According to court documents, Innocent N. Ugwu, 24, of Fort Riley, Kansas, is charged with five counts of wire fraud, five counts of laundering monetary instruments, and one count of procurement of citizenship or naturalization unlawfully. 

From an unknown date until January 2021, Ugwu is accused of conspiring with others to defraud money from individuals in the United States using false pretenses and promises, and the omission of material facts to carry out romance, advance fee and other fraudulent schemes.

The U.S. Secret Service and the Department of Defense, Defense Criminal Investigative Service are investigating the case.

Junction City Public Works prepares to begin their summer schedule

Kansas Governmental Ethics Commission on Wednesday held a public hearing on complaints that were filed against Junction City Mayor Jeff Underhill and his campaign treasurer Monte Dibben, pertaining to the last city commission election in 2021. The complaint alleged Underhill and Dibben failed to file a Jan. 10, 2022 receipts and expenditures report in violation of state law.

General Counsel for the Commission, Brett Barry, stated after giving notice of the hearing to Underhill and Dibben the Commission took up the matter of the report which had allegedly not been filed. "Based on a proffer of the evidence they concluded that Mr. Underhill and Mr. Dibben had not filed the report as alleged in the complaint. " 

Barry said Underhill and Dibben did not attend the hearing at the Governmental Ethics Commission Offices in Topeka. "Based on the fact they did not appear found them in default and ordered that they pay a fine of $5,000. That fine could be reduced to $1,000 if they were able to pay within 30 days and also submit the report which is due and owing within 30 days. " Both Underhill and Dibben were each fined $5,000, but could again, reduce that amount to $1,000 apiece.

Under the Campaign Finance Act all candidates are required to file the campaign finance reports, which detail all the campaign contributions and all the expenditures that are made within a given period.&nbsp;

Jeff Underhill told JC Post it was an oversight on the part of himself and Dibben. "Kind of a comedy of errors because I moved during that time and so I wasn't receiving all of the notifications that they were sending but we're both aware. We've both visited with them and we're working to get it resolved. It was nothing malicious, just an honest oversight."

Underhill said he knew about the hearing Wednesday but didn't think that he had to attend because they requested that he send an email, which he had done. "We should be okay, just from the communications that I've had that, that we are working to get it resolved though."

Underhill noted that the the fines will be paid and the report submitted within the 30 day time period.&nbsp; "Like I said we're moving forward on getting everything resolved." Dibben chose not to comment.

Bank of America and a 66-year-old man reported the victim's credit card information was stolen online with approximately $13,300 worth of fraudulent charges originating from Indiana and Florida, according to the Riley County Police Department activity report.

American Legion Boys State of Kansas

High school students from across the State of Kansas will be participating in the 2022 session of the&nbsp;<a href="https://ksbstate.org/" target="_blank">American Legion Boys State of Kansas</a>, Sunday, June 5, through Saturday, June 11, at Kansas State University in Manhattan. The event, in its 84th year, returns to its traditional early June dates after last year’s session was postponed to early August due to the coronavirus pandemic.

This year’s Kansas Boys State program includes delegates who just completed their junior year of high school (will be seniors in the fall) and sophomore year of high school (will be juniors in the fall).

The objective of the ALBSK is to inculcate a sense of individual obligation to community, state and nation. Kansas Boys State provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government and the price paid by members of the military to preserve democracy.

84th annual Boys State of Kansas set for next month in Manhattan

JC Breakfast Optimist Club members received a report Wednesday on the Summer Camp at the Museum this week. Patsy Johnson, Geary County Historical Society Director of Programs and Education, said her goal is to have "learning about history be fun through hands-on STEAM ( science, technology, engineering, art and math). The focus is on Geary County History.

Focus areas are ranging from the Ice Age and dinosaurs that lived in this area to tornadoes, the Dust Bowl and flooding. There is also an opportunity for students to build a smores solar oven. In this engineering project, students will be given the materials to make the oven but cannot heat up the smores until they figure out how to get the oven to work.

It is important to know the facts about catastrophes like tornadoes and the Dust Bowl but also figure out ways to prevent them or minimize the damage in the future, said Johnson.

Johnson also has gone into many of the schools and nursing homes to do presentations about Geary County history. Patsy and her husband will soon be moving to North Carolina, where she hopes to be involved with a non-profit and teach STEAM concepts.

