Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 3.9 percent in October. This was unchanged from 3.9 percent in September and a decrease from 4.7 percent in October 2020.

“The Kansas unemployment rate remains steady at 3.9 percent. Additionally, for the fifth consecutive month Kansas nonfarm jobs estimates have increased,” said Secretary Amber Shultz. “October estimates indicate that the hardest hit industry during the pandemic, leisure and hospitality, has recovered nearly 82 percent of jobs since April 2020." 

The jobless rate in Geary County fell slightly, from 4.9 percent in September to 4.5 percent in October. The rate in Riley, Pottowatomie, Wabaunsee, and Clay Counties all fell below 3 percent this month. The rate in Dickinson County was down a tick from 3.2 in September to 3.1 in October.&nbsp;

The state's lowest unemployment rate was in far western Kansas' Greeley County, at 1.3 percent.

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs increased by 1,100 from September. Private sector jobs, a subset of total nonfarm jobs, increased by 2,500 from the previous month, while government decreased by 1,400.

“October job estimates for the private sector indicate a continuing upward trend for Kansas, with 2,500 jobs added over-the-month,” said Labor Economist Emilie Doerksen. “Current estimates are only 2.5 percent below pre-pandemic levels. Private sector job estimates for the U.S. are also 2.5 percent below February 2020 levels."

Since October 2020, Kansas seasonally adjusted total nonfarm jobs have increased by 30,900. This change is due to an increase of 28,800 private sector jobs and 2,100 government jobs.

Unemployment rate continues to fall across the region

Junction City firefighters have received a donation of animal water rescue gear from the Friends of K9 Vest Midwest organization. Spokesperson Emily Fawcett listed a number of items. "We've got crates, snare poles, gloves, leashes, life jackets, first aid kits, basically anything that these guys are going to need to go into a natural disaster and save animals that are in crisis and in need."

Fawcett said they raise funds and receive donations who would like to help. The organization also works to get ballistic vests and supplies needed by K9's.

Jason Lankas, Interim Fire Chief, said the neat thing are the crates received by the Fire Department. "We went to a water rescue training and you use a crate when a dog is in the water for natural disasters or flooding. Lankas noted in those situations animals feel safer when they're put in a crate. That gets them out of their dangerous situation. "This equipment that she donated is awesome. It's going to help us a lot with our task force and water rescue team." The donation has an overall value worth thousands of dollars.

Eisenhower Elementary School held its Eisenhower Family Literacy Night, which provided families with the opportunity to participate in four sessions lasting each about 20 minutes with their child. Those sessions focused on skills such as phonemic awareness, rhyming, writing, fluency, letter sounds and identification and vocabulary, integrating reading skills with singing and physical movement.

“We believe opportunities like this where we can showcase important academic skills in a family friendly way is essential in creating positive relationships with our families,” Principal&nbsp; Amy Roether said. “Our families are able to see the wonderful talents that our staff possesses and know that their child is getting the best education we can provide. It is also important for our students to see how families and schools can work together as a team.”

Students left with a bundle of books to provide them the opportunity to continue to strengthen their literacy with the help from their parents or guardians. However, most importantly, the families left with new skills that will last a lifetime, and the memories of seeing their student thrive.

Come to the museum from 7-9pm for an evening of drinks, music, and holiday cheer. The Festival of Trees will be on full display throughout&nbsp;the event as they kick off the holiday season. Entry is $3 per person or 2 for $5 at the door which helps support the Historical Society.&nbsp;

Festival of Trees Holiday Mixer will be held Nov. 27

Sundown Salute, the annual Fourth of July celebration, will be held in both the City of Milford, in Junction City and the annual fireworks display will occur at a still to be determined location around Milford Lake where it is visible from boats on the water.

That information was provided by Michelle Stimatze, Chair of the Sundown Salute Committee, who said the dates for the celebration will be June 30th through July 4th. This will be the 50th anniversary for Sundown Salute. "We've had a numerous amount of people come to us about having it in Junction City, and then there's a lot of people that wanted to take it back to the roots. It started 50 years ago out at Milford Lake.

Stimatze added that after consideration with the Sundown Salute board there was a decision to have some of the events in Junction City and some in the City of Milford. How did the City of Milford entered the picture when the celebration began at the lake? "Because of size of space and the logistics of everything. "&nbsp;

"So what we're looking at is to have the parade and Veterans Ceremony in Junction City and then we're having the carnival, the bands and the Freedom Run out at Milford ( City ), " said Stimatze. Fireworks, again, would be shot off at a location in the Milford Lake area.

Stimatze noted that the Committee is hoping the changes will increase attendance. "We have so many people around the region that want it at one place, and others want it at another place. We're trying to come to a happy medium. We hope it doesn't drop attendance with it being the 50th. We hope for even better things, we've got a lot of things going on that we're planning along with the vendors and some other acts that we haven't had come in before. " Stimatze said they want to bring back the Miss Milford Lake competition and some of the activities that happened many years ago. 

She also noted everyone is on board with the change. Sundown Salute includes a carnival and multiple vendors, among other activities. Stimatze also confirmed that the decision to make the change has the unanimous support of members of the Sundown Salute Committee.

