CoV-2 has accelerated research in this area, but this work paves the way for a new generation of vaccines with the potential to revolutionize the treatment of many diseases.

"This work by Drs. Higgs, Vanlandingham, Huang and their colleagues represents an incredible achievement in the biomedical field," said David Rosowsky, vice president for research. FORT RILEY, Kan. – Geary County Schools and Emporia State University Teacher College on Tuesday announced Bryan Scruggs, Seitz Elementary School academic specialist, as a recipient of the 2022 Kansas Master Teacher Award.

The Kansas Master Teacher Award was established by Emporia State in 1954 and is annually presented to selected teachers who serve as exemplary, professional educators, according to the university’s website.

Scruggs has dedicated his entire career thus far to Geary County Schools, joining Ware Elementary School in 2005 as a kindergarten teacher. This school year, Scruggs transitioned to an academic specialist position at Seitz Elementary School. Scruggs has also served as the 21st Century After School Program Site Coordinator for both Ware and Seitz, Kindergarten Steering Chair, Kindergarten Curriculum Taskforce member, Kansas State University Cooperating Teacher and has helped in the development of Kansas’ ASQ adoption. Kansas Master Teacher Award recipient Bryan Scruggs.

“Bryan’s desire to be the best he can be for his students and teachers is apparent in everyone fortunate enough to meet him,” Seitz Elementary School Assistant Principal Veronica Wait said. “He lives and breathes&nbsp; education and is admired by many students, colleagues, and parents.”

Scruggs’ belief as an educator is that every moment we are constantly learning, and each new lesson is

important. He focuses on this by using real examples of behaviors seen within his classroom to discuss problem-solving and resolution strategies. In addition, he believes it’s important to have a welcoming environment for the students to help further their achievement, whatever level that may be.

“Something that sets Bryan apart is his absolute love for his children,” Ware Elementary School Kindergarten Teacher Ally Bogen said. “His lessons are fun and engaging and his students hang on his every word. Bryan has the power to engage even the toughest students.”

Most importantly, he finds it true that teaching must be a work of heart.

“Students are engaged, they are motivated, and the classroom becomes a joyous place where students don’t always realize what they are learning. This school year, Scruggs transitioned to an academic specialist position at Seitz Elementary School. Scruggs has also served as the 21st Century After School Program Site Coordinator for both Ware and Seitz, Kindergarten Steering Chair, Kindergarten Curriculum Taskforce member, Kansas State University Cooperating Teacher and has helped in the development of Kansas’ ASQ adoption. Jerry Moran supports a bill working its way through the Kansas Legislature dealing with federal impact aid.&nbsp; He noted that in Kansas the state government made the decision to equalize impact aid, which comes from the federal taxpayers and is designed to help compensate local units of government where there is less property revenue due to a large amount of federal property. "Certainly that is the case surrounding Fort Riley in Kansas."&nbsp;

Moran noted that the impact aid helps school districts provide those services that are normally paid for through property taxes, which would be higher on the rest of the community without the impact aid. But in Kansas those funds are equalized across all the school districts in the state. "Legislation is working its way through the state legislature to bring that back to the districts in which it was intended to benefit."

Moran said that would be a positive for the taxpayers of USD 475. He noted that Kansas was one of the few states that took the action to equalize the federal impact aid it put a black mark the list of things, "when Army, military or defense are looking at what states, what communities are pro-military and pro-military families. The way that we treated this issue in Kansas was a negative for us and we don't want any negatives. We want positives."

MANHATTAN —Law enforcement authorities are investigating burglary at a home in Manhattan.

Just before 10:30a.m. February 18, officers filed a report for burglary in the 1100 block of Vattier Street in Manhattan, according to the Riley County Police Department activity report.

A 47-year-old woman reported a 30-year-old suspect stole her Pit bull dog and PlayStation 4 from her home. 

The estimated total loss associated with this case is approximately $600. The dog was later returned and arrangements were made for the Playstation to be returned.&nbsp; &nbsp;The RCPD did not have details on possible charges against the suspect.

Junction City, KS- Geary Community Hospital has continued its commitment to infant and maternal health by earning recognition through High 5 for Mom &amp; Baby for the 8th year in a row, a program developed by the United Methodist Health Ministry Fund to increase breastfeeding initiation and duration rates in Kansas.

High 5 for Mom &amp; Baby provides resources and a framework to help Kansas hospitals and birthing centers implement evidence-based practices proven to support successful breastfeeding, improving maternal and infant health outcomes while also reducing racial and ethnic health disparities.

