And with tuition rates continuing to rise every year — not to mention all the other expenses related to attendance — many would-be students are unable to afford a university education. That’s even more of a concern this year as lots of people deal with financial struggles caused by significant inflation.

Community colleges offer students the ability to get higher education without having as much financial strain. During the 2024 to 2025 academic year,&nbsp;<a target="_blank" href="https://research.collegeboard.org/trends/college-pricing/highlights">tuition and fees</a>&nbsp;for full-time, in-state enrollment at a public two-year college averaged $4,050 per year versus $11,610 at a public four-year institution and $43,350 at a four-year private school. Students who earn their general-education credits at a community college before transferring to an in-state public four-year university can potentially save a lot of money.

Other than serving as an affordable, and in some cases free, option for education, community colleges have a number of attractive qualities. They often provide more flexible schedules, smaller class sizes and rigorous coursework. Some even go beyond two-year programs to offer four-year&nbsp;<a target="_blank" href="https://www.communitycollegereview.com/blog/obtaining-your-bachelors-degree-at-a-community-college">bachelor’s degrees</a>. These qualities appeal especially to students who need to balance their studies with other commitments, such as family and work.

Individual community colleges, however, vary in quality and affordability. To determine where students can receive the best education at the lowest price, WalletHub compared more than 650 community colleges across 18 key indicators of cost and quality. Our data set ranges from the cost of in-state tuition and fees to student-faculty ratio to graduation rate.

Geary County Booking Photos Aug. 7-11

The Kansas Supreme Court affirmed the Geary County District Court judgment that denied Stanton Holt's motion for post conviction DNA testing pursuant to K.S.A. 21-2512, according to a media release from the State.

 Holt was convicted of more than 60 offenses including two counts of first-degree murder following a string of 1993 burglaries.

 In 2020, Holt motioned for additional testing of blood-stained exhibits. He alleged that new DNA testing techniques could show that the biological material on the exhibits was solely his DNA. 

However, the district court denied Holt's motion following an evidentiary hearing because the exhibits had been stored in such a manner that would materially undermine the scientific accuracy of any testing, specifically due to concerns with the chain of evidence, handling of, and the physical condition of the exhibits. 

In a decision written by Justice Caleb Stegall, a unanimous Court held that additional testing of corrupted exhibits would be inconclusive and any results from additional testing could not be exculpatory, as required by K.S.A. 21-2512(c).

Geary County Commissioners have adopted a proposed 2026 budget&nbsp; that includes an increase of 1.644 mills to 56.301 mills. County Finance Director Tami Robison confirmed that the amount of general fund property tax generated revenue would increase $1,127,554. The increase is primarily due to the existence of a 27th pay period for the county with overall salary cost increases plus increased costs for the jail. The 27th pay period only occurs on average every 11 or 12 years.

The revenue neutral rate and budget public hearings will be Sept. 8 at 11 a.m.

The total general fund ad valorem property tax revenue is estimated at $17,755,447.

Board of CosmetologyPurpose: To regulate the profession of cosmetology and its educational institutions and to protect the health and safety of the general public as well as that of the licensees. This includes tanning and tattoo facilities.

Manhattan woman reappointed to Citizens' Utility Ratepayer Board

RILEY COUNTY—Law enforcement are investigating alleged criminal discharge of a firearm and interference with law enforcement in the 2200 block of College Avenue in Manhattan.

Just before 3a.m. Sunday, police listed a 21-year-old man and a 22-year-old man as the suspects, according to the Riley County Police Department activity report.&nbsp; It was reported shots were fired in the area. Police released no additional details.

1. Plan ahead. Gather all the details of your property and project and call 811 or submit a request online at least two business days ahead of when you plan to start digging.

2. Safety first. You may not think you need to contact 811 – but you probably do. For digging projects big or small, from installing a mailbox to building a deck or planting a tree, contact 811 to be safe.

