On Friday, July 19, the U.S. Environmental Protection Agency (EPA) Region 7 will present a $1.5 million ceremonial check to the Flint Hills Regional Council . The ceremony will be held during the council’s Board of Directors Meeting at Kansas State University’s (KSU’s) Technology Development Institute (TDI) in Manhattan at 10:30 a.m. Friday.

The Flint Hills Regional Council has been selected to receive the funding to lead a Brownfields Assessment Coalition Grant. Community-wide grant funds will be used to conduct 30 Phase I and 27 Phase II environmental site assessments. Grant funds also will be used to update the brownfield site inventory, prepare nine cleanup plans, and support community engagement activities.

On July 17, JC Breakfast Optimist Club’s member/guest speaker was Martine Chery- Hilaire. Martine is originally from Haiti and has lived in Junction City for 15 years having been petitioned by her mother to be able to come to the United States. After five years, Martine joined the Army and ended up at Fort Riley. Martine owns and operates the Chez Matou Green Machine Food Truck located on North Washington Street in Junction City.

She and her husband established a 501c3 in 2022 titled First Thousand Members Club. It is that Club that is hosting the First Annual Harmony Fest. Martine stated that “when I first came here, I didn’t feel connected to the community.” Over time she has become involved with her church, the JC Breakfast Optimist Club, Live Well Geary County, serving on the Site Council at Eisenhower Elementary, being involved with the Booster Club, reading to students at Westwood Elementary and is working to do more to celebrate the diversity of Junction City.

“The Harmony Fest will provide a platform to showcase cultures and engage the community in learning about different cultures, encourage collaboration and cooperation. The more we get to know about each other, we find out that we are more alike than different” Martine said.

The event will be on August 24th from 3:00-10:00 PM in Heritage Park in Junction City. At this point 13 different cultures have agreed to share information and food to share at the event. Other activities will include live music, cultural performances, workshops, food contests, an open Mic, a Kids Zone, a raffle, cultural games, vendor expos, street performances and storytelling. Admission to the event is free.

On Tuesday, July 16th, Jordan McCann, Rotarian, introduced Nate Butler, State Representative of the 68th District to JC Rotary.

K-State became a pioneer radio voice when station KSAC first aired on Dec. 1, 1924. The university will commemorate this historic milestone as the first educational broadcasting station in Kansas with the&nbsp;<a target="_blank" href="http://www.k-state.edu/radio-centennial">K-State Radio Centennial: A Century of Sound and Service</a>. The event will take place from 10-11 a.m. Friday, Sept. 13, on the west side of Nichols Hall, 702 Mid-Campus Drive, on the K-State Manhattan campus.

"We are excited to commemorate a century of broadcasting excellence at K-State, celebrating the rich legacy of Kansas radio,” said Allison Mazzei, Kansas Association of Broadcasters president. “As one of the few surviving examples of their kind in the United States, these iconic towers symbolize the university's dedication to connecting and educating communities. 

The public celebration will highlight K-State’s broadcasting legacy with performances by the Pride of Wildcat Land marching band and theatre program students. Attendees will also hear from speakers, including former U.S. Sen. and KSAC broadcaster Sam Brownback, journalist and former National Public Radio Vice President for News and Information William Buzenberg, National Association of Broadcasting President Curtis LeGeyt and K-State Senior Vice President and Chief of Staff Marshall Stewart.&nbsp;&nbsp;

The Junction City Commission has voted to make a counteroffer to Geary County of a proposed flat EMS fee of $145,000 per month for fiscal year 2024. The city and county have been at odds for some time on the EMS fees.

The city has approved a motion that they are considering a proposed budget for 2025 with a property tax levy of 50.115 mills. That would exceed the revenue neutral rate, necessitating a public hearing.

Staff recommended that hearing be held during the second commission meeting in September.

WASHINGTON COUNTY —A Manhattan man died in an accident just after 12:30p.m. Tuesday in Washington County.

The Kansas Highway Patrol reported a 2020 Chevy Silverado driven by&nbsp;Brian L&nbsp;Dowling, 46, Manhattan, was eastbound on U.S. 36 five miles east of Cuba, Kansas.&nbsp;

The driver was attempting to pass another vehicle, didn't return to the driving lane and struck a westbound 2023 Peterbilt semi driven by Wayne M&nbsp;&nbsp;Thomsen, 71, Waterville.