DICKINSON COUNTY—Three people were injured in an accident just before 6:30p.m. Thursday in Dickinson County.

The Kansas Highway Patrol reported a 2013 Ford F250 driven by Eric Scott&nbsp;Arndt, 46, Blue Springs, Missouri., was eastbound on Intestate 70 four miles east of Abilene.

The pickup rear-ended a 1996 Chevy GMT-400 driven by Nelson Soto Escobar, 48, Ozark, Missouri, and traveled into the south ditch.

The Chevy became disabled in the right lane of I-70. An eastbound 2021 Freightliner semi driven by Joseph James&nbsp;Velasquez, 35, Lakewood, Colorado,&nbsp;swerved to avoid the Chevy&nbsp; but struck the ladder in the bed of the truck.

EMS transported&nbsp;Soto Escobar to Salina Regional Health Center and&nbsp; passengers in the Chevy Ariel Gervi&nbsp;Soto-Lopez, 26 and Louisa Franschisca&nbsp;Soto-Amador, 50, both of Springfield, Missouri to the hospital in Abilene. Arndt, Velasquez and a passenger in the semi were not injured.

The middle school students come to the Opera House three afternoons a week and work with the show Directors.&nbsp; Here they learn theatre techniques in vocals, choreography, improv, script reading, stage management, character roles, and set design.&nbsp; &nbsp; The Lead Director, and Education Director at the Opera House, Melissa Ford, along with our Kansas State University Students, Jackson Welsh, Assistant Director, Annelise Mock and Jenna Bicklehaupt, Associate Directors, work with the youth to instill and create their best qualities in everything theatre.&nbsp;

This is the first first major production for the Astra youth since the pandemic. Last year our youth participated in ASTRA via ZOOM, and were not able to create a live performance, so this is an exciting time for the kids.&nbsp;

Konza Prairie Community Health Center registered dietician Tracy Sabo has received the 2021 Geary County Extension Appreciation Award. She also oversees the WIC and Family Planning programs. Sabo has been a partner to Geary County KSU Research and Extension since 2013. "I work with our community to open up access to different programs and services, including food and medical services."

Through Sabo's efforts, determination and dedication, the Access to Healthy Foods Work Group was established in Geary County. After 18 months Live Well Geary County emerged.

Sabo has used her access to grant money to provide incentives for clients to attend nutrition education classes, promotes Extension programming on her agency's social media platforms and arranges the schedules of her staff to provide support to programming in Geary County.

Although she has been working with Extension for many years through her WIC programming, Sabo has her eye on opportunities to collaborate in the future including Dining with Diabetes classes, Create Better Health online programming and round three of the Quick Meals for Busy Families program in Geary County.

The Appreciation award was presented to Sabo during the annual Geary County Extension Council meeting at the 4-H / Senior Center.

RCPD asks for help to locate burglary suspect who skipped court 

MORRIS COUNTY —Law enforcement authorities are investigating a series of cattle thefts in northeast Kansas.

The&nbsp;<a href="https://www.morriscountyks.org/sheriffs-office" target="_blank">Morris Co. Sheriff’s Office</a>&nbsp; has taken two reports this past week about livestock thefts from properties along Kansas 4 Highway, according to a media release.

One thefts happened near Latimer and another near Dwight. Investigators believe the cattle thieves are committing the crimes during the overnight hours.

The sheriff's office asked anyone who suspects cattle theft to report it immediately as timely reporting is crucial to the success of the investigation. It said to try not to disturb any tire tracks or footprints that have been made visible.

Sunderland Foundation gives $1 million dollars for renovated health center

Mahogany Thread Quilters, Local African American quilting group, made quilts and presented them at Heritage Park in Junction City on Nov 11 to Veterans. The quilt group founder, Jacqueline Corbett, and  members, work closely  with Donna Martinson, Flint Hills QOV program and the American Legion Post #45 to make and present quilts to Veterans in the community.&nbsp;

Junction City Public Works has announced that there is a water main break in the city. The 600 block of W. 4th St. will be without service for the morning hours. 

City technicians are diligently working to get it fixed, and service should be restored in, at most, 4 hours.

TOPEKA, Kan. (WIBW) - The Manhattan-Ogden School Board voted to keep mask requirements for students and staff at lower grade levels.

The&nbsp;<a href="https://www.usd383.org/" target="_blank">Manhattan-Ogden</a>&nbsp;School Board voted 5-2 on Wednesday night, Nov. 17, to keep masks optional at high schools, but require them for those at middle and elementary schools as well as early learning centers and other district indoor facilities.

The district voted on&nbsp;<a href="https://www.wibw.com/2021/10/21/usd-383-considers-making-masks-optional-high-school-level/" target="_blank">Oct. 20&nbsp;</a>to do away with masks at the higher grade levels as many students had already been vaccinated.

The board said it decided to keep the requirement for lower grade levels to allow parents more time to get students vaccinated against COVID-19.

Geary Community Hospital Trustees have moved to approve a mandatory COVID-19 Vaccine Policy pending legal review, and with amendments of stay orders as directed by the Centers for Medicare and Medicaid Services. In the latter case that means if the Centers for Medicare and Medicaid Services suspended the mandate GCH would have to take that action as well.