3. Be a good neighbor. No one wants to lose service – especially in the August heat. Hitting a buried line in your yard could wipe out service for your entire neighborhood. Contact 811 and be patient until the utilities crews arrive to mark your project area with colored flags or paint.

Financial EmpoweHERment Seminar is set

On Saturday the Geary County Sheriff's Office said that Deputies responded to the 11000 block of Boller Road for a single vehicle non-injury accident. Braden Blockcolsky of Junction City, KS was operating a 2002 Chevrolet truck when he over accelerated in a curve and lost control of the vehicle. It ran off of the road to the north and rolled over onto the roof. No injuries were reported and the vehicle was removed by the owner.

July was slightly warmer and slightly drier than the long term averages in Junction City. Amazingly, we never broke 100 degrees in what is typically the hottest month of the year (but there’s a lot of summer to go yet!)The average daily high for July was 89.7 which is the long term average daily high for the month! We rarely hit the average temperature! The average overnight low was 70.6 which is 2.1 degrees above normal. This gave us a monthly mean temperature of 80.1 which is 1.0 degree above average. 

The highest temperature for the month was 96 which was reached on July 17th, 28th and 29th. The lowest temperature was 64 degrees which was reached on the morning of July 14th. There were no temperature records set or tied during July. The hottest July on record was in 1954 when we had a monthly mean temperature of 87 degrees. In July of 1954 the temperature reached 100 or above on 19 days including three consecutive days with an afternoon high of 114 degrees, the highest temperature in Junction City weather records!

 The coldest July is a tie between 1950 and 1967 with a nice autumn like monthly mean temperature of 73.8 degrees.The first half of July experienced slightly below average rainfall while the second half of the month saw above average rainfall including one ten day stretch where measurable precipitation was record on nine of those ten days! Long term average July rainfall for Junction City is 4.14 inches and the official July tally for 2025 was 3.33 inches. Year to date we are running just a little above average. Normal precipitation total through the end of July is 21.10 inches and so far in 2025 we have received 21.68 inches. 

Everyone always assumes that the wettest July was in either 1951 or 1993 because those were flood years. But in reality those two years come in at 3rd and 5th for our wettest July’s. Wettest was actually 1950 with 13.65 inches, followed by 1948 - 12.99 inches, 1951 - 12.43 inches, 1992 - 12.32 inches, and 1993 - 11.54 inches. The driest July was in 1983 when the dust in the rain gauge was barely bothered by the 0.04 of an inch we received.

As the minutes of daylight shorten in August, the temperatures slowly start to decline, but the emphasis is on slowly! Average daily highs decrease from 89 on the 1st to 87 on the 31st. Overnight lows begin the month around 68 and by the end of the month are down to 65. Don’t kid yourself though, August can be brutally hot, just like July, but the advantage is that you’re just closer to autumn! Average rainfall increases slightly during August with long term average rainfall for the month coming in at 4.55 inches.

USD 475 and Chamber members tour the Early Childhood Center site

Junction City Association of Retired School Personnel heard presentations Friday from Windy Hancock on the McKinney-Vento Homeless program, where she serves as Coordinator for USD 475. They also received an update from Brett Short, District Title I Coordinator, and Ellie Dillon, Director at the C.L. Hoover Opera House, about upcoming events and gave updates.

Hancock stated that the McKinney-Vento grant funds can be used only for specific purposes. “Federal grants have gone away and we have less and have fewer resources to help those in need. When some students reach 18, some are told by their parent(s)/guardian that they are to go out on their own – they can no longer live with their family. However, even when they are still students, many do not know how or where to get help for shelter, food, or other needs. I try to connect them with resources to help but I can only use grant money for school related needs like tutoring or school supplies.”

Under the McKinney-Vento Act, homeless children and youth have the right to receive a free, appropriate public education; enroll in school immediately, even if lacking documents normally required for enrollment; enroll in school and attend classes while the school gathers needed documents; enroll in the local school or continue attending the school of origin. Homeless children and youth are defined as individuals who lack a regular and adequate nighttime residence. Hancock added that “some of our homeless youth live out of a car, sleep on a couch at different friend’s houses or sleep outside. These are our kids in our schools who need resources and assistance.” Anyone who wants to purchase a gift card to help the homeless youth or volunteer may contact Windy Hancock at 785-210-7741.

