HUTCHINSON, Kan. — Creighton University economist Ernie Goss told Hutch Post that his Rural Mainstreet survey is still showing weakness in the economy for this part of the country.

"This is a survey of bank CEOs in rural areas of 10 states, including Kansas, right down the middle, mid-section of the country," Goss said. "The overall rating for July was not good. In fact, this is the lowest that we've recorded this year, and it's certainly down from this time last year. And what we're seeing is just the rural Main Street economy, driven a lot by agriculture and energy, just not holding up very well."

You can see this in layoffs at implement manufacturers across the Midwest.

"Farm equipment sales, as reported by the banks,bank CEOs, are down for the 12th straight month," Goss said. "Of course, you look at John Deere, which has some fairly significant layoffs in Iowa, particularly, and other firms that are linked to agriculture. Farmers are struggling because of high interest rates and lower agricultural commodity prices. Likewise, exports are not holding up very well. In fact, we're down from this time, same time last year. That's having some negative impacts. So all in all, it has not been good. And the USDA isprojecting 2024 farm income is going to be down from 2023."

It may not get better for quite some time.

"We have a confidence index which tracks the economic outlook six months out," Goss said. "That's not good. Again, we're talking about high borrowing costs for the farmer. We're talking about weather related issues. We're talking about agricultural commodity prices, for example, corn around $4 a bushel depends on where you're selling it and what time frame you're looking at, but that's below break even for a lot of the farmers out there in the region."

Over half of rural mainstreet bankers see a recession as the greatest risk for the region over the next 12 months.

It is hard to not wax poetic as I draft this 5-15 report. I sit in the brief chasm between 9 and a half years of a 34+ year veteran of city administration and Monday morning where the interim city manager arrives in-person. I figured that the City would be sailing smoothly over just four days upon Allen Dinkel’s retirement.

Apparently, Microsoft and software dependent on Windows had something else in mind between municipal software, airports, financial institutions, and other entities. Stites said on Friday that since Thursday night, our interim IT director worked to keep our systems online or bring downed systems back up. Even with crashed systems, emergency and first responders kept going to calls to aid citizens. Streets, water, wastewater, and storm sewer kept flowing or being repaired. Parks and recreation still occurred. The court and customer service desks still took care of their customers. Building and Codes continued to inspect and issue or review permits.

Regardless of the situation, the crisis, or the management, the City keeps living breathing, and working. In Kansas, we still live by Ad Astra Per Aspera. That was true in the 19th Century. It continues through today.

Police have reported the arrest of a 26-year old Junction City man, Jesse Lee Bailey III, on requested charges of No Drivers license in Possession, Fail to Yield to Emergency Vehicle, Possession of Marijuana, Possession of Drug Paraphernalia, Driving Without Lights When Needed and Driving Across Lawns/Sidewalks / Yards. The arrest occurred at 10:08 p.m. Friday at 100 South Franklin.

Police also confirmed the arrest of Teiana Lashey Cooper, 23, Junction City on requested charges of Possession of Marijuana and Possession of Drug Paraphernalia. The arrest occurred at 10:14 p.m. Friday at 100 South Franklin.

On Friday at 8:41 p.m. Deputies responded to East Rolling Hills, Milford Lake for a report of shots fired. According to the Sheriff's Department after further investigation and witness statements it was discovered that fireworks had been set off from the area alerting the public. No damage to property was discovered.

The Junction City Rodeo opened Friday night. There were events ranging from bull riding to the calf scramble.

The rodeo continues Saturday evening at 7:30 at the arena on South Spring Valley Road. There is a Special Needs Rodeo from 10 a.m. until noon Saturday.

RILEY COUNTY —The Riley County Police Department has a new teammate in their work to fight crime.

On social media Friday, the RCPD introduced K9 Kyra.&nbsp; She is a highly trained Belgian Malinois specializing in tracking and narcotics detection. She successfully completed her first case on July 17, 2024, demonstrating exceptional performance.

Areas affected will be from 4th Street to 12th Street between Eisenhower to Jefferson.  Those areas will have potential for minor disruptions of service during working hours and the disruption could range from one to two hours.

On Friday, members of the Junction City High School &nbsp;Alumni Association placed alumni stones in front of Junction City High School.