Summer Camp at the Museum is underway

&nbsp; FORT RILEY, Kan. - There was a change of command for the 1st Infantry Division's 2nd Armored Brigade Combat Team Wednesday at King Field House on Fort Riley. In honor of the outgoing 2nd Armored Brigade Combat Team commander, Col. Thomas B. "Bull" Smith, the ceremony also welcomed the incoming brigade commander, Col. Bryan M. Harris, with the passing of the brigade colors. &nbsp;"The most significant portion of today is we transferred responsibility,"said U.S. Army Maj. Gen. John V. Meyer III, commanding general of the 1st Infantry Division and Fort Riley. "We are very lucky to have [Smith] command this formation with his family and then now to move up to be the division chief of staff. His passion, his presence, his energy, is going to make a difference when we get to Europe." Smith, a veteran of twenty-six years, assumed command of the 2ABCT in August of 2020.&nbsp; "It's a great day to be in the Army and even a better day to be a Big Red One Soldier," said Smith. "It's a job well done. The proof is in the safety of our troops, the success of our operations, and the continued challenges that are sent Dagger's way." For his service with the 2ABCT, Smith was awarded the Legion of Merit.&nbsp; Harris, who grew up in North College Hill in southwestern Ohio, began his Army career on May 30, 1998. A graduate of the United States Military Academy, Harris deployed to Iraq and Afghanistan to conduct combat operations in support of Operation Enduring Freedom as well as to the Republic of Korea as part of a brigade rotation. Before assuming command of the 2ABCT, Harris was the commander of the 2nd Battalion, 34th Armor Regiment "Dreadnaughts," 1st Armored Brigade Combat Team, 1st Inf. Div.

There will be information and safety demonstrations from a variety of on-post and off-post agencies aimed at promoting safer behavior and safety from Memorial Day weekend through Labor Day weekend. Demonstrations will range from a seatbelt convincer to a rollover simulator. There will also be a car seat check lane so parents can make sure that they have the right car seat properly installed for their children.

The public is invited to this event and those without a Department of Defense ID card, can get a visitor’s pass at the Visitor Control Center on Henry Drive, at Exit 301 off I-70.

Geary Community Hospital Interim CEO Margaret Grismer said this week that Stormont Vail Regional Health intends to offer a compensation package to all of the GCH "employed physicians at this point and give them the opportunity to join their team. " Grismer confirmed that will be up to the doctors on whether to accept the offers.

This information was provided as Geary Community Hospital and Stormont Vail Regional Health Center officials work toward a potential future agreement where Stormont Vail would oversee GCH operations.

Grismer explained the doctors from Geary Community will go through a process with Stormont Vail. "It's an opportunity for them to meet one on one with the physicians and take them through the process that they do with all of their employed physicians. " Grismer added that they want the doctors to meet the department chairs, tour the Stormont Vail facility, learn about their resources and give them an opportunity "to move their identity to one of Stormont Vail."

Fort Riley noted that Col. Will McKannay, Garrison Commander, will speak as part of the ceremony. Following brief remarks, McKannay and Cmd. Sgt. Maj. Timothy Speichert will place a wreath in honor of those who have died while serving in our country's armed forces.

The ceremony is open to the public; however, those without a Department of Defense ID card need to arrive early at the Henry Gate visitor control center (Exit 301 off I-70) to obtain a pass to the installation. Grant and Parker Access Control Points are closed on training and federal holidays.

Wash hands, use a meat thermometer are among top tips&nbsp;

MANHATTAN, Kan. – Kansas State University food scientist Karen Blakeslee says food safety needs to be part of summer parties, especially when those get-togethers involve grilling food outdoors.&nbsp;

“To start with,” she said, “wash your hands. That’s the No. 1 step before you start handling any food, and then wash them again after you’ve handled any kind of raw meat.”&nbsp;

Much like cooking food indoors, home chefs need to keep a food thermometer close at hand, Blakeslee said. For meat, there are three temperatures that consumers should store to memory:

Those temperatures include products that are smoked, cooked on a grill or indoors.&nbsp;

