USD 475 has been working closely with law enforcement authorities to deal with threats that occurred to schools. Two juveniles were arrested.

 Superintendent Dr. Reginald Eggleston noted possible measures going forward could include implementing a clear book bag policy and advancing metal detection practices. The high school's security center can monitor all of the District's facilities through cameras and direct communication with building administrators.

There will be discussion with the school board about additional steps that could be beneficial going forward. Eggleston said authorities will continue to drive the school parking lots and will sometimes walk through the buildings, primarily in elementary schools. There are school resource officers already stationed in the secondary schools, which helps in monitoring safety.

Most of those who watch politics focus on various national and state political contests, and that’s reasonable. Yet how many of us regularly interact with agents of the national or state governments, enforcing those state or national laws? The answer is: not many.

For most Kansans, it is agents of one of our 105 county governments—health officials, sheriffs, home appraisers, medical practitioners, park custodians, and much more—that they’ll usually see carrying out those state and national mandates. And yet the political contests which decide who leads all those county agents receive almost no attention from political watchers at all.

Part of this is because Kansas, like the rest of the country, is quite urban, at least if you count where people actually live. For decades, the rural expanses of Kansas have emptied, with people moving to cities and their surrounding suburbs, increasing the focus on—and increasing the partisan competition over--city governments and municipal elections.

But all those cities and suburbs exist within county boundaries—and those county governments are the primary administrative arms of both the state and nation. And with only rare exceptions, those county governments also follow the same partisan election cycles as do Washington DC and Topeka, meaning that the commissioners elected to run those governments are partisan too.

Yet county governments, despite their central role in so much of contemporary American life, often slip out of the focus of even professional politics-watchers. The result is often a dramatic degree of one-party dominance—and thus a lack of oversight or competition.

For example, that there are more registered Republicans than Democrats in Kansas isn’t a surprise, nor that the majority of those elected to state offices are Republican. Kansas’s state House consists of 85 Republicans and 39 Democrats, a 68% GOP majority, and the Senate, with 29 Republicans and 11 Democrats, has a 72% GOP majority. Those numbers aren’t surprising.

But now consider the dominance of Republicans in county commission races in Kansas. Focusing solely on our 20 most populous counties (skipping over Johnson and Wyandotte, both of which have consolidated, non-partisan county structures), one finds a total of 71 elected commissioners, with 61 Republicans, and 10 Democrats (plus 1 Independent): a whopping 86% GOP majority. And that’s only because a few counties like Douglas, Riley, Sedgwick, and Shawnee occasionally elect Democratic commissioners, sometimes several; beyond them, as you move west across the state, Republican control of our county governments is near total.

One reason for this is that county districts are often specifically drawn so that the scattered rural (and mostly Republican) population can outweigh the larger urban (and mostly Democratic) one. But also, involvement in country government in states with lots of unincorporated land—like Kansas—tends to self-select for those deeply invested in issues of property taxes and development potential, concerns which tends to skew towards business-oriented conservatives.

The reverse happens occasionally in highly urbanized counties (the county commission of Jackson County, MO, for example, has long been a Democratic stronghold), but that’s unusual for county governments across the U.S., and especially in Kansas. Here, the rare Democrat elected to county government has to straddle an ideological fence, speaking like a Republican to

landowners while still maintaining their social connection to urban Democrats, a rare skill.

So while Washington DC and Topeka will continue to hold most political observers’ attention, don’t forget about our county commissioners, many of whom will be elected this November without any partisan challenge. The work they do is essential—and most Kansans seem okay with one party being responsible for nearly all of it.

Looking at Our Often Overlooked County Governments

On Thursday, Sept. 26, the Kansas Department of Transportation will close a section of K-57 in Geary County for culvert replacement. The culvert is near Carr Road at mile marker 21.5 and is expected to be completed later that evening, weather permitting.

K-57 will only be closed at the work location.&nbsp;Through traffic is advised to utilize state detours on K-177 to I-70, or U.S. 56 to U.S. 77.

JC Breakfast Optimist Club members met in Jim Clark’s Chevrolet showroom on September 25 to hear about the work being done by Ardena Carlyon, USD 475 Geary County Schools Manager of Finance.

Ardena shared that she was three years old when she moved here. While she was growing up here Ardena attended Sheridan, Junction City Junior High and Junction City High School. She worked at Dillon’s during her high school years. Ardena has been married to John Carlyon for 40 years and they have three children. The Carlyon’s own and operate an underground utilities company.

While her children were of school age, Ardena got involved in the PTA at Westwood and Sheridan Elementary; became the Grandview Plaza Elementary School Secretary; worked on mail-in enrollment with Charles Volland at the district’s central office; worked in Human Resources with Sarah Talley and Retta Kramer and found her passion working with numbers by working part time in HR and in Finance. In 2013, Ardena became the member of the Finance Department and became the Manager of Finance in 2022.