 In the future, the stones will feature aluminum plaques, which will be engraved and installed by current students, of prominent alumni and those who were memorialized at the former high school.&nbsp; &nbsp;

The new commanding general of the 1st Infantry Division and Fort Riley, Maj. Gen. Monte Rone and the new garrison commander, Col. Gerald Nunziato will be the guest speakers at the Military Affairs Council breakfast Thursday, July 25.

Just before 3p.m. Thursday, officers filed a report of forgery in the 300 block of Tuttle Creek Blvd., according to the Riley County Police Department activity report.

Valley Metals reported an unknown suspect fraudulently cashed sixteen&nbsp; checks on their account without permission. Total loss associated with this report is approximately $17,080. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

A Nissan sedan driven by 22-year-old Jason Mendoza of Fort Riley left the roadway and collided with a pole&nbsp;at the corner of Fort Riley Blvd and Richards Drive, according to the Riley County Police Department activity report.

EMS transported Mendoza to Via Christi for treatment of non life-threatening injuries.&nbsp; The RCPD released no additional details.

TOPEKA, Kan. — The Office of the Kansas State Treasurer has learned that a Kansas resident was the victim of a scam by a government imposter. 

The scammer contacted the victim via phone call and claimed to be a representative of the Kansas State Treasurer’s office. The victim was told that he had recently won a sizable sum of money from the lottery. The scammer then informed the victim that collecting his lottery winnings would require a payment.

The victim was directed to wire funds as well as load money onto a gift card and once payment was received, the scammer indicated the State Treasurer would visit his home to present the winnings.

Imposter scammers may call, text or email to begin their scam. They often use caller ID to deceptively appear like the communication is coming from a reputable entity. Any request to make a payment in order to receive funds is likely fraud. Furthermore, any request for payment using gift cards is never a legitimate method a government entity would utilize.

“Imposter scams are a rising trend in Kansas,” said State Treasurer Steven Johnson. “Kansans should be aware that the State Treasurer’s office is not involved in the delivery of lottery winnings.”

The Office of the Kansas State Treasurer is currently the custodian of over $640 million in unclaimed property owed to Kansans. The distribution of those funds to the rightful owners never requires fees to be paid. Individuals and businesses can search for missing money at <a href="http://www.unclaimedproperty.ks.gov">www.unclaimedproperty.ks.gov</a>.

Treasurer: Kansan scammed by government imposter

The Geary County 4-H Public Revue included entries ranging from sewing construction to to boys purchased garments. The event was held Thursday evening at the Geary County 4-H / Senior Center.

In sewing construction in the recycled clothing project division the grand champion was Ava Oentrich ( white top ).

In the 7-8 year old division Emilia Weigel&nbsp; ( pajama pants ) had the grand champion entry, for the 9 - 11 year old category Kinley McCallum ( denim shorts ) grand champion and for the 12 - 14 year old division Eloise Ryan ( skirt ) the grand champion.

For shopping in style Macie Muto&nbsp; received the Senior Division grand champion honor.

For constructed fashion revue the junior division grand championship went to Corabel Hock ( wool jumper ), the intermediate grand champion to Eliot Oentrich ( sundress)&nbsp; and in the senior division&nbsp; Gracie Erichsen ( wool dress )&nbsp; the grand championship.

For boy's purchased garments Grason Fielder( western outfit ) had the junior division grand champion entry, Tyler Proetti ( slacks outfit ) in the intermediate division and Grady Oentrich ( suit ) in the senior division.

In the girl's buymanship junior division Mallory King ( romper ) was named grand champion, for the intermediate category Addy Snider ( western skirt outfit ) and for the senior division Macie Muto ( floral dress ).

Geary County 4-H Public Revue

Kourtney Dibben was named the 4-H Queen and Charles Strauss the King for the Geary County Free Fair Thursday evening following the 4-H Public Revue. The pair will serve in those roles for the coming year.

Dibben will be a senior at Junction City High School and is a member of the Humboldt 4-H Club while Strauss will be a junior at Chapman High School and is a member the Lyon Creek 4-H Club.