As stated in the policy, the deadline for employees to submit for exemption approval is Nov. 23. The deadline for the first COVID-19 vaccine is Dec. 5, and the deadline for all employees to be fully vaccinated is Jan. 4 in order to comply with CMS COVID-19 vaccine mandates.

Junction City Commissioners have approved fee increases that will go into effect at Rolling Meadows Golf Course on Jan. 1. They will be the first increases in two years, and will include the addition of a Corporate / Business membership.&nbsp;

The rates for the Corporate / Business membership will range from $500 for 25 rounds walking supplement and $850 for a 25 round supplement card with a cart to $1,000 for 50 rounds walking and $1,700 for 50 rounds with a cart.

Fees for other categories increased by $10 to $800 for a family membership to $25 for a yearly cart rental. City staff noted that the prices of supplies to run the facility have increased. To compensate the City is making the adjustments.

MANHATTAN —Law enforcement authorities are investigating a theft from Dillons and are asking the public for help with information.

Just after 3p.m. Tuesday, officers filed a report for aggravated robbery and theft in the 1101 block of Westloop Pl. in Manhattan, according to the Riley County Police Department activity report.

&nbsp;Dillons and a 28-year-old man reported 57-year-old woman and 59-year-old man deliberately priced items incorrectly while using the self-checkout and left the store. 

The 28-year-old man working security at the store, made contact with the male suspect who pulled out a handgun on him.&nbsp; The suspects then left in a 2002 black Ford Taurus. 

The estimated total loss associated with this case is unknown at this time. 

Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

RCPD: Suspect pulled handgun on Dillons security guard

Craig Bender, the Military Affairs Council (MAC) Director, was the guest speaker at the JC Breakfast Optimist Club Celebration of Optimism at the Hampton Inn on Wednesday.

Bender told the group that he was hired as the Director of the Military Affairs Council following retirement from the Army as a Signal Officer in 2019.

Bender stated that he “works closely with Fort Riley organizations to maintain and build positive relations with soldiers and their families and the Geary County community. One of those ways is a hosting of soldiers and community members at MAC Breakfasts, which are held on the fourth Thursday of each month beginning at 7:30 AM. Topics alternate between presentations by Fort Riley and those of by local community leaders. Some other ways he is working to build positive relationships between the community and soldiers at Fort Riley include the Veteran Banners on the lamp posts located in downtown Junction City.” WATCO and the Junction City High School welding class, led by instructor, Jared Gross, partnered to make some of the brackets to hold the banners onto the lampposts. WATCO is a Kansas based transportation company that offers customers water, rail, road and air transportation material handling and storage, repair and maintenance, logistics and design and development located on Hoover Road in Junction City.

Spouse reciprocity is an opportunity for military spouses who are stationed at Fort Riley to be granted teacher licensure within 15 days of application for a Kansas Teacher License. 65th District House of Representative, Lonnie Clark, helped get this process in place.

Craig also stated that most recently he and others “have also been working with Lonnie Clark to get a Veterans home in Junction City located at the Tom Neal Industrial Park near Interstate 70. Twenty-five to fifty acres with infrastructure is already available for this facility. One hundred twenty jobs would be created if that facility were created.” To show support of this facility, local citizens should send a letter to Representative Lonnie Clark at 300 SW 10th Street; Room 352-S; Topeka, Kansas 66612.

&nbsp;Bender said that he has recently taken Fort Riley spouses on a “Spouse Welcome Bus Tour”. The purpose of the tour was to “show off local business and things to do in Junction City/Geary County.”

Due to COVID-19 and CDC guidelines, there will not be any dine-in for the free Community Thanksgiving Dinner hosted by the First Presbyterian Church, but they will still provide a full course meal. To protect the health and safety of everyone, all meals will be available for curb-side pickup only.

The time to pick up meals will 11 a.m. until 2 p.m. Thursday, Nov. 25, at the parking lot behind the church at 113 West 5th Street. Meals will include turkey, stuffing, green beans, mashed potatoes, yams, cranberry sauce, gravy, roll and a slice of pumpkin, apple or sweet potato pie.

Meal orders must placed no later than 2:30 p.m. this Friday, Nov. 19. Call 785-238-1191 from 9 a.m. until 2:30 p.m. Monday through Friday, and indicate the number of meals ordered.

Community Thanksgiving dinner will be a curb-side pickup event

The Geary County Sheriff’s Office is asking the public for help with information related to the death of Enfinnity Hayes on October 3. If you have any information, please contact the Sheriff’s Office at 785-238-2261, or after hours at 785-762-5912.

Sheriff's authorities have identified the victim of a fatal shooting incident that occurred Oct. 3 as a female subject, Enfinnity Latania Hayes, 22, Fort Riley. The incident was believed to have taken place at the Milford State Park Group Shelter.

Hayes&nbsp; was approached by a man described as 6’1” or taller dressed in all black who approached the victim and her husband and attempted to rob the couple at gun point. There was a gun shot and the victim fell to the ground. She was driven to Geary Community Hospital by her husband.