EMS transported Dowling to the Washington County Hospital where he was pronounced deceased.&nbsp; Thomsen was not injured. Dowling was not wearing a seat belt, according to the KHP.

WASHINGTON COUNTY —A Manhattan man died in an accident just after 12:30p.m. Tuesday in Washington County.The Kansas Highway Patrol reported a 2020 Chevy Silverado driven by&nbsp;Brian L&nbsp;Dowling, 46, Manhattan, was eastbound on U.S. 36 five miles east of Cuba, Kansas.&nbsp;The driver was attempting to pass another vehicle, didn't return to the driving lane and struck a westbound 2023 Peterbilt semi driven by Wayne M&nbsp;&nbsp;Thomsen, 71, Waterville.EMS transported Dowling to the Washington County Hospital where he was pronounced deceased.&nbsp; Thomsen was not injured. Dowling was not wearing a seat belt, according to the KHP.

Jacqie Reisinger has been elected during a Geary County Republican Central Committee Convention to fill the unexpired term of Register of Deeds, Diane Briestensky Leonard, who is retiring Aug. 30.

The recommendation now goes to Gov. Kelly for final approval.

Steffen Taylor of Freedom, OK was traveling south on K57 Highway in his 1998 Peterbilt semitruck when his vehicle struck a horse. The horse was not located on scene.

Drake Guillory of Junction City, KS was traveling south near K57 mile marker 4 on his 1999 Yamaha V Star Custom. The Sheriff's Department said that he attempted to negotiate a curve when the motorcycle began to wobble, causing him to lose control and crash, with the motorcycle coming to a rest in the middle of the road.

Fort Riley's annual full-scale exercise is scheduled for Wednesday, July 17. During the day, residents, employees and community members may notice an increase in emergency response vehicles and "Giant Voice" loudspeaker announcements.

&nbsp;The 1st Combat Aviation Brigade, 1st Infantry Division, officially marked its return from a 9-month deployment to Europe in support of Atlantic Resolve by uncasing its colors in an early Sunday morning ceremony on July 14. That signifies the completion of Demon Brigade's overseas mission and their return to operations at Fort Riley.

“Our unit is home after supporting our Allies and partners throughout Europe during a crucial time. Your work throughout these last 9 months has made a lasting impact and you should be proud of what you have accomplished,” said Col. Chad Corrigan, the 1st Combat Aviation Brigade commander.

Throughout the deployment that began in October 2023, more than 1,800 Soldiers were deployed and performed missions at various locations across Europe.

Dispersed across six countries, Demon Brigade Soldiers built relationships, participated in NATO exercises, and they furthered the rich history and legacy of this great division by executing all missions in a very controlled, deliberate and safe manner from start to finish,” said Maj. Gen. Monté Rone, commanding general of the 1st Infantry Division and Fort Riley.

The 1st Combat Aviation Brigade provided aviation support and executed realistic training throughout Europe, including U.S. Army Europe and Africa’s DEFENDER 24 exercise series, aerial gunneries, and engagements with European communities.&nbsp;&nbsp;

Big Red One Combat Aviation returns to Fort Riley

During the past week I have been asked by a number of people about what I would write about, for what will be my final Junction City 5/15 Report. On Wednesday, July 17 I will retire as City Manager here after 9 years and 6 months and will conclude my full-time career in Kansas City Management for 35 years and almost 5 months. It also concludes nearly 45 years of public service as I spent nearly 10 years as a County Extension Agent.

I never had an inkling I would ever have a career in City government until late 1988. I saw an ad in the newspaper that a City in Northwest Kansas looking to fill the position of City Administrator which was being reopened after being vacated for about 8 years after the first ever City Administrator left that City after serving for about 2 years. As they say, it doesn’t cost to apply so I sent a resume and a letter of application. I did have experience at managing events such as a County Fair which included many working with many volunteers, and I had worked with many to reach successful conclusions. I understood budgeting and financing as this was during the 80’s farm crisis and I had worked with a number of producers who were risking to lose everything they had as Ag commodity prices had bottomed, and interest rates had sky rocketed. Simply it was tough out on the Farm. Those experiences were a great influence that stuck with me over the past 35 years.