She stated “There are lots of regulations and rules in dealing with federal money, which passes through our district. There are three audits each year. One audit is with the Kansas Department of Education, another for Special Education funding and a district financial audit.

One of the busiest times comes from September 20 and after February 20. That is when we have a first and second count of students, which helps decide funding for the district and we are working on Impact Aid Heavy Impact. Students who are military dependents help us qualify for additional funding for the district. This money can then be used for new construction but should not be used for maintenance or teacher’s salaries for example as those are reoccurring costs. This money helped us build the new Junction City High School with having no to increase taxes on the local taxpayers.” Ardena also told club members that it is important to her “to find ways to get the money to do what is best for students to be able to learn and be positive contributors to our community”.

She also said that “2.3 million federal dollars comes to the district for Title I, II and IV. Twenty-two million dollars also comes to the district from the Elementary and Secondary Education Act (ESEA). Sixty-nine percent of the USD 475 budget comes from federal money, 28% from State aid and 3% from local taxes.

We look for funding that is a good fit for what we want to do to help kids. There is often talk about cutting taxes, but utilities, salaries and other bills still must paid” even with all the federal dollars that come into our district.

The advisory was issued because the system could not maintain the minimum required chlorine residual. Failure to maintain required chlorine residual levels may put the system at risk for bacterial contamination.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the Geary County Water District 2 indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.

Just before 1p.m. Tuesday, officers filed a report of fraud in the 1000 block of S. Seth Child Road, according to the Riley County Police Department activity report.&nbsp;

A 38-year-old man reported he withdrew $4,000 from his bank and deposited it into a CoinStar machine in a scam that involved an unknown subject posing as a lieutenant from Riley County Police Department. &nbsp;

Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

The recent Geary County Historical Society held their annual ice cream social in September. In the Society's newsletter the Executive Director of the Society Heather Hagedorn said it&nbsp;one of the most successful Ice Cream Socials that they&nbsp;have ever held. This year, they added a car show. There were also bands.

The ice cream social serves as a fundraiser for the Historical Society.

&nbsp;October is Oral History Month. Every Tuesday throughout the month, you can visit the museum from 1-4pm and share your story. All oral histories will be recorded and placed in the archives.

October 15th is also Match Day. If you have ever considered donating to the Historical Society, Match Day is a good time because all donations between $25 and $1000 are eligible for a 50% match, which means your $100 donation becomes $150 for the non-profit of your choice.

Kansas Landowner Conference is Oct. 10-11

For fans of American football this is their favorite time of the year. People will travel for hours to see a game. For some of us who just enjoy watching games on television at home, it is possible to watch four games at once. At a sports bar, it is possible to watch even more at one time.

No doubt there are risks of injury. However, when middle and high schools, colleges and professional games are played, rules and equipment for safety are a high priority.

By 1912, there was more acceptance of the sport. A football banquet was given by local merchants at the Bartell House at Sixth and Washington Streets. John York, who lived at 240 W. Fifth Street in Junction City until recently, shared about previous residents at that address who were Dr. W.A. and Hazel Smiley. In a June 8, 1960, article from our local newspaper. The author wrote the following: “Dr. W.A. Smiley was born in Delphi, Indiana and received his grade school education there before his widowed mother moved to a farm near Stafford, Kansas. He played football in high school and a physician-friend persuaded him to study medicine in college.

While at Washburn University, W. A. played halfback and quarterback. He captained the Washburn team in 1909 and had been credited by many players and the Topeka Capital newspaper with being the first football player to throw a forward pass. Until that time, passes were not permitted. Passes were considered trick plays and not real football”.

Friday Night Lights are a favorite among Blue Jays fans. The JCHS football program began in 1908. The Head Coach was Irving Platt. He served in that position for only one year. Three games were played and one of those was played against K-State Seniors. The high school team won 6-0. There is a long list of Head Coaches at JCHS from the beginning of the program and there is some incomplete information about who the coach was and their record.

An interesting observation is that during the 1917-1918 season only two games were played because of the Spanish Flu epidemic. In 1939 four games were canceled because of the Infantile Paralysis (Polio) Epidemic. Henry A. Shenk was the Head Coach that year.

There were many years when the local high school football team Head Coach led the team for only one year. Exceptions to this case were Al Simpler (1958-1981), whose team were State Champions in 1969; Ron Hill (1981-1990); Jerry Stuckert (1990-1994) and current Junction City High School Head Football Coach Randall Zimmerman (1994-present), whose team were State Champions in 2008. Coach Zimmerman holds the record as the longest JCHS Football Head Coach having served for 30 years this year (2024). In 2020 the COVID-19 Pandemic caused nearly everything to shut down, however, local football games continued to be played.

