The Junction City Association of Retired School Personnel (JCARSP) met on December 10 in the Zion United Church of Christ Fellowship Room.

Guest speakers were La Donna Junghans and Duane Blythe with the Aging Well Project and Amber Cook, Principal at the USD 475 Early Childhood Center. JCARSP members donated money or underwear and/or shoes for 3, 4 or 5 old children at the Early Childhood Center.

JCARSP members who were present and who have done volunteer time in our community between October 8 and December 10 logged 1,675 hours. Members volunteer in schools, at church, serve on boards and committees, provide support at sporting and concert events and many other activities to continue their service to others.

The next meeting of the organization will be on March 11. Donations will be made to support Wheels of Hope.&nbsp;

Geary USD 475 Board of Education took action this week to allow the Junction City High School Alumni Association to fundraise for improvements to the plaza located on the south entrance of Blue Jay Football Stadium. Additionally, proceeds will be used to honor and commemorate individuals who have made a significant contribution to the school. 

According to the District Bond Counsel approved the request provided that, due to the use of tax-exempt bonds for the JCHS project, the plaza is not named after an individual or corporate entity. 

The Board gave approval to recognize the association as the official alumni association for the high school, and approved the request to fundraise.

MANHATTAN —A Kansas State University student who died in an accident Sunday afternoon on Interstate 70 in Shawnee County is being remembered as a hero. Friends have&nbsp;<a href="https://www.gofundme.com/f/u8rxvj-autumn-johnson">established a fundraiser</a>&nbsp;to assist her family and eventually establish a scholarship to help young women achieve the dream Autumn had of studying veterinary science.

Autumn Johnson, 21, Wasilla, Alaska, died when she left her vehicle in an effort to help the victim of an earlier crash, according to the Shawnee County Sheriff's Department.

The Kansas Highway Patrol reported a 2022 International semi driven by&nbsp; John A.&nbsp; Moulden, 37, Knoxville, Tennessee, was westbound in the left lane on Interstate 70 and unable to move into the right lane due to a rollover accident near SW West Union Road involving a 2008 Pontiac Grand Prix driven by&nbsp;Dakota B. Swader, 20, of Topeka that entered the center median and came to rest upside down.&nbsp;

Autumn Johnson, 21, Wasilla, Alaska, a student at K-State, parked her vehicle on the right shoulder of west bound Interstate 70 along with other vehicles.

Johnson exited the vehicle and ran through traffic toward the median to assist Swader, according to Shawnee County Deputy Abigail Christian. The semi struck Johnson.

EMS transported Johnson to Stormont Vail in Topeka where she died.&nbsp; &nbsp; American Medical Response transported Swader to a local hospital with non-life-threatening injuries, according to Shawnee County Deputy Abigail Christian. Moulden was not injured.

• Apron improvements along Munson Road ($25,000.00)

• Function change for security, relocate electric strike, card reader, and add panic device ($5,000.00)

• ASI-054 mechanical/electrical provisions for owner-provided laser engraver ($7,500.00)

• JCHS Fine Arts kiln/furniture ($5,235.00)

• Add paving around discus throwing rings for safety ($6,643.00)

Live Well Geary County hosted a Holiday Farmer's Market at 1025 South Washington Thursday afternoon. They got a good weather day for the event.

Susan Jagerson with Live Well Geary County, said there were 15 vendors in attendance. "The turnout has been great. Of course Mother Nature cooperated with us 100%. There was steady traffic throughout the market, with Jagerson noting that many of the vendors were selling out.

The Market attracted Santa Claus, who met with children.

The Grinch also popped in for a visit. He dressed up for the holidays.&nbsp;

Vendors sold a number of items ranging from jams and jellies to cookies, produce and hot Bavarian roasted nuts.

Holiday Farmer's Market comes to Junction City

MANHATTAN —Law enforcement authorities investigating a suspicious "Discord chat" concerning a possible threat of violence at Eisenhower Middle School, 800 Walters Drive, Manhattan, have arrested a 12-year-old student of the Manhattan-Ogden USD 383 School District, according to the Riley County Police Department.

Police have uncovered no evidence the student planned on, made an effort, or had the means to ever carry out a violent act at Eisenhower Middle School or in the community.

School principal Tracy Newell told families in an email, "it has been brought to the attention of school administration that on Thursday morning, Dec. 9, a social media post was made about a possible school shooting at the middle school."  According to Newell,  the RCPD notified the school staff of the alleged threat.

&nbsp;Police released no additional details.

JUNCTION CITY, Kan. – Geary County Schools have earned a dividend of $25,000 from EMC Insurance Companies for their participation in EMC’s Kansas School District Insurance Program. Cardinal Insurance Services, LLC, of Junction City, Kansas, serves as the insurance agent for the district.