The recommended temperatures relate to the internal temperature of the meat. “Without a food thermometer, it’s very subjective” as to whether the meat is cooked properly, Blakeslee said. Judging doneness by color or pressing the meat with your finger are also subjective, she noted.&nbsp;

To more accurately measure for doneness, insert the tip of the thermometer into the center of the meat. With a digital thermometer, the temperature sensor is normally in the tip, so those can be inserted into the top of the meat product.&nbsp;

“But the ideal way to do it – like with a hamburger – is to insert it from the side,” Blakeslee said. “That is the best way to reach the center of the product.”&nbsp;

A thermometer with a dial display is another option. “If you look on the stem of a dial face thermometer, there should be a dimple, about halfway up the stem. Insert this type of thermometer into the food so that the little dimple gets into the meat product to get an accurate measurement.”&nbsp;

Some other food safety tips that Blakeslee offered:&nbsp;

Keep meat cold until you’re ready to use it&nbsp;

Resist the temptation to let meat sit on a counter for long periods of time. “You could let it warm up a little bit (before cooking) – about 30 minutes. But please refrain from letting it sit out for hours. That invites any bacteria that could be on the meat to start growing.”&nbsp;

Freeze meat that won’t be used soon after you buy it&nbsp;

If planning an event, consider buying meat 2-3 days before cooking it. Otherwise, Blakeslee said, “you need to freeze it.”&nbsp;

Frozen meat is best thawed in the refrigerator, not on a countertop. “Plan ahead for thawing,” Blakeslee said. “The amount of thawing time you’ll need depends on the size of your meat product.”&nbsp;

Steaks can typically be thawed in a refrigerator in 24 hours. A brisket might take 3-4 days.&nbsp;

Keep hot foods hot and cold foods cold&nbsp;

Side dishes are usually cold foods; keep them in a refrigerator until you’re ready to serve them. Ice chests are handy for chilling side dishes. Cold foods should be kept at 40 F or lower, while hot foods should be kept at 140 F or higher.&nbsp;

Store food and eat leftovers promptly&nbsp;

Store food within 1-2 hours of serving them. Foods should be divided into shallow containers and placed in the refrigerator. “Today’s refrigerators are very efficient, so you do not need to set them on the counter until they cool,” Blakeslee said.&nbsp;

Leftovers should be eaten within 3-4 days, otherwise transferred to the freezer for later use. “We all need to work better at reducing food waste,” she said. “One way to do that is managing leftovers. Leftovers are great; they make an easy lunch or quick supper, or you can re-purpose them into a completely different meal.”&nbsp;

Blakeslee said mayonnaise often gets a bad rap for being a food safety concern, but the popular dressing is high in acid and can fend for itself.&nbsp;

“Mayo is not the problem,” Blakeslee said. “It’s what you mix into the mayo that is the problem. Cooked potatoes, hard boiled eggs…those are the ingredients that need refrigeration to reduce food safety risks.&nbsp;

“The mayonnaise is just going along for the ride,” she adds. “So, give mayonnaise a break. It’s how you handle the rest of the food that really matters.”&nbsp;

Grillin’ and Chillin’? Remember food safety, says K-State expert 

RILEY COUNTY —Law enforcement authorities are investigating an alleged violent crime and have made an arrest.

Just after 9a.m. Tuesday, officers a filed report for aggravated assault, criminal trespass, and criminal damage to property in the 200 block of Tuttle Creek Blvd. in Manhattan, according to the Riley County Police Department activity report.

&nbsp;Max Motors, a 41-year-old man, and a 54-year-old woman reported a 32-year-old male suspect identified as&nbsp;Christian Ociel Urquizo Gandarilla, 32, of Manhattan threatened the man and woman with a hammer and threw a rock at a Chevrolet Traverse owned by Max Motors. 

The estimated total loss associated with this case is approximately $50. 

Pottawatomie County authorities arrested Gandarilla on requested charges of criminal trespass and two counts of aggravated assault. and transported to the Pottawatomie County Jail.