To obtain High 5 for Mom &amp; Baby recognition, each facility is asked to complete a voluntary and self-reported evaluation and to follow at least five of the ten evidence-based practices:

1. Facility will have a written maternity care and infant feeding policy that addresses all

ten High 5 for Mom &amp; Baby practices supporting breastfeeding

2. Facility will maintain staff competency in lactation support

3. All pregnant women will receive information and instruction on breastfeeding

4. Assure immediate and sustained skin-to-skin contact between mother and baby after birth

5. All families will receive individualized infant feeding counseling

6. Give newborn infants no food or drink other than breastmilk unless medically indicated

7. Practice “rooming in” - allow mothers and infants to remain together 24 hours a day

8. Families will be encouraged to feed their babies when the baby exhibits feeding cues, regardless of feeding methods

9. Give no pacifiers or artificial nipples to breastfeeding infants

10. Provide mothers options for breastfeeding support in the community (such as a telephone number, walk-in clinic information, support groups, etc.) upon discharge.

The vehicle struck the bottom of a bridge while passing underneath, causing major damage to the cement structure. No injuries were reported. The Kansas Department of Transportation will have a portion of the bridge closed indefinitely while repairs are made.

Two rollover accidents occurred on Interstate 70 near the 297 mile marker Tuesday morning. In one case in the westbound lane there was no injury when a Chevrolet Silverado driven by Derrick Newell, Wamego was involved. In the second case in the eastbound lane there was a minor injury reported when a Ford F-150 driven by Joshua Haugh, Shreve, Ohio rolled over. Transport to a hospital was refused.

I-70 in the vicinity of mile marker 297 on the south side of Junction City is the area where two rollover accidents occurred on Tuesday morning.&nbsp;

Kansas Highway Patrol confirmed the general area where the accident occurred.&nbsp;

Motorists are urged to exercise caution and should be prepared to stop their vehicles. Emergency crews are working at the scene.

More than 10,000 adults annually volunteer time to help Kansas youth&nbsp;

MANHATTAN, Kan. – There is a saying – noted by many throughout history – that if you love what you’re doing, you’ll never work a day in your life.&nbsp;

Shane Potter says the same holds true for&nbsp;<a href="http://www.kansas4-h.org/" target="_blank">Kansas 4-H</a>&nbsp;volunteers.&nbsp;

“They’re helping to provide support for something they’re passionate about,” said Potter, a 4-H youth development specialist, “and they’re sharing that passion with (4-H members).”&nbsp;

Potter said 4-H volunteers typically get involved as club or project leaders at the local level. They often receive curriculum, training and “a whole cadre of things that will help them when they get into that volunteer role,” he said.&nbsp;

“That is how Kansas 4-H runs,” Potter said. “We have a great network of educators and agents across the state that support programming, but really the lifeblood of 4-H is our volunteers. Our local volunteers make a difference in the lives of youth.”&nbsp;

According to statistics from the Kansas 4-H program, more than 10,000 adult volunteers and professionals support nearly 70,000 Kansas youth in the program. Nationally, there are more than 500,000 volunteers and 3,500 professionals that serve about 6 million 4-H members. 4-H volunteers undergo a background check to assure a safe environment for youth.&nbsp;

The Kansas Association of 4-H Volunteers helps adults network with other volunteers, and provides additional training. Potter said many volunteers were 4-H members in their youth, while others are simply interested in a given topic area. &nbsp;

Kansas 4-H lists nearly three dozen project areas that youth participate in, each with their own set of adult volunteers.&nbsp;

“We are focused on creating excellent opportunities for youth,” Potter said. “We want to find that passion area for a volunteer and connect it to youth.”&nbsp;

A side benefit: Potter said youth often are pretty good teachers, too. A national study that looked at the motivations for why people volunteer concluded that adults not only enjoyed sharing their passion, but realized they learned something new, as well.&nbsp;

“Volunteering is an opportunity to not only share your skills, but sharpen the things you know and show how you really care about your community,” Potter said.&nbsp;

More than 300 habitat and outdoor enthusiasts from the surrounding area will raise money for the conservation of pheasant, quail and other wildlife. The banquet is the sole fundraising source used by the Flint Hills chapter to develop programs for habitat improvement, public awareness, education and land management throughout the year.

The chapter has also invested in the local community by organizing a local youth pheasant hunt for nearly 20 youth each year. Even with the pandemic, the chapter has raised more than $5,000for each of the high school trap teams annually, and the goal is to do that again this year for Rock Creek, Riley County and Blue Valley High School teams.

The chapter funds habitat reclamation projects in the immediate area, food plot seed distribution and government policy and grant work to improve habitat for upland bird species in Riley, Pottawatomie, Geary and Wabaunsee Counties.

Easter egg hunt is scheduled in FIfth Street Park

African American men have been volunteering to serve in the United States military from as far back as when they were facing slavery and oppression during the time of the Revolutionary War. With the promise of freedom in return for their service, thousands of men would join with hopes of a better life. The call for African American service would hit a high point during the Civil War, after the issuance of the Emancipation Proclamation by President Abraham Lincoln which would free slaves as of January 1, 1963.