Ellie Dillon gave some history of the Opera House, which was built in 1882; caught fire in 1898, was restored six months later; and served as the colonial Theater until about 1983. The Opera House was remodeled and renewed to its present state 20 years ago. She stated that “the new season will have a variety of performers that include comedy, country-western music, Motown, the First Division Band and others. There are three separate entities in the Opera House, which include Junction City Little Theater, JC Community Band and the JC Arts Council. After school programs for K-8 and summer programs are all a part of ‘The People’s House,” as she called it.

WABAUNSEE COUNTY—Two people were injured in an accident just after 7:30p.m. Friday in Wabaunsee County.

The Kansas Highway Patrol reported a 2017 Ford Explorer driven by Leea S. Brown, 61, Morganfield, Kentuky, was westbound on Interstate 70 at the Flintview Road overpass. The SUV struck the right guard rail and the driver overcorrected. The SUV struck the left guard rail and came to rest in the passing lane.

Irvine doesn't wait for signs of illness. In his business, one sickened cow or bull, if not caught in time, could mean a devastating blow to the entire herd.But through the Kansas Veterinary Diagnostic Laboratory, or KVDL, Irvine and ranchers across the state and nation have access to a whole battery of diagnostic tests that keep their animals healthy and the state's farms, communities and economy safe

"Because of the KVDL's services, we know that we're giving our customers clean, healthy bulls," said Irvine, a sixth-generation operator of&nbsp;<a target="_blank" href="https://irvineranchgenetics.com/">Irvine Ranch</a>&nbsp;in northeastern Kansas. "The lab is a great partner for us, and they enable us to do what we do well."When diseases can cross cattle pens and county, state and national lines in just a few hours, having a robust disease testing system and provider is crucial, and the KVDL, housed at Kansas State University, has served that role well for the state for several decades.

As the only state-run animal disease laboratory in Kansas, the Kansas Veterinary Diagnostic Laboratory&nbsp;<a target="_blank" href="https://www.k-state.edu/seek/fall-2024/ksvdl-protects-kansas-animal-disease-spread/">provides critical diagnostic services that support animal health, public safety and the state’s livestock industry</a>, said Jamie Retallick, director of the lab.KVDL conducts testing for disease detection, surveillance, and outbreak response, serving veterinarians, producers and public agencies across Kansas and beyond.

KVDL drives $2.5 billion economic impact in Kansas

During a regular year, the KVDL's services add more than $2.5 billion to the state economy, according to a 2024 economic impact report, supporting $5.7 billion in direct livestock industries output and $8.7 billion in total output. In the event of a catastrophic outbreak or disease crisis, the value of the lab's services would balloon to $4.9 billion.

The lab also generates $125.7 million in state sales tax from its testing services, with much of that revenue coming from out-of-state clients.

All told, KVDL's economic impact to operating cost ratio is 113:1.

"The economic impact of livestock production and food safety in Kansas is undeniable," Retallick said. "Ensuring the health of companion animals and wildlife resources is imperative. Protecting Kansans that interact with domestic animals and wildlife is paramount. In addition to service, KVDL faculty and staff provide critical support for a wide range of biologic researchers and train the veterinarians, researchers and diagnosticians of tomorrow."

While much of the laboratory's work supports Kansas' agriculture and livestock animal industry, Retallick emphasized that the lab's work touches the lives of every Kansan.

House pets need biopsies, zoo animals need diagnostics, wildlife animals need monitoring.

Animal health is everyone's health, she said.

"Everyone is connected to animal health in some form," Retallick said. "Whether it's a pet that's a family member or an animal in livestock production, there's an animal connection for everyone. Not many organizations can claim that they're such a critical part of so many industries and areas of society, but we can, and we're proud to continue serving this role for Kansas."