Yes that community interviewed me, offered me the job, and the I began what has been a great and sometimes wild pathway since then. I always had a passion for government issues as that was

instilled into by my Dad, so it was easy to learn that part. I always give credit for my business sense to Dad and Grandpa Dinkel. Yes, both were farmers, but trust me they instilled a strong sense of business into me.

I have been through blizzards in Northwest Kansas that piled up large drifts of snow in the City in Northwest Kansas that shut down the community for a number of days. I managed a City where a destructive tornado affected about 1/3 of the City and destroyed 200 homes, including ours, destroyed the only grocery store in town, and did major damage at the high school and hospital. And yes I experienced the flooding of the basement of the water plant here and losing the ability to supply the City with water for a couple of days. I have experienced trying to put together a financial plan for various projects or finding a way to get a City through the costs of crisis such as a tornado. And no doubt, the financial issues here in Junction City were a challenge, but the General Obligation Debt has decreased substantially and yes, cash carryover in the City funds has increased.

For those who have followed me, you know I always tie myself my past experiences growing up as a Farm Kid. I know what it is like to see a wheat crop getting hailed the day before harvest or going through a drought and know how Dad had to manage through that. Yes, maybe at times I can get a little conservative, but that is the way I am wired.

I have had the privilege of leading many great employees over the years and for the past 9 plus years the employees here in Junction City have joined me in making this an Outstanding City Team. I thank them for everyone they do for the City. Not always an easy or thankful job.

Most importantly I have had the support of my family. I am certain it is not always easy to be the wife of the City Manager. Not only does she have to hear the many comments, but she also had to put up with me with the issues I dealt with in this career. Even though the girls were no longer living with us for the most part when we moved here, they also had moments of having to deal with being the City Manager’s kids. Paula, thanks for your support, love, patience and for just having to dealwith me. Emily, Wendy, and Macey I am proud to be your Dad and thanks for your support over the years.

I have enjoyed serving the Junction City Community since January 5, 2015. Thank you for the City Commission for giving me this opportunity. Many have appreciated my efforts here. I know I can’t please everyone, and I can live with that. There always can be many sides of any issue. I have tried to use this column to give you information about the City and what we deal with.

The Geary County Historical Society will be hosting a cowboy themed STEAM Saturday on July 20th. The event will be held at the museum, located at 530 N Adams, from 1:00-3:30pm and will feature cowboy themed interactives including DIY cattle brands, balancing cowboys, western instruments and more

This is a free, come-and-go event open to the entire community and all ages are welcome. &nbsp;STEAM Saturday is sponsored by the United Way Junction City/Geary County.

The booth will be located indoors and the shifts are in 6 hour blocks, 9am-3pm and 3pm-9pm. The booth needs to be manned at all times, and the plan is to have more than one person for a shift to ensure everyone gets breaks.

The booth will be full of information to promote Geary County, and encourage guests to visit; therefore, volunteers will be expected to answer questions and hand out materials during their shift.

The State Fair is scheduled Sept. 6-15 in Hutchinson.

CVB seeks volunteers for a State Fair booth

The public retirement reception for Junction City Manager Allen Dinkel is scheduled from 1:30 to 4;30 p.m. Wednesday at the Junction City Municipal Auditorium.

Speaking to the city commission Tuesday night Dinkel said, "What makes this community so great for me as a city manager is I worked as a team with some great, important employees."&nbsp;

Dinkel asked the city commission to support the staff, noting that they're what makes this city work. He is wrapping up more than nine and half years of service as the Junction City Manager, and 35 years of service overall in city management.

Retiring Junction City Manager will be recognized

The Geary County Sheriff's Department reported that Deputies responded to I-70 mile marker 306 eastbound for a report of a rolling domestic in a passenger car. Deputies were able to locate the vehicle on I-70 at mile marker 318. 

After an investigation Nina Kravtsova of Centerton, Arkansas was arrested on requested charges of Domestic Battery, Aggravated Assault (Domestic), Battery on a Law Enforcement Officer, and Interference with LEO. Kravtsova was later arrested on a requested charge of Battery on a Corrections Officer.