During the months following the declaration, endeavors to assemble regiments comprised of African American men proved to be successful and the War Department General Order No. 43, called for the creation of the Bureau of Colored Troops with the purpose of handling ‘all matters relating to the organization of Colored Troops.’ From then on, all African American regiments would be designated United States Colored Troops.

In 1866, the 39th Congress passed the Army Reorganization Act to fix the Military Peace Establishment of the United States. With this act, came the creation of six new regiments, the 9th and 10th Cavalry and the 38th, 39th, 40th, and 41st Infantry Regiments, for the enlistment of black men. The driving force behind the creation was the fiercely, dedicated service of the more than 200,000 black soldiers during the Civil War and for the first time in the history of the U.S. Army, black soldiers would be a permanent part of the military. That dedication would also come into play later when these soldiers would be nicknamed “Buffalo Soldiers.”

In the beginning, there were many people that were against these regiments and many of the African American troops faced extreme racial prejudice from the Army establishment. Many officers, including George Armstrong Custer, refused to command black regiments, even if it meant losing promotions in rank. And in many areas that the black soldiers were stationed, they would also suffer potentially deadly violence at the hands of the local civilians.

The primary objective of these regiments was to support the nation’s westward expansion by protecting the settlers, building roads and infrastructure and guard the U.S. mail. They took part in a variety of campaigns throughout the Southwest and Great Plains during which they amassed a distinguished record and saw 18 of these men awarded the Medal of Honor. This would later pave the way for more acceptance of the idea of having black Army officers.

The origination of the Buffalo Soldier nickname has been contended for years. One theory stems from the 10th Cavalry Regiment’s participation in the Indian Wars. The Native American warriors are said to have given the soldiers the nickname of Buffalo Soldiers because of their features and that they fought like fierce and brave buffalo. And since buffalo were held in such high regard by the tribe, the soldiers proudly adopted the name Buffalo Soldiers as a badge of honor. And even though it was the 10th that Cavalry that were first given the name, the term “Buffalo Soldiers” became synonymous with both the 9th and 10th Cavalry Regiments.

Both the 9th and 10th Regiments would station at Fort Riley for a time before moving to new frontier posts to participate in military campaigns such as the Spanish American War, duty tours in the

Philippines, and missions around the world including World War I with many non-commissioned officers and thousands of troopers joining new units to fight in Europe.

As technology in the military became more advanced and by the start of World War II, the need for mounted Cavalry Regiments diminished and for all practical purposes, this meant the end of the mounted cavalry in postwar America.

However, the illustrious history of the Buffalo Soldiers lives on as not only a part of the military tradition of the United States, but also as a history of Black accomplishment and perseverance.

 </figure>Special to the Post by the Convention and Visitors BureauAfrican American men have been volunteering to serve in the United States military from as far back as when they were facing slavery and oppression during the time of the Revolutionary War. With the promise of freedom in return for their service, thousands of men would join with hopes of a better life. The call for African American service would hit a high point during the Civil War, after the issuance of the Emancipation Proclamation by President Abraham Lincoln which would free slaves as of January 1, 1963.During the months following the declaration, endeavors to assemble regiments comprised of African American men proved to be successful and the War Department General Order No. 43, called for the creation of the Bureau of Colored Troops with the purpose of handling ‘all matters relating to the organization of Colored Troops.’ From then on, all African American regiments would be designated United States Colored Troops.In 1866, the 39th Congress passed the Army Reorganization Act to fix the Military Peace Establishment of the United States. With this act, came the creation of six new regiments, the 9th and 10th Cavalry and the 38th, 39th, 40th, and 41st Infantry Regiments, for the enlistment of black men. The driving force behind the creation was the fiercely, dedicated service of the more than 200,000 black soldiers during the Civil War and for the first time in the history of the U.S. Army, black soldiers would be a permanent part of the military. That dedication would also come into play later when these soldiers would be nicknamed “Buffalo Soldiers.”In the beginning, there were many people that were against these regiments and many of the African American troops faced extreme racial prejudice from the Army establishment. Many officers, including George Armstrong Custer, refused to command black regiments, even if it meant losing promotions in rank. And in many areas that the black soldiers were stationed, they would also suffer potentially deadly violence at the hands of the local civilians.The primary objective of these regiments was to support the nation’s westward expansion by protecting the settlers, building roads and infrastructure and guard the U.S. mail. They took part in a variety of campaigns throughout the Southwest and Great Plains during which they amassed a distinguished record and saw 18 of these men awarded the Medal of Honor. This would later pave the way for more acceptance of the idea of having black Army officers.<figure>

 </figure>The origination of the Buffalo Soldier nickname has been contended for years. One theory stems from the 10th Cavalry Regiment’s participation in the Indian Wars. The Native American warriors are said to have given the soldiers the nickname of Buffalo Soldiers because of their features and that they fought like fierce and brave buffalo. And since buffalo were held in such high regard by the tribe, the soldiers proudly adopted the name Buffalo Soldiers as a badge of honor.