Those loyal to JCHS, Kansas State or Kansas University football enjoy their tailgating, the games and being with their friends on game day. Some of us, however, enjoy watching the games on tv or listening to the games on the radio in the comfort of our homes with no lines to the restroom, no waiting at the refrigerator and no one yelling from behind, in front of or beside us. The Geary County Sheriff's Department said on Monday at 10:05 pm.&nbsp; Deputies responded to mile marker 23 on South K57 Highway for a single vehicle non-injury accident. Lane Fleming of Dwight, KS was driving his 2016 Dodge Journey when a cow entered the roadway striking the vehicle. Fleming was able to leave the scene with his vehicle which sustained functional damage.

This prestigious recognition highlights schools that excel in academic performance or make significant strides in closing achievement gaps among different student groups.

The Kansas schools named as National Blue Ribbon Schools are Lincoln Elementary School in Junction City;&nbsp; Herington Elementary School in Herrington;&nbsp;Sunflower Elementary School in Paola and Garfield Elementary in Augusta.

“The National Blue Ribbon Schools Award is a testament to the exceptional achievements of students and educators at each of these schools,” said U.S. Secretary of Education Miguel Cardona. “The 2024 National Blue Ribbon Schools are raising the bar for our nation’s students, serving as models for effective teaching and intentional collaboration in their schools and communities. Lincoln Elementary honored by U.S. Department of Education

FORT RILEY, Kansas - U.S. Army Maj. Gen. Monté L. Rone, commander of the 1st Infantry Division and Fort Riley, presided over a Victory with Honors Ceremony in which Col. Matthew J. Hardman and Col. Travis M. Habhab accepted their new positions at Fort Riley, Kansas, Sep. 20. 

Hardman, who formerly served as the Commander of Operations Group at the Joint Readiness Center, will serve as the deputy commanding officer of maneuver for the 1st Inf. Div., while Habhab, who recently worked in the Pentagon as the Executive Officer to the Vice Chief of Staff of the Army, will serve as the division’s chief of staff.

The ceremony recognized the pair's military achievements and new duties that brings over fifty years of combined military experience to the 1st Inf. Div. and Fort Riley.

“From France to Iraq, this famous Division has brought excellence and courage, and I am beyond honored to be a part of it,” said Hardman. “The Fort Riley, Junction City, and Manhattan, Kansas, communities have an equally exceptional reputation, and in our short time here, we feel incredibly grateful for the reception and hospitality, thank you.”

Habhab, who graduated from Kansas State University and was commissioned into Army Aviation in May of 1998, also holds accreditations from the Aviation Officer Basic Course, the Apache and Apache Longbow Helicopter Qualification Courses, the Aviation Captains Career Course, Texas A&amp;M’s MBA program, Command and General Staff College, the Joint Firepower Control Course, the Air Assault Course, and the United States Army War College.

Both Hardman and Habhab’s military tenure includes deployments to Iraq and Afghanistan.

“Our legacy is built on the sacrifices of those who came before us,” said Rone. “It’s our duty to uphold their honor and continue the mission with that same commitment to excellence."

Groundbreaking for a new building for the Geary County Food Pantry occurred on Saturday.

Hutton Construction will oversee the project, which will provide more space for the Food Pantry. The new facility will be located at&nbsp;700 West 7th St. in Junction City.&nbsp;

Junction City Parks and Recreation Director Joshua Gray has announced that the Fort Riley Trail has been re-opened for use. The trail may now be accessed from Trooper Drive. Troop Access control point remains closed. 

Gray also issued a thank you to the Chamber of Commerce, Military Affairs Council, Fort Riley, and the city's Parks staff for working to restore access to the trail from Junction City. He also thanked the Public Works department for loaning&nbsp; their equipment to clean up the trail.

On Saturday at 6:21 p.m The Geary County Sheriff's Department said-Deputies responded to US 77-Highway at mile marker 149 in reference to a single vehicle non-injury accident. Ryan De Oliveira of Manhattan was traveling northbound on US 77-Highway in his 2011 Chevrolet Camaro when he lost control and spun out into the west ditch. No injuries were reported and the vehicle was removed by A Homestead Wrecker Service.

On Monday at 1:11 a.m. Deputies responded to I-70 mile marker 301 for a lapsed single vehicle non-injury accident. Jeffrey Sender Sr. of Junction City, KS was traveling westbound in a 2001 Ford Ranger when he did an evasive maneuver to avoid rear ending a semi-truck and trailer. Sender lost control of his vehicle and left the right side of the roadway, rolling several times before coming to rest on the roof of the vehicle. No injuries reported, the vehicle was removed by TLC Wrecker Service.

Central National Bank is hosting a fundraiser on Wednesday, Sept. 25, for United Way of Junction City/Geary County. The potato bar fundraiser will be from 11:30 a.m.-1:00 p.m. in the basement of the bank on 8th and Washington in Junction City. You can also get the meal to go. 

The meal will be $8 and include a potato with toppings, such as chili, nacho cheese, shredded cheese, and more. 

The potatoes were donated by Tyme Out Steakhouse and all the proceeds will go to United Way of Junction City/Geary County.

Walmart reported a known suspect stole $1,430.14 worth of merchandise from the store.