EMC is distributing dividend checks to all policyholders who participated in the program over the last year, including Geary County Schools. The program consists of approximately 200 school districts from across the state that shares similar risks and coverages.

“All of the districts in the program should be proud of their loss mitigation efforts over the last three years,” said Matt Fellers, EMC – Wichita Branch vice president. “We are pleased to return a dividend to them for the performance of the program and look forward to continuing our partnership with Kansas schools in their efforts to provide our state’s youth with a top-notch educational experience.”

Premiums and losses are combined for the entire group, and then a dividend is calculated based on the group’s performance over the last three years. Each district’s dividend is calculated as a percentage of its total premium

In observance of the Christmas holiday Geary County Public Works and the County Landfill will be closed Thursday, Dec. 23 through Sunday, Dec. 26. They will resume normal business hours on Monday, Dec. 27.

The Geary County Transfer Station will be closed Saturday Dec. 25 and resume normal business on the 27th.

County Public Works sets holiday schedule

By U.S. Sen. Jerry Moran R-Kan. In the summer of 1945, a worried Bina Dole in Russell, Kansas, called my grandma, who with my grandpa lived in rural Russell County, searching for news about her son. My dad, an Army sergeant, was also serving in Italy, and Bina shared over their party line she hoped my dad could learn more about Bob, who was gravely wounded.

Ray, my dad, on leave began the search to find Bob, but discovered he had been evacuated for medical treatment. Those two mothers, anxious for the safety of their children half a world away, offered comfort to each other and worked together to try and find news of 2nd Lieutenant Dole. They demonstrated the care and concern often found in small towns across Kansas, and it was the care and character of the people in Russell that shaped Bob Dole into the American hero and exemplary statesman we all knew.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

I am honored to serve in the “Dole seat” in the U.S. Senate and sit on the Senate floor in the “Dole desk” where I see his name carved into the desk drawer.

In small towns like Russell, there are differences of opinions, there are Republicans and Democrats and there are people who go to this church or that church. But when you’re in a small town, you have no choice but to get along, solve problems and work together.&nbsp;

As a young man, those values led Bob to swear an oath to protect and defend our country during World War II. On a battlefield in Italy, his life almost came to an end.&nbsp;

The injuries were horrific, tremendous and permanent. But his indomitable spirit helped him survive and endure the long road to recovery. And it was the people of Russell who collected donations in a cigar box on the same counter he worked behind as a soda jerk in high school to help make sure Bob’s medical expenses would be paid for. His wounds left him with a nearly paralyzed right arm, but Bob used his injuries to deepen his caring, not for himself, but for others.&nbsp;

He held an unmatched patriotism borne out of wartime sacrifice that marked every day of his life. Yet rather than ask for help, he offered it.

Sen. Dole can credit his view of life to his upbringing in a small Kansas town. He reflected, “The first thing you learn on the prairie is the relative size of a man compared to the lay of the land. And under the immense sky where I was born and raised, a man is very small. And if he thinks otherwise, he is wrong.”

Even after Sen. Dole became a household name across the country, he always returned back to his hometown to gain wisdom and begin each new chapter of his life.

"I think Bob can come here and get tranquility and strength," his sister, Gloria Nelson, said of Russell.

Following his injury during WWII, he returned to Russell to find strength and healing for his badly maimed body. After receiving the Vice Presidential nomination and amid the highs and lows of three Presidential campaigns, Russell always provided him a solid and steady place to land. Following the death of his brother, Kenny, in 1993, he returned to Russell to say goodbye. In 1996, members of his hometown gathered with Sen. Dole to celebrate his birthday. Following his loss to President Clinton that year, the town welcomed him again. He was a national and world leader, but he would always be a boy from Russell, a son of the Kansas plains.&nbsp;

Russell Townsley, the former publisher of the Russell Daily News, wrote regarding Sen. Dole’s plan to make his announcement to run for president in 1987 from a stage in Russell, “Skeptics ask what can Bob Dole – or Russell – hope to gain from this public show and professionally staged rally. And this is where the skeptics find themselves travelling blind. There’s no need to look for ulterior motives, for there are none. Dole and his town gain from each other. While one draws on unseen reserves that have nurtured him from childhood, the other grows strong from the aura reflected from the image of leadership and stature borne by the other.”