Despite its extensive diagnostic work and economic impact, the Kansas Veterinary Diagnostic Laboratory has long kept a low profile on K-State's campus, with its testing and workspaces spread across three buildings on the northern edge of campus.But the lab will soon get a major upgrade that will better reflect and support its value to the state and region. The Kansas Legislature earlier this spring appropriated $128 million to build a new state-of-the-art facility that will both expand and strengthen the Kansas Veterinary Diagnostic Laboratory's output and economic impact.

"This investment from the Kansas Legislature represents far more than just a building," said Richard Linton, K-State president. "It reinforces Kansas’s position as&nbsp;<a target="_blank" href="https://www.k-state.edu/food-security-biosecurity/">a national leader in animal health and disease prevention</a>&nbsp;by supporting a vital service that protects our state and beyond."Kansas Sen. Brad Starnes, who championed the lab during the legislative session, said he was proud to support a laboratory that is so critical to the state's well-being.

Between 60-75% of emerging human diseases have animal origins, and as Kansas' early warning system for animal diseases, the KVDL is crucial for the long-term preparedness, health and safety of Kansas as a whole, Starnes said.“From rural veterinarians to large-scale producers, the work the Kansas Veterinary Diagnostic Laboratory does every day touches every corner of the state," Starnes said. "Supporting this new facility for the lab equips it with the tools and space to serve Kansas producers, veterinarians and communities for decades to come.&nbsp;&nbsp;

New KVDL building will be 'a crown jewel for Kansas'

The new lab facility will tentatively be built on campus grounds east of the current College of Veterinary Medicine complex. It will roughly double the 41,000 square feet of space the lab currently occupies across the north end of K-State's campus.

In addition to more efficient sample processing and capacity, the new facility will give the laboratory's staff some much-needed office space and work areas.

"We're going to be a lot more efficient," Retallick said. "By having a top-tier facility, we'll also be able to recruit and retain top-notch staff and faculty. We'll also be able to strengthen the great teamwork we already have when we can all work in the same building, instead of having to shuttle between spaces in three different campus buildings. Because of all that, we'll be able to better protect our state."

Plans for the building are still in preliminary stages, Retallick said, but construction could begin as soon as next summer, with facility completion three years later.

In the meantime, the lab is working with its partners and stakeholders to raise $2 million in private funding to support the facility's construction, in addition to the state's contributions.

But Retallick said even this early, those partners have been enthusiastic to invest in the new facility, since they and many other across Kansas have long benefitted from the laboratory's services and value.

"This will be a crown jewel for Kansans, and we're thankful and proud to have the Legislature's trust in our mission to protect the state from animal diseases," Retallick said. "We're going to continue giving this our all, doing our best for the state."

It will roughly double the 41,000 square feet of space the lab currently occupies across the north end of K-State's campus.In addition to more efficient sample processing and capacity, the new facility will give the laboratory's staff some much-needed office space and work areas."We're going to be a lot more efficient," Retallick said. "By having a top-tier facility, we'll also be able to recruit and retain top-notch staff and faculty. We'll also be able to strengthen the great teamwork we already have when we can all work in the same building, instead of having to shuttle between spaces in three different campus buildings. Because of all that, we'll be able to better protect our state."Plans for the building are still in preliminary stages, Retallick said, but construction could begin as soon as next summer, with facility completion three years later.In the meantime, the lab is working with its partners and stakeholders to raise $2 million in private funding to support the facility's construction, in addition to the state's contributions.But Retallick said even this early, those partners have been enthusiastic to invest in the new facility, since they and many other across Kansas have long benefitted from the laboratory's services and value."This will be a crown jewel for Kansans, and we're thankful and proud to have the Legislature's trust in our mission to protect the state from animal diseases," Retallick said. Junction City native and Kansas State University star DJ Giddens made his NFL debut in the Colts preseason opener at Baltimore on Thursday.&nbsp; Giddens carried the ball 6 times for 17 yards.&nbsp;

Giddens was chosen with the 14th pick of the fifth round – No. 151 overall – by the Indianapolis Colts on the final day of the NFL draft in May.