RILEY COUNTY —Law enforcement authorities are investigating an alleged violent crime and have made an arrest.Just after 9a.m. Tuesday, officers a filed report for aggravated assault, criminal trespass, and criminal damage to property in the 200 block of Tuttle Creek Blvd. in Manhattan, according to the Riley County Police Department activity report.&nbsp;Max Motors, a 41-year-old man, and a 54-year-old woman reported a 32-year-old male suspect identified as&nbsp;Christian Ociel Urquizo Gandarilla, 32, of Manhattan threatened the man and woman with a hammer and threw a rock at a Chevrolet Traverse owned by Max Motors. The estimated total loss associated with this case is approximately $50. Pottawatomie County authorities arrested Gandarilla on requested charges of criminal trespass and two counts of aggravated assault. and transported to the Pottawatomie County Jail.

RCPD: Manhattan man threatened victims with a hammer

Home Medical Equipment, 1310 West Ash, Junction City, has been affiliated with Geary Community Hospital. But that will change. 

The Interim CEO for the hospital, Margaret Grismer, addressed the situation as GCH works toward a proposed future agreement with Stormont Vail Regional Health to operate Geary Community. "Stormont Vail does not currently run Home Medical Equipment, so that's a service line that they don't intend to bring through with the contract."

Grismer said Home Medical Equipment is not closing because there are several potential buyers in the pipeline that want to keep it open in Junction City, but it will leave the ownership of Geary Community and move to a new buyer.&nbsp;

On whether the store would remain in the same location, Grismer said that she was not sure. "We also will be looking at the sale of that building over there. We also have two or three potential buyers that have shown some interest. So we don't know whether the Home Medical Equipment will stay in that building or not at this point." Grismer added that both the business and building will be up for sale to potential local and national buyers, but it will stay in the community.

&nbsp;MANHATTAN — Miami Dolphins quarterback Skylar Thompson's goal for his last year at Kansas State University was to finish on a high note — and not just in football. He wanted to positively impact people by supporting cancer research at the university he loves. In October 2021, Thompson and his family established the&nbsp;<a href="https://cancer.k-state.edu/support/thompsonfund.html" target="_blank">Thompson Family Cancer Research Fund</a>&nbsp;for the university's&nbsp;<a href="https://cancer.k-state.edu/" target="_blank">Johnson Cancer Research Center</a>&nbsp;in memory of his mother, Teresa Lynn Thompson, and grandfather, John Walter Thompson. Thompson's mother died of breast cancer when he was 6 years old. Seven months later, his grandfather died of pancreatic cancer. The losses affected Thompson. "They were two of the most influential and meaningful people in my life, and I had a really hard time wrapping my mind around those losses," Thompson said. "I now believe a big reason I've faced these challenges is so I can have the ability to impact others while honoring my mom and grandfather." Thompson donated proceeds from the October sales of his "Stronger Together" apparel in recognition of Breast Cancer Awareness Month. He also used a personal email message and social media to invite K-State supporters to donate to the fund. "I have a deep love and passion for K-State," Thompson said. "To be able to support a cancer research center at my university is very special to me. It means a lot to work with those so passionate about this cause." Thompson is grateful for the extraordinary response from supporters. By January, donations to the fund totaled $21,590. Every donor received a thank-you video from Thompson and a letter from the center. In April, the Thompsons and former teammate Denzel Goolsby raised nearly $10,000 more with their fundraiser, A Night with Skylar Thompson. "Thank you for your support, both throughout my years as a Wildcat on the football field and in this aspect of my life that means so much to me," Thompson said. Former K-State quarterback Skylar Thompson rallies support for KSU cancer research