During his Vice Presidential run, Sen. Dole said, “I want to re-emphasize: If I’ve done anything it’s because of people I’ve known up and down Main Street. In the summer of 1945, a worried Bina Dole in Russell, Kansas, called my grandma, who with my grandpa lived in rural Russell County, searching for news about her son. My dad, an Army sergeant, was also serving in Italy, and Bina shared over their party line she hoped my dad could learn more about Bob, who was gravely wounded.Ray, my dad, on leave began the search to find Bob, but discovered he had been evacuated for medical treatment. Those two mothers, anxious for the safety of their children half a world away, offered comfort to each other and worked together to try and find news of 2nd Lieutenant Dole. They demonstrated the care and concern often found in small towns across Kansas, and it was the care and character of the people in Russell that shaped Bob Dole into the American hero and exemplary statesman we all knew.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<figure>

But when you’re in a small town, you have no choice but to get along, solve problems and work together.&nbsp;As a young man, those values led Bob to swear an oath to protect and defend our country during World War II. On a battlefield in Italy, his life almost came to an end.&nbsp;The injuries were horrific, tremendous and permanent. But his indomitable spirit helped him survive and endure the long road to recovery. And it was the people of Russell who collected donations in a cigar box on the same counter he worked behind as a soda jerk in high school to help make sure Bob’s medical expenses would be paid for. His wounds left him with a nearly paralyzed right arm, but Bob used his injuries to deepen his caring, not for himself, but for others.&nbsp;<figure>

 </figure>He held an unmatched patriotism borne out of wartime sacrifice that marked every day of his life. Yet rather than ask for help, he offered it.Sen. Dole can credit his view of life to his upbringing in a small Kansas town. He reflected, “The first thing you learn on the prairie is the relative size of a man compared to the lay of the land. And under the immense sky where I was born and raised, a man is very small. And if he thinks otherwise, he is wrong.”Even after Sen. Dole became a household name across the country, he always returned back to his hometown to gain wisdom and begin each new chapter of his life."I think Bob can come here and get tranquility and strength," his sister, Gloria Nelson, said of Russell.Following his injury during WWII, he returned to Russell to find strength and healing for his badly maimed body. After receiving the Vice Presidential nomination and amid the highs and lows of three Presidential campaigns, Russell always provided him a solid and steady place to land. Following the death of his brother, Kenny, in 1993, he returned to Russell to say goodbye. In 1996, members of his hometown gathered with Sen. Dole to celebrate his birthday. Following his loss to President Clinton that year, the town welcomed him again. He was a national and world leader, but he would always be a boy from Russell, a son of the Kansas plains.&nbsp;Russell Townsley, the former publisher of the Russell Daily News, wrote regarding Sen. Dole’s plan to make his announcement to run for president in 1987 from a stage in Russell, “Skeptics ask what can Bob Dole – or Russell – hope to gain from this public show and professionally staged rally. And this is where the skeptics find themselves travelling blind. There’s no need to look for ulterior motives, for there are none. Dole and his town gain from each other. While one draws on unseen reserves that have nurtured him from childhood, the other grows strong from the aura reflected from the image of leadership and stature borne by the other.”During his Vice Presidential run, Sen. Dole said, “I want to re-emphasize: If I’ve done anything it’s because of people I’ve known up and down Main Street. This is the 50th year for Sundown Salute but the decision to move much of the event to the city of Milford and shoot off fireworks in the Milford Lake area has led a local group in Junction City to begin forming another celebration called Freedom Fest JC.

Michelle Stimatze, Sundown Salute Chair, noted via social media that the Sundown Salute Board has been working hard in making the 50th July 4th celebration a success for the Junction City / Geary County community. She said, "Yes, it was voted on by the Board to have the 50th at Milford Lake and take it back to the roots where it started. There are four families, Deppish, Summers, Berney and Lacy that started this event and we felt that they needed to be honored this year for what they started 50 years ago. " Stimatze added that the late Geary County Commissioner Ben Bennett had shared with Sundown Salute board four years ago the 50th annual needed to be held at the lake.

Stimatze said Dedication Point was the location but the logistics of that area would not be suitable. "There was another option to take it to the City of Milford. The City of Milford welcomed this event to take place because the logistics would work for the 50th celebration."

Stimatze noted that the Sundown Salute Board gave approval for keeping the parade and Veterans Ceremony in Junction City but the Freedom run, bands, carnival, food vendors and craft vendors will be in Milford. She added that they are taking public safety measures for the Junction City . Geary County community seriously.&nbsp;

The Sundown Salute Chair said their agenda is to bring the community together, celebrate the 50th year and ensure families have a fun and safe July 4th celebration. "We care about the citizens of Junction City / Geary County and want to bring the excitement to our community. Everyone has a right to their opinion and we can't stop that. " Stimatze stated that their plans are to make this 50th event one that will be remembered. "The Sundown Salute Board does not like how our community has become divided and we want what's best for Junction City citizens to come together and celebrate our freedom."

The Big Red One Year of Honor comes to a close

WASHINGTON– U.S. Department of Agriculture (USDA) Secretary Tom Vilsack announced that USDA will make up to $800 million available to support biofuel producers and infrastructure, according to a media release from the agency.

The announcement includes $700 million to provide economic relief to biofuel producers and restore renewable fuel markets affected by the pandemic. The Department will make the funds available through the new Biofuel Producer Program authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). 