Giddens finished his three-year K-State career by ranking in the top 10 in school history in 11 career categories, most notably a No. 2 ranking in rushing yards per attempt (5.97), third in rushing yards (3,087), fourth in total scrimmage yards (3,766) and receiving yards by a running back (679). He became just the fourth player in school history to produce multiple 1,000-yard rushing seasons, joining fellow NFL Draft picks Darren Sproles, Daniel Thomas, Deuce Vaughn.

BALTIMORE (AP) — With Lamar Jackson sitting this one out, Baltimore’s passing game sputtered for 60 minutes.

The Ravens needed a few big plays on special teams to pull through.

LaJohntay Wester scored on an 87-yard punt return, fellow rookie Tyler Loop kicked a 52-yard field goal and Rasheen Ali added a long kickoff return to lift Baltimore to a 24-16 victory over the Indianapolis Colts on Thursday night.

“Obviously, what LaJohntay did was awesome,” coach John Harbaugh said. “You see Rasheen hit that kick return was good. That was big field position for us.”

Colts quarterback Anthony Richardson exited on their second offensive possession of this preseason opener with a dislocated pinky on his throwing hand. Daniel Jones relieved him, and Riley Leonard came on in the second half to guide Indianapolis to its lone touchdown.

Richardson went 2 for 3 for 21 yards in his brief outing. Jones went 10 of 21 for 144 yards, and Leonard was 12 of 24 for 92 yards with an interception.

“I made some plays on my feet, but I think I can’t rely on that. In certain situations, you have to go through your reads and trust these guys,” said Leonard, who led Notre Dame to the national title game last season. “They were getting open for me, so I just had to find them. You can’t always just use that as a bailout escape route in the NFL. That’s what I’m learning.”

After leading the Colts to a field goal on their opening drive, Richardson left with&nbsp;<a href="https://apnews.com/article/indianapolis-colts-anthony-richardson-e02fee0eb74ec5adf1e780a26d16010b">an injured finger</a>&nbsp;in the middle of their second possession after being sacked by David Ojabo.Jones came in and played the rest of the first half but could not lead the Colts to the end zone.“Got to be ready to go. That’s part of the game,” Jones said. “Some good, some bad. Caught a rhythm there I think at points, and we were moving the ball well, executing, but a couple things here and there kept us from getting in the end zone.”Derrick Henry joined Jackson in sitting this game out for the Ravens, but Keaton Mitchell showed he could be a useful backup for Baltimore this season. He broke away for a 23-yard run, then scored from 22 yards out two plays later to give the Ravens a 7-3 lead.Wester, who was drafted in the sixth round this year out of Colorado, made it 14-3 with his touchdown on special teams. He apparently called his shot to some extent in practice.“He said he was going to take one to the crib, and he did it,” Mitchell said.Wester also contributed a 30-yard reception in the second half.Ali added a 69-yard kickoff return late in the first half, setting up his own 2-yard TD run that gave the Ravens a 21-9 halftime lead.Indianapolis scored in the third quarter on a 1-yard run by Khalil Herbert.<h2>Kicking update</h2>Spencer Shrader made three field goals for Indianapolis but also hit the left upright from 52 yards in the second quarter. Maddux Trujillo did not get to try a field goal but made an extra point in the second half.Loop, the rookie draft pick trying to&nbsp;<a href="https://apnews.com/article/baltimore-ravens-justin-tucker-john-harbaugh-c7385349cbf2e6c85ba22d6217d99eb9">replace Justin Tucker</a>&nbsp;for Baltimore, missed his first field goal try from 46, but then connected in the fourth quarter to give the Ravens an eight-point lead.<h2>Injuries</h2>Baltimore DB Bilhal Kone was carted off in the first quarter with a severe knee injury that is expected to keep him out for the season.<h2>Up next</h2>Baltimore’s next preseason game is at Dallas on Aug. 16.