Geary County 4-H Royalty are crowned

United Way of Junction City-Geary County is is hosting their 14th Annual Stuff the Bus drive. This event provides school supplies directly to the schools so that each child can start the year with everything that they need.&nbsp; Supplies collected will go directly to the schools in USD 475, St. Xavier, and USD 473.

For those who are familiar with Stuff the Bus, and have helped in the past, this program would not be possible if it wasn’t for the volunteers who help. Volunteers help with collection on our Saturday events and during the week when we are counting and sorting.

If you would like to help volunteer and can spare an hour, we would love to have you join us for our 14th Annual Stuff the Bus. If you know of students who could use a few more volunteer hours, or just like to help, we welcome students as well.

United Way seeks volunteers for Stuff the Bus

The Geary County Free Fair opens on Sunday. The location for the Free Fair is at 1025 South Spring Valley Road on the west side of Junction City.

Sunday the 21st activities will kick off with the Pedal Pull at 5 p.m. and the 4-H Horse Show at 6 p.m.

Other events during the week range from the 4-H Dairy Goat / Sheep Show Monday night at 7 p.m. to the 4-H Bucket Calf and Beef Show at 7 p.m. Tuesday and the 4-H Swine Show at 7 p.m. Wednesday.

The 4-H Project &amp; Livestock Auction is scheduled at 6:30 Thursday evening and is preceded by the 4-H Barbecue and Watermelon Feed from 4:30 to 6:30 p.m.

This is the 99th year for the fair in Geary County.

Free Fair begins on Sunday

The 30th annual Junction City Rodeo is this Friday, July 19, and Saturday, July 20, at the Geary County 4-H Fairgrounds Arena. The rodeo begins at 7:30 p.m. on both nights.&nbsp;

The theme for Friday night is 'Tough Enough to Wear Pink' and Saturday night's theme is 'Red, White and Blue.'&nbsp;

On both Friday and Saturday, the open rodeo will feature kids' events, such as the boot scramble, calf scramble, and mutton bustin'. On Saturday morning, there will be a Special Needs Rodeo from 10:00 a.m. to noon, and then during the rodeo on Saturday night, the Queen coronation will occur following the Saddle bronc riding.&nbsp;

Tickets are available to purchase before the rodeo at Tractor Supply, and Stacy's Restaurant. Tickets in advance are $9.00 for adults and $4.00 in advance for children six to 12. At the gate, tickets are $10.00 for adults, and $5.00&nbsp;for children six to 12. All children five and under are free.&nbsp;

The Kansas Department of Health and Environment has placed the Gathering Pond at Milford Lake under a blue green algae warning.

According to the Milford Lake Corps of Engineers that means water is unsafe for humans and animals, visitors should avoid all contact with the water, DO NOT let pets eat dried algae or drink contaminated water and if fish are caught, clean well with potable water and eat fillets only.

The Gathering Pond is located below the Milford Lake Dam.

Nunez of Gardner, KS on K-177 Highway at mile marker 75 for Felony Flee and Elude by Engaging in Reckless Driving, Felon in Possession of a Firearm, Possession of a Controlled Substance with Intent to Distribute, Possession of Drug Paraphernalia, Possession of Marijuana and No Drug Tax Stamp.

The arrest occurred at 12:12 p.m. Wednesday.

Deputies arrest one person on K-177

Junction City Manager Allen Dinkel retired Wednesday after approximately nine and a half years in that job. He has completed about 35 years of career city management service that began March 1, 1989 in Oakley.

During a program at the Municipal Building the City's HR Director Tammy Melton noted that Dinkel's commitment to Junction City has been unwavering.&nbsp;

He was presented with gifts by colleagues&nbsp; ranging from a framed certificate to his own street sign.

Dinkel informed JC Post that the decision to retire was a good point for his family to do that.&nbsp;

&nbsp;On accomplishments "Again, knocking off debt. We've knocked the general obligation debt from $115 million to this fall when they make the payments in September it'll be down to $40 million. " Dinkel added that was not him but the people of the community who came together for it. "I think another thing is we put money in the bank. " That's what is necessary to operate in case bad things happen.

Dinkel also pointed to a strong employee team with great department heads. He was sentimental. "Yeah, probably because of the people."

There was a good turnout for the retirement ceremony on Wednesday. Family members, friends and community members were in attendance.