Additionally, in the coming months, the Department will make $100 million available to increase significantly the sales and use of higher blends of bioethanol and biodiesel by expanding the infrastructure for renewable fuels derived from U.S. agricultural products. The Biden-Harris Administration is committed to further growth of the biofuels industry, and the House-passed Build Back Better Act commits additional funding that will provide better market access for farmers and more affordable and cleaner fuels for consumers.

“Under the leadership of President Biden and Vice President Harris, USDA is providing direct relief to the people of rural America who are still reeling from the economic impacts of the pandemic,” Vilsack said. “As we continue to rebuild the nation’s economy, USDA is targeting resources and investments to improve the strength and resiliency of America’s sustainable fuel markets. The relief we’re announcing today will pave the way to economic recovery for America’s biofuel producers, stimulate a critical market for U.S. farmers and ranchers and move the country closer to President Biden’s goal of net-zero carbon emissions by 2050.”

Background on the Biofuel Producer Program

Through the Biofuel Producer Program, USDA will make up to $700 million in direct payments available for biofuel producers who faced unexpected market losses due to the pandemic. USDA will announce the official application window for this program within the coming week.

By making payments to biofuels producers, the program will help agricultural producers maintain and create more viable markets for products that supply biofuel production, such as corn, soybeans, or biomass. Payments will be based on the producer’s market loss volume in 2020, which is calculated by the amount of fuel produced in 2020 in comparison to 2019.

Background on Grants for Biofuels Infrastructure

USDA intends to make up to $100 million available in new funds for grants for biofuels infrastructure, such as blender pumps which ensure biofuels have greater availability in the retail market.&nbsp; The funding will provide grants to refueling and distribution facilities for cost of installation, retrofitting or otherwise upgrading of infrastructure required at a location to ensure the environmentally safe availability of fuel containing bioethanol blends of E-15 and greater or fuel containing biodiesel blends B-20 and greater. USDA will announce the official application window for grants within the coming months.

This announcement comes on the heels of an announcement the Environmental Protection Agency (EPA) made today. EPA is proposing a package of actions setting biofuels volumes for years 2022, 2021, and 2020, and introducing regulatory changes intended to enhance the program’s objectives. In addition, EPA is asking for public comment on a proposed decision to deny petitions to exempt small refineries from RFS program requirements. A 2013 Chevrolet Equinox driven by Margaret Shykes, 62, of Junction City and a 2003 Chrysler Town &amp; County driven by Kayla Lemmon, 31, of Manhattan were involved in a t-bone crash at the intersection of N Seth Child Road and Marlatt Avenue, according to the Riley County Police Department activity report.

EMS transported Shykes to Via Christi for treatment of a neck injury.&nbsp; The RCPD is expected to release additional details on the crash.

Junction City woman hospitalized after T-bone crash

Fort Riley announced via social media that the Parker Access Control Point and Parker Road ( formerly Estes Gate ) are scheduled to reopen Monday. The hours of operation for that access control point will be 5 a.m. to 7 p.m. Monday through Friday. It will be closed on weekends, federal holidays and training holidays.

City Manager Allen Dinkel said he met with two representatives from the Freedom Fest JC group, Bob Story and Sharon Glessner, and they wanted to propose an event in Heritage Park from July 1-4. "If there is an event we'll have costs as far as our in-kind costs with parks and public works, and also law enforcement and EMS. "&nbsp;

Dinkel noted this is just a start, and there is a lot of discussion between the Freedom Fest JC and the other 4th of July celebration, Sundown Salute.&nbsp;

During a meeting with Geary County Commissioners this week, State Senator Jeff Longbine noted that there is a policy for memorials on the Capital grounds in Topeka. "For some reason Gold Star mothers have never been there and the Governor's Military Council felt strongly that we need to establish a memorial on the capital grounds, said Longbine. " There's a process for that which requires some approvals through the Capitol Preservation Committee, and then it requires legislation and it requires fundraising so that private dollars pay for it."

Longbine indicated there were a substantial number of sponsors for the needed legislation in the Senate and House.

There has been an increase of active COVID-19 cases in Geary County. According to statistics released by the County Health Department on Tuesday there were 49 active cases in the county, up seven. There were 10 new confirmed positive cases and three new recoveries.

The numbers released by the Health Department do not include Fort Riley statistics.

Latest COVID-19 numbers are released by the Health Department

Multiple summer school programs received approval this week from the Geary USD 475 Board of Education. According to the District they include elementary, middle, middle school jump start 6th grade, middle school 6th grade transition, high school ACT Prep, high school summer credit recovery, high school 9th grade transition, middle / high school summer fine art, magnet summer camp, and extended school year for special education programs.

Board members were in session Monday at the Devin Center.