Greg Doering, Kansas Farm Bureau I recently saw my first copperhead of the year while out trying to catch some pre-spawn bass at a farm pond. Initially I thought it was a snapping turtle poking its head above the water before I caught a glimpse of the telltale oscillation of the more sinister reptile. As is usually the case when I encounter a serpent in the wild, the old adage that it’s just as afraid of me as I am of it proved laughably false. If that held true, the two-foot reptile would have turned around when the first rock splashed near its head. Instead, it kept slithering closer to the bank where I stood. Clearly my dislike for this creature wasn’t reciprocated. It paid me no mind as it settled onto a rock about 30 yards away were it began basking in the sun. I resumed casting a lure into the water while keeping an eye on the danger coiled up a short distance away. Our interaction continued with me being vigilant on the snake’s whereabouts, while it regarded me with extreme indifference. It eventually warmed up enough to slither back into the water and across the pond. I took the opportunity to walk back to my tacklebox, keeping my eyes fixed on the ground for signs of another visitor. I safely fetched my gear and went on my way without seeing another serpent, but there were a few suspicious looking sticks that helped quicken my retreat. All of this fear is, of course, illogical. There’s no shortage of statistics detailing the just how unlikely my demise will come at the fangs of a snake. Of the several thousand people bitten each year, only about a dozen deaths are recorded. The venom in the native snakes of Kansas — three varieties of rattlers and the aforementioned copperhead — also is relatively mild according to the people who judge these things. By mild, I mean the venom will cause excruciating pain instead of killing you, which isn’t enough to overcome the strong desire for self-preservation. So, there’s an evolutionary case to be made for the illogical reactions being completely rational. I also learned a healthy amount of fear from family members. My grandfather once mistook a coil of hose for a black snake when spraying cattle in the corral. He raced across the pen and up a fencepost before warning the rest of us about the alleged intruder. While the rest of us found the situation quite comical, we also knew it could have been any of us fleeing in panic. I’ve stumbled over myself more than once after hearing a rattle in tall grass only to see a cicada fly off. Whether innate or learned, the fear is real. I spent a decent portion of my youth trying to imitate St. Patrick and eradicate snakes in my portion of the world. Blacksnakes, bull-snakes and other nonvenomous relatives were left alone to deal with vermin around the outbuildings, but even the sight of them would set my heart racing. The closest encounter I’ve ever had with any snake is when I was about 10 or so and stepped on a water snake while crossing a pond dam. I can still recall the squish under my boot in a way that gives me shivers. Once again, I was more bothered by our encounter than the snake. At least I pretended to be scared, what with my gasping and lurching and stumbling backward away from mortal danger. The snake barely lifted its head to flick its tongue in my direction. The one thing I haven’t managed over all these years is to develop a good sense of not going to the same places I regularly encounter snakes. I’m relying on a good pair of boots, long pants and the apparent apathy serpents have for my existence to keep me safe in the pastures, ponds and creeks over the Plains.

The project to demolish the former Junction City High School is progressing as expected. USD 475 Chief Operations Officer, David Wild, said this week that the former Deever building and nearby skywalk portion of the complex have been taken down.

'The major building on the southeast side is all now gutted and that will start coming down this week, said Wild. "Asbestos abatement is being finished up in the old kitchen area as well as the gymnasiums." Demolition work will continue in a northerly direction.

The football field turf, running track, tennis courts along two small classroom buildings on the west side will all be retained. "We're also going to leave some of the asphalt in place where we've traditionally staged parades so that we can continue to do that including the one this July 4th."

Wild expects the entire project to be completed by the end of August.

Dr. Jason Butler informed a joint county - school board meeting this week that the impact of Geary Community Hospital on the community can't be understated. "

Hospital officials are working through financial challenges toward a possible future agreement with Stormont Vail Health in Topeka to&nbsp; provide hospital and clinic services in Geary County. 

Butler told the community leaders that there is "no choice but to make it happen." He informed JC Post that GCH is a significant economic driver in&nbsp; the community. "Not having a hospital within a 20 to 30 minute drive kind of safely impacts the care that we can provide." Butler added that there are benefits the community must have with&nbsp; the hospital.

Spreading out farther beyond GCH, Butler noted that there is a brand new high school, it's an amazing high school, maybe one of the best in the nation.&nbsp; "So if you're looking for a place to live you say alright we've got that. " He said that the next thing that people will look for is a hospital. The addition of Stormont Vail will result in movement from a local community hospital to a regional powerhouse, infrastructure will be improved and he also noted that the quality and efficiency of patient care can then be improved.&nbsp;&nbsp;

Butler added when that's combined with what is occurring with economic development in the community and Main Street three key aspects that have been created. "So if I'm a business looking for somewhere to go I say they've got three key things. They're going to be able to come in, take care of my kids at school, take care of my family in the hospital and we're going to have a place to go." He added when that is capitalized on it is just great for the community.

Butler said GCH must make it to Jan. 1, and once Stormont Vail takes over the hospital there will be a&nbsp; different scenario. He encouraged the public to reach out to county and city commissioners to let them know that you support this and that the hospital is a must have for the city.

Some members of the city commission and staff were also in attendance for the meeting.
